Randy Miller, 2013 COBA President Welcome to the 2013 Central Oregon Preferred Contractor’s Buyer’s Guide. Within the pages of the guide you will find well qualified companies and individuals who are active in the community, successful at what they do, and who belong to The Central Oregon Builders Association (COBA). This guide provides contact information for companies that represent all aspects of the business community and those who support it while emphasizing contractors who can assist with new construc-
tion, remodel projects and home repairs. Please keep this guide handy all year and refer to it often. COBA is a nonprofit trade association consisting of builders, subcontractors, material suppliers, lending institutions, utility companies and many others whose primary interest is the promotion, protection and improvement of the building industry. COBA operations are overseen by a volunteer board of directors; all of whom are elected by the COBA members. The membership area of responsibility encompasses all of Crook, Deschutes, Harney and Jefferson Counties. The true grit comes from COBA staff, and I would like to take this opportunity to thank them for their commitment to the members and the hard work that so often occurs behind the scenes. COBA is comprised of peo-
ple and businesses that I am proud to represent and be a part of this year. I’m particularly proud of the efforts going into the Spring Home and Garden Show, The Tour of Homes and our successful launch of COBA CX; our own online bid center. The organization offers fantastic continuing education, networking and marketing opportunities. The road to economic recovery has been long, and it has come with its share of potholes, bumps and blind corners. I wish each of my fellow members success this year as we each continue to persevere and strive for growth within our companies. Central Oregon is blessed to have highly qualified options in the home building, remodeling and trade arenas. Thank you for your support and for considering this guide

LEAD PAINT CERTIFIED CONTRACTORS
The Environmental Protection Agency (EPA) and the Oregon Contractors Board requires contractors who perform renovations, repairs and painting projects that disturb leadbased paint in pre-1978 homes and childcare facilities to be lead-based paint licensed/certified in Oregon. They must also and use certified subcontractors who are trained by EPAapproved training providers to follow lead-safe work practices. Common renovation activities such as sanding, cutting and demolition can create hazardous lead dust and chips by disturbing lead-based paint which can be harmful to adults and children. To become certified, and individual must successfully complete an eight-hour initial renovator training course offered by an EPA-accredited training provider. Currently, The Central Oregon Builders Association (COBA) is the only program in Central Oregon that offers such training in partnership with the Oregon Home Builders Association and the National Center for Healthy Housing. These COBA Members in this section are lead paint certified.

The 2013 Oregon legislative session is starting and I wa nt to thank you for the opportunity to serve you. I’ve had the opportunity to meet with many citizens and groups so far to receive the ir input on what’s important to them. These meetings included citizen town halls in Bend, Redmond and Sunrive r, as well as meeting with the school boards in Bend and Redmond and all the school superintendents from Central Oregon. I’ve also met with the city cou ncils in Bend, Redmond, the Sunriver Home Owners Association, the Deschutes county commissioners, and made visits to Redmond High School, Ridgeview High School, Bend High School, Hig h Desert Middle School, Ponderosa and Three Rivers Elementary, and Central Chr isti an School. Other meetings included community groups like the Opportunity Foundation, Full Access, Central Oregon Shooting Spo rts Association, the Redmond Chamber, Redmond Economic Alliance, and local teachers with the Oregon Edu cation Association. I have also had the opportuni ty to meet with public and pri vate groups including the Oregon School Boards Ass ociation, Oregon Heath Care Association, Oregon Hospitals Association, Oregon University System, Oregon He alth Authority, Oregon State Police, OSPIRG, Oregon Bankers Association, and lon g term care advocates such as AARP.
