immera shoppers will have access to a greater choice of discount grocery items later this year when clearance company NQR opens an outlet in Horsham Plaza.
NQR’s Horsham store, to operate from an entrance opening onto the plaza’s Darlot Street car park, is scheduled to open at the end of September. NQR retail manager Ben McLeod confirmed that work on the shop would start in mid to late August. He added that the new store would provide employment for between 15 and 20 staff members,. “Depending on the work progress we’re hoping for an end-of-September opening,” he said. “We’re looking forward to opening in Horsham. We do quite well in regional areas. We’re just about to open a second shop in Ballarat, have one in Bendigo, another in Morwell and going into Sale at the end of the year. We’re also looking at Albury and Shepparton.” NQR, abbreviated from Not Quite Right, started with one store in West Melbourne more than 20 years ago. It offered a way for manufacturers strug-
gling to clear excess stock, discontinued lines and cancelled supermarket orders. It now has 20 stores across Victoria offering mainstream grocery brands in products included packed, canned, diary and frozen food, liquor and wine and cleaning, toiletry and pet products.
It claims on its website that in stocking an ‘ever-changing range of big-brand and premium-quality, essential and specialty items’, to offer customers ‘savings of up to 70 to 80 percent’ on their weekly shopping bills.
Discounted prices Mr McLeod said products went straight from pallets to the shelves and, at heavily discounted prices, moved quickly. He said the company offered staple everyday lines that were all quality guaranteed. “We have extremely fast-moving goods. Products change all the time and we might only have a product in stock at a certain price for a short period of time. It’s a case of what you see is what you get. But the potential savings are considerable. It’s the same big brands at a bargain price,” he said. “And there is a 100 percent money-back

Horsham Plaza manager Allison Roberts said NQR and plaza representatives shored up negotiations for the space operated Kmart plant nursery, last Friday. “We are very excited. It is sensational news for the plaza because it again becomes a one-stop shopping destination. But it is also good for Horsham and the Wimmera,” she said. Mrs Roberts also confirmed that work had also started on a new Horsham Plaza Dental Practice between EB Games and Leading Edge Music. “We’ve had strong leasing interest in last couple of months,” she said.

Prison concept in state hands
M
unicipal leaders will wait for State Government advice on whether a concept for Ararat to become home to Australia’s first nursing-home prison can become a reality.
Ararat Rural City Council chief executive Andrew Evans said the viability of the idea was now in the hands of Premier Denis Napthine and Corrections Minister Ed O’Donohue. Mr Evans said the proposal, which would involve the construction of a purpose-built centre next to Ararat hospital, had evolved from casual discussions. “It is obviously very much still in the idea stage but the more we discuss it, the more the advantages of the concept become clear. They are selfevident,” he said. “A lot of work would obviously have to go into the feasibility and financial aspects of the project. Hopefully we’ve done our bit in planting the seed with the State Government.” The move comes in response to research that shows the number of prisoners in Victoria over the age of 65 has
grown from 60 to 140 in the past 12 years.

“You could build the centre from scratch to design standards to cover both issues of security as well as issues involving the infirmed and ageing process. How to best deal with prisoners in their 70s, 80s and 90s is something the system is going to have come to grips with.”
“In the general community we have baby boomers coming through and reaching a point of being aged and needing health-care facilities. Obviously, the same thing is occurring in the prison system,” he said. “The problem is that the prison system is not designed for people who are in wheelchairs and with all the medical-care issues relating to ageing and associated chronic illnesses.
Inefficiencies Mr Evans said the concept involved building a purposebuilt centre and avoiding inefficiencies of retrofitting an entire prison for perhaps one prisoner with specific needs or asking prison officers to constantly take elderly prisoners to the local hospital. “It would be better to have prisoners who are aged and infirmed in one facility which is right next door to a major regional hospital where there are medical professionals,
Mr Evans said the concept had the potential to create several ‘wins’. “Of course it would help Ararat by developing medical facilities in Ararat and provide extra jobs. Ararat would win because our economy would improve. The state would also win because it would have a new facility that dealt with issues of the future. “We know money doesn’t grow on trees and that money is tight and the big question will be how do we fund it and how do we do it,” he said. “It’s really a matter of someone looking, doing the number and seeing if it’s feasible.”

Gersch: We need a ‘yes’ vote at September polls Rural Councils Victoria chairman Cr Rob Gersch has spoken of a grass-roots need for Australians to vote ‘yes’ during a national referendum later this year.
Cr Gersch, reflecting on Hindmarsh Shire Council’s 2013-14 budget, said giving local government ‘financial recognition’ in the Australian Constitution was important. He said it was crucial that rural municipalities had direct financial help from the Commonwealth. “Local government only pulls in three percent of tax in Australia which is very low when you consider its contribution,” he said. “What’s frustrating is that the State Government isn’t supporting the move when the truth is that without direct funding from the Federal
Government, local government couldn’t survive.”
The September 14 referendum is based on an amendment to give the Commonwealth the power to directly fund local government instead of providing the money indirectly through the states. The Commonwealth already provides direct funding to local government but the High Court has questioned the validity of the process.

