Council to debate hiring more paramedics Jessica Cunha

Eli El-Chantiry is calling for the city to hire 12 new paramedics and purchase four ambulances this year after the Review was first to report that rural areas of the city were being left uncovered.

Rural paramedics are often called into the city’s core where the bulk of emergency calls come from, leaving the surrounding municipalities to respond to rural calls for service.

El-Chantiry tabled the mo-

tion at council Feb. 24, with support from fellow rural councillor George Darouze (Osgoode).

The addition of 12 paramedics would require $780,000, funded from the city’s “one-time and unforeseen” category, according to the councillor’s motion.

Four ambulances would cost an estimated $260,000, funded from the development charge paramedic service account in the amount of $220,000 and the remaining from the city-wide reserve fund.

Opeongo Road fire one of four fires across city Sunday Jessica Cunha

A chimney fire in Buckham’s Bay spread to the walls of the house before firefighters contained the blaze on Sunday, Feb. 28.

Firefighters across the city were kept busy as four serious calls came in before 9:30 a.m.

Sunday, followed by another fire that afternoon.

Firefighters from Constance Bay were dispatched to 4984 Opeongo Rd. around 9 a.m. after the homeowner reported the chimney fire.

When they arrived, firefighters noted the flames had spread to the walls of the residence and “an offensive attack” was launched with multiple trucks attending the scene.

It took firefighters a little over two hours before the all clear was given at 11:35 a.m.

A fire investigator determined the cause of the fire was accidental, said fire spokeswoman Danielle Cardinal.

No injuries were reported, but the fire caused $300,000 in property damages and $100,000

in damages to the home’s contents.

ARREST MADE

Ottawa police arrested a 78-year-old man in relation to two of the fires on Sunday.

Fires at homes on Walkley and Leitrim roads were found to be related, said police in a news release.

Police said a male was seen leaving the scene of the Walkley fire in a van. He was arrested in his vehicle Sunday afternoon at Hwy 417 and Pinecrest Road.

Both fires caused “substantial damages” to the homes, said police, but there were no injuries reported.

The arson unit and Ottawa fire continue the investigation.

The paramedic service has been in the news because surrounding municipalities have had to pick up the slack for Ottawa’s lack of resources.

The attention to the city’s core has left the rural areas devoid of service.

Anthony Di Monte, acting general manager of emergency and protective services and chief of the Ottawa paramedics, said normally Ottawa paramedics would cover off the rural areas if their ambu-

lance was out on a call in the city, but they can’t keep up with the demand.

He said the dynamic, fluid nature of the paramedic service in Ontario – it doesn’t matter the name on the side of the ambulance – they’re there to help a patient in need.

George Darouze and West Carleton-March Coun. Eli-El Chantiry tabled a motion at council to pay for 12 new paramedics and four new vehicles – the combined cost would be close to $1-million.

But College Coun. Rick Chiarelli asked staff if the dozen new paramedics would be enough to

bring the response times up to 75 per cent.

Di Monte said he didn’t have the numbers yet, but suggested increases in call volumes over the first two months of the year would mean the dozen would only play catch up to 2015 numbers.

Chiarelli asked staff to compile a report to determine how many paramedics the city needs to meet today’s targets.

Whatever happens, Darouze said he wants action now.

“We can’t delay on the hiring of paramedics,” he said. “We are sucking the resources of our rural neighbours.”

“Staff has advised that there are sufficient funds in the development charge paramedic services account to accommodate the majority of the funding,” said the notice of motion.

The move would help alleviate some of the strain put on paramedics for calls within the city core, and ensure a more rapid response for rural service calls.

“The most important issue to have enough paramedics stationed in our area,” said ElChantiry. “This is a good news story for us. I feel very happy about it, very productive. The mayor and council and my colleagues really jumped on board.”

Paramedic Chief Anthony Di Monte said his staff is already working to implement the technical details that will allow them to move quickly if the motion is passed at council.

“Technical details will be put in place until such time as we get direction,” he said.

The motion, if approved, would be a move in the right direction.

“Call volume has gotten to the point that it’s starting to overtake our capacity; there’s not many things we can do to resolve that,” aside from bringing in new recruits, Di Monte said. “With this approach we’re able to put those extra resources into the urban core and we won’t have to pull the rural ambulances in as much.”

A review of paramedic services is currently underway to identify current and future requirements. The study is expected to be complete this spring, but that’s not soon enough to deal with the immediate need.

The motion states there has been a 23 per cent increase in paramedic response volumes over the past five years and as a result, “designated rural resources are often required to respond to the urban core where demand is greatest … this creates a greater reliance on surrounding municipalities, which are then required to respond to the city’s rural wards.”

Motions are not discussed when tabled, but will likely be considered at the next council meeting set for March 23.

Paramedics respond to rollover near Kinburn

If the weather co-operates, and the forecast is favourable, ice fishermen will flock to Constance Bay this Sunday, March 6.

At one time there used to be several ice fishing derbies each year in West Carleton, but with the erratic weather this winter, most have been cancelled. So organizers of the ninth annual Peter and Mike’s Fishing Derby, also known at the Dunrobin Meat and Grocery derby, expect a large and enthusiastic turnout Sunday.

Seeing red over Ontario’s budget

I

f you are a student soon heading off to university from a low-income family, then you’re a winner after the Ontario budget was unveiled at Queen’s Park on Feb. 25.

For the rest of us, not so much.

As a budget goodie, free tuition for students from families with a combined income of $50,000 or less came completely out of left field.

But more sin taxes, higher natural gas rates, higher gas prices though a cap-and-trade system and the absolutely staggering amount of money that the province now pays out each year just to service the accumulated provincial debt is sadly predictable considering the way the governing provincial Liberals have been spending money in recent years.

It’s a good thing that some students will end up getting free university tuition, and thus be able to get degrees that will hopefully translate into decent paying jobs in the future because they are going to need that cash.

Someone is going to have pay the now humongous $300 billion-plus debt load this province is carrying into the future. If there was the sound of fits of laughter emerging out of Queen’s Park

when Ontario Finance Minster Charles Sousa said the government’s newest budget shows how fiscally-responsible this Grit government has been, it would have been perfectly understandable. What is also amusing, if not outright tragic, is that the government is claiming it will balance its annual books next year.

That is something that will have to be seen to be believed from this government. Ontario’s books are now so far in the red, that the $308.3 billion accumulated debt load that all residents of the province are now on the hook for is so large that trying to climb out of that fiscal ditch is akin to trying to scale a black hole without a rope.

Running up annual deficits in and of itself is not always a bad thing when the economic times call for it, but the Wynne, and McGuinty Liberal government before it, have made irresponsible fiscal management an art form.

They have proven themselves to be world-class artists when it comes to running up the debt, and Ontario residents are going to be the ones paying for it long after this Liberal government fades into a long distant memory.

The illusion of bigger is better

I

t would be good if we in Ottawa didn’t cripple ourselves with indecision over such large matters as the development of LeBreton Flats and a new public library.

Discussions have become rather heated already, even though we are still in the very early stages.

And part of that may have to do with people’s idea of the scale of things. For understandable reasons, we are thinking massive.

The understandable reasons include the fact that LeBreton Flats has been sitting more or less vacant for more or less 50 years.

It is natural, then, that we wouldn’t want to put some modest little thing on it. Whatever it is, we want it to have a significance worthy of the wait.

We want something big. We

wanted a combination of the Coliseum, the Eiffel Tower and Angkor Wat, with ample parking, a river view and retail on the ground floor.

Some of the same emotion, colours our view of future developments, including the library.

That’s going to make decisions difficult to arrive at.

We will keep rejecting ideas that are good because they are not great. And that could go on for another 50 years, knowing this town.

