Pelican lands after P students ponder the meaning of art

ONDER the Pelican perches on a wall created by Declan and other Western Port Secondary College students as part of their Hands-on Learning class. The bird with the mighty beak is one a many artworks in the school’s sculpture park, which assistant principal Hannah Lewis believes may be the first in an Australian school. The park was created after year 8 students visited McClelland Sculpture Park, Langwarring, earlier this year to explore and ponder why creativity was important, as well as the role of the artist in society. “Inspired and challenged by the sculptures they came away with ideas for setting up their own sculpture park, modelled on McClelland, to complement student-created sculptures in its grounds,” Ms Lewis said. The school invites visitors to its market, 4-6pm, Thursday 17 November, to tour the sculpture park and vote on their favourite sculpture. See Page 10 Picture: Gary Sissons

Shire’s councillors are costly Neil Walker neil@mpnews.com.au MORNINGTON Peninsula Shire councillors collectively spent about $480,000 on expenses over three years during part of the previous 2012-2016 council term. The figures, marked “confidential” in documents seen by The News, show the shire's councillors are bigger spenders than their colleagues in

either Frankston or Kingston. The documents given to all councillors in March, show parking/travel as the largest expense for 11 councillors, at about $244,400. Another $27,000 was separately spent on council alcohol supplies in the previous four-year council term. Councillors in August voted to stop filling up council liquor cabinets at ratepayers’ expense. The March figures were compiled by council officers the month after

councillors debated how best to repay alleged exorbitant spending on conferences and seminars. The expenses exclude councillors’ $28,000 annual remuneration or $85,000 for the mayor over a 12-month mayoral term and superannuation calculated at 9.5 per cent of remuneration. The shire’s 11 councillors collectively spent $135,357 — about $100,000 more of ratepayers’ money on expenses compared to neighbouring Frankston and Kingston coun-

cils — over a 12-month period in the 2015-16 financial year (“Councillor expenses unknown”, The News 18/10/16). In 2014-15 the shire’s 11 councillors also spent about $150,000 more than the 18 Frankston and Kingston councillors combined. Some of the extra costs can be attributed to shire councillors having to travel greater distances across the municipality than at Frankston and Kingston, but a breakdown of shows

Workshop - but no guarantees for port Keith Platt keith@mpnews.com.au INFRASTRUCTURE Victoria is holding a “community workshop” at Hastings as part of its investigations into the need for a second container port for Melbourne. Previous state governments – Liberal and Labor – have backed Hastings as a site for a new container port, but the current government changed tack and nominated Bay West in Port Phillip as its preferred location. The first report by Infrastructure Victoria into the best site for Victoria’s second container port is scheduled to go to the Victorian Special Minister of State, Gavin Jennings, in May 2017. The workshop in Hastings on Wednesday 23 November follows release of a discussion paper “Preparing advice on Victoria’s future ports capacity” in September in which Infrastructure Victoria warned “evidence we gather may not be conclusive enough to identify a preferred location”. A similar workshop is being held at Hoppers Crossing, in Melbourne’s west. The workshops are part of the process “to inform our advice to government on options for a second container port”, Infrastructure Victoria says. The work to “develop the port advice” by Infrastructure Victoria includes “technical investigations, analysing demand and supply scenarios, and providing evidence where there are gaps in knowledge”. “Stakeholder and community feedback in this phase of engagement,

and evidence received, will also be assessed and considered.” When announcing its investigation into the need and site for a second container port Infrastructure Victoria said a decision “is still likely to be a number of years away.” The government agency also stated that it sees expanding existing ports or building new ones “a last option”. It says the smarter approach is to make better use of existing assets, including port road and rail links, and to manage demand, such as spreading truck movements more evenly throughout the day and night. Infrastructure Victoria has also warned that both Hastings and Bay

West require “significant dredging, reclamation of land (creating new land using dredge material), and construction of land transport connections”. Environment impacts of developing either site will not be made in time for next year’s report as “both sites are located in or adjacent to environmentally-sensitive areas”. The “Preparing advice on Victoria’s future ports capacity” discussion paper says the annual rate of increased container traffic being handled at Melbourne has levelled out and now sits at less than three million a year. It says Melbourne’s limit is eight to seven million containers a year (Victorian Ports Strategic Framework, 2004).

Infrastructure Victoria says it would take up to 15 years for a port to be up and running and that, if built, it should be done in stages to avoid overspending. Its costings for Bay West and Hastings will be based on a new port able to handle three million containers at first and have the capability of being expanded for up to six or 10 million containers. However, Infrastructure Victoria’s report keeps referring back to the reason for its investigation as being if, and when, a new container port is needed. The report also mentions redistributing the types of cargoes handled at the existing ports of Hastings, Geelong

and Portland. “The most important thing to acknowledge about planning for future commercial port capacity is the high degree of uncertainty about future conditions,” the report states. “Our main focus is on the need for, and timing of, a second container port, and where it might be located. In preparing our advice we will also consider the possible relocation of other trades between Victoria’s ports (for example, motor vehicles, chemicals, grain, break bulk cargo and fuel) or terminals for cruise ships, and what factors may drive any relocation. “Reducing uncertainty while preserving flexibility is the key driver in our analysis of the timing for investment in new ports capacity. In the short to medium term, allowing the Port of Melbourne to grow to its largest feasible capacity is the most costeffective way of meeting increased Victorian container throughput. “Maximising existing ports’ capacity ensures a second port is built only when it is needed. “The scope set out by government is clear. We need to provide advice on when to invest in extra container port capacity, and where – at either a Hastings or Bay West location,” Infrastructure Victoria’s CEO Michel Masson said when releasing the discussion paper.” The discussion paper is available at yoursay.infrastructurevictoria.com.au The community workshop is at the Harbour View Motor Inn’s Victoriana Function centre, 126 Marine Pde, Hastings, 6-8pm Wednesday 23 November.

