Record Budget about Delivery and Sustainability Council handed down its record budget on Friday 26 July with significant expenditure of $334.9M, comprising of operating expenditure of $135.6M and capital works investment of $199.3M. The aim of this year’s budget is to deliver essential projects and services to our communities while demonstrating our commitment to financial accountability, now and into the future. It focuses on delivering value for money services that the community not only wants, but can afford. Focus is also on building essential infrastructure, including water, sewerage, waste and roads, needed to sustain growth and support ongoing development within the region. Council has endeavoured to fund infrastructure projects with minimal impact on traditional ratepayers while ensuring that the energy sector continues to meet its share of the financial risk associated with rapid growth. Council has aimed to keep rates and charges increases to a minimum while maintaining Council’s capacity to deliver. Councillor Spotlight I recently attended the Smart Growth Forum in Brisbane and I am very pleased to report that development in the Western Downs Regional Council area continues to perform well above the Queensland average at a time when the development sector appears to be slowing down. Council’s year-to-May planning figures show a significant rise in development applications with 365 applications received double that for the same period last year. Recently Council refused an application for the use of treated coal seam gas water on a forestry plantation located near Wandoan. The State Government can approve the use of treated coal seam gas water under a beneficial use licence. Council was concerned with this application being inconsistent with the Strategic Framework in relation to the relevant Planning Scheme. Meanwhile, Council has heard back from the State Government’s Second Interest Review regarding the draft Western Downs Planning Scheme and are now moving into the public notification stage. Also just a reminder, the State Government’s Draft Darling Downs Regional Plan is available for public review until 20 September and I encourage people to take the chance to view the plan and have their say. Finally, news of a new initiative by the Newman Government to establish a single State Assessment Referral Agency (SARA) will help speed up the referral agency response times. In theory this reduction in red tape will improve the turnaround time with our assessments and I’m sure this will be welcome news to local developers. The Draft Western Downs Planning Scheme (WDPS) is a draft statutory document that will guide the use and development of land and buildings in the Western Downs Region and is set to replace the current six planning schemes in operation. Public Notification of the WDPS
Council has been working on the new WDPS in consultation with the community over the past three years. The Queensland Government has now reviewed the draft WDPS and provided Council with approval to proceed to the statutory public notification stage. From 12 August to 23 September you can make a formal submission. Once the statutory public notification period is complete and all submissions have been considered you will receive notification about how your submission was considered and the outcome. How can I find out more and make a submission? From 12 August: > Factsheets and information on how to make a properly made submission will be available on Council’s website.