But what do we really want in a library, to use that as an example?

A place where books are available, as well as the electronic equivalents and up-to-date research facilities.

And beyond that, a place for people to hang out.

The best modern libraries, such as Vancouver’s, have that quality.

They are gathering places, with coffee shops and such, where people can hang out with books.

We don’t need the Eiffel Tower for that. It would be nice if what-

ever is put there impresses the tourists, but that should not be the first consideration.

The first consideration is to make it useable, accessible and comfortable.

And the same goes for much of what will go on LeBreton Flats, the housing, the shops, the restaurants.

If you think of your favourite neighbourhoods in Canada, or in the world, you don’t think of overpowering structures.

You think of walkable streets, interesting shops and restaurants and a nice vibe.

The buildings could be quite ordinary, even modest. The neighbourhood is easy to get in and out of. It has good transit and some trees.

If we think that way, if we set aside the need to be world-class and photogenic, it should be easier to make decisions.

It’s like a man buying a suit.

New trails act spells trouble for landowners To the Editor: At first glance, most people will think there is not much to worry about concerning Bill 100, ‘Supporting Ontario’s Trails Act’, but the Ontario Landowners Association (OLA) has learned the hard way that if you let bad legislation pass, then the only way to fix it is in court rooms at great expense to the individual.

In this Act, all conditions explained in Section 12 apply only to private property. This is explained in Section 13.

I talked to people from the Ontario Trails Council (OTC), the people who want this bill passed, and they told me there are about 2,500 trails in Ontario that total about 80,000 km, 20,000 km of those on private property.

So here are some of our concerns.

If we agree to accept a trail easement on our property, then Section 12 describes all the eligible nominees or eligible bodies that can potentially share this easement.

Under Section 12 (1) there are 13 subsections (a) through (m) describing who can be an eligible body to register the easement. Conservation Authorities, Crown Agencies, Municipalities, and Native and Aboriginal groups are all eligible as well as subsection (k), which mentions entities from the United States. (When talking to Minister Coteau’s office on Friday, they informed me that those entities are Conservation Land Trusts from the U.S.A.). In Section 12 (1) (m), it refers to “any other person or body prescribed by the regulations made under this Act.” None of us can predict what the regulations for this Act will look like, because they will be written in the back rooms by the bureaucrats with no oversight by the public or the property owners, until they become law and one is forced to deal with them in court.

Now we move onto Section 12 (2) that describes the eligible body “as one who is acceptable to become a registered owner of an interest in land.”

Section 12 (3) says “an owner of land may grant an easement, with or without covenants, to one or more eligible bodies.” Section 12(4) confirms that eligible bodies can then convey land to other bodies.

Section 12 (6) says “the eligible body shall register the easement against the land affected in the proper land registry office and, once registered, the easement and any covenants contained in the easement, run with the land against which it is registered.”

In Section 12 (8) it says eligible bodies can transfer its rights to another eligible body. Now this is where the property owner must be very careful and put written conditions on the use of the trails.

There is nothing in this Act that requires the entities who make an agreement with property owners to fully explain the consequences of signing up for an easement. There is also nothing in this Act that requires a written ‘wet-ink’ signed contract with witnesses to protect the property owner who may not understand the words of the contract. There is nothing in this Act which explains that once the owner has agreed to an easement, although they still own the land, they have lost the right to use the land as they want.

For any of those who think you can change an easement, which is a contract, Section 13 makes it very clear when it states, “an eligible body may enforce an easement that is registered on title to the land, including any covenants contained in the easement against

the owner of the land and against any subsequent owner of the land, against which it is registered.”

The folks from the OTC insist they are content to continue with the traditional handshake agreements that have served us well in the familiar spirit of community and insist they don’t need a registered easement to continue their trails network. However, nothing in this Act spells out this option clearly.

It would seem then, that the only reason to sign an easement would be to help extend control for the Ministry of Natural Resources, Municipalities, Conservation Authorities, and Conservation Land Trusts over private property.

Although the OTC has heard the OLA’s concerns, they say they would not withdraw their support for the Act. The OLA favours withdrawal of the Act to allow time for

proper review and consultation.

If any group comes knocking on your door looking for permission to use your land for their trails, it is in your best interests to have all the details of the agreement and then take that contract to your lawyers and have them confirm that you are protected, before you sign.

This bill by its vagueness and association with different entities has led people to believe that there was an intentional motive to gain permanent access to rural land.

One thing for sure, most people on the rural roads know that when you mention Conservation Authorities, Private Property, and Easements in the same Act, nothing good will come of it.

It will also introduce incidental changes to required aisle widths in parking garages, minimum driveway widths, and zoning rules governing car-sharing services. A minimum visitor parking requirement for residential uses is proposed to be introduced in those parts of the Central Area where visitor rates currently do not apply.

Ward 5 West Carleton-March Paramedic service in West Carleton-March As many Ward 5 residents are fully aware, recently there have been some serious concerns raised about the quality of paramedic services in our Ward and the established response times. This issue is of huge importance to me and I have spearheaded meetings with my rural Council colleagues and Mayor Watson to come up with a solution so that West CarletonMarch receives the best paramedic services possible.

In the past five years, there has been a 23% increase in paramedic response volumes in Ottawa. As a result of this increase, designated rural paramedic resources are often required to respond to the urban core where demand is greatest, which consequently creates a greater reliance on surrounding municipalities, who are then required to respond to Ottawa’s rural wards.

Ottawa City Council has previously directed City staff to complete a review of paramedic services to identify current and future operational needs and efficiency opportunities, and this service review is anticipated to be completed this spring. However, I am not willing to wait until then to deal with the need for better service for Ward 5, so at the Ottawa City Council meeting on February 24 I introduced a Notice of Motion to request: 1) The addition of 12 paramedics in 2016, and 2) The purchase for 4 emergency response vehicles to support the additional 12 paramedics.

This will be debated at the next Council meeting and I will be pushing very hard for this to be approved.

Sneaking out in the middle of calving season DIANA FISHER

Accidental Farmwife way. I won’t pat him on the head like I did with the ram once. I might not recover so easily from that.

Two of the new calves are already out in the barnyard, as the weather has been mild and they are over a week old.

Mocha finally had the calf the Farmer was watching for when he locked her in the barn last week. She waited until he gave up and let her out again, but she returned to the barn like a good girl and found a

quiet corner in a sunbeam to birth her baby bull calf.

By the time we discovered them, she already had him dried off and fluffed up. She was looking a little worn out, lying beside him and softly mooing.

I brought her a pile of sweet hay and fed her a couple of pieces of her favourite food.

This girl has been known to break out of the barnyard and trot down the road when the apple trees are heavy with fruit.

This mild winter has been exceptionally easy on us compared to last year. A year ago we were praying for our water to the barn to open again. It froze up and forced us to feed a dozen head of cattle with a

garden hose.

It was quite an exercise.

Carefully unwind hose and stretch from house to trough.

Fill the trough, then carefully fling the hose over a barn rafter (don’t let the hose come back and hit you in the mouth; I learned that lesson the hard way) and slowly drain all the water out of it before winding it on the floor of the barn for the next day.

More than once we discovered if you leave a bit of water in the hose, it freezes and cracks. We gave up on décor and let the hose defrost in the house.

As I write this, we are once again packing for a trip to the sunny south. We have two daughters and their men coming to care for the farm in our absence.

One pair is experienced at cattle farming. The other pair can look after the house and the handful of cats. It’s hard to say which task will prove more of a challenge. I am trying not to worry about what might go wrong while we are away.

The Farmer is already in vacation mode. He is very good at turning off the worry track in his brain. I wish I could relax like he does.

