A bilingualism issue at the Pakenham post office last year that touched off a storm of controversy across the city could play itself out again.

This time in Fitzroy Harbour.

Late last year the unilingual postmistress in Pakenham was fired and rehired four times as Canada Post fumbled through damage control over the nation’s Official Bilingualism Act. Canada Post argued it was simply following the act, and since Pakenham technically falls within the National Capital Region, the postmistress had to know French, regardless of how many people in the village asked for the service.

Now, in a village closer to Parliament Hill, the postmistress is also feeling the effects of the bilingualism act.

Mail is sorted by the postmistress at the Harbour Store, one of only a handful of shops in the community of about 4,500 residents, According to Sonya Cathcart, who has worked at the store for 22 years, no one has asked for service in French; just like the situation in Pakenham.

“The post office has been at the store for almost 100 years,” Cathcart said. “And the owner of the store has always been postmaster. They’ve never known French.

“I haven’t seen anyone speak French here.”

The Carp Fair only lasts a few days, but its economic impact can be felt all year.

So says Greg Leblanc, chair of the Carp business improvement area (BIA).

Together with the Carp Farmers’ Market, the fair brings in thousands of visitors, giving local businesses plenty of exposure.

“It’s huge for everybody who lives here and everybody with a business,” Leblanc said of the fair. “It brings people to Carp, and they all see some of the little shops we have.

“People that haven’t been to Carp before realize that it’s a nice little village. Both the fair and the farmers market do that.”

Leblanc said the village businesses rely on these people returning to shop in Carp outside of fair days or the Saturday morning market.

“The village is too small to support the businesses here. I don’t think there’s any doubt about that,” he said. “We rely on people coming from away – there are maybe 580 houses (in Carp). We love it when people say they’ve come from Stittsville or Kanata.”

Leblanc said another Carp Fair spinoff is the incentive to polish up the village’s appearance.

“It’s a good reason to spruce up the core, so that’s a very positive thing,” he said. “Everybody gets involved. Everybody is 100 per cent behind it.”

Leblanc said the BIA has never studied the exact economic spinoffs of the Carp Fair, but believes a dollar value should be established.

“We haven’t quantified (the spinoff effects), but we should do a poll,” he said.

The most recent Carp BIA meeting included a request to business owners to think of new ways to draw repeat visitors to the village.

“We’re going to meet again before the fair and I expect we’ll hear a lot of good ideas,” Leblanc said.

Fair brings people to Carp all year: business group

GERMANY Eight months ago the six-member Carp team made their first international trip, coming 12th out of 32 teams in Germany.

In a few days time, they’ll be in Calgary to test their abilities at the 2010 North American Vehicle Rescue Challenge.

Paul Bowie, a station lieutenant and the extrication team’s incident commander, won’t be able to make the trip. Bowie was recently hired as a fulltime firefighter and soon heads off on 12 weeks of training.

“They’ll simulate a car accident or maybe a boat,” Bowie said of the competition.

There’s a live patient trapped inside the wreck; usually a nurse or paramedic playing the role.

The whole setup is “real world.” The team arrives with no knowledge of what they might find.

“There’s a million different scenarios,” Bowie says, with added hazards such as live electrical wires or toxic materials.

The team will face three tests: two 20-minute scenarios and one that lasts just 10 minutes.

“Once your foot hits the ground, time starts.”

“As commander you have about 30 seconds to assess and come up with a plan,” Bowie says.

A medic on the team heads into the car to survey the patient, looking for injuries and entrapments.

car as required: windows smashed, doors off, roof opened. In a team, everyone has their job.

For the Calgary trip, the team will include: • Incident commander Shawn Hunt, from the Bells Corners station; • Medic Jonathan Wilker, Carp; • Toolmen Louis Paul and Scott Langstaff, Carp; • Toolman Scott Deugo, Bells Corners; • Toolman and back-up medic Paul Sholdice, Carp.

The Carp station team is one of five teams in Ottawa, but the only one in the Ottawa fire service that competes.

Bowie said the goal is to finish in the top 10 of the roughly 30 teams in Calgary, but the competitions are about more than winning and a cold beer afterwards.

“You learn a different way of doing things and pick up a little bit from each team,” he says. “Then you come home and make improvements.”

