Wells Passes Restrictions on Seasonal Accommodations WELLS The Town of Wells has decided it must declare temporary and immediate restrictions on seasonal accommodations located in the Town to protect public health, safety, and welfare and to preserve critical resources in these unprecedented times. It is now hereby promulgated and declared that until further Order of the Town or Town Manager:

HOWEVER, the Federal government has a 15 day rule-writing period (that started Friday) to iron out the kinks, so to speak. What that means is some of the resources permitted in the legislation are not available yet and all information is subject to change until those rules are in place. It is important you know that the information below is the current understanding and could change over the course of the rule-writing period. See the “Small Business Owner’s Guide to the CARES Act” for details, but here are the key points:

Debt Forgiveness The Act allows for 6 months of existing SBA loans forgiven. It is unknown what you need to do to get this at this time or if it is automatic. If you aren’t sure if an existing loan is an SBA loan, please ask your creditor. What can you do right now? Determine if you have existing loans that are eligible by speaking with your lenders. Paycheck Protection Program Loans/Forgiveness New Paycheck Protection Program loans will forgive up to 8 weeks of payroll if you keep employees on from February 15June 30, 2030 (on a sliding scale). Additional funds obtained through the PPP loan are amortized out at 4% interest for up to 10 years and can only be used for payroll, rent, loan interest, utilities, and employee benefits. As it’s understood right now, loan amount will be 250% of average total monthly payroll (including benefits) excluding employees who make over $100k/year. We believe sole proprietors/independent contractors, and members of LLCs will be able to count as employees but may need to demonstrate their costs differently. It could take 2+ weeks for the Fed to write the rules for this loan program, so you cannot apply for it yet. But it will be retroactive. You will apply through

Schools Offer Free Meals Program NORTH BERWICK Noble High School food service employees rolled out racks of bagged meals this past Friday morning, to the bus circle at the front of the building. They chat-

ted as they waited for families to pick up the meals. MSAD-60 Food Service Director Abbey Pelletier said outside the high school, “We realized that when school was going to be

closed, many children would go without food. So we decided as a district it was very important that we continue to feed the children during this time of unexpected closure.” The bags include two days’ worth on meals on Mondays, two days’ worth of meals on Wednesdays and one day on Fridays. The meal program is open to open to all students under the age of 18 who live in Berwick, North Berwick and Lebanon. Traveling to and from an educational institution for purposes of receiving meals or instructional materials for distance learning. Engaging in outdoor exercise activities, such as walking, hiking, running, or biking, but, only in compliance with the social gathering restriction in Executive Order 14 and all applicable social distancing guidance published by the Centers for Disease Control and Prevention. Travel required by a law enforcement officer or court order; and Traveling to and from a federal, State, or local government building for a necessary purpose. Travel Restrictions - The Order prohibits the use of public transportation unless for an essential reason or job that cannot be done from home and limits the number of people traveling in private vehicles to persons within the immediate household unless transporting for essential personal activities. Termination of In-Person Instruction at Schools - Public and private schools and higher education institutions statewide have terminated in-classroom instruction in accordance with March 15 recommendation. The Governor has now ordered that all such schools shall continue to cease classroom or other in-person instruction until at least May 1, or until further order. Restricting Number of

