Fun & Spooky Halloween Happenings “Tales of Fear & Suspense” YORK COUNTY As with all things these days, Halloween is also subject to ongoing COVID-19 protocols and restrictions. Some local communities like Kittery, Wells and Eliot are allowing traditional door-to-door trick or treating while others like York and Ogunquit are not. Some towns like Berwick and South Berwick are leaving it up to individuals but are not sponsoring any trick or treating events this year. Thankfully, there is a wide variety of fun, family-friendly Halloween activities and events taking place throughout York County for both kids and adults to enjoy:

York Toll Booth Update

YORK Reed & Reed, Inc. continues to set light poles and hook up lights along the Open Road Toll (ORT) or high-speed lanes prior to opening them up for traffic. Their sub-contractor, Pike Industries, continues to

place surface pavement along the northern end of the project within the ORT lanes as well. Many locations have been striped for the next phase’s traffic pattern. TransCore wrapped up the commissioning or testing of the high-speed lanes the

first week in October. This will allow the contractor to swap the project into Phase III. The Reed & Reed, Inc. anticipates that this will have happened the week of October 18. During Phase III, traffic will travel through the ORT lanes while the cash lanes are being constructed. At the same time along the southern end of the project, traffic will be shifted to the outside lanes. This provides space within the median for the barrier to be constructed. The project will stay in this phase throughout the winter. Tolls

will not be collected through the ORT lanes, but will still be collected at the current York Toll Plaza.

~ News ~ Senator Collins Participates in York Rotary Meeting YORK U.S. Senator Susan Collins spoke at York Rotary Club’s virtual meeting about her ongoing efforts in Washington to combat the COVID-19 pandemic and support Maine’s economy. Following her remarks, Senator Collins participated in a Q&A session with attendees. “Whenever I speak with Rotary Clubs throughout Maine, I am always impressed by the many ways Rotarians place ‘Service Above Self.’ York Rotary’s response to the pandemic is a great example of how Rotarians give back,” said Senator Collins. “Through such initiatives as delivering meals to homebound seniors, distributing school supplies, and providing lunches to the volunteers at the York drivein coronavirus testing clinic— you truly are neighbors helping neighbors.” During the COVID-19 pandemic, York Rotary has started a “Neighbors Helping Neighbors” campaign, which focused on a meal delivery service, a food drive to support the local food pantry, a school supplies drive, and an effort to provide lunches to volunteers at York Hospital’s Drive-Thru Rapid Result COVID-19 Testing Center. On my old computer, I used to have games such as free cell and solitaire, but I don’t see them in Windows 10. Do you know if I can get them on this new computer? Thanks, Mary Dear Mary, Microsoft got rid of their solitaire games in Windows 8, but they have replaced it in Windows 10 with a Windows store app named, Microsoft Solitaire Collection. The Solitaire collection app is free, but there are advertisements when you use it. To find the solitaire collection in Windows 10, just follow these directions: 1. Tap the Windows log key on your keyboard and type, solitaire. 2. You will see, Microsoft Solitaire Collection in the start menu, click to open it. 3. If you want to put a shortcut to the Solitaire Collection in your taskbar, Right-click on it and click, “Pin to taskbar”. Elizabeth Dear Computer Lady, After backing up all the information that I had on an old computer to my recently purchased new computer, I am unable to open some saved Outlook 2010 files. They transferred