He said a Swiss team suggested the Carp crew use a piece of equipment called a flashover unit in a new way, and it’s been tried out and incorporated in firefighter training locally.

Car crash scenario tests extrication team

A car crash is noise, confusion and chaos.

Once the extrication team is on the scene, it becomes noise and good planning.

I spent some weird minutes in a junkyard van last week, playing the part of crash victim as the extrication team from the Carp fire station ran through a training scenario. There’s video on our website at yourottawaregion.com/videozone One of the team’s medics, Paul Sholdice, loaned me a firefighter’s jacket, pants, boots and helmet to protect me from any flying debris, and the team’s former incident commander, Paul Bowie, provided my instructions and then prepared the scenario with the rest of the team out of earshot.

I was the only occupant of an old GM van and I’d driven off the road.

Metal signposts were stabbed through the front window, the van’s side door was jammed shut and I was assigned a spot on the floor, wrapped amidst the front and back seats.

Bowie asked me to be conscious when the medic arrived but lose consciousness as the scenario developed.

time the first face appeared in the drivers-side window. I waved half-heartedly and the medic barked instructions to stay still. He repeated the message each time I moved a bit, although noise caused the communications to break down when the team’s toolmen started “cribbing� the van; driving wedges under it to make sure it wouldn’t shift or roll when the medics got inside.

The medic – it turned out to be Sholdice – finally made it to me after the van’s back windows were smashed.

Bowie later explained why the back windows are popular entry points on these kinds of vehicles: “A van is like a long tube,� he said.

MEDIC INSIDE Sholdice started asking me questions – any pain? how’s your neck? – and he checked my pulse. I stayed conscious for a couple of minutes, asking dopey questions about the damage to my van, while the toolmen forced open the van’s sliding side door.

I took the opportunity to lose consciousness, and Sholdice soon noticed I was unresponsive but still breathing.

Once neck injury was ruled out, I was on a backboard and whisked out of the side door. Time elapsed: 11 1/2 minutes, much less than the 20 minutes allowed for most scenarios when the team competes.

What followed was 25 minutes of debriefing, as team members talked about what worked well and what could have gone better. Technique and individual skills are critical, but no more critical

than the teamwork required to carry out so many tasks in the right order.

The next scenario – with volunteer firefighter Scott Sills trapped inside the van – included a barrel of toxic waste and a trapped leg. All the doors were jammed shut.

A metal cutter and a 10,500-psi spreader were both used in this case, ratcheting up the noise the team had to work through.

The term Jaws of Life actually refers to the spreaders, not the cutters.

The incredibly heavy pneumatic jaws are forced apart – powered by a portable generator – and create space when a crash victim is trapped. Doors that look permanently closed can be popped open, dashboards lifted, and steering wheels unraveled.

Meanwhile, the cutters can clip through hinges and window frames like scissors through a pop can, but with much more noise.

Sills is recovered in 16 1/2 minutes.

During the debriefing that follows, Bowie suggests everyone “be a little louder.�

One team member says all the windows should be popped out sooner in the process and others nod.

Sholdice says every training scenario develops the team’s skills; one of the reasons he joined the team. “The more practice you do,� he says, “the better you are in real life.�

As I departed, the practice continued. Team members worked away with pneumatic cutters, comparing the effectiveness of different gear as they slowly cut the van into smaller and smaller pieces.

“What is our vision for the future. Everyone has their pet project, but I think people should ask candidates about the next four, 10, 20 years,” he said. “I’m hearing too much fighting about past events we can’t change. We could have done this better, not done this better.”

Aronec is in the midst of putting together a five-point plan. It includes: • Freeing council and staff to respond to constituents’ needs; • Being fiscally responsible by “not robbing the future to pay the present”; • Adopting some private sector practices such as using fixed prices or cost incentives before awarding contracts; • Responding to rural needs such as more resources for emergency services and widening traffic bottlenecks; He also said offering cost parity between urban and rural ParaTranspo should become a reality.

“We need to have it as an equal funding level,” Aronec said, adding he disagrees sharply with incumbent Coun. Eli ElChantiry’s assessment that if West Carleton residents are granted a reduction for disabled and senior users, all homeowners will eventually have to pay for the entire OCTranspo service. That would add another $600 on the average tax bill,

With two of the three city council candidates holding meet-and-greet events this week, the question was put to all three: what issues would you like to focus on in the lead-up to the Oct. 25 election?

