Sunday’s Fly-In/Drive-In Breakfast at the Carp Airport was another resounding success, drawing flight enthusiasts from far and wide. Hosted by the Ottawa chapter of the Experimental Aircraft Association, the popular annual event had a number of aircraft on display and a hearty breakfast in store for visitors. Among those in attendance was Ian Berry of Australia, who was thrilled to get up close and personal to a Murphy Rebel, the very plane he is working to build back home. Berry met with the aircraft’s owner, Bob Cressman and gained some valuable insight. “He’s gold,” said Berry. “Talking to blokes who’ve done it is great.” Berry is a former mustering pilot,
having worked livestock from the air for several years. He’s looking forward to the Rebel’s planned completion date in February. The project began in 1996. “My airplane’s going to be the only one of its kind flying in western Australia,” he said. He believes there are only about five in his whole country. Berry was pleased also to witness the takeoff of Cressman’s seafoam green Murphy Rebel, named The Other Woman. Sunday’s rain held off for the morning and the lineup for breakfast was a permanent fixture as volunteers cooked for the crowds. The local EAA, Chapter 245, is one of almost 1,000 around the world. It is made up of amateur aircraft builders, owners and enthusiasts. The club has a hangar, lounge and workshop facility at the Carp Airport.

Break-ins continue to be a problem as Ottawa Police Service patrol officers in the West Carleton area responded to 55 general calls for service from the public from July 30 to Aug. 5. Police investigated break-in complaints in Constance Bay, Carp, Diamondview and Huntley. There were also one theft and two mischief reports from Constance Bay. ACTION PLAN The West Carleton Summer Action Plan to be specific.
All summer long marine and patrol units have been actively plying the rural roadways and waterways in an effort to put a proactive spin on enforcement. As part of the rural summer action plan, marine and patrol units conducted high visibility sweeps of the Constance Bay area July 3-4, targeting Liquor License, parking and boating safety infractions. As a result, seven Provincial Offence Notices (PON) and 16 warning were issued. On Sunday, July 11, patrol units attended the Friends against Privatizing Constance Bay Beaches fundraiser and issued two parking tickets and 32 PONs for speeding and seatbelt related infractions. And on Monday, Aug. 2, patrol officers conducted radar enforcement on Constance Bay Road at Monty Drive
and issued eight PONs for speeding. AND … ACTION A complainant called police around 6 p.m. Monday, Aug. 2 to report speeders in the area of Pineridge Road and Tall Forest Drive. The complainant went on to say that the offenders belonged to a film crew who were shooting a movie in the area. BREAK-INS Aug. 1 Newill Place, Huntley: A sump pump and a back-up battery were stolen from a vacant house sometime before 3 p.m. Aug. 1. The unidentified culprit kicked-in the back door and went directly to the basement to haul out the pump. Aug. 2 Allbirch Road, Constance Bay: A complaint called police to report a B&E that occurred sometime between July 29 and Aug. 2. An identified youth entered the house through a basement window, by prying it open with a screwdriver, and stole a bottle of gin. Police returned the youth to his parents.
MISCHIEF July 30 Len Purcell Drive, Constance Bay: At 3:27 p.m., an alarm was set off at the centre. A south-side maintenance door had been pried opened and an inside door knob damaged. A search of the building did not turn up any missing items. Police are investing this incident and will be reviewing surveillance footage. Aug. 2 in the 1200 block of Bayview Drive, Constance Bay: Two seven-foot exterior light fixtures were destroyed sometime between 2 and 8 a.m. Nothing was seen or heard by the complainant. Aug.2 Carp Road, Carp Village: Police were called to the Carp Fairgrounds around 1:30 a.m. Sunday after a caller stopped and detained one intoxicated male for stealing a golf cart. The caller told police he observed two males jumping into a golf cart and driving off towards the curling rink. When he shouted at them to stop, both jumped off the cart and took off running. Because one of the males was intoxicated, he had difficulty negotiat-