People in Essential Stores - The Order restricts the number of people allowed at essential businesses at any one time, mandates that they conduct as much business as possible by curbside order and pick up or delivery to limit in-person contact, and enforce physical distancing in and around their facilities by prominently posting signs at public entrances and on the floor to notify customers to stay six-feet apart. It also requires that they disinfect the handles of every cart and basket between uses, minimize customer handling of unpurchased merchandise and offer separate operating hours for people over the age of 60 and those with underlying medical conditions. Under the Executive order, essential stores with retail spaces of: Less than 7,500 square feet limit the number of customers in the store at one time to 5. Examples of such stores include gas stations and convenience and specialty food stores. More than 7,500 and less than 25,000 square feet limit the number of customers in the store at one time to 15. Examples of such stores include stand-alone pharmacies and certain hardware stores. More than 25,000 and less than 50,000 square feet limit the number of customers in the store at one time to 50. Examples of such stores include mid-sized and locally owned grocery stores. More than 50,000 and less than 75,000 square feet limit the number of customers in the store at one time to 75. More than 75,000 square feet limit the number of customers in the store at one time to 100 and install protective shields between customers and checkout clerks as soon as practicable. Examples of such stores include Lowe’s, WalMart, Target and Home Depot. Retailers must enforce these limits and a six-foot separation between any customers waiting in lines. Any essential business which violates this Order will be subject to further on-site restrictions or closure until those violations are addressed. The Order shall be enforced by law enforcement as necessary and violations are a class E crime subject to up to six months in jail and a $1,000 fine. In addition, compliance with Section IV of this Order may also be enforced by government officials who regulate licenses, permits or any other authorization to operate a business or occupy a building. It is the Governor’s hope that compliance will be voluntary, and that formal enforcement will not be necessary. These new requirements adjust and mandate prior recommendations from the Governor.

Boating Registration Extended AUGUSTA Governor Janet Mills directed Maine Department of Inland Fisheries and Wildlife Commissioner Judy Camuso to allow boaters to operate without a current 2020 registration and milfoil sticker until April 30. Boat registrations normally expire at the end of each calendar year. “With some town offices closed, and state offices closed to walk-in business due to the civil state of emergency, it made sense to relax the registration requirement until we can work out the all the logistical details,” said Commissioner Judy Camuso. The Department is providing more time and some additional methods for you to apply for a new boat registration or renew an expired one. The easiest way to renew your boat regis-

tration is online at www.mefishwildlife.com, but not all towns have signed up with the state’s internet vendor, InforME, to do registrations. First time boat registrations cannot be completed online, they must be done at the town office so the town can collect sales, and excise tax. Registrants should call their town office to see if they are open, and possibly register their boat with the town office through the postal system. If you just purchased a new boat from a dealer, you should have a temporary registration that is good for 20 days. These seasonal pools teem with life in early spring: look for fairy shrimp, the egg masses of wood frogs and salamanders, spring peepers, tadpoles. Visit Tatnic Woods, 2460 Tatnic Road in Wells, and check out the network of vernal pools that occupy these 69 wooded acres. There is no signage here, but there is a small parking area off the road next to a gray house. Late April and early May is a beautiful time to discover spring ephemerals, wildflowers that bloom for a very short period and are some of the first plants to come up through the fallen leaves. Look for wild walnut, trillium, blood root, columbine, mayflower, marsh marigold, and hepatica along the trails. Bring your flower ID book or download Wildflower ID app by Sun-

bird (be sure to pick the Guide NE for Eastern states). Both Orris Falls Conservation Area (551 Emery’s Bridge Road) and Negutaquet Conservation Area (219 Lebanon Road in North Berwick) are recommended for spotting spring blooms. Orris Falls features an extensive beaver wetland, a glacial erratic called Balancing Rock, and the gorge of Orris Falls itself, as well as nearly 3 miles of trails. Negutaquet Conservation Area in North Berwick features woods, fields, the Weymouth family cemetery

(with a Revolutionary War veteran grave site) and frontage along the Negutaquet River. By mid-May the birds have returned and are nesting! Head to Beach Plum Farm in Ogunquit (610 Main Street) or Savage Wildlife Preserve in South Berwick (15 Dover-Eliot Road) and do a bird sit. Both preserves are great locations for birding with fields, woods and river frontage. Head to the preserves early and find a comfortable spot to sit for 15 minutes or so and just observe and listen.