over from my old computer into my “Documents” folder on my new computer and after getting the message that I had to move them to my new Outlook 2010 file, I did, but still they would not open and just recently that file shows that it is empty. But I do see the following files in my Documents folder = Archive. pst; My Outlook Data File (1).pst; and Outlook.pst. How can I open these to retrieve the saved information Your help is appreciated, Penny Dear Penny, The best way to retrieve the messages in those files is to open Outlook first, then use the “Import” function to import the messages, contacts and settings into Outlook. I don’t have Outlook 2010 on my computer so I can’t give you step by step directions, but usually the import function is either in the “File” menu or the “Tools” menu. Is there anything I can do to try to keep using it without spending a lot of money to keep it going since there won’t be any updates going. If you are using the computer for programs that don’t need online access, just don’t connect to the internet and you should be fine. Here are the steps that you can take if you want to continue using your older computer. 1. Download Puppy Linux at www.puppylinux.org. There are directions on the website for how to download. 2. You will download an iso file. Use your CD burning program to create a Puppy Linux disk. 3. With the disk in your CD drive, shut down the computer, then start it up and press the key your computer uses to display a boot menu (you might have to look this up on your laptop manufacturers website). You can try either F12 or the ESC key as those are the most common. 4. Once in the boot menu, choose to boot to the CD and you will find yourself looking at the Puppy Linux desktop instead of the Windows desktop. ~ Election News ~ Absentee Ballot Tracking Service

AUGUSTA Secretary of State Matthew Dunlap has launched a new online service that will allow voters to track the status of their absentee ballot. The Absentee Ballot Request Status service (https://apps.web.maine.gov/cgi-bin/online/absenteeballot/index.pl) is now live, located at the top of the online absentee ballot request page. Any voter who has requested an absentee ballot can now track the status of their request, and of the ballot itself, through the Tuesday, November 3 General Election. “This tracker will give voters peace of mind knowing that their ballot is on its way, and later, that their ballot has been safely received and accepted by the municipal clerk,” said Secretary Dunlap.

Voters must enter their name, date of birth, and city of residence to check on the progress of their ballot. They will see a grid that will show whether their request was accepted or rejected by the clerk, as well as the date it was delivered to the voter, and the date when the completed ballot was returned to the clerk (see graphic). The tracking service was developed by the State of Maine e-government service provider, InforME, in coordination with the Department of the Secretary of State. It populates data directly from the central voter registration database, which is continually updated by all municipal clerks statewide. Voters can request an absentee ballot via the online service or directly from their municipal clerk through Thursday, Oct.ober 29; or in-person

New Guide Spells Out Voting Rights of Maine Citizens Residing in Long-Term Care Facilities PORTLAND A new guide offering a summary of the voting rights of Maine citizens who reside in long-term care facilities is now available. Due to COVID-19, the Maine Secretary of State developed guidance to safely ensure that all residents of long-term care facilities have the ability to exercise their right to vote. The new guide, Yes, You Can Vote!, offers comprehensive information for long-term care facility residents, their loved ones, and facility staff and administrators. Due to the ongoing COVID-19 pandemic, voting in long-term care facilities will be different this election compared with other years. In the past, municipal clerks came into facilities and conducted voting for residents prior to Election Day. Residents didn’t need to arrange for transportation to the polls nor did they need to request an absentee

ballot in advance. However, because of the threat COVID-19 poses for long-term care facility residents and staff, Governor Janet Mills waived the requirement that municipal clerks enter facilities to administer voting in the November 3 election. Yes, You Can Vote! offers guidance on voting rights, how to vote absentee and how to properly assist a voter in the voting process. The guide also provides details regarding the accessible absentee ballot system now being implemented that will allow blind, visually impaired and print-disabled people to vote independently and privately. Yes, You Can Vote! was developed by AARP Maine, Disability Rights Maine and Maine LongTerm Care Ombudsman Program in collaboration with the Maine Secretary of State. Ranked-Choice Voting For the first time, ranked-choice voting will be used in the presidential election in Maine. It is the second time for Maine’s Congressional races. Ranked-choice voting does not apply to the general election races for governor or the state legislature. Basically ranked-choice voting allows voters to choose candidates in order of preference. The votes are tabulated in rounds until only two candidates remain and one candidate is determined to have received the majority of the votes in the final round. That candidate is then declared the winner. On election night, if there is no clear winner with more than 50% of the vote, counting goes into ranked choice voting tabulation rounds. In

