Bill to Crack Down on Illegal Robocalls Headed to Law WASHINGTON, D.C. Amidst ever-increasing numbers of robocall scams, the U.S. Senate voted unanimously to pass legislation co-sponsored by Senators Susan Collins and Angus King to increase federal law enforcement’s authority to put a stop to these illegal calls. The Telephone Robocall Abuse Criminal Enforcement and Deterrence (TRACED) Act makes it easier for regulators to find scammers, increases civil forfeiture penalties for those who are caught, promotes call authentication and blocking adoption,
and brings relevant federal agencies and state attorneys general together to address impediments to criminal prosecution of robocallers who intentionally flout laws. The bill now heads to the President’s desk to be signed into law. “Americans are being inundated with illegal robocalls that are not only a major nuisance, but also a tool that is often used by con artists to

perpetrate crimes,” said Senator Collins, the Chairman of the Aging Committee. “Over the course of the two dozen hearings I have held to expose and examine scams, it is clear that a coordinated approach is necessary to put a stop to these illegal calls. The TRACED Act is a significant step forward that will help prevent fraudulent calls and put criminals on notice that they will be caught and brought to
justice. I am pleased that the final version of the legislation was improved by including an extension of the statute of limitations for caller-ID ‘spoofing’ violations, which I advocated for.” “At best, illegal robocalls are a major annoyance – at worst, they’re scams that target our most vulnerable citizens,” See CALLS page 4...

Non-Real ID Licenses, Valid for In-State Transactions STATEWIDE The Maine Bureau of Motor Vehicles is clarifying the language on all driver’s licenses and State identification cards that are not compliant with the federal Real ID Act. As of July 1, the Maine Bureau of Motor Vehicles is offering Maine residents the option of obtaining drivers licenses and State identification cards that comply with the Federal Real ID Act of 2005. However, many Mainers are
still choosing to renew their standard license or ID cards. As required by federal law, those cards have been marked as noncompliant, with the phrase “Not for Real ID purposes.” This phrase has caused confusion for some retailers who refused to accept these credentials for everyday transactions. While credentials issued with the Not for Real ID purposes language continue to be valid, the BMV is seeking to clarify their validity by updating

the language appearing on these non-compliant credentials. As of today, drivers licenses and State ID applicants who choose not to get a Real ID-compliant credential will see the new wording: Not intended for federal purposes. The federal government is requiring States to use language on these IDs that can be confusing for those who are not familiar with the Real ID law. We believe this change to the disclaimer on non-compliant Maine licenses and IDs will help eliminate some of the confusion for retail cashiers, pharmacists, bank tellers and others who must review customers identification before completing a transaction, said Secretary Dunlap. We are hopeful that updating the language will make it clearer that these credentials, while not compliant with the Real ID Act, are still valid for all State identification purposes. Beginning October 1, the federal government will require Real ID-compliant identification for domestic air travel or access to secure federal facilities. However, this will not affect the validity of the non-compliant ID for all other purposes. Any person who has
obtained a license or ID since July 1, 2019 with the older language (Not for Real ID purposes) is reminded that their ID will continue to be valid for in-state purposes. They can contact the BMV to obtain an informational wallet card which ...DOCK from page 1 of ships and submarines to provide the Navy the nation needs.” The contract, which is divided into two projects, was awarded in November to Cianbro Corporation, Pittsfield, as a firm-fixed-price contract for $157,949,610. said Senator King. “Today’s overwhelmingly bipartisan vote reflects the obvious: Republicans, Democrats and Independents can all agree that it’s time to hang up on illegal robocalls once and for all.” The TRACED Act will: Broaden the authority of the Federal Communications Commission (FCC) to levy civil penalties of up to $10,000 per call on people who intentionally flout telemarketing restrictions; Extend the window for the FCC to catch and take civil enforcement action against intentional violations to three years after a robocall is placed. Under current law, the FCC has only one year to do so, and the FCC has said that “even a one-year longer statute of limitations for enforcement” would improve enforcement against willful violators; Require telephone companies to adopt call authentication technologies, enabling a

telephone carrier to verify that incoming calls are legitimate before they reach consumers’ phones; Requires telephone companies to provide robocall blocking technology at no additional charge; and Direct the FCC to initiate rulemaking to help protect subscribers from receiving unwanted calls or texts from callers. As one report estimated, nearly half of all calls made to mobile phones will be spam by the end of this year. The TRACED Act would give the FCC more flexibility to enforce rules in the short term, while setting in motion consultations to increase prosecutions of violations, which often require international cooperation. Additionally, the Aging Committee published the 2019 Fraud Book, which details the top 10 scams reported to the Committee’s toll-free Fraud Hotline (1-855-303-9470) last year.