Cool design award A SOMERVILLE school’s trade centre workshop made of rammed earth and exposed timber has been recognised with a ‘Best School Project’ award at the 2016 Victorian School Design Awards. Somerville Secondary College’s technical education and trade training centre won the award for its use of thermal mass and external shading to create a comfortable and healthy environment for its students and staff. The school won the ‘Best School Project’ over $3.5 million, and was one of 14 schools from across the state shortlisted for the awards, which included best primary school, best secondary college and inclusive design. The winning designs showed how modern school design could benefit students.

Body found THE death of a fisherman in Western Port Bay is not being treated as suspicious. The 70-year-old man was found near his boat, between San Remo and Newhaven, 11am, Thursday 10 November. Police and emergency services retrieved the man’s body and a report is being prepared for the coroner. JULES Allen, the face of charities such as Adopt Change and Foster Care Australia, will speak at a morning tea at St Joseph’s Primary School, Crib Point, 10.30am, Friday 18 November. Money raised will aid the charity Helping Hands. After years of childhood sexual abuse and a family breakdown, Ms Allen was a youth at risk. Years of heavy drug-and-alcohol addiction led to poor decision making, and she found herself a young mum in a domestic violence situation. Now, years later and after caring for 32 foster children, Ms Allen is a mother of three adult children – a blend of her own, fostered and adopted. She has experience in child protection, youth support, school counselling, consulting and private practice. By far, her most valuable tools have come from her own troubled beginnings. She is a staunch advocate for equity and the acceptance of diversity. As a leading expert on youth, issues affecting women and capitalising on her own diversity, Ms Allen is popular on the national public speaking circuit, where she is known for her humorous and candid presence, and regularly speaks to large crowds. Her impact on the lives of others meant she featured on Australian Story in 2014, The Project, in New Idea, the online Women's Weekly and The Collective. Helping Hands looks for opportunities to help people in need and then offer a small gift or opportunity to bring them some joy at a difficult or stressful time. Antiques stolen from house A MODEL boat valued at $4000 was among antiques stolen from a Tyabb house early on Sunday 6 November. The display boat, pictured, was among jewellery and other items also valued at “many thousands of dollars�, Mornington Peninsula CIU’s Senior Sergeant Alan Paxton said. The model is 170cm long and named Riva Aqua Marina. No one was at the Mornington-Tyabb Rd house when the thieves struck.

Injuries from fights

A FIGHT behind a Mornington hotel left three victims with head injuries, 1.15am, Saturday 5 November. Mornington Peninsula CIU’s Senior Sergeant Peter Drake said words were exchanged between a group of five Polynesians in their early 20s and three Caucasians in their late 20s in the hotel. A one-on-one fight was arranged in a laneway car park but, in what turned out to be an all-in brawl, one of the older trio received head injuries, another was knocked unconscious, and the third suffered punches to the head. An ambulance took the injured men to

Frankston Hospital. In another early-morning incident, a man leaving a Sorrento hotel was bashed by a group in their late teens, Sunday 6 November. Nothing was stolen in the unprovoked attack on the 21-year-old.

Medical break-in THIEVES rummaged through cupboards and drawers at a Crib Point medical centre before stealing a TV set, between 3-6 November. The Stony Pt Rd premises was unoccupied at the time.

A MT ELIZA man returning home from work, Tuesday 8 November, discovered a TV set, PC and jewellery had been stolen. Thieves had entered the Glen Shian Lane house through the garage and then accessed the house, police said. They ransacked cupboards and drawers before making off with the $1300 haul. Lower speeds to ‘aid safety, ease confusion’

SPEED limits on several Mornington Peninsula roads will be lowered to “improve safety, and make the speed zones clearer and easier to comply with”, according to VicRoads. The roads have been identified as having inconsistencies with varying speed limits, which the authority admitted “causes confusion”. The affected roads are: Mornington-Tyabb Rd, east of Peninsula Link: The 3.5km stretch of Mornington-Tyabb Rd, east of Peninsula Link, to be cut to 80kph to match the existing speed limit on either side of this stretch. VicRoads estimates the journey along Mornington-Tyabb Rd will take an extra 21 seconds. Arthurs Seat Rd, William Rd to Cloud St: The speed limit along the 2.5km stretch of Arthurs Seat Rd, east of William Rd to Cloud St, will be cut to 80kph to match the current speed on this road (80kph to the east and 60kph to the west). The journey will take an extra 22 seconds. Balnarring Rd, Old Moorooduc Rd to Warrawee Rd: The speed limit along Balnarring Rd, from Old Moorooduc Rd to Warrawee Rd, will be cut to 80kph. “The crash history on these roads demonstrates a poor safety record and, along with community feedback, the decision to lower the speeds has been made in the best interests of all road users,” VicRoads regional director Aidan McGann said. “The reduction in speed will have minimal impacts on travel times, with only marginal increases in the time it will take to make your journey.” Katrina Chalke, president of Tyabb & District Ratepayers Group, said dropping the speed limit to 80kph on Mornington-Tyabb Rd, east of Peninsula Link would “make it consistent with the rest of the road”. “The eastern part of MorningtonTyabb Rd carries a lot of large truck and other traffic from Peninsula Link, as well as local traffic,” she said. “It runs into a school zone which local residents have always considered to be a disaster waiting to happen with three changes of speed at school times.”

Motorcyclist dies A MOTORCYCLIST died when his bike struck a car on Boes Rd, Tyabb, 6am Wednesday morning. The Somerville man, 26, was riding north when his Triumph collided with a fourwheel-drive turning into a driveway. Senior Sergeant Andrew Brockway, of Mornington Peninsula Traffic Unit, said a rise in the road’s alignment would have made it hard for the car driver to see the bike. He said speed may have been a factor.

