MORNINGTON PENINSULA ON RUN TOWARDS ZERO More than 2000 people are expected to take part in this year’s Arthurs Seat Challenge fun run where they will run towards a future free of deaths and serious injuries on our roads. The annual event, held this year on Sunday 6 November, will promote road safety education for young people, raising money to support the Fit2Drive program. In April, the Mornington Peninsula Shire announced it would become the state’s first Towards Zero municipality by implementing a range of road safety initiatives. Transport Accident Commission chief executive officer Joe Calafiore congratulated the Mornington Peninsula community for its support of the state’s push towards a future where no person loses their life or is seriously hurt on the roads.

“Towards Zero is not just a campaign or a vision, it defines our approach to saving lives and we’re thrilled that the people of the Mornington Peninsula have embraced this positive approach to road safety,” Mr Calafiore said. “We all have a role to play in reducing deaths and injuries on our roads and would love to see more councils and communities taking a leaf out of Mornington’s book and taking on that responsibility,” Mr Calafiore said. Young drivers are a key focus of the Towards Zero approach, with road crashes continuing to be one of the leading causes of death for young people aged 18 to 25 years. Mr Calafiore said from 2011 to 2015, on average 22 per cent of all drivers killed in Victoria were aged 18 to 25, despite the age group representing just 14 per cent of all Victorian licence holders.

“Our research shows that young drivers are more likely to take risks on the roads and this - combined with inexperience and the fact that they are often driving cars without the latest safety features - is a major reason for this over-representation.” “Good driver behaviour is learnt from a young age which is why we have a number of road safety programs like Fit2Drive running in schools and regional areas,” Mr Calafiore said. The Fit2Drive program delivers peer facilitated workshops with Year 11 students in secondary schools and community settings across the state. The program focuses on providing young drivers and passengers with good decision-making capabilities for when they may be faced with difficult driving situations. Since the introduction of the Graduated Licensing System, supported by road safety programs such as Fit2Drive, the number of young drivers killed on Victorian roads has been reduced by more than half. The Arthurs Seat Challenge is an opportunity for schools, families and the community to rally together and raise awareness for the over-representation of young people in road crashes by running towards a future free of deaths and serious injuries on our roads. Sea to Summit Success in 2015 Last year’s race was one for breaking records, with more than 2000 participants taking part in the most successful Arthurs Seat Challenge to date. The course of 6.7km started at the Rosebud Jetty and finished at the summit of Arthurs Seat at Seawinds Gardens. Event Ambassador and Commonwealth Games Marathon Runner, Sarah Klein, fired the starter’s gun as people of all ages, backgrounds and fitness levels took off on the challenging course. Funds raised from the success of the 2014 event will provide even greater support to schools in meeting the cost of every Fit 2 Drive workshop held at all secondary schools on the Mornington Peninsula, Westernport and Frankston areas for the coming year. The first runner over the line was Craig Appleby, our new record holder, glided across the line in 25 minutes and 15 seconds. It’s no fluke, the whales are back

WHALE sightings are being reported in Western Port and Port Phillip bays in what researchers say has become an annual event coinciding with the Queen’s Birthday long weekend. The Dolphin Research Institute and the Two Bays Whale Project have been receiving reports of humpback and southern right whales in both bays. “Humpback whales regularly visit Port Phillip and Western Port from June through to mid-August and again from late September to November,” DRI research officer Sue Mason said. “The first reported sighting of a humpback whale usually comes into the institute around the Queen’s Birthday weekend, prompting DRI’s research staff to call the weekend Whale Weekend. These whales are on a detour as they migrate north along the east Australian coast. “ Ms Mason said humpbacks were easily identified by their dorsal fin and pectoral fins that are about one third of their body length. “In contrast, southern right whales have smaller, square pectoral fins, lack a dorsal fin and have a rostrum, or nose, covered with hard, lighter coloured skin patches called callosities.” Ms Mason said recommended lookout sites for whales included Point Nepean, Mills Beach, Mornington, and the Nobbies and Cape Woolamai on Phillip Island. “On the odd occasion, the Sorrento to Queenscliff ferry can become an impromptu whale watching vessel. For example, a southern right whale was seen off Portsea last Sunday evening from the ferry,” she said. Last year, the Two Bays Whale Project, which records sightings from the Barwon Coast to Inverloch, received 87 validated sightings, including 80 humpbacks, four southern rights and three killer whales. Whale sightings can be reported on the Dolphin Research Institute webpage www.dolphinresearch.org. au or be leaving a message on the Two Bays Whale Project Facebook page. Rates capped to state’s order Stephen Taylor steve@mpnews.com.au MORNINGTON Peninsula Shire has adopted its 2016/17 annual budget, keeping average rate rises below the state government’s 2.5 per cent limit. The mayor Cr Graham Pittock said the shire was still able to allocate more than $30 million for capital works from the $152.14 million rates income, which includes $900,000 in supplementary rates.