“We’re talking about a 17-word amendment to the Constitution that makes it legal for the Commonwealth to deal directly with local government, Cr Gersch said. “There is a lot of scaremongering going out about states losing their autonomy or control over councils. In the end we need a ‘yes’ to simply consolidate local government funding.”
WFL chief responds to appeal Wimmera Football League chief commissioner John Smith believes the outcome of an appeal hearing in Ballarat has highlighted a need for a standardised football penalty system embracing all levels of the game. Mr Smith said there was a need for football administrators to take stock of the penalty system, ‘particularly variants in the range of penalties’.
“There is a need to have dialogue with AFL Country Victoria to look at the penalty system from the AFL level down,” he said.

t seems staggering that the millions of trees that volunteers have planted in the Wimmera catchment in the last two decades still represent a fraction of what we have historically removed. With preparations underway for another round of community Landcare plant-outs across the region, most of us can only imagine the scale of clearing that occurred in the past. We know in hindsight that simply removing all native vegetation to ‘open up’ vast tracts of native bush to broadacre agriculture might not have been such a great idea. Land degradation, erosion, salting, weed infestation and waterway sedimentation, not to mention the dismantling of all sorts of eco-systems, are a last legacy. But we also know that if it didn’t hap-

Cr Gersch said the council, through careful management, had been able to cover a $1.2-million superannuation scheme shortfall.
“In Hindmarsh the council gets only a third of its income from rates. It relies on the other two thirds from outside funding.
“Obviously we would have liked to been able to use that money for something else but at least we’ve been able to cover it,” he said.
Hooper set to join Ararat councillors Ararat district ratepayers have elected Paul Hooper to Ararat Rural City Council. They elected him in a postal byelection organised by the Victorian Electoral Commission. Officials counted 6747 formal and 178 informal votes, 72.92 percent of the enrolment, last Saturday. Cr Hooper attracted 2245 first-
preference votes for 33.29 percent of the vote, to win from Michael Russell, 919, 13.62; Franz Deutsch, 891, 13.21; Lisa Jobling, 780, 11.56; John Box, 772, 11.44; Robert McAlpine 668, 9.9; and Thomas Atkinson, 471, 6.98. He fills a vacancy left by the March resignation of Murray Woods.

Budget tick gives hall project green light

ork to transform Horsham Town Hall and art gallery into a stateof-the-art multi-purpose arts centre is likely to start as scheduled in August.
Horsham councillors have given the project the financial go-head by confirming that $8-million of secured grant funding would be part of a 2013-14 budget. Construction tenders for the project have closed and a Horsham Rural City Council tender evaluation committee is assessing submissions.
Council chief executive Peter Brown said the hall redevelopment project remained a council priority. “A large-scale project such as the redevelopment of the town hall, which has involved lengthy consultations, takes time to get right,” he said. “While we have now reached a key milestone in the project, there is still a lot of hard work to do and difficult decisions to make before completion.” Mr Brown said hundreds of people had participated in consultations during the last three years and the project

illaura’s Greenvale Farm is again in the running for a national award.
The farm, owned by Anthony and Amanda Kumnick, is a finalist for the ABC Delicious Produce Awards for its free-range pork for the third year in a row. The awards encourage, showcase and reward Australian producers, build awareness of culinary regions and recognise seasonal food ‘produced with integrity’. This year’s awards attracted a record 3110 entries. Greenvale Farm is up against 25 other Australian meat producers in the category ‘From the Paddock’. Greenvale Farm grows pork and Jumbuck without hormones or antibiotics and the animals are grass fed. “More and more people that we meet, mainly through farmers’ markets, really want to know where their food is coming from and that the environment is being considered as part of the process,” Mrs Kumnick said. “Our pork produces a far superior flavor due to the heritage breed, slower growing and free-range lifestyle. And, with the Jumbuck already getting the tick of approval from Victoria’s top chefs, we look forward to the consumer also embracing this delicacy.”
Health group to butt out Wimmera Health Care Group will become a smoke-free organisation from Monday. It has declared July 1, ‘Butt Out Day’. Chief executive Chris Scott said the decision meant all health-group sites would become smoke free for staff and visitors. “The decision to go smoke free will create a huge positive cultural change across the organisation,” Mr Scott said. “From July 1, staff and visitors will no longer be allowed to smoke on site at all, while patients will be assessed individually on their nicotine dependency and ability not to smoke while in hospital.”