Council can be costly Continued from Page 1 Last week The News again asked for full councillor expenses figures and was given details of conferences and seminars totals for each councillor during the previous council term. The figures provided to councillors in March (four months before the first request from The News) show ADSL internet services provided to councillors are a major expense for ratepayers. Councillors are provided with a wi-fi “dongle� to access the internet and online documents stored on council sites only accessible by council staff and councillors. The ADSL costs, coupled with home phone line expenses, came to about $40,400 over three years. Councillors’ mobile phones are a separate expense at $19,500 for all 11 councillors. Their expenses for a fax machine/printer came in just under $20,000. Conferences and seminars cost ratepayers just under $109,000 from November 2012 until February 2016. Meals, drinks, parking and travel expenses were often allocated as sundry expenses instead of being assigned to specific categories. In August councillors in the previous council adopted a new expenses policy that gives councillors the right to each spend up to $30,000 over four years on such things as conferences and seminars ($16,000), education and training ($10,000) and entertainment ($4000).

Art show supports community causes THE 45th Mornington art exhibition at the Peninsula Community Theatre in the new year will feature more than 700 artistic works. The exhibition runs 19- 26 January, is presented by Mornington Rotary Club and attracts artists, art investors and visitors from around Victoria. The annual event has so far raised more than $1 million, with about 60 per cent of the money going to Mornington projects. Money from the show has helped the Rotary club support projects in Australia and overseas, including polio eradication, a jaundice monitor for The Bays Hospital and a sailability program at Mornington Yacht club. Defeated councillor wants to finish community projects Keith Platt keith@mpnews.com.au FORMER Cerberus ward councillor David Garnock blames not residing in the ward and “anti-shire rhetoric” for his defeat in the October municipal elections. Mr Garnock, elected in 2012, was one of five candidates for Cerberus. The seat on Mornington Peninsula Shire Council was won by Kate Roper who had 54 per cent of votes after preferences; Mr Garnock had 24 per cent and David Cassels came third with more than 16 per cent. In an email sent after his loss to 125 “movers & shakers”, Mr Garnock said he was disappointed he would be unable to “finish-off quite a few things that I’ve already started” while representing Cerberus ward. “… It seems that the majority of my constituents were convinced by Kate Roper (your new councillor) that they’d be better-off with a representative who lives in their ward”, Mr Garnock, who lives in Mt Eliza, stated. “This of course overlooks the fact that I spent nearly every waking moment in and around the ward, never shirked my responsibilities as this community’s representative in council and actually achieved quite a lot in my first term. “Nevertheless, this tactic and a lib-

eral dose of anti-shire rhetoric played nicely into the parochialism and scepticism that unfortunately still exists in our wider community.” Mr Garnock hoped the “enthusiasm [shown by Cr Roper in her election campaign] translates into a full-time commitment to represent the needs of this community, irrespective of her political affiliations”. He asked that Cr Roper be given “a chance to settle-in and ultimately prove herself as the hard-working, team-building, responsive, insightful, problem-solving and inspirational leader that this community deserves”. Mr Garnock said he hoped she would help him “continue to pursue a few important projects that I believe will benefit the Cerberus ward…” “As I do not want to make a big deal of my departure (I’d rather just slip into the background quietly), I’ll take this opportunity to wish you all the best for the future and to sincerely thank you for all your support and inspiration to me over the past four years.” Mr Garnock was only one of four councillors elected in 2012 not to be re-elected. Six of the shire’s 10 incumbent councillors did not seek re-election. Across Victoria, 49.3 per cent of council seats were filled by incumbent councillors, while 32.6 per cent of contesting councillors were defeated.

Leaders of the mind CERTIFICATES were presented to six new mindfulness leaders at a recent picnic celebrating the end of a Coming Home Mindfulness and Meditation course. Director Pip Ransome said the course was based on the Buddha’s teachings of mindfulness, meditation and clear thinking. Values and relaxation are also included. “Research has shown the benefits of mindfulness are clearer thinking and creativity, calmer emotions, improved health, better sleep, heart and immune system functioning, better management of stress, anxiety and depres-

sion, and better relationships,” Ms Ransome said. Courses are held at the Peninsula Holistic General Practice, Warrawee Holistic Therapies in Balnarring, and from her home. New mindfulness leader Angie Roach said: “The leaders’ course was full on. We all worked hard to understand and practice the 30 Tools for Living Happily taught by Pip and it was very worthwhile. I’m teaching a group of kids at school who have special needs and they love it. All the leaders are passing on these helpful skills.”

Kristie Axe said: “We’re teaching various groups. I’m teaching in corporate situations and in gyms on the peninsula. Jacqui and Lou have groups running in the community: one in a retirement village in Hastings. Sue is specialising with individuals, and Carolyn and Paola are sharing their mindfulness skills with pregnant women, and new mothers and their families. Everyone who practices mindfulness finds it works wonderfully.” Over the past three years, Ms Ransome has trained mindfulness leaders at several peninsula schools.

Club on target for Australia CLAY target enthusiasts from all over the country converged on Frankston last weekend for the Universal Trench Commonwealth Titles, a qualification event for the 2017 Australian team selection. The prestigious event on Saturday 5-Sunday 6 November was keenly contested with about 90 competitors in 15 squads, coming hot on the heels of the 2016 team’s incredible success at the world championships in Morocco two months ago. That team - made up of shooters from all over the country, returned with world championship titles in three of the four categories - open, junior and ladies, and the Australian junior team and ladies team also won the team gold medals, while the open team took the silver. The Frankston event was the first of four qualifying events

