State of Civil Emergency and Stage 4 Reopening Announced STATEWIDE Governor Mills extended the State of Civil Emergency for thirty days through October 29. The Governor’s decision to extend the emergency is in line with nearly every other state in the nation which have ongoing emergency declarations, according to the National Governors Association. For example, the states of Vermont and New Hampshire recently extended their States of Emergency. “As Maine enters the colder months and more activities move indoors, it is more important than ever to maintain the critical public health measures that have kept us all safe,” said Governor Mills. A State of Civil Emergency allows Maine to draw down critical federal resources and to deploy all available tools to respond to and contain COVID19. This is Governor Mills’ seventh extension of the State of Civil Emergency. Under Maine law, Proclamations of Civil Emergencies may be issued in thirty day increments. As of September 22, Maine, adjusted for population, ranks second lowest in the nation in
terms of positive cases; fifth lowest in the nation in terms of deaths; the lowest in terms of patients ever-hospitalized out of the 36 states reporting; and tenth highest in the percentage of people who have recovered out of the 45 states reporting. Nevertheless, the Mills Administration has also announced that Maine will move into Stage 4 of the Plan to Restart Maine’s Economy beginning Tuesday, October 13. With cold weather months approaching, Stage 4 increases limits on indoor seating to 50 percent capacity of permitted occupancy, or 100 people – whichever is less – and maintains the critical public health measures outlined in COVID-19 Prevention Checklists, such as enhanced cleaning practices and physical distancing. The Executive Order further strengthens the state’s face covering mandate by requiring that a broader set of entities, such as private schools and municipal buildings, ensure that employees and people in

their buildings adhere to this critical health measure. The order also expands the scope of the enforcement statewide, rather than in just Maine’s coastal counties and more populous cities. “With winter weather approaching, we must support businesses across the state as outdoor service becomes less viable and people move inside. This expanded capacity, along with continued health and safety precautions, is a prudent step forward that balances public health and economic health,” said Governor Janet Mills. “These adjustments, however, should not lure us into a false sense of security.” Updated COVID-19 Checklists for these businesses and organizations are posted on the Department of Economic and Community Development’s website. Appropriate health and safety protocols, such as enhanced cleaning practices and See STAGE page 7...

YORK With falling temps and colorful foliage beginning to show, the seasonal excitement of Halloween is all around us and despite limitations due to COVID-19, there are at least two fun-filled activities available for families to enjoy this October. On Friday, October 16 from 10 a.m. to 4 p.m., the York Parks and Recreation Department is offering pumpkin painting at the Grant House, Goodrich Park, 200 Route 1, York. Parks & Rec. will provide the pumpkins, paint, and some guidance but participants provide all the creativity. Cost is $15 per pumpkin and participants must sign-up for an hour-long session to create their masterpiece. Political Scams Expected to Increase as Election Nears
NATIONWIDE Scammers are opportunists who take advantage of whatever is in the news or being chatted about on social media. It’s common around this time of year to receive phone calls from political pollsters asking questions about who you plan to vote for, and scammers mimic those legitimate calls. The Bet ter Business Bureau is warning consumers that the upcoming mid-term elections are likely to generate loads of scammers pretending to be pollsters, campaign volunteers, fundraisers, and even candidates. Here are some common political scams and frauds to watch out for: Fundraising: You get a call from someone claiming to represent a political candidate, raising money to support the campaign. They may be collecting funds for a specific cause,
such as healthcare reform, or on behalf of a group of people, such as veterans. Targets report that callers are typically pushy and demand immediate action. Even if the caller is not a scammer, some groups may be poorly managed and not actually spend the money the way they describe on the phone. You can check www.Give.org to see if the charity is Accredited. Polling: The call is from someone claiming to be conducting a political survey. The pollster wants to ask you questions about the upcoming election. In exchange for a few minutes of your time and your opinions, you will get a gift card or other reward. After asking several legitimate-sounding survey questions, the caller typically then asks you to provide your credit card number to pay for the shipping and taxes of the “prize” you’ve won. Legiti-

