NATIONAL NIGHT OUT HELD AUGUST 7, 2018 This was our 7th year participating in the campaign. School Resource Officer Rob Verber, as well as those who assisted, are to be recognized for their leadership in this annual event. The purpose is to develop relationships between the residents and community in a partnership to further reduce crime in our neighborhoods. The Westchester Park District opened the swimming pool for a FREE swim, followed by the showing of the movie SHERLOCK GNOMES in the Community Park. Activities this year at the park included a business fair, refreshments, giveaways, entertainment, and much more. Many business groups and organizations took part in the Business Fair. I had a chance to visit them and thanked them for being involved in our community and taking time out to share their offerings. The weather eventually cooperated for the event, and I hope all had a great time.

I would like to sincerely thank everyone that supported the Fun Fest, Music Fest and National Night Out 2018. Each event was a success due to the participation of Village Trustees, management, employees, volunteers and most importantly our village residents. A community is described as a group
of people living in the same place or having particular characteristics in common and having the feeling of fellowship with each other, as a result of sharing common attitudes, interests, and goals. The Village of Westchester IS the definition of community. This is proven each and every time we have a successful event. Westchester IS Community.

A Message from the Police Chief – Steven Stelter I hope everyone had a nice summer, boy they sure go fast!! As we head into September and the beginning of a new school year, I would like to encourage those driving their children to school to be mindful of the school zones, bus stops and the school zone speed limit. You need to adjust your driving habits now that school is back in session to prevent any possible citations or traffic crashes. With the safety of our children being a primary concern, the police department will be out monitoring school zones to ensure motorists are being safe and are in compliance with the law. Remember, NO CELL PHONE USE OF ANY KIND WHILE DRIVING IN AN ACTIVE SCHOOL ZONE. Here are a few tips for you parents driving your children to school as well as all other drivers passing through school zones: • Follow the speed limit – the speed limit in a school zone is 20mph • Stay Alert!! • Speeding in a school zone could result in losing your driver’s license for a time. • Yield to Pedestrians • Stop for the school buses – don’t try and sneak by • Be sure to learn the proper drop-off and pick-up zones for your school. • Watch for crossing guards and obey their stop signs • Give yourself more time to get the children to school so you are not rushing. This winter the Police Department will be bringing back the Citizens Police Academy (CPA) to the Westchester Police Department. Classes will run on Wednesday evenings from 6:30 pm to 9:30pm for ten weeks, beginning in January. The actual dates will be published in next month’s newsletter. The CPA is a wonderful way for the community to enhance their relationship with the police department as well as giving those who attend the chance to get to know the fine men and women who serve you on a personal level. If you are 18 years or older and you are a resident or business owner of the Village, please consider attending the CPA. Applications are available at the police department front desk or you may download one from the police department website. Just fill one out and return to the police department either by hand or mail. All applicants will be subject to a criminal history check. 1) At 8:05am on July 10, 2018 a Theft from Auto was reported on the 1900 block of Portsmouth. The vehicle owner reported that unknown person(s) entered their unlocked vehicle and removed various personal belongings. 2) At 12:41am on July 11, 2018 a Criminal Damage to Auto was reported on the 1600 block of Portsmouth. A vehicle owner reported that unknown person(s) threw a landscaping brick through the front windshield. 3) At 7:06pm on July 13, 2018 a Theft was reported on the 1200 block of Westchester Blvd. A resident reported that unknown person(s) took a Fed Ex package from their front door.
4) At 10:52am on August 3, 2018 a Theft was reported on the 2900 block of Halifax. The resident reported unknown person(s) took their RING doorbell, and the theft was not recorded. 5) At 3:12pm on August 7, 2018 a Bank Robbery was reported at US Bank located at 1844 Mannheim Road. A male subject entered the bank and demanded money from the teller. Subject was subsequently apprehended and turned over to the F.B.I. pending federal investigation. 6) At 4:11am on August 13, 2018 a Criminal Damage to Property was reported on the 800 block of Suffolk. A resident reported that unknown person(s) damaged the bedroom window.