Story of Four Military Chaplains

BERWICK At the February meeting of the Charles S. Hatch Unit 79 American Legion Auxiliary remembers the Four Military Chaplains who gave the ultimate sacrifice by having a ceremony in their honor. As the Ladies read about each Chaplain a candle was lit in their memory

as they stood behind the empty chairs with their pictures on it. On February 3, 1943, the U.S. troop transport S.S. Dorchester was torpedoed off of Greenland in the early hours of the morning. There were 900 men sleeping. In the middle of the chaos, the four Army Chaplains, John P. Washington, a

Sustaining God, loving Father, we ask for your presence and guidance as we respond to the spread of the novel Coronavirus in the world, our country, our states, and our communities. We ask your blessing upon all in authority over us, that they may make wise decisions and act decisively to protect us and maintain the good order of the societies and economies in which we live and work. We ask your blessing upon our armed forces, police and first responders, and especially upon all who are called professionally and vocationally to give of themselves so bravely and selflessly to heal and care for us should we fall ill: our doctors and nurses, and all who support them. We pray especially for those who are more vulnerable: the elderly and the infirm, the poor and the homeless, and for all who live alone. We pray for all who are now seriously ill and for the souls of those who have died. May they rest in peace with you.

The Ogunquit Transfer Station will be closed Thursday and Friday due to a small staff. Food Assistance Still Available at Maine Parishes

Food pantries, soup kitchens, and other assistance programs are still operating safely under CDC guidelines at parishes throughout Maine: St. Mary’s Ecumenical Food Pantry at St. Mary Church on 236 Eldridge Road in Wells, is operating on Thursdays 2:30-5:30 p.m. It is a drive-thru format as all clients remain in their car and one volunteer hands them an order sheet that they fill out. Another volunteer duplicates the order sheet by filling it in so it does not change hands. The order is filled and the bags are placed in the trunks of the cars; St. Raphael Church, 6 Whipple Road in Kittery, will provide takeout dinners on Thursdays at 5 p.m. at the church hall; The St. Thérèse Food Closet in the St. Ignatius Gym on 25 Riverside Avenue in Sanford, remains open every Thursday 12:30-2 p.m. The food closet is no longer accepting food donations, but cash donations are greatly appreciated. Celebration of Holy Week and Easter in Maine

The Diocese of Portland has informed Maine parishes of the protocols that will be in place for the celebration of the liturgies of Holy Week and Easter. All celebrations must be limited to/not exceed ten people or less, including all clergy, and will not be open to the public due to the regulations currently in place in Maine. Here are some of the changes being made this year specific to certain celebrations: Palm Sunday (April 5) - Distribution of palms to the faithful will not occur; Holy Thursday (April 9) - Masses of the Lord’s Supper will not include the washing of the feet or the traditional procession with the Blessed Sacrament after communion;.Good Friday (April 10) - The cross used for adoration/veneration will be placed in the sanctuary with the priest/celebrant alone permitted to kiss it; Holy Saturday / Easter Vigil (April 11) - The Easter Vigil is only permitted in parishes where it can be live-streamed. The initiation sacraments will not be celebrated, and the lighting and blessing of the Lucernarium is omitted.

Vogel Named ‘Rising Star’ by HospitalityMaine OGUNQUIT Scott Vogel, the 29-yearold owner of The Front Porch, is HospitalityMaine’s 2020 Rising Star. Owning the iconic entertainment spot since 2017, Vogel has made numerous changes in a short period. Now open yearround, the sing-along piano bar has become a dining destination for locals and visitors. “This community is above and beyond what I expected,” said Vogel, a Brooklyn native who grew up summering in Ogunquit. “The way the people support each other is remarkable.” This year marks the 40th anniversary of The Front Porch. Under Vogel’s leadership, The Front Porch helped raise and donate $230,000 for non-profit organizations last year. As chairman of the Ogunquit Chamber of Commerce, “his deep and genuine commitment to quality and community has made The Front Porch such a favorite, for locals and visitors alike,” said Alice Pearce, executive director of the Ogunquit Chamber of Commerce. Vogel was selected through a nomination process from the trade group’s membership. He worked his way up