YORK The York Region Chamber of Commerce is accepting nominations for their annual Business of the Year and Volunteer of the Year awards. The business must be a chamber member to qualify for nomination and the volunteer award is awarded to a person or persons who have donated their time to a non-profit organization
that is located in the York Region. The deadline to submit a nomination is October 23. Citizen of the Year nominations need to be mailed to York Parks & Rec., business and volunteer nominations need to be returned to the chamber of commerce. social media, text, even showing up at your front door. Here are some BBB tips to avoid political scams: Donate directly to the campaign office: Donations made over the phone can be valid, but to be sure you are donating directly to the campaign, donors should give either through the candidate’s official website or at a local campaign office; Watch for spoofed calls: Your Caller ID may say that someone from Washington DC or from a campaign office is contacting you, but scammers can fake this using phone number spoofing technology; Beware of prize offers: Just hang up on any political pollster who claims that you can win a prize for participating in a survey. Political survey companies rarely use prizes, so that is a red flag (especially if they ask you to pay for shipping or taxes in order to claim it); Don’t give out personal or banking information: Political pollsters may ask for in-
formation about your vote or political affiliation, and even demographic information such as your age or race, but they don’t need your Social Security number or credit card information; Research fundraising organizations before donating: Be especially cautious of links that come to you through email or social media, and don’t click through. Instead, go directly to an organization’s website by typing the URL in your browser or using a search engine.

mate polling companies rarely offer prizes for participating in a survey, and none would ask for a credit card number. Impersonation: You get a call that sounds like one of the candidates, or perhaps even the president, asking you to make a special contribution. This scam uses real audio clips of politicians’ voices, likely lifted from speeches or media interviews. Digital technology has made these recordings sound very realistic. At some point, the politician will ask for a donation and request that you push a button to be redirected to an agent, who will then collect your credit card information. Since real politicians use pre-recorded calls, it’s challenging to tell which ones are fake. In all of these cases, sharing your personally identifiable information (PII) and/or credit card number can open you up to the risk of fraudulent charges and even future identity theft. Although these examples are primarily telephone scams, fraudsters can use other methods to reach you: mail, email,

KITTERY Assistant Secretary of the Navy for Energy, Installations & Environment (EI&E) Charles Williams traveled to the Navy’s Northeast region this summer to meet with sailors and key community partners. The Honorable Williams visited Portsmouth Naval Shipyard (PSNY) where he formally presented the production resource officer, Captain William Schultz, with the FY19 Chief of Naval Operations Safety Award (Large Industrial Facility). Williams also toured the shipyard’s power plant, recognizing the shipyard workers who prioritize safety throughout the day. “From power plants to Public Private Venture (PPV) housing, safety for our sailors and their families is one of my top priorities,” said Williams. “Through seemingly small steps of courage, sailors who value safety may come forward and save lives, reduce lost work days and damaged equipment. Thank you for all you do.” Williams traveled to Naval Submarine Base New London in Groton, CT, where he focused on submarine fleet readiness and continued to honor Sailors who are taking steps to enhance the

Navy’s operational safety environment. “The safe, high caliber training instills confidence that won’t let complacency set in. There is no margin for failure in the submarine community, and they pave the path for success,” said Williams. “Witnessing the capability of the Navy’s submarine force firsthand provides me with great comfort in light of the great power competition we face.” Williams then traveled to Naval Station Newport in Newport, RI, and evaluated the conditions of the installation and met with key community partners alongside the installation’s new commanding officer, Captain James McIver. “In Newport, I see opportunities for ship location expansion,” said Williams. “I am really proud of our sailors and the ship repair workers for their great work and look forward to supporting our installations to get more ships back to the fleet.” The Honorable Williams traveled with minimal staff, and all travelers followed the Centers for Disease Control and Prevention guidelines. All passed medical screenings at each location to ensure mission safety.