around Australia over the next six months, with the best three target shooters of each category to represent Australia at the 2017 UT world championships in France. Club secretary Jane Vella said the 2016 team’s success created huge interest in the UT discipline of clay target shooting and drew a large crowd of enthusiasts and onlookers. Olympians Mitchel Iles, who went to Rio and also won the UT open and junior world championship this year, and Craig Henwood, who competed at Beijing in 2008, were among competitors. Ms Vella said clay target shooting was growing in popularity, with more than 1000 members at the Frankston club this year, aged from 12 to 90. Brindle’s flag flies again at Dromana FORMER Dromana State School student and art prodigy Ewart Melbourne Brindle went on to become one of the most recognised artists and illustrators of World War II, but his early days in Dromana are not forgotten. Dromana and District Historical Society will hold a one-day exhibition next month, showcasing Brindle’s art and some of the memorabilia he took to the United States when his family moved there after World War I. The Australian-American (1904-1995) is known for his posters for war bonds, as well as wartime magazine illustrations and covers, and US postage stamps. A keen motor enthusiast, much of his later artwork featured pre-WWI Rolls Royce Silver Ghosts and in 1971 he published a book of portraits of Rolls-Royce Silver Ghosts. The young Brindle’s artistic talents were revealed early when, as a young school boy, he would sketch full-rigged ships plying Port Phillip, not far from the Brindle family home at “Sunnyside” in Boundary Rd, Dromana. Even as a child his illustrations were admired for their detail. His family moved to America in 1918, where he went on to produce illustrations for magazines such as Saturday Evening Post and Women’s Home Companion, as well as posters for America’s war effort in the 40s and postage stamps, all of which are now iconic images of the war years. His career exploded over the next 40-50 years, with his paintings now in the Air and Space Museum, Washington, the Society of Illustrators and other museums, and even Buckingham Palace. Brindle’s Diggers Hat on Landing painting, which hangs in the RSL section of the

Peninsula Club, and Weerona, hanging in Dromana Primary School, will be part of the one-day exhibition. Other memorabilia on display will include the duster he wore when competing in car rallies in America, two of the Diggers hats he used in his painting, his school books from Dromana State School, magazine covers and a painting of his much-loved Union Jack that was uncovered by his nephew in a box stashed in the attic in 1970. The flag, the centrepiece of the exhibition, was one of hundreds made in 1901 to be hung in triumphal arches in Melbourne to welcome the Duke and Duchess of Cornwall and York. The young Brindle had proudly flown his flag daily during the war, repairing the fraying cloth several times over the years before finally folding it away and taking it with him to America in 1918, where his artist father had found work with the Panama Pacific Exposition. Brindle re-discovered it in a box in the 1970s and decided to paint it on canvas, complete with the hastily-sewn repair patches and safety pins that revealed years of wear and tear. He later wrote that he wanted to be buried in the flag when ready to “cross the bar”. In 2012, Melbourne Brindle’s nephew Roger discovered this and some his uncle’s possessions and personal papers, many of them collected during his early years in Dromana. Roger and his wife Margaret, who are holidaying in Australia, will be guests at the exhibition, at the Sandy Christie room at the old shire offices, Point Nepean Rd, Dromana, 10am-4pm on December 4. Police nab peninsula’s ‘most wanted’ A HASTINGS man discovered sleeping in a car in a quiet lane off Olivers Hill last week, was one of the Mornington Peninsula’s “most wanted men”. The 25-year-old, accompanied by a woman, was seen by a passerby in what turned out to be a stolen Mercedes sedan about 7am, Tuesday 8 November. Frankston police who responded found a rifle in the car which was allegedly stolen from a Somerville property on 31 October. Detective Senior Sergeant Peter Drake, of Mornington Peninsula CIU, described the man as one of the peninsula’s “most wanted”. The man was later charged with 40 offences, including multiple burglaries in which up to eight firearms were taken, theft of cars and theft from cars. His haul included a $114,000 Toyota Sahara, which has since been recovered, and a 5.3-metre boat and trailer, stolen from a Hastings property, which is still missing. Detective Drake said police had “been looking for the man for a long while”. He said several vehicles and other stolen items had since been recovered from the man’s house. The man has been remanded in custody to appear at Frankston Magistrates’ Court, Thursday 8 December. Stephen Taylor

Artworks stimulate students’ creative flair WESTERN Port Secondary College may be the first school in Australia to have a sculpture park in its grounds, assistant principal Hannah Lewis believes. It came about after year 8 students visited McClelland Sculpture Park earlier this year to explore the park and ponder why creativity was important, as well as the role of the artist in society. “Inspired and challenged by the sculptures they came away with ideas for setting up their own sculpture park, modelled on McClelland, to complement student-created sculptures in its grounds,� Ms Lewis said. Students from the year 8 Young Entrepeneurs Stream set about curating a roving ‘pop-up’ mini exhibition of paper sculptures they had created

as a prototype for the real thing. The ‘pop-up’ sculptures were judged by staff and students on their creativity and awarded prizes. School groups were then invited to enter works in the inaugural Western Port Secondary Sculpture Prize, with many creative designs and sculptures accepted. Indigenous students and friends worked with Baluk Arts to create Bunjil’s Nest for a Learning Stones garden set within bush tucker gardens. “We want all students in our school to be nurtured and have the opportunity to develop and grow,� Ms Lewis said. “The Learning Stones garden is a place to find solace, dream and play. It is a place where we acknowledge and honour Indigenous culture, history and heritage.� Hands-On Learning students rendered a wall

at the front of the college and created Ponder the Pelican to perch on top to greet visitors. Year 8 students have been welding and using angle grinders to make giant spider webs to hang between trees made of metal rods. The spider web represents nature. Flinders the Scarecrow was created for the Hinterland Scarecrow competition. “We want people to think that a garden is more than just a garden: it provides food, shelter and beauty, and time spent in the garden is never time wasted, but time well spent,� Ms Lewis said. The creators of The Birdcage did not want it to be a traditional birdcage. They wanted it to be a cage that birds could easily get and in and out of, rather than it being a jail. Butterflies in the cage represent joyfulness. Bright colours create a

