The World Smart Sustainable Cities Organization (WeGO) is an international organization consisting of city and local governments committed to pursuing sustainable urban development based on smart technologies with the support of its global network WeGO was established in 2010 as the “World e-Governments Organization of Cities and Local Governments.” Its current name was adopted in 2017 as a reflection of the increased importance of smart, sustainable technology for modern local governments. The WeGO Secretariat is based in Seoul (Korea) with Regional Offices in Beyoğlu (Turkey), Chengdu (China), Mexico City (Mexico), and the Ulyanovsk Region (Russia).

Greetings Won-soon Park Mayor of Seoul & President of WeGO
Greetings from the Seoul Metropolitan Government. I am proud to serve as President of WeGO. The Digital Seoul 2020 strategy has made the betterment of citizens’ lives through technology a top priority for our city, and as part of this responsibility, we also seek to lead cooperation among smart city leaders, for the betterment of our citizens and theirs. WeGO has been and remains an integral part of this vision for Seoul as host of the WeGO Secretariat. Meeting other city leaders at events like the 4th WeGO General Assembly in the Ulyanovsk Region, Russia, inspires me, as we continue in our shared vision of “Smart Sustainable Cities for All.” I congratulate WeGO for expanding around the globe while also adapting its Vision and Mission to position itself to remain a global leader in smart sustainable cities. As WeGO moves forward with renewed vision into the upcoming year, we hope for great success in all our endeavors, and renew President City Seoul’s continued support of WeGO. Greetings from the WeGO Secretariat in Seoul. It has been my honor to serve as Secretary General of WeGO as the organization positions itself to remain at the forefront of propagating smart sustainable city practices through innovative technologies. 2017 was a momentous year for WeGO, as our 4th General Assembly was hosted by our Europe Regional Office, the Ulyanovsk Region, Russia. At this event, members from around the globe gathered to vote on key proposals which will define the future of the organization. In particular, members unanimously agreed to change WeGO’s long-form name from the World e-Governments Organization of Cities and Local Governments to the World Smart Sustainable Cities Organization, reflecting the increased relevance of smart sustainable city initiatives for local governments worldwide. The organization also updated its Vision and Mission accordingly. It has been a continued pleasure to meet our member cities at our many smart city-focused events and programs throughout the year and to hear their experiences, challenges, and successes. WeGO looks forward to another groundbreaking year with the opening of two new regional offices, and a number of new programs, including the WeGO Thematic Clusters, WeGO Online Smart Classroom, and more. As always, I thank our cities and partners for their continued support of WeGO.

2017 HIGHLIGHTS
4th WeGO General Assembly Ulyanovsk Region, Russia / June 27-30 WeGO hosted its triennial General Assembly in its Europe Regional Office, the Ulyanovsk Region (Russia). Over 400 attendees participated, representing 125 cities from 48 countries as well as 59 international organizations. Guests were able to enjoy the summer weather in a beautiful city steeped in cultural and historical heritage, as Ulyanovsk is well-known as both the birthplace of Vladimir Lenin and the Aviation Capital of Russia. As part of the packed, three-day program, participants were treated to many informative presentations from smart city leaders from around the world, the World Mayors Roundtable, World CIO Forum, Design Thinking & Ideathon Workshop, WeGO Gala Dinner, Ulyanovsk Banquet Dinner, and Technical & Cultural Tour, to name a few. The conference was a transformative event for WeGO as member cities voted to approve several major changes for WeGO to better serve its member cities. Reflecting the growing importance of smart city concepts for urban areas around the world, WeGO’s long-form name was changed to the “World Smart Sustainable Cities Organization” and a new Three-Year Strategic Plan and Mission Reformulation were also approved to adapt and provide the flexibility the organization needs to serve at the cutting edge of world trends. Corporate Membership was also approved, giving WeGO the ability to develop long-term, sustainable partnerships with global companies in order to grow. Furthermore, during the Executive Committee Meeting, WeGO was proud to welcome two new regional offices for the Mediterranean and Latin America: Beyoğlu (Turkey) and Mexico City (Mexico), respectively. Seoul (Korea) was re-elected as the WeGO President City for the 2017-2020 term, while Addis Ababa (Ethiopia), Beyoğlu, Ha Noi (Vietnam), Jakarta (Indonesia), Mexico City, Moscow (Russia), and the Ulyanovsk Region were approved as Vice President Cities, and Bucharest (Romania), Chengdu (China), Goyang (Korea), Hebron (Palestine), Khartoum State (Sudan), Kigali (Rwanda), Nairobi (Kenya), Pittsburgh (USA), Seberang Perai (Malaysia), and Ulaanbaatar (Mongolia) were approved as Executive Committee Members. Finally, Makati (Philippines) was chosen as the host city of the 5th WeGO General Assembly in 2020, and Makati will also serve as Executive Vice President.