The $180 municipal charge has been abolished, but is effectively replaced by a $193 waste service charge to cover kerbside waste collection, street sweeping, beach cleaning, street litter bin collection and capping the Rye landfill. Cr Pittock said the general rate in the dollar would “decrease significantly” under the Capital Improved Value (CIV) rating system, with property revaluations conducted every two years. Figures provided by the shire show

that in the coming year a $400,000 property’s rate will be $839, plus the waste service charge of $193, and fire service levy of $156.20, giving a total rate payable of $1188. A $700,000 property will attract a rate of $1467, plus the fixed waste service charge of $193 and a fire services levy of $194.60, for a total of $1855. A $1 million property will pay a rate of $2096, plus the waste service charge and $233 fire services levy for a total of $2522.

Cr Pittock said the council had not sought a variation to the state government's Fair Go Rates maximum rate rise of 2.5 per cent. Adding the 2.5 per cent cap to last year’s average rate of $1493 gives an average rate of $1530.74, or $37 extra. Acting chief financial officer Matt Hubbard said under the Fair Go Rates System the rate cap is applied to the average rate per property within the municipality. The average is calculated by dividing the council’s total rate rev-

Pt Nepean hearth clue to historic cooking methods AN “exceptionally well preserved” Aboriginal hearth has been found at Point Nepean National Park. The presence of heat retaining stones in the hearth makes it very unusual, and the only one like it found in the Port Phillip region, experts say. Representatives of the Bunurong Land Council Aboriginal Corporation and Bunurong Land and Sea Association Traditional Owner groups, staff from Aboriginal Victoria and Parks Victoria, recently gathered to assess the site. Samples were taken for radiocarbon dating and significant fragments kept for analysis, which Bunurong Land Council general manager Dan Turnbull says will reveal more about the area’s rich cultural history. “The data from these samples will tell us about how our ancestors used this space, such as when they used this particular hearth, and the kinds of shell fish they cooked and ate on these heat stones,” he said. “Our people have been here for over 2000 generations and we are still here. We thank Parks Victoria and Aboriginal Victoria for helping us preserve this site for future generations.” The hearth was first noticed in an eroding sand dune late last year by a Parks Victoria ranger. Closer inspec-

tion revealed it to have a visible a layer of flat stones used as heat retainers for cooking. The origin of these stones will also be investigated to find out if they were brought in from elsewhere. Parks Victoria Aboriginal Heritage coordinator Barry Coombes said it was an exciting and rewarding project. “Working in partnership on this interesting project with the traditional owners, as well as staff from Aboriginal Victoria and Parks Victoria, is a very satisfying experience. “Some of the radiocarbon from other Aboriginal hearth sites in the region date back 6000 years. However, it is thought that this hearth may be more recent, given its closeness to the current shoreline.”

Drugs, weapons A MORNINGTON man has been charged with drugs and weapons offences. Sergeant Steve Duffee, of Mornington police, said police swooped on a house in Oakland St and found the man, 21, with a quantity of ice, $10,000 in cash and a sawn-off shotgun. He has been bailed to appear at Frankston Magistrates’ Court at a later date.

Making a play for the environment COSTUMES, make-up and props formed the basis of a colourful protest outside the Hastings office of Flinders MP Greg Hunt. The piece of street theatre organised by Environment Victoria and enacted by members of community groups in Mr Hunt’s electorate, revolved around what they claim is a missing piece of Liberal Party policy: a policy for the environment. A search of the Liberal party’s website reveals that “issue 14” of the party’s “plan” is a document titled Protecting our Environment, which lists its accomplishments as protecting the Great Barrier Reef; tackling climate change; supporting “on-ground”

environmental projects; protecting threatened species (and Australia’s heritage); and having a “one-stop shop” approach to assessing the effect of developments on the environment. On Sunday, former Liberal leader John Hewson told a rally in Prime Minister Malcolm Turnbull’s Sydney electorate that the Coalition’s lack of action on climate change was a national disgrace. He said targets set by both major parties were inadequate and called for a bipartisan approach to protecting the environment and an end to “shortterm politicking” on the issue. Cat Nadal, a “safe climate campaigner” for Environment Victoria,

said “everyone involved” in the protest outside Mr Hunt’s office “came from either the Dunkley or Flinders electorates”. Ms Nadal lives in Melbourne. “We’ve met with both Mr Hunt and Chris Crewther [Liberal candidate for Dunkley] and are convinced that they’re convinced their environmental policies are adequate. But we don’t think they are,” Ms Nadal said. The summit formulated a long-term vision for the peninsula that would see more emergency accommodation for

He said her appointment to commodore showed the club was moving with the times, in keeping with Yachting Victoria's strong push to see more women in sailing. “Our club has about 120 women members already, so it's the other clubs that have to play catch-up with us,” he said. It's been a momentous year for the 750-member club, which celebrated it's 70th birthday in February and has just secured a new 21-year lease at its harbour-side, site at Schnapper Point. Mr Alexander said club members were looking forward to further cementing the club's place in the community with a new commodore at the helm.