Public Works • Branch pickup for September will be September 10-14, 2018 • Branch pickup for October will be October 1-5, 2018 • Branch pickup for November will be November 5-9, 2018 The Public Works Department will pick up branches the first full week of every month. (AprilNovember) All brush must be put out on the front parkway no later than 7:00 a.m. on the designated pickup day. Branches can be up to 7 ‘in length and stacked with the butt ends facing the street in the same direction. If not stacked properly, a “restack” notice will be left. Public Works Crews will only pass through a designated pickup area once due to time schedule and other workload responsibilities. Thursday and Friday are Open Load days for pickup of any brush that will not fit through the chipper, such as logs, stumps, and large limbs. These must be cut for one man to lift. Dirt must be removed from the root ball for pick-up. Landscaping contractors are responsible for their own brush pickup and disposal.
Please note the following schedule for branch pickup: MONDAY: From Mannheim Road west to Wolf Road and from Canterbury south to Windsorincluding both sides of Windsor Drive. Also, Waterford, Waverly, Camelot and Concord. TUESDAY: Roosevelt Road south to Cermak Road-from Gardner Road west to Mannheim Road. WEDNESDAY: From Roosevelt Road north to the expressway and from Gardner Road west to Mannheim Road. Also, Roosevelt Road south to Canterbury from Haase west to Heidorn. THURSDAY: From Belleview west to Wolf Road, Martindale Drive to 31st Street Remember….. Waste Management will also pick up your branches if they are bundled no more than 4’ in length. These will be picked up on your regular garbage day every week. Free yard waste stickers for reusable yard waste receptacles are available at the Public Works office and the Village Hall.

This could be a main break or water leak that requires our immediate attention. 50/50 Shared Cost Parkway
Tree Program Beautify your yard and add to the curb appeal of your home…. The Village offers a 50/50 shared cost program that includes the purchase and planting of a new parkway tree. Residents have a choice of 5 types of trees indigenous to the area. The trees will be planted in November 2018. Please call Public Works at 708345-0041 to register. Sprinkling Ban Reminder We have water use restrictions in effect every year, May 15-September 15, from 12pm to 6pm. This includes: (1) Outdoor Watering (2) Cleaning Outdoor Surfaces (3) Cleaning Buildings (4) Pool Filling Sprinkling during unrestricted hours (before noon, after 6pm) shall be allowed on even numbered days for those even numbered addresses, and on odd numbered days for those residents having odd numbered addresses. If we have a dry summer, further restrictions may be necessary.
Notice to Residents with Private Irrigation Wells If you have an irrigation well on your property that is no longer functioning, you are required by state law to repair it or abandon it. If you are selling your property you should also disclose that you have a well on your property, as the state has rules governing these wells. An estimated 400,000 private water wells exist in Illinois. Each year, many of these wells are abandoned. An abandoned well can pose a health and safety hazard if it is improperly sealed or not sealed at all. An abandoned well can serve as a route for contaminating groundwater.
Contaminated surface water, urban runoff and drainage from pet enclosures can enter the groundwater through such wells and cause pollution of other wells in the area. The Illinois Water Well Construction Code requires the owner of a water well to properly seal the well within 30 days after it is abandoned and no longer used to supply water. If a well or boring is in such a state of disrepair that it has the potential for transmitting contaminants into the groundwater or otherwise threatens the public health or safety, it also must be
sealed. The Groundwater Protection Act mandates that where an abandoned well is found to contaminate another potable water well, the owner of the abandoned well is responsible for providing a safe and sufficient supply of water to the owner of the well that has been contaminated. A licensed water well driller must seal an abandoned well. A homeowner may seal his or her own well if a written request is made to the local health department or to the Illinois Department of Public
Health describing procedures and materials, all of which must comply with the well code. The local health department or the Department’s nearest regional office must be notified at least 48 hours prior to the start of the work to seal such wells and, after the sealing is finished, a completed sealing form must be submitted to the local health department or the Department’s central office in Springfield. More detailed information can be found in the Illinois Water Well Construction Code, at http:// www.ilga.gov/commission/jcar/

