Colin James to rock Carp Fair DEREK DUNN derek.dunn@metroland.com CARP – The best little fair in Canada unveiled this week what might be the best little lineup of entertainers, too. Among the artists at the 147th Carp Fair, from Sept. 23 to 26, are: • Colin James: blues, rock and neo-swing veteran; • The Road Hammers: topping Canadian country music charts since 2005; • Chilliwack: Can-con icons remembered for “My Girl (Gone Gone Gone)” and other classics; • Printers Alley Band: southern rockers all the way from Florida; • Gail Gavin: perennial favourite at the Carp Fair; • The Prescotts; • Tommy Cash: brother to Johnny, but with top 10 singles of his own. James kicks off the homecoming and opening ceremony Friday night. Opening for him is indie folk rockers The Prescotts. They are descendents of The Family Brown, who entertained on CJOH for many years. Tickets are $55 at the Carp Fair office, starting July 19. The Road Hammers take to the stage Saturday evening. Fair general manager Joyce Trafford is excited about this year’s lineup. “We are hoping to sell all the tickets (1,500 to 1,800) prior to the fair,” Trafford said. Cash will entertain Saturday afternoon, and Chilliwack will rock Sunday afternoon along with the high energy band Sticks’n Stones. Admission is free with a $10 gate pass. However, besides music there will be plenty to do and see at the fair. Along with rides and games and traditional fair foods such as cotton candy, spectators will be treated to The Flying Fools. These high divers don’t just jump into a pool from way up there. Fire is incorporated into the act. The immensely popular lumberjack show won’t be back, just like the racing pigs from a few years ago. But that’s because every couple of years the fair has to give folks something new to talk about, Trafford said. “That’s it. Two years, then it’s time to change it up.”

CARP – Residents have come together to form the basis of the West Carleton Health Access Foundation (WCHAF), but they insist they will need help to ensure medical services remain strong in the community. Chair Moira Winch, vice-chair June Lemmex and secretary treasurer Greg LeBlanc are the core that has constituted a foundation for the unique non-profit diagnostic facility at the Carp-located West Carleton Medical Centre. It will resemble a hospital foundation in that it will raise funds for medical equipment and the associated renovations, except that this foundation will be almost exclusively volunteer run. Other members include Roly Armitage, Connie Murray, Jack Shaw, Bill Cox and Dr. Barry Bruce. Together, the residents will purchase several pieces of equipment totalling more than $1 million over the next few years, including: • A digital X-ray unit at $350,000; • A diagnostic ultrasound unit at $300,000; • A bone mineral density unit at $200,000. Winch said patients in the catchment area – which includes all of West Carleton, along with major portions of Kanata and Stittsville; 100,000 people in all – have come to depend on accessing several services in one location. And she wants to ensure it not only stays but grows as technologies evolve. “I believe this one-stop shopping is really important,” said Winch, a Kanata resident and former clerk of Goulbourn Township. CARP - Dr. Barry Bruce and the West Carleton Family Health Team were recently named Family Practice of the Year for 2010 by the Ontario College of Family Physicians (OCFP). It is the first time the two-year old prestigious award has been given to a team from Eastern Ontario. A special presentation will be made at the West Carleton Medical Centre in Carp this November. OCFP representatives will travel here for the small ceremony, which is expected to include speeches.

James Parsons joins city election race VYDON ACRES - A business owner, family man and long-time resident of Ottawa is the third candidate to join the race for councillor in West Carleton-March. James Parsons of Loggers Way, in Vydon Acres near Fitzroy Harbour, put down his $100 to enter the Oct. 25 election last week. “I don’t think West Carleton’s had a real contender (to challenge two-time incumbent Eli El-Chantiry),” Parsons said. “I know he has a business, but why would you vote someone in that doesn’t even live here.” Parsons started Lawn/ Tree Landscape Maintenance in 1988 and continues to operate it to this day. He built his own house along the Ottawa River in 2005, and continues to live there with his wife, Julie, and three children Holly, David and Scott. “Over the years I have met a few of the people in West Carleton and am

Still, he maintains that he is independent of party politics or an particular ideology.
“I work for myself. I make my own decisions and I’ve done very well.” The most pressing issues include private property rights and roads. He said waterfront owners don’t fully possess their land, that Ontario Power Generation controls the water level so it should pay the taxes, too. Roads such as Loggers Way and Dewolfe Street are in bad need of repair, he said. On the issue of coyote control, Parsons said people should learn to live with wildlife. However, on the Terry Fox extension, he said MNR needs more funding and manpower to determine if the area has sensitive habitats. The larger solution is to have the National Capital Commission take over running the city, much like Washington is run by the District of Columbia. On transportation, he would like to see a system similar to the GO-Train in Toronto. But city spending must be reorganized first. “Why does the downtown core get all the money?”

