President Pulia and Senator Mark Kirk met during a recent trip to Washington D.C.
Today is Monday, November 2nd, and although I am composing this article for our Westchester Newsletter on October 21st, there are several special events occurring this month that I am respectfully requesting all of our residents get behind. Please read through this edition of the Westchester Village Newsletter cover to cover to be informed of “What’s Going On.”
WASHINGTON D.C. VISIT In early October, Village Manager Janet Matthys and I traveled to Washington D.C. with mayors and staff from several villages to meet face to face with our federal elected officials. The 2 days we were there were filled with meetings with government officials. Upon our arrival we met with the Director of Federal Relations and the Program Director for Transportation for the National League of Cities. We met both as a group and personally with Congressman Michael Quigley. In our private meeting, Congressman Quigley assured us that he is totally in favor of making sure funding for
the Addison Creek Reservoir Expansion moves forward. We met with Congressman Danny Davis early Wednesday morning and expressed our flooding concerns once again to him, as well as discussing the budget impasse affecting municipalities in Illinois. Following that meeting, we arrived at the Department of Transportation where our group met with Michael Daley,Associate Director for Governmental Affairs, and discussed federal funding for road and bridge projects as well as funding for streets and infrastructure for our respective villages. Our final contact was with Senator Mark Kirk and his Legislative Counsel for Transportation Jonathan VanderPlas. Again our discussion surrounded funding for our projects. All of the elected officials indicated that earmarks for individual projects have been discontinued and suggested we look at more projects that would have a more regional impact. I again mentioned a regional flood mitigation

Understanding teen driver car crashes Whenever we get behind the wheel of a car we begin the process of risk analysis and risk assessment. We are looking about and answering these questions with every glance, ~Is there anything in my way keeping me from implementing this action? Is it safe? How can I best go about implementing this action and what might the likely consequences be? ~ This is why we look behind before backing up, or look both ways before entering the roadway. We are determining issues of risk. Parents must talk with their teens and set limits and determine responsibilities, expectations and restrictions on the use of the car if they want to reduce the risk of their son or daughter’s involvement in a crash. Parents would do well to turn down the volume if their teen objects, just like they wouldn’t listen to the objections from a three-year-old on touching the stove. Several factors contribute to teen car crashes, injuries and fatalities. They include driving after midnight, seatbelt use, number of passengers,intoxicants, fatigue and distractions such as cell phone use/texting.
Parents must insist that their teen buckle-up and parents must do so too. It is better to lose some sleep than pick your teen up at the hospital or morgue. Go for a drive with your teen
Police blotter 1) At 10:08am on September 22, 2015 a Burglary to Auto was reported on the 1000 block of Westchester Blvd. It was reported that unknown person(s) removed money from an unlocked vehicle parked on the street. 2) At 10:00pm on September 24, 2015 a Burglary to Auto was reported on the 1300 block of Balmoral. The vehicle owner reported that unknown person(s) entered an unlocked vehicle and removed over $1,400 in tools. 3) At 2:29pm on September 26, 2015 a Burglary to Auto was reported at 2 Bluebird Trail, Chicago Highland Golf Course. The vehicle owner reported that unknown person(s) damaged a rear window to gain entry to the vehicle and removed money. 4) At 1:09am on September 27, 2015 a Theft was reported at the BP Amoco located at 825 Mannheim Road.
A subject entered the store and removed a display of lighters valued at over $100 after an argument with the attendant. 5) At 8:40am on October 1, 2015 a Retail Theft was reported at the Walgreens located at 10345 Roosevelt Road. A male subject was stopped and arrested for exiting the store without paying for merchandise. 6) At 9:46am on October 3, 2015 a Criminal Damage to Property was reported on the 1300 block of Suffolk. The vehicle owner reported that unknown person(s) broke a rear window. Nothing appeared to be missing after the discovery. 7) At 11:38am on October 5, 2015, a Retail Theft occurred at the Walgreens located at 10345 Roosevelt Road. A female was arrested for theft after leaving the store without paying for merchandise.

Somehow or other some parents are hostage to the wining of their teen. I have even heard some teens argue that they would rather not drive than have their parents~ restrictions or expectations and so the parents give in! Don’t give in. Consider yourself lucky if your child won’t drive because they don’t like the rules. This may actually be a safer option if they are demonstrating this kind of emotional immaturity. If try to blackmail you into using the car, this is a big signal to you that they do not yet possess the maturity to handle this privilege and responsibility. Remember, your car, your rules.