Something tells me when I’m on the beach with nothing but the sound of waves and Bob Marley for distraction, however, I will find a way to chill out.

Our granddaughter Leti is three months old now. She has started smiling and laughing and it makes fools of us all. We practically stand on

our heads trying to get a reaction out of her.

We were going to take a longer vacation this year, now that the Farmer is retired from teaching. But I can’t imagine going more than a week without seeing our littlest girl.

Next year at this time, maybe her parents will be ready for a winter getaway, and we can babysit. That would be truly awesome.

Grandpa is a fulltime realtor now, so when I’m at work he can look after her. I imagine the two of them in a nest of pillows on the couch, bowl of popcorn between them, watching Fox and the Hound.

The problem with feeding a bull apples is that now, every time I head into the barnyard, he thinks I’m bringing him another snack.

He has always been very tame, but now that he is fully grown I don’t dare trust him.

Not wanting to disappoint, I head back to the house to cut some apples into wedges and stuff them into my pocket.

There are a few beasts looking for treats today.

I put myself on the other side of the big hay feeder and reach over to offer the apple slice to the bull. He gently reaches out his tongue and pulls the fruit into his mouth.

It’s hard to imagine him being aggressive, but I am careful not to challenge him in any

Could a silent spring be coming soon?

Longer days and warmer temperatures are strong indications that spring is not far off. There are other signs too. Black-capped Chickadees now optimistically sing: “spring’s here,” while Northern Cardinals greet the dawn with their emphatically whistled: “What Cheer! What Cheer! What Cheer, Cheer, Cheer!”

This far north, winter is a trying season and every year many animals fail to survive it. Some fall victim to predators while others experience accidents such as flying into windows. But an even greater number die of starvation for it takes plenty of resources to keep one’s body temperature at sufficient levels to fend off the cold.

Therefore, one might logically think that birds that migrate have it better off. Balmy temperatures and plenty of food must surely be rewards for travelling thousands of kilometres south. Even if that is true, only half of the songbirds that migrate south each year return to their homeland

Michael Runtz Nature’s Way the following spring. Many hazards lie along their route, a gauntlet that must be run twice each year. And each year increased loss of habitat makes it harder for birds to find suitable accommodation at their destinations.

Habitat loss is an ongoing challenge that faces birds whether they do or don’t migrate. But other factors are behind dramatic declines in songbird populations over the past few decades and not only on our continent. In my lifetime, many species have undergone a 50% drop in their

numbers. When I started birding, Point Pelee National Park was famous for its annual spring “fallouts” of songbirds. When conditions were right, thousands of birds filled the trees and one could get dizzy trying to identify them all. Their music filled the air and it was difficult separating from the symphony the songs of individual species. Today, fallouts are increasingly rare and on many mornings silence prevails.

So what is happening to our songbirds? Habitat loss and the other aforementioned problems are certainly having negative effects. But other factors are also at play. Many songbirds eat insects, and there are documented declines in many groups of invertebrates.

Large-scale use of pesticides including neonicitinoids has been implicated in knocking down insect populations, and loss of food may well be behind the lower reproductive success currently experienced by many birds including flycatchers and swallows.

Years ago, Rachel Carson in her landmark book Silent Spring warned that if the wide-scale use of DDT was not stopped, many songbirds would vanish (hence the title).

Are songbirds facing a similar fate today? Perhaps they are. A new documentary, The Messenger, was recently showcased at the Wakefield International Film Festival.

It is a visually stunning and intellectually stimulating film that dramatically documents the decline of songbirds worldwide. It will be showing at the ByTowne Cinema in Ottawa from March 18 - 21; I highly recommend you see it; if possible, bring a child.

With birds being such an important part of our world, I shudder to think of a spring that lacks their soul-stirring songs. Because songbirds are truly “canaries in a coal mine,” there is little doubt that if they were to vanish, our species would not be long in following.

With water at a premium and conservation concerns at the forefront for many, more and more homeowners are exploring ways of maximizing the benefits of the natural flow of water on our properties.

Landscape architects have been dealing with this issue forever in the requirements of their formal designs.

Now they are sharing their ecologically beneficial secrets with us.

Carole Crossan is a landscape architect with the National Capital Commission whose love of gardens and the landscape was first inspired by summers playing in the Montreal Botanical Garden.

In her 10 years at the NCC, she has had a particular interest in stabilizing and reconstructing shorelines, along with promoting an ecological approach to

surface drainage, which is “part and parcel of shoreline work,” she said.

can be a beautiful way to manage stormwater runoff.

The Renfrew Gun and Hunting Show will be held this weekend (March 5-6) at the Renfrew Armouries. The Valley Fishing and Outdoor Show will be held in Carp April 1-3.

of life on Feb. 27.

Sargeant, one of Canada’s oldest naval veterans, passed away Dec. 3 at age 94 while at the Perley and Rideau Veterans’ Health Centre.

“He didn’t want anyone to be sad,” said John. “I had to take a lot of deep breaths but it was truly celebrating a man’s full life.”

His father loved legions, visiting “dozens” around Canada and the world.

“My father was more than happy if he was at a legion,” said John.

As part of the ceremony, Ernest’s wife Irene placed two white roses in a vase, followed by their children represented by red roses, and the grandchildren with coral roses, “to keep unity in the family,” said John.

Ernest and Irene were married 53 years.

As with many of the stories told about the Chief Petty Officer, he was a romantic who enjoyed living life to the fullest.

“Ernest decided to surprise the love of his life by asking her to renew their vows. Unfortunately,

He was so determined that he and Irene would renew their vows that he arranged for the ceremony to take place in the atrium at the hospital in September 2015.”

“He was very romantic; if I had 1/100th of what he had I’d be very happy,” said John.

Ernest spent 25 years in the Royal Canadian Navy, serving during the Second World War and the Korean War. Following that, he travelled the world for 21 years while stationed

at various posts for External Affairs.

Upon his retirement at age 65, he settled in Brockville and opened his own business – The Old Cornerstone Store – which he ran until he was around 80 years old.

“He never stopped, he was a very busy man,” said John. “He was a very special man.”

Dean, vintage group bringing miniature tractors to Ottawa Valley Farm Show Staff

The Ottawa Valley Farm Show is incorporating a couple of new twists this year: collectable miniature tractors and free parking and Wifi.

Ontario’s longest running agricultural trade show will run March 8-10 at the Ernst & Young Centre in Ottawa. It’s the 89th edition of the show that is organized by farmers for farmers, More than 350 exhibitors will be on hand at the EY Centre offering a wide range of farm machinery, equipment and services. The show is already fully booked with about 60 applications remaining on the waiting list.

The Eastern Ontario antique machinery club, which traditionally hosts a large artifact display at the annual show, is offering boxed miniature tractors for sale as a fundraiser for both the club and the Children’s Hospital of Eastern Ontario (CHEO).

The tractors will be introduced by Vintage Iron & Traditions of Eastern Ontario (VITEO), which is led by president and Galetta resident Barry Dean (Arnprior M&R Feeds). The Eastern Ontario group dedicated to preserving agricultural artifacts and rural customs has been a fixture at the farm show for the past five years.

Dean is also a director with Ottawa Valley Seed Growers, the group that has organized the farm show for 89 years.

He expects the antique toy sale to become a yearly event.

“Not everybody can buy and store full-sized farm equipment,” Dean observed in a news release. “But most people can pay $75 for a scale model to keep on a shelf in the living room.”

The club has acquired 51 die-cast models of the 460 Farmall. As a bonus, VITEO member Hank Bakker will show his full-sized 460 at the show.

“We’ll have the big one on display at the show with the models on sale in the antiques section,” Dean said, adding each boxed miniature will be numbered and a decal will describe that it’s a limited run in connection with the 2016 show.