Foundation of a community It is our estimation that the West Carleton Health Access Foundation (WCHAF) is among the most important, if not the most important, nonprofit organization to start up in many years. We have carefully followed WCHAF since it germinated in May, producing two stories – ‘West Carleton fundraises for new X-ray’ and ‘Developing X-Ray Vision’ – along with notices in the community bulletin board and an editorial: ‘A most pressing need.’ Today’s issue offers more exposure to this crucial organization. The fact that 300 patients (us, our loved ones, our neighbours) are served each month by the X-ray machine should signal the diagnostic facility’s importance. But there are more reasons to support the WCHAF than the practical and immediate; one reason is what it says about us, as a community, that we support a facility with a mandate to assist people in their time of need; another is that it shows rural folk don’t just believe in self-sufficiency – they live it. Offering your time and expertise, or your financial support, goes a long way to saving this area’s largest health facility. There is a very real danger of losing some of the services we have come to expect. But there is an even greater opportunity to show governments and other jurisdictions that West Carleton takes care of its own. In response to a number of articles that have recently appeared in the West Carleton Review and West Carleton EMC, the landowners of Lane Street wish to confirm that the Point Beach is private property and that the residents will not be participating in the ad hoc “Beach Protocol Implementation Committee” being moderated by Jane Currie. We are astounded that a group has been established whose purpose is to determine the protocol on how they will use our property. This is offensive and will not be recognized by the Lane Street landowners. Just to reflect on how this situation evolved to where it is: 1. Prior to 2007, The Point Beach landowners have allowed 100-150 people to be their guests on their property on nice weekends. Those who permitted guests did so in the spirit of community and because they were able to manage the behaviour of this size of crowd. We were one of the few beaches that permitted limited community participation on our property. 2. In the last three years the crowds have escalated to over 800 on a nice weekend day. Manageability and control of the crowds was impossible. Lawless behaviour increased proportionately. Why did the crowds escalate so dramatically? Three things come to mind: a) Social Networking Tools. One person tells two, who tells four, who tells eight etc., etc.
b) Article in the July 2008 Ottawa Sun with our councillor talking about the beauty and water quality of this fantastic resource. In my opinion, our Councillor was essentially inviting anyone from the City of Ottawa to visit our property. c) Police Inaction. The police have been reluctant to do anything to help these owners as the crowds swelled. The majority (certainly not all) of the new visitors coming to our property were doing so, because this was the beach where apparently, no laws existed. The visitors knew that you could drink alcohol, smoke dope, litter, urinate wherever you saw fit, etc., etc. You could do anything you wanted without police interference. This would never happen at any of the City of Ottawa public beaches. Lack of police action was typically explained to the homeowners with the statement that ‘we don’t know who owns the property, so don’t know what laws to enforce.’ With the situation fully out of control, what would a reasonable landowner do? The answer lies in the actions that the Lane Street residents went about doing: 1. Notify the beach committee of the local community association of our issues and what we intend to do to solve them 2. Provide police with all legal documents defining ownership to water’s edge 3. The police then sought a legal opinion from the city solicitor as to
ownership boundaries. The city solicitor came to the same opinion as was provided to the Township of West Carleton, via the respected law firm Soloway, Wright, Houston, Greenberg, O’Grady, Morin in 1983. Both opinions were that the owners of Plan 412 own to the water’s edge. In addition, an appeal court judge ruled that the lots fronting the river on Plan 412 did own to the water’s edge. 4. Erect signage to inform and educate the public that the beach was private to the shoreline. 5. Expect the public to respect our privacy. Now, I ask the question …. Is what the Lane Street landowners did responsible and reasonable? The answer by any legal expert and landowners in general, would be a resounding yes. The opponents feel passionately that this is a public beach. My only advice to them is to take their concerns to a higher court and let a judge decide. Until that time the beach will remain private, the police will be called when considered necessary and they will do their best to move people to the public road allowance or charge the violators under the Trespass to Property Act. What instances are you aware of where deeds, plans of subdivision and crown patent land grants have been provided to your local councillor and the police and it takes this long (over two years) to have your basic property rights protected? Lovely Lorna becomes an octogenarian She is one of the most spirited women I know. Her favourite colour is purple, and she wears it often. She creates mouth-watering desserts, but rarely eats more than a bite of her own sweet concoctions. She bowls a mean game, and cleans her own house. She has raised five children, and helped to guide 14 grandchildren through life. She is the matriarch of the Fisher family. And I can’t believe she is 80 years old. She probably can’t,
either. Last Sunday, we hosted 45 of Lorna’s family members who wanted to let her know just how much they appreciate her. The sheep stayed up near the house all day. I think they liked all the attention. The folks from the city donned rubber boots and toured around the farm, meeting the lambs, the donkey and the cows. The farmer stuffed a turkey and cooked a whack of steaks on the barbecue. Everyone else brought a salad, a side dish or a dessert. I think there is enough wine and beer here to last us ‘til August. It’s shocking to
think we can feed 45 people within the walls of the farmhouse, but we did. We were bumping into each other in the halls, and spilling out onto the porch to watch the rain fall softly down from underneath the patio umbrella. So Lorna was born in 1930. The same year that Sean Connery, Tippi Hedren, Clint Eastwood, Steve McQueen and Imelda Marcos were born. In 1930, the Mickey Mouse comic appeared for the first time. Scotch tape was introduced (what the heck did we use before that?). See MUCH, page 6