Liz Bell liz@mpnews.com.au MORNINGTON sailing enthusiast Cheryl Schumaker is a self-confessed “late starter” to the sport but that hasn't slowed her rise to the top, becoming the first female commodore in 70 years. However that doesn't mean big changes at the club. Ms Schumaker has a vision for the club that's in keeping with its strong focus on community involvement, sports promotion and inclusion. “At one time the general perception was that sailing clubs were for the rich people down the street, but that is changing and our club is an example of that - welcoming and inclusive,” she said. “I started sailing in 1998-99, so not nearly as long as some other sailors in the area, but I love it and I have a vision for the club that includes building membership and working towards our goals,” she said. One of those goals for the past few years has been working towards getting a marina for Mornington. That has been put on the back burner after years of campaigning proved fruitless and exhausted the club financially. “Yes, it is disappointing not to have a marina, as we are losing boats regularly to storms, so a marina on a smaller scale to Martha Cove would be good.” Ms Schumaker said the yacht club was a significant community facility that provided enjoyment and training for hundreds of people in a supportive, inclusive environment. Cracks continue in Somers footpath fight Liz Bell liz@mpnews.com.au PLANS to build a footpath that have divided the peaceful village of Somers are becomingly increasingly hostile, with opponents launching their own legal challenge and accusing the council of taking sides. The long-running dispute has also put the Mornington Peninsula Shire’s special charge schemes under the spotlight, prompting an investigation that recommended abandoning one scheme, reviewing others and deferring nine. Shire CEO Carl Cowie last week described the issue as “vexed” and said dividing townships was not the intent of the scheme. As previously reported in The News, the Somers footpath scheme signalled the shire's intention to change the way costs are spread for all future special charge schemes. The cost of the proposed 5.2 km coastal footpath will be spread across 1245 Somers properties the council deems to receive a “special benefit” from the path, and not just the abutting properties. Angered by the move, the Somers Village Community Association (SVCA) is funding its own legal challenge at the Victorian Civil and Administrative Tribunal (VCAT) over the shire's plans to build the footpath and invoice almost the entire township. The association is also at loggerheads with another residents' group in the town – Somers Residents' Association – that supports the proposal. Outside the council meeting last Monday week, about 20 people gathered around No to Concrete

signs and vowed to force the council to answer questions about the cost and promotion of the scheme. However, their question time was cut short when Mr Cowie refused to read out all of them because they were lengthy and “repetitive”. He agreed to respond to all the concerns raised in writing, but rejected claims that “one side of the community was assisted and one side wasn't”. Mr Cowie offered to be “front and centre" of a conciliation meeting between the two ratepayer groups. Before the meeting, SVCA member Michelle Gregory said the council had not surveyed residents properly and that “about 600” residents were opposed the concrete footpath that was “not in keeping with the character” of the coastal town, and were still unhappy with a council compromise to provide a mix of exposed aggregate and concrete. The shire has given the Somers pathway project high priority and proposes an exposed aggregate shared pathway along Camp Hill Rd and the northern end of South Beach Rd with an exposed aggregate narrower meandering footpath along Parklands Av, Tasman Rd and the south end of South Beach Rd. According to council reports, more than 60 per cent of residents surveyed preferred an exposed aggregate surface – a less formal surface than concrete that is pram and wheelchair friendly – over the alternative granitic sand surface. “They (the council) won't use any information that doesn't support their case,” Ms Gregory said. When contacted by The News, president of the Somers Residents' Association, Dennis Aylward,

said two surveys had shown wide support for the footpath, and that “a lot of false information” was being spread. “I feel the council has been very fair; the council has put a proposal and they're [the SVCA] is not happy with that,” he said. David Gill, a former Mornington shire president, has accused the council of being misleading over a statement by its chief operating officer Alison Lieghton that help provided to the survey conducted by Somers Residents’ Association did not include paying for postage. A letter to the SCVA member Dr Chris Atmore by infrastructure strategy project manager Jeremy Grieve states: “Council provided the SRA with printed address labels ... and council also paid for the cost of the postage”. In a separate item after the questions from the public, council accepted a report on the progress of the special charge scheme that recommended revising the scheme to ensure the shire's “commitment to footpath implementation” is maintained. Councillors moved to adopt the report's recommendation to defer nine proposals in the “instigation” phase due to significant opposition revealed in a survey. Councillors also moved to accept the recommendation to abandon one scheme in McDowell St, Rosebud, and review four others. A budget surplus of $404,000 will be redirected towards footpath renewal projects in Babington Park, Hastings, Stony Point Rd, Bittern and Frankston-Flinders Rd, Somerville.