SUSPICIOUS Aug. 3 Stonecrest Road, West Carleton: At around 8:30 p.m., a complainant overheard what sounded like someone fumbling with a chain lock on his neighbor’s gate. Aware that his neighbor was away at the cottage, the complainant walked over to have a look and noticed a silver Impala backing out of the driveway and speeding away. Police searched the area and found everything to be in order. Aug. 4 March Road, South March: Shortly after 2:30 p.m., two 20-year-old males in a white pickup truck and cab were observed checking out the garbage bins at St. Isidore Catholic School. The complainant was unsure if the bin locks were cut off by the suspicious males. Police checked the area and found everything to be in order. The school custodian attended the school and told police that construction workers were moving portables on and off of the property.

Apparently, Constance Bay isn’t the only place where the moon shines brightly. Last Saturday evening, patrol officers were called to Fitzroy Harbour for a dispute between a driver and two female pedestrians. From what the officer gathered, two ladies were walking their dog along the roadway when a pickup truck that was travelling in the same direction, passed by them and swung wide on the roadway, so as to give them a wide berth. As soon as the driver passed by he looked in his rear-view mirror and noticed the ladies directing some sort of hand gestures towards him. In response, the driver stopped his truck and asked the ladies what was the problem. It seems, in every dispute there are two sides to every story. According to the driver, the ladies cussed and swore at him and called him a pervert. Then one of the ladies threw a football at the truck and “mooned” him. On the other side of the coin, the ladies said they used profane language, but didn’t call him a pervert; they kicked a football at the truck, but didn’t throw the football; and no one mooned him.

A tale of two taxes Previously only subject to the five per cent GST, utility rates increased eight per cent on July 1 when the HST came into affect. Ministry of Finance spokesperson Scott Blodgett said that, in general, the HST follows the same rules and tax base as the federal GST, which applies to electricity and heating fuels. “The government has said all along, while the vast majority of things will see no change, some things, like electricity and heating fuels, will change,” Blodgett said, noting Ontarians will see no change in the sales tax status for 83 per cent of total consumer expenditures. However, there is a point-of-sale rebate for the provincial component of the HST on books, children’s clothing and footwear, prepared meals under $4 and a list of other items. That means some products subject to GST are not seeing an additional eight per cent provincial component. It wasn’t clear why some items are exempt from the provincial portion of the HST while electrical and heating fuels are not, although Blodgett noted the tax plan also includes “significant permanent and temporary tax relief of $11.8 billion to people over three years.” Lanark, Lennox, Frontenac and Addington MPP Randy Hillier, meanwhile, suggested the essentials have historically been off-limits to taxation. While that concept is not always adhered to, he indicated it is an underlying principle. But the current government has a “great thirst for more revenue and everything is subject to taxation,” Hillier said, referring to the added provincial component of the HST to utilities.

Police were dispatched to Carp on July 9 after a group of teens were fired upon by an Airsoft pellet gun-toting male riding shotgun in a black sedan on Donald B. Munro. The teens told police that the sedan drove past them before a male climbed out and fired two shots. One shot struck a teen in the ankle, while another struck a girl on the left hip. At the time, there were about four white males inside of the black sedan, with the shooter being described as wearing a red hat.

STOLEN VEHICLE RECOVERED A 1997 Audi reported stolen from a Bells Corners condo parking lot back on Dec. 11, 2009, was found July 23 in an old quarry on Vaughan Side Road near Forest Edge. A patrol officer, who happened to be checking out the quarry, came upon the severely damaged Audi, lying on its roof. SUSPICIOUS YOUTHS At around 1 a.m. Sunday, July 25, a 911-caller reported a group of youths hanging around inside a house under construction on Cherry Hill Drive in South March. Police attended and spoke to the youths, advising then to leave the premise. The youths complied and left without any further incident.