From Trustee Carl Celestino SAVE THE DATE On Saturday October 20th the Village of Westchester and the Environmental Sustainability Commission will be hosting a Document Destruction Event for the residents of Westchester. This event will be held at the Village Hall, 10300 Roosevelt Road from 9:a.m. – 11:a.m. Residents can enter at Municipal Drive and proceed to the rear parking area at north end of the building. In order to make it easier for the volunteers and to quicken the time it will take to dispose of your materials, participants are asked to place the items that need to shredded in paper bags, not plastic or boxes. In addition to the document shredding, once again volunteers will be holding a Non Perishable Food Drive to benefit the Westchester Food Pantry. Any donations will be greatly appreciated, the items that residents can bring and are most beneficial are Canned Meat Products, Pasta Sauce, Canned Vegetables, Peanut Butter, Jelly, Oatmeal and Cereals. For all the Westchester gardeners who like to plant fall flower bulbs, Westchester’s volunteer horticulturists who take the time to maintain the gateway signs and other public areas throughout the Village will be attending the event as well. The Grassroots Garden Group once has taken the time to prepare Tulip Bulbs and will be selling bags of a variety of bulbs that are ready to be planted will all proceeds once again going to the Westchester Food Pantry.
Fall Safety Autumn is officially here and by now your children are settled into the routine of school and getting ready for the fall season. The cool, crisp weather is perfect for walks home from school or even long bike rides with friends. Being a parent, your main concern is to keep your kids safe. As Fall arrives, there are many things for you to talk about with your children. Addressing safety is very important and it could help to protect them from traffic accidents and abductions. • Stranger Danger - For the many of our children that walk or ride bikes to and from school every day, stranger abduction is a real and possible threat. We’ve all heard the stories of strangers luring children into their vehicles and parents tremble when their school districts send home notices of a possible stranger-danger event in their neighborhood. A parents’ top priority is to practice with their children the steps they can take if they are ever approached by a stranger. First, children need to know that they should never enter a car not driven by a parent, sibling or other trusted adult. Second, parents must teach their children to run from strangers while shouting loudly. For example: screaming “FIRE” will bring certain attention from anyone within hearing distance. This can also make most perpetrators flee the scene. Finally, parents should teach their children that if a stranger does approach them, they should seek out the nearest police officer, crossing guard, teacher or neighborhood parent they know. Kidpower Safety at: www.kidpower.org • Traffic Safety - We need to teach our children the fundamentals of crossing the street safely, especially when our children are walking to school on their own for the first time. It’s also very important for us to instruct our children to carefully listen to their school crossing guards. We also need to instruct them to look both ways when crossing unmonitored corners. • Bicycle Safety – Every fall, many children ride their bicycles to school. Aside from wearing protective head gear to protect from falls, all kids should know the basics of bicycle safety. #1 – They should ride with, not against, traffic. #2 - They should know to ride on the sides of streets, not in the sidewalk where they could potentially hurt other children or pedestrians. #3 - Parents should also make sure their children know to follow all stop signs, traffic signals and, of course, to stop at every street corner, make sure no traffic is coming and then proceed quickly, but safely, across the street. •Halloween Safety – Keeping your little ghosts and ghouls safe at Halloween is very important. Always discuss with your children these basic safety tips for a guaranteed fun time. Trick-or-treating hours are ------------------------------Be sure your children have costumes that can be clearly visible in the dark. Never let young children trick-or-treat without an adult and always be sure to check all goodies before eating. Saluting our blood donors On behalf of the many patients in the hospitals across Cook County, let’s send a big THANK YOU to our local and area blood donors. Some 282 generous donors took part in our village’s three blood drives held this year. In toto, dating back to 1974, when the Westchester Blood Program was born, the organization has collected
27,300 units (pints). All were sent to our hospitals via LifeSource Blood Services. Regular donors know that (a) they can save 3 lives with one donation, (b) the procedure takes no more than 30 minutes, and (c) they will go home with a glorious feeling of elation. The next drive will be Oct. 13 from 8 a.m. to 3 p.m. at the Community Center, Bond and Westchester Blvd.
Grace Lutheran Church With September rapidly approaching, we are also getting ready to start our fall activities here at Grace Evangelical Lutheran Church, 1101 Manchester Ave., Westchester, Il. 708-345-1375. Our Sunday services start at 10:00 am. We serve Holy Communion each Sunday except for one when we observe our Service for The Word for Healing. We offer Holy Communion to anyone who excepts Jesus Christ as their Savior. On the Fourth Sunday of the month, we observe our Service for The Word of Healing. This is an extremely satisfying service that gives the word of God to each person who approaches the altar rail. It is a service that talks about symbolic healing. Upon approaching the altar rail, rose petals can be placed in a bowl as silent prayers for healing are offered for loves ones in need. Our children’s hour will be starting again after Labor Day. We are happy
to begin giving our kids weekly bible program lessons. Approximately 10 minutes into the regular service, our children are presented with a “Children’s Sermon” which stems from the Gospel of the day. After the children’s sermon, the kids leave the sanctuary for approximately 40 minutes to further their studies in bible stories, often augmented with crafts. The children return to their families and are invited to the altar rail for a blessing as their parents’ commune. All are welcome at our services. Please check the calendar for further activities. We welcome those that would like to sing in our choir or perhaps come and assist our quilters with making quilts. GLOW preschool will begin their classes the first week of September. Our annual pancake breakfast is held in early November. Detailed information will be available next month.