My advice to the opposition is two fold: 1. Consider starting a legal action in the higher courts to resolve your belief that this is a public beach. 2. Recognize that this property is private and work through the local community association to determine a solution whereby inland residents of Constance Bay and Buckhams Bay may gain more privileges from all waterfront landowners and what rules would be affected to alleviate the landowners concerns. I for one would be willing to participate in such a group that would be organized by the local community association. In the interim, we ask that the public respect our rights to privacy. Change be gins here. That is my slogan and that is what my entire campaign is based upon. Change. I believe that the City of Ottawa is a great place, but still believe we can do better, a lot better. My view of how the city will work is much like how you deal when child accomplishes a task or challenge. You simply do not say ‘good job’ and leave it at that, but rather ‘good and what are you going to do next?’ I do feel that the incumbent has done some good things for the all of us in the West Carleton area. I feel the entire council has done some good things. He has done some poor things as well, just like the rest of city council (missing the 30 year exclusion clause while avidly supporting the development prior to it being found, being a current example.) I have not seen that drive to innovate or develop ourselves to the next level. I see a lot of CYA activity and fence sitting when it comes to making tough decisions. I believe we have much more potential, and I know we can do this. I have identified three high level areas to work on. The first is improve city services and service delivery. The second is improved services for the disabled, the homeless, seniors and youth. As much as I believe in personal responsibility, everyone should have the same opportunities to succeed and develop, with no bar-

Within these three areas I have identified several key action items and policy positions which are progressive and innovative. My website has a lot of history and details on where I stand. Youth places second at Kiwanis event DUNROBIN - Solo performers from the Kiwanis Music Festival – National Capital Region won top prizes during the Ontario Music Festival Association (OMFA) provincial competition held in Waterloo last month. The 2010 OMFA provincial solo competition ran from June 12 -17 inclusively and performers from Ottawa’s Kiwanis Music Festival were awarded 10 Gold, 7
Silver and 4 Bronze finishes. “Our musicians did very well at provincials this year. We are very proud of them,” said KMF president Jim Brough. Marc-Andre Veselovsky of Dunrobin won second place in Grade 8 - Voice. The Kiwanis Music Festival-NCR, second largest festival in Ontario, recommends numerous performers for the provincial competition each year.

