Cooking up a storm now part of the curriculum SOMERVILLE Primary School mum Leah Sherrin entered a competition to win the school a fully equipped mobile teaching kitchen valued at $25,000 – and she won. The national competition prize, donated by Nestle as part of its Healthy Active Kids program, was presented last week. The kitchen has a commercial convection oven for fast baking and cooking and an induction stove-top. It has a kitchen sink, clean and grey water tanks, lockable cupboards and drawers, child safe kitchen tools and utensils, and sturdy, lockable castor wheels. It allows cooking classes to be held anywhere in the school. Principal Sue Goodall praised Mrs Sherrin for giving the school a “huge opportunity”. “It’s a brilliant facility,” she said. “Now we are able to integrate health and wellbeing into the school curriculum. “We have a vegetable garden and this adds to the pupils’ learning about science, literacy and numeracy, and healthy lifestyles. “They are more likely to eat healthy food if they have helped grow it.” Produce from the vegetable garden and prepared in the kitchen will be consumed at the school’s Breakfast Club on Mondays and Toast and Talk on Wednesdays. Councillor expenses unknown Neil Walker neil@mpnews.com.au VOTERS will not know how much Mornington Peninsula Shire councillors spent on expenses during the full current four-year council term before this weekend’s council elections. The shire’s 11 councillors collectively spent $135,357 — about $100,000 more of ratepayers’ money on expenses compared to neighbouring Frankston and

Kingston councils — over a 12-month period in the 2015-16 financial year. The 11 shire councillors also spent about $150,000 more than 18 Frankston and Kingston councillors combined in 2014-15. The shire previously pledged to publicly release all councillors’ expenses for the first two financial years of this four-year council term but has subsequently reneged on the promise to be transparent about expenses, supposedly budgeted at $16,000 per four-year term

for each councillor. In July and August, the shire said all councillor expenses would be included in the latest council annual report released last week. The expenses for 2012-13 and 2013-14, never previously released, were not included in the report. “Council will release figures relating to council expenditure on training and conferences over the current term later this month,” shire chief financial officer Matt Green said in August.

When asked last week for councillor expenses figures, shire media communications manager Mark Kestigian said council governance manager Joe Spiteri decided the expenses figures could not be provided since caretaker provisions are in place before council elections. Caretaker provisions – in force from 20 September until 22 October – mean councils must not make major policy decisions just before elections or produce material that could influence election outcomes.

The state government advised The News that providing councillor expenses information does not breach the Local Government Act but individual councils can decide how to deal with caretaker provisions. Neighbouring Frankston Council and Kingston councils have published details of all councillor expenses for each year of this four-year council term in their annual reports. Continued Page 13

Goals on the horizon SOME people have a goal in life they’re willing to work hard for, to give it their all, until it’s finally within their grasp. For 11 indigenous young men and women, that goal was achieved on Thursday 13 October when they graduated from recruit training in front of family, friends and the Chief of Navy, Vice Admiral Tim Barrett, AO, CSC, RAN. For Seaman Star Marine Technician Jeff Andrews, the hard work was worth the effort. Awarded Recruit of the Intake and Sportsperson of the Intake, Andrews impressed with his performance, attitude, skill at motivating others and in helping fellow recruits achieve their goals. “I had several attempts to get into Navy before being accepted by the Defence Indigenous Development Program – Navy. I was determined and lucky to be given the opportunity,” Andrews said. “I have a twin brother in the Army who has served eight years. He’s very proud of my achievement and I’m proud of his. This sense of direction has been one of the most rewarding feelings.” The path to enlisting in the ADF can be a long one. For the 11 indigenous graduates of General Entry 346, Emms Division, the journey started in March when they began the five month program in Cairns, Queensland, managed by the RAN Recruit School. After that they applied to remain in the Navy and started initial entry recruit training on 1 August. Asked why they chose the Defence Indigenous Development Program and Navy, their answers had a common theme of becoming a role model to their family and communities. Each graduate pointed out that “back home” they had limited opportunities – they had jobs, not careers. Seaman Star Maritime Logistics – Chef Jessica Thompson said that being away from her family was her biggest challenge, but that enlisting with her fellow graduates felt like she was bringing her family with her.

Mt Martha recycled water facility open for business A $60 MILLION upgrade to South East Water’s Mt Martha Water Recycling Plant will provide an alternative source of water for local businesses and community organisations, while reducing the environmental impact of its water treatment processes. Eastern Victoria MP Daniel Mulino opened the upgraded facility last week and met with customers making use of the new recycled water supply. Construction of the tertiary treatment plant was central to the two-year project. It can deliver 26 mega-litres of Class A recycled water each day to farms, wineries, business and council facilities. The upgrade also includes an Australian first thermophilic anaerobic digestion process in which organic matter is broken down by higher temperatures.

Unlike traditional anaerobic digestion processes, which maintain organic matter at body temperature during treatment, TPAD makes greater use of the biogas emitted during the digestion process to heat the material to 55° centigrade, cultivating bacteria that deactivate pathogens and remove volatile organic content more quickly. This creates a more efficient treatment process, and reduces the recycling plant’s environmental impact by capturing and using more methane and producing less odour. To allow it to reuse bio-solids – a by-product of the treatment process – South East Water has also included two solar dryers in the upgrade. These reduce the need for open air drying pans which cause odour and take up lots of space within the plant.