“Going by advance interest, I expect the 460s to sell out. You can only get one at the show on a first-come, first-served basis. To satisfy as many people as possible, nobody will be able to buy more than one.

“If the project is a success, we’ll repeat it in future years with models of other popular tractors, hopefully with each full-sized machine on display.”

The Seed Growers have provided some cash to help cover costs of the miniature project. Number One in the series will be turned over to the annual Pedigreed Seed Sale March 10 which raises money for CHEO.

Dean said other agricultural trade shows have offered collectible tractor models, notably the former Toronto show. “With that show gone, we might be able to fill a vacuum for people who enjoyed collecting whatever model Toronto produced each year,” he said.

Meanwhile, Dean has been named chair of a special association committee assigned to oversee next year’s OVFS 90th anniversary celebrations.

The other addition this year is free parking for exhibitors and visitors, as well as Wifi services at no charge. The Ottawa Valley Seed Growers Association (OVSG), sponsors of the show, made the decision as a way of rewarding their customers for years of patronage.

Continuing education in the role of mother West Carleton mom organizes the first Mom Conference Adam Kveton

“Mom” isn’t just a term of endearment, a child’s first word, or a shrill cry yelled at the top of young lungs.

It’s a job title, says Kinburn resident JoAnne Cooney. And, like any other profession, moms need time for professional development. That’s why Cooney has organized her first Mom Conference – an opportunity for moms to learn about topics ranging from finances to politics to child and personal health – taking place at the Holiday Inn and Suites Kanata on March 5.

THE IDEA

After three back-to-back maternity leaves, Cooney was struggling to keep it all together. Upon receiving yet another email reminder

about a conference concerning her veterinary technician job, she realized what she was missing.

“I was like, ‘Oh my gosh, I don’t need to attend another conference about how to hold a cat while you put a catheter in,’” she said. “I was like, ‘I need to learn how to live better.’”

For her, that meant finding a way to grow as a mom.

“Everyone else says it’s the most important job you’ll ever have … but there is no continuing education, and in every other field of work there is continuing education. You go to conferences and workshops and seminars and all of a sudden you become a parent and it’s like, ‘Yeah, good luck with that.’”

Though you can go to your doctor with questions, learn from mom bloggers and otherwise make use of Google, Cooney realized there wasn’t a mom conference that dealt with learning about how to be a more knowledgeable and less stressed woman and mom.

“When I went looking for something like this, the only information that was out there was information about your child,

Putting together the conference for the first time, Cooney has sourced speakers on topics like finances, politics, humour and fun, women’s health, career and personal development in the hopes of arming moms with information that can help them grow as a mom.

The speaker she is most excited about it Susie Johnson, a blogger and mom of seven from Connecticut who will be speaking on staying sane through motherhood, and about her system that has helped her to not yell at her kids.

Cooney said she is hoping to have 200 moms attend the conference, which takes place March 5 from 8 a.m. to 5:30 p.m. Convincing moms to attend a conference and leave their kids at home has been a challenge, she said, but hopes to give moms a day all about them and their development.

If the interest shown at the grand opening of the ‘Arnprior of the World Stage’ exhibit at the Arnprior & District Museum is any indication, the

permanent display is going to be a popular attraction.

A large crowd jammed into the museum Feb. 19 to view the exhibit that pays homage to the major contribution Arnprior area soldiers and their families made to the Ca-

nadian effort in several major world conflicts.

Museum staff, the many volunteers who made the exhibit possible, family members of veterans featured in the displays, town council members and special guests

mingled at the museum for the grand opening.

After receiving a sneak peak at the exhibit along with Arnprior Mayor David Reid, the associate minister of National Defence, Karen Mc-

Crimmon, told the assembled crowd how gratified she was to see the recognition of the contributions of the soldiers.

“Thank you for the caring and sharing that keeps their memories alive,” said McCrimmon, who is also the parliamentary secretary to the minister of Veterans Affairs and newly-elected KanataCarleton MP. Among the many soldiers included in the exhibit are Nick Smith, Art Appleby, Rene Leclare, Howard Popkie, Mac Scobie, Arthur Turcotte and Hugh McGonigal.

Museum curator Janet Carlile and Reid also addressed the gathering before heading to the second floor to participate in a ribbon-cutting officially opening the exhibit.

Both referred to the extraordinary efforts of museum staff and volunteers to ensure the opening went ahead despite a water main break the Saturday before that poured eight inches of water into the museum’s storage area.

A touch of Leahy is coming to Arnprior.

The Leahy cousins from the Donohue and Enright families will be performing this Saturday, March 5 at St. John Chrysostom Parish Hall at 285 Albert St. in Arnprior. Doors open at 6:30 p.m. and the show starts at 7 p.m.

The Knights of Columbus Arnprior Council 2082

is sponsoring the event and it will serve as a fundraiser for some of its local projects including Coats for Kids, scholarships, sports programs and its anti-drug campaign.

Kevin Ready, a member of the organizing committee, thinks it will be a great show.

“It will be a very entertaining show and will be a unique experience. It’s getting close to St. Patrick’s Day and that’s a big attrac-

tion,” said Ready.

“Those who have an inclination to enjoy good old time fiddling tend to enjoy these types of events at this time of year.”

The Leahy family, a well-known folk band from Lakefield, Ont., have been performing together for over 30 years.

“I think the reputation of the Leahys, then their parents, who are former Juno winners, have developed a wholesome and

high-quality tradition,” said Ready.

The two sets of cousins who will be performing are both from the Douglas area.

“There are 10 Leahy cousins performing, that range in age from 4 years old to 18 years; there are

four in the Donohue family and six performing in the Enright family,” said Ready.

“You have 10 high-quality performers that are part of a rich tradition.”

Advance tickets are now on sale for $12 and will be available at the door.

“It’s a very inexpensive event and a great night of entertainment,” said Ready.

“We anticipate a sell-out, so we encourage people to get tickets early to avoid disappointment.”

Tickets can be bought at Clancy’s Drug Store at 99 John St. in Arnprior, Peebles Lottery Centre at the Arnprior Mall, the St. John Chrysostom church office, the Pakenham General Store and Dahl’s Convenience in Renfrew.

Reid said the effort of Carlile and staff in ensuring the “wonderful” exhibit opened on time was amazing.

“They’re second to none,” he said.

The mayor thanked all the family members of veterans who attended, noting “there are so very few left to pass on their stories.” He also praised the many people attending the opening for recognizing the importance of the impressive contributions of the veterans and their families.

In her comments, Carlile said the exhibit is dedicated to everyone in Arnprior and area who joined in war efforts around the world. As well as putting the spotlight on veterans of the two world wars, it proved to be an “excellent

opportunity” to showcase the local involvement in other conflicts from the Boer War to the Korean and Afghanistan operations, she said.

She thanked the many families who generously shared photographs, uniforms, memorabilia and other items with the museum to bring the exhibit to life. She noted that volunteers had spent thousands of hours putting the exhibit together.

“This vibrant hub of the community would not be possible without them,” she said.

McCrimmon said there was a time when people didn’t want to talk about the world wars. However, exhibits like this help the public realize “there is something here that needs to be celebrated,” she said.

She noted that the exhibit

will fit in well with the 100th anniversaries of major battles of the First World War coming up over the next three years. Canadians should recognize how lucky they are that their predecessors took up arms in the name of freedom and politicians need to ensure that the democracy they fought for is not lost, she said.

“This nation was built on their shoulders. We have so much to be grateful for.”

The exhibit is featured on the second floor of the museum with an audiovisual presentation on the ground floor for those unable to climb the stairs.