~ News ~ $1+ Million Announced for Pipeline Safety WASHINGTON, D.C. U.S. Senator Susan Collins, the Chairman of the Transportation Appropriations Subcommittee, announced that the U.S. Department of Transportation (DOT) has awarded $1,046,744 to the State of Maine to help keep the state pipeline system safe. The funding was awarded through the Pipeline and Hazardous Materials Safety Administration (PHMSA). “Following the heartbreaking explosion in Farmington last year, we must ensure that our pipelines are a safe and efficient method for transporting the energy needed by homes and businesses in communities across our state,” said Senator Collins. “This important investment in oversight will help prevent future accidents like the Farmington explosion and ensure that Mainers have access to low-cost energy.” The funding will be allocated as follows: The National Partnership for Environmental Technology will receive $458,983 through the Hazardous Materials Instructor Training Grants program to train hazmat instructors in Hazardous Materials Regulations to further train more hazmat employees. Hazmat employees respond to incidents to prevent further harm and are educated on current transport regulations of hazardous materials. The Maine Public Utilities Commission will receive $46,738 through the One Call Grant program to help fund the Damage Prevention law, ensuring the commission can maintain a record of all underground pipes throughout the state and fine up to $5,000 per violation. Under the law, anyone doing excavation work should call DigSafe so that member utility companies can ...STAGE from page 1 the requirement to maintain six feet of distance between seating areas, remain in full effect. For non-seated indoor activities, such as physical activity in gyms, the limit remains at 50. The outdoor gathering limit remains at 100 people. Retailers remain subject to the occupancy limit of 5 people per 1,000 square feet of shopping space. Stage 4 also anticipates a reopening date for indoor service for bars and tasting rooms of Monday, November 2. To reopen for indoor service, these establishments must abide by the newly-posted COVID-19 Prevention Checklist for seated food and drink service, which is an update to the restaurant checklist.
mark underground hazards to prevent incidents like the Farmington, Maine explosion. The Maine Emergency Management Agency will receive $195,018 through the Hazardous Materials Emergency Preparedness Grants program to develop or revise emergency plans and training activities to account for bulk transportation of energy products by rail and
over the road. The State of Maine will receive $346,005 through the Pipeline Safety State Base program to provide a reimbursement of up to 80% of operating costs for state programs charged with inspecting intrastate transmission and distribution pipelines that transport natural gas, crude oil, and other energy products within
state boundaries. Created in 2004, PHMSA establishes national policy, sets and enforces standards, educates, and conducts research to
prevent incidents. The agency also prepares the public and first responders to reduce consequences if an incident does occur.

GOT KNEE PAIN?
WANT TO FEEL 1015 YEARS YOUNGER?
MEDICARE APPROVED
BREAKTHROUGH FDA-APPROVED TREATMENT PROVEN TO HELP RELIEVE KNEE PAIN
NO SURGERY • NO STEROIDS • NO DOWNTIME SAFE • FDA-APPROVED • EFFECTIVE CLINICALLY PROVEN TO TREAT KNEE PAIN WITH 86% SUCCESS RATE! Have you ever wondered what life would be like if you got rid of your knee pain? Let’s face it, your knees aren’t as young as they used to be, and playing with your kids or grandkids isn’t any easier either. Maybe your knee pain keeps you from walking short distances or playing golf like you used to. Nothing’s worse than feeling great mentally, but physically your knee hurts and the pain just won’t go away! There is now HOPE if you are suffering from any of the following conditions:
• • • •
Arthritis Knee Pain Cartilage Damange “Bone on Bone” Knees
• Tendonitis • Grinding or Crunching Noises
COULD THIS NON-INVASIVE FDA-APPROVED TREATMENT BE THE ANSWER TO YOUR KNEE PAIN? GenVisc injections treat knee arthritis by providing additional lubrication and cushioning to the joints. Hyaluronic Acid, the main ingredient in the injections, is a natural substance originally derived from a rooster comb that mimics the natural fluid in the knee. The wonderful thing about this procedure is that it has virtually no side effects, and is targeted specifically at the osteoarthritis in your knees.
WHAT IF I’VE ALREADY HAD KNEE INJECTIONS? When a doctor does an injection “blind”, or without guidance, there is significant chance that the medication didn’t get to the exact area needed. So it’s very possible that it was not the treatment that failed, it simply didn’t
get to the right part of the joint. Our physicians use ultrasound guidance to guide the medicine into the joint with nearly 100% accuracy.
WILL MY INSURANCE COVER THESE TREATMENTS? Yes, nearly all of the treatments in our office are covered by Medicare and major health insurance.