The pages attracted a fair bit of attention and emphasised the fact that sayings and idioms, regardless of their cultural background, are quite a fascinating read. My fascination in proverbs stems from my childhood. Most cultures have elders punctuating their conversations with proverbs and sayings that impart insight and wisdom to the younger generation. My mother was no exception. Like all children adept at pushing their parents’ buttons, I too was an expert at often incurring her wrath. My mum, with more bark than bite, automatically reverted to sayings when she had a go at me. Be it an admonishment or a pep talk or even simple re-counting of everyday happenings, her speeches were always peppered with sayings and anecdotal analogies. More engrossed by the sayings and less by the dressing-downs, I have to admit I hardly felt the sting of her expletives. They had little effect other than instilling in me an awe for words. Even today, I still remember fondly a few of her regular reprimands. For example, when I couldn’t find what she wanted me to fetch she would say: “If one cannot spot a cow in daylight, how can one find a buffalo at night?”
Equivalent Another, whenever I presented an excuse for my shortcomings: “One who cannot dance, complains the courtyard is uneven.” I found this one not only had an English equivalent such as ‘A poor tradesman always blames his tools’ but was also popular in other cultures such as Polish, Chinese and Filipino. Another one of my mother’s pearls, when harping on me becoming more self-reliant was: “Packed food and words of wisdom from others don’t last more than a few days.” Another witty and insightful saying I remember about contagious yawns – “A young woman can go unaccompanied but never a yawn.” Given my own experience, I asked friends from different cultures to recollect any sayings that they experienced as children. Coincidently enough, a Romanian friend had a similar upbringing to me but unlike my case, the proverbs had a profound and positive effect on shaping her budding character. In her own words ‘the growing pains of my young character were dulled repeatedly by the few pearls of distilled ancestral wisdom that were used like mantras

around my household.’ Of the few that she sent around, I was fascinated by: ‘The lie has short legs and the truth always catches up with her from behind’ and “The person with a bad mouth is like coal- if it doesn’t burn you, it blackens you.’ Simple words of wisdom, more likely to stick in one’s head than the callous and insensitive words that parents of this generation like me are more prone to cast upon their kids. On the other hand, the one saying that irked my Polish friend a lot when he was admonished as a kid was ‘Children and fish don’t talk’; however he cracked up every time he heard ‘The rooster was dreaming about Sunday and he lost his head on Saturday.” A Filipino saying I have grown fond of and wouldn’t mind reiterating it in front of my own kids is ‘While the blanket is short, learn to curl to fit in it’ especially the next time they start whining and refuse to make the best use of privileges they take for granted.
Practical wisdom I have hardly skimmed the surface of this vast ocean of common sayings but from the brief study I have done, most of them have found their way into the English language or vice versa. However, a few were new to me and quite astute such as the Chinese saying: ‘A straight foot is not afraid of a crooked shoe’ or the Indonesian: ‘No matter how good a squirrel can jump, it will fall eventually.” It is indeed sad to realise that such gems of practical wisdom and wit, the grassroots of any culture, no longer hold the place they have in the past. Children of this generation are hardly exposed to such sayings and the charming insight behind these words. Considering the crass tweets or social media blunders of today, the modern world seems to have forgotten its cultural legacy and the subtle art of wrapping wisdom, wit and even ridicule in metaphorical sayings.

The council heard three presentations and received seven submissions. Horsham mayor Cr David Grimble described the budget as balanced and accountable. “These are economically challenging times, and we have sought to keep rates as low as possible while maintaining services and allowing for much-needed capital works due to the aspirations of a growing community,” he said. “There is a fine balance in addressing environmental, infrastructure and social needs against the economic constraints within the community. I think this budget does this and I am pleased with it.” Cr Grimble said the council, in response to community consultation, had recognised the importance of a one-daya-week administrative service in Natimuk and a council presence in the Natimuk community.

Bridge traffic change Western Highway motorists travelling through Horsham will be limited to one of the two Wimmera River bridges while contractors complete works to widen a footway.
An east bridge closed early this week and all traffic limited to a west bridge as part of a start to stage two of a bridge-upgrading project. Melbourne-bound traffic will enter and exit the west bridge via temporary crossover points, which contractors have been constructing. The overall project is scheduled to finish by April next year. VicRoads expects traffic delays as part of the traffic switch and has encouraged motorists to plan their trips accordingly. Pedestrians will continue to have access across the Wimmera River. Workers will complete pile construction in-
volving large specialised machinery for footway widening on both bridges before barrier and concrete decking works begin. VicRoads advises that further traffic switches will occur as works progress. Works schedule: Stage one, June: Close one lane on each bridge to construct temporary median crossovers. Stage two, June: Traffic moved to west bridge with one lane each way. Pile-driving work for footway widening on east bridge to start.