sense of safety. The college’s creative enterprises aim to connect students to the broader community. A giant spiral sculpture on the bike shed wall is labelled Connections. “We are all part of a network of communities and groups that are interconnected and reliant on each other in many ways,� Ms Lewis said. “Groups are represented by the bike wheels and the rope that connects them.� Western Port Secondary College has invited the public to a market, 4-6pm, Thursday 17 November, and to tour the sculpture park. Launch event a day of fun and learning for all NAIRM Marr Djambana - Frankston Aboriginal Association, will be officially opened on Saturday 19 November, and the association are swinging open their doors to all-comers for the occasion. On the day, there will be indigenous dancing, a smoking ceremony, presentation of council members and politicians, and heaps of things for kids to do, including bouncing castles, petting zoos, bumper cars, and performances on the stage. There will be a market stall there where people can buy Christmas presents and gifts. There will be plenty of handmade gifts and indigenous artworks available for viewing and purchase. There will also be stalls from local health service providers that can offer services and advice to the general public. The community facility has been a project supported by Peninsula Health and Frankston Council, and is designed as a

community gathering place and place for support service for people of indigenous and Torres Strait Islander heritage living in Frankston or the surround area. “There are over 2000 people of indigenous and Torres Strait Islander descent living on the Mornington Peninsula alone�, said chairperson Karan Kent. “The facility aims to deliver programs and activities during the school terms. During school holidays it will offer holiday programs for those parents who cannot afford traditional childcare.� “It is also a conduit between the indigenous population and health services. Various health services can come and speak to people about services in their area, whether it be health, wellbeing, or family support.� While the facility has been open for about a year and a half, the members of the association are now ready to officially

launch and spread the word about what the association entails. “We consider it imperative to embrace the surrounding community and raise our profile in the community. That way we can let people know what they are about,� said Ms Kent. “We would be delighted if the residence of Frankston and the surround areas came to our celebration launch event to officially open Nairm Marr Djambana.� “This is the first and only gathering place in Frankston, a culturally safe space of learning and knowledge for our peoples and the broader communities of Frankston and beyond.� “This is a historical event for everyone and we look forward to seeing you there!� The celebration day will be held on Saturday 19 November between 10am and 3pm, at Nairm Marr Djambanna, located on Nursery Avenue, Frankston (right behind Jubilee Park).

Peninsula sites chosen to trial rabbit virus A NEW rabbit virus will be trialled next year at four sites on the Mornington Peninsula. The peninsula sites are at Balnarring, Mt Martha, and Main Ridge. The virus will also be released at Cranbourne South and on French and Phillip islands. “Rabbit populations are on the rise and a coordinated effort is needed from all levels of government working with researchers, industry and local communities to address this pest problem,” Flinders MP Greg Hunt said. “The release of the RHDV1 K5 virus in areas where rabbits wreak havoc on native flora and fauna is part of the federal government’s $1.2 million commitment to assist in the research and development of new rabbit controls.” High rabbit density areas were chosen to “achieve maximum coverage and provide the best outcomes through a broader spread of the virus”. “The new variant of the virus won’t kill every pest rabbit, but it is the best option to address population resistance to existing RHDV strains and tackle this pest problem on a national scale,” he said. “Rabbits are real problem in our local community and cause an estimated $206 million in lost national production each year.” Residents are asked to report pest sightings to authorities and to record and map rabbit activity using the RabbitScan mobile app. Land managers will use the information in follow-up controls after the virus has been released.

Risk reduction MORNINGTON Peninsula Shire will receive $60,000 to lessen the chance of bushfire. Working with VicRoads and United Energy, the shire will use the money for fire access track maintenance, powerline clearing and fuel management at Arthurs Seat. Volunteer amateur radio group Wicen will get $10,000 to install a new radio repeater system to improve emergency communications at Arthurs Seat.

School expands BALCOMBE Grammar School, Mt Martha, will get $2 million “for a terrific new VCE facility”, says Flinders MP Greg Hunt. The school will demolish an existing building to make way for the VCE centre. Mr Hunt said Balcombe Grammar principal Matthew Dodd, had done a “tremendous job” in developing the school since it opened in 2007. “I remember coming to the site when it was just a vacant paddock. Watching it grow and expand over the years had been an incredibly rewarding experience,” Mr Hunt said Mornington MP David Morris accused the state government of neglecting Mornington schools in the latest round of funding. Mr Morris said that of the 10 government schools in the Mornington electorate, only two, Osborne and Mornington Park primary schools were successful, and that Mornington Special Development School had been “overlooked” again.

There is an 80kph speed limit on a section of Melbourne Rd between Iolanda St, Rye and Waverly St, Sorrento, but the council is proposing a 70kph limit along the entire length of Melbourne Rd. Ideas invited MORNINGTON Peninsula residents are being invited to have their say on programs and projects for council’s 2017/18 budget. CEO Carl Cowie said the shire wanted to engage with the community in a “accountable” manner. “This is particularly important for the 2017/18 annual budget following on from council elections and in the context of the rate capping constraints,” said Mr Cowie. Ideas, including name and contact details, can be submitted at: mornpen.vic.gov.au/budget2018 before 5pm on Thursday 8 December. Verbal presentations can be made in December. The 2013-2017 council plan can be downloaded from the shire’s website or obtained from shire offices. The 2017-2021 council plan is under development and will be adopted by 30 June 2017.

THE driver of a Toyota Landcruiser was arrested, Tuesday 8 November, after allegedly driving south in the northbound lanes of the Mornington Peninsula Freeway and crashing into a fence at McCrae. Hastings police caught up with the 25-year-old Rye man at the intersection of Glendale Grove and Wattle Rd after he ran into a cyclone fence. Leading Senior Constable Paul Turner said police were told the man left a service station on Peninsula Link at Moorooduc and drove south about 5.20pm. They received many calls about the car being driven erratically and speeding on its way towards Rosebud. Patrols spotted the car on the Bayview Rd off ramp at McCrae, before it was driven back onto the freeway and along the median strip away from police. The driver is expected to be charged on summons with evading police, drink driving and other traffic offences. Police want to hear from anyone who saw the blue Toyota Landcruiser on Peninsula Link or the Mornington Peninsula Freeway that afternoon.