Each year Yorkwise hosts the community event that draws diverse attendees from students, parents to retirees seeking to get great deals on a variety of practical and exotic items. Over the years they have auctioned off used cars, African safaris, gift certificates from local businesses, cords of wood, paintings from local artists, catered dinners, and more. “We had one York native donate a supply of whoopie pies that generated bids of over a hundred dollars each year!” said Yorkwise Auction Chair Vicki Carr. ELIOT The Cromwell Center made a stop at Eliot Elementary School last month as part of their ongoing mission to provide disabilities awareness programs to Maine students. This marks the ninth year that The Cromwell Center has been asked to provide programs at Eliot Elementary School. Founded in 2003, The Cromwell Center facilitates a school-based disabilities awareness and inclusion program in grades 1-6 that travels to Southern, Central, Western, and Mid-coast Maine. As part of the programming, the children par-
ticipate in hands-on activities that highlight how we all think and tackle the world differently. Programs are designed to help build respect, reduce bullying, and help create safer and more welcoming schools and communities. Due to the growing demand for programming and a lack of state or federal funding, The Cromwell Center has had to create a wait list of schools for the second year in a row. The Cromwell Center regularly visits nearly 900 classrooms per year and is on track to bring programs to 14,000 students this school year.

OPA’s Classic Film Series Continues
OGUNQUIT “Captain Newman, M.D.” is a 1963 American comedy/ drama film, directed by David Miller, about an Air Force staff psychiatrist ‘s attempts to help deeply troubled veterans in a VA psych ward towards the end of WWII. Gregory Peck heads an all-star cast including Angie Dickinson, Tony Curtis, Robert Duvall, Eddie Albert and Bobby Darin. The film will be shown on Sunday, January 5, at 2 p.m., on a wall-sized screen at the Dunaway Center, 23 School Street in Ogunquit.
In the film, Captain Josiah Newman (Peck) is head of the neuro-psychiatric Ward 7 at the Colfax Army Air Field (AAF)
military hospital, located in the Arizona desert in 1944. Treating shell-shocked, schizophrenic, and catatonic veterans, the doctor takes a back seat to his patients in Gregory Peck’s portrayal as the conflicted Air Force psychiatrist. Now considered ahead of its time, the film focuses on the doctor’s plight as he struggles to help men driven over the edge by the horrors of war, all the while tormented by the thought that curing his patients will inevitably mean sending them back into harm’s way. Using unconventional treatment tactics, Newman explains to a visiting VIP, “We’re short of beds, doctors, orderlies, nurses, everything ... except patients.” Therefore, the doctor uses equally creative methods to recruit much needed personnel, including a new and very reluctant orderly Corporal Jackson Leibowitz, a
wheeler-dealer from New Jersey (Tony Curtis), who provides frequent and hilarious comic relief. Newman also takes great pains to court nurse Lieutenant Francie Corum (Angie Dickinson) on what she thinks is a date... until he asks her to transfer to Ward 7. After watching Newman’s handling of an emergency situation and other patients on the ward, Corum transfers in. The film is based on the 1961 novel by Leo Rosten, in turn loosely based on the World War II experiences of Rosten’s close friend Ralph Greenson, M.D.,
while Greenson was a captain in the Army Medical Corps supporting the U.S. Army Air Forces and stationed at Yuma Army Airfield in Yuma, Arizona. Greenson is well known for his work on “empathy” and was one of the first in his field to seriously associate posttraumatic stress disorder (years before that terminology was developed) with wartime experiences. The film is shown on a full wall-size screen; admission, parking, and popcorn are free. For details, visit www.ogunquitperformingarts.org.

~ Arts & Entertainment ~ $18.5 Million to Support Breweries Signed into Law WASHINGTON, D.C. U.S. Senator Susan Collins, a senior member of the Appropriations Committee, announced that the fiscal year (FY) 2020 Agriculture, Rural Development, Food and Drug Administration, and Related Agencies funding bill has been signed into law. The legislation included a total of $18.5 million for breweries in Maine and across the country, “Maine is home to the best craft brewers in the country. In addition to producing exceptional beer, they are a major contributor to our state’s economy and a significant source of jobs,” said Senator Collins. “I worked to secure significant wins for Maine’s small brewers in the new tax law and to provide this important extension, and as a senior member of the Appropriations Committee, I fought for addi-
tional funding that will continue to assist Maine’s more than 135 breweries in the appropriations package.” Provisions championed by Senator Collins to benefit Maine’s craft beverage industry include: A 1-year extension of the Craft Beverage Modernization and Tax Reform Act (CBMTRA) - Senator Collins is a cosponsor of the standalone bill, which reduces taxes, compliance burdens, and regulations for brewers, cider makers, vintners, and distillers. The reduced excise taxes were set to expire at the end of this year after being included in the tax reform law Senator Collins voted for at the end of 2017. $15 million (a $5.5 million increase) for U.S. Wheat and Barley Scab Initiative, which enhances the product safety
and supply of barley and wheat. The goal of the U.S. Wheat and Barley Scab Initiative is to develop as quickly as possible effective control measures that minimize the threat of Fusarium head blight (scab) to the producers, processors, and consumers of wheat and barley. $3.5 million (an increase of $1 million) for the Small Grains Genomic Initiative, which funds important barley, oat, and wheat research to improve quality and breeding. Earlier this year, Senator Collins met with members of the Maine Brewers Association. During the meeting, the members expressed their support for CBMTRA, which Senator Collins co-sponsored. According to the Maine Brewers’ Guild, craft beer contributes $260 million to the Maine economy.