The solar dryers cut the bio-solids’ drying time from one year to as little as two months, getting a higher quality fertiliser into the hands of farmers more quickly. They use a fraction of the energy of alternative technologies, such as gas-powered dryers. South East Water has five solar dryers and produces more than 3000 dry tones of bio-solids each year. “We are working closely with customers to further boost recycled water use and enhance the resilience and liveability of this growing region,” South East Water managing director Kevin Hutchings said. Most people involved in the online debate since last Wednesday’s revelations of Mr Eustace’s conviction for trafficking heroin have argued that he has paid his dues and his three years spent in jail should not be held against him. “This is a sad day for local government. A lovely guy who has worked tirelessly for his community and is there for the right reasons is having his name dragged through the mud by someone threatened by him,” was an early comment that summed up many posted on The News’s Facebook page after the story was released late Tuesday night (“Candidate goes clear on convictions”). Other posts included: “Shame on those who dragged this out”; “He gets a guernsey from me”; “Dirty politics indeed; and, “I would not want to be judged today on my behaviour of 40 years ago”. A former Mornington Peninsula Shire councillor and now a candidate for the Briars ward in this month’s municipal elections, Mr Eustace came out and publicly admitted to having being jailed for drug trafficking after details

were posted on a Facebook page. He was 20 at the time of the offences and 22 when he was convicted. Now 58, Mr Eustace says he “did the crime and served the time”. He readily admits to making mistakes earlier in life but sees no reason, other than for political gain, why his crimes were published on social media. He said he had made “some poor decisions” and supplied friends during the 1970s “when hard drugs were common on the local scene”. Since publication of his comments by The News Mr Eustace has been interviewed by radio 3AW broadcaster Neil Mitchell, The Age and had his case discussed by a panel on Channel 10’s breakfast show. “It’s [the revelations of his conviction] probably done more good than

harm,” Mr Eustace said on Friday. “I was always concerned it would come up at some stage and now someone’s brought it up as a dirty [election] trick. But it’s backfired, if all the positive feedback I’ve received is anything to go by.” With 15 candidates competing for the three Briars ward vacancies the scramble to attract votes has become intense, with social media being used to expose Mr Eustace’s past crimes. In a move that can only have been designed to discredit his candidacy, a copy of his Supreme Court appeal against the severity of his 1980 conviction was posted by someone using a fictitious identity on the Facebook site of Frankston District Ratepayers Page & Regional Political Forum. The post was soon taken down by the site administrators, but not before

the revelations had gained some traction. Reaction to the post on the political forum’s site was mixed, with several comments criticising the airing of Mr Eustace’s criminal record. While one comment asked ”does it get more worse than that”, others said they admired someone who, afterwards, was able “to make something of their lives”. Another post pointed out that a recently elected senator had been jailed and that “I very much prefer people who have experienced life to those who are holier than thou”. Brad Hill, a former Frankston councillor, said the case was “an example of someone with an axe to grind, and someone else who has successfully rebuilt their life”. He was “happy to endorse Leigh … and I hope he gets elected. Quite obviously, somebody is scared he will”. Mr Eustace’s appeal to the Supreme Court was partly successful in that it managed to shave six months off his initial seven-year sentence. He eventually served three years in jail (Pentridge and a prison farm) followed by four years’ probation. At the time of his conviction Mr Eustace, a former Monterey Technical School student, was a qualified motor mechanic. While in prison he successfully applied for a computer science degree at Chisholm Institute and began studying for a new career within days of his release. “I saw it as my way to redeem myself and become a valuable member of society. Prison is a tough place and it was my way of escape from the day to

day horror of prison and i turned these skills it into a successful peninsula business,” Mr Eustace said. He nows says It is “horrible” to see the impact on the community “of drugs such as alcohol and ice” and for more than 30 years had seen sport as a providing a healthy alternative. “I have seen and experienced things that people only read about, so I am open to all members of the community and all their experiences,” he said. As a result “nothing shocks me” and his “life experience” enables him to have a “grounded approach” when helping others. He said his “mission in life” was to “encourage people … not to make the same mistakes that I did”. Elected as a councillor in 2008, Mr Eustace lost his seat in a tightly contested election in 2012. During his fours years as a councillor for the Mt Eliza ward (now included in Briars ward) Mr Eustace underwent governance training with the Municipal Association of Victoria, attended workshops held by the Victorian Local Government Association and the Australian Institute of Company Directors. In his latest election campaign Mr Eustace says he will “strive” for better facilities and services “for all, including the growing number of younger families, social and recreational clubs”. He also wants to ensure protection for green wedge zoned areas, foreshores and reserves. “My goal is to keep the character of the shire through appropriate planning.”

INTRIGUE surrounds the workings of the Peninsula Community Legal Centre, whose board resigned last month after their recommendation to solve a “governance problem” was rejected by members. Chairperson Amanda Graham wrote to members late last month saying independent legal advice had recommended the centre’s constitution be amended to resolve the problem, but that three proposed resolutions put forward had been voted down at a special meeting on 8 September. This prompted the board to resign – a move over which it is now backtracking to enable the appointment of an administrator “to demonstrate that all options had been explored in attempting to resolve the governance issue”. This is a blow to the organisation, which Ms Graham described as “one of the largest and most highly regarded legal centres in the state”. In her letter, seen by The News, she said PCLC members “have given their hearts and souls” to the independent, not-for-profit organisation that has been providing free legal services to Frankston and Mornington Peninsula residents since 1977. No one from the centre would comment last week. The service, with the help of volunteers, helps clients use the law to protect and advance their rights, and offers free advice to disadvantaged clients in family law, child support, intervention order, fines clinic, tenant and consumer advocacy programs. “The decision [to resign] was not taken lightly, and was made with the best interests of the PCLC at heart,” Ms Graham said in the letter.

“It is simply untenable for our community organisation, with an annual budget in excess of $2 million, to rely on governance structures that fall outside of general accepted practice. “As a leading CLC, we should embody the very best of governance practices.” She said the committee of management had believed that handing the running of the organisation over to a statutory manager would allow a “totally independent review of the PCLC structure – thereby giving key stakeholders and funders confidence that PCLC would transition to good governance”. But, that all fell in a heap when subsequent legal advice found that, for a court to appoint such an administrator, the board members would have to rescind their resignations, and to demonstrate that all options had been explored in attempting to resolve the governance issue. A members’ forum, held Thursday 13 October was called to discuss with the committee “the importance of PCLC instituting proper governance and canvassing any concerns members may have about doing so”. A second special general meeting on Thursday 20 October will consider a single governance resolution regarding the introduction of associate members. Ms Graham said the highly regarded PCLC was “in a precarious position given the membership has rejected independent legal advice pertaining to good governance. The committee of management has resigned as a result and then reformed in order to put the matter to members one last time”. “Such scrutiny could jeopardise PCLC’s good reputation and potentially shake the confidence of PCLC supporters and funders. For this reason, we ask that these matters not be discussed with nonmembers,” she said.

