The race permanence will house the Event Information Point as well as all the key pre-race meetings and other activities. Free event parking will be available to athletes and team staff arriving at the race permanence and will be clearly sign posted. It is important that you use the sign posted event parking to avoid any parking charges that apply to hotel guests.

ACCREDITATION Accreditation assists to provide an inclusive, secure and effective event environment.

Accreditation Passes

Accreditation passes will be issued to each participating athlete. The accreditation pass must always be worn on the lanyard provided. All team staff, helpers, carers and other support staff planning to attend the event must request accreditation. Accreditation can be requested online

Vehicle Accreditation

Any team or support vehicles who wish to utilise the official team parking areas at

starts and finish or the feed zone parking area must submit their vehicle details during the accreditation request process.

from Thursday 19th September. All individuals requesting accreditation must bring proof of ID to collect accreditation.

Your vehicle will be turned away from these official event spaces if it does not have an accreditation sticker showing.

Due to security requirements, some participants may be required to individually collect their accreditation pass at the confirmation of Starters. The Event Team will reach out to any affected participants.

Accreditation Collection

All athlete accreditation passes will be distributed during the Confirmation of Starters. Team managers may collect accreditation on behalf of their team, providing they have the athlete’s UCI license. Vehicle accreditation stickers and accreditations for accompanying team staff, family and friends will be available to collect from the Event Information Point located at the race permanence

It is important to note that the accreditation passes, and vehicle accreditation stickers are active on Saturday 21 September only and are not valid for any venue space beyond the 21 September. You will be turned away from these official event spaces if you do not have the correct accreditation.

CENTRALISED TRANSPORT

A centralised transport service will be available on Saturday 21st September for competing athletes and their equipment as well as team staff and helpers involved with the Yorkshire 2019 ParaCycling International.

Bike trucks will be used to transport athlete race equipment and are specifically designed to safely move equipment. The transport team will be on hand to help unload athlete equipment once it has arrived at the start venue.

The service will operate from Harrogate to each of the 3 Start venues of Beverley, Tadcaster and Wetherby. Once the race has started in each of the towns, the service will depart and arrive back at the finish line in Harrogate.

Booking

Places in buses are limited. It is therefore necessary to book your transport as soon as possible. Any bookings now need to be requested

Please take these timings into account when planning your race day logistics and aim to arrive 45minutes-1hr in advance of your bus departure to load equipment onto the truck and ensure a stress-free journey.

Accreditation privileges are based on accreditation zones and services and are printed on the accreditation card along with the individual’s role title. Your accreditation pass will be assigned the relevant zone access based on your role.

Departure Location

Equipment should be clearly labelled to aid the timely location of equipment on arrival at your start venue. Your race equipment should have the relevant race numbers attached to it before being loaded onto the transport. You can use the 2 bag labels provided in your race pack to do this for your other personal belongings.

In each athlete race pack, there are 2 wristbands that correspond with the athlete’s race number. These should be worn by any athlete support team that will assist athletes with their race equipment. This will ensure that only support team staff belonging to that athlete move their equipment.

Lost or Stolen Passes

An accreditation pass will only be reissued or replaced in exceptional circumstances to ensure that: • • •

Participants have the appropriate access privileges for their function; Venue security is maintained, and operations are well supported; Participants only have one valid accreditation pass at any one time.

As a general rule, an accreditation pass will not be replaced in the event that a participant forgets to bring their pass to

venue. Participants should collect their accreditation pass before returning to venue.

Buses will leave on schedule and cannot be delayed accommodating late arrivals.

All lost or stolen accreditation passes should be reported to a member of the onsite Event Management team at the earliest opportunity. Participants will be required to present one of the forms of acceptable identification as listed below:

Once all three races have started, the centralised transport service will return to team parking located at Victoria Avenue in Harrogate, adjacent to the finish line. Team staff and persons accompanying athletes must ensure they are on the following buses back to Harrogate.

COMPETITION RULES

RACE MEDICAL

The Yorkshire 2019 Para-cycling International is delivered in accordance with the Union Cycliste Internationale (UCI) rules and regulations, in force at the time of the event.