CONSERVATION groups opposing redevelopment of Sorrento’s historic Continental Hotel claim they are being kept in the dark over plans to sell an adjoining council-owned car park to the developer. The 900 square metre block, at 23 Constitution Hill Rd, is crucial to the hotel’s redevelopment and impending sale. The proposed works include refurbishing the heritage building, adding 24 new rooms with a new mixed-use development to the south consisting of 16 residential units and a wellness centre, including gym, as well as a cafe on Constitution Hill Rd, landscaped rooftop terrace above the gym and cafe, three-storey residential building above wellness centre, public underground car park as well as private underground car park. Nepean Conservation Group president Ursula De Jong said the group and the Nepean Historical Society are concerned about a “lack of transparency” in the proposed sale of the land to a development consortium fronted by Julian Gerner. The land was bought by Mornington Peninsula Shire for a public car park in 1968 but has been included as a key part of the hotel’s multi-million dollar redevelopment. The 18 car parking spaces would be replaced by 25 spaces two storeys under the revamped building. The proposed sale of the block to the “prospective owner” of the hotel – follows the shire’s public notification process which ended on 6 June. A shire committee met last Thursday night to hear from objectors as well as Mr Gerner. The council expects to make a decision on 25 July. Ms De Jong said her group had “major issues” about how the car park land was to be sold. “The whole process is of concern to us,” she said. “There is no transparency in the process.” She said the group was told the land would be sold to the hotel’s prospective owners without

public tendering “even if someone else offered more money”. The price being mentioned is $1.8 million plus GST. “We all agree the hotel needs restoration, but the issue that the developer is not addressing is that the car park is public land. And there is no guarantee that the parking spaces will be available to the public when the land is in private hands.” Nepean Conservation Group cites a conflict of interest “when the shire, intending to sell its land or having sold its land to the developer, then has to make a decision on the proposed development, by the same developer”. It opposes the current proposal “as an overdevelopment of the site, which does not respect the heritage significance of the Continental Hotel, its iconic status in the township of Sorrento, nor the immediate historic precinct”.

Historical society president Frank Hindley said the shire should keep the car park and allow “sensible” redevelopment of the hotel. “The Continental is the only four-storey limestone building in Australia – it’s a real landmark,” he said. “We think the developer’s plans are excessive and too intensive for the village status of a small coastal town. The scale of the development will take away the views of the hotel and the impacts will be felt for generations. “They haven’t told us why they need to go to such extremes.” Mr Gerner described Thursday’s submission hearing as “really positive”, a “really good meeting”. He said leasing the carpark land to his group would be too complex. “For example, what happens when the lease pe-

riod ends?” he asked. “Selling it is the best outcome.” He said the 18 car parking spaces at 23 Constitution Hill Rd would be expanded to 25 along with an extra 58 spaces for the hotel and adjoining apartments. He said the hotel and its tower would remain the dominant feature of the proposed redevelopment. “We are working closely with Heritage Victoria with a view to retaining the cultural heritage of the site,” he said. “The apartments, gym and wellbeing centre will be built at a 45 degree angle and tucked away behind the hotel almost 50 metres from the corner [of Ocean Beach Rd].” Mr Gerner said the impending sale of the hotel to his Continental Development Group – for a reported $15 million – was not subject to planning permit approvals.

Six way contest with only one winner Keith Platt keith@mpnews.com.au THERE are six candidates lining up for the seat of Flinders in Saturday’s federal election, but it would be wrong to say they all have a chance of winning. The seat has been held by Liberal Greg Hunt since 2001. He was reelected in 2012 with an 11.8 per cent majority. Trying to unseat him are Carolyn Gleixner (Labor), Willisa Hogarth (Greens), Ben Wild (Animal Justice Party), Yvonne Gentle (Rise Up Australia Party) and independent Shane Lewis. The campaigns of the six contenders vary significantly - from Mr Hunt’s professionally produced road signs and coloured brochures to a hand painted black and white board planted at a freeway off-ramp by Shane Lewis. This campaign is Ms Gleixner’s second, having in 2014 unsuccessfully contested the state seat of Nepean, held by Martin Dixon. Although having the backing of the ALP, her mother Esther is her main helper along with a team of volunteers. It’s a similar situation on the volunteer support front for the Greens’ Ms Hogarth, whose party is concentrating on winnable seats and the Senate. The party’s fourth Senate candidate is Elise Klein, who lives on the peninsula. Mr Wild’s Animal Justice Party, also short of cash, has probably benefitted from the latest revelations of cruelty to cattle and sheep shipped out in Australia’s live animal export trade. Both Labor and Coalition governments

have done little to ensure these animals are treated humanely after leaving Australia. Mr Lewis describes himself as “a public advocate … helping people and their families who have been raped tortured and killed under Victorian mental health treatment”. “My main field of study over the last 40 years has been the generational social psychological study of consumer addictive behaviour using modern Pavlovian processing post WW2 to present day,” Mr Lewis told The News. “Trying my best to be able to set up programs to counter the conditioning of new generations with bad multi-national corporate designed addictions. “Trying my best to help create an environment for good community and family conditions that can consider the natural environment as an important asset.” Yvonne Gentle of the Rise Up Australia Party has not provided any information to The News. Liberal candidate Mr Hunt, a high profile cabinet minister in the Turnbull government, has the advantage of being the incumbent with staff on the government payroll pumping out news releases and monitoring media outlets to counter any criticisms. He has also enjoyed a weekly spot as a commentator on ABC radio, although in that particular role he is pitted against a Labor opponent. As a senior Liberal Mr Hunt is deployed to support other candidates, which can be good, or bad. The Western Australian Liberal Sherry Sufi on 21 May was forced to quit over comments he made in 2013 about same-sex marriage and Indig-