Dog ban follows years of non-compliance I am surprised Wayne and Brenda Harding (“Dog ban ransom to protect a few birds” Letters 1/11/16) are bewildered by reversal of dog regulations in the Mornington Peninsula National Park. The decision by the state government to revert back to national park “no dogs” regulations was supported by Labor, Liberals and Greens. It will help protect more than 36 species that are under pressure in our national park, not “just a few birds”. A 10-year education program has not worked. Figures show dog owners continued to show no regard for the national park dog regulations. I have photos taken by volunteers to prove this, some taken in the last couple of weeks at 16th Beach. Dogs are a proven threat to native fauna. Instances of wallabies being chased by off-leash dogs are well documented. Motion cameras have filmed dogs running through breeding areas crushing nests and off-leash dogs have killed beach-nesting bird chicks. In 2013 Parks Victoria ran an extensive public dog regulations review campaign. The majority “local” vote was to discontinue dogs in the Mornington Peninsula National Park. However, an independent group analysed the submissions and recommended the dogs “on-leash” regulations remain. There are no zoned areas on any beach for beach-nesting birds. These birds nest above the high tide line and feed at the water’s edge. High tides and avian predators are a natural phenomenon. Foxes can now be targeted more effectively in some areas where baits are now safe to use. Four years of monitoring hooded plover nests with motion cameras has only picked up one cat.

The national park is a crucial breeding ground for all beach-nesting birds and is also used as a stopover for many birds flying to other parts of the state and has the second highest density of hooded plovers in Victoria. Parks Victoria’s “Healthy parks, healthy people” motto is for all; It should be a safe home for native plants and animals and a place for families to visit, enjoy and learn about the environment. Saving wildlife I too like walking my dog through the Mornington Peninsula National Park, but totally agree with and support the ban on dogs. Our wildlife needs all the help and support it can get. Hopefully the dog ban and subsequent eradication of all feral species will help lessen the pressure and impact on our precious and unique flora and fauna and see their numbers increase. In their letter (“Dog ban ransom to protect a few birds” Letters 1/11/16) Wayne and Brenda Harding state “... studies have shown that they (hooded plovers) are more vulnerable to foxes, feral cats, ravens and high tides” rather than domestic dogs. This is quite right. But an important step in maintaining and increasing the population of this endangered bird is to easily remove domestic dogs and concentrate on other mitigating factors that threaten all of the native species along the coast without the fear of lethally baiting untargeted domestic animals. But it’s not just the hooded plover that are under threat. Many other bird and animal species are impacted by domestic dogs and introduced feral animals that cannot be controlled safely,

humanely and ethically without the dog ban. I live close to the national park and have never had a problem walking on the narrow dirt roads despite there being no footpaths, pot holes, puddles and occasional flooding. I hope all dog walkers can find other suitable places to walk their pooches and still enjoy the national park. Hopefully too they will continue to “... pick up rubbish on the beach, report wildlife in distress, report abalone poachers and put out fires”. They should also look out for an increase in native flora and fauna including hooded plovers, nankeen kestrels, sooty oystercatchers and many other species we are blessed with. My wife and I are longstanding ratepayers of Nepean ward and we want as mayor a person who will

Thoughtless owners What is wrong with Summerhill dog owners, their dog ownership habits are disgusting. Every day when my wife and I go for a walk there is always fresh doggy doos to keep you alert as to where you walk. One morning the doos were spread over about 20 meters, the poor dog was not even allowed to stop to do his business. Another habit these thoughtful dog owners have is picking the dog’s doos up, putting it in a bag and then, guess what, they throw the bag away. One morning we counted seven used bags just chucked into bushes and other discreet places, not very good for the environment that half these people would preach about. Graeme Eaton, Mornington.

What’s he on about? (“Landfill collapse”, Letters 1/11/16). Of course if you take “landfill” waste and dispose of it somewhere the environmental outcome is the same. The only way this changes is if the volume is reduced. The previous long standing policy of Mornington Peninsula Shire was to sponsor an alternative waste treatment plant that could reduce landfill waste by up to 75 per cent. This policy was scrapped when the concept of zero carbon was introduced, requiring waste to be trucked somewhere else (at $27 a household) so that the carbon emissions would not be counted against the peninsula. The Fraser stance induces dubious statements in support of a misguided policy of carbon neutrality, one that cannot be achieved while the [Rye] tip remains open. Minister’s wrong turn On the very day when delegates were meeting in Morocco to try and convince all governments to abide by their environmental commitments, our Minister for the Environment, Josh Frydenberg, went on air to complain about the closing down of the Hazelwood power station, the most polluting station in Australia. The minister’s brief commits him to protecting the environment by lowering our CO2 production. Those who have expressed surprise at the closure announcement have been asleep for a long time because environmental and other groups have been requesting this closure for years, especially after the fires in 2014 when much of the Latrobe Valley was subjected to heavy smoke pollution which caused much human misery. It would be refreshing if the minister, instead of complaining, congratulated the French company on its policy to concentrate on renewable energy. The minister could provide support for the valley at a time when its residents need every assistance to replace the coal industry with other employment. I think the minister should make up his mind as to whether he wants to be Minister for the Environment or the Minister for Coal. Peter Strickland, Balnarring

Greens, go to the pub I do not like [US presidential elect] Donald J Trump. I think he is an ego driven bully who disrespects all of those who disagree with his point of view. That being said, I find it hard to believe the reaction his win has triggered in much of our media and left leaning politicians. The leader of the Greens was “ flabbergasted by the result“. Here is a little advice to the senator: Give the wine tasting at the art gallery opening a miss for the night and head down to your local public bar.

