Politicians wade into beach ownership issue

PARKIN’ IT IN CARP

Although too young to remember the band of the same name, listening to the hum of his 1922 REO Speedwagon is sweet music to Dan Dobbs-Armstrong’s ears. The numbers are still being tallied, but it seems this year’s Carp Show and Shine raised a solid amount for both prostate cancer research and the 4H. See more photos from last weekend’s event on page 4.

CONSTANCE BAY – Some members of Friends Against Privatizing Constance Bay Beaches attended Sunday afternoon’s fundraiser at The Point. But it is the politicians and candidates who are showing new interest in the debate, albeit a little late for residents on both sides who say there has been little leadership on the issue. West Carleton-March Coun. Eli ElChantiry has followed the issue for many years, and recently announced the clearing out of beach access ways. Now his competitors in the Oct. 25 election, Alex Aronec and James Parsons, are showing an interest. Parsons is in research mode, and Aronec is pressing for a “joint statement” from the City of Ottawa and Ottawa Police Service addressing the matter. He believes it could head off a more serious situation. “It is my concern that an inadvertent confrontation is going to occur,” Aronec said. “If a clear position is not presented and soon, the situation will continue to escalate.” Carleton-Mississippi MPP Norm Sterling, a former lawyer with experience in property rights, isn’t overly concerned with an escalation in the debate. So long as the rowdy people are charged, he would like to see the public access the beaches. “To my mind it’s a policing issue. I suspect policing will improve and the issue will die to the background,” he said. “The rhetoric and escalation will only be resolved by someone pressing the issue in court. Until then, I think

people can get along.” He wouldn’t say whether the waterfront or non-waterfront owners should force a decision by the Superior Court of Ontario. But he reiterated that some level of public property should exist. “As a public policy matter, I don’t believe any waterfront property should be owned,” the veteran Tory said. “I would still like to see the public have some access to the beach.” Jack McLaren couldn’t disagree more. The McLaren’s Landing resident and Ontario Landowners Association president is vying for the Progressive Conservative nomination in CarletonMississippi Mills against Sterling. Many insiders say McLaren has registered more party members than Sterling, and will likely represent the party in the 2011 provincial election. McLaren signed onto a letter in the July 8 issue of the West Carleton Review that read, in part, that police will lay charges under the Trespass to Property Act. Although beachgoers on Sunday went past a no-trespassing sign erected by waterfront owners, and police were near at hand most of the afternoon, no charges were laid. Rick Dooher is an organizer with Friends who was at the beach on Sunday. He doubts his 3,000 members would vote for McLaren if he campaigns on championing the private property side. Still, he’s glad to see politicians are finally getting involved. “I even got a call from (mayoral candidate) Jim Watson. Asked what he can do to help,” Dooher said.

Arnprior man killed in rollover GALETTA - An Arnprior man was killed in a rollover on Highway 417 east of town Tuesday morning. OPP report Ronald Levesque, 41, was partially ejected from his pickup truck and pronounced dead at the scene of the accident. When OPP Ottawa Traffic Detachment officers responded to a report of a vehicle leaving the westbound lanes of Highway

417 near the Galetta Side Road about 5:50 a.m., they found the pickup overturned in the ditch. Police say the driver had lost control and speed is being considered a factor. The highway’s westbound lanes were closed for just over seven hours, reopening about 1:15 p.m., to allow for the investigation. Westbound traffic was rerouted at Kinburn Road. It was the third fatal crash on roads east of Arnprior in the past six weeks, two in the last 10 days.

At around 10 p.m. on Monday, July 5, police were dispatched to a motor vehicle accident involving a bear. The driver told police she was heading northbound on Galetta Side Road when a

bear suddenly ran in front of her car. Despite the driver slamming on her brakes, the car collided head-on into the bear. Surveying the accident scene, police found small bits of blood and bear scat on the roadway, and a cracked front left headlight and dented driver’s side door on the car.

for how funding gets allocated,” said the veteran Tory. “Hospitals get a lot more (funding) for X-rays than does a private clinic. But that doesn’t seem to matter. It makes no sense at all.” Sterling said he will continue to work as hard as he can to help the clinic, but the rules may not change for another two to 10 years, if at all. That’s because radiologists and others in urban and suburban areas are fine with the system – pay scheme - as it is, he said. “They want to continue to placate people who are getting paid too much.”

