Once again the Westchester Park District hosted their annual HOLIDAY EVENT. A wonderful visit by Santa and Mrs.Claus along with an awesome tree lighting ceremony. Train and horse drawn carriage rides, crafts and plenty of hot chocolate and treats for everyone. Much thanks goes to both the Park District and Village Staff for all their great work and dedication giving a great start to the holiday season.

A Message from the Police Chief – Steven Stelter Well can you believe it, we are already into 2019. My hope is that 2019 is a better year for each of you than 2018 was. I just want to remind everyone that the men and women of the Westchester Police Department are dedicated individuals who work very hard in providing the best possible service for you, and I want to personally thank the citizens of this community for their support through the shaking of hands, cards, baked goods and e-mails received throughout the year. It is truly appreciated and we will continue to go out every day regardless of what the circumstances and serve and protect those in this community. ______________________________________________________________________________ ** REMINDER ** Crime Cameras – A Community Camera Partnership Do you have a home surveillance camera system on the exterior of your home? If you do, the Westchester Police Department is looking for your help. The Police Department is asking any resident or business owner to register their privately owned surveillance camera system in order to assist in solving crime when it occurs. If a crime occurs in the vicinity of a registered camera, an investigator from the Westchester Police Department may contact the registered owner and ask to review and/or copy the recorded footage relevant to the date and time of the incident. This program is completely voluntary, and any one registered may remove themselves from it at any time and for any reason. If you are interested in registering you home video system, please visit the Village website under the Police Department and click on the link to the left marked Camera Partnership. ______________________________________________________________________________ Parking Regulations – Snow Removal The snow has already fallen and parking enforcement is in full swing. I would like to remind everyone that after a snowfall of 2 inches or more to be mindful of the parking restrictions the Village has in place. It is imperative everyone follows these laws in order for our public works snow plows to clear the streets as best as they can. It is also important to know the difference between a “snow emergency route” and “alternate side of the street parking.” Both of these are spelled out plain and clear on the Village website within the municipal code section. The section numbers are as follows: Snow Emergency Route – 11.30.020 Times / Alternate Side of the Street – 11.32.160 I wish to recognize the following members of the police department for their work anniversaries during the month of January: January 2nd – Officer David Mode January 3rd – Sgt. POLICE BLOTTER 1) At 12:00am on November 14, 2018 a Criminal Damage To Property was reported on the 1500 block of Suffolk. A Vehicle owner reported that unknown person(s) damaged the windshield of their car. 2) At 5:33pm on November 18, 2018 a Residential Burglary was reported on the 1100 block of Manchester. A house undergoing rehab was burglarized when unknown person(s) removed power tools by entering from the side door. 3) At 1:15pm on November 23, 2018 a Robbery was reported at the Sprint Store located at 10356 Roosevelt Road. 2 males in their late teens or early 20’s wearing hoodies and ski masks removed phones that were mounted to the counter then fled the store. 4) At 2:22pm on November 23, 2018 a Theft from Auto was reported at Panera Bread located at 11215 Cermak
Road. A customer reported that while in the restaurant, unknown person(s) removed a laptop from the vehicle. No signs of forced entry were observed. 5) At 8:12am on November 28, 2018 a Burglary to Business was reported at Preferred Plumbing located at 10110 Roosevelt Road. The business owner reported that unknown person(s) gained entry by force and removed a vehicle and other items from the business. 6) At 3:53pm on December 1, 2018 a Theft was reported on the 2800 block of Mayfair. The resident reported that unknown person(s) took a UPS delivery left on the front porch. 7) On 8:45am on December 17, 2018 a Burglary was reported at the Chicago Highlands Golf Course. An outer building on the property was burglarized and tools were removed.

