I trust that your week with us will be an enjoyable one, where old friendships are re-kindled and many new lifelong friendships will be formed. The current economic climate has not been particularly kind, but it is during these times that people seem to go that extra mile to make things happen. The support we have received from the business houses, major sponsors and many families has been nothing short of tremendous. Special thanks must go to all these people as well as our many officials and of course all the players. To all the players and officials we wish you a happy, successful and injury free carnival and thank you for your support. WELCOME FROM THE PATRON OF JANDOWAE & WESTERN DOWNS ZONE 4 JUNIOR RUGBY LEAGUE I trust that all players will have a very enjoyable week with us here in our town and I am sure all visiting parents and supporters will also have a great time. Although our town is only small, it is big on hospitality. Just a few thoughts on what Zone 4 means to me. My first encounter with a carnival at home was in 1979, when I was given the job of water boy or runner for our team. Now I know there are a number of people who will read this and have a chuckle or two, but I was a little bit more mobile in those days. The friendships I have made over the years through these carnivals have been immeasurable. The Zone 4 club is very special to me, and I’m sure to many others. The fact that so many members keep returning each year, wherever the carnival is held speaks for itself. At the dinner on Thursday night, some more members will be issued with Zone 4 badges. This badge is much more than just a badge, it means that these recipients are being admitted to this great club, and I am confident they will make many lasting friendships and find that the more they put into Zone 4 the more enjoyment they will have from it. I look forward to the Zone 4 Carnival each year to meet with friends made through the years and it is always great to meet and have a drink or two and tell a few stories, which of course, are mostly true. ZONE 4 CARNIVAL CONDITIONS OF PLAY 1.
(a) Games will be played under the conditions of the Q.R.L. Rugby League Laws of Modified Games, ( mod League 12 years – v2 24/02/15). (b). Games will be played under the conditions of the A.R.L. National Safe play code for players aged 15 years and under (version March, 2013) 2. Games will be played on a full sized international field. 3. The Game is played over two 25 minute halves with a five minute break between. 4. Time off for injury. Extra time shall be allowed for stoppages to play where the carnival’s designated official medical attendant (after having been signalled by the Team Trainer for on-field assistance), subsequently signals for further medical assistance e.g. stretcher/ambulance. 5. Unlimited substitution applies. Changeovers should be during a stoppage in play or because of injuries. 6. If a bleeding wound occurs, the player must cease participation in the match until the bleeding has stopped and the wound is both cleaned with antiseptic and covered. 7. A mod league ball is to be used. 8. (a) Sin Bin. This does NOT apply in the mod league game. (b) Send Off. A player may be replaced for the balance of the period or for the rest of the game. However, a player replaced for a half who resumed playing in a later half AND is guilty of further misconduct MUST be dismissed without replacement. 9. Conversion – Goal Kicks – place kick only (a) the conversion attempt for any try scored between the touch line and a line 20 metres in field from touch must be taken on the line at least 20 metres in field from the touch line. (b) For any try scored in the area between the 20 metre lines inside each touch line, the conversion attempt is to be taken in line with where the try is scored (as per International Law). c) The rule of rotating kickers will apply 10. In the event of teams being on equal points, team positions will be decided on points for and against. 11. Player Age Eligibility for Zone 4 2015: Only players born in the year 2003 & 2004are eligible to participate in this carnival. 12. All teams are to make their Age Eligibility Forms available to Carnival Officials when requested.
COMPLAINTS Please address any complaint about any aspect of the carnival to the Mal Wunsch, or Mark Lllewellyn so appropriate action can be taken. The Committee will only accept complaints from Team Coaches or Managers, who, if they think necessary, will bring the complaints to the notice of the Committee.
