Charge on

Congratulations to the 12U Westchester Chargers who had a successful tournament at Mayfair Park May 5th and 6th. The tournament hosted 7 different teams from the surrounding area. The Chargers pulled off a hard fought victory against the Elmhurst Extreme to win the tournament. Both teams showed class and the utmost respect for each other as did the rest of the teams in the tournament. The team is headed to Cooperstown June 15th-22nd to compete in baseball heaven for another first place championship. We wish them luck and GO CHARGERS! The Chargers would like to thank St. Joe’s, the park district, the village, and Gatto’s for their support.

From Trustee Carl Celestino The Village Board of Westchester honored its commitment to the environment by passing a proclamation recognizing Arbor Day in the Village of Westchester A PROCLAMATION RECOGNIZING APRIL 27,2018 AS ARBOR DAY IN THE VILLAGE OF WESTCHESTER, COOK COUNTY, ILLINOIS WHEREAS, in 1872, J. Sterling Morton proposed to the Nebraska Board of Agriculture that a special day set aside for the planning of trees, and WHEREAS, the holiday, called Arbor Day, was first observed with the planning of more than a million trees Nebraska, and WHEREAS, Arbor Day is now observed throughout the nation and the world, and WHEREAS, trees can reduce the erosion of our precious topsoil by wind and water, lower our heating and cooling costs, moderate the temperature, clean the air, produce oxygen and provide habitat for wildlife, and WHEREAS, trees are renewable resource giving us paper, wood for our homes, fuel for our fires and countless other wood products, and WHEREAS, trees in our Village increase property values enhance the economic vitality of business areas, and beautify our community, and WHEREAS, trees, wherever they are planted, are a source of joy and spiritual renewal, NOW, THEREFORE, I PAUL GATTUSO, PRESIDENT of the Village of Westchester proclaim April 27, 2018 as ARBOR DAY In the Village of Westchester, and urge all citizens to celebrate Arbor Day and to support the effort to protect our trees and woodlands, and further, I urge all citizens to plant and care for trees to gladden the heart and promote the well-being of this and future generations. PROCLAIMED this 24th day of April, 2018 On Saturday April 28th the members of the Environmental Sustainability Commission, Village Trustees Calcagno and Celestino along with

members of Westchester’s Boy Scouts as well as neighbors and families came together at the Village’s Memorial Fountain to serve the community by participating in the annual Spring Clean Event. This years event began with the planting of a new White Oak Tree that is a native tree to Illinois. The participants then began to work beautifying the entire area. Fresh wood chips that were recycled from other trees were placed around trees and tree beds to provide moisture and weed control. Participants helped to remove and trash and fallen branches in the area and low spots were filled with black dirt and grass seed. With the the help of the Village’s landscape contractor, Alliance Landscape Care who volunteered their time, we were able to improve the area around the Memorial Fountain and the Clock by edging both of them with new bricks and fresh wood chips. The flags were changed out with new ones and in the end all this was accomplished within 3 hours. To finish off the day all the volunteers enjoyed a luncheon under the Gazebo that was provided by Village President Paul Gattuso. A sincere thanks to all the participants, Alliance and the members of the Public Works Department that made this event a success. It is because of this, the Village of Westchester was named a 2017 Tree City USA by the Arbor Day Foundation in honor of its commitment to effective urban forest management. The Village of Westchester achieved Tree City USA recognition by meeting the program’s four requirements: a treecare ordinance, an annual community forestry budget of at least $2 per capital and an Arbor Day observance and proclamation. Tree City USA communities see the impact an urban forest has in a community first hand. Additionally, recognition brings the residents together and creates a sense of community pride, whether it’s through volunteer engagement or public education. Trees provide multiple benefits to a community when properly planted and maintained. They help to improve the visual appeal of a neighborhood, increase property values, reduce home cooling costs, remove air pollutants and provide wildlife habitat, among many other benefits. The Arbor Day Foundation is a million member nonprofit conservation and education organization with the mission to inspire people to plant nurture, and celebrate trees. A Message from the Police Chief – Steven Stelter As most people’s favorite time of year approaches the children will be getting out of school, soccer and baseball will be in full swing and I am sure the kids are hoping for many days that they can spend at the swimming pool. The Police Department wants to make sure that we make this a safe and happy summer for everyone. This is a very popular time of the year for bicycle riding. Bike riding is a fun way to enjoy the outdoors and get some exercise. When riding your bike, it is very important to obey all the street signs and traffic laws and to wear a bicycle helmet to protect yourself in case of an accident or “wipe-out.” As you are riding your bike, please be aware of motorists on the roadway. Young bicyclists are encouraged to ride on the sidewalks whenever possible. I would like to share some bicycle safety tips with you; parents please share these with your children: • Obey street signs and traffic lights • Never ride between cars • Stay off busy streets • Follow the rules of the road when riding your bike • Never carry riders on your bike • Stay alert of unexpected obstacles • Watch for cars backing out of driveways or driving through alleys • Always wear a bicycle helmet I also want to thank all those who came out to this year’s Dunkin Donuts “Cop on Top” event on May 18th. This annual event is one of the biggest fund raisers for Illinois Special Olympics, Law Enforcement Torch Run with over 1 million dollars raised statewide. This year marked the 16th anniversary of “Cop on Top” with nearly 295 locations participating within the state. The “Cop on Top” event is a fun and unique way for law enforcement to raise money for the athletes of Special Olympics Illinois. Thank you to the officers and Village employees who took the time out of their day to help raise money for all the special athletes who display their athletic abilities throughout the year. The Westchester Police Department realizes the importance of partnering with the citizens to insure we can provide the best services possible. The men and women are extremely dedicated to protecting those within our community. I would like to congratulate the following officers for their particular work anniversaries this month: Records Clerk, Lynda Senerius - 15 years of service on June 1st Officer Jeffrey Battaglia - 8 years of service on June 25th Officer Michael Fellers - 7 years of service on June 24th