James Parsons said he wants people to talk about waterfront issues like the difficulties he is experiencing on his Vydon Acres property. He has a longstanding beef with Ottawa Power Generation regarding it.

He said mayoral candidates can promise tax freezes or rate of inflation increases all they want, but the mill rate and nearby home sales are what costs taxpayers more. Parsons, who owns a landscaping business, said homes next to water are sold for much more than their worth, which is driving up assessments for those nearby, making it nearly unaffordable for working class people to own waterfront.

“This is happening all the time in Constance Bay, too,” said Parsons. “Assessments were phased in for a while, but it doesn’t seem that way anymore. Now they just go by sales in the area (before issuing assessment notices).

He said some properties next to waterfront in Constance Bay don’t have legal water access but are taxed as if they do.

He added the provincial government appears to be making changes to the system, but slowly. Parsons offered no solutions.

El-Chantiry argued.

“You could say everything is a slippery slope,” Aronec said.

“You have to look at this as a social service, not a transportation service.”

He likens it to another issue he encourages voters to raise: user fees on activities such as sports. He noted that user fees have ALEX ARONEC skyrocketed in recent years.

He favours subsidizing rates in order for all youths to access sports. The adult rate could be a bit higher, but he wouldn’t want to see revenue generated from adult rates go directly toward subsidizing youth rates.

El-Chantiry has long maintained that every kid who wants to play a sport should be granted the opportunity, regardless of their parents’ income.

He refused to make any promises on the issue, saying it is tantamount to promising “no rain.” The fact is that insurance and related costs are rising every year, and that JAMES PARSONS people will either have to pay a user fee or feel it on their property tax.

“It’s about trying to create a balance between user fees and property taxes,” El-Chantiry said. “But basically everybody that wants to play should be able to play.”

Parsons said he likes the provincial government’s idea to provide a credit on tax returns for people who sign kids up for health activities. It is similar to a popular federal program already in place. But he also said governments are spending too much money on building rinks and new fields. That money should go toward fees.

“What’s the point of having all these facilities if kids don’t use them,” he said.

“The fees keep going up, then they spend it at the other end building new buildings.”

Canada Post’s worker woes

Candidate wrong to support Carp landfill

N

o doubt media across the city will come barrelling down on The Harbour Store in Fitzroy Harbour over the next few days to cover the latest bilingualism spat. And Canada Post will, wrongly, again suffer the brunt of public wrath.

The crown corporation has been known to mishandle certain issues, yes. One being the muchloved employee in Pakeham who was due to lose her job because she couldn’t pass a French test.

Canada Post hired then refired her four times before the debacle ended. Let’s hope they do a better job this time around.

But make no mistake. Canada Post is simply following the rules set out in the Official Bilingualism Act. It is but a pawn in all of this, not unlike Anglo postmistresses are pawns in the great two solitudes battle.

It is the federal government, specifically the federal parties and their leaders, that should be the focus of public outrage. The Liberals can be blamed for having a lack of foresight when Pierre Elliott Trudeau created the act. Two founding languages? Two predominate languages in the future? The answer to both is a resounding “Non.” But the past can’t be changed, and it is the Conservative Party in power now – no matter how much they claim their hands are tied. The rules of bilingualism, as it applies to people like Kai Chang – owner and postmistress at The Harbour Store – who live and work nowhere near Frenchspeaking people, must be changed.

However, what if there is something else at work here. What if the Conservatives are guiding the public to soften up Canada Post before the free-market party privatizes the service?

Opposition MPs and the Canadian Union of Postal Workers said by ending Canada Post’s monopoly on international letters, it will destroy the corporation. (The $60- to $80-million profit from international letters keeps costs low for domestic users).

In the end, rural communities will suffer most if the service is privatized. Language issues might be the least of the worries for Canada Post’s employees and contract workers.

The present proposal does not grant us parity with urban fares as we originally requested. While I do believe we should be treated as equals in this matter, I am willing to accept the proposal because it does improve the situation.

It has taken seven years to get this far and SAC’s resolution must still go before the Accessibility Advisory Committee and then to a joint meeting of the Transit Committee and the Rural Affairs Committee before being considered by council as a whole.