CARP – There is not much chance the provincial government is going to kick in money for the X-ray machine or any other aging units at the West Carleton Medical Clinic, according to Norm Sterling. “There is no point in continuing to ask when you know the answer is no,” said the Carleton-Mississippi Mills MPP. “Things are going to get tight (with provincial funding) and they are going to have to.” The West Carleton Health Access Foundation (WCHAF) formed recently to raise CLINIC EXPANSION almost $1 million over the next few years Meanwhile, it looks like the longto purchase equipment for the clinic, awaited clinic expansion will take place which has a catchment area of 100,000. in late August or early September. Sterling said he has been following the See CLINIC, page 6 clinic’s plight for some time, talking with everyone from the clinic’s Dr. Barry Bruce to Health Minister Deb Matthews. Sterling also spoke to Champlain Local Health Integration “Here for you” Network CEO Dr. Robert Cushman about the clinic, calling it a “mini-hospital” that doctors cannot be expected to continue to subsidize. Giant hogweed confirmed in Ottawa, Renfrew County There are a number of distinguishing features that separate giant hogweed from similar plants. It truly is giant, with stems 1 to 3 inches in diameter (sometimes reaching four) and marked with dark purplish blotches or spots and covered with sturdy bristles. The flowers form a flat-topped, umbrella-shaped head up to 2½ feet wide. The leaves are deeply incised and can reach up to five feet in width. The most common local “look-alike” lso likes roadside ditches. It seldom exceeds five feet in height, and the leaves are only two feet across. Cow parsnip lacks the purple blotches on giant hogweed, and it is covered with fine hairs rather than the coarse bristly hairs. These finer hairs give it a “fuzzy” appearance. The flower heads are similar – flattopped and umbrella-shaped – but less than a foot across. Giant hogweed can be difficult to eradicate. A number of herbicides are effective, though none are effective at killing the plant’s perennial roots. Cutting the plant off with line trimmers can be very dangerous, as the rotating line can spray the sap a considerable distance.. The plant can be cut off using shears or a bladed tool, though it will resprout. If there is only a single plant, it can be dug up, though this is a difficult process. An effective procedure for controlling giant hogweed is to cut off the flowering heads, seal them inside plastic bags and leave them out in the sun until all seeds are killed (at least one week).

July 15 2010 - WEST CARLETON REVIEW

Giant hogweed, a dangerous invasive plant, has now been confirmed in Ottaawa and Renfrew County. After several reports last summer, a plant was found in Laurentian Valley near Pembroke, and action is being taken to remove it. Sightings of hogweed were also made in West Ottawa this week at an unnamed park and a private lot. Giant hogweed, which came originally from Asia, is firmly established throughout much of southern Ontario. A member of the carrot and parsley family, it is distinguished by its huge size – it can grow up to 20 feet in height, with leaves up to five feet in width. It generally prefers damp, rich soils, such as that found along roadside ditches, or in other moist, disturbed areas. If the sap from a broken stem or crushed leaf, root, flower or seed comes into contact with damp skin (perspiration will suffice) and the skin is exposed to sunlight, severe burns, blistering and painful sores may result. Even a tiny amount of sap getting into the eyes can result in temporary or permanent blindness. The only known antidote to contact with the sap is immediate, thorough washing using soap and water. Once irritation begins, medical advice should be sought. Those most at risk include road maintenance crews cutting roadside ditches, lawn and garden maintenance labourers and other outdoor workers or recreationalists. The sap can be spread by pets or livestock that have been in contact with the plant.

Capital United scores high in South Africa Carp player enjoys high level tournament KATIE MULLIGAN katie.mulligan@metroland.com After taking Canada by storm, Ottawa’s Capital United men’s soccer team went on to face some of the best soccer players in the world. The team, with members from West Carleton to the east end of Ottawa, won the national tournament in June, allowing them to advance to the Global Beer Champions 6v6 international amateur soccer tournament, held in the same location as the World Cup. Team member Kyle Washington, who grew up in Carp, said the team returned from Johannesburg, South Africa not long after the early July tournament. “We were one of the best teams there,” he said. “We were unlucky to lose to Vietnam in the semifinals, but we won more games/ scored more goals than everyone other than Brazil.”

Washington said the team was proud of their accomplishment overseas. The Canadian team kicked off the tournament in Group A, along with Vietnam, China and South Africa. On Canada Day, the team was ranked second after the roundrobin phase, right behind Brazil, who was ahead by five goals. Canada beat Vietnam in the first game 1-0. They continued the winning streak in the second game, beating South Africa 3-0 and China 3-0. The Capital United headed to the semifinals, where they lost 1-0 against Vietnam. In the finals, Vietnam lost to Brazil 3-0. “Vietnam was all over the field,” said Washington of the semifinal game. “We had a ton of chances, but

fate wasn’t on our side that game.” The team felt the loss to Vietnam was “dishonest” due to the amount of play-acting their players were doing. “But at the end of the tournament, we held our heads high because we won the second most games among the 11 countries in the tournament (other than Brazil, tying with Vietnam),” said Washington.

But it depends on the Ministry of Environment (MOE) to give final approval. Because the property’s storm water drains into the Carp River, MOE approval is needed. It is also one of the reasons for the delay. Following the City of Ottawa’s controversial handling of the Carp flood plains and a residential development in Kanata, all work was put on hold, including the clinic’s. “I’ve been working (with the clinic) a great deal on it. They are so crowded there it’s unbelievable,” Sterling said. The project details include: • from 5,000 sq. feet to 11,000; • $2.4 million construction costs (two years ago); • 45 additional staff members; • 1,000 additional patients; • a 50 per cent increase to physiotherapy; • from 55 parking spaces to 135. “There have been some major hurdles, but I think we are on track now,” Bruce said.

A theatrical concert about Gram Parsons, the original cosmic cowboy who lived fast and died young, comes to the Valley July 21, thanks to Stone Fence Theatre. The music show, which insiders describe as the “hot show of the year,” most recently played to a sold-out audience at the Ottawa Cisco Bluesfest and to an enthusiastic reception at Hugh’s Room in Toronto. It stars Carp area musician Anders Drerup. Grievous Angel: The Legend of Gram Parsons was inspired by Ottawa writer Michael Bate’s interview with the doomed singer/songwriter in Boston in March 1973. Sadly, it turned out to be Parson’s last recorded conversation, as he OD’d six months later. Bizarrely, his body disappeared and was cremated, according to his wishes, at Cap Rock, California. Stone Fence Theatre is bringing the show to Eganville as part of a series of special summer events that complement its theatrical season. “It’s a show that Valley music fans will love,” says the company’s producer, Ish Theilheimer. “It played to full houses and standing ovations in Wakefield and Almonte, where we saw it. It features some of the Valley’s top musicians in a unique musical play that will really get people talking.”