D’Abate Named Interim Director OGUNQUIT The Board of Directors of the Ogunquit Museum of American Art (OMAA) is pleased to announce the appointment of Richard D’Abate as Interim Executive Director. He will be assuming the role held by Executive Director and Chief Curator Michael Mansfield, who will step down on December 15. After a lengthy executive search, the Board selected D’Abate to serve during the transition period until a full director search can be completed. Previously, D’Abate served as Executive Director of the Maine Historical Society in Portland from 1996-2012. He is a poet and author and currently serves on the Board of Directors at Friends of Bedrock Gardens in Lee, NH. He is a graduate of Columbia University and Cornell University in New York. “We are thrilled to have Richard’s thoughtful and skilled leadership during the transition period,” David Mallen, president of the Board of Directors said. “Richard’s years of progressive non-profit leadership experience paired with his knowledge of Maine and its history will be an asset to the museum.” During his tenure with
the Maine Historical Society, D’Abate oversaw the organizational growth, digital innovation, and capital improvements for the institution. “OMAA’s significant history and roots in American modernism are known,” D’Abate said. “I look forward to being a part of this important art institution and providing strategic guidance during the transition.” The museum has engaged with an executive search firm to complete a nationwide search for its next Executive Director. “We have received interest from a large and talented pool of candidates,” Mallen said. “We are confident the museum’s next chapter will be an exciting one.” OMAA and its three-acre seaside sculpture gardens overlook Narrow Cove and the Atlantic Ocean. ~ Ask The Computer Lady ~
Dear Computer Lady, I used to have an older computer with Windows 7. I now have a new one with Windows 10. Now when I get emails with IMGjpg if it’s a report I am unable to read it. Adobe reader says it cannot open it because it is either not a supported file type or the file has been damaged. My email is yahoo.com. Can you help me? Linda Dear Linda, I’m guessing that you are trying to open an image file in Adobe Acrobat reader, which is made to open .PDF files. Adobe document files end in .pdf Image files end in .JPG, .PNG, and .IMG just to name a few. What do you have on your computer for image programs? I would suggest that you go to www.irfanview.com, download and install Irfanview and the add on package, then see if you can open your attachments. Elizabeth Dear Elizabeth, I am having a problem with my Open Office files. (Beth included a picture of her OpenOffice window with the document only about 25% of normal size). This is how it looks when I open a new or existing document. Even if I open a document from a back-up file, when I go to save it again this is what it does. HELP! I don’t know what to do to change it to full screen and be able to type so that I can see it. Thank you so much, Beth H.
Dear Beth, It looks like you have reduced the zoom on your documents. There are a couple of ways to put it back to normal. First, you can adjust it with the slider in the lower-right corner of the screen. There is a horizontal bar with the percentage of the view to the right. Just slide the dot on the bar until your document is the size you desire. The second way to change the zoom on your document is to use the “View” menu in the menu bar. 1. Click on “View” in the menu bar. 2. Click on “Zoom” at the bottom of the drop down menu. 3. Click on one of the options in the, “Zoom and layout” dialog box, and click the “OK” button at the bottom to save your changes. Elizabeth Dear Computer Lady, I have been a long time reader of your column and have learned any number of useful things about computers. I consider myself to be an “experienced newbie” but still have questions in many areas. I get a little bent out shape when the advice is always given = back up all your files before reinstalling Windows or doing a new install or similar. What does that actually mean? I know I can go to My Documents where most people likely keep all their personal files and save that. However if you are the techie that I bring my computer to in order to do some major overhaul – what specifically do you do in your backup of my