More repairs after wild winds, waves batter pier Stephen Taylor steve@mpnews.com.au STORM surges battered the much-maligned Mornington pier into submission again last week – causing more damage and forcing closure of the end section. Parks Victoria spokesman Lachlan Quick said during the severe weather on Monday 10 October, 10 wave panels were dislodged – with others still connected but damaged and likely to be removed. “This has impacted some of the timber decking as well,” he said. “The outer section of the pier has been closed to protect visitor safety and engineering inspections are continuing today and in coming days.” Divers were in the water Friday assessing the latest damage. New panels are expected to be built and installed in good weather. “The storm damage in July damaged the wave panel fixing system leaving the remaining wave

panels more vulnerable to dislodging in future storms. The system which strengthens the wave panels’ connection to the pier needs to connect across the full length of the pier to operate effectively.” Mr Quick said Parks Victoria needed “a window of good weather” to repair the July and October damage with a long-term fix able to withstand storms. “[We] understand the concerns and acknowledge the clear difficulties with the wave panels withstanding storm conditions,” he said. “The pier itself has no problem withstanding storms as it has a 1.2 metre thick concrete deck. Parks Victoria has designed and planned rectification works for July’s damage, but has been unable to implement the works due to the aggressive weather conditions at this time of year. “The focus right now is on fixing the pier. We’re exploring all options to get it repaired, functioning and open to the public.”

Gala evening to help Abacus ‘achieve with autism’ Liz Bell liz@mpnews.com.au LIKE many mums, Mornington’s Michelle Bendell held her breath when her son Sidney started school this year. And just like thousands of parents, she was anxious – but hopeful – that education would give her son the chance to grow, learn, make friends and become independent. But, without the early learning intervention that was provided to her son, who has Autism Spectrum Disorder, that first day at a mainstream school may never have happened. Ms Bendell and her husband Justin realised as soon as their son was diagnosed that early intervention was the key to helping the family deal with the challenges ahead, and the best way for Sidney to get the specialist help he needed. While meeting the costs of intensive one-on-one therapy and ongoing support has not been easy, the couple agree that every cent of it has been necessary to help Sidney develop into the happy student he is today – able to communicate, learn and connect. Ms Bendell is organising a gala evening is Mornington to raise awareness of autism and fund programs for Abacus Early Intervention Centre, the state’s first non-for-profit specialist Applied Behaviour Analysis (ABA) therapy centre, on Saturday 22 October.

She said her son had developed the communication and adaptive living skills he needed to be able to continue his education at school after being at the centre for two years. The early intervention programs at Abacus supported Sidney with essential learning skills, such as verbal and non-verbal communication, toileting, motor skills, listening and socialising. “Without that help early on Sidney would not be succeeding in a mainstream school like he is today,” she said.

“We have seen such a dramatic change in his speech, concentration and overall demeanour. “Sidney now has many friends who think that he is pretty cool, is learning more words and sentences every day, and, most of all, is a very loving and happy little man.” Ms Bendell said parents have travelled from all over Melbourne and Victoria since the service started eight years ago to access the programs. She said her son’s future was no longer uncertain. “Every day in

the minutest of ways, Abacus is changing not just Sidney’s life, but ours as a family.” This year’s gala theme is ‘A Night Out in Monte Carlo’. Ms Bendell said she hoped organisations and individuals would get behind the gala event, which would be an “uplifting” occasion. “It’s important to never stop believing that these children will have the brightest future ahead of them”. MORNINGTON Peninsula Post Polio Support Group will celebrate 20 years of advocacy and referral for polio survivors in the Frankston and Mornington Peninsula on Tuesday 18 October. The group, previously led by Mt Martha resident Dennis Doull Lloyd, who died in February aged 83, brings polio survivors together to share friendship and stories. Group secretary and Hastings resident Fran Henke said there was now greater awareness thanks to the persistence of support groups, al-

though there are always challenges, such as the new National Disability Insurance Scheme, which cuts off at age 65. “Most had polio prior to 1956 when the first immunisation programs began; they are now relying on aged care services for assistance to remain fiercely independent as they have been throughout busy, productive lives,” she said. “We are aware of many polio survivors on the peninsula who are not members of our group but we do hope they will come to our luncheon

and enjoy being among fellow travellers.” Last month Ms Henke attended the Polio Australia ‘Life Stage Matters’ Australasian/Pacific conference in Sydney, which discussed the “psychological baggage we carry”. “A psychologist from the United States likened our experience to that of Vietnam veterans told not to speak about their war,” she said. “It is hard for families to believe the brutal treatment children with polio went through even locally – at the then Frankston Children’s

Hospital. It has taken applications through Freedom of Information for some to prove to themselves and their families what they went through. “I have no memory of my childhood and am quite fearful of what’s buried.” The Post Polio Support Group luncheon is on Tuesday 18 October at the Western Port Hotel, Hastings. POLIO survivors from the Mornington Peninsula will be among those celebrating 60 years this month since the introduction of the vaccine that halted the spread of the virus still affecting their lives. ‘Polio day’, on Saturday 22 October, will recognise the resilience of those who contracted polio before the introduction of the vaccine, as well as highlight the often dangerous work being conducted globally by vaccination teams. The annual event, run by Polio Network Victoria, will be held at the Arts Centre Melbourne, with guest speaker Sir Gustav Nossal AC CEB, eminent scientist and research biologist, named ‘Australian of the Year’ in 2000. About 70,000 Australians were affected by polio between the 1930s and 1960s, many severely paralysed, before a vaccine was created. Thousands of Victorians, now in their 50’s, 60’s, and older, are now experiencing post-polio syndrome – a set of unexpected symptoms occurring between 15–40 years after the initial infection. Chair of the polio reference group Bev Watson said ‘polio day’ was an opportunity to inform and support those experiencing later complications from polio, as well as to educate medical professionals. Former patients of Fairfield Infectious Diseases Hospital and rehabilitation centres including Frankston Children’s Hospital at Mt Eliza, Welfare House and Lady Dugan, will have the opportunity to catch up and reminisce during polio day. Polio day will be held 11.30am–2.30pm, Saturday 22 October. Tickets are $30 and include a two-course meal.

