About

WeGO The World Smart Sustainable Cities Organization (WeGO), established by 50 founding member cities in 2010, is an international association of city and other local governments, smart tech solutions providers, and national and regional institutions committed to the transformation of cities into smart sustainable cities. WeGOâ&#x20AC;&#x2122;s Secretariat is based in Seoul, Korea, with regional offices in East Asia (Chengdu, China), Eurasia (Ulyanovsk, Russia), the Mediterranean (BeyoÄ&#x;lu, Turkey), and Latin America (Mexico City, Mexico). Today, WeGO has 150 members around the world and serves as their international platform to improve the quality of life, innovate in the delivery of public services, and strengthen regional competitiveness.

to the number of staggering challenges that cities are facing today. From its establishment in 2010, WeGO has gone a long way from an organization that works solely on e-government to an organization that helps address various urban issues through the use of rapidly-evolving and innovative smart sustainable city tools. Seoul is proud and honored to serve as the President City of WeGO and host the WeGO Secretariat, especially as our city aims to share its development and smart city experience to other cities. The City of Seoul launched “Seoul’s Policy Sharing Initiative”, where the city aims to provide capacity building programs, policy consulting, and knowledge sharing to other cities and local governments. Seoul hopes that through this endeavor, it will help WeGO in achieving its vision for smart sustainable cities. It is our great honor to continue serving as the President City of this dynamic organization, and I look forward to seeing WeGO members become more active in WeGO programs and events in 2019. May this publication inspire you to look back on a wonderful year and help you look forward to an exciting year ahead!

Greetings from the WeGO Secretariat in Seoul. It is my pleasure as the newly appointed Secretary General to present this year’s Annual Report. 2018 was a year of inroads for our rapidly expanding organization. The Executive Committee for the first time convened in Southeast Asia, in Quezon City, Philippines. WeGO’s membership by the end of the year also increased by 9%; and, we now have a new category for corporate members, with already a dozen companies that are providing smart tech solutions to our members for the advancement of smart sustainable cities. To add to our range of products and services, we launched in September our Civic Participation System (CPS), which can be downloaded for free on mobile devices as a platform for residents of any city to communicate directly with their local government.

means the capacity to solve problems—an obvious requirement for cities to be smart. The second, which is perhaps more overlooked, is consciousness, or the ability to feel happiness. A city that is smart is a city that is loved. So, smart cities must be both livable and lovable. Smart cities are happy cities for smart people, and smart people cannot be happy in a dumb or ugly city. WeGO is working with our members to build smart cities worldwide toward our vision of “Smart Sustainable Cities for All”—and, in this pursuit, we are making the world smarter. I look forward to sharing many more of these accomplishments for you in the years to come.

EXCOM 2018 WeGO’s Executive Committee Meeting (EXCOM) 2018 was convened from October 17 to 19 in Quezon City, Philippines. Over 50 officials from 13 EXCOM member cities, 8 observer cities, and 6 observer institutions jointly considered ways to further elevate the success of WeGO. 27 new members were inducted, regional office activities were assessed, membership fee use for the

This year’s meeting took place alongside the Philippine Smart City Summit—the premier event on smart cities in the Philippines—at which WeGO members introduced their cities’ respective smart sustainable city initiatives. WeGO separately organized a session on “Multi-Stakeholder Partnerships for Smart Sustainable City Implementation,” where experts talked about how cities can work with national governments, multilateral development banks, companies, and startups to realize their smart sustainable city goals. Programs WeGO Smart Sustainable Cities Training Program in Seoul 2018 Seoul, Korea | March 18-25 Organized in partnership with the Seoul HRD Center, this one-week program focused on various smart city topics like Addis Ababa, Bangkok, Chengdu, Kampala, La Marsa, Nairobi, Sunwal, Ulaanbaatar, and Ulyanovsk Region.

FMDV-WeGO Smart City Study Visit Paris, France, & Brussels, Belgium | May 28-31 WeGO member cities from Asia took part in this first-ever study visit in Western Europe organized by WeGO and the Global Fund for Cities Development (FMDV). The City of Paris shared its initiatives for smart and sustainable growth, and a workshop was carried out on the empowerment of cities and citizens through data, hosted by the Brussels Capital Region.