computer to avoid losing my data? There must be more than just copying My Documents folder. Where else do you search and what for - drivers, settings, etc.? Thanks in advance, Arthur Dear Arthur, Only the owner of a computer can tell me exactly what needs to be backed up on their computer. Backing up all your data might mean a lot of music and videos to one person, while it could be thousands of photos to someone else, or letters and spreadsheets to another. My secret to a good backup is communicating with you. The first and most important thing that I do to backup your computer is ask you some questions. I want to know things like what you use your computer for, if you keep any files in unusual places, what type of email program you use, etc. Your answers to these questions tell me what I am looking for when I go
to backup your data. After our interview, I find that I can usually back up most computers by simply backing up the “Users” folder. This saves your documents, pictures, videos, music, favorites, Windows contacts, and most other types of user data. If there is anything out of the ordinary that you are concerned about, I will do a full image of the hard drive so that all the files on the computer are saved. Elizabeth Dear Computer Lady, I cannot get a response from right clicking on a site url in my Firefox bookmarks tab. I would like to delete some of the sites. I get nothing. Also I get no drop down list from the help tab at the top of the window. Is there a way to fix this? Thank you, Mary Dear Mary, While right-clicking on a bookmark in Firefox should display a context menu that gives
you the option for deleting, you can try an alternate method and see if it will work for you. If this method doesn’t work either, you will need to either update Firefox, or possible uninstall then re-install Firefox to fix the original problem. Here is the alternate method. 1. Open Firefox and click on the bookmark you want to remove. That page will open in your browser. 2. Once you are the page you want to remove the bookmark for, click on the star icon as if you were going to save a bookmark. 3. A dialog box for editing the bookmark will open. Just click on “Remove Bookmark” to delete. Elizabeth Interested in learning more? Elizabeth has answered thousands of computer questions over the years. Bill Passes to Improve Broadband Data Maps WASHINGTON, D.C. U.S. Senators Susan Collins and Angus King, co-chair of the Senate Rural Broadband Caucus, lauded the passage of the Broadband Deployment Accuracy and Technological Availability (DATA) Act, a bipartisan bill they co-sponsored. The legislation would increase the accuracy of the Federal Communications Commission’s (FCC) broadband availability maps by improving the process by which broadband data is collected. “As a native of Aroostook County, I know how important access to high-speed Internet is to the vitality of rural communities,” said Senator Collins. “Broad-
band helps unlock the Internet’s economic benefits by allowing residents to work from home, upgrade their skills through online education, stay connected to their families as they age in place, and access health care through advances in telemedicine. This bipartisan legislation would help us bridge the digital divide between urban and rural communities through improved data collection.” “One of my top legislative priorities is expanding high-speed broadband access to rural Maine communities – but if we don’t have good data to work from, we won’t know where to make the right investments,” said Senator
King. “We need to improve and modernize the FCC’s method of data collection so rural communities in need aren’t left behind in an increasingly digital world. This is a critically important step that will make sure we’re investing in the right places to close the digital divide and bring all of the internet’s opportunities to rural Maine people.” Specifically, the Broadband DATA Act: Requires the FCC to collect highly detailed service availability data from wired, fixed wireless, and satellite broadband providers. Requires strong parameters for service availability data collected from mobile broadband providers to ensure accuracy. Asks the FCC to consider See DATA page 11...

BUSINESS & FINANCE Year-End Tax Tips
The holiday season is in full swing and before you know it, 2019 will come to a close. Whether you are having a good year or are still recovering from last year’s surprise tax bill, you may be able to save a bundle on your taxes with these last-minute moves to avoid going into the next bracket before the end of the year. The following are some helpful tax tips from Rebecca Gramuglia, Personal Finance Expert at www.topcashback. com. Estimate your tax bill now. Rather than waiting and being surprised by a huge tax
bill, use the IRS’s withholding estimator (https://apps.irs.gov/) to estimate how much you will owe or receive on your tax return before the end of 2019. The estimator will also give you suggestions on future withholding options. Take some last-minute tax deductions. Before you prepare and file your 2019 Tax Return (due April 15), make sure you maximize all your 2019 tax credits and deductions before New Year’s Eve. Maximize 401(k) contributions. There may be no better investment than taxdeferred retirement accounts. Maxing out your 401(k) contributions ($19,000 for 2019,
$25,000 if you are age 50 or over), for example, will not only boost your retirement, but also lower your taxable income for the year. Make an extra mortgage payment. One of the simplest ways to increase your deductions is by making an extra mortgage payment before the end of 2019. Making the mortgage payment that’s due on Jan.1 before the end of December, for example, will allow you to include the interest payment as part of your itemized deductions for 2019’s tax returns. And if you plan to do this, be sure to notify your bank that you want the payment applied immediately so it can count for this year.
Borrowing a future deduction and using it this year is helpful if you’re trying to qualify for other tax breaks by staying under a certain taxable income. Delay income. For those who are freelancers or independent contractors, consider holding off on billing or invoicing clients until January. Delaying any billing until January will keep that income off your 2019 tax return. Thus, delaying paying taxes on that income until next year. Defer your bonus. Who doesn’t love to see more green at the end of the year? While year-end bonuses are nice, they can be quiet costly if that extra
money bumps you into a higher tax bracket. To avoid this happening, try having your bonus deferred until January. Install solar panels. Before 2019 wraps up, consider installing solar panels or other energy-efficient features to earn a tax credit of up to 30% of the installment cost. This may be the last year to score this rate as the 30% rate is set to drop in 2020 and may be phased out completely by 2022 for residential customers. Legislation to Repeal Military Widow’s Tax Signed Into Law WASHINGTON, D.C. U.S. Senators Susan Collins (R-ME) and Doug Jones (D-AL) announced that their legislation to repeal the military widow’s tax has been signed into law as part of the Fiscal Year (FY) 2020 National Defense Authorization Act (NDAA). Earlier this week, Senator Collins delivered remarks from the Senate floor encouraging her colleagues to
support the bill. Since introducing the bill in March, Senators Collins and Jones have worked tirelessly to garner support among their colleagues in both the Senate and House, as well as to make the case on behalf of the 67,000 surviving spouses — including more than 260 in Maine — who are impacted by the military widow’s tax. Under their leadership, the bill earned a record-
high 78 total cosponsors in the Senate. “This provision we secured in the NDAA is a major victory for surviving military and retiree spouses to whom we are deeply indebted. The military widow’s tax was an unfair offset that prevented as many as 67,000 surviving spouses — including more than 260 from Maine — from receiving the full benefits they deserve,” said Senator Collins.
“This year we finally solved this problem once and for all. I appreciate the overwhelming support we received from our colleagues as well as veterans advocates who helped make this possible.” “The Southern Maine Chapter, Military Officers Association of America salutes Senator Susan Collins for being a leader in the Senate to repeal what is known as the Military Widow’s Tax in the FY20 Na-