rganisers of an ambitious program to plant more than 100,000 trees across the region’s critical upper Wimmera catchment are enticing volunteers to events with a guarantee of high-quality food and live music.
“This year, we have more than 100,000 trees to be planted as part of our annual revegetation program. Getting this many trees planted wouldn’t be possible without the help of plantout volunteers,” he said. “Volunteers are always rewarded with delicious wintery meals, but this year we wanted to step things up and offer something special as a way of saying thank-you. “We’re pleased to have Deidre Baum from Laharum Grove preparing the meals using local produce for the Deep Lead plantout using

Hospital car park plan to continue Horsham health and municipal leaders will continue to improve car-parking facilities near Wimmera Base Hospital after creating extra spaces in streets near the hospital. Wimmera Health Care Group and Horsham Rural City Council have made the project a priority. Wimmera Health Care Group finance and corporate services director Mark Knights said parking improvements had already occurred and would continue to improve. “In partnership with council, Davey
Street off Baillie Street has been converted into a staff-parking area to free up spaces on the hospital site and we have also improved signage for disabled parking around the hospital,” Mr Knights said. “We have also added 12 car parks to O’Brien Lane in the past six months. “There are future plans to improve access to car parks with additional parking in O’Brien Lane as part of the sub-acute facility development. Initially 40 car spaces will be included in the project with scope for an additional 50 spaces to be constructed in the medium term.”

Floods inspire film project A Victorian film-maker has used a community information session in Stawell to explore interest in a collaborative film project about the impact and recovery from the 2010-11 floods. Matthew Cairns invited flood-affected residents, emergency services and those involved in the recovery to the session to find out more and become involved in the project.
Mr Cairns said he believed much could be learnt from the experiences of people going through life-changing events. Since 2006 he has been involved in projects documenting stories of living with mental illness, living in a cooperative community and living with life threatening illness.

Health service chief executive Catherine Morley said the campus would have an official opening when it best suited the community. “We are fully operational now but there is still a bit of work that needs doing, particularly in the surrounding garden,” Ms Morley said. very now and then in life, someone comes up with a clever proposition where everyone wins.
Warracknabeal nurse Bronwyn McIntyre has done exactly that. Ms McIntyre works as a rehabilitative therapist in Rural Northwest Health’s award-winning Wattle unit at the Warracknabeal campus. The unit encourages memory-stimulating activities for residents living with dementia. Her grandfather Peter O’Callaghan, whom she knows only as ‘Pa’, is a resident in Wattle and often under her care. The retired plumber enjoys keeping active and performing useful tasks. Ms McIntyre also contributes to her

community as a member of Warracknabeal Fire Brigade. During a recent meeting, she noticed the poor condition of the brigade’s trophies, some of which dated back almost a century.
O’Callaghan had done an unbelievable job.
Ms McIntyre said the brigade boasted a proud collection of trophies and shields.
“The brigade members have discussed taking more trophies there if they are keen to do them,” he said.
“I was trying to read them and they looked like they hadn’t been cleaned in 20 years or more,” she said.
“We’ve got a fair few and there are some very old ones amongst them.”
“It occurred to me that Pa would enjoy the challenge of cleaning the trophies up. xtensive engineering work has led to Stoney Creek in Halls Gap and more than 40 bridges across Northern Grampians Shire being capable of withstanding major flooding in the future.

Council contractors have been busy during the last 18 months repairing and updating flood-damaged infrastructure with state and federal government grant money. Work in Halls Gap has been extensive and includes a new $105,000 footbridge over Stoney Creek north of School Road, linking Halls Gap Caravan Park to Grampians Flora Botanic Gardens. It also includes a $60,000 replacement retaining wall around the edges of a car park and recreation area on School Road and $235,000 in rock beaching and revegetation work on the banks of Stoney Creek downstream of Stoney Creek Stores.
Stone beaching Across the shire, work has included the installation of stone beaching underneath and around bridge foundations to prevent floodwater from eroding footings or stream banks. Another 140 bridges and major culverts have been the subject of $1.5-million worth of smaller-scale work. “This caused more than 190 landslides across the park and damaged infrastructure and property in Halls Gap including Stoney Creek. About three metres of water rushed through Stoney Creek causing significant bank and stream erosion and damage to the Stoney Creek stores,” he said.
Structural damage Engineers determined that the bridge had to be replaced due to the extent of structural damage. Cr Russell said the new footbridge was built to withstand future flooding and had no intermediate supports to make sure the waterway remained clear. A gate on the bridge will prevent kangaroos from accessing the botanic gardens.
“The government funding has gone a long way to repair the damage done and prevent future damage, which is great news for nearby residents and businesses, and the council.”