Public Works Branch pickup and yard waste pickup will resume in April 2019. The Public Works Department has been filling potholes with cold patch throughout the winter months, weather permitting. Please call Public Works at 708-345-0041 to report a pothole. Restoration of parkways that have been damaged by sewer and water excavations and/or snow plow damage will resume next spring, as
weather permits. As always, Village residents are asked to call Public Works at 708-345-0041 or the police non-emergency number (after hours) at 708-345-0060 if an unusual amount of water is visible in the street or parkway. This could be a main break or water leak that requires our immediate attention. Adopt a fire hydrant this winter season! Help keep the hydrant clear of snow so that the fire department can easily access the hydrant in case
of an emergency and so that the snow plows can easily identify the hydrants while plowing snow. Snow Season Has Arrived! The Public Works Department’s snow plan is in effect and plows and spreaders are ready to go on a moment’s notice. Please assist us by following these suggestions:
• Place garbage cans and bins behind the curb line- do not place them in the street • Do not throw or blow snow back in to the cleared streets • Please observe the blue and white No Parking Snow Route signs Public Works crews work hard to keep the Village streets clear and safe during these long winter months. We appreciate your cooperation! Please drive carefully!
Tree Risk Assessment - Recognizing & Preventing Hazardous Trees The Public Works Department often gets asked to remove trees in the Village right of way. Citizens are sometimes worried about the hazards that trees can present with branches falling. Worrying about tree hazards has resulted in the unnecessary removal of many trees in some suburban communities. Although the problem of hazard trees needs to be addressed by landowners and municipal officials, removal should be the last resort. Instead, some technical knowledge and a lot of common sense are the keys to preventing injuries, property damage and lawsuits due to unsafe trees. When damage or injury occur from a tree, the law usually holds the land owner (or public entity) responsibility. Under
the law, it is your duty to exercise care, good judgment, caution and foresight by inspecting your trees on a regular basis and assessing the risk that maybe developing. So how do we recognize a hazardous tree? A hazardous tree is one that has a structural defect that makes it likely that the tree or a significant part of the tree will fail and fall on something and cause damage or injury. Our Department inspects about 20 % of our public trees each year. We start by scanning the top, using binoculars if necessary. After viewing the crown, look downward along the main trunk, then carefully examining the root zone. While a complete tree inventory has not been done since we removed 570 ash
trees, we estimate the Village manages between 5,000 and 6,000 trees on Village right of way. Conditions for Complete Removal are; • Severe die back of crown • Signs of severe decay in main structural branches or trunk • Crack or split in the main crotch of trunk or structured branch • Diseased Tree or infestation Removal of Hazardous Trees or Branches: Hazardous trees are any tree that poses an immediate threat to public safety. Hazardous trees are given removal priority over non-hazardous trees that may need only trimming. Sometimes a tree is healthy but may have a branch that is hazardous. Conditions for Hazardous Branch
Removal are; • Dead, split, and broken branches that may cause damage to people and property. • Low-hanging live branches that may interfere with pedestrian and/or vehicle traffic. • Branches that prevent clear vision of warning signs, traffic signals, or moving traffic. The Village actively manages our urban forest, performs removals, trimming and assessments every year. With a small staff and almost 6,000 trees, we are not able to see every tree every year so citizen participation is an important part of our management system. Milas earns award Congratulations to Jimmy Milas, Senior Patrol Leader of Boy Scout Troop #73, for earning the Dr. Bernard Harris Supernova Bronze Award. The BSA Supernova Award is a National Award given to scouts that complete a rigorous set of STEM requirements and recognizes them for advanced achievement in the fields of science, technology, engineering and mathematics. Jimmy, a freshman at St. Joseph High School, is the third scout from Troop #73 to earn this prestigious award. Previously, Alex Majors and Johnny Milas also received the same award.

Westchester Food Pantry distributes Thanksgiving meals The Westchester Food Pantry distributed 211 Thanksgiving meals to neighbors in need on Saturday, November 17. Residents received all the components for a traditional meal including a frozen turkey, fresh produce, stuffing, cranberry sauce, gravy, canned corn, canned green beans, and bakery items. Westchester Village of Westchester The Westchester Food Pantry seeks to eliminate food insecurity in the western Cook County suburbs of Berkeley, Bellwood, Broadview, Hillside, La Grange Park, Westchester and Western Springs and serves over 225 households each month. The pantry is run entirely by volunteers and relies on donations of food and funds to stock shelves and buy supplies. Clients can come to the pantry once each calendar month to receive canned goods, frozen meat, fresh produce, bakery items and more. Message from Superintendent Rodriguez Dear District 209 Families and Staff: As we move into the winter break, I hope this letter finds you and your family well. Unfortunately, this is also the season of snowstorms and freezing cold temperatures. The first snow of the season has already fallen, and we want to share some important information, now, so that you can be ready when weather threatens our school district operations. In general, we will plan for our schools to be open on a regular basis.
Please do not call the school or school district office to see if school is closed. We will decide if school is to be closed and communicate that decision as early as possible through our usual channels – our robocall telephone system, our district website, Facebook page, Twitter page, and the local and regional television and radio stations (WBBM780 AM, WGN 720, WIND – 560 and channels 2, 5, 7, 9, and 32). Families should also check the following website for emergency closing information: http://www.emergencyclosingcenter.
com/ecc/home.jsp . District 209 has a long history of remaining open during challenging weather times. Having said this, there may be an occasion when school would have to be closed because of extreme weather conditions. If this is the case, a decision to close will normally be made by 6:00 a.m., based on road conditions, weather reports, police reports and personal inspections of streets and campuses by District 209 personnel. Please notify your school(s) immediately whenever you change any