She understood the injustice of taking away a significant portion of a military retiree’s pension when they died, especially when it was a service-related death and for many years after retirement that the military member paid into the program. Six Ways to Help Support a Family with a Special Needs Child During the Holidays Contributed By Holley Moseley The holidays are a time to celebrate, relax, and make special memories. But for families with a medically fragile child or children, there’s little time left for fire gazing, gift wrapping, or attending parties or school plays. Why? Because special needs kids need constant care and attention, and the arrival of the holidays doesn’t change that. This is why one of the best ways you can commemorate the season of giving is by becoming a “holiday helper” to families who may desperately need a hand. Between work, rushing their child or children to school or doctor’s visits, and the demands of everyday life, parents’ lives are filled to the max. They have almost no extra time to make this time of year special. Often, the holidays pass in a blur and are over before they ever began. If you know a family in this situation, the greatest gift you could offer is your time and support. My daughter RayAnn is one such child. Now a thriving teenager, RayAnn spent many years severely ill and hovering near death. After being diag-
nosed with cerebral palsy and epilepsy since birth, she began experiencing a drastic increase in her seizure activity and was hospitalized many times with status epilepticus — when seizures follow one another without recovery of consciousness in between. During RayAnn’s most difficult years, I was always so grateful for help from others. A small gesture of caring can go a long way to help a family find the balance they need during such a hectic time of year. If you’re inspired to support a family with a special needs child during the holidays, here are some ways to be a holiday helper. Ask, “How can I help?” The simple act of reaching out and asking, “What can I do?” is meaningful in itself — especially since people may feel uncomfortable or unsure of what to say around families with special needs children. Showing up and offering assistance of any kind will always be appreciated. Whether picking up a few stocking stuffers for the kids, help repairing a broken garage door, or raking up the last of the fall leaves from the yard, such small kindnesses will help lighten the load for worn-out parents. if you catch them off guard with your offer, let them know that they can think about it and that you will check back in to ask again - be sure to follow up! Deliver a meal. A hot holiday meal can make all the difference to a rushed and frazzled family. When you prepare your own holiday dinner, make extra amounts of each dish, package it all up along with a bottle of sparkling cider, and deliver it to the family’s home. In fact, it doesn’t even need to be homemade to be special and appreciated; a bucket of chicken and a few sides from a restaurant or grocery store is always a big hit as well! Include them. Families with a medically fragile child still want to be invited to attend neighborhood potlucks, holiday parties, caroling, and other seasonal outings.
Treat parents to a night out. Having a child with special needs can strain a marriage (about 22% of parents of kids with disabilities divorce), and parents need to make time to nurture the relationship. Volunteer to babysit all the children in the household so parents can have an evening to themselves. Gather up your own kids too, and head over with some kid-friendly movies, board games, and ingredients for homemade cookies or s’mores. Don’t forget about siblings. Despite everyone’s best efforts, siblings may sometimes feel neglected, jealous of the attention their brother or sister receives, or resentful that they must help out in their daily care. So, volunteer to take the siblings out on a special “kids date.” Take them to a museum, aquarium, or go ice skating, or take them shop-
ping. Work with the parents to ensure that they do not feel excluded! Brighten up a hospital room. If a child can’t be home for the holidays due to hospitalization, help make the hospital room merry and bright with colorful decorations and cheerful items. It takes real courage to reach out and offer help to special needs parents — especially if you’re unsure of how the parents will react to your offer. Push past the momentary discomfort and let a family know you would love to help. Your selfless gift helps families find that elusive balance that makes their holidays merry and bright. And that is a gift worth giving, every time. For more details, visit www.arayofhopebook.com.
January is Radon Awareness Month STATEWIDE The following is basic information from the U.S. Environmental Protection Agency (EPA) about Radon: Radon is a gas that has no color, odor, or taste and comes from the natural breakdown of uranium in the ground. Radon is a serious health hazard with a simple solution. The two main radon sources are radon in the air in your home and radon in drinking water from underground sources (ground water/wells). Radon is also found in small amounts in outdoor air. Most of the radon indoor air comes from soil underneath
the home. As uranium breaks down, radon gas forms and seeps into the house. Radon gas can also dissolve and accumulate in water from underground sources (called ground water) such as wells. When water that contains radon is used in the home for showering, washing dishes, and cooking, radon gas escapes from the water and goes into the air. Radon is not a concern in water that comes from lakes, rivers, and reservoirs (called surface water) because the radon is released into the air before it ever arrives at your tap. Radon is the second lead-
ing cause of lung cancer after smoking, and the primary cause of lung cancer for nonsmokers. If you are unsure whether or not you have radon in your home (air and/or well water), contact the following resources for additional information: Call State of Maine’s Radon Coordinator John Dyer at 207287-5743; the radon hotline at 1-866-730-green; the EPA’s safe drinking water hotline at 1-800-426-4791; or visit www. epa.gov/radon.