He gets along well with small submissive female dogs but has issues with other males. He is good with cats. O’Brien tells supporters: ‘I felt the fire again’ BLAIR EDWARDS blair.edwards@metroland.com Ottawa mayor Larry O’Brien announced last week he will seek a second term in office. “I’m here to tell you probably the worst kept secret in Ottawa,” said O’Brien outside his downtown condo on Wednesday, June 30. “It is my intention of running for another term for being mayor of the capital of Canada,” he said. “We’re on the brink of something magnificent, something wonderful and quite frankly I want to finish the job that I started in 2006. “This morning when I woke up I felt the fire again.” The announcement comes a day after city council approved the controversial Lansdowne Park development on Tuesday, June 29. “What we have done in the
last term of council is simply outstanding, and I want that to continue,” said O’Brien “Therefore, I’m putting my name in the hat to be mayor of my hometown, Ottawa.” O’Brien said the city has made great strides forward under his leadership, adding he wanted voters to elect him based on his performance in office. “If they think the city has progressed forward (in the past) three and a half years then I’m going to ask for their vote, because there’s more to be done,” said O’Brien. The mayor said he didn’t want the city to go back to being “Nottawa”. O’Brien campaigned in 2006 on a “zero-means-zero” tax platform, a promise he was unable to achieve during his nearly four years in office. “I will never stop trying to get zero as a tax rate,” O’Brien said.
O’Brien’s 2006 election campaign was also marked by a promise to scrap the north-south light rail plan. Council later cancelled the route leaving the city on the hook for a $36-million settlement with Siemens, the firm hired to design and build the north-south line. The federal and provincial governments have since agreed to spend $1.2 billion on the City of Ottawa’s new light-rail plan, starting with an east-west line from Blair Road to Tunney’s Pasture passing through a downtown tunnel. Under O’Brien’s watch the city has voted to renovate the Ottawa Congress Centre, to provide more convention space for businesses, and to reduce the amount of sewage flowing into the Ottawa River. Council has also approved sewer system upgrades and the city’s new green bin program.
O’Brien’s term in office was also marked by charges of influence peddling during the last municipal election, ending in a full acquittal. “I think the trial certainly had an effect on my public persona,” said O’Brien. “I was exonerated.” O’Brien said he decided to run after looking at the list of names on the mayoral slate, including Bay Coun. Alex Cullen and former Ontario cabinet minister and mayor of pre-amalgamation Ottawa, Jim Watson. Recent polls by the city’s media indicate this is Watson’s race to lose, placing him well ahead in the popular vote. O’Brien said the 2010 mayoral election will be about leadership.
“Leadership is about getting things done,” O’Brien said. O’Brien called Watson a professional politician. “I’ve told Jim many times that he’s the single best politician that I’ve ever met,” said O’Brien. “I don’t think that’s what the city needs. I think the city needs progress.” O’Brien said he couldn’t think of a single thing Watson did as a former mayor of Ottawa to make the city a better place. “We will not go back to the constipation of amalgamation, the inability to make decisions, the inability to forward in this city,” O’Brien said. “In 2006 the city voted for change. In 2010 I want the city to vote so I can finish the job.”

Councillor enters mayoral race STAFF A second long-time city councillor tossed his name into the mayoral race Monday. Clive Doucet, who has represented Capital Ward, made his announcement at the Corktown Footbridge just off Somerset Street. A published author and poet, Doucet had considered dropping out of politics entirely. “I will not be the go-to guy for
developers,” Doucet said. He joins a field of 12 candidates including incumbent Larry O’Brien, challengers Jim Watson and Alex Cullen. Observers say Doucet and Cullen hold similar left wing perspectives, and could steal votes from frontrunner Jim Watson during the Oct. 25 election. Doucet’s political career started in 1997 when he won Capital Ward for the regional council.

WEST CARLETON – There is finally representation from all sides of the political spectrum in the mayoral race, which should lead to a healthy debate on citywide issues, according to West Carleton-March Coun. Eli El-Chantiry. Now that incumbent Mayor Larry O’Brien has announced his intention to seek a second term, El-Chantiry said there should be clear choices around issues such as taxation. “To say the least, now we have a race,” he said. “I would like to hear about good value for money.” Frontrunner Jim Watson has promised to cap property taxes at 2.5 per cent, reminiscent of O’Brien’s promise in 2006 to freeze taxes. The latter never happened, making El-Chantiry leery of making similar prom-

Drinking inside a parked car? Still a no-no OTTAWA POLICE SERVICE
WHO LET THE DOGS OUT? A passerby called 911 after he nearly ran over two dogs that were running all over Galetta Side Road, shortly after 3 p.m. on June 28. A short while later, police located the owner and put the dogs back behind bars, so to speak, and instructed the owner to keep them off of the roadway. The owner said he was unaware his dogs were on the lam. ONE BEER EQUALS THREE-DAY SUSPENSION A driver was issued a threeday license suspension after he registered an alert on the roadside screening device. Not only did the driver lose his license to drive for three days, but it will cost him $150 to have his license reinstated, and once the insurance company learns of the suspension, look out $$$. Police stopped a suspected impaired driver on March Road at around 5 p.m. on June 25 and detected an odor of alcohol coming from the driver’s breath. When the driver was asked how much alcohol he consumed he said, “One beer.” All told; this will definitely be one expensive beer for the driver.
B&E: June 28 Upper Dwyer Hill Road: A house near the Upper Dwyer Hill and March Road intersection was broken into sometime between the early morning hour and 5 p.m. on June 28. The house is situated in a forested area that is isolated and difficult to see from the roadway. The unknown culprits forced

lifting a window out of its frame and then prying open a locked basement door to gain access to the rest of the house. Once inside the thieves rifled through drawers and cabinets for jewelry and cash. Along with a grey metal lock box containing personal documents, approx. $8000 worth of jewelry was also reported stolen. Mischief: June 26 Richardson Side Road: A complainant’s home was pelted with eggs sometime between 10 p.m. on June 25 and 2 p.m. on June 26. The eggs were thrown at the left side of the complainant’s garage door. June 27 800 Block of March Road: A complainant called the OPS Call Center to report the destruction of her free-standing mailbox. The incident occurred between the late evening hours on June 25 and early morning hours on June 26. A neighbor, who happened to be looking out of her window at the police cruisers further down March Road at around 2:30 a.m., spotted three youths running

