COVID-19 Vaccine Distribution Plan in Maine

Avita Resident Millie Moody got her first dose of the COVID-19 vaccine in Wells on January 12.

STATEWIDE Maine’s health care providers have started scheduling COVID-19 vaccines for those age 70 and older, despite a short supply of doses. Gov. Janet Mills’ office published a list online showing where people in that category can schedule an appointment. The COVID19 Vaccine Distribution Plan in Maine includes: Administering vaccines to frontline health care personnel, staff and residents at long-term care facilities, and workers essential to public safety and the state’s coronavirus response,

who make up Phase 1a of the state’s vaccine distribution plan; Mainers age 70 and older are eligible to receive vaccines and can schedule an appointment at one of 18 sites found statewide at www.maine.gov/ covid19/vaccines/vaccinationsites. Adults 65 and older are in the same vaccine tier, Phase 1b, but the state is prioritizing the 70-plus population within this phase. The state has developed tiered priority groups, largely following guidance from the federal Centers for Disease Control and Prevention (CDC).

Local Rotaries Serve Local Communities YORK COUNTY This week the York Rotary donated $4,000 and 200 masks to York Community Service Association for COVID-19 relief. As part of the Million Mask Challenge, the Kittery Rotary and Kittery Rotary After Hours Club received 6,000 more masks to be delivered where needed in the community. ernor Andrew Glazier. The South Berwick Eliot Rotary Club held a parade and chocolate gift-giving on December 30 as a thank you to local healthcare workers and first responders. The caravan started at the South Berwick Fire Department, went to the Wentworth Douglas and York Hospital affiliated medical buildings, south on Academy Street and Route 236 to the South Berwick Police Department, and finished at the Eliot Police and Fire Departments. Starting in late March of 2020, some Ogunquit Rotary Club members realized they could provide a valuable community service by checking on the welfare of local seniors. While Mainers are accustomed

to cold days and snowy winters, the onset of COVID-19 created new levels of isolation and concern, especially for senior citizens. Member John Clancy coordinated with Lt. Buttrick from the Ogunquit Police Department to determine who should be called and Rotary sprang into action with about 15 Ogunquit Rotarians each calling a dozen 75+ senior citizens each week. In many cases, the conversations provided practical resources, like where to get masks (Rotary provides them at the Chamber of Commerce) and how to get food delivery. Over time, Rotarians have spoken with folks so often that friendships have developed, and the calls are uplifting

and helpful to both the seniors and the Rotarians. Member Ed Seppa speaks regularly with a man who came to America from Nazi Germany. They talk about his Eastern European heritage, his thoughts on politics today in America, and his appreciation for Dr. Nirav Shah’s leadership of the Maine CDC. In addition to interesting conversation, Seppa has benefited in another way, “He told me about a Polish restaurant and deli in Portland where I was able to get some genuine Polish kielbasa for a recipe I knew of.” For almost a year now, the friendship has continued to thrive and both participants express sincere appreciation for the calls. The calling continues and

Community Shows Gratitude to Local Man

Awareness began in mid-December when North Berwick resident Jeremy Lamarre saw that Dickerson’s bicycle was broken beyond repair. Recognizing the importance of that bike in the Jesse’s life, Lamarre reached out to the community for help to replace it – and they responded overwhelmingly, just in time to present Dickerson with a bicycle, and more, for Christmas! $3,607 was raised and provided a high-quality bicycle with headlight and tail-light, warm winter and dry rain gear, as well as some extra to be used