The museum is open 11 a.m. to 4 p.m. Tuesdays to Saturdays to March 31, weekdays in April, and Monday through Saturday all summer, as well as by appointment.

Erwin lived a full and interesting life. He served 5 years in the Royal Canadian Navy.

He was then Postmaster in the village of Ashton for 11 years where he owned the General Store and Carleton Fuels. In 1973, the family moved to Corkery in West Carleton where Erwin did what he enjoyed most, the training and driving of Standardbred race horses. In 2008 he retired and he and Barbara moved to Arnprior. A special thanks to the Grove Nursing Staff for the kindness and loving care that was given to Erwin while he was a resident there. A Memorial Service took place Wednesday March 2, 2016 in the St. Andrew’s Presbyterian Church, Arnprior at 11:00 a.m. Interment Arnprior Albert Street Cemetery. Fuel and sin taxes going up as Ontario seeks to eliminate deficit Steph Willems

Depending on personal circumstances, Ontario’s 2016 draft budget could save you a lot of money or cost you a little more.

The big-ticket items in the document unveiled by Finance Minister Charles Sousa on Feb. 25 concerned post-secondary students, health care, drivers and drinkers.

In a departure from the status quo, the province is eliminating its existing arsenal of tuition grants in favour of a free average tuition for students from families with a household income of under $50,000.

This initiative – the Ontario Tuition Grant – would also be available to some students from higher income families when it comes into effect in the 2017-18 fiscal year. Ontario Student Assistance Program (OSAP) loans will also be capped at $10,000 annually for higher income families.

Hospital funding – which

has been frozen for several years – will see a top-up of $345 million, while the community care model will be reformed for better delivery of health services.

More money – $155 million over three years – will be allocated to improving palliative care, while $12 billion in capital grants will be allocated to hospitals over the next ten years to facilitate new construction.

Ottawa South MPP John Fraser said the new money being added to health care hasn’t been taken from other areas inside the same portfolio. In past years when hospital funding was frozen, Fraser said areas such as community care and home care saw increases of five per cent annually.

“It’s like in any organization, where you say, ‘this is what we need to do for people, this is what they want, so we need to bring our focus here,’” said Fraser. “So, how do we actually move those resources in a way that delivers that care for people the best we can, to have a

well-functioning system?”

In a move that’s sure to be popular, the much-maligned Drive Clean emissions-testing program will see its $30 fee eliminated, though the program itself will stay in place.

The province’s lofty, longterm infrastructure-building goals remain in place, with stated support for Ottawa’s Phase 2 light rail project, as well as numerous projects in the Greater Toronto Area.

No dollar figure has yet been nailed down for the province’s contribution to Ottawa’s signature transit project.

“Investing in roads, highways, transit, hospitals and schools are the core elements of the government’s vision to create jobs, grow local economies and enhance the quality of life for people across Ontario,” said Ottawa-Vanier MPP Madeleine Meilleur, speaking at Le Cité Collégiale on Feb. 26.

That school will receive $10 million in the budget for a new innovation and en-

trepreneurship centre for its Francophone students. The University of Ottawa is also slated to receive money for its new Institute for Fiscal Studies and Democracy.

Higher costs

Extra spending comes at a cost, and drivers and people who use natural gas heat will feel the pinch.

Due to the province’s involvement in a cap-andtrade carbon pricing arrangement, gasoline cost will rise to the tune of about 4.3 cents per litre. Natural gas prices would also rise by about $5 per month for the average household.

By law, money collected via these fees has to be spent on emissions-reducing efficiencies in other areas of society, like home retrofit programs. Large businesses won’t feel the financial hit immediately, as they will be given up to four years to adopt the cap-and-trade guidelines.

Though the province recently announced that wine

will become available in a select number of grocery stores, all wine sold in the province will now have to abide by a mandatory minimum price – one that will rise each year. In addition, all bottles sold will see an average of 10 cents in tax added.

Taxes on cigarettes will also rise, with the price of a carton of smokes going up three dollars.

Sousa said the province remains committed to balancing its budget for the 2017-2018 fiscal year, with this coming year’s deficit pegged at $4.3-billion.

The projected deficit at the end of the 2015-16 fiscal year will be $5.7 billion, which the province says is less than it earlier predicted.

On the macro level, Ontario’s debt will pass a numerical milestone this coming year, with a $308 billion debt requiring nearly $12 billion each year in interest payments to service it. That will rise to more than $13 billion annually in two years.

Ontario Progressive

Conservative leader Patrick Brown and New Democrat leader Andrea Horwath took exception to the makeup of the cap-and-trade program.

Brown said the added costs on essentials like natural gas and gasoline will place an added burden on residents, and that there’s no guarantee that the collected revenues will be spent on what the Liberals say they will.

Horwath said their vision of a cap-and-trade program wasn’t reflected in the budget, calling the Liberals’ plan unfair.

Ottawa Mayor Jim Watson has expressed his pleasure at seeing promises for Phase 2 LRT funding in the budget. The city plans to go after that cash in the next year-and-a-half to ensure the timeline for the project isn’t delayed. The city, province and federal government will each pay for one-third of the LRT expansion plan.

Eastern Ontario workers injured or sickened on the job will no longer have to travel to Toronto or Sudbury for medical consultations.

Ontario Labour Minister Kevin Flynn recently joined chief prevention officer George Gritziotis in opening Ottawa’s new Occupational Health Clinic for Ontario Workers on Carling Avenue.

The clinic, created with $777,000 in provincial funding and a pledge for ongoing financial support, joins five previously existing clinics in other areas of the province.

Besides the Ottawa area, the clinic will serve both the Ottawa Valley and seaway, from Kingston to Cornwall.

A board of directors headed by David Chezzi, a labour union executive specializing in Workplace Safety and Insurance Board services, will guide the clinic.

“It’s great news for eastern Ontario, and great news for Ottawa,” said Flynn.

and we should take some satisfaction from that, but I don’t think we should be entirely satisfied with that.

We should be proud of what we’ve been able to do – in the past decade, we’ve reduced workplace incidents by 40 per cent. We should be proud of that, but by no means should we be satisfied with that.”

Flynn said the clinic at 1565 Carling Ave., near Churchill Avenue, will be a “valuable partner” to the Ministry of Labour, providing workers with medical diagnosis, preventive information, and services sick or injured workers need to recover and return to work.

“It’s a no-brainer – when you can get this much value for that much money, you take that opportunity and make that investment,” said Flynn. “You’ve got such an excellent reputation and bring so much credibility to the table … It makes it a very easy decision.”

To date, the province’s OHCOW clinics have responded to over 100,000 workplace inquiries, worked on 31,000

patient cases, staged 11,500 workplace interventions, and developed 500 workplace prevention tools.

Gritziotis, who has held the role as chief prevention officer for five years, oversees six health and safety organizations, of which OHCOW is one. He came to the ribboncutting armed with facts and figures that explain the clinics’ net worth.

“When we look at occupational fatalities in the province – both fatalities resulting from accidents and exposure to toxic substances – occupational diseases account for almost two-thirds of all fatalities in our province,” he said, adding that the number stands at 200 to 250 per year.

“There’s so much more work that needs to be done, and I look at what OHCOW is doing as being really groundbreaking, watershed work. When we look at occupational disease, about 20 per cent of those fatalities are attributed back to eastern Ontario. As the minister said, it didn’t take much to figure out that we needed that capability in eastern Ontario.”

Ottawa Hospital prostate cancer study could save lives: doctor Erin McCracken

A groundbreaking prostate cancer study by an Ottawa Hospital research team shows that regular monitoring of slow-growing, lowgrade tumours is a safer alternative to potentially harmful treatments, according to the study’s senior author.