Clowns no laughing matter THE creepy clown phenomenon is concerning police, with their antics alarming motorists and passers-by. Reports of the clowns holding fake knives and cap guns and terrifying motorists along Frankston-Dandenong Rd, Carrum Downs, came to light Monday afternoon last week. The trio was said to be standing on the side of the road in full view of passing motorists. They ran off before police arrived. Senior Sergeant Kim Young, of Frankston police, said wearing a clown outfit was not necessarily against the law – it “has to be taken in context and depends on what they are doing�, she said. “Every instance will be assessed on its merits but, generally, if the offenders are making nuisances of themselves they will be dealt with.� Senior Sergeant Justin Watson said police also responded to reports of clowns on Robinsons Rd, Langwarrin, on Monday. “They were young kids who scampered and there was no incidence

of violence,� he said. “However, we are treating the issue seriously and we won’t tolerate offensive behaviour.� Sergeant Watson said the clowns were copycats mirroring the US craze. Asked if they would be arrested, he said: “It is an offence to possess an article of disguise, however, it all depends on the circumstances. “For example, it is not an offence to wear a balaclava in the snow but it is not allowed in a bank. If there is no threat then there is no crime.� Mornington Sergeant Jodie Powell said police received “three or four� calls from residents complaining about clowns on Racecourse Rd, Mornington. One reportedly was carrying a wooden knife. “It’s bad and scary,� she said. “I know of at least three jobs. Flesh-eating ulcers on rise Liz Bell liz@mpnews.com.au FRANKSTON and the Mornington Peninsula have emerged as “hot spots” for a flesh-eating bacteria that leaves sufferers disfigured and has doctors baffled. Variously known as the Bairnsdale ulcer, the Daintree ulcer and the Baruli ulcer, the infectious disease is affecting up to four residents a week in the Frankston and on the peninsula. Data from the Department of Health shows that 42 cases have been reported in Mornington so far this year, up from 33 last year. In Frankston, there have been 12 cases, up from seven last year. State-wide there were 106 cases of the infection last year while already this year 108 cases have been recorded. The bacterium is thought to enter the bloodstream via a mosquito bite, but little is known about the source. Head of infectious diseases at Peninsula Health Dr Peter Kelley said the rate of infection on the peninsula had increased steadily every year since it was first detected in the south east in the early 2000s. However, he admitted doctors knew little about its origins, the reasons for the increase, or the methods of transmission. The disease, caused by the Mycobacterium ulcerans bacteria, causes a small, painless bite-like mark which, if left untreated, will ulcer-

ate and form large gaping wounds. In severe cases, the bone can be infected. Dr Kelley said the ulcers were common in tropical climates, such as Queensland, and were common in rural sub-Saharan Africa and Asia, where poor healthcare often led to severe infection and amputations. He said since 2011 the number of people presenting at Peninsula Health had increased significantly, but doctors were unsure why. “The peninsula area is emerging as a bit of a hot spot, but nobody knows why,” he said. “We know it has been associated with stagnant water and coastal vegetation, and there has been some evidence gathered that mosquitoes are involved. “If you can avoid being bitten, you probably avoid the disease.” Every year there are 5000-6000 cases worldwide, according to the World Health Organisation, but Australia is believed to be the only developed country with significant Bairnsdale ulcer outbreaks. Dr Kelley said it was important to raise awareness of the disease among doctors and the public, as the key to recovery was to pick it up early. Rye resident Vincent Misitano believes he may have been bitten by an infected mosquito in May last year, but it wasn’t until he returned from an overseas trip that he sought treatment for a sore that wouldn’t go away.

He described the initial wound as a small bite that looked like it was “brewing” underneath. “The doctor took a swab and, once it was confirmed, I had to take two courses of antibiotics and have regular wound dressings, and while it’s slowly getting better it has still not gone completely,” he said. A keen gardener, Mr Misitano believes he may have been bitten while gardening and is urging people not to ignore insect bites. Dr Kelley said he expected infection rates to rise significantly with the onset of warmer weather, and warned people to use insect repellent and cover up outside. There is some evidence that the bacteria can be transmitted from mosquitos to wildlife, as it has been found in wildlife faeces. A 2007 study in Point Lonsdale, Victoria, detected Mycobacterium ulcerans among 11,000 mosquitoes. It is a reportable disease and the third most common bacterial disease after TB and leprosy.

Open gardens show off peninsula’s beauty SIX of the Mornington Peninsula’s most striking gardens will be showcased next month during the Garden Design Fest. The event will be held over two weekends with the peninsula gardens open 10am-5pm on the first weekend: 12-13 November. The event, which will feature more than 30 gardens across the state, is organised by the Rotary Clubs of Kew, Brighton North and Central Melbourne, and raises money for charity while encouraging innovation and responsible gardening.