ZONE 4 - CODE OF BEHAVIOUR As a team Member Compete by the carnival competition conditions and rules & never argue with the decision by a Referee or Touch Judge. Control your temper – no criticism by word or gesture. Work equally hard for yourself and your team – your team’s performance will benefit and so will your own. Be a good sport, encourage and support your opponents and their skills as well as your own team members. Show respect for yourself, your team mates, officials, your opponents and their skills. Behave in a manner that respects the right of others Appreciate your opponents, for without them you don’t have a competition. Follow all directions of team management/officials. Be responsible – you are representing your family, your club & school, your division. At the Carnival You are under the control of the team manager/coach Do not leave the area of competition without seeking the permission of team manager firstly, even if you are leaving with billets or parents Make sure that you report any injury to the coach/manager Please look after your uniform as there are always souvenir hunters at carnivals. Make sure that your name is on all of your belongings. Uniforms are to be worn correctly when required. Take pride in the fact that you are the member of a team. Wear the official team uniform at all times, as directed by team management/officials. Play to the best of your ability for your personal pride and the pride of the team. Social activities, other than those organised or approved by team managers or host centres, are not permitted. Parent/ Guardian /Spectators Code of Conduct Cooperate with the team management & carnival organisers to achieve best outcomes for your child. Support team & event officials in maintaining a safe & respectful learning environment for all players. Maintain positive relationships with team officials regarding your child’s learning, wellbeing and behaviour. Encourage their participation. Provide a model of good sportsmanship for children to copy. Be courteous and constructive in your communication with players, team officials, game officials and sports administrators. Encourage honest effort, skilled performance and team loyalty. Support School Sport Australia’s policy of smoke and alcohol free environment. Remember children play for their enjoyment. Please don’t let your behaviour detract from their enjoyment. Let game officials conduct events without interference. Support skilled performances and team play with generous applause. Demonstrate respect for opposing players and their supporters.
Breach of this code of behaviour, in the opinion of teams officials, may result in the players being banned from the remainder of the carnival, the parents and school/club being notified and the player being sent home by the first available transport. Any additional expense incurred will be the responsibility of the parents.

Bill Wood
Bill has been involved with Zone 4 since Jandowae entered the competition in 1977 and he hasn’t missed a carnival. Over the past 39 years, Bill has been Jandowae Club Patron, Jandowae Zone 4 Patron, Jandowae Club Fundraising Coordinator, Western Downs Foundation Member, Western Downs Vice President, Western Downs President and Western Downs Delegate for the Jandowae Club; but the two roles that he is best noted for are his years of tireless fundraising and his years of dedication to U/12 Zone 4 Junior Rugby League. This time and dedication have seen the implementation of uniforms, jerseys, badges, bags & the subsidizing of player rep levies & fees. Bill is a Life Member of the Jandowae Junior Rugby League Club, Life Member of Western Downs Junior Rugby League & Life Member of Zone 4 U/12 Junior Rugby League.

Geoff Davison
Geoff’s involvement with the Jandowae Club and Zone 4 began in 1985 when he, and wife Helen, billeted players and helped out during the week of the carnival. Since then Geoff has held many positions within the club for numerous years; these being treasurer for the 1997 Zone 4 Carnival, Vice President of the Club in 1997 and 1998, Club President in 1999, Jandowae delegate for Western Downs JRL for numerous years, along with countless years of coaching & managing Zone 4 teams and club teams. Geoff has been an active member of the organizing committee for the 2003 and 2009 carnivals and again this year for the 2015 carnival. Geoff is a Life Member of the Jandowae Junior Rugby League Club and a Life Member of Zone 4 U/12 Junior Rugby League.

Mal Wunsch
Mal became involved with Zone 4 in 1991 when Jandowae hosted the carnival that year. In 1995 and 1996 Mal volunteered to be one of the Jandowae Zone 4 team Managers and it was at this time that he also took on the role of President of the Jandowae Club; a position that he held for two years. During Mal’s time as Club President, he also convened the 1997 Zone 4 Carnival. From 1995 through to 2002 Mal was very actively involved with the Zone 4 and the Jandowae club; every year organizing uniforms, equipment, sponsorship and fundraising activities with Bill Wood. During these years Mal was also President of Western Downs Junior Rugby League, a position he held for 3 years. Mal is still actively involved with Zone 4 and is the 2015 carnival convener. Mal is a Life Member of Jandowae Junior Rugby League, Life Member of Western Downs Junior Rugby League and Life Member of Zone 4 U/12 Junior Rugby League.