through the hospitality ranks, starting as a busser at Amore Breakfast in Ogunquit, and later waiting tables at The Front Porch. But he left the restaurant business for the fast-pace of tech. In 2016, while taking a break from a software job in Manhattan to visit Maine, Vogel noticed a “for sale” sign on the white and yellow facade. A flash went off in his head. “I was not planning to be in the restaurant business. It’s the actual place itself that caught my eye,” said Vogel. Today, the University of Southern Maine grad oversees a staff of 70. The key to keep a young and experienced staff

engaged? “Treat them well and have fun putting smiles on people’s faces,” he said. Now, in response to the COVID-19 situation, Vogel has stepped up to help the community again. In addition to the paid delivery program that is in place, the last two weeks has seen over 200 free meals donated, several of which went to front-line workers in the York Hospital ER. The night of March 31 also played host to “Virtual Happy Hour”, two hours of sing-a-long piano streamed live on Facebook. “600 People tuned in and we raised $11,000 to support our out-of-work staff and their families,” announced Vogel.

Hackmatack Playhouse Honored in Concord CONCORD, NH / BERWICK The spotlights might be off and the theater in the barn shut down for the winter, but actors and directors from Hackmatack Playhouse in Berwick took center stage this past weekend as they were honored with one of New England’s top theater awards. In a ceremony at the Concord City Auditorium, Hackmatack received the Moss Hart Memorial Award from the New England Theater Conference in recognition of its production last summer of “The Curious Incident of the Dog in the NightTime.” “This Hackmatack show truly exemplified something beautiful in the human spirit,” said Chris Crossen-Sills, president of the board of the New England Theater Conference. “It provided us with a heartfelt journey and spoke of love and hope and family.” The award was accepted

The decision comes one day after Senators King, John Thune (R-S.D.) and Steve Daines (R-Mont.) introduced the Tax Filing Relief for America Act, which would have made this

change legislatively, and it coincides with the Treasury Department’s previous announcement that it would extend the tax payment deadline for filers who owe the IRS 2019 taxes. July, we’re allowing American seniors to continue to ‘socially distance’ themselves without neglecting their tax responsibilities. Free Online Job Social Security’s Phone Service Only Training Fast Tracked AUGUSTA Governor Janet Mills signed an executive order allowing Maine Quality Centers (MQC) to swiftly address the changing demands in Maine’s job market due to widespread economic disruption caused by the 2019 novel coronavirus (COVID-19). Governor Mills’ order suspends certain restrictions, on an as-needed basis, on job training funds managed by the Maine Community College System’s MQC program. Suspending those restrictions, such as eligibility and employer matching funds, gives the MQC program more flexibility to rapidly provide free online training to people who have been displaced by the recent effects of COVID-19. “Maine’s Community Colleges have always played a critical role in providing training and skills to strengthen our workforce. With the State battling COVID-19, that work is more important than ever,” said Governor Mills. “This Ex-

Traip Academy Science Teacher to Enter Summer Program KITTERY Eric Waddell, Superintendent of Schools in Kittery, is proud to announce that Liz Hoyt, a science teacher a Traip Academy, has been accepted to the ‘Teaching the Genome Generation’ summer program. The program will be hosted at Bowdoin College by The Jackson Laboratory. It will also be hosted at a second site in California. According to The Jackson Lab, health care providers will increasingly use a patient’s genome to diagnose and treat disease. Weekly Recipe: Broccoli and Cauliflower Gratin Ingredients: 1 pound of fresh broccoli

1 pound of fresh cauliflower 2 ounces of flour

2 ounces of butter

1 quart of whole milk or heavy cream 6 ounces of seasoned bread crumbs

5 ounces of grated or shredded sharp cheddar cheese Salt and Pepper to taste

2 pinches of grated nutmeg

Directions: 1} Parboil or steam the Broccoli and Cauliflower together until almost tender.

2} Make a white sauce by melting the butter. Stir in the flour and add the milk or cream, whisking constantly. Season with salt, pepper and nutmeg. 3} Mix the vegetables with the sauce in a casserole dish, top with the bread crumbs and cheese. Bake at 350 degrees for 20-25 minutes when oven is ready. To make it taste even better, sprinkle a bit of fresh or

packaged Parmesan cheese over the top of the broccoli before serving. Enjoy!