Start and Finish Venues

Race medical are onsite to assess and treat illness or injury as well as provide participation related support and advice. The race medical will be available 2hours prior to competition starting and will operate until 30minutes prior to race start.

RACE MANAGEMENT The unique nature of this point-to-point race format means the race route needs to be managed differently to other paracycling events. This means you will see more race management vehicles out on the route than you may be used to. The Yorkshire 2019 Para-Cycling International will take place on entirely closed roads. A large fleet of police and other safety motorbikes will operate during the race to ensure the safety of athletes and ensure road closures are in place ahead of the race passing through. They will also be able to communicate with other vehicles out on the road such as neutral service. Neutral service will operate for each of the three race starts and will be available

during the race to assist you should you need this. Mechanics will be available to assist with minor repairs such as punctures, chain replacements and other basic mechanical issues but will not be able to provide repairs to structural damage. Standard Wheels only will be available to athletes through neutral service. At each of the three race start athletes will have the opportunity to supply non-standard wheels to neutral service. In the instance that a wheel change is required, athletes are not guaranteed to get their own set and will be serviced by the first vehicle on the scene. A wheel exchange will then take place at the finish line in Harrogate. No team cars will be allowed in the race convoy.

Teams can service their athletes along the route but must ensure that any service or repair will be conducted at to left hand side of the road and off the route. If neutral service is unable to assist you and get you back on the road into the race, a broom wagon will be available to transport you and your equipment back to the finish line in Harrogate. Commissaires will be active out on the route operating in both cars and motorbikes to ensure rules are adhered to. If you are requested to do something by a commissaire, then please do. For each of the three race starts, there will also be doctor cars and ambulances out on the road during the race should you need any medical assistance.

RACE TIMING Electronic race timing will be in place for this event. The split timing locations are shown on the race schedules of each race later in this guide. In your race pack, given to you during confirmation of starters on Friday 20 September, you will receive the following items. Please ensure you adhere to this guidance on how/where to place the different race numbers. • • • •

There will be race medical at each Start Venue located within the athlete warm up area.

2 x Bib Numbers – to be placed on the back of the athlete’s jersey (B, C, T classes) 1 x Bike Number – to be placed on the seat post (B, C, T classes) and on the safety bar (H class) 2 x Helmet Stickers – to be placed on the left and right of the helmet (all classes) 1 x Leg Sticker – to be placed on your right leg (H Class)

Race Route

The race route medical team will be responsible for immediate assessment and management of an injured or unwell competitor, when requested to do so by the commissaire team. At the request of the race medical responders, with agreement from the Event Manager, Participating Nations medical staff in attendance may be asked to provide assistance. Medical services staff will travel in a white doctor car in the race convoy. They will be clearly identifiable by the function sticker ‘DOCTOR’. START VENUE FACILITIES AND SERVICES Warm Up Area and Toilets

At each start venue there will be a dedicated area located within team parking for athletes to utilise for their warm up (e.g. setting up rollers or turbo trainer). No dedicated changing rooms are available at the warm up area. Accessible toilets for competitors will also be available close to the warm up area.

Water

Water will be provided for competitor use and will be located in the Athlete warm up area at each of the three start venues.

MEDIA The appointed broadcaster will share racing on TV and online, while photographers will capture pictures of the event. The Yorkshire 2019 Media team will manage all accredited journalists and photographers at the finish line. Authorised photographers will have access to designated photo positions on the FOP.

POST RACE

FINISH LINE PROCESS

Once a athlete passes through the finish line after ~200m they’ll be directed off the field of play and immediately through the mixed zone. Upon exiting the mixed zone athletes will be directed into an athlete waiting area. The athlete waiting area is where team staff and athletes’ helpers will be directed to bring athletes wheelchairs, any walking aids and clothing. Athletes identified for anti-doping or that have won their classification will be

chaperoned to the necessary area they are required. Athletes not required for Anti-doping or a Victory ceremony will be directed to Team Parking approximately 50m from the finish line. Here they are free to either leave or join spectators in the fan zone.