Have a talk to the tradies and the factory workers and ask what they find important in their lives. It’s not some little frog holding up a freeway in the northern suburbs, it’s not Bill Leak’s cartoon telling it how it is. It’s not building another desalination plant because a few union mates want some extra cash. It’s family security. An Australia where their kids can have reasonable prospects of getting a job. An Australia where you can save up to buy that nice imported car without fear of it being stolen. A place where you don’t have to sleep with a baseball bat beside your bed. An Australia where all Australians are treated equally by one rule of law and not singled out for special consideration just because of race. So, Dr Di Natale and the rest of your supporters, by-pass the latest avant garde cinema release, give the hooded plover a day off and duck down to your local pub. Economic incompetence After World War II this country evolved into a formidable industrial powerhouse with factories and industry everywhere. Jobs and growth, innovation, production and wealth. Our governments owned the railways, water,electricity, even some banks and insurance companies. A strong union movement ensured very good wages and conditions. At one stage we had the highest living standards in the world. The communists and China were, of course, our worst fear and we had tariffs to protect us from slave labour imports. Then, somewhere in the 1960s, some of our financial “experts” and inept, or worse, politicians started a campaign to reduce tariff protection. I distinctly remember them saying that we were living in a fool’s paradise and there would be no jobs for our grandchildren. We must compete on a level playing field. Now,with no tariff protection and free trade agreements there is little industry left. We gave it all to China, for free. There are few jobs for my grandchildren, fewer still for young adults

with talents and aptitudes in such fields as engineering, physics, mathematics and chemistry. Brilliant young minds making hamburgers or serving in shops. Without a powerful industrial base a country is nothing. Worthless. Our “new economy” is based on and held together by credit and debt. Fool’s paradise? No, fool’s hell. Foreshore danger I have just discovered a gigantic mountain of concrete at Rosebud foreshore jetty. There has been no mention of it in the papers and in my opinion it was a secret council decision, constructed under the cover of winter, with a tri-level [block of units] nearby. The children’s Playspace is an environmental health and safety problem which will leave the council open to litigation . The extra eight car parks are insufficient for the high rise and eateries on the ground floor, let alone a parking problem for those who may attend the concrete mountain named Rosebud Foreshore Playspace. Last and most importantly, the cost for this bungle must be in the millions. Monterey Secondary College wins prestigious award By Allan Pizzey AM THE Order of Australia Association, Mornington Peninsula Regional Groups Annual Schools Award Prize has been running for the past 17 years. The award is open to Secondary Schools within the boundaries of Frankston City and the Mornington Peninsula Shire, involving students from years 10, 11 and12. For the 2016 Schools Award Prize the Mornington Peninsula Regional Group invited submissions from 27 Schools for a program that exemplifies pride in responsible Australian Citizenship, by improving the quality of life in our local communities. The Winning School receives $1000.00 and an engraved plaque; the School placed second receives $500.00 and a framed certificate and the School placed third receives $250.00 and a framed certificate. Monterey Secondary College’s 2016 winning project was titled “VCAL Connect” its introduction followed much research, investigation and consultation as to the needs of Monterey Secondary College students resulting in 2015 to a complete revamp of the focus of the VCAL (Victorian Certificate of Applied Learning) program at the College. The Monterey Secondary College has a strong focus on the role that VCAL plays in the strengthening of the College outcomes. It is based on two streams, one a VCAL Industry Connect, where Students have been partnered with Parks Victoria and the Green Army one day each week to assist in clearing regrowth vegetation in the Pines Flora and Fauna Reserve

college, which is underlined by not only the very strong community work of the VCAL program, but by the whole focus of Monterey Secondary College’s ethos. Second Prize went to Elisabeth

Murdoch College for their project titled “EMC QSA Action Group”. The QSA Action Group continually strives to raise awareness about homophobic bullying and the impacts on mental health that this has, and challenging all homophobic or transphobic language and behaviour. This has included talking to staff about ensuring they continue to raise standards around this issue. This program that started some two and a half years ago addressing the issue at school level, has now been extended to the wider community through involvement with the Peninsula Pride Group, support of the initiatives of the State Government and the Frankston City Council. Third Prize went to Mornington Secondary College for their project titled “The College Ambassador Program”. This program is designed to develop leadership skills and involve and engage students in School and Community life. This is done by providing opportunities for the students to develop skills in public speaking, organising events, fund raising for community causes, planning and chairing meetings. The program is led by the year 12 Captains and Vice Captains and is functioning across years 7 to 12, and is showing positive results within the College, improving the quality of life of the individuals and the college community. Following some positive feedback, the College believes that in time, the program will develop a broader perspective about contributing to the wider community.

A good attendance is looked for, to fully discuss the subject. *** AT a meeting of the Council of Agricultural Education on the 9th November, 1916, a reslution was passed providing for twenty scholarships being offered at the agricultural colleges. These scholarships, which are tenable for three years and are valued at £75 each, will be awarded on a selection basis.

On Wednesday they will also hold a large clearing sale of farm implements, horses, cows, pigs, household furniture etc on account of Mr H. J. Legg (who is leaving the district through illness) on property. Bungower Road, Somerville cross the intersection of the Cranbourne Road, past Mr Sullivan’s property. The auctioneers recommend buyers to the sale as being well worth their attention, the stock all being young, and the furniture nearly new. the pulpit in the morning, afternoon and evening, and gave three most nteresting addresses to excellent congregations. *** THE social evening held in the Mechanics’ Hall on Friday 10th Nov, by the Frankston Red Cross Society, to provide Xmas Cheer for the Military Hospital at Langwarrin, was in every way successful. The hall was crowded and those who found no pleasure in dancing were provided with a musical programme of no mean order. The artists were all in particularly good voice, especially our old favorite, Lieut Jennings, who was recalled repeatedly and delighted everyone with his numbers. Mrs C. P. Watson played the accompaniments during the evening in excellent style. Misses O’Grady, and Laurrisen, Mrs Malcolm, Mr Garrood and Corp Whitburn assisted with the programme and their items were all highly appreciated. A splendid coffee supper was handed round to which everyone did full justice and the programme continued with renewed energy till small hours of the morning. *** THE Somerville Patriotic League in order to procure much needed comforts for the lads at the front have organised a cafe chantant and sale of gifts to be held in the Somerville Mechanics’ Hall, on Saturday next, 25th inst.