“Quite often people are quite shocked when they’re told they may have the option of just observing a cancer,” said Dr. Rodney Breau, prostate cancer surgeon and epidemiologist at the Ottawa Hospital’s General campus.

That’s because the word “cancer” instantly makes people think of a potentially life-threatening condition that requires immediate treatment.

But the study, published Feb. 29 in the prestigious Canadian Medical Association Journal, shows this is not always the case and that more patients than ever are being monitored on a regular basis without ever having to undergo invasive treatments, or their treatments are being delayed until their risk level elevates.

Surveillance includes a physical exam, including a prostate exam, every three to six months, a specialized blood test, possibly imaging tests, such as MRIs, and, over the years, tumour biopsies. After five years, with no change, patients may only need an annual exam.

The research involved studying the medical files of 477 low-risk prostate cancer patients living in the Champlain Local Health Integration Network region who were referred to the general campus’ Ages Cancer Assessment Clinic between 2008 and 2013.

Calling the findings “significant,” Breau said the results revealed that not only could many of these patients be managed without treatment, but that about 59 per cent were still being actively observed after five years of follow-up and hadn’t required surgical intervention.

It’s hoped the report, which Breau said is the

Dr. Rodney Breau world’s first comprehensive study with such high-quality data, will also signal to the medical community that screening is key.

In fact, deaths due to prostate cancer have been cut in half due to this, with the introduction of a specialized blood test for a prostatespecific antigen in the early 1990s.

But there has been a downside to screening because it increased the rate in which men diagnosed with low-grade tumours were being treated unnecessarily, even though their cancer wasn’t likely to impact their lives, said Breau.

“These patients are undergoing tests that are expensive and may have complications, and they’re also undergoing treatments that are expensive and have side effects that they may not have necessarily needed,” he said.

Such treatments include unnecessary surgery, radiation and other therapies, which can cause short- and long-term permanent side effects, such as urinary and bowel dysfunction as well as impotence.

“Because there are so many risks, I think in many cases, despite these lowgrade tumours being cancers, treatment is actually worse than the disease,” he said.

As a result, some groups, such as the Canadian Task Force on Preventative Health Care, don’t recommend prostate cancer screening at all, which has proven to be controversial, Breau said.

But he is hoping the study

will alter that recommendation, helping to save more lives in the process since early detection can be key.

“So the ability to maintain the benefits of screening and reduce the downsides, the harms, is very, very significant, especially when you consider that three per cent of all men in Canada will die from prostate cancer,” Breau said, adding this is quite high and represents “a real population health issue.”

About half of the estimated 24,000 Canadians who are diagnosed with prostate cancer each year have a lowrisk, slow-growing form.

That’s 12,000 men who can potentially avoid harmful treatment and side effects.

Increasingly, doctors in the Champlain LHIN, where more than 200 prostate cancer surgeries are performed every year, are recognizing the benefits of active surveillance rather than immediate invasive procedures.

At the start of the study in 2008, 32 per cent of patients with low-grade tumours were being managed with active surveillance. By the end of the study in 2013, that had risen to 68 per cent, and many may never need surgery, said Breau, adding that in the U.S. just 30 per cent of low-risk patients were actively monitored during the same period.

The move to active surveillance has been nothing short of a “dramatic paradigm shift,” said Breau, who authored the research study, titled ‘Active Surveillance in Canadian Men Diagnosed with Low Grade Prostate Cancer,’ with 10 other Ottawa researchers, including lead author Dr. Octav Cristea, a urology resident doctor at the Ottawa Hospital and uOttawa.

“We have really seen that over time clinicians have come around to say, “This is the right thing for many patients,’” said Breau.

“And so we’re more likely offer it to patients, and patients are more likely to accept it with the knowledge that we’re treating most of our patients that way with surveillance instead of with treatment.”

CHEO’s ER visits ‘through the roof,’ causing up to five-hour-long waits Erin McCracken

Patients are waiting longer to be assessed and treated as CHEO’s emergency department grapples with a deluge of non-urgent cases, spurring the hospital to issue a public appeal in hopes of relieving the pressure.

“February has now been just through the roof,” said ER physician Dr. Ken Farion, acting medical director of the regional hospital’s ER and the hospital’s medical director of quality and systems improvement.

The first three weeks of February saw 5,096 patients come through the ER doors, up from 4,213 in the same time frame last year.

The hospital is struggling with a 20-per-cent spike in patient volumes over what is typical at this time of year. And 42 per cent of the visits were considered non-urgent, with the majority experiencing flu symptoms.

Hospital officials are now asking parents to first go to their family doctor or a walk-in clinic to help free up ER doctors and nurses to focus on children and teens with more urgent health problems who required specialized care.

When it fields about 300 in one day – such as on Feb. 22 when 280 kids came in – the department can’t function as smoothly, since it doesn’t have the physical space to accommodate such a crush, and patients can’t be seen as quickly, Farion said.

“Rooms get blocked and people get busy just answering questions from all those people wondering how much longer,” said Farion.

And though the triage system picks out the sickest kids and moves them to the front of the line as they come in, the sheer volume detracts from staff focusing their efforts on those requiring urgent care, he said.

“That’s always a risk though to us because of the chaos of overvolume that we might miss something subtle. That then leads to a child waiting inappropriately.”

The higher than usual numbers of non-emergency cases means those same patients are waiting four or five hours during busy periods, and even longer.

“Then they may need to wait for further treatment or testing,” he said.

The hospital’s internal wait time target is to have patients assessed within three hours, which was achieved last year. But doctors

are concerned this recent trend will continue into March.

“We’re starting to see more influenza,” said Farion. “If that spike now takes off on top of what we’ve already been seeing that hasn’t been influenza, we’re very concerned that the numbers will be unmanageable.”

It’s also putting the squeeze on the waiting room, which has been standing-room only at times.

“We are far in exceeding our capacity, especially if families make it a family affair and they bring both parents and the sick one, plus all the siblings and the grandparents and friends,” he said.

That spurs CHEO to reinforce its visitor policy of not allowing siblings to visit and recommending that only one caregiver, if possible, accompany the sick child to hospital.

The last time the hospital saw such a spike was in the fall of 2009 during the H1N1 epidemic, when they were seeing upwards of 350 patients a day. Just recently, on Feb. 15, the ER fielded 301 patients, and another 19 who came but left before their child was seen, which Farion said may be, in part, due to long waits.

Though February and March are typically the busiest months for CHEO’s ER due to respiratory infections and viral illnesses, doctors say most virus-causing fevers and coughs in healthy, immunized kids can be managed at home, by a family doctor or at a clinic.

Last May, the hospital launched a Choosing Wisely education campaign to try and reduce the strain of non-urgent visits on the ER. It worked for several months as doctors spoke with parents about their child’s health status, whether it warranted a trip to the ER and what other treatment options they could take in future.

“We haven’t been as active with that (campaign since), because it was very effective,” Farion said.

“The numbers through the fall and even into January had come down and we were quite happy with the numbers.”

CHEO saw a drop in non-urgent visits by between two and five per cent during that span, and a reduction in non-urgent visits in December, largely because flu season hadn’t yet hit, Farion said.

Educating parents remains key, regardless if the hospital decides to continue with the Choosing Wisely campaign or a tweaked version of it.

“I think the information is still valid, it’s just how we deliver it,” Farion said, adding CHEO is looking for a variety of ways to get the message out.

As for the recent boon in visits, he said a number of parents are seeking reassurance.

“I think people are a little too knee-jerk on that,” he said. “They don’t have the confidence themselves to say, ‘You know, I’ve seen this before, it’s just a fever. My child is OK. “They want an answer. They want to know what’s wrong. They want to know how soon the child is going to be better.”