The unknown thieves rifled through the unlocked car and stole a black Telus cell phone and charger. July 1 Thomas A. Dolan Parkway: A complainant reported his bike stolen to the OPS Call Center. The theft occurred sometime between 6:30 p.m. and 8 p.m. on Canada Day. The complainant stated that his bicycle was locked to a fence in front of the Dunrobin Community Center. Patrol Officers in the West Carleton area responded to 46 general calls for service from the public for the reporting period of June 25 to the July 1. Is it a surprise to anyone that drinking inside of a parked car is illegal? Under section 31.(2) no person shall have or consume liquor in any place other than a residence, premises in respect of which a license or permit is issued, or a private place as defined in the regulations. So, a parked motor vehicle on or off the highway isn’t a legal place to consume liquor. However, what is permitted as defined in the regs is a motor vehicle that is equipped with sleeping and cooking facilities and is parked off the highway as defined under the HTA, and is being used as a residence. Therefore, you can consume liquor in an RV that is parked off of the highway. At around 10:30 p.m. on June 26, police were dispatched to Marathon Park for a suspicious vehicle call. On site, police located two 24-year-old males drinking inside of the car. When police told them it was illegal to drink in a vehicle they both appeared shocked at that bit of news and stated to the officer that they had always been drinking in their parked vehicles in the park. Because both occupants blew under the legal and warn limits, they were only issued liquor license fines and sent on their way, hopefully, much the wiser.
MANMADE PATHS OF DESTRUCTION Perhaps a form of senseless entertainment or distraction for the youth, but an irritant for the communities that lay in its wake. The first microburst occurred at around 2:30 a.m. on June 26, in the south March area. In this case, three youths were spotted walking away from a bicycle that was deposited in the middle of March Road, in front of St. Isidore School. Before the complainant could safely retrieve the bike, a large truck drove over it and flattened it. The complainant told police that the three teens were spotted walking down March Road, heading towards Maxwell Bridge Road. A shortly while later, a mailbox is smashed up in front of a house near the intersection of March and Maxwell Bridge Road. The owner discovered the destroyed mailbox later that morning. Within minutes of the mailbox being destroyed a neighbor informs police that she spotted three youths running away from the flashing emergency lights and heading down Maxwell Bridge Road. Another destructive path formed sometime around 5:45 a.m. on June 27, in the Beavertail and Richardson Side Roads area. In this case the destructive forces were driving around in a suspected red vehicle, possibly a Pontiac Sunfire. Starting from Whitetail Drive and turning onto Beavertail Road and then onto Richardson Side Road, unknown forces destroyed or attempted to destroy several mailboxes and newspaper stands using firecrackers and lighter fluid. One complainant on Whitetail Drive reported waking to the sound of a speeding vehicle and firecrackers at around 5:45 a.m. Upon investigation, the complainant found a pile of discarded fireworks close to his mailbox. Another complainant reported hearing the sounds of fireworks being discharged in front of his home on Richardson Side Road at around 6:10 a.m. All along the path of destruction, numerous spent fireworks were found inside of EMC and West Carleton Review newspaper stands, and mailboxes. In one case, a newspaper stand withstood the fireworks blast and attempt to ignite the paper inside.