Tom Kelly
Tom began with Zone 4 in 2002 when he became the President of the Jandowae Club and volunteered to be one of the Managers for the 2002 Jandowae Zone 4 team. Tom went on to manage and/or coach the Jandowae team for a span of 8 years. In 2003, as Jandowae Club President, Tom convened the carnival and went on to convene the 2009 Zone 4 Carnival in Jandowae six years later. Tom has also been an active member of the organizing committee for the 2015 carnival. Since becoming involved with Zone 4, Tom has held the position of President of the Jandowae Junior Rugby League Club for 4 years, Chairman of the Jandowae Zone 4 Carnival Committee for 2003 & 2009 carnivals, President of Western Downs Junior Rugby League for 4 years, Treasurer of QRL South West Juniors for 1 year, Chairman of the QRL South West Juniors for 3 years and Secretary for QRL Central Division Juniors for 2 years. Tom is still actively involved with Zone 4 and is a Life Member of Jandowae Junior Rugby League, Life Member of Western Downs Junior Rugby League & Life Member of Zone 4 U/12 Junior Rugby League. 

Jennifer Kelly
Jenn began with Zone 4 in 2002 assisting with administration and uniforms for the team and is still currently the Jandowae Zone 4 Team Co-ordinator for the Jandowae Junior Rugby League Club. In 2003 Jenn completed her rugby league first aid training and was a first aid officer for the Jandowae Club for many years. Jenn is still currently the first aid officer for the Zone 4 team and travels with them every year to carnivals. Jenn has been an active member of the organizing committees for the 2003, 2009 & 2015 Jandowae Zone 4 Carnivals. A chain of events at the 2007 Zone 4 carnival prompted an interest in the history of the Zone 4 carnival trophies and in 2008 Jenn began to research the history behind the trophies of the carnival. This was completed in time to be printed in the 2009 Jandowae Zone 4 Carnival Program. At the 2010 carnival Jenn began gathering carnival history to have completed for the 50th Zone 4 carnival in Roma in 2012. Over the 2 years leading up to the 50 th Carnival Jenn, with the help and support of all the centres, produced a book on the history of 50 Zone 4 Carnivals. Since then Jenn has continued to keep carnival records and milestones up to date. Jenn is a Life Member of the Jandowae Junior Rugby League Club and Life Member of Zone 4 U/12 Junior Rugby League

TROPHY HISTORY Vic Jensen Cup (Premiers) Zone Carnivals had their origin in 1956 when Brisbane, Townsville, Toowoomba, Rockhampton, Mackay and Gladstone first met as Zone 1 under the auspices of the Queensland State Primary Schools Rugby League to have an annual competition in the then August holidays. As more centers wished to take part, Zones 2 and 3 were formed, and Mr Vic Jensen, a businessman who owned a chain of footwear shops throughout Queensland, donated identical trophies to the QSPSRL for each of the Zones to compete for. Then in 1963 a carnival was held at the Gold Coast to form a Zone 4. In all, six zones where competing for their respective Vic Jensen Cups. Our Vic Jensen Zone 4 Cup is the original cup from 1963. (Supplied by Mick Twomey – Ipswich & Bruce Fox Gold Coast) McLean Brothers Trophy (Runners Up) This trophy was donated in 1965 by Ipswich publicans Bob and Irene McLean for the team that finished in second place at the Annual Zone 4 Carnival. The McLean family was a famous Queensland footballing dynasty of the last century, with the brothers, being their four sons. Their son Paul, played Zone 4 in 1964 and captained the Ipswich Zone 4 team in 1965, and eventually went on to become an Australian Rugby Union Test captain. Another of the brothers, Jeff, also ended up playing Rugby Union for Australia. (Supplied by Mick Twomey – Ipswich) Doug Thompson Memorial Trophy - Zone 4 3rd Place The Thompson family were involved with Pittsworth Zone 4 from the beginning in 1964. Doug began his association with Zone 4 as a Pittsworth player in 1965 at Munduberra. In 1979, he started coaching the Pittsworth team at Jandowae. He held his position for 14 years before his untimely death at 39 as a result of a car accident in 1992.Doug only had 2 daughters but was happy to have 17 sons every year for those 14 years. Over those years many changes took place within the Zone and with the help of people like Merv Kahler, Kev McHugh and the late Peter Coleborn, Pittsworth was able to stay involved in the carnival as it is today. Both Doug’s parents John (dec.) and Yvonne are Zone 4 Life Members - an honor bestowed upon Doug at Ipswich in 1989. Doug always thought every team deserved a trophy for the wonderful spirit in which they played Zone 4 football. Hopefully, this trophy fulfills that dream. (Supplied by Ann Thompson - Pittsworth)