Between 1982 and 2005, Wilson wrote his acclaimed American Century Cycle, a series of 10 plays set in Pittsburgh’s Hill District, the neighborhood where Wilson grew up. Wilson was one of only a handful of American playwrights to receive the Pulitzer Prize more than once. Today, he is hailed as a trailblazer for helping to bring nonmusical African American drama to the forefront of American theater. ~ News ~ Winter Hikes & Winter Warrior Challenge YORK COUNTY Join Great Works Regional Land Trust (GWRLT) on a guided hike or participate in the Winter Warrior Challenge. Great Works is ready to take you out on the trails this season by snowshoe, ski, or winter bootswhatever the conditions require! This year’s winter hike series sponsored by Jeweler’s Outlet and P. Gagnon & Son, offers a number of classic winter outings, many on properties which can only be accessed during the frozen winter months, such as Beaver Dam Heath and Tuckahoe Preserve in Berwick, or a trek across the beaver wetland at Orris Falls Conservation Area. New this year, the Winter Warrior Challenge is a great incentive to get out on our trails on 8-10 trails within a double weekend span in February. The first outing will be a snowshoe/ski at Tuckahoe Preserve in Berwick, 10 a.m. noon on a Saturday, January 30. These 140 acres between Hubbard Road and the Salmon Falls River offer a level, easy glide for ski touring and exploration of the forested riverbank. On February 3 from 10 a.m. - noon there will be a Wednes-

day Wandering at Tatnic Woods Preserve in South Berwick, This trail system, through the woods and along vernal pools, is perfect for XC skis and snowshoes. On February 6, go for an excursion at Orris Falls Conservation Area in South Berwick. Conditions permitting, the frozen beaver wetland offers hikers a perspective not to be found in warmer weather. Expect to visit the Big Bump, Orris Falls, and Baker’s Oven, some of the “Wonders of Tatnic.” As time and interest allow, the tour may extend to Balancing Rock and Tatnic Ledges. One of Great Works’ newest preserves, Goodwin Forest on Goodwin Road in Eliot, is the site of the snowshoe on Saturday, February 13, 10-

11:30 a.m. Enjoy the short trail out to and along Shorey’s Brook through a mix of hard and softwood forest. Saturday, February 20 is the date for the annual trek out on Beaver Dam Heath in Berwick. Winter is really the only time to venture into the wetlands and of the Heath. The hike will start in the forest uplands of the heath, from Grant’s Meadow Preserve, which boasts a ¾ mile loop trail, accessible year-round. The parking lot is on Diamond Hill Road, just south of Old Sanford Road in Berwick. Lecture on Suffrage Movement

SOUTH BERWICK Old Berwick Historical Society will present an online lecture on Thursday, January 28, at 7:30 p.m. Author Anne B. Gass will share the story of her great-grandmother’s role in the fight for women’s right to vote in Maine. Gass is author of the book “Voting Down the Rose: Florence Brooks Whitehouse and Maine’s Fight for Woman Suffrage”. Florence Brooks Whitehouse was a novelist painter, vocalist, and mother of three sons when she first joined the suffrage movement in 1914. The lecture explores Florence’s life up to 1914 and her leadership in moving suffrage forward in

Maine, joining forces with national leader Alice Paul in a desperate, last-ditch effort to ensure that the Maine legislature ratified the 19th Amendment that would give women voting rights. Slides of historic photos accompany this lecture. Participants can register for the online lecture up on the Old Berwick Historical Society’s website. Admission is free to members, with a $5 suggested donation for non-members. The lecture is open to the public. Gass serves on the Steering Committee of the Maine Suffrage Centennial Collaborative and as the Maine Coordinator for the National Votes

Criss-Cross, A One-Man Art Show KITTERY Art fans are invited to see a one-man art exhibit of abstract and representational art at the Morgan Gallery in Kittery. Elizabeth Dear Computer Lady: Do “restart” and “reboot” mean the same thing? I see both terms used, but am not sure if there’s a difference between them. Thank you for all you do! Mrs H. Dear Mrs. H, Yes, restart and reboot both mean that you shut the computer down, and then start it back up again. Sometimes turning your computer on is referred to as, “Booting” your computer, which is where the term, “reboot” comes from. I’m glad you asked this question! Elizabeth Dear Computer Lady, I have many, many (like thousands probably) embroidery designs on my desktop. I got a laptop a year or so ago and copied and transferred these designs to the laptop. I have since got a lot of new designs (probably a couple hundred or so) and now I want to keep the original on the desktop and make a copy and put on the laptop. Is there a free program