I also suggested that municipalities be allowed to submit and receive monies directly from the Federal Government instead of being funneled through the state. Did we get a commitment for receiving dollars? NO, but we got a chance to sit face to face, look them straight in the eye and express our frustrations in attempting to serve our constituents with the current lack of funding.
RAIN BARREL UPDATE Since MWRD has initiated their Rain Barrel Give a way program,Westchester residents have ordered over 600 to date. Although the barrels only hold 55 gallons of storm water, their use shows Westchester residents are concerned not only for storm water management but conserving potable drinking water for consumption. Information on the rain barrel program is available on the Village website at www.westchester-il. org.
YARD WASTE PICK-UP ENDS DECEMBER 4TH It seems each year the village is being contacted to pick up leaf bags after the

final Waste Management pick-up date. By contract, the Waste Management final pick-up week for YARD WASTE will be the week of December 4th. Please mark this date on your calendar and place all the intended yard waste on the village parkway (NOT IN THE STREET) after 3pm the day before your pick-up date. The village has nowhere to put the bags and cans after this date as the location that receives the yard waste is quite a distance away and shut down for the winter season.
WINTER WEATHER IS ON THE WAY Who knows when we are going to be visited by SNOW; boy I hate to say the word before December. I tried to find my old Magic 8 Ball that I used to ask questions of as a kid and found out the answer when I flipped it over, but I could not find it. I turned to the Old Farmer’s Almanac for information because since 1792,The Old Farmer’s Almanac has been known for its traditionally 80 percent accurate forecasts. Here’s what the Farmer’s has to say about the weather forecast:

I know that many of you actually enjoy the cold weather we have in Chicago and I admire your spirit but for me I can do without wearing a jacket, scarf, and long underwear.

This year Veteran’s Day is being celebrated on Wednesday, November 11th. Last November I wrote about the history of Veteran’s Day and how it came to be. I’ll skip the history lesson on how and when Armistice/Veteran’s Day came about but I did find some interesting facts on Wikipedia that I would like to share as follows: There were 16,112,566 members of the United States Armed Forces during Annual Weather Summary: World War II. ELECTRONIC RECYCLING ENDS FOR THE YEAR
As mentioned earlier, Saturday, October 10th was our last Electronic Recycling Event for this year. We are planning on resuming the collection in April 2016. We are in discussions with the West Central Municipal Conference to hold a regional event in the Spring, however plans have not been finalized. Westchester is one of the only villages that has a monthly collection April through October.The event is staffed by volunteers who donate their precious time to help not only our residents but many from other communities recycle electronics. I would like to thank all of our volunteers, especially our Boy Scout Troop 1, whose members have been present at many of our events, as well as our high school teens fulfilling service hours. Factor in aging sewer systems and water mains and the manpower to deliver these intrinsic services becomes a critical challenge for the next generation. That is why the Metropolitan Water Reclamation District of Greater Chicago (MWRD) supports the Value of Water Coalition’s “Imagine a Day Without Water” from Oct. 6 to Oct. 8. The national advocacy campaign intends to educate and inspire people to value the precious resource. “To us at the Metropolitan Water Reclamation District of Greater Chicago, protecting, managing and improving our area’s water quality is a daily responsibility we relish,” said MWRD President Mariyana Spyropoulos. “But while we pledge to continue our commitment to clean, safe, reliable and affordable water from our precious front yard in Lake Michigan, we acknowledge that this luxury is no guarantee throughout the world and even here locally without continued investment. Please join us in considering the value of water by imagining what it would be like to have a day without water.” The MWRD is responsible for treating 1.2 billion gallons of water per day, servicing more than 10 million people from an area stretching over 883 square miles of Cook County. The MWRD’s operations and capital plan investments contribute significantly to the local economy, in terms of both economic output and job creation, according to Water Environment Research Foundation (WERF). The MWRD’s estimated economic contribution to the region totals $12.6 billion over the next decade, supporting 7,350 jobs per year, according to WERF. Treating water for more than 10 million people while managing the Chicago Area Waterway System (CAWS) and protecting the Great Lakes requires massive infrastructure. To eliminate pollution, prevent flooding and protect this valued water resource, the MWRD operates the world’s largest water treatment facility.We are in the process of building the world’s two largest reservoirs and bringing two new disinfection facilities on line to improve water quality in the CAWS.Aging sewer infrastructure has prompted the MWRD to incorporate this new technology and infrastructure to prevent combined sewer overflows from impacting the waterways. Just the same, the Value of Water Coalition reports that a water main breaks somewhere in the United States every two minutes. Most pipes