joint election promises with Chris Crewther, the Liberal candidate seeking to win Dunkley. Mr Hunt’s signs and brochures all carry the “Working together, getting results” message, coincidentally the same words used by many organisations from a leadership training consultancy in Birmingham, UK, to the Lake Michigan Shorelands Alliance in the US. Mr Hunt can react angrily to unpalatable questions and has been known to stress to journalists (this writer included) that he has a good relationship with members of the Canberra press gallery. In February Mr Hunt was named best minister in the world at the World Government Summit in oil rich Dubai, but this impressive title did little to stem the number of protests regularly held outside his Hastings office, mainly concerning either coal mining, the Great Barrier Reef or the government’s treatment of refugees and asylum seekers. There have been protesters dressed as angels on his roof, grandmothers frisked by federal police before being admitted in to see Mr Hunt and a bag of coal delivered to his office. The junior cities ministry was first offered to former Small Business Minister Bruce Billson, who declined and eventually announced his departure from parliament after 20 years as the MP for Dunkley. Mr Billson and Mr Hunt have adjoining electorates and for years have maintained a professional working relationship. A much easier task for Mr Hunt has been sharing a platform to make

Lease is the ace in tennis club’s court Keith Platt keith@mpnews.com.au BUILDING the planned $800,000 skatepark at Mt Martha should take about three months, but work is on hold because Mt Martha Tennis Club has leased the preferred site until 2023. Mornington Peninsula Shire can seek to change the lease but it can only be revoked if the tennis club agrees. The club is opposed to the site chosen for the skatepark by the shire in 2012, but it is the only one acceptable to Heritage Victoria on the historic parade ground near Mt Martha Community Centre at the corner of The Esplanade and Dominion Rd. The club says the skatepark is too close to its tennis courts and also wants to build another court in the same spot as that selected for the skaters. The shire’s chief operating officer Alison Leighton says the club pays $961 a year for the land occupied under its 15-year lease. Ms Leighton said work on the skatepark “can be-

gin once legal access to the site has been secured”. The three Briars Ward councillors all say they back the skatepark, although only Cr Andrew Dixon has been openly critical of the tennis club. He has accused the club of “effectively holding the rest of the community to ransom” (“Lease bungle delays skatepark”, The News 7/6/16). Although it would be another two weeks before the shire would officially admit to the impasse, Cr Dixon said councillors were considering revoking the club’s lease. However, Ms Leighton’s latest response (17 June) shows that this can only happen with the club’s consent. Cr Dixon accused the club of displaying “the most selfish behaviour we've witnessed by a community group since the council term began in 2012”. His ward colleagues, Crs Anne Shaw and Bev Colomb, were more conciliatory. Cr Shaw, without mentioning any problems with the tennis club, said she was looking forward to “seeing the skatepark delivered … it can’t happen soon enough”.