out there that would allow me to keep the files in the desktop and copy them to the laptop? I am using Windows 10 on the desktop and for some reason when I left click on a file and drag it to a new folder it won’t give me the option to “copy” or “move”. It just moves it period. If I right click then sometimes I can get this option. Is that the only way to get the option? Thank you so much for all your help. It is very much appreciated. Cathy Dear Cathy, There are actually a few rules that Windows uses to determine when to move a file and when to copy a file. If you drag a file from one location to another on the same drive (like your C: drive) it will move the files. If you drag a file from one drive to another drive (like from the C: drive to a USB stick E:) it will copy the files. You can override this default behavior by dragging with your right mouse button instead of the left mouse button and when you finish dragging and release the mouse button, you will get a menu asking if you want to copy or move the files. This will work every time you drag with the right mouse button instead of the left. You can also use a keyboard shortcut to make a copy. If you hold down the Ctrl key while dragging, it will always make a copy instead of moving them, even if you drag it to a new location in the same folder. We created this webinar series to showcase the organizations and people that are doing something about it in a nonpartisan way.” Anzalone joined KCI this fall from a global leadership position at the International Red Cross, where he spent over 20 years working in global crisis response. KCI originated from a climate change education initiative called the Gulf of Maine Field Studies class, co-created by three local passionate environmental educators: Melissa Luetje, Kennebunk High School Science Teacher; Dr. Pam Morgan, Professor in the Department of Environmental Studies at UNE; and Leia Lowery, Director of Education of Kennebunkport Conservation Trust and now Director of Programs and Outreach at KCI. Awarded the Gulf of Maine Council 2019 Visionary award, this meaningful curriculum led to youth-led conversations with local policymakers that in turn created real action, mitigation and change. The next webinar installment at the end of January will be hosted by Lowery and feature David Reidmiller, Ph.D., GMRI Climate Center Director, who was recently named to President-elect Joe Biden’s Office of Science and Technology Policy. FINANCE & CAREER Free Workforce Help for Those Micro-Enterprise Affected by Opioid Addiction Grant Program STATEWIDE Hundreds of people affected by the opioid crisis in Maine are beginning to receive much-needed help through a $2.6 million grant from the United States Department of Labor. Hoping to help more people this winter, Workforce Solutions is seeking more participants for these free job services. “The opioid crisis has had severe impacts on workers nationally and Maine is no exception. Opioid abuse affects both employed and unemployed individuals – we know the effects of addiction are widespread. This grant will help support both people who have used opioids directly and family members, said Antoinette Mancusi, Executive Director of Coastal Counties Workforce, Inc. the workforce board that is overseeing and managing the grant for the coastal counties region of Maine. “Addiction affects a whole community’s stability, and we’re addressing that one person at a time by empowering people through job development opportunities paired with wrap around supports.” Workforce Solutions (operated by Goodwill Northern New England) hired twelve Career Advisors and Life Navigators to help people affected by the opioid epidemic address barriers to employment and life stability and connect to training and employment opportunities. Key referral partners include Cumberland County Jail, Maine Pre-Trial, and Region I Adult Community Corrections and the local recovery community. Workforce Solutions is also hiring Peer Navigators to outreach to their peers in recovery, and connect them to the Career Advisors and Life Navigators. Part of the grant will also be used to train unemployed people in fields that support opioid recovery, which will likely have state-wide benefits. “People in recovery can have an especially difficult time finding good careers,” said Rick Horton, a Life Navigator specializing in supporting people with addiction backgrounds. “Addiction can often lead to involvement with the justice system, mental health challenges, housing instability, discrimination and stigma – all of which becomes a barrier to work. It’s also hard for some people with a history of addiction to get good recommendations or show a