Vehicle handover big highlight of awards
The brigade acquired the $125,206 Nissan Patrol Ultra-Light vehicle through the State Government’s Volunteer Emergency Services Equipment Program. The brigade contributed $17,539 towards the purchase, helped by sales of Wimmera Hills Winery special edition ‘Fire Engine Red’ wine and a donation from The Sporting Shooters’ Association. ost business owners know they need a written Business Succession Plan but in reality very few have taken the time to develop one.
If you are one of the ‘very few’, whether you decide to sell your business to retire, to get out of the business to try something else, or be forced out due to health reasons, it’s important to plan for that day – whenever it may come. By having a plan in place, you ensure future business decisions reflect your vision and desires, rather than someone else’s. Your plan should answer questions such as:

• Will your employees be retained by the business and otherwise be looked after?
On the other hand, if you are planning to retire or take up a new venture, it will be most beneficial to everyone concerned by considering the following steps:
• Will your key clients or suppliers want to do business on the same terms with the new owner/ manager?
1. prepare a senior employee to take over the running of the business, or employ someone new to take on this role;
• Will your family be looked after, especially in the event of your death?
2. ensure your business records clearly show how your business is doing and the methods you have employed to achieve this;

Otherwise, it may be suitable to consider this transition several years prior to your exit allowing plenty of time to bring a senior employee up to speed or for your clients and suppliers to build trust in a new business partner? As the tempo of the race lifted at the 400-metre mark the gelding was still well back but gradually made ground on the leading horses. he two in-forms sides clash at the east end of Horsham District Football League this week when Swifts host top-ofthe-table Kalkee.
Even in wet and heavy conditions last week Laharum key forwards Jason Przibilla and Shannon Argall had an impact. Paul Trotter and his fellow backmen will need to work overtime and hope for midfield pressure to stop the Laharum duo repeating last week’s effort.
After a slow start to the year Swifts have now won seven of their last eight games while Kalkee hasn’t dropped points since round one.
The ruck duel between in-form Nic Johnston and Rhys Bennett will be intriguing. If Johnston can give the Panthers the edge in the clearances and midfielders Nathan Sasche and Glenn Wyatt pump it forward to Scott Nicholson the Panthers will be in the contest.
Swifts will be looking to their multi-pronged forward line to continue putting the score on the board. Last week the Baggies had 10 different goal kickers and it will take plenty of work from the Kees’ backline led by Josh Mibus and Ben Lawson to keep the likes of Zach Salmi, Jeremy Joiner, Lachlan Hamilton and Sean Mantell under control.
The Panthers face the issue of finding the leg speed to combat the Demons’ runners such as Daniel Easson, Robbie Miller, Andrew Combe and Tom Inverarity.
Kalkee will look to win the game through the middle of the ground. Jake Hobbs will probably give Kalkee first use of the ball and if he can put in on the chest of Paul Christian, Steve Schultz and Tim Wade then Kalkee forwards will have enough opportunities to post a winning score.
Edenhope-Apsley will break a two-game losing streak by beating Pimpinio at home. The Saints hit the wall in the last fortnight and they will bounce back by taking their frustration out on the young Tigers outfit.
The two sides tend to have close contests at North Park in Stawell and this should be no exception. By the end of Saturday we will have an indication of how much the Baggies have improved and whether they are genuine premiership challengers.
Pimpinio will have no answer to strong midfielders Brent Christie and Dave McLeish, especially if Matt Tober can give them first use of the ball.
Natimuk will reinvigorate its finals chances and by going on a percentage-building exercise and outpointing Taylors Lake.

The Rams will notch win number six and probably be just outside the top five on percentage.
Natimuk youngster Kyle O’Connor looks to be a find for the Rams and with Evo Hennessy, Jono Lovell and Hayden Fleay providing plenty of support the Natimuk side will record its sixth win for the season.
The Lakers will be unable to contain a slick Natimuk side led by the likes of assistant coach Tim Friend, Ash Pekin and Jamie Elliott. Tim Kelm should ensure the Lakers get first use of the ball and if Jason Weir and Craig Britten can take it away the Rams’ defence led by Callum Cameron will be under immediate pressure. As we say every week, the Lakers lack depth and they will look for more from the likes of Josh Fischer, Sonny Secombe and Nathan Koenig.
On the line Harrow-Balmoral’s season is on the line this week when the Roos visit Noradjuha-Quantong. A loss for the Roos will see them sit six points outside the top five and with their backs against the wall. This game might be a shootout with both sides boasting quality forward lines. Shane Oakley,
fresh from 11 goals last week, and Sam Weddell lead Noradjuha-Quantong while HarrowBalmoral will look to veteran Brent Penny and Tim Cogger to apply scoreboard pressure. The game will take shape in the middle where Harrow-Balmoral coach Brent Forsyth and tough nut David Vickery will lock horns with Brent McIntyre and Matt Ward. If Roos ruckman Josh Vickery can control the air the Roos will fancy their chances of repeating their first-round result. Jason Kerr and Jayden Stacey will provide plenty of speed for the Bombers and will create headaches in the Roos camp. This speed