Artists came to Ogunquit for the vast expanses of water stretching towards the horizon, the rugged and dramatic Marginal Way cliffs constantly pounded by Gulf of Maine waves, the weathered wood of lobster shacks dotting Perkins Cove, and the sublime quality of the coastline light glinting through salt-misted air which inspired artists like Charles H.Woodbury and Gertrude Fiske to organize the Ogunquit Art Association. Rosen’s animated artifacts re-interpret Ogunquit’s cultural heritage in this timelapse, site-specific narrative commemorating the community’s artistic luminaries and place in American art history. Kathleen Speranza: Vanitas Vita Kathleen Speranza’s florals celebrate life – vita – as much as they evoke 17th century Dutch still life painting known as vanitas. Early vanitas still lifes encompassed various symbolic objects including floral arrangements to remind the viewer explicitly of the vanity and impermanence of worldly pleasures and goods. Rather than stillness, Speranza’s meticulous virtuosity examines hidden spaces and infuses a classical genre and an ancient practice in painting with contemporary import and vitality. Emily Nelligan: Nocturne Throughout her career, Emily Nelligan’s primary muses consisted of the shoreline, sea, and sky of Maine’s Great Cranberry Island. While many artists routinely draw as
a preliminary process, Nelligan’s extensive oeuvre explores drawing as a fully realized medium with wide-ranging potential. Part representational, part abstract, Nelligan’s process of manipulating materials and methods accentuates the visual depths of the environment and the recesses of imagination. Each drawing is titled by date of execution, suggesting an inverse diurnal theme – the artist is the light from which the natural world is perceived. Light Southerly: Henry Strater in Verde Valley Light Southerly examines artist and OMAA founder Henry Strater’s Southwestern landscapes completed during his winter residency in Verde Valley, Arizona from 1931 to 1938. The installation includes sketchbooks, paintings, and archival materials that interpret Strater’s Southwest within the backdrop of the creative communities that prompted the popularization of the Southwest in the national imagination. ~ Ask The Computer Lady ~
Dear Computer Lady I have been “cleaning” folders up in my gmail account. I have several folders I no longer use and would like to delete. How can I delete an empty folder? Thank you in advance for your assistance. BG Dear BG, Removing folders in Gmail is done in the “Settings” menu. One thing to note is that Gmail uses the name, “Labels” instead of Folders, so you are actually removing a Label instead of a folder. Here are the directions: From your main Gmail window, click on the “Settings” icon in the upper-right part of the window. It looks like a gear, and when you hover your mouse over the icon, the word, “Settings” will appear.
In the Settings menu, click on the “Settings” sub-menu, and it will bring you to a settings page. Across the top, you will see links to each settings page, click on the link for “Labels”. Scroll down until you find the Labels section and find the empty label (or folder) that you wish to delete, and look in the third column (under Actions) to the right. Click “Remove” and your label will be removed. If you remove a label that has messages in it, the messages will not be deleted, they just won’t have that label attached to them any more. Elizabeth Dear Computer Lady, The printer I have used for years has broken. I took it to a local shop and they might be able to fix it. I would rather
spend money on a printer that works for me than one that isn’t going to do what I need. In thinking that I need to buy a new printer, I did some checking in on line comments and found that many printers don’t do labels. When I called Avery they said they don’t offer recommendations. My new tech friend said he was surprised that my printer does labels without peeling them off. He recommends a printer that moves the paper straight across. This style is available in either a regular printer or a laser. I checked your website to see what you recommend for printing labels and didn’t know what topic to check. I always enjoy your column and usually learn something new. Barb Dear Barb, I have used quite a few printers over the years, both inkjet, and now a color laser printer. I have also printed a lot of labels. Most of them from Avery, but also a few store brand. The only time I have run into problems is if I use inkjet labels on the laser printer (They can’t take the heat of the fuser) When you purchase labels, it will say right on the package what kind of printer they are made for. As long as you are using a full sheet of labels, and the correct type of label for your printer, you should be all set. You start running into problems when you try to print on

