One of West Carleton’s most inspiring and renowned athletes, Todd Nicholson of Dunrobin, has hung up his sledge hockey blades. Nicholson, who sported number 19 with team Canada, was left with paraplegia in 1987 following a tragic car accident on route home after his high-school prom dance. A motivational speaker who has uplifted thousands of school children over the years, Nicholson saw the accident as a blessing. “My accident was the best thing that could have happened to me,” Nicholson said Tuesday, after issuing a press release on his retirement the day before. “It’s opened so many doors for me. I’ve met kings and queens and prime ministers; I was honoured with the Golden Jubilee. And I was such as a shy kid. I never would have made it this far.” Some of Nicholson’s accomplishments include: • Canada Paralympic team captain; • All-Star team member at both the 1998 and 2002 Paralympic Games; See ‘Party’ page 5

Family comes first for the Ziebarths. Greg and Nancy Ziebarth and their four children lost their Lunney Road home to a fire on Aug. 18. No one was home at the time and no one was injured, but the home was a complete loss. On Saturday night, people from Pakenham to Dunrobin joined the Ziebarths for an evening of support and fundraising to help put the family back on its feet. Well-wishers arrived at W.

The Ziebarth property is located on Lunney Road, about halfway between Pakenham and Arnprior, and just inside the Ottawa boundary. The Ziebarth home was 13 years old, and Armstrong said the family plans to rebuild. The Ziebarths have lots of family in the area and have been staying with sisters and brothers, including Nancy’s sister Mary in Carp. That helped decide the

location of Saturday’s gathering. One of the Ziebarths’ neighbours, Mary Jane Lalonde, waited in line to say hello to the family. Lalonde was among those who called 911 when the fire sent smoke into the skies. “They weren’t there, thankfully,” Lalonde said, adding that when she first saw the smoke, she wasn’t sure if the Ziebarth home was occupied or unoccupied and feared the worst. “I was talking to 911 and was crying. We all had dreams about it.” Among the crowd of more than 200 people was former Carp resident Linda Parsons. “I wanted to come early and get a good seat,” Parsons said. “I came here to sup-

Carp Road is an industrial powerhouse and will likely develop even more in coming years. Commercial outlets on the road – between March Road and just south of Highway 417 – will soon be represented by a business improvement area (BIA). Once the Carp Road Corridor BIA is approved by city council – probably in the next few weeks – all the property owners and tenants will automatically become members and will have to fund the BIA’s activities through a special levy. The only way to derail the BIA plan is if one-third of all the businesses object within 60 days of council’s final approval. That seems unlikely as one poll carried out by supporters of the BIA idea showed 72 of 100 businesses asked said they supported a BIA with just five preferring to continue without.

Some of the concerns and opportunities identified by business owners include: * city water connections for businesses that are now on wells, * consistent signage at each business park, * road drainage, * road improvements at high-risk turning locations, * seeking government economic development grants. Forming a BIA is also expected to improve communications between the members and city hall, and amongst the members themselves. By developing a combined marketing image, Carp Road could also end up attracting new businesses. City economic development officer Chris Cope is Ottawa’s BIA guru. He said the Carp Road group will become the city’s 17th BIA. “This is about businesses acting to improve their own lot,” Cope said. “They decide their budget and we’ll be here to help them.” Current BIAs in Ottawa range from as few as 25 members – in the village of Carp – to 525 members in the Byward market. Budgets also vary: some operating with as little as $10,000 annually while others invest in more expensive activities and promotions that require $800,000 in levies each year.

A favourite moment over his illustrious career came in 1994 at the Lillehammer Games when Nicholson was skating around the ice and he spotted his parents in the stands. Another was seeing his wife Emily and children Gwen and Tate in the stands at the Vancouver Games. However, Nicholson, now 41, says the wear and tear on his body is setting in and it is time to let younger players carry the sledge hockey torch for Canada. “I had an amazing ride and some experiences I will never forget,” he said. “My dreams have now become reality, and reality is telling me – along with my shoulders – that it is time.” He was close to retiring before the Turin Games, after five surgeries. But after receiving 6,000 letters from kids – he rose to the challenge. Plans are in the works to throw a huge retirement party for Nicholson in West Carleton. He won’t miss it, saying he has many people to thank. He is also planning to set up a charity, scholarship or bursary for disabled athletes in the village.