Great Western will play LismoreDerrinallum in Mininera and District Football League after claiming a massive scalp in Penshurst last week. Great Western led at every change last outing and although Penshurst tried hard to come back with a sevengoal final quarter, the Lions were able to hold them off for victory.
Damien Scott and Lachlan Molloy led the charge in front of goals, kicking three a piece while Ben Newson had a best-on-ground performance and proved along with the rest of the team that a hope for a finals berth is far from over. Lismore-Derrinallum is coming off a victory from its last encounter, proving too good for WoorndooMortlake. Lismore-Derrinallum dominated throughout the game and never looked like losing. Ryan Elliot was best for the Demons as well as contributing four goals. Rohan Symes
and Tim Fitzgerald also contributed to the score with four each. The win left Lismore-Derrinallum sitting seventh and only two wins out of a chance at finals. This weekend both the Lions and Demons will be looking for a big victory to keep in touch with the top sides. Wickliffe-Lake Bolac will be looking to finish off a clean sweep of the league when it plays Penshurst this week. Wickliffe-Lake Bolac has shown tremendous dominance of the league
so far and after a 73-point victory over fifth-placed SMW Rovers they show no signs of slowing. Josh Keys had a big game up forward kicking four goals and providing plenty of headaches for the Bulldogs’ backline with his height and pace. Andrew Lord and Leigh Perkins were among the better players for the Magpies in a team that is well drilled and has one goal in mind. Red-hot Dees primed for Eagles WIMMERA FOOTBALL LEAGUE

ardon the use of an oldfashioned footy cliché, but Warrack Eagles will face the ultimate of acid tests in Wimmera Football League on Saturday.
There seems no better description of the afternoon confronting the Eagles when they line up at home at Brim against a Horsham side dripping with venom. History shows that a new-look Eagles team welcomed a new-look Horsham outfit to the 2013 season by beating the Demons by eight points. Now, with Horsham back at its ruthless best at the halfway point of the season, that April day now seems a long time ago. Horsham’s form of late has been edged with cream and that spells danger for the Yarriambiack crew. There is no doubt that leaders from both camps would have been pondering the psychological advantages of securing a win this weekend. Horsham will be out to prove that the season opener was little more than an aberration and a teething issue as coaches Jordan Burke and Brad Hartigan came to grips with the playing group. However, the Tim Inkster-led Eagles will know that they can beat the Demons. Importantly, they will want to claim back-to-back Horsham scalps to gain momentum and to legitimately put themselves in the running for the finals double chance. What it all means is that Wimmera footy fans are in for an intriguing contest on the expanses of Anzac Park. Horsham’s crushing of a depleted Horsham RSL Diggers line-up last week provided more than a hint that the Demons were starting another
profound march towards September. The Demons are fit, fast and ferocious at the footy with winners across every line and while the Eagles were more than 10 goals better than Stawell last week, they might as well be a sand castle trying to fight against a rising tide. This time around, Horsham has its important X-factor player in Garrett Liston in the mix. The strong utility, on song in the air or in front-and-centre on the deck, stood out in a team of stand-outs last week.

Value for money And what about Dylan Parish who kicked eight goals, hauled in big marks and generally sparkled with the footy? When he has his tail up is there any player in the league worth more to pay at the gate to see in action? Nick Pekin stokes the fire in the Horsham mid-field engine room, John Wood has evolved into one of the best midfielders going around and then there is the likes of the relatively unsung Shaun Gilbert who has a habit of getting on his own. The in-form Eagles can’t afford to be intimidated and will call on the steadying influence of Ben Spicer to provide counter-offensives and needs create opportunities for Dale Hinkley to show his class. Hard-working Jason Hinkley is also an important part of the group and Phill Huebner and Brock Orval featured last week. The big gun in the Eagles mix is big Peter Weir whose deft hands in the air and raking kick straightens the Eagles up when pushing into attack.

occasion to start working their way back into the early-season form that gave them such a solid start. Dealing with player unavailability has been a juggle for the Saints’ hierarchy and a bye last week was probably welcome.
Great signs for the Warriors is the continuing good form of Thomas Eckel and the consistent efforts of Cam Kimber and relative newcomer Sam Harbinson again showed his liking for kicking goals. The Roos will be far too good and continue firming up top position on the ladder.
Travelling Tigers Horsham RSL Diggers and Nhill will meet at Horsham City Oval with Nhill a hot fancy to collect its fourth win of the season. There was little between the teams when they met early in the season but the Diggers have failed to push on and remain winless at the wrong end of the ladder. Nhill is gradually earning the title as the best side outside the top five and the Diggers can again expect to find the going tough against the likes of clever Mat Jones, big Will Kelly, Simon Brearley, Josh Jarrod and co. The Diggers will lose their most consistent player in centre half back Luke Chamberlain who is in Adelaide, compounding the absence of injured Ben Devlin and spasmodic availability of travelling recruits.
Key-position forward Heath Watson has threatened of late for the Saints and Saturday might be his day to turn it on.
Unforgiving Roos Dimboola appears to hold all the aces for David and Goliath-style contest against Stawell at Dimboola. The Roos were unforgiving despite the determined efforts of Ararat last week, the balanced work of Lachie Exell in the front of the sticks paying dividends and Hamish Exell continuing a rich vein of form. Stawell came off second best to the Eagles but its caretaking coaching duo of Shane Field and Jamie Solyom would have taken heart from a highly competitive first half.