Health & Fitness Psychiatric Disorders May Arise from Shared Genes PORTLAND Many distinct psychiatric diseases share a common genetic structure, according to new research by scientists at Maine Medical Center Research Institute (MMCRI) and the Psychiatric Genomics Consortium (PGC), an international team of investigators. Psychiatric disorders affect more than 25 percent of the population in a given year. In the largest-ever study of its kind, published in the journal Cell, researchers identified more than 100 genetic variants that affect the risk for more than one mental health condition. A gene is made up of segments of DNA; an alteration in the DNA sequence produces a gene variant, which can increase or decrease the risk for disease. Many individual gene variants that affect the risk for specific psychiatric disorders have been identified. However, genes are often pleiotropic, meaning they produce multiple effects in the body, including showing up as multiple disorders. “The big takeaway from
Legislation to Combat Rising Drug Prices WASHINGTON, D.C. U.S. Senators Susan Collins (R-ME) and Angus King (I-ME) announced that legislation they cosponsored to combat anti-competitive practices used by some brand-name drug companies to block entry of lower-cost generic drugs has been signed into law. The Creating and Restoring Equal Access To Equivalent Samples (CREATES) Act will deter pharmaceutical companies from blocking cheaper generic alternatives from entering the marketplace. The CREATES Act was included as part of the final appropriations package. “Skyrocketing drug prices are making it more and more difficult for Americans to access the treatments they require. As Chairman of the Senate Aging Committee, addressing the rising costs of these medications is one of my top priorities,” said Senator Collins. “The CREATES Act combats the gaming that some brand companies engage in to unlawfully extend their See DRUGS page 25...
this study for me is that although the classification system we use for treating psychiatric disorders assumes that each disorder is distinct from one another, these study results clearly contradict that view,” said study co-author Susan L. Santangelo, Sc.D., Director of the Center for Psychiatric Research at MMCRI and a member of the PGC. “Understanding that many of these disorders share biological risk factors from an early stage of development can give us more insight into how we might better diagnose and treat the disorders.” To identify these multi-purpose gene variants, researchers used a technique called genomewide association to analyze genetic data from 494,162 healthy control subjects and 232,964 people diagnosed with at least one of eight common psychiatric disorders. The analysis identified
109 gene variants that affect the risk for more than one psychiatric disorder. There was also a smaller set of 23 genes that were even more pleiotropic, affecting four or more disorders. Certain disorders shared many variants, allowing the researchers to divide the conditions into three groups of genetically related conditions: disorders characterized by compulsive behaviors (anorexia nervosa, obsessive-compulsive disorder and, to a lesser extent, Tourette syndrome); mood and psychotic disorders (bipolar disorder, major depression and schizophrenia); and earlyonset neurodevelopmental disorders (autism spectrum disorder, ADHD and Tourette syndrome). The study identified several gene variants that had an especially broad effect on risk for a number of psychiatric disorders and may prove to be even more
important in the prevention and treatment of these disorders. “Because these variants have such widespread influence, they may be better potential targets for developing new treatments, especially since these variants are
characterized by their involvement in early neurodevelopment and also seem to play an important role in brain development,” Dr. Santangelo said. For more information, visit www.mmc.org.

Safe Haven Humane Society WELLS Happy New Year! Safe Haven’s new year has big changes this spring. In March we begin moving our thrift shop business into our new property at Cattail Farm, which we purchased last spring. We’re remaining at our existing thrift shop at the IGA plaza for another year, too. Yes, we’ll be operating at two locations simultaneously! So we somehow have to clone our volunteers, unless we can attract new friends to help us at both locations. Volunteers must have a sense of humor, good work ethic, flexibility in body and mind, and a love of cats. Our shop is actu-
Eliot Student Moves To Thailand to Study Animals ELIOT This fall, Sydney Page of Eliot, spent three months in Thailand helping animals and learning hands-on what it’s like to be a veterinarian. Traveling on the selective Thailand Veterinary Semester Abroad hosted by study-abroad organization Loop Abroad, Sydney was part of a small team that learned alongside veterinarians from around the globe while volunteering with elephants, sea turtles and other marine life, zoo animals, and shelter dogs. The Thailand Veterinary Semester Abroad program brings together undergraduate students from across the US and Canada to move their stud-
ies to Thailand for a semester so that they can work in small groups with veterinarians who specialize in different fields. Students are based in Chiang Mai, Thailand but travel through the country to see different shelters and sanctuaries, learn from local vets and scientists, and volunteer with a variety of species in need.
While they learned about veterinary medicine, conservation, and Thailand, Sydney and her team also helped by volunteering their time and skills. From hauling elephant food to monitoring anesthesia in dog surgeries, they helped to support and care for the animals of Thailand while improving their own
ally managed by four cats, and they quickly figure out if you’re a cat person. They have the final say, so a little catnip may help. Apply in person at our current shop, 1517 Post Road next to the Wells IGA. Winter hours are 11 a.m. to 5 p.m. Monday through Sunday, weather permitting. Or email info@safehavenhumanesociety.org. This volunteer position is unpaid, but you will get a 25% off discount on most purchases, and have lots of laughs with our fun-loving, hardworking team! Our shelter is still closed to the public while our volunteers dote on our resident kitties. Only a few kitties are still quarantined, but to minimize foot traffic we remain closed. Many kitties are still available to be adopted now, so call 207-646-1611 to schedule a visit and apply. Being closed and this illness has cost our organization a lot financially, and has cerskills so that they can help more animals in the future. Some of Sydney’s most interesting projects were volunteering at an elephant sanctuary and helping provide medical care for elephants, creating enrichment projects for zoo animals, and living on the island of Koh Tao for three weeks studying marine biology and helping to restore coral reefs and protect sea turtles. She also participated in an externship at a small See VET page 25...