Mornington landscape gardener Steve Taylor, who will open his garden in Tallis Drive, said the peninsula was renowned for its magnificent gardens, many of which complemented the coastal environment and featured spacious, outdoor dining and entertainment spaces. He said the Garden Design Fest weekend was always popular because of the high standard of the gardens and the creativity of their designs. “Garden lovers from all over the country come for the weekend and we even get international

guests, mainly from New Zealand,” he said. Mr Taylor has also invited several peninsula sculptors, including Matt Hill and Matt Drysdale, to display their artwork at his property, and will fire up his garden pizza oven to offer visitors free garlic and herb pizzas. Voters in dark over spending Continued from Page 1 The shire annual report released last week reveals the shire’s 11 councillors spent a total of $135,357 on expenses in the 12 months of the 2015-16 financial year. Frankston’s nine councillors spent $41,390 between them on expenses and Kingston’s nine councillors spent $29,073 during 2015-2016. Mornington Peninsula Shire councillors adopted a new expenses policy in September after three meetings and bitter arguments about alleged councillors’ expenses overspending. The shire obtained legal advice that placed doubt on council’s ability to force any councillor to repay any alleged overspend on a $16,000-aterm expenses limit, that seems to never have been enforced by council, in place during this council term. Maddocks Lawyers advised that expenses approved by council were lawful, even if more than $4000 in a year and $16,000 within four years and council could not force repayment. The expenses are separate to councillors’ $28,000 yearly remuneration; $85,000 for the mayor over a 12-month mayoral term. A majority of councillors resolved in April to order Cr Antonella Celi to repay about $9000 of $28,520 paid by the shire for attending conferences and seminars but that decision was reversed in May. Councillors decided last month future councillors can nominally spend up to $30,000 on expenses – up from the previous $16,000 limit - over four

years. Travel expenses, petrol expenses, child care fees, ‘information and communication expenses’ and training and conference attendance fees can be claimed by councillors. The shire’s refusal to release full term expenses figures for any councillor means the full expenses for Crs Celi (Seawinds ward), Hugh Fraser (Nepean ward) and David Garnock (Cerberus ward) – the only four of the 11 existing councillors seeking re-election – will not be known before ratepayers cast their votes. Mornington Peninsula Shire councillors collectively spent $223,666 in 2014-15, the only other year in this council term that councillor expense figures were published by council. Frankston and Kingston councillors spent $41,390 and $32,162 respectively on expenses over the same 2014-15 period. Cr Fraser, Cr Garnock and Cr Colomb told The News as far as they are aware councillors were never notified by council if they were near or over the limit of any expenses spending limit. Cr Celi’s expenses totalled $62,727 over the two years’ figures available, Cr Fraser’s expenses were $45,555, Cr Garnock’s $45,075 and Cr Colomb’s $29,431. Both Cr Celi and Cr Colomb were mayor for parts of the latest two years of the council term and mayoral expenses are often higher than councillor expenses due to the higher number of public events attended.

A lot of drive needed to cure MND Cameron McCullough cameron@mpnews.com.au IT is hard not to be moved by the story of Neale Daniher. The football great was diagnosed with motor neurone disease in 2013. Currently incurable, MND is a progressive disease involving the degeneration of the motor neurons and wasting of the muscles. The life expectancy of a person diagnosed with this terrible disease is only about two and a half years. Neale Daniher has not taken MND lying down though. He has shown a determination to live life to the fullest, and face the challenges this disease brings with courage, humour, and a drive to help prevent the suffering of those that may be diagnosed with this disease in the future. It was through a few meetings with Neale Daniher that Brad Fitzsimmons, the Dealer Principal at Bayside Automotive Group in Frankston, decided to get involved with Neale’s crusade to find a cure for MND. “He is such an inspiration. His spirit and drive are unbelievable,” said Mr Fitzsimmons. “It got me thinking. If he can do all this to work towards a cure for this disease then why aren’t we doing more?” That was the catalyst for Brad and his band of supporters to get involved in this year’s Daniher’s Drive, which ran between 13 and 16 October. “Daniher’s Drive last year raised

Arrest after Mt Eliza break-in A PAKENHAM man has been arrested and charged with the aggravated burglary of a Mt Eliza house, 1am, Monday 10 October. Detective Senior Sergeant Peter Drake, of Mornington Peninsula CIU, said a resident sleeping at the Koornalla Cr house awoke to find a man in the lounge room at 1am and challenged him. The man ran outside and jumped over a fence. The resident then realised his wallet was missing and his car in the garage had been rifled. Casey CIU later arrested a man, in his 20s. They allege he drove to Mt Eliza in a car stolen from another property in Koornalla Cr. The man has been remanded to appear at Frankston Magistrates’ Court at a later date. A MORNINGTON man in his 30s has been arrested and charged with theft and deception offences relating to a 66-year-old man known to him. Detective Drake said a search of a Weerona Way house had revealed a large quantity of cash, BMW sedan, two kayaks, jewellery, shotgun and a prohibited weapon – a customised tomahawk. The younger man was charged and bailed to appear at Frankston Magistrates’ Court at a later date. A MAN asleep at a house in Bungower Rd, Mornington, awoke to find a man shining a torch in the hallway, 3.30am, Monday 10 October. The

Seawall works at Craigie beach WORKS to build a 97-metre rock revetment to protect Craigie beach’s ageing seawall have begun. The six-week works are part of the state government’s coastal environment program, which oversees protection and repair of the coastline. Department of Environment, Land, Water and Planning’s coastal project officer Jacky Priestley said the works would help protect the Craigie beach seawall from strong waves. Revealing insight into author’s life AUSTRALIA’s favourite beach son and multi-award winning author Tim Winton enthralled a sold-out crowd at Safety Beach Sailing Club last week when he chatted with the ABC’s Paul Kennedy. The launch event was part of Winton’s national tour of his newly released non-fiction book, The Boy Behind the Curtain, which gives a rare insight into the man behind 28 books, written over a 34-year period. An autobiographical account of his upbringing in Western Australia, the book also reveals the characters and events behind some of his bestselling novels. At the Safety Beach launch, Winton spoke candidly about some of the links between his early experiences of spirituality, surfing and writing, and touched on world topics as well as personal incidents that helped shape his take on life. Better known for writing about complex, yet believable, fictional characters that embody the essence of small-town Australia, Winton’s latest book is an unusual and unexpected peek into his private world. The book launch – his first tour in 10 years – was a huge literary catch for organiser, Farrell’s Bookshop. Events coordinator Kate Horton said the store was delighted to bring an author of Winton’s calibre to the peninsula.