Wimmera Football League chief commissioner John Smith believes the outcome of an appeal hearing in Ballarat has highlighted a need for a standardised football penalty system embracing all levels of the game. Mr Smith said there was a need for football administrators to take stock of the penalty system, ‘particularly variants in the range of penalties’. “There is a need to have dialogue with AFL

Country Victoria to look at the penalty system from the AFL level down,” he said. “There is a need for some guidance and standardisation around the future dealings with tribunal matters.” Mr Smith made his comments after an AFL Victoria Country appeals board in Ballarat found Nhill coach Darren Weavell guilty of having struck a volunteer umpire but slashed an initial seven-and-a-half-year Wimmera League ban to one and a half years. The incident during a senior match between Nhill and Stawell earlier this year has high-
lighted a need for more independent umpires to officiate in Wimmera League’s premier-level games. While the game featured independent field officials, the clubs supplied goal umpires.
“The other thing is that we need to ensure is that our volunteer umpires are adequately briefed and understand their role in becoming officials.
As a result, Wimmera League has again stepped up an appeal for more umpires.
“There needs to perhaps formalise arrangements involving adequate orientation or education.
Mr Smith said the Wimmera League commission had also asked Western Vic Football manager Stephen McQueen to review security measures involving volunteer umpires and to report back to the league’s next meeting.
While unable to coach Nhill during games, Weavell can continue to lead mid-week training sessions. Former coach Simon Brearley will step in as match-day coach.

Volkswagen’s latest arrival, the Golf Mk7, was a last chance to redeem ourselves. We drove the 103TSI turbo petrol Highline with VW’s 1.4-litre TSI engine and mated to a sevenspeed dual-clutch transmission. We didn’t have to do much to get the most out of the Golf and achieved a figure of 5.7L/100km. While it was higher than Volkswagen’s official 5.2L/100km combined fuel use figure, and Ed’s 5.0L/100km result.

Although the Golf gave us a slight boost, nothing could prevent us from ending up on the bottom of the leader-board, beaten by four colleagues.
The Caddy Maxi TDI250 is powered by a 1.6-litre diesel making 75kW and 250Nm, and features the brake energy recuperation and idlestop systems. Unlike the Passat, it uses a six-speed manual gearbox.
While the Think Blue challenge showcased Volkswagen’s fuel-saving technologies, it did not paint a realistic picture of what everyday drivers could achieve in normal conditions.

he power wars are all but over, with HSV managing director Phil Harding conceding it is starting to become too expensive to chase after even more engine performance. The go-fast arm of Holden used to pride itself on incremental upgrades to power over the life of a vehicle range, but that has now fallen to the rising cost of extracting even small amounts of extra poke at the rear wheels. “I don’t need to keep outdoing myself each year, and since the E-Series upgrade was launched the progress of power increases has been slower than it has in the previous 20 years,” Mr Harding told GoAuto the launch of the most powerful range of HSV cars yet. Volvo will line up in next year’s V8 Supercars competition, fielding a pair of S60-based racecars wearing Garry Rogers Motorsport colours.
The Swedish car-maker’s Australian arm revealed it would fund a pair of S60based V8 racecars from next year, in collaboration with Sweden-based racing partner Polestar and Melbourne-based Garry Rogers Motorsport, which will end its long collaboration with Holden. The team will be called Volvo Polestar Racing, and will hit the track a year after a factory-backed Nissan team and a privateer MercedesBenz joined the series, moving it beyond traditional rivals
Holden and Ford.
The V8 Supercar Championship’s new Car of the Future architecture was designed to accommodate a wider spread of brands than the traditional local car-makers. The announcement comes in conjunction with the local media launch of the company’s limited-edition S60 Polestar, a performance sedan rival to the likes of the Mercedes-Benz C63 AMG. The company hopes the launch of a factory-backed racing team will, along with its toe-in-the-water exercise with the S60 Polestar road car, change perceptions of its entire range, most importantly in the BMW 3 Series-rivalling S60 range.
Volvo previously said Australia was to be a ‘test bed’ for the performance-honed S60 Polestar ahead of a potentially wider global roll-out, as the company seeks to put old images of the brand as safe but perhaps unexciting to bed. But while the racecar will be a rear-drive, V8-powered machine, the S60 road range is a front- or all-wheel-drive car powered by either four- or six-cylinder petrol and diesel powerplants. Volvo is no stranger to Australian motorsport, having won to Australian Touring Car Championship in 1986, and the Bathurst 1000 in 1998 with its S40-based touring car. Electric cars battle for relevance T
he fledgling electric vehicle industry is continuing to fight for relevance in Australia, despite the arrival of the Holden Volt plug-in hybrid and recent price cuts to the Nissan Leaf EV.
MiEVs since launch in 2010, and the company is now concentrating its EV efforts on the plug-in Outlander SUV due in the first quarter of next year. Recently reduced to $39,990 driveaway, the Nissan Leaf, meanwhile, remains the only mass-produced pure EV in the marketplace, and has gathered similar sales figures to Volt this year with 56 new registrations, including 17 in May which look to be a direct result of the price cut.
The pioneering Mitsubishi i-MiEV – the first mass-produced EV on the Australian market – has run its course, and Renault’s Fluence ZE, which was meant to shake up the marketplace with a low starting price, is no longer a prospect after partner Better Place ran into problems.
Vast improvement
There are ongoing ‘roadblocks’ in areas such as vehicle purchase price, practical limitations, recharging costs and supporting infrastructure. Mainstream and luxury car brands remain wary about introducing EVs to Australia, but conventional hybrids are soldiering on and plug-in variants are beginning to make an impression on product planning schedules, with versions of Mitsubishi’s Outlander, Porsche’s Panamera and BMW’s new i3 among those confirmed for release.
Driving range The longer driving range inherent in plug-in hybrids has meant they are now generally considered by carmakers as a better alternative than pure EVs in the Australian context, and a vast array of models is expected in the next three years, arriving in accordance with development programs and the change in market acceptance. There are, however, no expectations of a sudden boom in plug-in hybrid sales in Australia, while new EVs such as the cute Renault Zoe remain off the agenda while car-makers con-