Kelly Prescott and Carp’s Anders Drerup star as Emmy Lou Harris and Gram Parsons in Grievous Angel, which plays at Stone Fence Theatre in Eganville Wednesday, July 21. Parsons was described by the magazine Allmusic as “enormously influential” for both country and rock, “blending the two genres to the point that they became indistinguishable from each other.” Although his name isn’t well known,

his recordings with groups like the Byrds and the Flying Burrito Brothers shaped the sound of country and rock music. The show’s music is instantly recognizable to music fans. Bate’s musical play stars Drerup, an up-and-coming young actor/singer/

musician, as Parsons. He tells about his life and his music, and explains what drove him to go out in a haze of glory in a cheap motel on the edge of the Mojave Desert, nearly 40 years ago. The monologues and music are woven together to create a compelling portrait of one of the most influential artists of his generation, the patron saint of alternate country and Americana. The musical score is by Parsons, the Rolling Stones, Hank Williams, the Louvin Brothers, Chris Hillman, Chris Etheridge, Merle Haggard, Bob Dylan, Dan Penn, Elvis Presley, Ric Grech and Bob Buchanan. An incredible amount of music history is represented in this musical theatre concert and that has impacted these young performers who have learned so much about Parsons and also about themselves as well. The play features a five-piece band, including Tom Martel, from Wilno and legendary pedal steel player Al Bragg of Ottawa and Kelly Prescott, in the role of Emmylou Harris, who was a protege and singing partner or Parsons. The show will tour California and Oregon in October. The show starts at 7:30 p.m. at the Eagle’s Nest in the Eganville Community Centre. Tickets cost $25 and are available, with reserve seating, by phone toll-free at 1-866-310-1004.

EDITORIAL

Don’t hug the hogweed Look before you leap. Into an embrace with giant hogweed, that is. The nasty weed has hit the news big time in the last week with sightings around the region and stories warning people not to get too close and personal with the giant plant. Hogweed can give you severe blisters and even cause blindness. Hogweed sightings have been made in a couple of places in West Ottawa and in Renfrew County, as near as Horton. So it’s likely only a matter of time until someone finds hogweed in Woodlawn, Buckham’s Bay or some other area of West Carleton. As a result of the publicity, government officials are urging people to report sightings to the invasive species hotline set up by the Ontario Anglers and Hunters in conjunction with the Ontario Ministry of Natural Resources. The number is 1-800-563-7711. There is also hogweed information at the website www.invadingspecies.com/Invaders. Obviously, it’s wise to be on the lookout for the giant weed when enjoying the great outdoors. But there’s no reason to get too excited. Running through clusters of hogweed in your bathing suit or rubbing up against it is dumb, just like it is to roll in poison ivy. But Hogweed won’t leap out and attack you. And because of its size, it’s hard to miss. Exhibiting common sense is the best way to make sure you don’t become a giant hogweed victim.

Canada Day a huge success in Dunrobin: DCA president To the editor: Thanks to all for attending another successful Canada Day celebration. Please join me in thanking the volunteers for all for their hard work. Without them – and in particular without the organizers Jill and Greg Patacairk – this event would not have taken place this year. We had to work especially hard and long this year because the number

of volunteers were half that of past years. We’ll be pushing you a bit harder next year for more help as it is too much work for a dozen people to run the show for the hundreds in attendance. Thanks also to the three bands – 2BDetermined, Barlow & Co. and Full Circle; music sounded awesome and we had many positive comments. WAG (dog agility) was a big hit as was

the Circus Delights show. Special thanks goes to Gord McCord for loaning the stage and to Tanja at Abaco for providing the delicious cakes! If you have any comments or feedback on the event, or suggestions for next year, we’d love to hear from you. Margot Menna President, Dunrobin Community Association

Spend money on the roads we use most To the editor: Hello again: this is James Parsons writing a letter to the editor of the West Carleton Review concerning the roads in and around West Carleton. I live on Loggers Way on the river, and the only road that is worse than that one that I drive daily on is Limebank Road, For 17 years it was a terrible road to take, but a good shortcut around the airport to get home. It is now an awesome road to drive on, totally changed/improved for the residents of Riverside South and beyond. Roads are a necessary evil in civilized society. They are the backbone for all infrastructure and development. The new road going in at the end of Terry Fox north will tie in the developments already in place further north to the commercial establishments along Highway 417. It will also relieve some of the traffic congestion on