smaller sheets, or you use the wrong type. Elizabeth Dear Computer Lady, I’ve enjoyed your column for years. Is there any free program that you can use for word processing? I used to have office but have a new all in one HP PC that has nothing but a trial. I use it seldom so I hate to spend a fortune for a program. Thank you! Judi Dear Judi, There are several free, open source office programs available, but my favorite (because it opens the most types of files) is LibreOffice at www. libreoffice.org. Not only will it open and edit your Word files, but it will also open most Microsoft Works documents as well. Elizabeth Dear Computer Lady, I just purchased a new computer with Windows 10. My previous computer was Windows 7 and I was able to click on “from” in the email and all the incoming emails would be sorted in alphabetical order based on who they were sent from. I could also sort by date or subject. I am now using Windows 10 and can’t find a way to sort my emails. Do you have an answer? Thanks for all you do! Elaine Dear Elaine, First, Microsoft created Outlook Express for email, and people loved it. Then, Microsoft discontinued Outlook Express and replaced it with
Windows Live Mail. Windows Live Mail didn’t have as many features as Outlook Express, but over time many people came to depend out it for their email. Now, Microsoft has discontinued Windows Live Mail and replaced it with their Mail app in Windows 10. The Mail app has even fewer features than previous Microsoft mail applications, and one of the features that is gone is the ability to sort the messages like you described. The Windows 10 mail app is so limited that I don’t recomend using it at all. Instead, I have been setting up the open source email program, Mozilla Thunderbird for my customers who upgrade to Windows 10. By switching to Thunderbird, you gain the functionality of a ful featured email program, and since it is not dependent on Microsoft, you will not have to learn to use a new program every couple of years. I know this probably wasn’t the answer you were looking for, but I hope it helps you find a good email program that will work for you. Elizabeth Interested in learning more? Arundel Firefighters to Receive Federal Grant ARUNDEL The Federal Emergency Management Agency (FEMA) announced recently $7.8 million in direct assistance grants to 340 fire departments nationwide through the agency’s FY2020 Assistance to Firefighters Grant COVID-19 Supplemental program (AFG-S). Additional phases will soon be announced. The AFG-S Program includes grants to the following fire departments in Maine: Westbrook Fire Department $21,810; Georgetown Fire Department $12,529; Arundel Fire Department $5,816; Veazie Fire Department $5,550; Woolwich Fire Department $3,140; West Gardiner
Fire Department $2,127; Houlton Fire Department $7,157; Jefferson Fire Department $1,167. The Fiscal Year 2020 AFG-S is a supplemental funding opportunity under the Assistance to Firefighters Grant Program, one of three FEMA grant programs that focus on enhancing the safety of the public and firefighters with respect to fire and fire-related hazards. The AFG-S Program accomplishes this by providing financial assistance directly to eligible fire departments, nonaffiliated emergency medical service organizations, and State Fire Training Academies for critical Personal Protective Equipment and sup-
plies needed to prevent, prepare for, and respond to the COVID19 public health emergency. The AFG-S Program represents part of a comprehensive set of measures authorized by Congress and implemented by the Department of Homeland Security. FEMA obligates funding for this project directly to the recipient agencies. It is the recipient agency’s responsibility to manage their grant award within federal guidelines with technical assistance and monitoring provided by FEMA Fire Program Specialists. We are happy to continue to offer Veterans across the country free access to Study Edge through the end of the year as a token of our appreciation for their tremendous sacrifice for this country. We are grateful for the dedication of these brave men and women and want to do our part in recognizing their commitment. As the son of two Navy Veterans, I am very proud that we are able to offer these services completely free to the men and women who so bravely protected this great country,” said Ethan Fieldman, Founder and President.
Study Edge provides: A supplemental online resource to help student Veterans make the most of their study time with Exam Prep videos and study guides that break down even the most complex material into easyto-understand information; A tutoring service for those that prefer a more individualized approach, with the attention that comes from a private tutor but without the high price of one-onone tutoring sessions. Student Veterans have access to Concept Videos for their specific courses facilitated by their Study Experts that employ the most effective practices of instruction and that deliver content in a way that’s simple and easy for anyone to understand – no matter how many years removed from college; A convenient, easy-toaccess study tool for Veterans to access anytime, from anywhere. Student Veterans can access Study Edge resources on-thego, wherever they are, and at any time of the day via web and mobile app, making it possible to incorporate even a few minutes of study time into any schedule from any location. All service members are eligible, including those from the National Guard. For more information, visit www. studyedge.com.
Safety Tips for National Cyber Security Awareness Month NATIONWIDE The Internet has become a significant part of our everyday lives, allowing us to work, socialize and shop online. Unfortunately, cybercriminals also benefit from that same convenience and accessibility. That’s why the Cybersecurity and Infrastructure Security Agency (CISA) and the National Cyber Security Alliance (NCSA) team up each October for National Cyber Security Awareness Month. This year’s theme is “Do Your Part. #BeCyberSmart,” which emphasizes the importance of individuals taking steps to protect themselves online. Through its online reporting tool, the Internet Crime Complaint Center (IC3) connects the public with the FBI. According to IC3’s 2019 annual report, almost 500,000 complaints and $3.5 billion in losses were reported last year, with adults over 60 being the demographic most impacted by internet crime. Texas ranks third in the United States for number of victims and fourth for total dollar losses. Step up your online safety practices with these tips from your Better Business Bureau: Increase your online privacy. Protect your online accounts by implementing multifactor authentication and using strong passwords, which consist of let-
October Becomes National Retirement Security Month WASHINGTON, D.C. As part of a national effort to encourage Americans to focus on their financial needs for retirement, U.S. Senator Susan Collins, the Chairman of the Aging Committee, joined a bipartisan group of colleagues in cosponsoring a resolution recognizing October as National Retirement Security Month. The Senate passed the resolution unanimously. “Helping Americans save more for retirement is a significant public policy challenge that requires us all to work together to find commonsense solutions,” said Senator Collins. “As the Chairman of the Aging Committee, this is one of my top priorities, and I have held multiple hearings and authored legislation to enhance retirement security. This resolution encourages Americans to take steps toward securing their futures so they are able to enter their golden years with confidence and maintain their
independence as they age.” According to the non-partisan Center for Retirement Research, there is an estimated $7 trillion gap between what Americans are projected to have saved for retirement and what they are projected to need to maintain their standard of living. As the Chairman of the Aging Committee, Senator Collins recently held a hearing that
examined the findings from a 2020 Government Accountability Office (GAO) report on the unique hurdles women face as they prepare for retirement. In 2019, Senator Collins held a hearing on the financial security of seniors in retirement and in 2018 held a hearing on the critical decisions seniors face when they turn 65, including claiming Social Security benefits.