In releasing its latest report, the Victorian government’s EV trial lists ongoing issues involved in owning and operating an electric vehicle in Australia – but provides plenty of reason to be optimistic about its future.
There is also the expectation that it will take until at least 2020 for the EV operating cost advantage to outweigh the purchase price penalty.
It describes, for example, how EV prices have dropped by more than 30 percent since 2010 – thanks to Nissan’s aggressive actions with Leaf – that average running costs for households participating in the trial are between $7 and $10 a week, and how electricity smart meters are allowing EV charging to be better managed. But there are plenty of problems identified in the trial, such as concerns about range, the costs involved in connecting vehicles to the grid – around $2000 to $3000, complex charging arrangements in rental properties, and the lack of workplace
Priced from $59,990 plus on-road costs, Holden’s Volt has recorded 93 sales since its launch last year, with 80 of those coming in November and December with the company’s own registrations, dealer test vehicles and orders from ‘early adopters’. The figures this year better reflect the ongoing demand for the Volt in the marketplace, with sales dropping back to 14 units in January, nine in February and four in March, with April pushing back up to 11 before last month’s 15 new registrations was its best thus far in 2013. Holden has not specified sales targets and will not be drawn on admitting if the Volt will be profitable, pre-
ferring instead to highlight its status as a ‘technological tour de force’. Holden’s executive director of sales and marketing Philip Brook also told GoAuto at the VF Commodore launch that the company was still ruling out a cut-price model sans luxury equipment to generate more sales. Reports out of the US, however, indicate that pricing and incentives are becoming more aggressive as car-makers attempt to improve sales, with GM offering rebates of $5000 on 2012 Chevy Volts or $4000 on 2013 models. It almost pales into insignificance when you consider that well over 100,000 cars in the ‘small’ category that the the Volt and Leaf belong have been sold over the same period. But there is momentum in the global car industry that makes us dwell on the word ‘almost’. Despite the ongoing roadblocks and high-profile problems of key players, there is too much being invested in electric cars worldwide to keep them at 0.02 percent of the Australian newvehicle market, as they are now. Mitsubishi Pajero gets safety boost with five-star rating A minor update to Mitsubishi’s Pajero has seen the SUV gain a five-star ANCAP safety rating after initially only receiving a four-star rating when it was released in late 2006.
The maximum five-star rating brings it into line with its main competitor, the Toyota LandCruiser 200, while the recently-released Nissan Patrol is yet to be tested by ANCAP. All Pajeros are fitted with front, passenger, side and curtain airbags, the Japanese car-maker’s Reinforced Impact Safety Evolution body design, reversing camera and, from July, Isofix child restraints. As a part of the 2013 update, the Pajero is now a diesel-only proposition with Mitsubishi ditching the sole remaining petrol variant – the 3.8-litre Exceed.
Mitsubishi Motors Australia Limited corporate communications manager Caitlin Beale said the petrol model was discontinued due to low volume, with that particular variant shifting just 41 units out of the Pajero’s 6297 overall sales last year. The manual mid-spec VRX has also been dropped in favour of a five-speed automatic which brings the price up from $60,990 to $63,990, while prices remain static for the rest of the Pajero range.