Will it pass? That depends on how hard our rural councillors are willing to fight for it. Ask the candidates. This is an important issue for all of us because one never knows when an accident or illness may cause us to require Para Transpo Service.

By actively supporting Waste Management’s proposal (Sept.

9, 2010, Letters to the Editor) for yet another mountain of garbage on Carp Road, James Parsons would have the city and the province remain stuck in the dark ages when it comes to the way we deal with garbage.

Meanwhile, other communities including Edmonton; Burnaby, B.C.; Portland, Oregon and countless others are investing in alternative solutions to landfill.

Even the City of Ottawa has recognized that landfills are the past not the future.

The City of Ottawa is actively seeking and supporting technologies, including plasma gasification, as next-generation technologies for waste resource management. Meanwhile, Mr. Parsons gives Waste Management far too much credit for investments made to control odour from the Carp Road Landfill. The majority of the gas wells were only installed when Waste Management was forced to do so by the Ontario Ministry of the Environment and after much public outcry.

Indeed, despite the vast network of gas extraction wells, the odour problem did not substantially subside until the majority of the landfill was covered with an impermeable clay cap to trap the noxious fumes.

There is no question that another active landfill on Carp Road will result in future odour and groundwater contamination in our community. That is not a legacy that I want to leave behind.

Push candidates to back ParaTranspo proposal To the editor: Last Wednesday the Senior’s Advisory Committee passed a motion to ask council to reduce rural ParaTranspo fares to the cost of a rural express bus ticket ($5.25).

This would apply across the whole rural area, meaning that no one would have to pay more than $10.50 for a return trip. This is not as good as it was for seniors prior to amalgamation. but it is much better than the situation we have today when some people in the western part of our ward are charged $37 for a return trip.

Extending the pilot project would provide a more compassionate service of volunteer drivers using a small bus or a car to transport seniors for $25 or less return depending on distance.

Because the program is subsidized, the costs are kept down.

While West Carleton had the best transportation service for seniors of all the rural municipalities prior to amalgamation, our seniors have suffered the

They say a falling leaf is nothing more than the summer’s wave goodbye. Autumn is my favourite time of year. “Indian Summer” can bring thirty degree temperatures but the refracted light of the fall in Eastern Ontario is soft and gentle: not harsh and glaring as it was in summer.

The evenings are cool and fresh, “good for sleeping”, as we Canadians are apt to say.

We caught Rambi doing the dance with one of the ewes a few weeks ago, so he and his friend Rambo are now trapped in a lambing pen, until December. He may have already taken care of a couple of ewes, so we will likely have a few Christmas lambs again this year. But the bulk of them will be born in the spring, as they were this year. It’s much easier.

They’re in the barn for a shorter amount of time before the new grass is up. That means less hauling hay and water to the lambing pens for me.

The Farmer mentioned a few times that he might sell off most of the sheep this year, and slowly move our operations over to beef cattle.

I will miss my lambs if that happens but I won’t miss the worry. I get really attached to them and when something goes wrong (like a coyote

– or up hill, depending on how you look at it. I love the changing seasons.

It’s how we mark the passage of time.

Our horse is supposed to be pregnant, but we don’t know for sure. She hasn’t been hiding behind the bushes with morning sickness, I haven’t seen her knitting booties the size of dinner plates, and she isn’t requesting pickles and ice cream.

She isn’t doing anything different, actually. Misty spends her days in the back meadow with her bff Donkey.

She comes up for water, attention, and shelter at night.

We will watch her closely, to see if she starts to look like her ankles are swelling. A new foal would be a lovely way to welcome spring.

This summer lived up to its almanac prediction of being a thirty-degree scorcher. Let’s see how winter turns out.

The Farmer’s Almanac (not my Farmer) says Winter 2010 in Ontario will be “bitterly cold and dry”.

Thanks for the warning. I prefer a snowy winter, because the snow is beautiful, it insulates everything (including the water pipes to the barn) and it gives you something to ski, snowmobile and play in.

For now, I will enjoy the fall. It must be right around the corner, because the tree that is always the first in town to turn (the maple outside Vincent’s salon on County Road 18) is already losing its flaming leaves.

