Bilingual postmistress déjà vu Harbour Store owner must pass French exam FAIR SAILING Carp’s business community benefits from the Carp Fair’s spinoff effect all year long, says the local business improvment area’s chair. 3

A bilingualism issue at the Pakenham post office last year that touched off a storm of controversy across the city could play itself out again. This time in Fitzroy Harbour. Late last year the unilingual postmistress in Pakenham was fired and rehired four times as Canada Post fumbled through damage control over the nation’s Official Bilingualism Act. Canada Post argued it was simply following the act, and since Pakenham technically falls within the National Capital Region, the postmistress had to know French, regardless of how many people in the village asked for the service. Now, in a village closer to Parliament Hill, the postmistress is also feeling the effects of the bilingualism act. Mail is sorted by the postmistress at the Harbour Store, one of only a handful of shops in the community of about 4,500 residents, According to Sonya Cathcart, who has worked at the store for 22 years, no one has asked for service in French; just like the situation in Pakenham. “The post office has been at the store for almost 100 years,” Cathcart said. “And the owner of the store has always been postmaster. They’ve never known French. “I haven’t seen anyone speak French here.” See ‘POST’ page 2