1) At 1:05pm on April 26, 2018 a Retail Theft was reported at the Jewel Foods located at 2128 Mannheim. A 63 year old male was arrested and charged with retail theft after removing various items without paying for them. 2) At 1:18pm on April 26, 2018 a Criminal Damage to Auto was reported on the 1400 block of Norfolk. The vehicle owner reported that unknown person(s) damaged the rear window using an unknown object. 3) At 1:04pm on May 1, 2018 a Theft was reported at the Jewel Foods located at 2128 Mannheim Road. The victim reported that they were distracted by a person while an accomplice removed a wallet from a purse. A credit card from the purse was used immediately after the incident. 4) At 12:54pm on May 8, 2018 a Fraud was reported on the 2600 block

of Sunnyside. The victim reported that a caller reported that their family was in trouble, subsequently the victim sent money only to find that it was a fraud. 5) At 3:32pm on May 9, 2018 a Burglary to Auto was reported on the 2200 block of Downing. The vehicle owner reported that person(s) unknown entered and removed power tools from the vehicle valued at $650. 6) At 8:59pm on Criminal Damage to Auto was reported on the 11100 block of Windsor. The vehicle owner reported that both the driver’s side and passenger windows were damaged. 7) At 2:58pm on May 12, 2018 a Criminal Damage to Property was reported on the 700 block of Worchester. The homeowner reported that unknown person(s) shot a BB at their door causing the glass to break.

Community Development news and notes Extreme Heat

As summer and warmer weather approaches, the Village wants to remind residents about things they can do to prepare for extreme heat. To begin preparing, you should build an emergency kit and make a family communications plan. • Install window air conditioners snugly; insulate if necessary. • Check air-conditioning ducts for proper insulation. • Install temporary window reflectors (for use between windows and drapes), such as aluminum foil-covered cardboard, to reflect heat back outside. • Weather-strip doors and sills to keep cool air in. • Cover windows that receive morning or afternoon sun with drapes, shades, awnings, or louvers. (Outdoor awnings or louvers can reduce the heat that enters a home by up to 80 percent.) • Keep storm windows up all

year. • Listen to local weather forecasts and stay aware of upcoming temperature changes. • Know those in your neighborhood who are elderly, young, sick or overweight. They are more likely to become victims of excessive heat and may need help. • Be aware that people living in urban areas may be at greater risk from the effects of a prolonged heat wave than are people living in rural areas. • Get trained in first aid to learn how to treat heat-related emergencies. Oversize Vehicles

Please be aware that owners/ occupants of residential properties

may not store or park any vehicle which is licensed to operate as a trucktractor, a semi-trailer, a truck bearing a class D license or above (as defined in the Illinois Vehicle Code) or tow truck bearing a license in the Village. The only exception to this rule is if the vehicle is making a delivery or a service call, unless prior permission has been obtained from the chief of police or his/her designee.

Real Estate Sales

Did you know that the Village requires all properties to have a compliance inspection prior to sale? The Certificate of Compliance Program is designed to help protect the lives and property of the community, along with preserving the property values in Westchester. This program monitors the life safety, fire and plumbing codes of all residential properties, which include single-family, duplex and multi-family properties and

commercial properties at the time of ownership change. If you are considering selling your property, you must apply for a certificate of compliance. You should call us as soon as possible to make sure there are no surprises when you are getting close to closing. The property owner or his/her agent must complete and submit an application. The application for a Compliance Inspection is available on our website or from the Community Development Department Staff. The inspection fee must be paid prior to scheduling the appointment. If you are curious about what the inspector will be looking for, you can find the inspection checklist online at the Village’s website www. westchester-il.org, on the Community Development/Building page under Building Permitting.