Shoreline cleanup takes place Sept. 26 The Torbolton Reach de-littering, a first of its kind, takes place Sept. 26 along the Constance Bay shoreline.

Led by the Torbolton Reach’s own Ottawa Riverwatcher, Hank Jones, the team will collect and document litter finds for the national Great Canadian Shoreline Cleanup, Canada’s contribution to the Ocean Conservancy’s annual global International Coastal

Cleanup program. The litter data will be compiled with that from others all across Canada by the Vancouver Aquarium and submitted to the global program, to be compiled with that from countries all around the world.

Carp athlete comes third in world Joanna Brown’s comeback in triathlon garners bronze medal TRIATHLON CANADA Carp’s Joanna Brown shocked the world and herself by winning the bronze medal at the 2010 Triathlon Junior World Championships in Budapest, Hungary on Sunday.

“This really is amazing but it definitely hasn’t sunk in yet that I finished third at the world championships,” said the 17-year-old Brown, who posted a time of 59 minutes, seven seconds. “It really wasn’t a perfect day, but I wanted to be close to the lead off the bike because I am really confident with my running.”

25 SECONDS BACK The long-legged Brown parked her bike in the second transition 25 seconds behind the leaders, and bolted her way down the five-kilometre run through downtown Budapest where she clocked the second-fastest run time of the day.

“It was a very technical course so there was not much movement on the bike with so many girls so I just wanted to stay on the right side of the wheels,” said Brown.

“When I got off that bike I just hammered it right away and passed as many people as I could. I loved the course and this is pretty cool to be on the podium at my first world championships.”

Brown hopped onto the podium with Australia’s Ashleigh Gentle who set the time to beat at 57:48, and Germany’s Charlotte Bauer, who claimed the silver after clocking-in at 58:52.

One of the most talented young triathlon runners in the country, Brown is starting to see the results of a lot of hard work dedicated to her swim and bike this year.

In the deciding game, Carp couldn’t solve Drew Hathway, who threw a onehitter and struck out 17 without walking a batter.

Hathway did not allow an earned run in 21 innings in the semi-final series.

Neil Cooke took the hard-luck loss for Carp with a four-hitter.

The only runs of the game came in the sixth inning. Shawn Laframboise walked and Nick Armitage’s sacrifice bunt was misplayed. Then with one out, Joe McCleary’s fly ball moved the runners to

second and third.

An error on a ground ball allowed Laframboise to score what proved to be the winning run. A single by Tim Craig drove in the insurance run.

In the other semi-final, Stittsville stunned Kars 7-0 Sept. 8, forcing a deciding game in the best-ofthree semi-final. Aces had won the opener 9-0.

Game three was scheduled to be played Wednesday.

SO CLOSE The Carp I4Victory team came a close second at the Elkland, Pennsylvania Labour Day ball tournament Sept. 3-6.

Carp has competed in the tournament for six straight years and improved on its fourth-place finishes in the previous two years.

Two close losses, including one in the final, to the top-ranked Shaggy Dog team from Erie, Pennsylvania, was the only thing between Carp and the title.

Carp was buoyed by the addition of 19-year-old

chucker Caleb Keeshig from the Owen Sound area to help their own ace Neil Cooke.

Cooke pitched the Victory to a 1-0 winner over home-town Elkland in the opener, with catcher Al Read scoring the only run.

After a 2-1 loss to Shaggy Dog, with a Cory Morrison homer accounting for the Carp run, Victory rebounded with a 3-1 win over Elkland. Morrison homered again for Carp.

Tim Power and Kevin McGuire scored the other Carp runs.

In their next game, Carp outscored Keating 8-6 with McGuire’s two-run dinger being the difference. The locals then won a 3-2 thriller over PA Power to qualify for the final. Joel Langford scored the winning run, coming home on an infield hit by Al Read.

In the final, the well-rested Shaggy Dog team edged Carp 2-0 behind New Zealand pitcher Jeremy Manley, who struck out 18.

Werewolf Fever, a movie directed

by Carp’s Brian Singleton, has been named the best horror comedy feature of the 2010 Atlanta Horror Film Festival.

A dramatic photo from Werewolf Fever, which was mostly filmed at Odi’s Kingburger in Renfrew in the summer of 2007, also appears on the opening page of the film festival’s website, www.atlantahorrorfilmfest.com.