Public school board trustee seeks re-election Lynn Scott unopposed with eight days until nomination deadline NEVIL HUNT

Public school board trustee Lynn Scott is running for re-election, and is currently the only person nominated in her area for the Oct. 25 election. The deadline for nominations is Sept. 10 at 2 p.m. If re-elected or acclaimed, Scott said she and other trustees will likely have to work with limited funds. “One of the big things is moving ahead with very constrained budgets,” Scott said earlier this week. “We’ll have fullday kindergarten and three more years of that to phase in.” Full-day kindergarten is being instituted school by school, with some starting as soon as next week. Scott said she’d like to see the next school board create a new strategic plan, with more flexibility and a review of its goals each year.

Small power producers get hydro rate reprieve

Residents already in the process of setting up small-scale groundmounted solar panels will get the original rate of 80.2 cents per kilowatthour they were promised, while new applicants will see a decrease on potential returns. On Aug. 13, the Ontario Power Authority announced a new finalized price for the microFIT ground-mounted solar price category. The new rate has been set at 64.2 cents per kilowatt hour, up from the 58.8 cents initially proposed. “I am glad to see (the Liberal government) finally pulled their horn back in,” said Lanark-Frontenac-Lennox and Addington MPP Randy Hillier. “The people who have spent all of that money

and time installing these systems are back to where they should be.” In July, local government representatives said they were surprised to learn the program dropped its pricing category from 80.2 cents per kilowatt-hour to 58.8 cents. Anyone who had plans for installation or were in the process and did not have a finalized contract would have received the lower rate. The new category is effective immediately for eligible projects with applications submitted any time after noon on July 2 of this year, when the new price category was initially announced. Any ground-mounted projects submitted prior to that time will have the 80.2 cents per kilowatt-hour price honoured, regardless of receiving a new contract or conditional offer. The projects must be installed and have a connection requested by May 31, 2011. Hillier, who has not been an advocate of the green energy policy from the beginning, said many

people were attracted to the program because of the rates. “We still don’t know how we’re going to pay for this,” he said. “He’s lowered the price for these new applicants, but still, now it’s only 10 times over the market rate.” While Hillier indicated he feels this will be a problem going forward, he is pleased to see the provincial government doing the right thing. “Those 10,000 people who were put in untold turmoil in their expenses and costs can sleep a little easier this week,” he said. “We still have about 1,000 people around the province who have been screwed on doing new barns (as the higher pricing only applies to groundmounted systems).” According to the Ontario Power Authority, more than 19,000 applications have been received since the launch of the program last fall. Small-scale solar energy systems, such as the microFIT program, have been promoted in Lanark County recently following

proposals for a solar farm in Beckwith Township, on Highway 15 near Franktown. While municipal representatives and residents say they are not against solar energy, most were against the idea of clearcutting 100 acres to make way for the new solar farm. A Lanark County bylaw threw a wrench into the potential plans, as there is a tree-cutting bylaw which restricts clearing trees anywhere within the county. Other proposed solar farms in Mississippi Mills and Tay Valley Township are running into the same tree-cutting bylaw issue. Deputy Reeve Sharon Mousseau and Coun. Brian Dowdall both made it clear at the Beckwith site public meeting that, while they, along with the rest of the residents in Beckwith, are all for green energy and initiatives, it just doesn’t make sense

MEETING A public meeting will be hosted Sept. 8 by Saturn Power Inc. in regards to a renewable energy project (solar farm) in Mississippi Mills. The proposed project is located at Concession Road 12 South, south of Pakenham at the border of the City of Ottawa. Project developer Dave Patterson of Saturn Power Inc. said the

meeting is basically to give residents an opportunity to ask questions and voice concerns about the proposed project. Patterson said the main issue at this point is a Lanark County tree clearing bylaw, which has also caused problems for another proposed solar farm in Beckwith Township earlier this year. Sport, inspiration and Todd