March Road. All of the afore-mentioned is an example of what the City of Ottawa can accomplish when the dollars are spent for the people. We pay an awful price at the pumps these days, so hopefully more money will be available to maintain the roads already in use. One last comment about the roads would come at the expense of the province. Why does the old Highway 17 at the Kinburn exit have street lights but there are none on the ramps off the new split highway? Having driven well over a million kilometers so far, I know that the ramp can be a very scary drive in early winter after dark, especially after the first snowfall. NEW TIRES OLD PROBLEM After wrapping the front end of his van around a tree, shortly before 8 p.m. on July 5, the driver was asked by patrol officers how many beers he had consumed. “Four beers an hour ago at the shop,” replied the driver. The tire shop where the driver had just installed a new set of tires on his van was just around the corner from the accident scene. And, it was just around the corner of Caranmore Road that the van was driven into the ditch. Smelling alcohol on the driver’s breath, patrol officers administered a roadside screening test, to which he registered a fail. With the aid of a breathalyzer, at the Huntmar police station, police determined that the driver had a blood alcohol concentration (BAC) of 154mg of alcohol per 100ml of blood. This

B&Es July 4 - 800 Section of Kerwin Road: A homeowner called police to report a break and enter that occurred sometime between 9 a.m. and 8 p.m. on July 3. The owner told police that upon arriving home he immediately noticed that the front door was hanging open. When the owner looked through the house he discovered that the master bedroom had been turned upside down and numerous electronic items, jewelry and currency were taken. On investigation by police, it was determined that the suspects pried open a second story balcony door and gained access to the master bedroom. The B&E investigation team is looking into this matter. MISCHIEF July 5 - Len Purcell Drive, Constance Bay: A complainant called the OPS Call Centre to report a vehicle mischief that occurred sometime between 5 p.m. on June 30 and 9 a.m. on July 2. The complainant stated that unknown persons smashed in her front passenger window with possibly a pop can. SUSPICIOUS July 6 Bayview Drive, Constance Bay: At around 7 p.m. on July 6, a beach walker complained to a homeowner that a male had been shooting and setting off fireworks over people’s heads as they walked past his residence along the Buckham’s Bay beach front. Even though the beach walker did not want to become involved, the complainant felt it was necessary to report the incident to police. Remember, you are the eyes and ears in the community; please make the call. TRAFFIC July 2 Ar mitage Ave., West Carleton: An ATV operator was observed driving a four-wheeler down Armitage Avenue without a helmet on and pulling a trailer with a young child seated inside of it. Police spoke to the driver and warned

OUT TO PASTURE A large cow that was wandering all over Dunrobin Road last Monday, at around 5:30 in the morning, was finally put out to pasture after she was chased down and corralled in by two passersby. Out of concern that passing motor vehicles would be creamed, the complainant called 911 to report the incident and took action to steer the cow towards greener pastures.

Const. PETER JEON STRANGER IN THE NIGHT Shortly after midnight on July 6, a drunk looking male who was in his 40s with blond hair and sporting a bandana was spotted swerving all over Galetta Side Road on his bicycle. The cyclist was last seen pulling over at the side of the road looking like he was going to be sick.

him about driving his unregistered ATV on the roadway without a helmet on. By law, ATVs are not permitted on any Ottawa roadways. However, patrol officers may use their discretion provided that ATVs are being used in a safe manner. This means that both the driver and passenger must be wearing helmets; the machine is registered, plated and insured; and all documentation immediately available for inspection by police. For additional information on ORVs and ATVs, give the West Carleton CPC a call at 613-236-1222 ext.2982 or stop by the West Carleton Client Service Centre.

Patrol Officers in the West Carleton area responded to 35 general calls for service from the public for the reporting period of July 2 to the July 8. With the summer in full swing, so is the Ottawa Police Marine Dive and Trails Unit, or MDT for short. As part of the West Carleton Rural Action Plan, members of the MDT Unit have been actively plying the upper Ottawa River with one important thing in mind, boating safety. Over a two-day stretch, between July 3 and 4, 19 provincial offence notices and warnings were issued for boating related infractions on waters between Fitzroy Harbour and Constance Bay. In addition, a marine noise complaint that was received on June 24 was successfully silenced on the first day patrol boats hit the waters of the might Ottawa River. A complainant, from Fitzroy Harbour area, reported that a dark colored vessel, with a very loud and disturbing Mercury outboard motor, frequented the waterways of Fitzroy during the early evening hours. On July 3, marine patrol officers skimmed over the waterways of Fitzroy Harbour with an ear out for the noise offending pleasure craft. Within good time officers echo located the boat and conducted a vessel stop. When asked about the engine noise, the owner explained to the officers that the noise was the result of missing engine exhaust ports. Understanding his responsibilities under the Ontario boating regulations and the concerns of the local residents, the owner assured the officers that the exhaust ports would be reinstalled in short order to reduce the noise levels.

was almost twice the legal limit of 80mg of alcohol per 100ml of blood. Because the driver’s BAC was well over the legal limit at the time of the accident, he was charged with care and control of a motor vehicle over 80mg.

Each week we feature animals from the Arnprior and District Humane Society that are up for adoption. # 3717 and 3734 These 12-week-old female and male kittens are very playful, curious and active. Cameo and Dodger were both brought to the shelter to find great homes. Cameo is very affectionate and outgoing - she is a social butterfly. Dodger is a little shy at first but warms up quickly. Both kittens are good with other cats and are litter trained. Please consider adopting one of these sweet little kittens. # 3710 Henry Do you have room in your home and heart for large and affectionate Henry? He is a four-yearold neutered male who was brought to the shelter in May as a stray. Henry is an outgoing, talkative cat who is easy to handle. He is not an active cat - he prefers to sit in a cat bed and take everything in. Henry tolerates other cats but prefers his own space. Supplies the shelter needs: bleach (desperately), paper towels, liquid laundry soap, and canned dog food.