New MCCS Scholarship STATEWIDE The Maine Community College System (MCCS) Board of Trustees announced a new scholarship that was created in honor of longtime Trustee Jean Ginn Marvin, the innkeeper at The Nonantum Resort in Kennebunkport. The Jean Ginn Marvin Scholarship, which covers tuition and fees, will be awarded this fall to a second-year hospitality or culinary student at either York County Community College or Southern Maine Community College. The recipient must demonstrate a passion for culinary arts or hospitality, leadership skills, and a deep appreciation for education. Candidates for the scholarship must be Maine residents attending the college fulltime. “We sincerely appreciate the time, effort, and heart you put into being a trustee,” Board Chairman Bill Cassidy said to Ginn Marvin at the board of trustees meeting on Wednesday, when he announced the scholarship in her name. Ginn Marvin is known for her deep commitment to student success. She regularly takes a
personal interest in supporting hospitality and culinary students, employing them at the Nonantum Resort and has been known to help a student register or drive them to the college so they didn’t miss a class. “Jean is a true friend to all in the community college system. Her support of students is unsurpassed, and her attentiveness and stewardship for the system, its employees, and its mission never waivers. We are so lucky, and grateful, to have her as an ally and respected advisor,” MCCS President David Daigler said. “I’m shocked and humbled by this,” said Ginn Marvin, who was appointed to the board in 2012. “Anytime I’ve given to the community colleges, I’ve gotten it back a hundred-fold. Serving as a trustee has been one of the great joys of my life.” Ginn Marvin, who served as MCCS board chair from 2017 to 2020, was previously a member of the board of the Southern Maine Community College Foundation and has actively engaged the hospitality industry in the system’s workforce development efforts.