Part three of the four-part series Situation Critical explores seniors’ concerns about the care they receive in long-term care homes, and a representative example of those who experience exemplary care. THIRD IN A FOUR-PART SERIES
By Rob O’Flanagan When a visitor pounds on the metal door of his no-frills, $550 a month apartment, George LeLievre slowly, painfully answers. That he is able to unlock the heavy door and swing it open with enough energy to flash an inviting smile and offer a “Please, come in,” is a remarkable feat, given the number of complex medical conditions that reside, or have resided, in this frail 67-year-old man’s body, and considering the number of times the tough Hamilton senior has walked a tightrope around the mouth of his grave. A broken back, five hernias, tuberculosis, colitis, lymphoma, at least two heart attacks and coma — LeLievre’s scar tissue draws a map of a tough life lived hard, of a body ravaged by manual labour, tobacco and drink. One of 17 children born to Pearl LeLievre and her husband George Sr., of Kirkland Lake, LeLievre is a living, laboriously breathing anomaly: He walked out of a long-term care home and returned to life in the community. Ministry of Health and Long Term Care statistics from 2009 show just 11.6 per cent of residents across the province were discharged to a private home. The average stay for more than 75,000 frail elderly in 625 provincially supported nursing homes is three years. During LeLievre’s year and a half in Victoria Gardens Long-Term Care, the sound-of-mind senior said he was witness to a situation that was as much detention centre as home, where residents were left in wheelchairs in front of televisions morning to night, and where, he said, the recently deceased were left in their beds for hours in plain view of visitors. LeLievre said he was provided a bare minimum of medical care and personal attention, despite his serious needs. “Seven-thirty in the morning they give me my medication,” said LeLievre, sitting at the kitchen table of his sparsely furnished flat, pictures of his large family on the walls, a cigarette burning in his bony fingers. “Then at noon, I get my medication. And four o’clock, I would get medication. And that’s all they done for me.” Ranka Stipancic, administrator of Victoria Gardens, on Victoria Avenue North, defended the level of care at the home. While she wouldn’t speak to LeLievre’s case specifically, citing privacy regulations, she said the home has been caring for residents with high-intensity medical needs for years, and that the province has a special program that helps defray
the costs of that care. Current Ministry of Health records (from May) show Victoria Gardens performed better than the provincial average on inspections over the last four years. Stipancic said round-the-clock registered-nursing care and staffing levels are adequate to meet the care requirements of residents. LeLievre’s view of his time at the government-licensed home in the Landsdale neighbourhood reflects concerns expressed by patients, families and elder advocates during research for Situation Critical, Metroland’s special report on long-term care. While Ontario’s most urgent problem is that tens of thousands of its most medically needy, fragile seniors are stuck, sometimes for years, on unbudging wait lists for a nursing-home bed, barriers to care can also arise once a senior secures a place in long-term care. Years of understaffing and pressure from the influx of increasingly older residents with more complex medical and personal needs leave staff gasping to cope with the demands. The average age of residents at admission is 80, and about 73 per cent have Alzheimer’s or other dementia. It can be overwhelming for front line personal support workers just to meet the daily living needs of the majority of residents, leaving those more able to fend for themselves. A skeletal figure with sunken cheeks and large, animated eyes, LeLievre said he often had to change his own colostomy bag in the nursing home despite chronic back problems. He continues to battle cancer and heart disease. “When I needed help to change my colostomy bag, I’d say, ‘Can I get some help to do that?’ They’d say, ‘With you in a minute.’ Then it was, ‘Oh, it’s my smoke break.’ Or it was, ‘Oh, dinner hour, can’t do it now.’ I wind up changing it myself.” Stipancic, the home administrator, said some residents choose to change their own colostomy bags. For those who are physically and cognitively capable, “the staff will provide teaching in order for the residents to maintain their independence.” Personal support workers assist those who need help with the procedure, she added. LeLievre said the dead were neglected during his stay. When a roommate passed away, the deceased man was left in his bed for hours. “There’s no courtesy there to pull the drape around him,” he said. “He lay in that bed all night until maybe 11 o’clock in the morning … That’s not the only one I seen, I seen many of them go that way.” Stipancic said when a resident dies in a long-term care facility, a physician is notified to come to pronounce death. Every tenth death is investigated by a coroner. “We can’t move the body until either the physician or the coroner have been here,” she explained, adding the body is
always screened with privacy curtains as part of postdeath care. An end stage of the health care system, long-term care is generally acknowledged as the place where those who need 24-hour personal and medical assistance go to live out their last days. Despite the large number of people residing in homes, those who study long-term care say it remains largely an out-of-sight, out-of-mind sector. “I think long-term care has been marginalized from mainstream health care,” said Kevin Brazil, a professor in McMaster University’s department of clinical epidemiology and biostatistics, an expert in long-term care and care of the dying. “It has been sort of bracketed and pushed aside.” Implicit ageism and a “sanitized culture” that distances itself from the realities of death and dying contribute to the marginalization, he added. A Residents Bill of Rights (included in the health ministry’s Long-Term Care Act) has long been in place to protect those living in long-term care settings, and a new and expanded version of the bill, containing more than 25 rights, will be in place this summer. But those rights — the right to be properly clothed and groomed, to privacy, to participate fully in care decisions, to engage in activities good for mind and body, and provision for family and residents’ councils through which complaints can be made — are widely overlooked and often violated in homes across Ontario, advocates for the elderly say. Homes post the Bill of Rights for residents and families to see, but there is pervasive fear of repercussions for complaining. “There are a few things about long-term care that are barriers to the enforcement of any standards or any rights,” said Natalie Mehra, director, Ontario Health Coalition, “and one is that residents are afraid of repercussions for complaining, the same as their families.”
First-hand accounts of the conditions and quality of nursing homes cover the exemplary as well as the questionable. A 2009 survey by the Ontario Health Quality Council found 60 per cent of families rated the care of their loved ones in nursing homes as good. Wendy Renault, whose mother, Janet, 86, lives in Willowgrove Long Term Care Residence in Ancaster (operated by Chartwell Seniors Housing REIT), is a representative case. She said her mother trusts the workers, smiles at them, hugs them and holds their hands. “I figure that’s the best testament to the care she gets here,” the daughter said. Chartwell officials spoke of the absolute need for empathy and compassion in long-term care. “Most of the people that work in this field are here because this is really what they want to do,” said Linda Schertzberg, Willowgrove administrator. “You have to be a strong individual, because we deal with death. They are here for eight hours a day with intense one-on-one with the people they are working with. So they become close to the residents.” Administrators in long-term care homes plead lack of funding and staff as a root cause in cases when care is less than optimal. “I don’t want to cry about money,” said Pat Morden, chief executive coach of Hamilton’s Shalom Village, a progressive home with a good reputation. “But it is pathetic what we get, and it’s not enough to do what you (the public) want us to do and what we want to do.” The Ontario government is currently overseeing a review of funding, but there is no indication yet of what steps — if any — come next.