Utow Caravans GEOFF McLean of Utow Caravans explains the importance of understanding towing weights and braking. “Towing weights and braking are very important safety factors when enjoying your time on the road. It is very important to understand the operation of your caravan braking system. I have experienced many people who have been towing for years but have no understanding of the electric brake unit fitted to the car. Have a good read of the instructions. If the system is old it is well worth the investment to upgrade to one of the latest models with proportional braking. You should be able to feel the caravan brakes coming on,” said Mr McLean. “Does your caravan have a brakeaway system? If it is over two tonne it must have. A cable connects to your car so the system is activated if the caravan separates from the car when travelling. Many systems work off a small battery, which must be charged. There is a test light on the box. It is unsafe to tow your caravan if this battery is flat or the system is faulty. You should read the instructions and know how to operate it.” Mr McLean explains that towing weights are becoming a much bigger issue, with several weights to consider including the overall GVM of your vehicle (how much can it weigh fully loaded including the caravan), vehicle and caravan maximum ball weights. “The tare weight of the caravan is not so important, that is just the weight of the van when it is empty. The important weight of the van is

its actual loaded weight. This should not exceed the caravan’s ATM weight or the legal towing capacity of your car. Most of these weights are written on the plate on the caravan or on your car (on the tow bar or inside the driver’s door or in the manual). ANOTHER young Aussie is ready to take on the world. Dylan Walker, 19 year’s old, from Somerville will be heading to Carrara, Italy on October 22. He will be competing in the Unified World Championships and will be representing Australia in the WKA Muay Thai tournament. This is a full contact fighting competition with contestants fight numerous times over a four-day period to see who wins gold for their country. Each bout will consist of three rounds at two minutes a round and the competition is fierce. Dylan has been working hard to prepare for this style of fighting. In a standard ring fight you compete against one opponent and may not fight

again for another month. Trying to prepare for multiple bouts each day over a number of days is very difficult and takes a lot of inner strength. Dylan is following in the footsteps of one of his team mates and coaches, Tum Sityodtong who competed in last years event in Spain and brought home two gold medals for the Australian team. Although Dylan enters the competition with much less experience than Tum, he has the drive and skills to take him to the podium. Dylan will be traveling with his coach Matt Ball. Dylan works as a coach at SMAC Gym in Somerville and his students and club mates will be cheering him on from Australia.

Practical tips for surviving the Zombie Apocalypse By Stuart McCullough It’s coming. As surely as Christmas, Sam & Dave, your in-laws and the scratch at the back of your throat that you just know is going to turn into a fully fledged gargantuan head cold; its arrival is both imminent and inevitable. There’s little that any of us can do other than to switch off the lights, barricade the doors and hope against hope for the best. Try as we might, some things can’t be stopped. Deny it all you like, but the zombie apocalypse is on its way, ready or not. This country is in danger of being swamped by Zombies. There – I said it. Eventually, someone was bound to pluck up the bravery to state the obvious. That this person should turn out to be me is a source for no small amount of pride (and, possibly, prejudice). I realise that such a statement might be considered controversial. But sometimes it takes a fair slice of courage if not the cloak of Parliamentary privilege to say out loud the kind of things that would never be uttered in polite conversation and are usually the preserve of slurred discussions over a wet table at your local drinking hole in the final minutes before closing time. I appreciate that I’m being controversial. Indeed, I’m pretty much resigned to the fact that my anti-zombie campaign will be frowned at by the urban-dwelling, latte-sipping, leftleaning, cardigan-wearing, Q & A watching intelligentsia who own Jackson Browne albums and drive huge petrol-skolling four wheel drives with bald-faced, irony-free bumper stickers that decry climate change, but so what? Those people don’t live in the

real world like you and I. Instead, they live in ivory towers that have butler’s pantries but nothing in the way of a bathroom mirror in which they could have a long, hard look at themselves. It’s time that someone called a spade a shovel. Zombies have a culture and

ideology that is incompatible with our own. They don’t support our way of life. In fact, as members of the undead, zombies don’t support any way of life at all. That’s why they shouldn’t be allowed to come here to steal our jobs and eat our brains. If they don’t like

things the way they are, they should go back to where they came from. Granted, where they came from is approximately six feet under the pavement but it’s the principle rather than the actual distance that matters. If you think that my unbridled attack on zombies is unfair, then consider the evidence. And when I say ‘consider the evidence’, I mean, pretend that everything I say actually has some scientific basis and is not just a random stream of repulsive alphabet vomit. The UN is a giant conspiracy. Climate change is a ruse invented by NASA and KFC to encourage sales of their original recipe chicken. Skittles are terrorists. Siri is stealing your dreams. Donald Trump is not a fictional character even if he and Sacha Barron Cohen have never been seen in the same room together. International banking families are conspiring to break up One Direction and are responsible for Taylor Swift’s rise to world domination. The list goes on (and can be downloaded from the Internet at your convenience). Come to think of it, perhaps zombies are the least of our problems. For we live in a golden age where what passes for debate is something that once would have been mocked for being an evidence-free rant against the universe. Once, demented outbursts of this kind would be greeted by a refusal to make eye contact and a quiet shuffling of feet. Now they hand out ‘how to vote’ cards. It makes you wonder at how we’re ever going to get anything done if the rules of engagement are less stringent than those applying to ‘Uno’. Before I go any further, I should make something of an admission. I

don’t actually know any zombies. For reasons I can’t quite explain, our paths have never crossed. But despite the fact that zombies have never done anything personally to me, I find myself despising them nevertheless. It’s more than a matter of not liking them very much and far exceeds your garden-variety antipathy. Given my emotions, you’d think that zombies had just stolen my car park at Southland even though I clearly had my indicator on. It’s both irrational and immeasurable. Now that I think about it, there’s something so illogical, so unreasonable about my feelings that maybe, just maybe, it’s not them so much as it is me. Now there’s a thought. Perhaps I ought to own up to the fact that I have an unquenchable prejudice against the undead. There’s something about things that I thought were long-gone and buried and then, without warning, turn up again that I find inherently unsettling. Whether it be on my doorstep or in the Australian Senate, I find it confronting. I must do better. In fact, I should go out of my way to make sure that people who come here feel welcome. After all, it was only two generations ago that my family turned up. Now we’re part of the furniture. I only wish that some of our new parliamentarians could find it in their own hearts to be a little more understanding. After all, when you think about it, some of our new Senators are not so very different from zombies; with the obvious exception that only one of them has a thirst for brains. stuart@stuartmccullough.com