ANTI-DOPING Anti-Doping controls will be in place at the Harrogate finish line. Athletes who are requested to attend anti-doping con-

trols will be notified upon completion of the race and chaperoned by the anti-doping team.

MIXED ZONE Journalists and TV reporters will be able to interview athletes in the mixed zone located at the Finish Venue. The mixed zone will be managed by the event organiser. Team staff can assist with interview requests and guide competitors to and from the mixed zone.

VICTORY CEREMONIES Only the athlete that place first in each classification within the Yorkshire 2019 Para-Cycling International will be presented with a bespoke winner’s trophy. The victory ceremonies for Yorkshire 2019 Para-Cycling International will be held after the competitors that place first for each race cross the finish line. Three victory ceremonies will take place on the stage that is part of the Harrogate Fan Zone.

To ensure the Victory ceremonies commence on time, sport specific chaperones will escort classification winners to the athlete waiting area. In the athlete waiting area the ceremonies team will explain the Victory ceremony process and direct winners to the correct position on stage. The Yorkshire 2019 Victory ceremonies are conducted in the following manner: • • • •

The victory ceremony is announced; As the classification winners’ name is called, the competitors who place first take their position on stage; Trophies and a local gift are presented; Identified competitor(s) will then take part in a short interview on stage.

Dress and Conduct

Competitors who take part in a Victory ceremony must wear their competition uniform and must not cover this with a tracksuit or otherwise. Failure to adhere to this may result in the delay or postponement of the victory ceremony. The wearing of sunglasses is not permitted unless medically required. Headwear is also not permitted, however, by exception the wearing of headwear for religious purposes is permitted.

Competitor Seating (Harrogate)

Yorkshire 2019 Para-Cycling International competitors can access seating at the finish, in front of the stage to enjoy the victory ceremonies and other on-stage activities with friends and family upon completion of their race. Seating is by general admission and will be allocated on a first come first served basis. Accessible seats will be available.

Any lost property found within official event spaces will be kept by the event management team. The event organisers cannot be held responsible for the loss of any personal possessions.

RACE NUMBERS Please affix your provided race numbers as follows. • 2 x Bib Numbers – to be placed on the back of the athlete’s jersey (safety pins provided) • 1 x Bike Number – to be placed on the seat post (cable ties provided) • 2 x Helmet Stickers – to be placed on the left and right of the helmet

TRANSPONDERS

Transponders are to be attached within 4inches of the front axle of your bike’s front forks to ensure effective race timing. These transponders must also be handed back to the staff at the finish line.

Please take these timings into account when planning your race day logistics and arrive well in advance of your start time to ensure a smooth journey into the start venue.

WARM UP AREA At each start venue there will be a dedicated area located within team parking for athletes to utilise for their warm up (e.g. setting up rollers or turbo trainer). For Beverley, this area will be a temporary marquee structure. Unfortunately, there is no opportunity to warm up on the race route ahead of the race. SIGN ON PROCESS There will be a ceremonial sign on process that takes place at the Start Area of each venue. This will consist of athletes signing a branded board and being announced to the spectators. Please be available at the sign on stage 20mins prior to your start time. Commissaires at each start venue will manage the official sign on process. FEED ZONE ACCESS There is one feed zone for the Beverley race, located near Ulleskelf. Please follow the map provided earlier in this document for details on how to access this location. Any vehicle to be used at the Feed Zone must have vehicle accreditation (more information at the end of this document on how to apply for this). This Feed Zone is just a designated area for team staff to pass nutrition to athletes. There is no feed provided by the race organiser, you should carry any other nutrition with you on your bike.

If your support team are intending to be at the Beverley start and then at the Feed Zone, you should aim to leave Beverley by 10:45 to allow enough time to arrive at the Feed Zone. LITTERING Waste zones are positioned immediately before and after the feed station. Discarding rubbish outside of the designated waste zone will be subject to a race penalty from the commissaires. TIME LIMITS There will be a time cut-off in place at both Tadcaster and Wetherby to ensure subsequent races start on time. Athletes may be removed from the course by the commissaires if they have not passed through Tadcaster by 13:50 (35.3km/h average) or Wetherby by 14:50 (35.3km/h average) Any athletes removed by the commissaire team will be transported back to the Harrogate finish in the broom wagon. UCI EQUIPMENT REGULATIONS Competitors are required to provide their own bicycle, helmet, cycling shoes and gloves (if required). All equipment and bicycles to be used by athletes in the Yorkshire 2019 Para-Cycling International must comply with UCI Regulations (Chapters XIV, XV, XVI, XVII).