How animals deal with the heat
Michael Runtz Nature’s Way keeping most of your tender foot from contacting the hot surface. Tiger Beetles, those day-active hunters that chase down prey on scorching sand, also step up when the sand gets hot. Their elevated bodies allow more air to flow between them and the sand. Because they look as if they are standing on stilts, this behaviour is known as “stilting.” Birds stay cool by staying in the shade. They also compress their feathers against their body so that heat escapes more readily. Their wings are spread
that part. Beavers own tails that are tailor-made for this function. Those pancakeflat structures can lose heat at any time of year, so in winter the blood flow to the tail is drastically reduced. A few animals even use fans. Honeybees work collectively and use their wings as fans, pushing warm air out of the hive and cooler air in. The outflow of air is why the smell of honey is so strong near hives in summer! When it comes to summer heat, Nature owns the copyright to fans, umbrellas, and air conditioners! Personally, I do not like heat. In fact, if it was not for the rich assortment of dragonflies and butterflies that enliven summer walks, I would prefer to skip this season completely. However, we do have ways of escaping the heat. Fans and air conditioners have been working overtime these past few days. Many of you enjoyed waterside retreats and I spent as much time as I could in my canoe perusing cattail marshes. Although our wild neighbours have fewer options when it comes to extreme temperatures, they also employ some ingenious ways of staying cool when the mercury soars. Some of their adaptations are really not that different than the ones used by us. Many animals keep much of their activity confined to the early and late hours of the day when the sun’s effect is less direct, and seek shade during the rest of the time. A few create their own shade. Dragonflies raise their abdomens high in the air and arch them over their backs to cast shade on their head. Thus their bodies serve as living umbrellas. On hot sand you generally walk (or run!) on tiptoes,

Brenda Hurrle filed her paperwork to run for Lunney’s soon-to-be-vacant chair. Hurrle made her decision two months ago but filed the papers with the town on June 28. Before making her decision official, however, she met with Lunney,
who officially announced his retirement as mayor at the town council meeting on June 28. “He and I talked before I declared and I told him what I was going to do,” said Hurrle last week. “One of the reasons I’m running is because I’ve been involved in the community for a long time,” she added. “I think I have a lot to offer the community.” A resident
of Pakenham since 1980, she served as executive director of the United Way of Lanark County for several years, and was the manager of a Royal Bank of Canada branch. Even though she stepped down from her duties with the United Way back in September, she indicated she felt that she
still had things to accomplish, including running for mayor. So far, Hurrle is the only candidate for the Mississippi Mills mayor’s job. “(But) I’m sure that there will be more. It’s early days yet,” she said. Hurrle predicted that there will be certain issues, like hydro
and septage, that will dominate discussion on the campaign trail. She noted that provincial downloading of certain responsibilities to smaller municipalities was still being felt financially. See FINANCES, page 25

Finances of concern to mayoral candidate “I think we have to step back and look at our financial position,” she said. “We’re not in a bad position … (But) we have to find a way to do things differently.” Hurrle stated that she wants to explore alternative revenue streams and examine what savings can be found in the town’s budget. “My parents used to tell me that it takes 10 dimes to make a dollar,” Hurrle said. “But people don’t think like that anymore … You have to think small in order to get big. There are little things that you could do to get where you wanted to go.” Another election issue may be the urban/rural split. “Yes, we have a bit of a problem which has been brought about by the waste water treatment plant,” said Hurrle. “(But) I don’t see that ... Overall, I think we do try to work together and I want to bring that to the fore.”

