Village President Gattuso, Village Clerk Kolodziej, the Board of Trustees and the entire Staff of the Village of Westchester want to wish all the residents Seasons Greetings, Happy Holidays and a wonderful New Year. As the year comes to an end and it becomes the time for families, friends, neighbors and faith, it is also the time of year for people to think more of others then themselves, remembering all who have touched our lives, and reflect on those who are no longer with us by keeping their memories and traditions alive. We hope all the residents in the Village are able to enjoy these times with the ones they love and have a safe and prosperous New Year.

A Message from the Police Chief – Steven Stelter A Message from the Police Chief – Steven Stelter I cannot believe we are getting ready to wrap up another year as we head into the month of December. I want to remind everyone that on December 1st the snow parking regulations went into effect. Please pay attention to the signs posted on your blocks concerning snow removal and the restrictions involved. Check the Village website for the full Village ordinance concerning snow removal. The ordinance numbers are: 11.32.160 & 11.30. Winter Driving Safety Tips The best advice for driving during bad snow/ice storms I can recommend is not to drive at all, if possible. Try not to go out until the slat trucks have been out and had a chance to salt the streets. Allow yourself extra time when going somewhere, knowing it will take longer than normal. If you must drive in the stormy conditions, make sure your vehicle is prepared and you are comfortable with how your car handles in the stormy conditions. Here are a few tips for driving safely on icy roads: ➢ ➢ ➢ ➢

Decrease your speed and leave plenty of space between you and the car in front of you, so you can stop in time. Brake gently to avoid skidding, if you wheel start to lock up, ease off the brake. Do not pass snow plows. The plow drivers have limited vision and you are likely to find the road in bad shape in front of the plow. Remember that overpasses, bridges and less travelled roads are prime spots for black ice. Be extra careful as you drive on these.

This year the Westchester Police Department will be continuing its “Shop With A Cop” on December 15th. Police Officers will be partnered up with a child aged 5 – 12 years old who come from families that are suffering from a financial or medical hardship. Officers will drive the children lights and siren to a local retail store and Christmas shop with them. The children will be brought back to the police department and will wrap their presents and have a pizza party. Anyone who would like any information concerning Shop With A Cop may call the police department and ask for Officer Rob Verber at 708-345-0060 x440. CITIZENS POLICE ACADEMY The Police Department will host its second “Citizens Police Academy” beginning, Wednesday, January 16th and graduating on March 20th. Classes will be held every Wednesday evening for ten weeks from 6:30pm to 9:30pm. Village residents and Village Business Owners and/or employees are eligible to attend. Attendees will learn about police work and all that goes into operating a police department and how the officers go about doing their jobs. There are an array of topics that students will learn such as: Patrol Operations, Investigations, SWAT Operations, Bomb Unit, Terrorism, Firearms, Self-Defense and Traffic Stops just to name a few. Interested individuals can download an application from the police department website or stop by the police department and pick one up. I encourage you to attend with a friend, spouse, neighbor, children (over 18 yrs old), grab a small group and have a good time. on the 2500 block of Kensington. The vehicle owner reported that unknown person(s) entered the vehicle and removed a wallet with cash and debt card. It was unknown if the car was locked or unlocked.

2) At 7:54pm on October 31, 2018 a Criminal Damage to Property was reported on the 700 block of Cromwell. The homeowner reported that unknown person(s) threw a rock at the front window of their residence.

5) At 8:41am on November 11, 2018 a Burglary to Auto was reported on the 9800 block of Roosevelt Road. The vehicle owner reported that unknown person(s) gained entry to their vehicle by force. It was undetermined at the time of the report if anything was taken.