While doctors can reassure them nothing is seriously wrong and provide advice on how to manage symptoms, they can’t say which virus the child has or how long their recovery will take, he said.

City shakes up its ice time allocation policies Jennifer McIntosh

Some members of the local hockey scene were less than pleased about a shake up to the city’s facility rental policy – which includes arenas, soccer fields and baseball diamonds.

The community and protective services committee heard a report on the allocation policy refresh at its meeting on Feb. 25.

The current framework for allocating ice time or baseball diamonds from the city is to look at an organization’s historic use from the previous year.

Under the new guidelines, the city would assign times based on the number of registered participants and the playing time standards established by their governing bodies. Groups that have been getting more than their share will lose time.

Committee chair Diane Deans calls the policy refresh historic.

She said she’s heard from residents that the existing guidelines can edge out, newer girl leagues, creating a tax on girls who want to play sports such as hockey.

Included in the plan will also be stiffer penalties for returned ice time.

Dan Chenier, manager in the city’s parks and recreation department, said the changes won’t be significant, and city staff could offer workshops on the new ice time application process.

Under the new plan, ice

time that’s returned once the season starts, will cost the organization returning it 25 per cent of the fee.

Denis Dumais, president of Hockey Eastern Ontario Minor, said that booking ice times around playoffs can get complicated and penalties will come out of the pockets of parents.

“It’s $300 an hour for private ice,” he said. “That’s an impact on parents.”

Bryan Gormley, president of Ottawa Centre Minor Hockey Association, said the league doesn’t always know how many kids will register in each division – and not all rinks are created equal.

“We know that we can’t have midget players (16-17) playing at Brewer, it’s not big enough and some players can get hurt,” he said, adding he returns ice at the beginning of the season for days he knows for sure they won’t use it, such as Family Day, Thanksgiving, Christmas break and March break.

Gormley questioned the rationale behind the change.

“If you think there’s ice

going empty in this city, you’re dreaming,” he said.

Another resident who asked not to be named, handles the booking for an adults league named the Mighty Hacks.

He said their original time slot was 9 p.m. at the Nepean Sportsplex, then the ice time was moved to 9:30 p.m. and then later to 10 p.m. to make way for younger players.

While he said he understands it can be hard to break into the city’s arenas if you’re a new league – he likes the status quo.

“There’s something to be said for an established league that has come back over multiple years,” he said, adding he got an email from the city about a 5.6 per cent fee increase in December.

Chenier said the existing contract holders were consulted about the change, and asked committee for the delegated authority to raise fees up to 10 per cent.

Innes Coun. Jody Mitic supported the move concerning cancellations.

Staff said 15 per cent of booked ice time gets returned.

“Taxpayers are on the hook for that 15 per cent,” he said. “The new policy is not about the penalty, just an incentive to do better.”

West Carleton Soccer Club outlines goals for 2016 The West Carleton Soccer Club’s annual general meeting held Feb. 25 outlined its goals for 2016 and celebrated its accomplishments from the past year.

New this year will be the elimination of published scores and standings at the under-10 division, said the president’s report. A focus will also be placed on growing the Talons competitive program and improvements to the under-12 division and an overhaul of the coaches’ pre-season conference.

“Board members outlined our guiding principles for Talon’s including providing an accessible, affordable program for player development, a limit on player commitment to two nights per week, and growing the program to include all age groups,” said Russell.

“The WCSC does not intend to expand into elite player development and instead refers potential elite athletes to other nearby organizations, such as OSU and the Nepean Raiders, that do this very well.

Russell stepped down from the president’s post after four years at the helm. Paul Bowie will assume the leadership role this year.

“Paul has the leadership, experience, and soccer knowledge to make us even more successful,” said Russell, now vice-president.

“The board’s 16 directors and officers were acclaimed ... however we do hope to find two more directors in the coming months.”

The president’s report outlined the club’s goals moving forward as well as wrapped up the accomplishments of 2015.

The club enhanced its commitment to accessibility by establishing north and south divisions at the younger age groups. Combined with the practice of establishing community-based teams, travelling to the pitch was substantially reduced; the majority of children under age nine played every week at their neighborhood pitch.

Eligible youth players returning in 2015 was at 74 per cent – 6.8 per cent better than 2010 (the year before program enhancements began).

Put another way, with nearly 1,300 youth playing in WCSC program improvements have kept an extra 80 young people engaged in sport.

For 2016, the board will implement very few changes. The elimina-

tion of published scores and standings at U10 is part of the phased adoption of the provincial directive with full implementation expected in 2017 when the policy is extended to U12.

In 2016 growing the Talons program will continue to be a focus as will exploration of other opportunities to improve U12 and overhauling the Coaches’ Pre-Season Conference. Changes to create an appropriate U12 field in Carp were complete in the fall.

The club will continue to participate in the GLSL for women’s and Rec U15 and U18. The benefits of having a broader competition base continue to out-weigh the disadvantage of additional travel. The GLSL also provides a higher likelihood of eventually expanding our Girls divisions to U16 or U18.

Irish soda bread with apples and currants is hassle free 1 Ontario Egg, lightly beaten 1 tsp (5 mL) granulated sugar Preparation instructions In medium bowl, combine buttermilk, melted butter, chopped apples and currants. Set aside.

In large bowl, whisk together flour, sugar, baking powder, salt and baking soda. Stir in buttermilk mixture to make soft dough.

Gather up and place dough on floured surface.

With floured hands, knead about 8 times and shape into a round loaf (dough will be sticky). Transfer to greased 9-inch (23 cm) round cake pan.

Para Transpo standards review shows support for expanded eligibility criteria Jennifer McIntosh

A review of Para Transpo services has shown that users are overwhelmingly in support of expanded eligibility criteria to allow those with developmental disabilities and mental health issues to access the service.

The results of the review were reported to the city’s transit commission on Feb. 17.

Staff carried out a series of public consultations, which included eight sessions on expanded eligibility criteria and eight on the Para Transpo booking policy – including penalties for late cancellations

and no-shows.

There were also 666 responses to the questionnaires the city sent out and seven emails, and/or letters.

The commission directed the standards review of booking and eligibility criteria at the May 20, 2015 meeting.

The report included the results of the questionnaire, consultations and the findings of a working group that included the commissions vice chair Michael Qaqish, Coun. Marianne Wilkinson and citizen commissioner Graham Milner.

Troy Charter, the assistant general manager for transit operations, said 72 per cent of respondents said they

agreed with the idea of expanding the eligibility criteria to include those with mental health and developmental disabilities.

Charter said the city has talked with other municipalities about the practicalities of rolling out the new guidelines.

“In Calgary they found that it increased ridership for the first few years, then the numbers kind of flattened back to original levels,” he said. “We will be keeping a close eye on it.”

Charter said the change could mean 2,000 additional trips annually. He added some respondents were concerned about the capacity of the system to handle the ad-

The city ratified a fouryear deal with OC Transpo’s biggest union – Amalgamated Transit Union Local 279 on Feb. 24.

The deal is salary increases of two per cent in each of the first three years and 2.25 per cent in the fourth year.

Mayor Jim Watson said it was a “good deal for OC Transpo employees, riders and taxpayers.”

The existing contract was set to expire in March.

Para Transpo currently has 13,000 riders and costs $33 million to operate.

Bread pudding was a dependable standby As sure as rain and taxes, bread pudding would appear on our supper table at least once a week.

If there was no money for fresh lemons, the raisin jar was empty, and the brown sugar had to be saved for other purposes, and there was nothing else for dessert, I could count on bread pudding coming out of the oven.

I hated bread pudding almost as much as I hated pickled herring, blood pudding or a freshly caught rabbit, of course, not for the same reasons. Father loved bread pudding. It was no hardship for him to be dished up a heaping fruit nappy to top off his evening meal.

