Politicians wade into beach ownership issue

CONSTANCE BAY – Some members of Friends Against Privatizing Constance Bay Beaches attended Sunday afternoon’s fundraiser at The Point. But it is the politicians and candidates who are showing new interest in the debate, albeit a little late for residents on both sides who say there has been little leadership on the issue. West Carleton-March Coun. Eli ElChantiry has followed the issue for many years, and recently announced the clearing out of beach access ways. Now his competitors in the Oct. 25 election, Alex Aronec and James Parsons, are showing an interest. Parsons is in research mode, and Aronec is pressing for a “joint statement” from the City of Ottawa and Ottawa Police Service addressing the matter. He believes it could head off a more serious situation. “It is my concern that an inadvertent confrontation is going to occur,” Aronec said. “If a clear position is not presented and soon, the situation will continue to escalate.” Carleton-Mississippi MPP Norm Sterling, a former lawyer with experience in property rights, isn’t overly concerned with an escalation in the debate. So long as the rowdy people are charged, he would like to see the public access the beaches. “To my mind it’s a policing issue. I suspect policing will improve and the issue will die to the background,” he said. “The rhetoric and escalation will only be resolved by someone pressing the issue in court. Until then, I think
people can get along.” He wouldn’t say whether the waterfront or non-waterfront owners should force a decision by the Superior Court of Ontario. But he reiterated that some level of public property should exist. “As a public policy matter, I don’t believe any waterfront property should be owned,” the veteran Tory said. “I would still like to see the public have some access to the beach.” Jack McLaren couldn’t disagree more. The McLaren’s Landing resident and Ontario Landowners Association president is vying for the Progressive Conservative nomination in CarletonMississippi Mills against Sterling. Many insiders say McLaren has registered more party members than Sterling, and will likely represent the party in the 2011 provincial election. McLaren signed onto a letter in the July 8 issue of the West Carleton Review that read, in part, that police will lay charges under the Trespass to Property Act. Although beachgoers on Sunday went past a no-trespassing sign erected by waterfront owners, and police were near at hand most of the afternoon, no charges were laid. Rick Dooher is an organizer with Friends who was at the beach on Sunday. He doubts his 3,000 members would vote for McLaren if he campaigns on championing the private property side. Still, he’s glad to see politicians are finally getting involved. “I even got a call from (mayoral candidate) Jim Watson. Asked what he can do to help,” Dooher said.