3) At 5:11pm on November 2, 2018 a Criminal Damage to Auto was reported on the 11200 block of Cermak Road. A vehicle owner reported that unknown person(s) scratched the side of their vehicle with a key or sharp tool. 4) At 11:43am on November 4, 2018 a Burglary to Auto was reported

PMSA’s Multicultural Club Performs at Westchester Primary School’s First Hispanic Festival The PMSA Multicultural Club performed at the Westchester Primary School’s Hispanic Festival on Friday, October 12, 2018. The students performed vocal selections, spoken word, and a variety of Latin dances. The club also presented the Annual Latin Cultural Assembly at PMSA on Wednesday, October 17th for the community and parents and on October 18th for the students during an all-school assembly. This year’s program was led by Seniors, Marlene Sanchez, Michelle Munoz, Yaritza Guiterrez, Gissel Galvan, and Victor Avitia. The next project for the club will be the Black History Program.

PMSA Honored at National Blue Ribbon School Special Ceremony in Washington D.C. On November 8, 2018, PMSA was recognized in Washington D.C. by the U.S. Department of Education for its consistent commitment to superior student achievement and academic excellence. The National Blue Ribbon Program honors outstanding schools across the country. The program is designed to celebrate systemic excellence in schools that effectively close the student achievement gaps. The Blue Ribbon distinction is the highest award a school can receive, as less than one-third of one percent of schools that are eligible for the award receive it each year. We encourage aspiring Pythons and their families to tour PMSA, meet faculty, staff, and students, and learn about PMSA programs by joining us at our next Admissions Open House on December 6, 2018 at 6:00 p.m.

Superintendent Student Advisory Board Holds First Meeting Of The Year Superintendent Rodriguez’s Student Advisory Board comprised of members from East, West and PMSA reconvened and received an executive briefing on the Facility Master Plan development and funding on October 31, 2018. “The Superintendent’s Student Advisory Board is a privilege that allows students to voice their opinions but also teaches us the IMPORTANCE of taking others and their opinions into consideration. It takes a team to make changes that are worthwhile,” said Proviso West student Kiana Hackett. #OneProviso Panthers Mark Hispanic Heritage Month With Art, Food, and Dance Proviso West celebrated Hispanic Heritage Month with celebrations full of festivities, food and camaraderie amongst staff and students. The celebration kicked off with Latin Heritage Spirit Week where students wore clothes ranging from their favorite Latin sports team to southwestern day (Vaqueros). The activities included, morning announcements read in Spanish every day, Spanish classes created two altars for Dia de los Muertos that were decorated with memorabilia of deceased loved ones --the altars are displayed in the school’s main office. The celebration cumulated with a performance that included a series of dances and songs that honored various Latin heritages. The Proviso West Unidos Club, in conjunction with Morton High School’s Mariachi Band and Folkloric Club put on a live performance for students and staff.

Dear Property Owners/Residents on Sunnyside Avenue The Village of Westchester is beginning the Sunnyside Sewer Relocation project. The contractor, Alessio & Sons, will be mobilizing in your neighborhood, including the street in front of your property. The work is scheduled to begin this month and be completed by the end of June. The first activity you should see is the removal of trees located in the path of the new sewer. The Village has received permission from the Cook County Forest Preserve to remove these trees. The construction will start south in the forest preserve near Brainard Avenue in LaGrange Park and progress north to Sunnyside Avenue. At Sunnyside and 31st Street, it may be necessary to close portions of the street partially or completely to vehicular traffic during construction due to safety concerns. No street closure is expected to last more than a day or two. Street parking may also be restricted. “No Parking” signs will be posted along your street in advance and will be enforced by the Police Department. All other parking restrictions will still be in effect. Access to your driveways should not be affected during the construction operations. These activities and restrictions