tainly been a challenge to our volunteers, but in many ways it’s brought our teams together. Your financial support is a huge help. So are donations of canned cat food, Purina One dry food, trash bags, paper towels, HE laundry detergent. Leave donations at our thrift shop. We of course are always in great need of more helping hands at our shelter. People to help feed, scoop, do laundry and work the desk are desperately needed. Please consider volunteering to help us! We’re also asking for dry kitten chow to feed a feral colony we have taken on. During winter kitten chow will give these kitties extra calories and fat needed to fight off the winter cold. The feral colony consists of 8 kitties, all third-generation feral, and Safe Haven is committed to their care. Your donations of kitten chow and an occasional bale of straw to keep the cats warm will be a huge help to us. Safe Haven thanks all of you who have supported us and followed us through the years. We are very excited about 2020. Our biggest hope is that we can develop more ways to save more lives. Every creature deserves the same mercy and kindness we give to one another. They, too, are our brothers and sisters and share our planet. Together is the only way that we can change society’s attitude about animals. Please stay tuned and Happy New Year!

~ News ~ Maine Home Values Up in November AUGUSTA Maine single-family existing home values increased in November, while limited inventory led to a decrease in sales. According to Maine Listings, 123 fewer homes were sold in November 2019 — a 7.59% decline from November of 2018. The state-
wide median sales price (MSP) hit $225,000, up 2.74% compared to November 2018. The MSP indicates that half of the homes were sold for more and half sold for less. “Statistics from November continue to reflect the up-anddown pattern for 2019,” says
Peter Harrington, 2019 President of the Maine Association of Realtors and Broker/Partner with Malone Commercial Brokers in Portland. “The reality is, even with November’s sales decline and the very tight supply of forsale inventory, the number of homes sold during 2019 is at a
statistical dead heat with 2018 — Maine’s best year ever for residential real estate sales. The number of Maine homes for sale is 13% lower than a year ago, which impacts sales volume.” The National Association of Realtors reported a sales jump of 3.5% comparing November 2019 to November 2018; the national MSP rose 5.4% to
WS
$274,000 over that same time period. Sales in the Northeast decreased 1.4% while the regional MSP increased 3.9% to $301,700 comparing November 2019 to November 2018. Harrington says, “We’re expecting a strong winter market. Serious buyers are searching and life transitions prompt the need to sell and buy homes year-round.”

~ Obituaries ~ Richard Scamman “Dick” Marshall, 86 YORK – Richard Scamman Marshall died December 18, 2019 at his home in York with his family at his side. Born May 3, 1933, the son of Marguerite and Carroll Mar-
shall of South Portland, he had been a York resident since 1980. He, his wife Gail (Perry), and four daughters previously lived in Scituate, MA. Dick met his future wife in Ogunquit on a blind date in the summer of 1955, beginning a more than 60-year love story. They were married on August
23, 1958. They celebrated their 60th wedding anniversary in the summer of 2018 with their family at a lake house in Maine. The Marshalls also spent more than 20 winters in Venice, FL. He graduated in 1951 from South Portland High School where he had been an all-state athlete in football, track and
Bernier-Gelinas FUNERAL HOME
Kittery, ME We are often asked by the families we serve, here at JS Pelkey & Son and Bernier Funeral Homes, why certain expressions and traditions exist in the funeral service industry. One of the most often asked questions is “Why send flowers to a memorial service or funeral, aren’t they just a waste of money?” Well nothing could be further from the truth. As my friend Todd Van Beck recently wrote in an article: Flowers are sent to funerals for several reasons. Flowers are a means of expression. It is often difficult for those mourning a death to put feelings into words. Flowers are a visual expression of love, sympathy, and respect. They are a way of lending support and sharing the burden of grief. In addition to sending flowers to the funeral, there is a growing trend to send flowers to the home of the bereaved after the service. Some people also send flowers to the church in memory of the deceased. Flowers create a background of warmth and beauty which adds to the dignity and consolation of the service. Those who have attended services where there were no flowers have noted that something was

missing – that the funeral was depressing. The funeral meets the bereaved’s need for support. Death throws people into despair and depression by separating them from one who has provided love, companionship, and security. The funeral and customs provide the means by which those close to them can give their support and share their suffering. The funeral period provides for the expression of sorrow. Only through talking about the past can the bereaved person realize the extent of the relationship with the deceased, and accept the loss and suffering. Only through weeping and talking to good listeners can they release their grief and feelings of guilt and hostility. Experts in grief therapy believe that it can be expressed best through rites, rituals, and ceremonies. The ceremony deals primarily with intellectual concepts and doesn’t fully engage the