Many residents across the region – including West Carleton - are finding an unwelcome surprise when they open their hydro bills. “It’s going up a minimum of 20 per cent,” said Bob Gervais, of Mississippi Mills, after he opened his bill to find a notice outlining the various increases in place. The first increase actually came on May 1 after Hydro One was given the go-ahead by the Ontario Energy Board to raise the delivery rate. The rate varies depending on where a customer lives, but the increase is less than 10 per cent for the average consumer, according to the utility. Hydro One indicated the rate hike was necessary to maintain a reliable distribution network. Time-of-use (TOU) rates are also coming into effect, meaning residents will be charged more when they use electricity during peak and semi-peak hours. And, of course, there’s the additional eight per cent added to the final total now that

While some have seen huge and unexpected swings in their energy use – a troubling trend the MPP suspects might be due to technical glitches – TOU charges are about to double the cost of usage during peak periods. “Most people cannot change their lifestyle due to work,” Hillier said. As for increasing the distribution charges to upgrade and maintain the network, Hillier said Hydro One could do that “by not being so bloody wasteful.” He pointed to what he called “exorbitant” payouts made to departing Hydro One executives, noting “there’s clearly an atrocious amount of waste at Hydro One.” Hillier said he saw a lot of people struggling last year to heat their homes. “I’m fearful how it’ll impact constituents here,” he said, adding that with all the compounding increases in hydro rates, residents might want to get a wood stove.

The retired resident indicated he’ll be dinged by peak rates since, as a senior, he can’t sit in his home in the middle of the summer without air conditioning. He’ll also pay the highest prices to do laundry since, at 75, he’s not prepared to head down into the basement to do laundry after 9 p.m. on weekdays to save a few dollars. Electrical engineer and green-living guru Bob Nixon said homeowners need to prepare for an electricity “price explosion.” Between the increased delivery charges, TOU rates and the HST, Nixon calls it the perfect storm of financial factors. “Consider this, even if you manage to re-arrange your life so that you’re using more electricity at night than you are during the day, even then you will still see an average in-

Two West Carleton singers are among the top 21 Kiwanis Idol picks after two rounds of auditions in Ottawa. Sylvie Ayotle, 14, of Dunrobin and 16year-old Samantha Jotham of Carp are among those going on to the next round. The auditions were held at the Carlingwood Shopping Centre July 17-18 and Place d’Orleans July 31 and Aug. 1. Organizers selected a top 21 instead of top 20, saying “there were just too many good singers this

Emerald Ash Borer infests nearby county The Canadian Food Inspection Agency (CFIA) has confirmed the presence of the emerald ash borer (EAB) in the United Counties of Leeds and Grenville, at a rest area along Highway 401 eastbound, near Mallorytown. Movement restrictions will be placed on the affected property and the owners will be notified. Further regulatory measures to control this infestation will be considered once surveying throughout eastern Ontario has been completed. Although the EAB does not pose a risk to human health, it is a highly destructive beetle that has already killed a large number of ash trees in Ontario and north eastern U.S., and it poses a major economic threat to urban and forested areas of North America. There have been numerous finds of this pest in Ontario and Quebec. The emerald ash borer can spread rapidly if moved by people. The key challenge in limiting the spread of this beetle is to get people to stop moving potentially infested ash materials - such as logs, branches, nursery stock, wood chips and firewood of all species – to non-infested locations. The public can play a key part in helping to control the spread of EAB by avoiding actions that would promote its spread. The CFIA continues to work with its partners and stakeholders towards slowing the spread of the EAB. Since Industry Minister Tony Clement announced the changes to the census in June, politicians, researchers, statisticians and politicians across the country have complained the voluntary census will produce unreliable data. “We believe the changes will harm the integrity and quality of the Canadian statistical system,” said Ian McKinnon, chair of the National Statistics Council, a government-appointed group that advises Statistics Canada, in a statement issued this week. “At the same time, the council recognizes that concerns about intrusiveness and confidentiality should be addressed.” The council said the voluntary census will compromise the value of statistical information provided to municipal governments, businesses and social agencies, which is used to plan private and public budgets. Muni Sheikh, the head of Statistics Canada, resigned from the national statistics agency in protest over the decision.