Make This Summer Season a Safe One

In a Boat, Wear a Lifejacket

MC - Swimming is a popular pastime when it is hot outside -- providing good exercise and keeping you cool. However, on average 4,000 water-related injuries occur every year. Many of them are related to swimming and boating. One in four fatal drownings is a child under the age of 14.

HOME - AUTO - COMMERCIAL - FARM - LIFE

Even non-fatal drownings can be dangerous. Brain damage can occur from when a person is denied oxygen for prolonged periods. That is why pool safety should be an utmost priority this season. Swim in safe areas only. It’s a good idea to swim only in places that are supervised by a lifeguard. Swimming in an open body of water is different from swimming in a pool. You need more energy to handle the currents and other conditions. Don’t panic and don’t fight the current. Swim with the current, gradually trying to make your way back to shore as you do so.

While many of these injuries occurred in larger, commercial pools, accidents can still occur at home. Turn off the filter for safety’s sake when the pool is in use. * Learn CPR. So don’t let paying attention to safety turn you off. Now go have fun!

Historic year in first football a success McArdle It was great for the girls to get that first win. It gave them confidence they could compete with teams in this league. It was a total team effort as the defense played great in shutting them out and the offence moved the ball when they had to . The next game versus kanata the Wolverines would score their first touchdowns as Chelsea Hay would have two touchdown receptions on passes from Quarterback Bria Katsoulis in a close 14-12 loss. This was a breakout game for the offence as they would move the ball and score very well the rest of the season. That would be apparent in a close 21-18 loss to Cumberland as the Wolverines would score on the last play of the game in a exciting shootout. The Wolverines would gain their second win of the season versus the Bell Warriors in a close 13-7 come from behind win as running back/receiver Hillary Wilson would score the go ahead touchdown. Chelsea Hay would add the other score and receiver Sarah Wilson would touch a Bell player in the end zone for a single point. This first version of the Wolverines could also play defense as they would have several strong games throughout the season. The opponents quarterbacks were under constant pressure from speedy rushers Coralie Scissons and Taylor Gribbon who would have several sacks each during the season. The Wolverines were one of the leading teams in the league with interceptions as all the girls who played on defense would record interceptions (Sierra Stanley, Tiffani McMurray, Katy Baker, Mal Donaldson). As the season would progress the Wolverines were a well respected team that other teams knew would play hard and never quit. The Wolverines would end their season in the semi-finals on June 26 in a game versus the Kanata Knights. In a rainy low scoring game the Knights would prevail 7-1. The future however looks very bright for girls touch football in West Carleton as the Pee-Wee team can return all 13 players for next year.

For the last two months a group of 12and 13-year-old girls have been playing touch football in West Carleton with the local tackle football club the West Carleton Wolverines. The team has been playing games as part of the National Capital Amateur Football Association Girls Touch Football League. The girls league has been operating for the last eight seasons however this was the first time the Wolverines have entered a team. Club president Andy McArdle adds: “As a club we felt that adding girls touch football was an opportunity to offer football to a greater number of kids in our community. It is very popular in the schools and I thought that would carry over to the age groups our league offers.” The league has two age levels pee-wee ages 12-14 and Bantam ages 15-17. The Wolverines held three registration nights in April and were able to recruit 13 players enough to field a pee-wee team. Practices began in early May and the girls quickly developed into a team that was anxious to play their first ever game. The first game in Wolverines Touch football history was played at West Carleton Secondary School on Sunday May 30. The opponent was the defending champs from Nepean. The girls played a great game, as for many this was their very first game experience. The Wolverines were able to move the ball well and played stingy defense shutting out the Nepean squad in the second half. Nepean would go on to win the game 19-0 but the program was off and running. It would take two more games before the Wolverines would gain their first ever win in club history. On a Tuesday night in Kanata vesus the East Ottawa Generals the Wolverines were locked in a scoreless tie right until the final play of the game. With the ball on the Generals five yard line Sarah Garrett would punt the ball into the end zone for a single point and a Wolverines win. Contributing on offence with receptions that helped move the ball into scoring position were Riley Mcmanus and Hayley Gow. That win seemed to be the turning point as the girls continued to improve on a nightly basis, Head Coach Andy

Michael Runtz Nature’s Way carefully for nest-building activity, then patiently waiting until the nest is left unguarded. As soon as the opportunity arises she darts in and lays an egg. While laying can take up to an hour for some birds, a cowbird drops an egg in a mere minute or two. Then she slips away as quickly and silently as she arrived. Because cowbird nestlings grow more quickly and are usually larger than their nest mates, they garner most of the food. Just last week I found a Song Sparrow nest containing

two very healthy cowbirds and a dead, starved sparrow behind them. So why do birds raise young cowbirds at the expense of their own young? The answer is simple – they cannot tell the difference. The complexity of the cowbird is well exhibited after the nestling stage. Young cowbirds can be raised by any of a couple of hundred species. Thus, young cowbirds can be reared on diets that differ according to their host’s preference. And during their infancy cowbirds only hear the songs of their surrogate parents. Despite this, when cowbirds grow up they seek out their own kind and sing their own song (which spans four octaves in mere milliseconds, leading one ornithologist to describe them as vocal gymnasts). So why do cowbirds abandon all parental