stable work history because of their addiction. This program helps clients build an individualized plan and get their lives back on track.” The opioid-focused work will use Goodwill’s Job Connection model, which offers holistic, wrap-around supports to each participant. Each participant will be paired with both a Career Advisor and a Life Navigator. The Career Advisor helps with job skills, training supports, resume and interview skills, and ultimately job placements. The Life Navigator is a social worker type role, helping with any situation that might get in the way of long-term employ-

ment including housing, childcare, addiction issues, health, transportation and more. The coastal counties region will serve 360 participants with this grant. To be eligible individuals must have been impacted by the opioid crisis in some way or be unemployed and interested in a career to help combat the opioid crisis. Workforce Solutions can assist people in Maine’s six coastal counties: Cumberland, Knox, Lincoln, Sagadahoc, Waldo and York. PPP Reopens WASHINGTON, D.C. Following a successful effort led by U.S. Senator Susan Collins, the Paycheck Protection Program (PPP) fully reopened on Tuesday, January 19, with qualifying hard-hit small businesses eligible to receive a second forgivable loan. Senator Collins, the co-author of the PPP, secured an additional $284.45 billion in the COVID-19 relief package to extend and expand the Paycheck Protection Program. Small businesses that employ 300 or fewer people and that experienced a 25 percent or greater gross revenue loss between comparable periods in 2019 and 2020 due to the pandemic are eligible to apply for a second PPP loan. In addition, forgivable overhead expenses are expanded to include supplier costs and investments in facility modifications and personal protective equipment needed to operate safely. In recognition of the severe impact that COVID19 mitigation measures have had on the hospitality sector, in particular, the formula used to calculate the maximum forgivable loan amounts for second draw loans is enhanced for restaurants and hotels to equal 3.5x average

monthly payroll. Further, small business owners that did not receive a PPP loan in the first round are also eligible to apply. “Small businesses and their employees have had to cope with unprecedented challenges caused by COVID-19,” said Senator Collins. “The hospitality industry in particular has been severely affected, and restaurant owners have told me of having to lay off valued staff as cold weather made outdoor dining impractical and restrictions made it impossible for them to serve their usual number of customers inside.” “The PPP I co-authored has been a lifeline, but many small businesses need more help to stay afloat this winter and continue to pay their workers,” Senator Collins continued. “I strongly advocated for providing small businesses with additional relief that they need to survive, and I am delighted that, following a sustained bipartisan effort, Congress passed my legislation to extend the PPP. I encourage eligible small businesses to contact their participating financial institution to apply.” Since the program began accepting applications in April

STATEWIDE The Maine Department of Economic & Community Development (DECD) in partnership with the SBDC will provide grants of up to $5,000 for businesses with five or fewer employees, with an owner whose income is in the low to moderate range as defined by the Department of Housing and Urban Development (HUD). The second round of funding to this program is now available and can be accessed by individuals across the state who meet eligibility criteria. Eligibility criteria include: Must be a Maine business and resident; Must demonstrate a revenue loss as a result of the pandemic; Funds cannot duplicate those received from other federal, state, or local programs (including other CDBG funds); Must have five or fewer employees in-

cluding the owner(s); Must have a DUNS Number; Owner’s household income must be low/moderate. Funds are available on a first-come, first-serve basis. Business owners must meet with a Maine SBDC business advisor to determine eligibility and submit an application. These funds are made possible as part federal CARES Act for its Community Development Block Grant (CDBG) program. The funds for the program are being distributed through Androscoggin Valley Council of Governments (AVCOG), Coastal Enterprises, Inc. Overall high school performance is declining, and the disparities in students’ achievement related to economic status, race, ethnicity, and gender are widening. These challenges need to be prioritized.” The decline in academic performance of high school students over the past several years is evidenced by achievement levels on the SAT. While reading proficiency has improved in 4th and 8th grades over the past three years, math