Speaking of the different wards that make up the town, she noted that, “each part has its strengths.” One change Hurrle would like to see around the council table would be to open the meetings up to the public even more. “I’d like to get council on the web or TV or something so that more people can see what we do,” said Hurrle. “I believe in community and inclusiveness.” At the very end of the town council meeting on June 28, Lunney made his retirement official. “I’ve 100 per cent enjoyed this job. It’s a really great job,” he said. “It’s been a pleasure working with everyone.” While he will still be sitting in the mayor’s chair until this winter, when a new council will be sworn in, he did have some advice for whomever takes over his chain of office. “Listen to staff and let them do their job. Don’t think that you know better,” Lunney said. “I have no intentions of going out quietly,” he added, noting that he will still be involved in local affairs.

Debbie Trenholm of the Savvy Company, a renowned sommelier specializing in Ontario wines, played a spirited role in Her Majesty and His Royal Highness’ private luncheon featuring local ingredients at the newly renovated Canadian Museum of Nature June 30. “I will never forget the phone call when I was asked to be the sommelier for a private luncheon for her Majesty Queen Elizabeth the Second,” Trenholm said. “I’m an advocate of Canadian wines. My focus was to wow the guests.” The 100 or more guests, some local dignitaries and some from out of town, included the 84year-old Queen and 89-year-old Prince Philip only briefly, but Trenholm assures that the afternoon was executed beautifully by Thyme & Again Creative Catering. ROYAL MENU After the Royal couple toured the museum, and the Queen unveiled a plaque dedicating a tower known as The Queen’s Lantern, it was time for a bite. Mel Lillie for years has sold firewood outside the main gate at Fitzroy Harbour Provincial Park. He ensures the safety of his wood, saying it comes from Lanark County. He also isn’t worried about the borer in West Carleton, provided it isn’t brought in. “It’s south of Carp Road you got to worry about. Not in this area,” he said. However, cutting down every ash tree in Ottawa is not the solution, according to West Carleton-March candidate and forestry expert James Parsons. He says the government should return insectides to store shelves. “It’s really serious. Some of those trees downtown are 200 or 300 years old,” Parsons said. “We have the easy solution, but they’ve been taken off the market.” In April 2009, the federal government issued a ministerial order restricting the movement of all ash products and all
types of firewood out of parts of the cities of Ottawa and Gatineau to protect the region’s ash trees. Any movement of wood out of these areas is strictly prohibited unless approval is sought from the Canadian Food Inspection Agency (CFIA). EAB is strictly regulated by the federal government as a plant pest under the Plant Protection Act. The EAB is a metallic-and-greencoloured beetle responsible for the demise of millions of ash trees in the northern United States and Canada. Its presence in Ottawa was first confirmed in July 2008. Since that time, the city and the Regional Forest Health Network, along with its regional partners, have been working together to educate residents about EAB and the dangers of moving firewood. They city plans to plant 100,000 new trees. The provincial government has expanded its Family Fishing time frame from a weekend to more than a week this year. Ontarians can fish licence-free for nine straight days July 3 to 11. They can fish on their own or at a local derby or festival. The most prominent local event is the fifth annual Ryan Baskin Fishing Derby headquartered at the Arnprior Fairgrounds July 10. Morris Island is always a good spot. The Calabogie Fish and Game Club fishing derby, headquartered at Barnet Cottage on Calabogie Lake, will also be held July 10. Family fishing events across the province offer anglers valuable fishing tips and the opportunity to learn good conservation practices. Family Fishing Week is supported by the Ontario Federation of Anglers and
Hunters, Canadian Sportfishing Industry Association and Canadian National Sportfishing Foundation, as well as many local sponsors. “We welcome the expansion of Ontario’s licence-free family fishing weekend to nine full days, including two weekends,” says Ontario Federation of Anglers and Hunters executive director Mike Reader. “We really hope that families will take advantage of the opportunity, in conjunction with National Fishing Week, to get out on one of Ontario’s thousands of spectacular lakes and rivers and experience the joy of fishing together.” All Canadian residents may fish licence-free in Ontario waters during Family Fishign Week, but non-residents require licences. Participants have to follow conservation licence limits. The province says about 1.3 million anglers fish in Ontario each year for the province’s 160 species of freshwater fish, spending $2.5 billion in the process.