Shannon O’Brien, Leslie Osborne

responsibilities? They likely adopted this lifestyle in their initial range, which spanned only the prairies. There they followed the great bison. Because these animals performed large migrations, it makes sense that a bird closely affiliated with them might drop an egg into another’s nest as an insurance policy in case their own nest failed. Through time this behaviour might become modified to the point that cowbirds stopped making their own nests. When cowbirds moved east their egg-laying ways stayed with them. When you see a young cowbird being fed by a smaller surrogate parent, condemn it not. Instead, praise it for being one of the most complex and fascinating birds on this planet! For most birds, raising young is a major expenditure of energy. Nests require as many as a thousand material-gathering trips. Eggs are kept uniformly warm until they hatch. And hungry mouths demand an endless supply of caterpillars and other foods. One local bird forgoes all this effort. It never carries a twig or beak-full of mud. It never presses its skin against hard shells. And it never stuffs food into babies’ mouths. That bird is the Brown-headed Cowbird! So if a cowbird abandons all parental responsibilities how does it produce as many as 40 young each year? The answer is simple - it uses surrogate parents. These, however, do not get paid for their services and, in fact, often pay a costly price. Birds that raise young cowbirds often do so at the expense of their own young. But before you condemn the cowbird, think for a moment about the complexity of its lifestyle. A female cowbird first performs espionage that would impress even Ian Fleming. She spies on other birds, watching

More money needed for long term care

LAST IN A FOUR PART SERIES

By Mike Adler and Rob O’Flanagan

T

he answer to gridlock across Ontario’s longterm care system is an injection of new money, elder advocates say. For nursing-home operators, a top priority is the fulfillment of a long-standing promise from the province to fund more staff. Ontario’s Health Quality Council, a watchdog agency, sees more assisted-living homes as a potential pressure relief valve for overwhelmed nursing homes. For thousands of Ontario families battling the system’s long waiting lists and cumbersome bureaucracy, any relief measure would do. “I think the first thing that is needed are more homes,” Denise Riekstins of Toronto wrote in a typical e-mail response during research for Metroland’s special report. “The waiting lists are ridiculous, especially for newer homes. I also think that more thought should go into how to improve home care, maybe make it more affordable, so the person can stay in their home as along as possible. Institutional homes are certainly not like home.” Health Minister Deb Matthews says quality improvements are taking hold now in all nursing homes, with a focus on reducing traditional health risks such as falls and bed sores. Efforts to make more home care available as an alternative are in progress under a $1.1-billion program created in 2007. More short-stay beds are being created, to help reduce the number of seniors placed permanently in long-term care. Such “restorative” beds, as Matthews calls them, allow elderly people with short-term needs to be placed temporarily

in nursing-home beds to regain their health, and then go home. But what exactly has to happen to produce real change? “I think more time,” Matthews said. “I mean, it does take time to change a system.” Christina Bisanz, CEO of the Ontario Long Term Care Association, believes in a conversion that would see nursing homes become a “hub” for all types of care. With the right kind of planning, she says, Ontario’s existing 625 homes could feature day programs for the frail elderly who have dementia or chronic diseases, “to help them to live in the community as long as possible.” Bisanz said nursing homes can become “more than just the residence where 24-7 care is given.” In some Ontario long-term care homes, that’s already happening. At Shalom Village in Hamilton, residents pump iron to help maintain functional mobility. Shalom’s health-club concept was originally regarded skeptically by potential funding bodies, said Pat Morden, the home’s chief executive. A longterm care home is traditionally viewed as a place of restful care. That’s changing. Experts in the field of gerontology say such workouts help prevent falls and other debilitating mishaps, and can also improve cognitive ability. Benefits flow to the home and the resident. Attitudes about what longterm care settings should be like and what services they should offer are changing rapidly. Researchers are looking at ways to incorporate brain-benefiting music classes and computer games, and body-strengthening practices such as yoga and tai chi, into daily routines to make the final years of life more rewarding, positive and healthier. Morden has witnessed the ca-

pacity of activities such as music to reactivate mind and spirit. One resident who had a musical background but was debilitated by Parkinson’s and dementia began to participate in the home’s long-standing drum circle. He hadn’t spoken for two years. “He was in the drum circle and he was drumming, and he was sobbing,” Morden said. “He just sobbed and sobbed. And then gradually he took over the leadership of the drum circle. That’s the magic, to find those moments for people, at some level.” Demands on long-term care in Ontario are mounting as the population ages, and as a more affluent and informed population demands better care and more services. Expectations of long-term care

have steadily increased in recent decades, said Dominic Ventresca, director of seniors services for Niagara, who oversees eight municipally run homes. Residents who grew up during the Depression were content with “a bed and a meal,” and an occasional visit from a doctor or nurse, Ventresca said. Ontarians now expect care that is above that base level, Ventresca and others said, with a greater selection of meals and activities, and more timely service — not just having nursing or personal support available, but having it delivered in a timely way, such as more frequent changing of diapers and other incontinence products. Gerry Phillips, Ontario minister responsible for seniors said that the province is also encouraging development of tech-