proficiency has stayed roughly the same in these groups and proficiency in both reading and math has declined among 11th graders. Maine students in 4th and 8th grades either perform at about the same level as the national average, or slightly better. Student achievement nationally in reading and math peaked in 2013 and has yet to return to 2013 levels based on the National Assessment of Educational Progress. Achievement gaps are significant for economically disadvantaged students (25 points on average), who in 2019 made up 42% of Maine’s student population. They also are significant for students from a number of racial/ethnic backgrounds. For Black/African American students, gaps are small in 4th grade, yet they grow much larger by high school. Although black and white students in Maine enroll

in college at similar rates, 42% fewer black students graduate. Among all students, girls generally achieve at higher levels than boys throughout the education pipeline. They also graduate high school at a higher rate and enroll, persist, and complete college at higher rates than their male peers. The report found Maine has made progress at the beginning and the end of the educational pipeline: expanding fullday kindergarten and increasing the number of Mainers with postsecondary degrees or credentials of value. The cost burden of college has declined, as has the debt to income ratio. However, college cost and debt are still a challenge for Maine families, and Mainers face higher college costs and greater debt burdens than those in other New England states. Janice “JB” Donna Brooks, 69 WELLS – Janice Donna Brooks died Sunday, January 3, 2021 at her residence. She was born in Biddeford on April 1, 1951, the daughter of James Brooks, Jr., and Jacqueline (Cote) Brooks. She was a graduate of Thornton Academy, Class of 1969. Janice was retired from the Department of Transportation and was a member of the AMVETS Ladies Auxiliary. She enjoyed crossword puzzles, playing cards and dice, going to the beach and the casino. She was always the life of a party; witty, outspoken and loved by many. She is predeceased by her two brothers, John Brooks Sr. and James Brooks III. Janice is survived by two daughters, Melissa Parris of Alfred and Christal Brooks of Wells; son-in-law Dechan Thomas of Wells; five brothers, Joseph Brooks of Biddeford, Jeffrey Brooks of FL, Jay Brooks of Alfred, Jerry Brooks, and Joey Brooks of Lyman; four sisters, Joanne Brooks of Monson, Jackie Newell of NH, June Teras of Westbrook, and Judy Phelps of Shapleigh; three grandchildren and three great-grandchildren. Theresa Caccamo, 101 PORTSMOUTH, NH – Theresa C. Caccamo, beloved Aunt, passed away on January 9, 2021 at the Edgewood Nursing Home in Portsmouth, NH, with her nephews by her side. Born in Brooklyn, NY, on April 20, 1919, she was the daughter of Frank and Fortunata Caccamo, one of nine children. She resided in Brooklyn until 1986 when, upon retiring from the Garment District in New York, she moved to Portsmouth to live with her sister and brother-in-law, Virginia and Martin J. Poulin. She worked for many years in the bakery at the Pic-NPay on Islington Street. Theresa enjoyed playing the piano, playing bingo, watching the Red Sox, and throwing kisses to the staff at Edgewood. Into her 90s, her family still enjoyed and looked forward to her anchovy fritters and struffoli at Christmas, her sautéed mush-

rooms at Thanksgiving, and her braciolettini and eggplant parmigiana whenever she felt like making them. She was a member of the Corpus Christi Parish in Portsmouth. Theresa was predeceased by all her brothers and sisters, including baby sister Virginia in February of 2020. Survivors include her nephews, Mark Poulin and life partner Karen Auen of Wells, and Martin Poulin and wife Pamela of Newfields; great-nieces Marcella, Olivia ,and Katrina Poulin, Talia Auen; great-nephew Michael Poulin; and many other nephews and nieces. He was a commercial pilot and a flight instructor / FAA evaluator for United Airlines based in Denver and developed much of the training curriculum for the Airbus A-320 aircraft used by that airline. He will be greatly missed by his newlywed wife Sally Gilmore, children Morgan and Justin, father Lee, brother Michael, sister-in-law Kathy, niece Haley, as well as the many, many friends who loved him. He was predeceased by his first wife Gwen DeValliere and mother Elizabeth DeValliere. Donations in Bryan’s memory can be made to the American Cancer Society. Edward “John” Lynch, 63 NORTH BERWICK – Edward “John” Lynch of Prospect Street passed away at his home January 3, 2021 after a period of failing health. Mark Shane Monroe, 50 NORTH WATERBORO – Mark Monroe, loving brother and one of seven siblings, passed