The function will be opened at 3 o’clock in the afternoon by a concert, at which they have secured the services of Mrs Statters, and Mr Walter Jennings, two singers well and favorably known, and several others. During the afternoon Mrs Hewison, of the Lady Mayoress’ Patriotic League, will give a short address on the League. Afternoon tea will also be prvided. The League (through Mrs Geo. Griffeth) offers a cordial invitation for all who are interested in keeping our brave boys fit to attend and add their mite to this deserving object. *** THE Public gave refreshments so liberally to the Red Cross social held on Friday evening last, that, although the gathering was quite as large as expected, there was enough cake left over to satisfy twice as many hungry people. The Red Cross Committee generously handed this over to the Wattle Club which was entertaining sick and wounded soldiers on the following day. The act was highly appreciated by the Club. Several boxes were packed with what was finally left over, and sent to different hospitals. Commander Cohen, President Trump and General Pessimism By Stuart McCullough I DID not see it coming. Looking back, there’s every chance that history will record this as the week that previously earth-bound pigs sprouted wings and started their own commercial airline. Doubtless, those who dislike science will refer to the events of the past few days in support of their position, citing the fact that hell has just frozen over and turned itself into a twenty four hour ice-skating rink as evidence that climate change is bunkum. Quite honestly, I thought the chances of Donald Trump being elected President were much the same as me being crowned Miss America. But in dismissing the Donald I overlooked the one ingredient essential to every reality television show – a surprise ending. I swear, when the President-elect took to the stage to give his victory speech, the music sounded a lot like The West Wing theme. The moment had a distinctly showbiz feel and it was as if television and politics had finally merged to become the same thing. Indeed, as the Donald strode onto stage, I was reminded very much of that moment when contestants won ‘the lot’ on Sale of the Century. Had Tony Barber appeared on stage to take him through the showcase I wouldn’t have been a bit surprised. But soon the shock will subside and the next question the world will want answered is who, precisely, will serve in a Trump Cabinet? If there’s one thing I know about television it’s this: never mess with a winning formula. Think of Moonlighting when Bruce Willis and Cybil Shepherd finally got together and

managed to snuff out the spark that had sustained the entire series. Or when Ritchie left Happy Days and the Fonz – the coolest man ever to have a bathroom as an office - was forced to live in an above-garage granny flat at the Cunninghams. Stick with what works. That’s why members of the Trump Cabinet should be experienced, known to voters and adored by audiences. Most importantly of all, they should all be good for ratings. Judge Judy is a shoo-in for Attorney General. I know everyone assumes Rudy Giuliani will get the role for defending the indefensible but, fact is, the camera is pretty much allergic to Rudy. Judge Judy would be

tough and it’d be great if the work of this important role were broadcast in thirty-minute episodes. Like Donald, Judge Judy is a published author; he with ‘The Art of the Deal’ and her with ‘Don’t Pee On My Leg and Tell Me It’s Raining’ which, incidentally, would also be an excellent title for a Dr Seuss book. One of the most critical roles in any administration is Secretary of State. It requires a top-notch diplomat and I can’t think of anyone as qualified as Paris Hilton. Even her name is international. Chances are, she has ordered products on line from many of the countries she’d be required to visit. Also, given the family business,

she’ll always have somewhere to stay no matter where she is. The Government will save an absolute packet. When I think of the Secretary of Defense, my mind immediately turns to Mr. T. I pity the fool who dares suggest otherwise. He started in security, both as a bodyguard and a nightclub bouncer. Granted, he’d have to stay put at the Pentagon given his reluctance to fly but his experience as a soldier of fortune is bound to come in handy in his new job. From First Class Sergeant to Secretary is not so large a leap. Secretary of Education is a big job. In particular, it’s important that the nation’s inner city schools receive the

kind of attention they need, especially if series 4 of The Wire is any guide. That’s why I’m suggesting Gabe Kotter of Welcome Back Kotter. Who better to met the needs of troubled youth? Having managed to educate both Arnold Horshack and John Travolta, it’s clear that Gabe is nothing short of a miracle worker. Other portfolios demand more imagination. What better way to reaffirm America’s commitment to the ANZUS alliance than to give Housing and Urban Development to our very own Keith Urban? Other jobs will be easier. The disability sector is experiencing a boost in jobs due to the roll out of the National Disability Insurance Scheme. The Mounties scored at a quick rate in its 62 overs with skipper Justin Grant scoring 59, Tim Strickland 56 and keeping opener Tim Clarke getting 54. Ben Marsh was outstanding for the Ducs with 5/96 off 20 overs, giving him his biggest wicket haul for the season. Greg Pullen was also lively for the Ducs with 3/67 from 16 overs. In reply, Moorooduc is 1/32 after Brett Wilson was sent packing without

scoring. Mornington has given Peninsula Old Boys something to aim for after scoring 212 on Saturday at home. There were a number of Mornington batsmen who got starts but couldn’t go on with it. Luke Popov scored 35, Matt Foon 34, Brad Lynch 30 and Charlie Parker 26. Jon Forrest was at his menacing best with 4/84 from 33 overs, while Eivion Bowen picked up 4/44 from 22 overs. The Old Boys faced the final over of the day and got through unscathed and will resume this week at 0/6. There were 13 wickets that fell at Shark Park as Crib Point was bowled out for 126 before Sorrento lost 3/9 before the end of play.

The century takes Whelan to more than 200 runs for the season and maintains his status as the most dynamic and devastating player in MPCA Sub District cricket. The Frogs got away to a sensational start though, which allowed Whelan to attack the game. Travis French scored 57 and Corey DeBruyn 50 in an opening stand of 104 while Jake Millar hit 23 of the next 74 runs batting with Whelan. Cory Foster was the best of the Carrum bowlers with 3/64 while skipper Jake D’Atri snared 2/81 from 28.5 overs. Balnarring skipper Brent Murdoch was also at his vintage best on Saturday against Skye, hitting an unbeaten 105. Nick Aldenhoven was also among the runs with 43, Nathan Kleinig hit 42 and Jackson Hannah helped himself to 40 as the saints racked up 6/294 in their full 80 overs.