should not affect any normal holiday activities during Thanksgiving or Christmas. We do not anticipate the contractor to be on the Sunnyside location until January or February. Construction in your area may not take place in one continuous time period as there are several phases of construction. It also may not extend for the entire period. Except for special circumstances, normal work hours will be between 7:00 a.m. and 3:00 p.m., Monday through Friday. The sewer relocation may cause temporary inconvenience because of the nature of work. We will appreciate your patience during this period and will attempt to minimize the inconvenience. Our Inspector will be on site during work hours if you have any problems. His name is Boris Vukovic 847.975.6929. After work hours, please call the Police Department to report any problems associated with the construction. Help keep the hydrant clear of snow so that the Fire Department can easily access the hydrant in case of an emergency and so that the snow plows can easily identify the hydrants while plowing snow. As always, Village residents are asked to call Public Works at 708-345-0041 or the Police nonemergency number (after hours) at 708-345-0060 if an unusual amount of water is visible in the street or parkway. This could be a main break or water leak that

requires our immediate attention. Snow Season Has Arrived….. Public Works crews work hard to keep our streets free of snow and ice during the winter months. Please Remember…… • Place garbage cans and bins behind the curb line- do not place them in the street • Do not throw or blow snow back in to the cleared streets • Please observe the blue and white No Parking Snow Route signs

Operation Gratitude

Girl Scout Troop 45148 Efforts for Operation Gratitude are a Success! Westchester Girl Scout Troop 45148, together with their leaders and families, partnered with Operation Gratitude for a post-Halloween candy collection and stuffed animal drive. Operation Gratitude distributes care packages to active United States military servicemen and servicewomen throughout the world, as well as first responders and veterans at home. These third-grade girls collected over 300 pounds of candy and 50 pounds of stuffed animals! Donations were collected at all District 92.5 schools, Divine Infant School, Divine Providence School, the Westchester Public Library and the Westchester Village Hall. Due to the massive amount of donations that were received, half of the collected items were packed and sent to Operation Gratitude for distribution around the world, while the rest will be distributed locally by the Girl Scouts to our own First Responders, the Westchester Fire Department and Police Department as well as to various Military and Veteran Organizations. Westchester Baseball and McDonald’s team up to raise funds On Wednesday, November 7th the Westchester Baseball held a fundraiser night at the Westchester McDonald’s located on 31st St. The restaurant was taken over by coaches as they worked behind the counter to serve their families to raise money to help support their teams. The Westchester Baseball McCoach’s night took place from 5:00 - 8:00 p.m. and during the event 20% of the night’s sales from Westchester Baseball families were donated directly to the team. The money raised during this event will go towards equipment and field improvements. Owner Operator David Bear also donated a case of apple pies for the team to sell at the event. Coach’s son Jack Kaden and coaches Greg Faust and Tab Bamford wore the pie costume the entire event and had a blast. A special thank you goes to Westchester Baseball president, Mark Wesolowski, and Coach Roger Kaden, who organized the event as well as everyone that worked and attended the event. The team had a spectacular night of coaches, parents, players and socializing while helping to raise funds for their team.

Public Works Keep Your Water Pipes From Freezing Inside water pipes could be more susceptible to freezing this time of year when the air temperature outside is below freezing for more than a few days. To avoid frozen pipes you should make sure your basement is heated where the water meter and water pipes

are located. Also insulate water pipes which are against outside walls. Make sure all windows or cracks which allow cold outside air in are sealed. Snow Removal Reminders • It is illegal to blow, plow, or shovel snow from private property onto the street. • Snow shall be removed from public walkways following a storm.

HOLIDAY EGGNOG Ingredients • milk1 1/2 cups • Bourbon Whiskey1 1/2 cups • Cream1 cup • Sugar1/2 cup • White Rum1/2 cup • Nutmeg5 pinches

Directions In the bowl containing the egg yolks, beat the yolks using a mixer, if you have one. Slowly add in half of the half-cup of sugar, while still mixing. When really well mixed, set the yolk & sugar bowl aside and begin work on the egg whites. The egg whites need to be beaten stiff with the other half of the sugar. Combine the egg whites and the yolks and continue mixing on low speed. Stir in the rum, then the milk, then the whiskey, then half of the cream. In a separate bowl, whip the other half of the cream. When whipped, gently fold the cream into the eggnog mixture. Ladle room temperature eggnog into cups and sprinkle with a small amount of nutmeg.