Maine, couriers will be sent around the state to either collect actual ballots or memory devices and brought to a secure location at the State Capitol in Augusta. There, high speed tabulators count the results and determine the winner. Are Voters Required to Rank All the Candidates? Voters are not required to choose more than one candidate if they do not want to participate in ranking and your first-choice candidate for that office will be counted on Election Night. However, if you decide to skip a ranking, your choice will be bumped up to the previous ranking. What Else to Know About Ranked Choice Voting A voter can only put one candidate first, or second and so on. In Maine, If you choose two candidates for your first choice, it counts as an over vote and your vote will not count since your intent for your first choice cannot be determined. If you choose the same candidate in multiple rankings, only your first-choice vote will be counted and will carry forward into subsequent rounds, so this is the same as a single first-choice vote. NOTE: With Ranked Choice Voting, determining a winner of each election may take time, given the size of Maine and other possible outliers. FBI Issues Guidance on 2020 Election Security NEW ENGLAND The Boston Division of the Federal Bureau of Investigation (FBI) is providing the public with information to guard against foreign influence and disinformation campaigns in advance of the 2020 election. From now until November 3, every American has a role to play in protecting the election from threats against the democratic process. These threats include crimes the FBI has been charged with investigating for decades, including campaign finance crimes; voter/ballot fraud; civil rights violations; cyber threats targeting the election process, and the potential for malign foreign influence on the democratic process, elected officials, and institutions. “Foreign adversaries are counting on you to blindly share their propaganda and lies, and we need you to help us protect your voices and ultimately your votes by making informed decisions about what you view, read, and share on social media,” said Joseph R. Bonavolonta, Special Agent in Charge of the FBI Boston Division. “That’s why we’re issuing this guidance.” Foreign adversaries, including Russia and China, and foreign-aligned groups try to illegally influence American political processes. Malign foreign influence operations are designed to undermine confidence in our democratic institutions. Three Common Foreign Influence Methods: Cyberattacks against political campaigns and government infrastructure: These attacks might include foreign adversaries hacking and leaking sensitive information from computers, databases, networks, phones, and emails; Secret funding or influence operations to help or harm a person or cause: Tactics include political advertising from foreign groups pretending to be U.S. citizens, lobbying by unregistered foreign agents, and illegal campaign contributions from foreign adversaries; Disinformation campaigns on social media platforms that confuse, trick, or upset the public: For example, a foreign group may purposefully spread false or inconsistent information about an existing social issue to provoke all sides and encourage conflict. FINANCE & CAREER New Low Interest and Flexible Loans Available For COVID-19 Impacted Businesses SACO Southern Maine businesses and nonprofits in need of critical gap financing, due to being adversely affected by the coronavirus pandemic, are urged to apply to a new loan fund awarded by the US Economic Development Administration (EDA) CARES Act to Southern Maine Planning and Development Commission (SMPDC). The organization will review applications and administer the low interest loans to coronavirus-impacted businesses in York and Southern Oxford counties.

According to Paul Schumacher, Executive Director of SMPDC, “The goal of the fund is to quickly provide funds to businesses in order to alleviate sudden and severe economic issues caused by the coronavirus pandemic. Borrowers will need to show how the pandemic impacted them. SMPDC will modify terms and conditions of loans, as well as limit application fees, so that the loan will fit the businesses needs and allow them to survive and grow.” As a local lender SMPDC has existing relationships with businesses and business organizations

in the region, which will enable the organization to provide a timely and personal response to business lending needs. Specifically, the fund will: Allow interest rates to be set at 3/4th of prime rate, currently 3% or lower; Allow for short periods of interest only or deferred payments; Require an application fee of $100 for loans $25,000 or less; Relax underwriting requirements; Provide a simplified application process for loans under $25,000. Red Cross Calls for New Volunteers to Support Disaster Relief PORTLAND The Northern New England Region of the American Red Cross continues to deploy volunteers to large-scale disasters around the country. Faced with wildfires, hurricanes and other disasters, the humanitarian organization needs additional volunteers to help people in urgent need. For the past several weeks, the Red Cross has been helping tens of thousands of people whose lives have been uprooted by the Midwest Derecho, the relentless wildfires in the West, Hurricane Laura and catastrophic flooding caused by Hurricane Sally. Ruth Lathrop of Windham, is among the more than 5,000 Red Crossers who have supported disaster relief efforts on the ground or virtually since August 19. A seasoned disaster responder, Lathrop recently returned home after a deployment where she distributed emergency supplies to Hurricane Laura survivors in Louisiana. She was