The film showing was Saturday prior to being named the best comedy feature Sunday evening, Aug. 15. It was shown at the O’Brien Theatre this past March.

“I think it’s so exciting,” said Robin Audette of Odi’s Kingburger after learning of the film’s award. “It’s just so amazing. We never thought people would get to see it outside of town, and then to win a category.”

About 99 per cent of the scenes were

Singleton, who attended the Atlanta festival, said Werewolf Fever appeared to receive the best reaction of any film shown that weekend.

“It wasn’t a huge crowd, but it was a good-sized crowd,” he said.

“And everyone there was passionate about films … and passionate to see everyone’s work.”

The fast-paced, funny nature of Werewolf Fever contributed to its popularity, said Singleton, who grew up in Carp.

The plot of Werewolf Fever centres around Donny the delivery boy. En route to the Kingburger, he is attacked by a mysterious creature. When he turns up with his delivery he’s a werewolf who threatens the Kingburger staff, leaving staff members to fend for themselves.

Werewolf Fever may also play at other film festivals this fall, but the number and location of showings have yet to be determined.

Bulls escape truck in Kinburn, one falls out Patrol Officers in the West Carleton area responded to 57 general calls for service from the public for the reporting period of Sept. 3 to 9.

In addition to the calls for service, patrol officers are also proactively enforcing the highway traffic laws, responding to false 911 and alarm calls, and assisting the Ottawa fire, paramedics and bylaw services.

LOAD OF BULL – LITERALLY Police responded to a 911 call shortly before 10:30 a.m. on Sunday, Sept. 5, after three Black Angus bulls were reportedly running free on Kinburn Side Road.

Unbeknownst to the farmer, as he gassed up his truck in Kinburn, a couple of bulls decided to grab life by the horns and make their escape through an unlocked trailer door. By sheer coincidence, a trailer door latch had come undone as the trailer lumbered down Kinburn Side Road and one of their travel mates accidently rolled out of the moving trailer and survived.

With three aggressive bulls on the loose, one with possible injuries, 911callers were concerned that the animals would cause a serious traffic accident.

Within the first hour, police were able to round up the first two bulls without a whole lot of fuss. However, the third bull was causing the officers some grief – a caller reported the bull was standing in the middle of the roadway at Kinburn and Loggers Way and was creating some traffic headaches.

After chasing the last bull up and down the roadway for about an hour, officers were finally able to safely corral it in. By 12:58 p.m. all three bulls were accounted for and detained.

VANIER—CONSTANCE BAY CONNECTION While out for a morning stroll in Torbolton Forest at around 6:20 a.m. on Sept.

9, a complainant happened upon a bright turquoise Honda Civic that was parked on the pathway with its drivers-side door opened.

As she approached the car the driver’s door suddenly slammed shut and a white male ran out of the bush and jumped into the passenger seat. The car then sped off before the complainant is able to get a licence plate number.

The male was described as Caucasian, 20 years old, 5-foot-10 tall, muscular build and short hair. He was wearing a long shorts and no shirt.

As the complainant continued her walk she came upon a green Plymouth Voyager wedged between the trail and a tree. Its ignition was punched and the steering column broken.

On investigation, police learned that the van was stolen from a Vanier home sometime between 11:30 p.m. on Sept. 8 and 6 a.m. on Sept. 9. When police spoke with the registered owner of the van he

was completely unaware that his vehicle had been stolen from his driveway.

THE MERGER Two northbound vehicles on March Road at Maxwell Road attempted to merge into a single lane at around 5 p.m. on Sept.

8 and ended up colliding into each other.

When both drivers refused to concede to the basic fact that two objects cannot occupy the same space time continuum, a collision ensued.

Driver one stated that the bus merged into the passenger side of his vehicle and that he was unable to avoid the collision.

Driver two stated that he thought he had lots of room to pull in and that driver one sped up in an attempt to prevent a bus merger.

Drugs Sept. 8 March Road, West Carleton: A 21-yearold driver from the Corkery area was issued a formal warning after police stopped his vehicle on March Road and detected a strong odour of marijuana coming from inside of his vehicle. The driver admitted to possessing the drug and handed over a plastic zip lock bag containing about two grams of marijuana.