Cr Colomb said the skate park site was the only one that met a heritage ruling. “There is nowhere else suitable,” she said. “I would have thought that a club that has benefited very well from ratepayer funds would be very appreciative and would wish to see other members of the community enjoying some fun and social time.” Council elections are due in October and the three Briars Ward councillors are no doubt hoping they will be able to announce a breakthrough on the skatepark issue at a community meeting on 21 July. “Everyone is welcome to come along and hear about what's happening in the Briars Ward. DRIVERS should take extra care when using Frankston-Flinders Rd, between Hawkins Rd and Scott Gr, Somerville, because of the temporary 60kph speed limit. VicRoads resealed a two kilometre section of the road in April, however, after recent heavy rains, the new seal has deteriorated. PELICAN Park Recreation Centre at Hastings will host the Peninsula MS 24-Hour Mega Swim on the weekend 2-3 July to help raise money for people living with multiple sclerosis. The teams’ relay event has swimmers in the water for the full 24 hours. Points are awarded for every $10 raised and a point for every 500 metres swum. Mornington Peninsula Shire mayor Cr Graham Pittock and Cerberus Ward’s Cr David Garnock are joining in the swim. People of all ages and abilities are welcome to take part, with teams creating rosters to suit each swimmer. This is the fifth year the MS Mega Swim event will be held at Pelican Park. More than $87,000 has been raised at events held at the centre since 2011. SOUTHERN Port Phillip Bay anglers are invited to hear the “Big Fisherman” Rex Hunt and fisheries experts discuss the removal of commercial net fishing and the health of key bay species. They will be speaking at a conference, 5.309pm, Friday 12 August, at the Altona Theatre. “We’re keen to share the latest findings from our work in the bay and outline the substantial progress made this year in removing 33 of 43 commercial netters – the flagship commitment in the State Government’s $46 million Target One Million plan,” Fisheries Victoria executive director Travis Dowling said. “Presentations from experts will cover kingfish and southern calamari research, which has been funded by fishing licence fees, along with habitat improvement efforts in the bay, such as shellfish reef restoration and recreational fishing reefs.” VRFish’s Dallas D’Silva will discuss the results of the latest Ernst and Young economic study on recreational fishing in Victoria. Radio 3AW’s David Kramer, who presents the Talking Fishing segment, will share his views on the removal of commercial net fishing “and the exciting times ahead for saltwater anglers in the bay”. A panel discussion will take questions from the audience allowing everyone an opportunity to have their say on all things fishing. Mr Dowling said the bay conference would build on the success of last year’s Talk Wild Trout conference at Mansfield, which attracted hundreds of freshwater anglers from across the state. “We’ll be repeating that conference in November and adding a third to the calendar focusing on Murray cod, at Shepparton, in December,” he said. Smarter to keep gallery and broaden its use In an economic climate where to “renew, re-use, re-cycle” would seem to be the most responsible and appropriate option, I am astounded to read that the site of the Mornington Peninsula Regional Gallery (pictured) has been considered “unsustainable” by a team of architects and that a new site is being investigated. I am also astonished at the monies involved and that the architects charged $80,000 for a feasibility study and they now are requesting a further $30,000. Apparently the same report has stated that the building is “iconic and remarkable”. Why not work with this building and improve and add to the current facilities in imaginative ways? The Civic Reserve, Mornington, is not unattractive, but could be improved with landscaping and plantings. Why not update the building, opening it up, and add an area for a larger restaurant or cafe which could open to the outdoors? Link up with a local winery to offer a “dining experience”; upgrade the parking area; create access to the gallery from the Mornington-Tyabb Rd; link up with Oak Hill Gallery; improve the signage to the gallery. Network with other regional galleries, such as Bendigo and Ballarat, to gain access to rotating exhibitions. Linkup with local organisations and businesses, such as Monash University Frankston campus, Rotary, U3A, Mornington Peninsula retirees and offer exhibition tours, with lunch and wine Use the gallery space for small musical recitals (in conjunction with the Peninsula Music Society) creating a art/music experience. Network with Melbourne tour companies with a gallery tour, lunch and wine, and then the tourists could visit the Mornington Wednesday street market. Lopsided history I was amused, nay amazed, at the results of John Cain’s navel contemplations (“Political outlooks”, Letters 21/6/16). It must be very difficult for him to walk with such a lop-sided navel. When I consider recent history, after the manner of John Cain, I am reminded of the chaos caused by the Whitlam government’s irrational activities, with government spending increasing by 40 per cent in one year, the massive debt left behind by the Hawke-Keating governments and the utter disasters of the Rudd-Gillard-Rudd governments. The wicked Howard government not only paid off the debts left behind by Hawke and Keating but generated surplus after surplus and put $70 billion into the Future Fund. Howard also provided the state governments with a secure

here. All it does is to allow CEOs to add it to the bottom line and vote themselves bigger bonuses. Add to this a total disrespect for the environment plus climate change denial that allows them to ruin farm land and dig up dirty coal anywhere it may lie. If it destroys the Great Barrier Reef, so be it. Then there is the forgetful Mr Feeney, an ALP MP who forgot to register his multi-million dollar properties. Being a multi-millionaire apparently is no hindrance to being a socialist . I always find it amusing that simple-minded ALP members claim Liberal Party is anti-worker. The job creation record of the Liberals is far superior to that of the ALP. The ALP, when in government, passed legislation that would have destroyed the livelihoods of 35,000 truck owners. The reason the car industry in Australia is shutting down, despite billions of dollars of subsidies, is because of the unrealistic working condition imposed on the car companies by the unions . The ALP had six years to fix tax avoidance by multi-national companies and did nothing. At least the Turnbull government is working on this issue. Barrie Hunt, Mt Eliza

Promises, promises John Cain has given us a succinct history of the LNP in office over the last few decades and nothing has changed (“Political outlooks”, Letters 21/6/16). We are told the current LNP “plan” will result in “jobs and growth”. The “plan” reminds me of the famous Soviet five-year plans of the 1950s and 1960s. They never achieved any of their aims and neither will the Coalition. It seems they are planning a resurgence of the old Ronald Reagan trickle down economics. Throw money at the big corporations including our honest and ethical banks and somehow these organisations will invest it and miraculously create more jobs. It didn’t work in the US and it won’t work