The City of Ottawa’s taxpayers will be on the hook to pay for statistics research as a result of changes to the federal census, says Kanata North Coun. Marianne Wilkinson. The federal government recently announced it will scrap the mandatory long-form census, replacing it with a shorter voluntary one. But municipalities can’t rely on the statistics provided in a voluntary census, forcing them to research information normally provided by Statistics Canada, said Wilkinson. “It’s going to cost us money to do research we (now) get from the census,” she said. Ottawa city council passed a motion earlier this month asking the federal government to reconsider its decision. Municipalities can’t depend on statistical information provided on a voluntary basis, said Wilkinson. “Who’s going to fill it out?” asked Wilkinson. “There’s no way to ensure it’s valid.” Wilkinson said certain statistical groups, such as new Canadians, will be under represented or ignored in the new census. “You would not have valid data you could use,” said Wilkinson. “This is
political interference in something that should be absolutely arms length from government.” Canadian municipalities depend on the census data to apply for federal and provincial funding, said Wilkinson. Cities will have to spend money to collect data missing from the new census, she said. John Moser, the city’s general manager of planning and growth management, said the census provides the city with a wealth of information “essential to the city’s planning and delivery of a wide range of services.” All census information dealing with income, commuting to work, labour force activity, housing costs, tenure, mobility, non-official languages, education, immigration and ethnic origin comes from the long form, said Moser. “The planning and growth management department uses these data . . . to project population, housing and employment needs, for transportation, determining development charges, and other planning initiatives,” he said. “It is staff ’s opinion that the (voluntary survey) will result in response bias, as some economic groups will be more likely to answer the survey than others,” said Moser. “This will skew the results and render the data unreliable.” Moser said city staff will be unable to compare the data to information from the long form, which has been in

Conservatives don’t change what works
Uphold trespass law To the editor: The waterfront issue for the residents of West Carleton, although a seasonal problem, is a very serious issue. I cannot believe the chief of police sent letters to some residents along the shoreline in Constance Bay, telling them that trespass calls will not be acted upon because they cannot figure out what the shoreline is. I have visited Constance Bay this summer and understand that the water levels are low, but it really doesn’t matter because the shoreline is supposed to be held stable by the Ontario Power Generation. Further, it would be up to the crown attorney to decide to prosecute the offender based on the call from the landowner and the police laying the charge. See ‘POLICE’, Page 9

hen a person has a number of irrational assertions to make – all in a row – and they want to avoid succumbing to reasoned responses from reliable critics, they best speak during the summer. Not unlike the Conservative government has done this year. First up? Doing away with Canada’s six prison farms. It was a system many penal system experts would argue was working just fine. Inmates learned something besides how to become gang members; they learned about empathy and responsibility. But conservatives would call that mollycoddling of thugs who deserve to suffer 24-7. (As if that will prepare them for life on the outside.) Sure, selling the farms will generate a bit of shortterm revenue for the feds. But where will the millions more it costs to feed inmates come from? Next up? Treasury Board President Stockwell Day says Canada needs to spend billions of dollars on expanding prisons. Never mind that crime rates have fallen during the last 20 years, there are ‘unreported crimes’ to solve, though Day offered no hard evidence to prove the claim. And yet the obvious comes to mind: why build more prisons for suspects who aren’t facing charges? Not just that, but it seems the theory behind the government’s claim of non-reporting of crime runs like this: victims doubt police officers will solve the crime, so why bother reporting it. Does the Conservative government have such little faith in police forces across this country? Is policing getting worse at the same time as we put more money into equipment and manpower? Day cited a yet-to-be-released report from Statistics Canada for some of his argument favouring more prisons. Which brings us to his government’s third foolish move of the summer: eliminating the long-form census. Some of the information he used comes from that program. No doubt this is about playing to the party’s base. But it also reveals a glaring contradiction in conservative thinking. If something works, conservatives say don’t change it. Where is the proof these three don’t?