There are three points to be stressed, finally, in connection with the tradition of funeral flowers. First, the role of flowers are both symbolic and aesthetic. They add great value to the richness and meaning of the ritual. Second, flowers represent sympathy extended to the bereaved. Third, flowers are sent to both the living and the dead. They are sent to the living as comfort and as tokens of respect for the deceased. We, at the JS Pelkey & Son and the Bernier Funeral Homes, hold the value of the work our local florists do in very high regard. We always encourage the families we serve to contact a local florist directly. Certainly there are national floral outlets that can be reached with a simple Google search but, honestly, the quality of these products are often substandard. Simply click the “Send Flowers” tab on our website and you will be directed to our list of trusted florists. Please call us about any questions with which we may help.

He graduated from Tufts University and began an almost 40year career with Liberty Mutual Insurance Company. He held a wide range of positions before being transferred in 1979 to Portsmouth, NH, where he led the company’s new data processing center. He retired as a Vice President in 1995. After moving to York, Dick was an active participant at St. George’s Episcopal Church in York Harbor. He also was a member of York Golf and Tennis Club. An avid golfer, he was active in club committees, and a regular in club tournaments, the Birdie Train, as well as Southern Maine Seniors and Maine Seniors. On his 75th birthday, he missed a 4-foot putt on the 18th hole to shoot his age. He also got his only hole-in-one in 50-plus years of golf in 2006 on the 7th hole. SPORTS Prepare For A Sledding Adventure
Dashing through the snow in a one-horse open sleigh… Winter holidays are made all the more merry with the addition of some outdoor recreation. Sleighs and sleds are par for the Christmas course, especially when a bounty of snow is in the forecast. Sledding has been part of snowy celebrations for ages. Sledding is a fun-filled activity, but it can be made an even better time, and a little safer, if revelers learn a little more about it. Sled styles Sleds come in many different styles, each with its own advantages. Sleds with metal blades will work like ice skates, balancing riders’ weight on two metal runners. These sleds can work well during icy conditions or with hard-packed snow. Toboggans can fit multiple people, which can increase the fun factor and downhill speeds. Saucer-style sleds are good for one or two people. Foam liners on some saucers can absorb shock for riders, making those downhill bumps a little easier on the backside. Keep in mind that sleds with steering mechanisms are easier to control, which can equate to safer sledding.
Layer up It is best to dress in layers when going sledding Even if it seems warm at home, it may be colder and windier at the top of hills. Sweating when it’s cold out can increase a person’s risk for hypothermia. According to experts at Timberline Trails, a person who works up a sweat and comes in contact with ambient air when taking a break will feel an immediate chill. This is called evaporative danger, and can be remedied by dressing in layers and trying to stay dry. Invest in a helmet Sledding requires the use of a helmet. At high speeds, a blow to the head can cause a concussion or worse. Let others go first Wait until some sledders have already gone downhill, allowing them to compact the snow, which should make for a smooth ride. Choose safe hills, such as those that are free of bare spots, holes, trees, and obstructions, and do not end abruptly at a road. Hills with a long, flat areas at the end make for easy, safe stopping. Safety first Put safety first when sledding. Sled during the daytime

Game day is a big day for sports fans. While the anticipation in the days before a big game can be exciting, nothing can match the game itself. When shopping for the sports fan on their list this holiday season, shoppers may want to go the extra mile and gift a sports-based experience. Experiential gifts are rising in popularity. According to a 2017 survey from The NPD Group, a leading global information company, 39 percent of holiday shoppers in the United States intended to purchase experiential gifts for their loved ones that year. Sports fans may love so visibility is better. Keep arms and legs on the sled, and only sled feet-first, advises the National Safety Council. By keeping these guidelines in mind, sledders can make sure this popular winter activity is as safe as it is fun.

Tickets Perhaps no sports experience is more enjoyable to a true fan than tickets to the big game. Tickets to see a favorite team play make for a great gift that fans may remember for the rest of their lives. Purchase at least two tickets so your loved one has someone to make memories with. Compare tickets sold directly through the team to those available through reputable secondary market sellers like StubHubTM and SeatGeek. Lessons Some fans not only want to watch their favorite sports, but also play them. For example, fans who follow professional
surfing might be able to take their own abilities to the next level after taking some lessons from a local instructor. Many community parks organizations even provide affordable lessons for sports such as cross country skiing, fishing and cycling that can provide great value to shoppers and gift recipients alike. A Round Golf fans who can’t get enough of the PGA Tour® may dream of playing a course once graced by their favorite professional players. The PGA Tour® holds events at clubs across the globe, and many of these clubs allow non-members to play rounds for a fee. That fee can be high, but avid golfers will be sharing stories about a round at a favorite course for the rest of their lives. Experiential gifts are tailor-made for sports fans, making them ideal options come the holiday season.