School has great potential

As we transition from summer sports to winter ones, now seems the time to reflect on the power of friendly competition. At its core, both individual and team sport have little to do with one’s competitor. It’s about overcoming adversity within ourselves. For many of us who aren’t athletic, however, sport is but a metaphor for other areas. Musicians overcome much adversity, for example. Arthur Golden once said: “Adversity is like a strong wind. It tears away from us all but the things that cannot be torn, so that we see ourselves as we really are.” Few have had to overcome as much adversity as Todd Nicholson, who along with Shawn Matheson has proudly represented West Carleton on Canada’s sledge hockey team. The adversity Todd stares down on a daily basis alone ... it is staggering. Todd is known by many and admired by many; the story of his accident is well-known to most; and how far he has soared beyond the adversity is an inspiration to all. “I have had the opportunity to meet and experience things that I didn’t think were possible in my lifetime and I know that this chapter will come to a close and another one will open, allowing me to live another dream,” Todd wrote in a media statement. Sport provided a vehicle for Todd’s determination. It fostered a hunger to compete, a drive to succeed, and a chin-up attitude when success passed by. Perplexing as it is, one of Todd’s most vibrant qualities is his sense of gratitude. Here’s a man who, if he choose the road of entitlement, wouldn’t meet with a whole lot of resistance from the rest of us. Who are we to judge? But Todd doesn’t just distance himself from entitlement, he actually feels a tremendous sense of gratitude. So much so that he is now talking about setting up a charity or scholarship to “give something back.” As if he hasn’t given enough already, giving motivational speeches at countless schools (many parents have thanked him for transforming their child’s world), by bringing smiles to countless Olympic fans, for being a decent family man from this community. Sport, adversity: these things unite us. They often bring out the best. Todd Nicholson is this community’s finest expression of that unity.

Disappointed in councillor To the editor: It was very disappointing to read Coun. El-Chantiry’s comments on the issue of ParaTranspo fares, especially when we are so close to finally having the topic reconsidered. I don’t know how he could say that it was a surprise to him when it came up, since he was at Rural Summit 2 when I presented a petition with over 300 signatures to the mayor asking that council address the situation. There is also absolutely no justification for the threat that rural taxpayers may be charged the full transpo tax ($600 on a $300,000 home) if we push for fare parity. That’s like comparing apples to oranges. We are not asking for any more transpo service, only reduced fares for people who qualify for ParaTranspo. As of now, those people who live in Zone 4 anywhere west of Vance’s Sideroad in the north must pay $37 for a return trip

into the city. That includes all residents of Galetta, Fitzroy Harbour, Kinburn, Constance Bay and the surrounding area. While, unlike our councillor, I do believe that all seniors living in Ottawa should have good health care and equal access to it, I have learned that in all negotiations with the city, compromises must be made and I hope that if we can’t get parity, we will at least get a reduced fare that applies to all rural Para users. If taxes must rise, the increase should be no more than a few dollars per average household. You don’t miss it until you need it and it is heartbreaking to hear from someone who has just lost the ability to drive and desperately needs transportation to medical appointments but can’t afford to pay $37 a trip. Re: “School Board ‘ghettoized’ Fitzroy Harbour, says resident,” West Carleton Review, Aug. 19. Mr. Laframboise is unhappy with the sad decline of the closed Fitzroy Harbour Public School, right across the street from his house. He is right to be unhappy. And the school board should be less about being defensive and more about keeping the site in profitable community use, well kempt, and still for sale. However, this may prove easier with the Torbolton School than the other two closed schools described in the article. Yes, there is a group of West Carleton folks working on what could be done with the Torbolton School on Woodkilton. In fact they have a name for their ‘recycling’ project - The Torbolton Centre - and a website describing close to 30 different potential applications for the site. A number of the proposed applications are educational and training uses that could benefit from the school board keeping a continuing interest in the Torbolton Centre, should we get it up and running. Likely, the local colleges and universities could find it a place for student projects and possibly for R&D, specially in the adaptation and green country living areas. The gym is the school’s treasure, with plans for a YM/YWCA outpost and already three professional exercise machines donated to the cause - we can become the ‘fittest village Canada’ if we put our minds to it. With eight classrooms on tap, the arts (fine arts, performing arts and arts and crafts) folks see an opportunity to put their works on the map in a big way. I feel for Mr. Laframboise, but I am excited about recycling the Torbolton School into the Torbolton Centre. As a long-standing and active RiverWatch volunteer in West Carleton for the Ottawa Riverkeeper, I was astounded to read your article about Hank Jones as the “first (riverwatcher) for West Carleton.” Hank is a valued member of the RiverWatch program and an inaugural member of the Constance Bay area. West Carleton volunteers have been long-time supporters of the RiverWatch program - a program that has been in operation for several years. Many of us along the river have been active watchers, noticing and reporting on changes and unusual events on the river - both good and bad. We have been both active and vocal on issues such as the boat bypass, fluctuating E-coli levels, the massive fish kill of 2007, the flooding event of Rhoddy’s Bay and area in 2009 and other events on the river. In 2009 we organized and held the first ever RiverWatch Education Workshop day at the Galetta Community Centre in West Carleton for all the Ottawa Riverkeeper RiverWatchers. This past April, 2010, two of us from West Carleton assisted our Arnprior area RiverWatch partner operate the Ottawa Riverkeeper booth at the Arnprior Earth Day Celebrations. In 2009, I was fortunate to be awarded the Ottawa Riverkeeper Daniel Brunton Outstanding Volunteer Award, and that was due to the great service that all our RiverWatchers do along the river. The Ottawa Riverkeeper organization has approximately30-35 RiverWatchers along the river at any given time. We need many more like-minded volunteers to take up the RiverWatch role. Requirements for this type of volunteer service is not great. We are all passionate about