For homes, that would mean no water to take a shower, make coffee, clean, do laundry or flush the toilet. ASH TREE UPDATE Over the past few months village crews have been removing as many diseased ash trees as they can. Going into October we have just under 200 to go before all of the 825 diseased parkway trees have been removed. The project has been underway for several years with our goal to finish the remainder next year. Our contract tree service, Sinnott is removing as many stumps as soon as possible working with our budget constraints. Some of the stumps will not be removed until next year. Presently he is catching up with the 102 that were not removed dating back to the 2014 and present year. For residents whose ash tree has been removed, and stumped we are offering a replacement tree from St. Aubin Nursery who will replace it with a 2 inch tree. Several varieties suited for our climate may be available; however, the village will be the final say on placement and species as we are trying not have the same variety on every parkway. Most of us can recall the Dutch Elm disease back in the 70’s which decimated all our Dutch Elms leaving our once tree lined canopy streets looking barren.
STATE BUDGET CRISIS HITS WESTCHESTER
Hopefully you are following the state budget crisis that the state of Illinois is in. The rob Peter to pay Paul as well as the kick the can down the road has finally come back to haunt us. The state of Illinois has been without a budget since July 1. Both political sides have dug in their heels with no clear resolution in sight. As of this writing October 21 the state has not paid out monies to many state supported entities both public and private. At a recent economic forum hosted by our State Senator Kimberly Lightford we heard from several businesses that help people who did not receive promised monies from the state that have burned through all of their reserve funds who now are closing or are soon to close. Here in Westchester we incurred bonded debt back in 2010 to jumpstart our street program with our payment guarantee coming from our state tax on gasoline, Motor Fuel Tax, allocated by population across the state. Westchester receives about $500k from this tax. $250k was allocated to make our bond payment on December 1st of each year. The state payment is not coming and the board will have to decide where we are going to draw the $250k from in the coming weeks. Our road salt allocation is also a permissible use of MFT funds which we use to purchase our 2500 tons of salt for our winter distribution at $60.54 per ton. Again the board will have to decide where it is going to come from. Westchester, in addition to receiving $1.50 for each telephone landline gets $0.75 from the state for each cell phone registered in town. The monies are used to fund our 911 system. With more people dumping their home landlines in favor of their cell phones where the $0.75 per cell phone is collected by the state has also been frozen. Westchester and a host of communities have belong to the Northeast Multi Regional Training (NEMRT) cooperative for yearly police training for over 30 years, of which we currently pay nearly $100 per officer per year. Our officers are sent to many classes throughout the year as well as hosting many classes at our village hall. We have recently been notified that classes have been cancelled, and that NEMRT is closing their doors as a result of the hold-up in state funding from the Illinois State Training and Standards Board which oversees and funds the regional training centers throughout the state. As a former police administrator who has sent many officers to continuing and advanced training in my tenure here in Westchester and in Willow Springs I find this to be reprehensible. It is no secret that the citizens of our nation, state, county, and local

IDOT EISENHOWER EXPRESSWAY NEWS IDOT representatives have met with me, village manager Janet Matthys, and PW Director Robert Lewis to explain what improvements are being discussed for future work on the Eisenhower Expressway. Several concepts have been discussed over the 20+ meetings IDOT have had over the past several years in an attempt to modernize the road but to alleviate the back-ups that have pushed the Hillside Strangler of old to the Westchester Bottleneck. Based on preliminary renderings the interchange at 25th Avenue will be totally reconstructed. No longer will vehicles be exiting the expressway at Gardner Road to access S/B 25th Ave. via Indian Joe Drive Broadview. IDOT is having residents in the immediate area for a short distance on Wedgewood Drive from near Manchester and several at and along Gardner Rd. if they want an additional section of sound wall installed. Westchester – The Illinois Environmental Protection Agency (IEPA) requires every water supplier to develop and implement a comprehensive cross connection control program for the elimination of existing cross connections and prevention or protection from all future cross connections on potable drinking water systems. Regulations are enforced to keep our drinking water safe. Residential backflow preventers may be found on lawn irrigation systems, wet fire protection systems, hot water heating (boiler) systems, swimming pool fills, water features, etc. Backflow preventers may also be required if there is another water source on the site such as a well, pond, river, etc. Note that lawn sprinkler systems will be getting winterized soon. If your backflow preventer is located outdoors, remember to remove and store it someplace warm for the winter. Insulation and/or heat tape may be insufficient. Allowing it to freeze is a costly mistake. Remember where you stored it, as you will need to give the backflow preventer to your lawn irrigation contractor or plumber next spring to re-install it. Plumbing Code requires that your backflow preventer be tested immediately upon re-installation every season. Annual tests must be performed by a certified tester and be submitted to the city’s contractor of Aqua Backflow for compliance through the online portal of TrackMyBackflow.com. The Westchester Cross Connection Control Program is designed to safeguard public health. We ask for your cooperation with our program, its enforcement, and any requests for information that come from Aqua Backflow or Utility staff.