GCTC Global Tech Jam Portland, Oregon, USA | June 20-22 Supported by WeGO, Seoul Metropolitan Government and Korea Telecom (KT) presented their best practices at the Global City Teams Challenge, an initiative led by the National Institute of Standards and Technology in the US. WeGO also hosted a reception with the Hong Kong Trade and Development Council to expand its network in North America.

4th Thanh Hoa, Vietnam | July 4-6 With cooperation from the International Telecommunication Union (ITU), WeGO hosted a roundtable for member cities to present their objectives and progress in relation to smart city development. At the end of the event, ITU and the forum participants formally acknowledged WeGO as an international platform for cities to share their best practices and develop partnerships in the Thanh Hoa Outcome Statement.

Joint Workshop for Smart Sustainable Cities and e-Government Jeju Island, Korea | July 9-13 In partnership with the World Bank and the National Information Society Agency of Korea (NIA), WeGO organized a the “smart island” of Jeju, which itself is an exemplary case in sustainable energy.

5th OGP Global Summit Tbilisi, Georgia | July 17-19 WeGO organized a session at this event hosted by the Open Government Partnership that showcased how local governments are taking advantage of ICT to increase citizen participation. It also formally launched its Civic Participation System (CPS), WeGO’s smart, multilateral communication platform for the comprehensive assessment of citizens’ needs and swift, accurate, and transparent delivery of public services.

WeGO Smart City Week Seoul, Korea | September 18-20 This three-day program converged Seoul Digital Summit and the Smart Cities Summit Asia, with sessions co-organized with the World Bank, Global Fund for Cities Development (FMDV), Re-Imagining Cities Foundation, and the Embassy of the Kingdom of the Netherlands. Around 10 city officials in WeGO’s network took part to focus on smart city frameworks, policies, and citizen participation.

Urban Innovation Challenge: Citypreneurs 2018 Seoul, Korea | October 31 WeGO was a co-host—along with several UN agencies in Korea—of this year’s annual competition for startups around the world with a desire to solve urban issues in Seoul. WeavAir, which works toward the improvement of indoor air and social protection.

‘Diplomacy for the Homo Sapiencity’ & WeGO Networking Dinner Seoul, Korea | December 17 networking event for diplomatic missions and locally based partner organizations. Presentations were made by WeGO, the Ministry of Land, Infrastructure and Transport in Korea, Seoul Metropolitan Government, Seoul Urban Solutions Agency, and corporate stakeholders with smart city solutions.

Regional Offices Mexico City, Mexico | October 24-26 WeGO’s Latin America Regional Office was officially inaugurated in Mexico City with the presence of the Secretary as C5, Futura Museum, and La Mexicana, and WeGO further met with CISCO and Telmex, which are also based in North America.

Chengdu Smart City and e-Government Training Program Chengdu, China | December 3-7 WeGO’s East Asia Regional Office hosted its annual program for 14 officials from 8 cities around the world. In its technical tours, the program focused attention on Chengdu’s smart sustainable city projects such as the Tianfu Greenway, an ambitious project of green pathways stretching across the metropolitan area and beyond, and the Bright Eye Project, an initiative that allows residents to access e-government services through their television at home.

Products & Services Feasibility Study 2018 This year’s study set out to construct a data analytics platform for smart traffic in Danang, Vietnam. IGB & Company—a consulting firm that conducts research in sustainable development, environmental conservation, and IC T—and DataStreams—a data management company that specializes in big data analysis solutions— were contracted as solutions providers. With the end of the study, a pilot project is now scheduled to be carried out

CPS As part of WeGO’s Feasibility Study 2015, the Civic Participation System (CPS) was introduced as an innovative alternative to the outdated, vertical model of governmentto-citizen communication, as a dynamic space for inclusive and interactive dialogue—horizontally, among a diversity of stakeholders—to solve the expansive series of urban challenges we share. In July 2018, it was enhanced with extra functions and made available free of charge to all members, with paid options for plus and premium features.

Smart Sustainable City Projects Catalog This online resource has been under development as an archive for smart city projects from May. Cities can refer to the expanding archive of cases for insight on their own projects. For each case, key areas needed for successful and impact assessments.