Mischief Sept. 7 Thomas A. Dolan Parkway, Dunrobin Village: Sometime between Aug. 28 and Sept. 1, a tree near the Dunrobin Community Centre was cut down to about three-feet off of the ground for unknown reasons. The Dunrobin Community Centre has been experiencing a lot of vandalism as of late and would like the residents of Dunrobin Village to report all suspicious and unusual activity to police. For crimes in progress, call 911 and for any suspicious and unusual activity in progress call 613-230-6211.

Suspicious Sept. 3 Bayview Drive, Constance Bay: At around 2:30 a.m. on Sept. 3, officers were dispatched to Bayview Drive after a com-

plainant reported hearing the sound of an Airsoft gun being discharged around his house. When the complainant went out to investigate he found broken Coors Light beer bottles scattered throughout his driveway. Officers searched the immediate area but didn’t locate any suspects or evidence of pellets or paintballs.

Sept. 5 Old Almonte Road, Manion Corners: A woman, who was out for a morning jog in the Manion Corners area, called police after she became concerned by a suspicious incident where a vehicle slowly drove past her three times before stopping at the side of the road. The driver appeared to be staring at her as she jogged on by.

It was only after the jogger flagged down a passing ATV and asked for assistance that the vehicle drove away and pulled into a driveway. When police located the driver at his home on Manion Road, he told them that he was expecting a visit by police. The driver then went on to explain that after working on his vehicles he would take them out for test drives up and down the roadway.

On this particular day, he purposely slowed down whenever he passed by the jogger so as not to scare her.

The driver admitted that his behavior could be misconstrued as suspicious and frightening to a single woman jogging on a quiet road. He stated that in the future he would be more cognizant of where he test drives his vehicles.

Sept. 8 Marshwood Road, West Carleton: Two white males were stopped and questioned by police after a complainant became concerned by their aimless presence at the intersection of Marshwood and Panmure Road. The complainant told the dispatcher that a house near the intersection was recently broken into and that there was lots of paving equipment in the parking lot.

Theft Sept. 5 West Lake Circle, West Carleton: A homemade 1.5-by-3-metre utility trailer

was stolen from a residential construction site sometime between 7 p.m. on Sept. 3 and 10 a.m. on Sept. 5, by unidentified thieves. The black utility trailer was secured at the back of the house with a hitch lock.

Sept. 7 3636 Hwy. 17, West Carleton: A caller reported a theft of Canadian currency that occurred sometime between 7:30 a.m. and 4 p.m. on Sept. 7. The complainant stated that an unidentified person stole several old Canadian $2, $10 and $20 bills from a glass showcase at the Antrim Flea Market.

The tasting will also include beer from local brewers such as Heritage Brewing, Scotch Irish Brewing, Kichesippi Beer Company and Beau’s All Natural Brewing Company.

It also features special tastings one can’t find just anywhere, like Heritage Brewing’s Dark Lager New Hop Edition which is brewed using local hops from

“The brewery only gets enough local hops to make one batch a year, and only ship small quantities to stores, so it’s very unique,” said Skeggs, who has secured a supply in order to share its unique taste with beer lovers at Pinhey’s Point.

The tasting will also pair the beer with samples of meats and cheeses that go best with different styles of ales and lagers.

“Some beer even pairs better with food than wine,”

explained Skeggs, who also teaches the ‘Beer Course’ in the Algonquin College Sommelier Program.

“It’s more of a European tradition that people in North Americans haven’t yet been a part of.”

Ultimately, Skeggs hopes that people learn something new about beer.

Tickets to the Craft Beer Tasting are $35. The event will take place at 270 Pinhey’s Point Rd. in Dunrobin on Saturday, Sept. 18 at 7 p.m. All participants are encouraged to register in advance.

Andrew Haydon, former regional chair and the man credited for building Ottawa’s transitway, has entered the mayoral race.

Haydon plans to run on the issue of light rail, calling it a waste of our resources. He is in favour of the downtown tunnel — but for bus rapid transit, not light rail.

Haydon said using the tunnel for bus rapid transit would leave the city with a $65 million surplus—which could be used to increase service to Stittsville and the rural areas.

Haydon’s support base would come from the west end as he is credited with the creation of Nepean Sportsplex and the Nepean National Equestrian Park.