TROPHY HISTORY Frank Partridge Memorial - Zone 4 6 Stone Schoolboys Inter-City Carnival Total Aggregate Points Scored Frank Partridge (Dec.) was a long time Roma resident and was a player and official for the Roma Cities Club in the 1940’s, 50’s and 60’s. Frank was a member of the original Roma Schoolboys Committee that was formed in 1963/1964. His sons played in the schoolboy’s competition, with one later becoming a senior league referee. Frank’s grandsons are still in Roma and all played schoolboy league. This trophy was donated by the Roma centre in recognition of Frank’s contribution to schoolboy rugby league and Zone 4. Barry Duce Memorial Trophy - Team Combination . Barry Duce was a member of the Ipswich side which took part in the 1966 carnival and he captained the Ipswich Zone 4 side in 1967. That year he was also selected in the Queensland State Primary Schools side for the interstate competition. He was involved in a fatal road accident in 1971 and the trophy was donated the following year by his parents, Ray and Heather Duce in his memory. Zone 4 Schoolboy Football Carnival - Most Improved Team Donated by Bob & Marie Kennedy Bob & Marie Kennedy managed the swimming pool in Charleville and then in Roma. During this time they were avid supporters of junior rugby league. Bob coached schoolboy teams from St John’s and Roma State and was involved in fundraising, billeting, and Zone 4 carnival organization. In 1979 and 1980 he was the Roma Zone 4 team manager and then in 1983 he coached the Roma Zone 4 team. TROPHY HISTORY Fr. Neville Grundy Memorial Trophy Zone 4 Rugby League Football Carnival - The Best Triers Father Neville Grundy was a Catholic Parish priest in Augathella and then Roma. Whilst based in these parishes he became involved with Schoolboys Primary School Rugby League. In 1968 and then again in 1974 Father Neville Grundy was the Junior Vice President of the Charleville Primary Schools Rugby League Zone 4 Carnival. In 1974 Fr Grundy was awarded Zone 4 Life Membership for his years of tireless effort. He was Charleville’s first Life Member. Fr Neville Grundy passed away in 1979 at Allora, aged 55 years. In 1980, Mary O’Connell of Charleville was contacted by the Grundy family about a trophy being donated for the “Best Trier’s” in memory of Neville and his work with Junior Rugby League and Zone 4. The A. Banagan Trophy - Street March - Zone 4 - CDSRLA Agnes Banagan was the licensee of the Charleville Hotel for a period of about 10 years. During her years as licensee she was a great supporter of Schoolboys Rugby League and allowed many a raffle ticket to be sold. These much needed funds allowed the continuation of Schoolboys Rugby League and Zone 4 in Charleville. Agnes donated this trophy to Zone 4 as a show of support for the wonderful opportunities that the carnival was providing for the youth of Charleville. Sadly Agnes has since passed away but this trophy continues as recognition for her many years of support. (Supplied by Mary O’Connell - Charleville)
The Rod Bielby Trophy - Team Relay Rod Bielby started playing schoolboys rugby league for St Mary’s School in Charleville and then went on to play senior league in Charleville. Rod owned a local business called Charleville Produce Co and was always interested in rugby league. Rod now resides in Bundaberg. Rod donated this trophy in 1979/1980 to replace the earlier “Tom McVeigh Trophy” that had been donated in 1973 by Pittsworth. Tom McVeigh was the local federal Member of Parliament at the time. TROPHY HISTORY Daph Rice Memorial Trophy - ZONE 4 Coach of the Carnival Daph Rice and her husband Dick attended the first official Zone 4 Carnival in 1964. They were the backbone of School Rugby League in the Upper Burnett for many years with Daph becoming the first Zone 4 Life Member in 1971. They left the Upper Burnett area in 1976 to retired to the Gold Coast where they continued to apply their great