It’s a pity [Flinders MP] Greg Hunt’s “working together, getting results” campaign did not provide the funding to continue Penbus. This is the bus service that was federally funded to provide transport for disadvantaged students to travel between Rosebud to the Clayton campus of Monash University. Last year, midway through the university year, the Abbott/Turnbull government heartlessly did not renew the funding for this successful, well used service. Students were left to face a three-hour trip to Monash University at great expense. Many students would not make it in time for their lectures. The students heart breaking letters to Mr Hunt were ignored. How could they expect him, a private school graduate, to understand how hard it was for them to win a place in university? Mornington Peninsula Shire worked desperately with Mr Hunt’s office, but to no avail. To the shire’s credit it, and Monash, paid for the bus to continue until the end of this year to enable students to complete their studies. This year, Public Transport Victoria, the shire and Monash have shared the cost of a trial service (route 887).This service will enable Rosebud students to connect with the Monash University bus via the Frankston campus and go on to the Clayton campus during semesters. There is no federal funding for this year or the next. In fact, there is no funding from any source at this stage. Why is this not one of Greg Hunt’s local priorities? Rosebud is one of the state’s most disadvantaged areas in this state. Surely higher education for the disadvantaged is more important than a new hockey field or an athletics track? Representation for all Michael G Free appears to have a limited idea of how things work in a democracy (“Lesson in democracy”, Letters 14/6/16). The intent behind a single member electorate is to ensure that a government can be formed and supported by a clear majority of representatives. These days, that normally means either a one party or a coalition party government (the Liberal Party has never governed on its own federally). However, the single member elected representative is also supposed to make representation to parliament and government of the concerns of all of the electorate, not just the MP’s personal or party viewpoint. While it is true that the electors would expect an elected party representative to support that party’s manifesto that does not absolve the MP from pursuing the interests of their particular

electorate. As the Labor party was foundered by and is supported materially and financially by some trade unions, some of their members and other non-trade union party members one would expect the ALP to be pro trade union, as one expects the Liberal Party to be pro big business and the National Party pro primary industry. Mr Free should also understand that many trade union members, militant or otherwise, support a wide spectrum of political parties including the Liberal and National parties, therefore their views are as legitimate and deserving of parliamentary representation as are his own. Actions, not words While [Flinders MP] Greg Hunt claims and boasts about protecting our vulnerable wildlife in his brochures, what is he doing to protect the endangered bittern at Tootgarook swamp and the other endangered species? Is he going to use is [environment] minister’s national interest powers to protect them, or are those powers reserved to further demonise listed species, like he recently did to the listed grey-headed flying foxes at Batemans Bay? Questions not asked At its 14 June meeting Mornington Peninsula Shire Council the CEO Carl Cowrie redacted words from some written questions during public question time and did not read out many other questions about the 5.2 kilometre Somers concrete path user pays scheme. The scheme is before VCAT (Victorian Civil Administrative Tribunal) which has uncovered glaring misinformation about council financial assistance to a third party pushing the council’s flawed scheme. Views appreciated I like having friends, regardless of their opinions. Different opinions on a host of matters is human nature. We all like to have our say. The letters section of this newspaper is a great example of the different corners we are all coming from. I can agree or disagree, rarely with an emotional content. Bay beaches face diminishing returns Liz Bell liz@mpnews.com.au AN eroding coastline has experts and residents calling for urgent action to protect the Mornington Peninsula’s beaches and avert a costly drainage disaster. While coastal erosion has long been a problem on the peninsula and millions of dollars being spent on mitigation works including sea walls and groynes, recent storm damage has heightened concern that not enough is being done. Port Phillip Baykeeper Neil Blake has compelling data that suggests the increases in tide heights are substantially greater than predicted by a consultants' reports prepared for the Port of Melbourne Corporation before the 2008-2009 channel dredging work. He has created a simple method of recording and mapping beach profiles and water levels, and has evidence of significant erosion at Point Nepean over the past five years. While it is recognised that beaches constantly undergo seasonal sand variations, Mr Blake says the “prevailing” view that beach sand lost along the peninsula will eventually return has resulted in the real threat being ignored. He warns that mitigation works such as sea walls and groynes will be needed along the entire peninsula coastline, as street drainage struggles to keep up with increasing water inundation. “The state government has already acknowledged that sea levels will

rise by 800 millimetres by the end of the century, so councils and governments need to be acting now in terms of what we do with our coastline and how we develop it so not to exacerbate the problems.” Mr Blake, who is about to begin studies at Rye and McCrae, said councils had to do more to reduce flood risks for communities along the coast. “[The City of] Port Philip has spent thousands and has recently prepared a report on the flood risk likely to occur because of rising levels in the Elwood canal – councils have to be taking action now.”