The summer is quickly coming to an end and it is time to get ready for the 2018-19 school year! Adjusting from “SummerAmusement” to “School-Fun” can be difficult for parents as well as children. The key is to be informed, prepared and enthusiastic! SCHOOL - Contact the school/ district your child(ren) will be attending to find out the date and time classes start if you haven’t already been informed. The school should also provide you with current supply lists for each grade. Be sure your child is up-to-date on all physicals, eye exams and immunizations. Inform the school office if your child has any health issues, food allergies or if medications are required. Familiarize yourself with the schools website and all the different ways to communicate with the principle and teachers. Keeping the lines communication open between parents and teachers is a wonderful way to get involved with your child’s education and to be “on top” of all school activities, events and other important information. “Knowledge Is Power” for both students and parents. SLEEP - Prepare your child(ren) for the new school year by establishing a firm bedtime before the year begins. The recommended amount of sleep your child gets, can directly affect their learning at

school. Here are some guidelines provided by “WebMD” to follow for healthy sleeping habits for your school age children.
3-6 Years Old: 10 - 12 hours of sleep per day Children at this age typically go to bed between 7 and 9 p.m. and wake up around 6 and 8 a.m., just as they did when they were younger. At 3, most children are still napping, while at 5, most are not. Naps gradually become shorter as well. New sleep problems do not usually develop after 3 years of age. 7-12 Years Old: 10 - 11 hours of sleep per day At these ages, with social, school, and family activities, bedtimes gradually become later and later, with most 12-years-olds going to bed at about 9 p.m. There is still a wide range of bedtimes, from 7:30 to 10 p.m., as well as total sleep times, from 9 to 12 hours, although the average is only about 9 hours. 12-18 Years Old: 8 - 9 hours of sleep per day Sleep needs remain just as vital to health and well-being for teenagers as when they were younger. It turns out that many teenagers actually may need more sleep than in previous years. Now, however, social pressures conspire against getting the proper amount and quality of sleep. school children with “Healthy Lunch” planning. Not only can this give your school aged children some independence by choosing their own lunches, you as the parent can also instill healthy eating habits. Fruit, veggies and healthy snacks help feed the brain. Here are some healthy ideas: Honey, Almond Butter & Banana Spread 2 slices of whole-wheat bread with almond butter or peanut butter. Top 1 bread slice with a drizzle of honey (for kids 1 and up) and a layer of banana slices. Cover with the other slice, butter side down. Apple, Cheddar & Peanut Butter Split a focaccia square in half crosswise. Spread the cut side of 1 half with peanut butter. Top with a layer of cheddar-cheese slices and then a layer of thin apple slices. Cover with the other half, cut side down, and press gently. Turkey Pinwheels Spread dollop of store-bought hummus on whole-wheat tortilla, then layer a slice of turkey and some spinach leaves. Roll up and cut.
Pita-Butter and Jelly If your child’s main food staple is PB&J, but peanut butter is a no-no at her school, here’s a peanut-free option. Substitute butter or cream cheese in for peanut butter and spread on whole-wheat pita bread. Top with jelly, or cinnamony apple butter. Why Should I Get a Building Permit? This is a question many people may ask themselves when planning alterations to their home or property. There are several advantages to doing home improvement projects with a building permit. When you apply for a permit, you can be assured that your construction drawings will be thoroughly reviewed and that each phase of the project will be inspected to ensure the work is completed in compliance with locally adopted building codes. Additionally, the plans examiner and field inspector can be a resource to provide technical guidance on your project. Furthermore, there are legal and financial liabilities that you may face when you don’t get a building permit. Work without a permit is illegal and can pose serious complications for you when you try to sell your house. Any fire and homeowners insurance you have may be invalidated if you do work without a permit. If there is a fire in your home, the insurance company can use the illegal work as an excuse not to pay your claim.