Mr H. Smith dies in gun accident Compiled by Cameron McCullough A GUN accident, which resulted fatally, occurred at Mornington Junction on Saturday last. It appears that Mr H. Smith, a well known resident, took the gun from its place, saying that he would just have one shot. He went about 50 yards from the house, and on getting through a fence that was there must have caught the trigger in the wire, as the inmates heard a shot and on going to ascertain what was shot, found the unfortunate man quite dead, lying close to the fence. Death must have been instantaneous, as there were no signs of a struggle. The deceased was well respected, and deep sympathy is felt for his wife and family in their sudden bereavement. *** MESSRS Brody and Mason will hold a clearing sale as Somerville on Wed nesday next, of horses, farm implements, vehicles etc on account of Mr Morrow, who is leaving the district. *** THE hon. sec. of the Frankston District Roll of Honor Fund, wishes to acknowledge receipt of 10s 6d from Mr Richard Wells. Any member of the committee will receive donations and the secretaries will forward a receipt. *** AT courts held at Dromana, Mornington and Frankston on Tuesday, 107 men presented themselves, of which 73 were declared fit and 32 unfit. At Dandenong on Thursday out of 113 men, 91 were declared fit and 42 unfit. *** LIEUT. J. A. Whitaker was sworn in before His Honor Mr Justice Hood at the Practice Court Law Courts, Melbourne, as one of His Majesty’s Justices of the Peace for the Centre Bailiwick of the State on the 17th October 1916. *** MISS Dulcie Bland, who performed at the recent concert given by Mr Harry Skinner, for the Frankston District Roll of Honor Fund, was again successful in gaining first prize at the South street Ballarat competitions. *** ON Wednesday next, Oct 25th an old Linen afternoon will be held in Red Cross depot room, Mechanics’ Hall, from 2pm to 6pm. A liberal response is asked for, as the demand in hospitals for old soft clean rags is very heavy, and many people can help in this way by coming to the depot with clean white linen, or if unable to come may be able to send cloths. *** IT will be seen by our advertisement in another column that the fourth meeting in the district in connection with the forth coming referendum will be held at Mt Eliza on Tuesday next. The object of the meeting is to secure replies of “Yes” on the 25th inst. Mr Hugh Menzies and other prominent speakers will address the meeting. It is to be hoped that there will be a good attendance and a practically unanimous decision in the affirmative. *** THREE splendid bream, weighing about 2lbs each, were caught on Thursday, in the creek, by Cr C. Murray and Mr W. P. Mason. The nature of the bait used is a profound secret, only known to themselves. The lines used were of the type known as flathead. Wading was one of the essentials. Mr Hefter, who also indulges, caught a beauty; he states that bream is the easiest of all fish to catch. *** THE members of the W.C.T.U. and some friends, at the invitation of Captain Condor, drove to Langwarrin camp, and were all greatly interested and impressed with the splendid discipline as seen, also the many improvements effected at the camp. The men were busily employed at various oc-

cupations, some building a band stand, others working in the carpenter’s shop which looked replete with all necessary tools. There is great promise of gardens, which are laid out with great taste, and many trees are planted which in time will afford grateful shade. Capt.Condor and Chaplin Gates met the party on arrival and were most kind. The grounds, buildings, picture hall, canteen, Y.M.C.A. hall (over which Mr Smith is organising secretary) where the men may avail themselves of writing materials, books etc, and where they may rest in their leisure hours, were visited. Some of the party were shown through one of the hospital wards where they distributed flowers. There were about eighty patients in the wards. An invitation to afternoon tea was gratefully accepted and much appreciated. Just before leaving, the band played several selections exceedingly well. The impression made was that everything should be done to help cheer the sick and encourage them by sympathy to redeem the past, and prove themselves better men in the future. Over 2,000 men had recovered and returned to the front and the majority of the men now in camp were anxious to get back and do their bit. Capt. Condor has the welfare of the men at heart and is most sympathetic towards them and is very desirous that the Frankston people should feel kindly interest in them and show it by visiting the camp as often aspracticable. “I am satisfied,” says Mr F. W. Bamford, a Labour member of the House of Representatives for Queensland, that compulsion is necessary and I intend to support it by my voice and vote. We have heard a good deal about the evil of Prussian militarism, and have been told that men have left Germany in order to escape. Well, if Prussian militarism has been severe on the people of Prussia, how much more severe would it be upon the people of a conquered country ? The position in such circumstances would be intolerable. There would be only one thing to do, and that would be to commit suicide. I say quite seriously that it would be better for any man with a family to do as many others have done in those countries already subjugated by the enemy, namely, to put them into closed chambers and turn on the gas. Far better would it be for them to die thus than to fall into the hands of the enemy. Now, suppose we did not send more men to the front; suppose we left unfilled the gaps that have been caused in the ranks of our soldiers? What would happen then? Our battalions would become reduced, our men would be drafted into other units, and finally Australia would not be represented by one complete unit at the front. Of what avail then, would be the glory of our men at Gallipoli and of the heroes of Anzac ? Where today, it would be asked, are the men who so bravely shed their blood in the defence of the country ? They are gone but none have come to fill their places. It behoves everyone of us to consider well what he ought to do.” *** ABOUT one hundred soldiers were entertained on Tuesday last, by the Frankston “Wattle Club”, and although the secretary only received word Monday midday, notifying the club of their intended visit, everything passed off well.