nology — from high-tech pushbutton devices to summon help or monitor health, to low-tech kitchen sinks people in wheelchairs can use — that could help seniors stay home longer. As demand for senior-friendly devices grows, Phillips said, costs should go down. In a decade, the first of the baby boom generation will hit 75. By 2036, the number of Ontarians 75 and over will rise to 2.2 million, from 850,000 today. Seniors will outnumber children in the future, and one might expect that a scramble to build as many new nursing homes as possible would be under way. But that’s not what the province is doing, contrary to what some experts on the elderly advise. Indeed, the focus is on aging in place. Ontario elder advocate Doris Grinspun said Scandinavia incorporates the elderly into dayto-day life, and embraces them as vibrant members of the community. Every senior in Denmark gets a phone call at 75. “Happy Birthday!” says the nurse on the line. “We’d like to discuss how to help you stay in your house as long as you want.” Grinspun, cochair of the Elder Health Coalition, an adviser to the province of Ontario since 2004, said “we haven’t made enough progress” on helping seniors age gracefully at home, and there’s no time to waste. In many places, small steps and shifts in attitude are inching toward a future where it’s intended that most Ontarians won’t need a nursing-home bed, no matter how long they live. Long-term care in Ontario is undergoing “total renovations,” and elder advocates Concerned Friends of Ontario Citizens in Care Facilities said it is pleased with the province’s new patientcentred direction, said Phyllis Hymmen, the group’s president. “There’s a lot of encouraging things happening,” she said, adding people are still afraid of what the future may be like, “but increasingly less so.”

FRAME SALE Buy 1st frame at regular price and receive the 2nd frame FREE* OR Kristel and Shantale D’Aoust brought this photo in of a fox apparently with mange. The girls said it was behaving erratically, snipping at the grass near Galetta Side Road in the village. Another fox with mange was recently reported in the Dunrobin area. Mange is a skin disease found in mammals caused by a mite that burrows beneath the skin. Dogs are susceptible, but it rarely affects people.

tools of the beekeeper will be on display and those interested can try on a beekeepers veil and spin an extractor to see how the honey is removed from the live frames. Lacelle’s Apiary has been producing honey, beeswax candles and skin cream for over 15 years. The hives are located on an 80 acre hobby farm where the bees work hard through the warm months collecting nectar from pastures filled with wild flowers. As summer turns to fall and clover and basswood blossoms give way to the asters, daisies and goldenrod of fall the bees are still hard at work gathering nectar against the winter months ahead. “Autumn honey is a darker honey,” said Lacelle. “It’s more of an amber colour and has a deeper, richer flavour. “Why not drop by and try some?” said Lacelle.

Sweet surprises are in store for visitors to The Carp Farmers’ Market this Saturday, July 17, which promises to be a honey of a day. Paul Lacelle of Lacelle’s Apiary and also President of the Lanark County Beekeepers Association, will be on hand with a presentation on the work, lives and production of the honey bee. “Honeybees play an essential role in pollinating many of our Canadian food crops,” said Lacelle. “They’re not just there to produce honey! Most everything that flowers and fruits owes its crops and flowers to the work of the honeybee.” Visitors will be able to see how a typical hive is set up; where they live and where they store their honey. Woodlawn musicians headline jazz Concerts by Candlelight

Impressions in Jazz, a West Carleton orchestra, performs at Billings Bridge on Friday, July 23. ings Estate. “Their interest in presenting the history of the museum parallels our interest in presenting the history of jazz,” said Cho. “The estate itself is a beautiful venue and it’s always great to have people come

out for the first time and find out what a wonderful treasure it is.” Dance studio Swing Dynamite has once again been invited to join the Impressions in Jazz Orchestra to provide an important aspect of the

that visitors are asked to bring spare lawn chairs this time, just in case, said Brahm Lewandowski, Billing Estate’s Acting Museum Administrator. The Concert by Candlelight evenings take place at Billings Estate

National Historic Site, 2100 Cabot St. Admission is $20 per person and $45 per family. Refreshments will be served at intermission. For more information, call 613-247-4830 or visit Ottawa.ca/museums.

Don’t forget to bring your dancing shoes to the Concerts by Candlelight evenings of the summer at Billings Estate National Historic Site. On Friday, July 9, visitors were invited to spend an evening under the stars and enjoy the music that once filled the Billings’ family home in the early 1800s. The second evening takes place Friday, July 23 from 8 p.m. to 10 p.m. It is music to your ears as the West Carletonbased Impressions in Jazz Orchestra strings together an unforgettable performance, presenting the history of swing dance music from the 1920s to ‘50s. This is the fourth consecutive year the Concert by Candlelight series has featured the Impressions in Jazz Orchestra. Adrian Cho, founder and conductor of Woodlawn-based Impressions in Jazz Orchestra, said the band loves playing at Bill-

swing era – dance. While the Impressions in Jazz Orchestra plays swing dance music, Swing Dynamite’s teachers will actually get you on your feet, bopping along with the music. “This is an exciting year for us,” said Natalia Rueda, the artistic director for Swing Dynamite. “It’s the first time we’re teaching a lesson for the guests.” Rueda said the lesson will be choreographed, but will also be part improvisation. “We like it this way because it’s more of a show,” she said. Cho said Swing Dynamite dancers jive to music by the Impressions in Jazz Orchestra in the first part of the evening, followed by a swing dance lesson for anyone interested in participating. The evening concludes with a swingin’ good finale of dance moves and melodies. The concerts were so well-attended last year

BAILEY GRESHAM

CHELSEA PRETTY

Turns out practising is a big part of the game.