KENNEBUNK Hi friends, I’m Dakota. Aren’t I just the cutest thing? I was told once that I should have had braces as a youngster, but I think my underbite is what makes me so endearing. So I’m here at the Animal Welfare Society in Kennebunk, after traveling from Georgia a few months back. Since I’ve been here, I’ve discovered that Maine is a pretty fantastic place. I love to be outside. I love to talk nice long walks in the woods or at the beach, and I know my new people and I will have lots of fun exploring nature in Maine. And I’m good at social distancing too – I don’t like to be around other dogs, so we’ll have the woods or beach to ourselves. When we’re back home, I love to curl up near my people while they pet me. When they are busy working or making dinner, I like to contently sit nearby playing with my favorite squeaky stuffie. So back to that social distancing thing, I’ve been practicing it before it became mainstream. I can be shy around new people, you see, so I tend to keep my distance and get to know people slowly. I ask that people take it slow with me and understand that it might take me a while to blossom. But once I’m comfortable, I’ll give you all the love and attention you’ll ever need. That’s why I’ll be a fantastic “only dog.” I have so much love to give, I don’t want to have to share your attention with a fellow canine. You understand that, right? I mean, look at this face? Recently, Malwarebytes labs reported a phishing campaign which impersonates the World Health Organization (WHO) and invites you to download a fake e-book called the “My Health E-Book”. If you click on the link and download the e-book, you will be installing malware that will send your information from your computer back to the criminals. Just remember to be careful what you click on! Elizabeth Dear Computer Lady, One of the main reasons that I have not upgraded to W10 is that I’ve been told it no longer has the snipping tool! I use that tool nearly daily & have no intentions of giving it up without a fight!! If it is included in W10, how do you find/access it? tool is included with Windows 10. Here is how you would access it: 1. Click on the start menu icon or tap the start menu key on your keyboard. 2. When the start menu opens, don’t click on it, just start typing “Snipping Tool” and it will appear at the top of your start menu. 3. Click on the snipping tool icon, or if it is at the top of the menu, just press the “Enter” key on your keyboard. 4. If you want to keep the snipping tool on your taskbar for easy access, just right click on the Snipping tool icon on your taskbar, and click “Pin To Taskbar” in the context menu. Microsoft is planning an update to the snipping tool that includes a name change, so if the above directions don’t work for you, try searching for “Snip & Sketch” or try the keyboard shortcut: “Windows Logo Key + Shift + S”. In addition to the built in features, Thunderbird has addons available that provide features like calendars and mail merge. I have found that Thunderbird has more features and is easier to use than any of the email apps that come with recent versions of Windows. It is a great replacement for Outlook Express, and far easier to use and more powerful than the THANK YOU ST. There are three points to be stressed, finally, in connection with the tradition of funeral flowers. First, the role of flowers are both symbolic and aesthetic. Kittery’s Fuel & More Expands Its Mission KITTERY Fuel & More, dedicated to assuring Kittery families stay warm in winter, has significantly increased the amount it allocates for non-fuel support in response to the economic impact of the coronavirus pandemic. “We realized a couple of years ago that many individuals and families face financial emergencies beyond heating their homes,” said Linda Browning, a Fuel & More board member. “So, working with other community organizations, we developed a program to help address some of those needs.” The Fuel & More board of trustees recently boosted

to $25,000 the amount it allocates to urgent non-heating fuel expenses faced by Kittery individuals or families, such as unpaid utility bills, back rent or car repairs. Since last fall the nonprofit organization spent $33,000 in fuel support and $5,500 for other financial emergencies. Fuel & More relies on local clergy, school counselors and people at other local nonprofits, including Fairtide, the Rice Library, Footprints Food Pantry and York County Community Action to identify Kittery residents who need help. “We’re becoming a yearround, community-support