* If you are arriving via vehicle, you must arrive into the Team Parking area by 10:45 due to planned road closures.

UCI RANKING POINTS As per UCI Regulations, the following UCI ranking points will be available for each sport class at the Yorkshire 2019 ParaCycling International (C1 event), providing other entry criteria are met (as per Chapter XVIII).

WARM UP AREA At each start venue there will be a dedicated area located within team parking for athletes to utilise for their warm up (e.g. setting up rollers or turbo trainer). For Tadcaster, this area will be a temporary marquee structure. Unfortunately, there is no opportunity to warm up on the race route ahead of the race. SIGN ON PROCESS There will be a ceremonial sign on process that takes place at the Start Area of each venue. This will consist of athletes signing a branded board and being announced to the spectators. Please be available at the sign on stage 20mins prior to your start time. Commissaires at each start venue will manage the official sign on process. TIME LIMITS There will be a time cut-off in place at Wetherby to ensure subsequent races start on time. Athletes may be removed from the course by the commissaires if they have not passed through Wetherby by 14:50 (26.3km/h average). Any athletes removed by the commissaire team will be transported back to the Harrogate finish in the broom wagon.

UCI RANKING POINTS As per UCI Regulations, the following UCI ranking points will be available for each sport class at the Yorkshire 2019 ParaCycling International (C1 event), providing other entry criteria are met (as per Chapter XVIII).

EMERGENCY VEHICLE ACCESS ON ROUTE There is a 2km section of race route near Occaney that will be coned down the centre of the road to create a sterile route for emergency vehicles. Signage will clearly mark this section of race route but athletes must keep left of this cone line. LITTERING Discarding rubbish on the race route will be subject to a race penalty from the commissaires. UCI EQUIPMENT REGULATIONS Competitors are required to provide their own bicycle, helmet, cycling shoes and gloves (if required). All equipment and bicycles to be used by athletes in the Yorkshire 2019 Para-Cycling International must comply with UCI Regulations (Chapters XIV, XV, XVI, XVII).

Once this has been checked, you will also receive your race numbers, transponder and accreditation.

However, we encourage all independent athletes to attend this meeting.

RACE NUMBERS Please affix your provided race numbers as follows. • 2 x Bib Numbers – to be placed on the back of the athlete’s jersey. Safety pins provided. • 1 x Bike Number – to be placed on the seat post. Cable ties provided. • 2 x Helmet Stickers – to be placed on the left and right of the helmet

TRANSPONDERS

Transponders are to be attached to your bike’s front forks to ensure effective race timing. These transponders must also be handed back to the staff at the finish line.

WARM UP AREA At each start venue there will be a dedicated area located within team parking for athletes to utilise for their warm up (e.g. setting up rollers or turbo trainer). For Wetherby, this will be within the indoor sports hall of the High School. Unfortunately, there is no opportunity to warm up on the race route ahead of the race.

LITTERING Discarding rubbish on the race route will be subject to a race penalty from the commissaires.

SIGN ON PROCESS There will be a ceremonial sign on process that takes place at the Start Area of each venue. This will consist of athletes signing a branded board and being announced to the spectators. Please be available at the sign on stage 20mins prior to your start time. Commissaires at each start venue will manage the official sign on process.

All equipment and bicycles to be used by athletes in the Yorkshire 2019 Para-Cycling International must comply with UCI Regulations (Chapters XIV, XV, XVI, XVII).

UCI RANKING POINTS As per UCI Regulations, the following UCI ranking points will be available for each sport class at the Yorkshire 2019 ParaCycling International (C1 event), providing other entry criteria are met (as per Chapter XVIII).

UCI EQUIPMENT REGULATIONS Competitors are required to provide their own bicycle, helmet, cycling shoes and gloves (if required).