* Jason enjoyed the hamburgers at the clubhouse. He’s still growing. * I liked driving the cart. Handles well near the woods. As nice a club as Greensmere is, it still has that rural feel among members. Friendly and at home, many are more than willing to strike up a conversation – even with the guy who wears flip flops to the golf course. Club CEO Debra Griffith called it a family business her stepfather, John Green, built from dreams. “The Legacy course is the one he built to keep,” Griffith said. “He died of cancer in the wee hours of opening day in 2009. So he never got to see it.” Perhaps the most impressive thing about the course has nothing to do with the play. Greensmere has quickly developed a reputation for charity tournaments. Even on these pages, the recent Babs Harcourt tournament for cancer research was celebrated a few weeks ago. A similar men’s tournament is set for August.

CL20553

The popular Premiere course came first, in 2001. The linksstyle front nine is bordered with majestic pines and 30-foot elevation changes. The back nine has up to 60foot elevation changes and the ‘infamous’ birch tree growing through a 1934 Ford tractor in the middle of the 17th fairway. The Legacy course is the newest in Ottawa, having opened on May 1. With 11 water holes, plenty of bunkers and elevated tees it taxes at least one member of each foursome. * Chris said: “For a new course I’m really impressed with the greens.” They seemed a little fast to me, but maybe I’m a little slow. * John said: “It’s a nice course. Once it fills in, it’ll be really nice.” The view atop number nine was enough to wrap your arms around someone nearby. But John backed off.

Congratulations! Love Mom, Dad and Caylea

Members of Ottawa Region Media Group, owners of the West Carleton Review, played the new course at Greensmere Golf and Country Club on July 8. Joining them on the 19th green are club CEO Debra Griffith and, right, director of golf Tyler MacEachern. Golfers are, from second left, Jason Marshall, Derek Dunn and Chris McWebb. Missing is John Willems.

Herbfest set for Almonte on July 25 The 15th annual Midsummer Herbfest will be held Sunday, July 25. The gathering from 9 a.m. to 5 p.m. at the Herb Garden, 3840 Old Almonte Rd., rain or shine, is a must attend event for those interested in herbs, gardening, cooking and living a healthy lifestyle. Come for breakfast and stay as long as you like to enjoy live music, dance performances, cooking presentations, the children’s playground, crafts and music. Why not try a variety of tasty foods and refreshments at the popular outdoor food court or wander among the more than 90 vendors where you can discover many culinary, decorative and medicinal products such as potpourris, oils, vinegars, bath salts, massage oils, and preserves. Visitors to Herbfest can also tour the formal theme beds at the Herb Garden, featuring over 200 different varieties or herbs. Take a guided wild

herb walk or explore the labyrinth in this peaceful country setting. A special Herbfest highlight is the chef cookoff, hosted by Carp’s Debbie Trenholm, awardwinning local sommelier and owner of The Savvy Company. This event features three local chefs who will prepare delicious recipes featuring dill, the international herb of the year. Trenholm will recommend wines to accompany the tasty dishes. Tickets may be purchased in advance or at the gate, and there are discounts for families. Parking is available onsite for $2. For more information, including ticket prices, recipes and directions to the Herb Garden, go to www.herbfest.ca or call 613-256-0228. The Table Restaurant is pleased to sponsor this year’s Herbfest.

INTO THE FUTURE

PANMURE – It started out innocently enough. Four of us from the Ottawa Region Media Group (ORMG) are invited to play the brand new course, Legacy, at Greensmere Golf and Country Club. How bad could it be? I grew up on a golf course back in P.E.I. My dad ran one in Charlottetown. Many a summer day I biked over to play for free. Even got a hole-in-one before, handicapped as I was with no prescription glasses. Duffed it from blocks right into the hole. Greensmere should be a chinch. Turns out practising is a big part of the game. It was something regional publisher Chris McWebb had on me. That and 27 fewer strokes, finishing the day at 90. Same with regional general manager John Willems who clocked in with a 94. Managing editor Jason Marshall rounded out the humiliation with a 96. There isn’t enough space here to do the math with regard to my robust sum. Let’s just say I got my money’s worth. When they were spanking it down the centre of fairways, forced to endure long treks without ever seeing their ball, I was enjoying lush foliage on both sides. Golf is like billiards played on coin-operated machines. If you sink every shot right away, the game’s over. The new course is quite nice. For those who haven’t been, Greensmere is now a 36-hole championship golf course situated on just under 400 acres of scenic land just off March Road between Highway 417 and Almonte. It offers golfers a natural rural setting of rolling hills, mature woodland and ponds.

OPTIMUM

Extend Tire Life Improve Fuel Efficiency • Nitrogen is a dry, inert gas used to inflate airplane tires, off-road truck tires, military vehicle tires, and race car tires for improved performance and safety. During its journey through the tire wall, oxygen oxidizes the rubber compounds in the tire, causing under-inflation and deteriorated rubber. Dry nitrogen helps the tire to run cooler and more safely. Oxygen diffuses through nitrogen the tire much faster oxygen than nitrogen

Benefits of Nitrogen • Enhances safety • Improves fuel efficiency by up to 4% • Extends tire-life by up to 25% • Helps prevent under-inflation • Provides more consistent tire pressure • Reduces rim corrosion Improved Fuel Effieciency Maximize Road Grip & Handling Reduce Heat Buildup • An under-inflated tire operates at high deflection resulting in decreased fuel economy, sluggish handling and may result in excessive mechanical flexing and heat buildup leading to catastrophic tire failure