energies to the local school rugby league association and Zone 4. Daph was always mindful of the valuable time that the coaches and managers gave up to help the players. So when Daph passed away in early 1998 this trophy was given in memory of her. (Supplied by Gold Coast Carnival Program 2005 & Mick Twomey – Ipswich) Zone 4 Life Members Trophy - Best & Fairest of the Carnival Every year since the inception of Zone 4 there has been an award for the Player of the Carnival. However, no permanent record of the winners existed until 1985 when the then Life Members donated a trophy to display the names and centers of the winners. The trophy remains with the host centre while the player receives an individual trophy. (Supplied by Mick Twomey - Ipswich) Brian Wassell Memorial Trophy – Best On-Field Sportmanship Mrs Betty Wassell, a foundation member of the Jandowae Junior Rugby League Club and Zone 4 badge holder since 1978, donated this trophy to Zone 4 in 2009. Two of her son’s, Col & George, played in the 1977, 1978 and 1979 carnivals for Jandowae, and in the years that followed, grandsons Danny & Matthew Wassell played in the 2003, 2004 and 2005 carnivals for Jandowae and grandson, Jeremy Green, played for Roma in the 2005 & 2006 carnivals. Sons, Ian and Col Wassell, are both badge holders and have been either coaching or managing Jandowae Zone 4 team since 2003. In 2004 when Brian, her late husband, was taken from the family in a very tragic accident, Betty and the family received overwhelming support from their "Zone 4 family" so she decided to give something back. This trophy is awarded for the team that displays the "best on field sportsmanship" and the winner is decided by the referees. The main trophy remains in Jandowae & a replica is awarded to the winning centre. Betty and her family continue to be, a huge part of Zone 4 in the Jandowae district. TROPHY HISTORY Ann Phipps Memorial Medallion – Embracing the Past, Shaping the Future Ann became co-Treasurer of the Pittsworth & District Zone 4 Rugby League committee in May 2001. In 2002 she became treasurer and continued in this position until 2006 when her illness from cancer made it impossible for her to continue. Throughout the years of Ann’s contribution to the Pittsworth Zone 4 committee, she worked diligently in her role as Treasurer. Ann made many lasting friendships with people she met through Zone 4 and was always willing to offer her opinions on the direction of Zone 4 development in our area. Ann’s approach to Zone 4 was one of respect for tradition whilst moving forward towards providing the best opportunities for our young players, a spirit of “embracing the past, shaping the future”, hence the reason for a medallion to be awarded in her honour. This medallion was introduced at the Zone 4 AGM in 2008. The spirit in which this medallion is to be given is from the host centre in any year to a Zone 4 badge holder from any centre in recognition of a person who “embraces the past and shapes the future” of Zone 4 rugby league. 50th Carnival Anniversary Trophy (Nev & Mary O’Connell Encouragement Award) Nev & Mary first became involved with Schoolboys Rugby League in 1963 when Charleville & District Primary Schoolboys Rugby League was formed. In 1964, the newly formed Charleville & District Primary Schoolboys Rugby League team participated in their first Zone 4 Carnival held in Roma. Nev & Mary were members of the first Charleville Zone 4 committee who hosted their first carnival in 1968. Every year since then, they have continued as committee members and have continued to be actively involved with Zone 4. Nev & Mary still attend Zone 4 carnivals and both of them are Life Members of the Charleville & District Schoolboys Rugby League as well as Zone 4 Life Members. In 2012 when Roma hosted the 50th Zone 4 Carnival, Nev & Mary donated a Carnival Encouragement Award which has continued to be awarded ever since This year (2015), Tom & Jenn Kelly of Jandowae (Carnival Historians), donated a shield to record the winners of this award from its inception into the future. This shield will be the 50 th Carnival Anniversary Trophy - Nev & Mary O’Connell Encouragement Award. This trophy is awarded to a player who may not necessarily be the best player but a player who has played good consistent football for the duration of the carnival.