From Trustee Carl Celestino Cook County Board Honors Westchester’s Food Pantry On April 24th a resolution sponsored by Cook County Board Commissioner Richard R. Boykin and passed by Cook County Board President Toni Preckwinkle and the entire Board of Commissioners of Cook County honoring and recognizing the Westchester Food Pantry for their commitment to feeding hungry families. This resolution recognized that the Westchester Food Pantry which has been in existence for over twenty years and serves over 200 families a month. Under the leadership and direction of Westchester residents Amanda Grant and Kathleen Franzwa, the dedication given by the Board of Directors and key members and staff, and driven by volunteers who are dedicated to feeding the hungry families of seven communities the Westchester Food Pantry has emerged as the fastest-growing food pantry in the western suburbs. Amanda and Kathleen as well as members of the Board of Directors and key members of the Food Pantry were present at the Official Meeting and were asked by the Cook County Board President, Commissioner Boykin as several members of the Board of Commissioners to join them at the podium to receive this Resolution personally. Westchester Public Works Branch Pickup Branch pickup for June will be the week of June 4-8, 2018 Branch pickup for July will be July 9-13, 2018 Branch pickup for August will be August 6-10, 2018 The Public Works Department will pick up branches the first full week of every month. (April-November) All brush must be put out on the front parkway no later than 7:00 a.m. on the designated pickup day. Branches can be up to 7 ‘in length and stacked with the butt ends facing the street in the same direction. If not stacked properly, a “restack” notice will be left. Public Works Crews will only pass through a designated pickup area once due to time schedule and other workload responsibilities. Thursday and Friday are Open Load days for pickup of any brush that will not fit through the chipper, such as logs, stumps, and large limbs. These must be cut for one man to lift. Dirt must be removed from the root ball for pick-up. Landscaping contractors are responsible for their own brush pickup

and disposal.

Please note the following schedule for branch pickup: MONDAY: From Mannheim Road west to Wolf Road and from Canterbury south to Windsor-including both sides of Windsor Drive. Also, Waterford, Waverly, Camelot and Concord. TUESDAY: Roosevelt Road south to Cermak Road-from Gardner Road west to Mannheim Road. WEDNESDAY: From Roosevelt Road north to the expressway and from Gardner Road west to Mannheim Road. Also, Roosevelt Road south to Canterbury from Haase west to Heidorn. THURSDAY: From Belleview west to Wolf Road, Martindale Drive to 31st Street ********************************** Remember….. Waste Management will also pick up your branches if they are bundled no more than 4’ in length. These will be picked up on your regular garbage day every week.

The Public Works Department is now repairing parkways damaged by sewer and water excavations and snow plow damage, weather permitting. The Public Works Department repairs potholes throughout the Village, weather permitting. Please call Public Works at 708-345-0041 to report potholes. The vac and jet machine will continue to clean out storm sewer inlets, as weather permits. As Always….. Village residents are asked to call Public Works at 708-345-0041 or the Police Non Emergency number after hours at 708-345-0060 if an unusual amount of water is visible in the street or parkway. This could be a main break or water leak that requires our immediate attention.

50/50 Shared Cost Parkway Tree Program Beautify your yard and add to the curb appeal of your home…. The Village offers a 50/50 shared cost program that includes the purchase and planting of a new parkway tree. Residents have a choice of 5 types of trees indigenous to the area. The trees will be planted in November 2018. Please call Public Works at 708-3450041 to register. Sprinkling Ban Reminder We have water use restrictions in effect every year, May 15-September 15, from 12pm to 6pm. This includes: (1) (2) (3) (4)

Sprinkling during unrestricted hours (before noon, after 6pm) shall be allowed on even numbered days for those even numbered addresses, and on odd numbered days for those residents having odd numbered addresses. If we have a dry summer, further restrictions may be necessary.

Westchester Public Works Department Jeopardy Water is a precious resource. We need to try and conserve our water use. To help understand how much water we use we would like to give you some information. Who knows facts about the water we use in our homes? Facts are sometimes uninteresting but when I watch the game show Jeopardy, its sometimes more fun. Let’s try some water use Jeopardy! Alec the category is our Public Water System 1) A slow leaking faucet that drips 30 times in one minute uses how much water in a year? What is 1,577 gallons of water. 2) In 1994 the Low Flush toilet was created. How many gallons less over conventional? What is 21,000 gallons of water per year. 3) Nationwide water statistics report that over 50% of water used for irrigation of lawns and gardens is lost due to evaporation, over watering and runoff to the gutter. How much is wasted? What is 4,500,000 gallons of water per year 4) During a “normal” summer day, how much water evaporates from a swimming pool? What is 1/4 inch of water 5) Beer making is a water intensive process. How much water is used to make 1 gallon of beer? What is 5 gallons of water Well how did you do? Did you get any right? Just remember you can help conserve water and make your water bill less if you 1) fix leaky faucets, 2) fix leaking toilets, 3) put in new bathroom and kitchen water fixtures, 4) use outside watering at appropriate times and amounts. Remember a small leak does not get better with time, it just costs you more!