Fire Prevention Week: Test Smoke Alarms & Escape Plan NATIONWIDE National Fire Prevention Week is October 4-10, and the American Red Cross Northern New England Region urges residents to test their smoke alarms and practice their escape plan as home fires continue during COVID-19. Last year, Northern New England disaster volunteers have responded to 466 local disasters, most of them home being home fires in New Hampshire, Maine and Vermont to
help 1,900 people with urgent needs like emergency lodging, financial assistance and recovery planning. The nation’s most frequent disaster, home fires are most often caused by cooking, according to the National Fire Protection Association, which is sponsoring Fire Prevention Week with the theme, “Serve Up Fire Safety in the Kitchen!” “Unfortunately, home fires haven’t stopped during COVID-19, and neither has the need to prevent fire tragedies,”

said Stephanie Couturier, CEO, American Red Cross Northern New England Region. “During Fire Prevention Week, we recommend testing your smoke alarms and practicing your escape plan. These simple steps can help protect you and your loved ones in the event of a fire.” Home fires claim seven lives a day in the U.S., but a new 2020 national Red Cross survey shows most aren’t taking the steps to protect themselves. Testing smoke alarms each month helps ensure that they’re working, which can cut the risk of dying in a home fire by half. Still, 65% of respondents don’t; Practicing an escape plan twice a year also increases the odds of survival. But 70% of respondents don’t. Escaping in less than two minutes can be the difference between survival and tragedy, according to fire experts. During Fire Protection Week: Test smoke alarms and practice escape plans until everyone in the household can get out in less than two minutes. Visit redcross.org/fire for more information or download the free Red Cross Emergency app (search “American Red Cross” in app stores).

Place smoke alarms on each level of a home, including inside and outside bedrooms and sleeping areas. Change the batteries at least once a year, if model requires it; Check the manufacturer’s date on the smoke alarm. If they’re 10 years or older, they need to be replaced because the sensor becomes less sensitive over time. It can even jeopardize the very reasons people spend time at a place, such as excellent wildlife habitat, rivers and lakes with clean water, or forested vistas. Maine residents should also heed the message to use local or heat-treated firewood. Pests like browntail moth and emerald ash borer can be spread to new places within the state in and on untreated firewood. Additional Funding Announced for Maine Health Care Providers WASHINGTON, D.C. U.S. Senators Susan Collins and Angus King announced that Maine health care providers — including behavioral health providers such as addiction counseling centers and mental health counselors — are eligible to begin applying for federal funding to support their efforts to respond to the COVID-19 pandemic. The $20 billion in new funding, which was authorized by the CARES Act and the Paycheck Protection Program and Health Care Enhancement Act, is available for providers on the front lines of the coronavirus pandemic. HHS has already issued over $100 billion in relief funding to providers through prior distributions. Providers will have from October 5 through November 6 to apply for Phase 3 General Distribution funding through the Health Resources and Services Administration (HRSA). For more information on how to apply, providers should visit www.hhs.gov/providerrelief. “Medical providers are the backbone of Maine’s health care system, providing primary and preventive care that is crucial to the wellbeing of individuals and families throughout our state,” said Senators Collins and King in a joint statement. “We strongly encourage eligible Maine health care providers to apply as soon as possible for this additional funding, which will help them to continue safely caring for patients amid the COVID-19 outbreak.” Qualifying health care providers include: Providers who previously received, rejected or accepted a General Distribution Provider Relief Fund payment. Providers that have already received payments of approximately 2% of annual revenue from patient care may submit more information to become eligible for an additional payment; Behavioral Health providers, including those that previously received funding and new providers; Dentists and independAdvertise in

ent practitioners; Health care providers that began practicing January 1 through March 31. This includes Medicare, Medicaid, CHIP, dentists, assisted living facilities and behavioral health providers. Under this distribution, providers that have already received Provider Relief Fund payments will be eligible to apply for additional funding that considers financial losses and changes in operating expenses caused by the coronavirus. Previous ineligible providers, such as those who began practicing in 2020, as well as an expanded group of behavioral health providers who confront increased mental health and substance use issues exacerbated by the pandemic, will also be eligible.