And my dislike was beyond reason. I loved fresh bread, mother’s preserves, and the sauce that cooked in the pudding. But I like them all separately ... not all mashed up together.

I could smell it as soon as I walked in the door from the Northcote School. “Bread pudding?” I would ask Mother. She would just nod, knowing full well

how I felt about it.

Father didn’t consider any meal proper unless it was topped off with dessert. And so when the money in the blue sugar bowl was just about empty, and Mother had to come up with an end to the meal, and the cupboard was bare of everything that wasn’t considered a necessity, like flour, sugar and tea, Mother had to use every ounce of her imagination, and that’s when she turned to bread pudding.

There was always lots of bread. Mother baked at least three times a week. And the flour was stored in two places ... our backto-wall cupboard had a flour bin in one side, where Mother could turn a little handle and the flour

would fall down into a bowl as she needed it.

And then there was the bag of flour, which was kept behind Mother and Father’s bedroom door. There really was no other place for it. Out of site, it was there.

My very wise sister Audrey, much older than I was, thought if I saw how bread pudding was made, I could develop a liking for it. And so one Saturday, when the cupboard was bare of frills, like lemons and raisIns and no pie would be in the offing, Audrey said she and I would be making the bread pudding for supper.

Always thrilled to be doing anything with my beloved sister, I heartily agreed, but not thinking for one minute it would change my taste for the dessert.

I was put in charge of breaking up a half loaf of bread into chunks. Audrey even let me stir the eggs and cream on top of the stove, and add the sugar and vanilla, and I watched as before my eyes, it all thickened into a golden sauce.

My sister was very wise indeed. She took a little fruit nappy and ladled out a bit for me and told me to taste it. I wiped the dish clean!

Then she let me put the bread pieces in the square pan, but she wisely poured the sauce on top. My skinny arms would never manage the heavy pot.

She took the jar of raspberry jam out of the ice box, and told me to put dabs of it all over the top of the pudding, which I did. Then she filled the roast pan half full with hot water from the reservoir and placed the pudding pan onto the water, and tucked the whole thing into the oven of the Findlay Oval.

“Now, I’m sure you will love it just as much as the rest of us do, now that you have helped make it,” Audrey said.

I watched my sister, every so often, take a knife and jab it into the pudding in the oven. “Not yet,” she’d say. She said when the knife came out clean, that’s when you would know the pudding was

done. It all made perfect sense to me.

Well, supper was finally on the table, and I eyed the bread pudding sitting on the bake table like it was my worst enemy. I was sure helping make it wouldn’t change my mind one bit.

The dinner plates, empty bowls and pickle dish were taken off the table, and the pudding brought over and set before Mother. She wisely put only a couple spoonfuls in my nappy.

Well, I could only get the first taste down ... my dislike hadn’t changed a bit. Soggy bread, covered with sauce, with a bit of jam wasn’t my idea of a good dessert!

I pushed the nappy out of my way, took a plain slice of bread and lathered on jam, and ate it with gusto!

From then on, without even asking, whenever bread pudding was served, my place at the table was the only one without a fruit nappy for dessert!

Cash-strapped students looking to ‘sugar baby’ website Jennifer McIntosh

A growing number of Canadian students are adding a little sugar to their lives with a website which pairs “sugar babies” with “sugar daddies and mommies.”

Called SeekingArrangements.com, the site markets itself to college and university students as a way to graduate school without any student loan debt.

And it’s working.

Brook Urick, the public relations manager for the site, said it’s a win-win; the students get a benefactor and a chance to graduate debt free. Sugar daddies get an upfront, honest relationship with no strings attached.

While the site aims to register students as sugar babies, suggesting it can help pay for school, there is no requirement that they be students. The company’s own website suggests sugar babies can use cash for fashion and travel.

It’s likely some sugar babies are not students and have sugar daddies strictly to earn a living.

The website was founded in 2006. According to the website operator, there are

five million people subscribed around the world. In Canada, it claims there are 416,715 sugar babies – and of those, 156,715 are registered in college or university.

Canadian sugar daddies number 50,477 and there are 3,265 sugar mommies.

Sugar daddies and mommas have to enter their income level when they register.

Men pay sugar babies monthly allowance

The University of Ottawa and Carleton University rank in the top five for student registration on a website that links young people in need of money with older people with cash to spare. that tuition rates went up an average of 3.2 per cent last year – in part prompting a 21 per cent increase in registration on the site.

“Canada’s low income households are becoming more indebted, forcing many students to take out loans they might never be able to repay,” Brandon Wade, CEO of SeekingArrangements. com wrote in a press release.

“About a quarter of university sugar babies are from low-income families. With a sugar daddy they are actually helping to close the wealth

gap and afford an education.”

Anne-Marie Roy, deputy chairperson for the Canadian Federation of Students, said that access to education is increasingly determined based on your parents’ income and where you were born.

According to Roy, Students in Ontario are paying an average of $8,971 on tuition this year and are graduating with the highest average debt load in the country.

“It’s more difficult than ever for young Canadians to access the skills and training we need to thrive,” she said.

The site takes many measures both internally and externally to prevent the terms of use being violated, Urick said. Those include manual, in-house approval of all profiles and pictures, monitoring member reporting and background checks.

“This is a dating site, just like any other, with the difference being the members’ open honesty about the desired terms of their relationships,” Urick said.

She said while the site doesn’t explicitly spell out that sex acts are traded for money, it may be tough for some girls to get help from the law if an interaction goes wrong – because at the core the whole thing is an illegal arrangement.

Bromwich likened the situation to the difference between a prostitute and an escort – at the end of the day, both are consensual sex workers.

“They might not understand that that’s what they’re agreeing to,” she said of sugar babies.

She said the legislation – designed to help sex workers – doesn’t do much to protect them because they can’t do anything if there’s an abuse of the contract.

Bromwich said sugar daddies might also end up left out in the cold.

Another sugar baby, who chose to use the pseudonym Katelyn, joined the site when she found herself struggling to find a way to stay in school.

The 28-year-old was recently separated. She found herself in a tough situation at the beginning of the school year because she didn’t work – her fiancée supported them before the split.

Katelyn called the Ontario Student Assistance Program, “a joke,” and needed a way to pay her bills and stay in school.

Katelyn had been on the site prior to her relationship with her fiancée.

“I was sitting around thinking about what to do and it occurred to me to sign back up,” she said.

Right now Katelyn sees two men from the site. One pays an allowance of $1,100 and the other has a budget of $1,000 each month to take her out to activities she wouldn’t be able to afford on her own.

There are four sugar babies to every sugar daddy, so competition for cash is stiff, but neither Hailey nor Katelyn have had any trouble connecting with people.

Urick said she writes a blog for the companion site www. letstalksugar.com where she posts tips on getting more views for your profile, as well as dealing with married sugar daddies, and other relationship pointers.

Katelyn, whose mom

knows she’s on the site, said aside from help with her finances, she received some advice from a contact she made that had real estate expertise who helped her learn her rights in regards to her apartment following her split.

She said she just acts like herself and that’s worked for her so far.

“People say there is a lot of competition, but it’s worked well for me,” she said, adding she’s seen some blog posts that say women of colour don’t do well, but that hasn’t been the case for her either.

Katelyn agrees that the lifestyle gets a bad rap, and says there are some girls on the site who state they are looking for a platonic relationship.

“It’s not all about being intimate,” she said.

Both Hailey and Katelyn have strict rules around who they will date. They don’t date married men. Hailey said she wouldn’t date anyone who has a daughter in her teen years.

“They should be a role model and their daughters shouldn’t see them with someone only like four or five years older than them,” she said.