Candidate’s comments off the mark To the editor: James Parsons entered the discussion on private property and beach ownership to state his position on the issue in regards to Constance Bay (West Carleton Review, July 29). I expect he did this as a candidate for councillor in this ward in the upcoming election. After reading the article several times, I was left wondering what the point was he was trying to make. He started by saying that his property in Vydon Acres and the properties in Constance Bay had similar issues. He is right that they are both on the Ottawa River. However, the influences on the water levels differ in the two locations. I am not sure where Mr. Parsons got the idea that people using the beaches in Constance Bay were trespassing on Ontario Power Generation (OPG) property. OPG has assured me that they have no interests or liability in the

Constance Bay area nor further downstream. He went on to say that there was no public access to the waterfront in Vydon Acres. I would not question that as I am not familiar with the subdivision plans for that area, but I do know that Morris Island Conservation area fronts on the river and it is open to the public. As for the access points in Constance Bay, I would point out to Mr. Parsons that they were included in the subdivision plans. These access points consist of 66-foot road allowances and 10-foot pedestrian lanes. Mr. Parsons left readers with the feeling that these accesses were intended to permit the launching of boats. This is not the case. The boat launch in Buckham’s Bay has been in place for many years and was intended as a boat launch. The pedestrian access points were intended to provide beach-goers access to the beach and water. The 66-foot access points are road allow-
ances for the most part and with the possible exception of one or two, could not be used to launch a boat due the sand beaches. To my knowledge, the city has not erected any signage stating that the beaches are private. There have been signs erected at a few locations by waterfront property owners in attempts to deter beach-goers. I do agree that liability is a potential problem. However, while it is possible to sue a property owner for injury or worse, it is also necessary to prove negligence. The boat launch in Buckham’s Bay does have the potential to be dangerous as a result of the extremely low water levels this summer. Yes, someone could be injured if they were to fall from the cement dock. Having said that, if the water levels were higher and someone were to fall in and drown, would the same potential for liability not exist? Lee Wainwright Woodlawn