Bernier-Gelinas FUNERAL HOME
Kittery, ME We are often asked by the families we serve, here at JS Pelkey & Son and Bernier Funeral Homes, why certain expressions and traditions exist in the funeral service industry. One of the most often asked questions is “Why send flowers to a memorial service or funeral, aren’t they just a waste of money?” Well nothing could be further from the truth. As my friend Todd Van Beck recently wrote in an article: Flowers are sent to funerals for several reasons. Flowers are a means of expression. It is often difficult for those mourning a death to put feelings into words. Flowers are a visual expression of love, sympathy, and respect. They are a way of lending support and sharing the burden of grief. In addition to sending flowers to the funeral, there is a growing trend to send flowers to the home of the bereaved after the service. Some people also send flowers to the church in memory of the deceased. Flowers create a background of warmth and beauty which adds to the dignity and consolation of the service. Those who have attended services where there were no flowers have noted that something was

missing – that the funeral was depressing. The funeral meets the bereaved’s need for support. Death throws people into despair and depression by separating them from one who has provided love, companionship, and security. The funeral and customs provide the means by which those close to them can give their support and share their suffering. The funeral period provides for the expression of sorrow. Only through talking about the past can the bereaved person realize the extent of the relationship with the deceased, and accept the loss and suffering. Only through weeping and talking to good listeners can they release their grief and feelings of guilt and hostility. Experts in grief therapy believe that it can be expressed best through rites, rituals, and ceremonies. The ceremony deals primarily with intellectual concepts and doesn’t fully engage the

There are three points to be stressed, finally, in connection with the tradition of funeral flowers. First, the role of flowers are both symbolic and aesthetic. They add great value to the richness and meaning of the ritual. Second, flowers represent sympathy extended to the bereaved. Third, flowers are sent to both the living and the dead. They are sent to the living as comfort and as tokens of respect for the deceased. We, at the JS Pelkey & Son and the Bernier Funeral Homes, hold the value of the work our local florists do in very high regard. We always encourage the families we serve to contact a local florist directly. Certainly there are national floral outlets that can be reached with a simple Google search but, honestly, the quality of these products are often substandard. On July 9, 1967, Donna married the love of her life, Daniel DeVita, and followed him to Germany for his tour in the U.S. Army. They raised their family in Long Island, NY, where she was very active in her children’s lives; volunteering in school and church functions, and never missed any of their sporting events or dance recitals. Donna was a hairdresser for several years after becoming a Special Education technician in Long Island. She also worked for a time in the cafeteria of SUNY Delhi in up-state New York. In 1998, she and her husband moved to Maine and especially enjoyed their summer cottage on Route 1 in Wells. Donna enjoyed oil painting, crocheting, and also buying and selling antiques. Donna was the most loving and generous soul who was strong, both physically and mentally. Her vibrance and kindness will be sorely missed by all that knew and loved her. She was pre-deceased by her parents and sister Linda Bregy. Surviving are her husband of 53 years, Daniel M. DeVita of Wells; son Dennis J. DeVita and wife Lisa of Berwick; daughter Dawn M. ~ Pets ~ Safe Haven Humane Society WELLS Safe Haven’s adoption center will soon reopen. We were forced to close when several cats in different rooms tested positive for ringworm last year. Extensive, months-long culture testing is nearly over, and we hope to reopen our shelter with regular hours very soon.
Most of our residents have already been adopted, but a few are still waiting for forever homes. Several new arrivals have also come in. It will be great to again serve our community’s residents and felines. When we have reopened with regular hours, the shelter will need additional volunteers.

VOLUNTEERS & DONATIONS NEEDED
Our Cattail Farm location at 1784 Post Road is the financial backbone of our budget. We hate wasting hard-earned money on removal of illegally dumped items, so we’re installing security cameras and lighting to thwart the rude and selfish people who “donate” their unwanted and unusable junk. Our donation times are limited to 12-3 p.m. Wednesdays and Saturdays only. You must have an appointment. Call 207-646-1611. Thank you. Safe Haven’s Cattail thrift/vintage/antique shop is open Thursday-Sunday 11 a.m. - 4 p.m. To keep it beautiful and stocked with only the nicest things, we ask that you donate only quality, appropriate items. We can no longer accept used sheets and towels, window shades or draperies. Thank you!