Reminder: Prepare for extreme cold temperature With winter upon us, the Village wants to remind residents to be prepared for winter storms and extreme cold. To prepare for a winter storm you should do the following: Before winter approaches, add the following supplies to your emergency kit: Rock salt or more environmentally safe products to melt ice on walkways.Visit the Environmental Protection Agency for a complete list of recommended products. Sand to improve traction. Snow shovels and other snow removal equipment. Sufficient heating fuel. You may become isolated in your home and regular fuel sources may be cut off.Store a good supply of dry,seasoned wood for your fireplace or wood-burning stove. Adequate clothing and blankets to keep you warm. Make a Family Communications Plan. Your family may not be together when disaster strikes,so it is important to know how you will contact one another, how you will get back together and what you will do in case of an emergency. Listen to a NOAA Weather Radio or other local news channels for critical information from the National Weather Service (NWS). Be alert to changing weather conditions. Minimize travel. If travel is necessary, keep a disaster supplies kit in your vehicle. Bring pets/companion animals inside during winter weather. Move other animals or livestock to sheltered areas with non-frozen drinking water. Winterize Your Vehicle Check or have a mechanic check the following items on your car: Antifreeze levels - ensure they are sufficient to avoid freezing. Battery and ignition system - should be in top condition and battery terminals should be clean. Brakes - check for wear and fluid levels. Exhaust system - check for leaks and crimped pipes and repair or replace as

necessary. Carbon monoxide is deadly and usually gives no warning. Fuel and air filters - replace and keep water out of the system by using additives and maintaining a full tank of gas. A full tank will keep the fuel line from freezing. Heater and defroster - ensure they work properly. Lights and flashing hazard lights check for serviceability. Oil - check for level and weight.Heavier oils congeal more at low temperatures and do not lubricate as well. Thermostat - ensure it works properly. Windshield wiper equipment - repair any problems and maintain proper washer fluid level. Install good winter tires - Make sure the tires have adequate tread. All-weather radials are usually adequate for most winter conditions. However, some jurisdictions require that to drive on their roads, vehicles must be equipped with chains or snow tires with studs. Update the emergency kits in your vehicles with: a shovel windshield scraper and small broom flashlight battery powered radio extra batteries water snack food matches extra hats, socks and mittens first aid kit with pocket knife necessary medications blanket(s) tow chain or rope road salt and sand booster cables emergency flares fluorescent distress flag Winterize Your Home Winterize your home to extend the life of your fuel supply by insulating walls and attics, caulking and weatherstripping doors and windows, and installing storm windows or covering
windows with plastic. Winterize your house, barn, shed or any other structure that may provide shelter for your family, neighbors, livestock or equipment. Clear rain gutters; repair roof leaks and cut away tree branches that could fall on a house or other structure during a storm. Maintain heating equipment and chimneys by having them cleaned and inspected every year. Insulate pipes with insulation or newspapers and plastic and allow faucets to drip a little during cold weather to avoid freezing. Running water, even at a trickle, helps prevent pipes from freezing. All fuel-burning equipment should be vented to the outside and kept clear. Keep fire extinguishers on hand, and make sure everyone in your house knows how to use them. House fires pose an additional risk, as more people turn to alternate heating sources without taking the necessary safety precautions. Learn how to shut off water valves (in case a pipe bursts). Insulate your home by installing storm windows or covering windows with plastic from the inside to keep cold air out. Hire a contractor to check the structural ability of the roof to sustain
unusually heavy weight from the accumulation of snow - or water, if drains on flat roofs do not work. Carbon Monoxide Caution: Carbon Monoxide Kills Never use a generator,grill,camp stove or other gasoline, propane, natural gas or charcoal burning devices inside a home, garage, basement, crawlspace or any partially enclosed area. Locate unit away from doors, windows and vents that could allow carbon monoxide to come indoors. The primary hazards to avoid when using alternate sources for electricity, heating or cooking are carbon monoxide poisoning, electric shock and fire. Install carbon monoxide alarms in central locations on every level of your home and outside sleeping areas to provide early warning of accumulating carbon monoxide. If the carbon monoxide alarm sounds, move quickly to a fresh air location outdoors or by an open window or door. Call for help from the fresh air location and remain there until emergency personnel arrive to assist you.