part of an effort that went into communities that were without power or water to deliver items water and items like shovels and clean-up kits. Thousands of volunteers like Lathrop are working tirelessly across the country to provide food, shelter, comfort and other support to people in disaster survivors. Dozens of deadly wildfires continue to rage in the West, forcing tens of thousands of people to evacuate and consuming more than 5 million acres. A few weeks ago, Hurricane Laura – one of most powerful storms to ever hit the U.S. – left terrible devastation across Louisiana and east Texas just days after Tropical Storm Marco affected the same region. Expanded Veterans Caregivers Support Program Launched WASHINGTON, D.C. U.S. Senator Susan Collins announced that the U.S. Department of Veterans Affairs (VA) has officially launched the first phase of expansion of the VA Caregiver Support Program. This program, which supported caregivers of post-9/11 veterans, has been expanded to include pre-9/11 veterans and their caregivers. As a senior member of the Military Construction and Veterans Affairs (MilCon-VA) Appropriations Subcommittee, Senator Collins championed the law that made this expansion possible and advocated for additional funding for military caregivers and additional VA staff to support the expanded program. “America’s military caregivers enable veterans living with visible and invisible injuries to recover, remain involved with their communities, and enjoy fuller lives,” said Senator Collins. “This first phase of the VA Caregiver Support Program expansion allows the VA to provide a stipend and resources to thousands of caregivers of veterans from World War II, the Korean War, and the Vietnam War. We must never forget our military caregivers, America’s hidden heroes, and I will continue to do all I can to support them.” The VA Program of Comprehensive Assistance for Family Caregivers offers important resources that improve quality of life and can result in faster and improved rehabilitation and recovery for a veteran. The expansion rolls out in two phases. Effective October 1, the first phase includes eligible veterans who incurred or aggravated a serious injury in the line of duty on or before May 7, 1975. Effective October 1, 2022, the second phase will include eligible veterans who incurred or aggravated a serious injury in the line of duty between May 7, 1975, and Sept. 11, 2001. The VA has also expanded and expedited the hiring of key staff to ensure veterans and caregivers receive timely, accurate assessments and eligibility determinations, as well as an improved customer experience. For years, the VA Caregiver Support Program has

made resources such as a stipend, counseling, and training available to loved ones who have taken on a caregiver role for a veteran with serviceconnected injuries or illnesses. However, only post-9/11 veteran caregivers have historically been eligible to receive these benefits. When the VA MISSION Act was enacted into law in 2018, it included provisions based on the bill Senator Collins co-authored, the Military and Veteran Caregiver Services Improvement Act, which provided for a phased expansion of the VA caregiver program to include veterans of all generations. 2 cans of condensed cream of mushroom soup, undiluted 1 cup of milk ¼ cup of melted butter 1 large onion thinly sliced Salt and pepper to taste 8 to 10 medium size potatoes, peeled and thinly sliced 1 pound or more of cooked thinly sliced ham to cover the layers of potatoes, like a spiral ham of today A couple cups of shredded cheese to use as a topping for the casserole A few shakes of paprika to give it a bit if color

1} Heat stove at 350 degrees. Grease a glass 9” x 13” or larger bowl. Mix cream of mushroom soup, cup of milk, melted butter and salt and pepper in bowl. 2} Pour a bit of the liquid mixture to cover the bottom of the dish. Place a couple layers of potatoes on the bottom of the dish, then a thin layer of onion rings, followed with a solid layer of ham slices. Repeat until all your ingredients are gone. Pour all the liquids over the layers of potato and ham, it should almost cover the layers, if your lucky it will cover everything. Sprinkle the top with shredded cheese and sprinkle the paprika to give it a bit of color.