Ulyanovsk Region, Russia / June 27 Within the auspices of the 4th WeGO General Assembly, WeGO also hosted its annual Executive Committee Meeting. The Executive Committee discussed and made decisions on key agenda items such as the continuation of regional offices in Chengdu and the Ulyanovsk Region. WeGO was proud to welcome two new regional offices for Mediterranean and Latin America: BeyoÄ&#x;lu (Turkey) and Mexico City (Mexico), respectively. An important prerogative of the Executive Committee is to approve new members to WeGO and so Goyang (Korea), Kaduna State (Nigeria), Gwangmyeong (Korea), Sokoto State (Nigeria), Gaziantep (Turkey), Kampala (Uganda), and Kabul (Afghanistan) became Full Members upon approval. Additionally, the National Information Technology Authority (NITA) of Uganda was approved as a Friendship Member. Finally, Makati (Philippines) was chosen as the host city of the 5th WeGO General Assembly in 2020, and Makati will also serve in a special role as Executive Vice President until then.

Feasibility Study
Beginning in October of 2017, WeGO carried out analyses and study visits in the beautiful city of La Marsa (Tunisia), as part of its annual ICT Feasibility Study Project titled “Smart Waste Management System using Big Data, IoT & Mobile Technology.” La Marsa’s ambitious IoT project was selected by WeGO for its forward-thinking focus. The study culminated in the successful implementation of a pilot project. 50 CleanCAPS were deployed in the city in frequently-trafficked areas both commercial and residential; these IoT devices sense bin-fill level and send real-time status reports to the city’s CleanCityNetworks (CCN). 5 IoT trackers were also installed on collection vehicles linked to the network. By the end of 2018, this valuable data will be used to analyze waste generation patterns in order to find the most optimal collection routes. Both the CleanCAPs and CCN solutions were implemented by WeGO Feasibility Study partner, Ecube Labs.

WeGO-TM Forum Smart City Maturity & Benchmark Model
WeGO, in collaboration with its partner, TM Forum, continued to offer its Smart City Maturity & Benchmark Model. It is designed to help WeGO member cities measure and benchmark their development as a Smart City through an end-to-end holistic view across city agencies and departments. The model was designed to assess smart city maturity based on five dimensions: leadership and governance, stakeholder engagement and citizen focus, effective use of data, integrated ICT infrastructure, and existing levels of smartness. Cities receive comprehensive video conference instruction on the model with post-assessment consultation and a full benchmarking report.
CPS
In 2015, the cities of Hanoi (Vietnam), San Fernando La Union (Philippines), Quezon City (Philippines), Pokhara (Nepal), and Bharatpur (Nepal) received a demo version of a Civic Participation System (CPS) as beneficiaries of the 2015 WeGO Feasibility Study Project. After the successful pilot project implementation, WeGO has decided to offer the system, free, exclusively to all WeGO members. CPS will allow member cities to efficiently and comprehensively collect and manage the concerns of their citizens. The CPS solution that was developed in 2015 is currently undergoing modifications and improvements and will be ready for use by WeGO members in 2018. WeGO 19

Open Government Partnership (OGP) Open Government Partnership (OGP) is a multilateral initiative that aims to secure concrete commitments from governments to promote transparency, empower citizens, fight corruption, and harness new technologies to strengthen governance. To progress further in this goal, OGP also began engaging cities and subnational governments in 2016. WeGO and OGP agreed to explore opportunities for collaboration and joint activities in areas of mutual interest, with a view to pursuing the use of technology and open government principles to strengthen governance at the subnational level.
The Global Fund for Cities Development (FMDV) The Global Fund for Cities Development is an international alliance of local and regional governments committed to designing operational strategies and solutions and organizing appropriate conditions to finance urban territories; organizing convergence of stakeholders and creating a shared culture of financing and subnational economic development; and contributing to political and institutional debates on localizing finance and economic development.
Busan Metropolitan Government and XnTree WeGO signed a tripartite memorandum of understanding with its partner, XnTree and Busan Metropolitan Government. The main area of collaboration includes bringing sustainable smart city development to Busan. Busan agreed to share its best practices and vision in smart city development with the global community and actively take part in WeGO’s future activities.