Bottom line is that everyone should obey the law and or do their job. I have been arguing the assessment on my property for over four years now. It is waterfront or, maybe not. The same house, which I had built, anywhere else in Vydon Acres would not be assessed as high as mine. The lot being 101 feet wide makes my exposure to the water the same as most lots in the area. The problem is that the shoreline is very shallow and the survey pins at the end of my property are over 90 feet from touching any water. This past March, I received a letter from OPG, making demands of me concerning their land (the 90 feet by 101 feet of shoreline property). The OMB hearing is open to the public, so if you want to attend, feel free. It is to take place on Aug. 26, 9 a.m. on Holly Lane off Walkley. Prepare for three or more hours of evidence. Chance and timing are everything to animals in nature MICHAEL RUNTZ Nature’s Way
In nature some things happen largely by chance. When one of a fireweed’s 70,000 seeds lands in a perfect habitat and germinates, chance is at play. Chance, too, is involved when a starving wolf pack stumbles across a moose that died after falling through the ice. But for most phenomena in Nature, chance plays a lesser role, with timing being the principal factor. The blooming of spring flowers is timed to exploit the sun before the tree leaves block it. Moose mate in the fall so that the birth of their calves coincides with the arrival of summer-long fresh green growth. For these events, chance has little to do with when they occur. Last week Ann and I kept hearing
an intermittent, high-pitched cry. At first we thought the sound was made by young Osprey that fly overhead at this time of year. But then we realized the sound was coming from the trees, and that more than one bird was making it. A few days ago we learned its source. A piercing “kek-kek-kek” announced the arrival of a Sharp-shinned Hawk. At the same time, out of the woods from where the call was originating flew another Sharp-shinned Hawk. Unlike the first, which sported a pink-barred breast, this one bore brown streaks down its belly. It was a juvenile. When its offspring flew beneath its parent, which was flying about 45 feet above the ground in our backyard, the adult opened its talons and dropped a small bird. Still flying, the young hawk reached out with both feet and plucked
the falling bird from the air. It then flew into the woods to enjoy its meal while its siblings continued pleading for their turn to be fed. Quite reasonably you might be wondering what does timing have to do with this? Well, I am thinking about the timing of this interaction. After hatching, young hawks are fed strips of meat torn from the prey by their parents. When they begin to fly, some young hawks are taught to hunt. Adult Sharp-shinned Hawks and Peregrines drop prey, sometimes injured but still alive, to their young while they are flying. This hones the youngsters’ skills in catching food on the wing. When the training is over, however, young hawks are not very successful in catching prey. But if prey is abundant
they have a better chance of catching enough to survive. That is where timing comes into play. By the middle of August, songbird migration is well underway. Young northern birds are less wary than resident birds, and thus are more easily captured by hawks. By learning how to hunt just as a plethora of inexperienced migrants arrives in their area, young hawks have a better chance of surviving until their hunting skills are honed. Despite this advantage, fewer than half of all the young hawks see their first birthday. Starvation and accidents claim the less fortunate. Donkey gets bored and mischevious. It’s a sign of intelligence, I think, because the sheep don’t seem to exhibit the same behaviour. It is extremely annoying but I am getting used to it. If you leave Donkey alone with nothing to do (i.e. no horse to follow around), he will get bored and start chasing down sheep. Or maybe he is just looking for attention. In any case, I put the horse in her stall yesterday, to give her a break from the bugs and the hot sun. Donkey expressed his disappointment and jealousy by catching an old ewe and dragging her a few feet by the ear. I chased him with a golf club until he let her go. I didn’t hit him, because I don’t think that is teaching him anything. Besides, if he gets smacked, he just passes the pain along to the sheep. So it’s counter-productive. I found the Farmer and told him what was going on. Actually, he knew what was happening because he was watching me from the kitchen window. I put on an entertaining show. He suggested I put Donkey’s halter back on him, with a length of chain attached to it. The idea is that Donkey will trip on the chain and it will knock him in the kneecaps if he attempts to run down a sheep. The Farmer also repeated his earlier suggestion, that I allow Donkey in with Misty in the box stall. Donkey is obviously jealous that the horse is lunching on freshly cut hay and corn in the cool of the stable, while he is left to peer through the door at her.
I gently tugged on Donkey’s chain to direct him into the stall. He took a few tentative steps, then tucked his tail under and scooted in. I shut and bolted the door behind him. He quickly turned around and Diana Fisher nudged the door with his nose. I had a vision of him kicking the door down and wondered if this was such a good idea after all. Misty, who was happily ensconced in her snacking, suddenly sensed Donkey’s presence. She put her big self into reverse and promptly bumped into him. Whipping her head around, she gave him a soft bite on his belly. I wondered if Donkey was summing up this experience as a privilege or punishment at this point. After a few dosey-dos and a couple allemande-lefts, the animals settled in their respective sides of the box stall. Misty peered over the dividing wall at Donkey, who gingerly stepped into Ashley’s old spot, curled back his lips and licked at the salt that was strapped to the wall. Oh. Delicious. So this is what they have in here! Well, then. I’m staying.
THE ACCIDENTAL FARMWIFE
I showed Donkey where the water was and took the opportunity to spray both animals down with citronella. Then I went out to weed my garden, within earshot of the stable. Total silence for ten whole minutes. Then I began to hear the dance of hooves on the wood floor, and new that a shuffling was taking place. Sure enough, the two animals were standing with their noses peeking over the top of the stall door. I slid

I scooped a couple of kittens up so they wouldn’t get trampled, and headed him off before he could visit my garden. He just doesn’t know when he’s got it good. I led him back out to the barnyard and gave him a soft boot in the arse to let him know I am boss. At least I think I still am.