away unexpectedly on Wednesday January 6, 2021 at the age of 50. Mark was born on November 10, 1970 at Webber Hospital in Biddeford. He was a 1990 graduate of Massabesic High School then received a degree in Electrical Technology from Southern Maine Technical College in 1998. Mark worked at Corning in Kennebunk since 2004, and prior, at Shaw’s grocery in Sanford. Mark had a passion for motorcycles. He also loved riding his bicycle, kayaking and exercise. Mark walked almost every day. It wasn’t unusual to see him miles away from home enjoying nature. His love for the outdoors was known to anyone that knew him. His favorite season was summer; enjoying family outings and lobster. Mark had an infectious laugh, and loving spirit. He was a gentle and kind person that everyone loved being around. As my friend Todd Van Beck recently wrote in an article: Flowers are sent to funerals for several reasons. Flowers are a means of expression. It is often difficult for those mourning a death to put feelings into words. Flowers are a visual expression of love, sympathy, and respect. They are a way of lending support and sharing the burden of grief. In addition to sending flowers to the funeral, there is a growing trend to send flowers to the home of the bereaved after the service. Some people also send flowers to the church in memory of the deceased. Flowers create a background of warmth and beauty which adds to the dignity and consolation of the service. Those who have attended services where there were no flowers have noted that something was

bereaved’s feelings in the patterns of community support which are psychologically beneficial. Flowers, however, express the inexpressible – they are symbolic.

Robert V. Moulton, 90 YOR K – Robe r t V. Moulton, son of Timothy F. and Laura (Winslow) Moulton, died peacefully at home on December 20, 2020. Robert, a lifelong native of York attended the York schools, from which he graduated in 1949. After graduating he joined the U.S. Navy and served in the Korean War. In 1951 he married his high school sweetheart, Katherine Gerry. They recently celebrated their 69th wedding anniversary. Bob, as he was known by many, was a lineman for Central Maine Power for 35 years. He was also proud to be an active member of the York Volunteer Fire Department and St. Aspinquid Lodge. One of his many pleasures was giving family and friends rides on his John Deere tractor. Bob loved to be surrounded by family and friends and always had a song in his heart and a story to tell.

There were many happy times spent at their camp at Hancock Pond. Every morning by 6 a.m. you could see Bob on the lake fishing, in hopes of catching a new trophy for the wall. His was a life well lived and he will be sorely missed. Robert was predeceased by his parents; sisters, Ruth Lowell, Edith Colcord, and Lena Bright; sons Gary V. Moulton and Timothy A. Moulton, wife Gail A. Moulton; and grandson Dustin W. Mracek. He is survived by his wife Katherine; daughter Wendy with husband William Mracek; daughter Roxine with husband Robert Myshrall; ten grandchildren, ten great-grandchildren, many nieces, nephews, extended family, and friends. Town of Ogunquit - Ocean Rescue Lifeguard The Town of Ogunquit is seeking Lifeguard candidates for the 2021 summer season.

Candidates will be evaluated based on their application, background, and an interview. Relevant work experience is helpful but not necessary. We plan to make hiring decisions on a rolling basis until positions are filled. Depending on COVID-19 restrictions, candidates may also be asked to attend a modified tryout before June 1. Lifeguard/CPR/First Aid certification is required prior to providing beach coverage. A free certification/re-certification course will be provided to those who are hired in mid-June.

Depending on qualifications, the starting rate in 2021 of $18.00/hour for H.S. graduates with higher rates possible based on work experience, certification, and education level. This amount increases each year of employment up to a projected 2021 max of $21.50/hour. The 2021 Lifeguard season will begin for some employees on June 7 and run through Labor Day. Our primary training week will begin on Monday June 14, with a make-up training week beginning on Monday, June 21. Employees may finish their season early for school or other conflicts with advance notice.