Doggies in command PROVINCIAL By IT Gully MORNINGTON are just seven wickets away from a comprehensive victory against Pines in MPCA Provincial cricket after 13 wickets fell on the first day. The Doggies had the Piners reeling at 3/8 at the close of play after the visitors had to face the final six overs of the afternoon. The only good news for the Piners is that of the three wickets that fell, only one was a recognised batsman (Jarred Coad). Rhys Chalkley remains at the crease with Harley Peace-Stirling while

Craig Entwistle and Damien Lawrence are still to come. The visitors will be chasing down 193 for victory after the Doggies were bowled out for 192. Skipper Matt Foon was superb again with a high score of 46 while a number of players got starts but couldn’t go on with it. Entwistle was the pick of the Pines’ bowlers with 4/16 from 6.5 overs, giving his side a slight sniff. Langwarrin is up against it, chasing 255 for victory against Baxter. The Demons were sent in to bat on the opening day of their match at Red Hill Reserve, lasting just 21.4 overs as they were bowled out for 32. Jarrod Saw with 14 was the only

Rye bat to score double figures. Glen Collett was at his menacing best for the Hillmen with 5/16 from 11 overs while Simon Dart claimed 5/13 from 7.4 overs. The Hillmen then went out and hit a quick fire 7/185 off 40.5 overs before sending Rye back in for the final 18 overs of the day. Felix McKillop top scored with 76 and Brent Martin hit 46. SSSS - Fires and Floods

The Boatswain Faculty incorporates the former Gunnery and Seamanship Training schools and covers training in Seamanship, corrosion control, survival at sea, boat work, weapons, boarding operations, fast roping and much more.

PREVIOUSLY known as the Damage Control Centre, the School of Survivability and Ship’s Safety (SSSS) was opened in 1986. With the new building came the upgrading of existing facilities, such as the original fire ground, workshop, change rooms and other ancillary facilities. The School provides facilities for training recruits and other personnel in the techniques and procedures for controlling emergency situations which may be encountered whilst serving in RAN Ships. These situations include protection against nuclear and biological

contamination, fighting fires, and containing the effects of action damage so that the ship may be kept afloat and fighting. Training is also provided to personnel in the maintenance of portable damage control and fire fighting equipment. Converted in October 1994 to a computer controlled centre, the School trains young men and women in realistic conditions. Similar training facilities are located around Australia (HMAS Creswell at Jervis Bay and HMAS Stirling in Western Australia) for ongoing team and individual training.

The Boatswain Faculity THE Boatswain Faculty (BF) is comprised of the former Gunnery and Seamanship Schools. It incorporates training at the Seamanship facility, West Head Gunnery Range (WHGR), Williams Rifle Range, Weapons Training Simulator System (WTSS) and North and South Batteries. Seamanship, corrosion control (ship’s husbandry) and survival at sea training sections are located on the foreshore of Hanns Inlet. All sailors joining the Navy learn these quintessential mariner skills prior to joining the Fleet. Further seamanship training including boat work is provided at three distinct promotion based levels for sailors of the seaman branch. The fully serviced wharf, which includes a marina and a boat-launching ramp, not only provides necessary space for evolutions but also enables the BF to fulfill its maritime operational role by supporting alongside vessels. The purpose-designed facility alleviates problems previously associated with outdoor training and inclement weather, with all aspects of practical training being conducted within a controlled environment under one roof. North and South Batteries are just two of the original buildings in which gunnery training has been delivered at Cerberus. These buildings were recently renovated to restore this training to its ‘heartland’.

Theoretical and drill instruction for all small arms weapons now in service is conducted here and at WTSS, prior to trainees progressing to live firings at the rifle range. Training of personnel for boarding operations, including fast roping from helicopters, shipping container climbing and defensive tactics is also taught within the two buildings prior to practical elements conducted at the rifle range. The West Head Gunnery Range is the Navy’s only shore-based gunnery live firing facility and provides training for officers and sailors in close and medium range weapons. This embraces weapons from 12.7mm to 76mm. The facility, administered by Cerberus, is located at West Head close to the township of Flinders. Throughout the year training is provided for a wide range of courses, including Principal Warfare Officers, Junior Warfare Officers, advanced maintenance and specific Sailor category courses. Most training culminates in live firings against surface and air targets. Stringent safety rules ensure that while firings are conducted in the most realistic environment possible, they are firmly controlled to ensure maximum safety to both students and the general public who have occasion to use the area.

The RAN Recruit School

The Royal Australian Navy Recruit School is where civilians of all ages, and from all walks of life, start their naval careers with an 11 weeks intensive training course covering all aspects of becoming a sailor in the RAN.

The School of Survivability and Ship’s Safety trains all sailors in controlling emergency situations which may be encountered whilst serving in RAN Ships, such as protection against nuclear and biological contamination, fighting fires, and damage control so that the ship may be kept afloat and fighting.

THE Royal Australian Navy Recruit School is where civilians, of all ages and from all walks of life, commence their naval careers The school’s aim is to induct men and women into the Navy and to provide them with the necessary skill sets to progress to their specialist training and ultimately for life at sea as a sailor. This is achieved by teaching them core naval skills and developing a positive attitude with a focus on teamwork during their 11 weeks of initial course which provides training in marching and drill, naval customs and traditions, basic first aid, flood and firefighting, small arms proficiency, and physical and adventure training. In addition,

basic information about the Navy organisation, structure, promotion prerequisites, and employment opportunities in the RAN are taught. As part of their training, recruits also spend the best part of a week at sea in a training ship. The RAN Recruit School has a staff of 76. There are normally three divisions under training at any one time, giving an annual turnover of approximately 1,200 to 1,600 personnel. The RAN Recruit School comprises a recruit recreation area (Sobraon Club), accommodation, and administration building complete with sixteen classrooms, office spaces, an armoury and an open and undercover parade ground.