3} Cover with a piece of tinfoil and cook for 60 to 70 minutes. When bubbly, and the potatoes are tender, it is ready to eat. Let cool for a few minutes uncovered. A nice crusty bread and butter makes this dish a feast for all. Enjoy!

Helen Marie Johnson, 95 YORK – Helen Marie Johnson, died October 13, 2020. Daughter of Hans and Esther Larsen of Quincy MA, she was born June 17, 1925 in Boston, MA. Helen was a very loving and caring person to all that knew and loved her. She loved life and rarely spoke a bad word about any of it. She possessed an amazing optimistic attitude. She loved her family very much and enjoyed the company of many good friends throughout her life. She loved camping, traveling, dancing, crafts, sewing, and entertaining. She was truly a wonderful wife, mother, and grandmother. Helen will be forever in our mem-

ories and hearts, and we will miss her for the rest of our lives. She is now our angel above. Predeceased by her husband of 60 years, Donald P. Johnson who died in 2004, and brother Walter Larsen who died in 2006. Survived by seven children, Donald C. Johnson (Newburyport, MA), Lynn Dillow (Cape Neddick), Christine Johnson (York), Stephen Johnson and MaryEllen (Buxton), David Johnson (Wells), Joyce Faskianos and Charles (York), and Susan Fenn (Austin, TX); nine grandchildren, Rebecca Charrett, Heather Ney, Michael Johnson, Amy Woodworth, Justan Dillow, Dylan Fenn, Kristina Schoff, Anthony and Zachary Faskianos; and thirteen great-grandchildren, Macy and Kyla Charrett, Collin and Noah Woodworth, Jack, Thomas and Lillian Johnson, Samantha and Joshua Ney, Charlotte and Charles Faskianos, and Kolby and Evelyn Schoff. One of the most often asked questions is “Why send flowers to a memorial service or funeral, aren’t they just a waste of money?” Well nothing could be further from the truth. As my friend Todd Van Beck recently wrote in an article: Flowers are sent to funerals for several reasons. Flowers are a means of expression. It is often difficult for those mourning a death to put feelings into words. Flowers are a visual expression of love, sympathy, and respect. They are a way of lending support and sharing the burden of grief. In addition to sending flowers to the funeral, there is a growing trend to send flowers to the home of the bereaved after the service. Some people also send flowers to the church in memory of the deceased. Flowers create a background of warmth and beauty which adds to the dignity and consolation of the service. Those who have attended services where there were no flowers have noted that something was

bereaved’s feelings in the patterns of community support which are psychologically beneficial. Flowers, however, express the inexpressible – they are symbolic.

The Kingdom of Denmark defense force’s Joint Arctic Command Search and Rescue Exercise ARGUS included 13 simulated coastal and openocean scenarios, evaluating processes and interoperability through communications testing, vessel towing evolutions, rescue boat training, and helicopter sea and land operations. The crews conducted joint U.S.-Danish surface and air operations in Eternity Fjord and Disko Bay, Greenland, the most active iceberg-producing area globally. Professional exchanges with HDMS Knud Rasmussen provide an opportunity to gain valuable navigation knowledge along Greenland’s coastline and fjord system. Campbell patrolled the Labrador Sea waters, Davis Strait, and the Baffin Bay, navigating Greenland’s largely uncharted western coast,

including ice-laden bays and fjords. Throughout the patrol, Campbell safely completed over 200 helicopter evolutions, including 16 joint evolutions with the Danish navy. In support of the National Oceanic Atmospheric Association, International Ice Patrol, and Coast Guard Research and Development Center, Campbell’s crew conducted testing of specialized equipment and resources in the Arctic environment. They deployed oceanographic research buoys across Baffin Bay, the Labrador Sea, and the North Atlantic to measure ocean currents and wave heights that influence iceberg drift and deterioration. “As cruise ship and commercial vessel traffic increases through the Northwest Passage, Campbell’s recent patrol highlights our commitment to ensuring the safety and security of U.S. citizens,” said Rear Adm.