the health of the Ottawa River and its Watershed. We all have fairly easy access to the river, or its tributaries. We all enjoy the many wonderful opportunities the river offers us. I hope many of your readers will join this very worthwhile organization, as RiverWatchers or to help out in other ways. There is always a need for more volunteers to help out at shows and the many events during the year. There is a lot of discussion about holding tax increases to a fixed amount in the upcoming timeframe and the failure of the last elected council to achieve a similar goal. The previous council was not in favour of doing a line by line budget review which could have identified some potential savings. I support such an analysis on all future budgets. Council seems to be continuously chastised for project cost over runs but fix priced contracts do not seem to have been awarded. Yellowbird takes flight

Shane Yellowbird is the headline act at the Renfrew Fair grandstand at 8:30 p.m. Friday, Sept. 10. The Nov. 17, 2009 release of his sophomore album, It’s About Time, coincided with Yellowbird`s first appearance on the stage of the Grand Ole Opry in Nashville. Yellowbird burst onto the country music scene in 2006, with the release of his debut album Life Is Calling My Name. Garnering four top-10 radio singles and videos, the CD led Yellowbird to countless awards and accolades, including the coveted CCMA award for Rising Star of the Year, best country recording award at the Native American Music Awards (for North America) and the Aboriginal Entertainer of the Year award at the Ab-

The Canadian-produced rock musical ABBAMANIA comes to town next Thursday night. Dunrobin’s Allen McGee is on a roll. Taking advantage of his home course, McGee shot a remarkable 64 at the Arnprior Golf Course Aug. 24 on his way to a record-breaking victory in the Ottawa Valley Golf Association City and District Class A championship competition. The Dunrobin golfer who plays out of Arnprior shot a three-day total of 206 to win the championship by 16 strokes. Not only did McGee eclipse the previous record low score of 210 by four strokes, the victory gave him a record four titles in a row. McGee had set the previous record of 210 in 2007. In late July, McGee won the Ottawa Citizen Amateur Golf championship by four shots. He also won the Ottawa Sun City Scramble Championships with Kyle Koski in mid-August. McGee was one of 72 golfers teeing off

Police warn Marathon Village, Kirscott Heights residents Attention Marathon Village and Kirscott Heights: lock your car doors and remove all valuable property, including GPS units, wallets, money and keys. During the early morning hours on Aug. 20, unidentified culprits silently moved through your neighbourhoods, either on foot or bikes, in search for some easy cash and electronic items. In one single night, 20 unlocked vehicles were rifled through by either a single group of thieves or two separate and independent groups. Out of the 21 locked and unlocked vehicles that were rummaged through, a vast majority did not contain any valuables; however, the thieves were still able to score some cash, GPS units and a laptop. Based on recent theft from vehicle reports, there appears to be a developing tread towards the use of garage door openers¬, found inside of vehicles, to gain access to the garage. Stopping this sort of crime is easy ¬— just by locking your car doors and removing your valuables, you will eliminate the attraction. And, if you are securing your vehicles inside of a garage, then remember to lock your garage doors. It is important to report all theft from vehicles to police. Debbie Frye, general manager at Flyerland.ca, said that since Flyerland rolled out their system to put ads from weeklies in Ottawa and the Valley last month, residents have gone to more than 550,000 pages. “We are keeping an eye out for August but we are expecting those numbers to grow exponentially,” she said. “What it means for the reader is that they will have electronic access to all the ads they are seeing in their local Metroland newspaper. And can now compare prices at more than one retailer locally.” Readers can search for ads by geographic location and get the same deals with coupons that they print out at their home desktop – rather than clipping out the coupons from the paper. Frye said 15 minutes of surfing can save readers $50, by allowing them to do a little comparison shopping. “You can end up spending more money even going to the discount stores if you don’t come prepared and end up overwhelmed,” Frye said. “Everyone should go shopping with a list.” “We are extremely proud to be providing this value added service to all of our advertisers and readers.