He was regional chair of Ottawa-Carleton from 1978 to 1991.

He was also reeve of Nepean Township and briefly served as the first mayor of the City of Nepean in 1978.

Haydon is well-known and has a park overlooking the Ottawa River named after him, as well

council chambers at Ottawa City Hall.

Haydon chose to announce his candidacy at Ben Franklin Place — the former Nepean city hall, because he said his campaign will be about fiscal responsibility and leading Ottawa to Nepean’s debt free example.

“I will not be a one-issue candidate,” Haydon said. “But LRT will be the cornerstone of the budget and saving that money will be the best way to move Ottawa to a debt-free model.”

He said he would also like to see O.C. Transpo turned into a commission of elected officials who would work to see morale improved.

“I think anyone in this community can tell you that O.C. Transpo is mismanaged,” he said.

The last time Haydon tried a revival of his political career with a run for the council seat in Gloucester-South Nepean, he was defeated by Steve Desroches.

Incumbent Larry O’Brien, former MPP Jim Watson and Capital Coun. Clive Doucet are seen as the other three frontrunners in the race.

City council voted to begin negotiations to buy a piece of land between the Beaver Pond and Trillium Woods.

Kanata North Coun. Marianne Wilkinson said it would cost the city $300,000 to $500,000 to preserve the natural pathway that would link the future Kanata North Recreation Complex to the Beaver Pond.

“We don’t know the cost exactly and it’s a hard one to price,” she said, but KNL will be adjudicating the process to make sure it is a fair price.

Wilkinson said she wants to see the matter settled “fairly soon,” before KNL Developments start to clear-cut the land for the 3,200 homes it plans to put in the new subdivision.

Council also passed a second motion to ask the National Capital Commission (NCC) to think about acquiring property in the South March Highlands.

“We’ve asked them to formally consider it,” said Wilkinson, who had a meeting with the NCC on Thursday, Sept. 9. “They will post three scenarios for their greenbelt study.”

The NCC is looking at adding fingers of land to the greenbelt/ “It won’t be posted until the end of the year,” said Wilkinson.

“But it will certainly help a lot.”

She added that KNL doesn’t have approval to start clear-cutting yet, but it could happen soon.

Steve Hulaj, creator behind the Facebook group I want to save the land North of Beaver Pond Park in Kanata Ontario, said this decision will set the precedent for acquisition of the property – and not in a good way.

“We really haven’t gained anything,” said Hulaj, who added the price quoted is too high.

“The unfortunate thing is I think we’ve set a precedent.

“To me it’s incredibly odd that the city council would undertake to get the NCC to look at acquiring land. What we should be doing is expropriating the entire property.”

Hulaj said a piece of raw land – meaning there is no service yet to the area – goes for around $75,000 an acre. But Wilkinson said that price is only for land outside the urban boundary.

“Once you have Ontario Municipal Board (OMB) approval the value increases substantially,” she said.

Hulaj said although the pathway is a start, expropriating all the land would have been a better move.

“With respect to the vote, it would have been nice to see council approve expropriation of the land. I think expropriation would have been the smart move,” he said. “Twenty or 30 metres does nothing to satisfy anyone who is aware of the significance of the land. That’s the

width of a driveway.”

Wilkinson said council didn’t approve expropriation because all the money has to be paid upfront, money the city doesn’t have.

“We don’t have money like that to expropriate the whole land,” she said. “It’s approved development land.”

In a recent court case in Guelph, Ont. where the city expropriated land from a developer for a school, the courts ruled the developer would not be compensated for projected lost profits, only the value of the raw land.

“This process would not cost a significant amount of money,” wrote Hulaj about the expropriation process for the KNL lands in a Facebook update.

“In fact, the City of Ottawa will spend as much (or more) to service the area as it would to pay for the expropriation.”

Wilkinson said she looked into buying the land but it wasn’t a feasible option for the city.

“Council has made a decision,” she said about the buying the pathway. “Even if it costs money council will get the connecting link.”

Jim McKenzie, the Green Party’s contact in Carleton-Mississippi Mills said it’s sad nothing was done earlier.

“We’ve just been trying to support the group,” said McKenzie.

“The Beaver Pond is one of the most unique sites in Canada.”