Paul Millsom has been walking the McCrae beaches as a holiday maker, and now retiree, for 73 years, and says recent changes to the shoreline since dredging have been “mind-blowing”. “We had a storm in September with lots of strong northerlies that left a completely flat beach with water up to the grasses and now the waves that are hitting the shoreline are causing significant damage and there's no protection.” he said. “If a storm like that happened again, I don't know what we would be left with. The authorities have to stop ignoring it.” A report released by Western Port

Greenhouse Alliance in June 2008 warned of rising sea levels, coastal erosion and flooding as impacts of climate change. It noted that beaches likely to be most affected included West Rosebud, Dromana, Shore¬ham, Frankston, Balnarring and Safety Beach. Mr Millsom said he would like to see further investigation done into erosion in McCrae and along other parts of the peninsula. Environmentalist Jenny Warfe echoed Mr Millsom's concern for the coast. Ms Warfe, who headed environmental group Blue Wedges' challenge to channel deepening in 2008, said

Ken Spunner farewelled KENNETH Jack Spunner, the descendant of early settlers of Sorrento and a former Shire of Flinders councillor and shire president (mayor), was farewelled at St John’s Anglican Church, Sorrento last Thursday. Mr Spunner was born in 1927 and died on 18 June at age 88. His wife of 65 years, Gloria (nee Parkinson), died last April at age 86. John and Susan Spunner – Mr Spunner’s great-grandparents – arrived in Australia from Ireland in 1859 and moved to Rye in 1862 before buying land in Sorrento in 1870. Ken Spunner was a man of many talents, at various times working as a registered hairdresser (his parents Lal and Doll owned a barbershop and a hair salon in Sorrento), wool valuer, dairy farmer, wool grower, cattle and sheep grazier, market gardener, inventor, real estate agent, and land developer. He represented Bowen Riding (Whitecliffs to Boneo Rd) from 1968 for eight years including two terms as shire president, and was one of two Flinders Shire councillors on the Western Port Regional Planning Authority, which he chaired for a year. He was a Justice of the Peace for many years. Mr Spunner was a driving force behind construction of the second 18 at Rosebud Country Club and was made a life member in the 1970s. He is survived by daughters Suzanne, Kay and Gill and their partners, five grandchildren and two great grandchildren. Mike Hast

north winds and high seas, combined with changes brought on by dredging, was causing inevitable changes to the beaches. “A major point I made during our campaign against the channel dredging project was that it would increase water levels in the bay (and) even the Port of Melbourne Corporation and state government conceded there would be a small increase in tide heights,” she said. “The additional water in the bay since dredging also adds to the weight of water hitting the coast during storms. When an incoming tide and a storm event coincide you have a perfect conditions for coastal erosion.” Ms Warfe said it was recognised by scientific studies that increased sea levels from channel deepening, combined with global warming, produced unpredictable coastal changes. “We argued it would be irresponsible for government to add to the already known risks of global warming induced sea-level rise, exposing the coast to greater erosion risks and exposing taxpayers and ratepayers to ongoing costs of shoring up the coastline - Portsea being the most compelling example of post dredging confluence of impacts. “Now we have to live with the consequences.” Mornington Peninsula Shire’s communications and media manager Mark Kestigian said the council was not aware of recent erosion at McCrae. He said the shire's role was to manage risk with appropriate reporting, signs and fencing.

It appears that, in company with her younger sister, she was spending a holiday at Flinders and on Saturday morning last complained of a sore throat and not feeling well. She gradually got worse and on Monday morning a motor was procured and a start was made for home. On arriving at Bittern it was discovered that the child was dead.. The remains were then brought on to Frankston, and on Tuesday morning Dr Maxwell held a postmortem examination, and discovered that the cause of death was diphtheria. The remains were interred in the Frankston cemetery on Wednesday afternoon. by a night advance the battalion took up the point and dug in on the morning of that date. The enemy who were holding a ridge opposite were firing on our men, and Corpl. Schmidt was unfortunately hit by a bullet which passed through his body. He was very cheery and we thought he might pull through, but shortly afterwards he became unconscious, and death ensued very speedily. He was such a bright cheery fellow, and a general favorite and we all miss him very much. To you and to his friends we tender our sincerest sympathy for the sorrow which has befallen you. He died a true soldier’s death and was buried with an officer and another comrade near the place where he fell. In his pocket book or purse I found the sum of 7s 6d and as we have a regimental fund with an account in London. I send you a cheque for this amount, with the request that you will send me a receipt. We are all proud of the part our Australian forces have taken in this campaign, and while we are hoping that it will soon be over, we look for an ending which will be of the greatest help to the Empire for her strength. As part of a generation of Australian standup comedians, along with Rodney Rude and Kevin “Bloody” Wilson, Elliott portrays the larrikin image with plenty of fart gags and casual politically incorrect jokes with characters like the failed kamikaze pilot, a Pakistani Elvis impersonator, and an Italian ambassador named Guisseppe Lasagne. The 67 year old funny man is performing at The Grand in Mornington on July 7 and says audiences should get ready for an adults only night of standup comedy, crazy characters, music and stories. With four generations of fans, thirteen gold and platinum albums and countless awards to his credit, Elliott is still packing them out with a sense of humor that is timeless. “Nothing and nobody is sacred at my show and it’s certainly not politically correct,” says Elliott, whose comedy started back in the early 1970s when he was in the navy and made extra dollars in the bars of Singapore and Hong Kong doing standup routines. “I still write continually after all these years and have so much material with people like Pauline Hanson and Clive Palmer I just have to.” Starting his career in comedy was a natural progression for Elliott who got out of the navy at 23 and won Kevin Dennis New Faces which immediately gave him loads of publicity. “I had no money and needed new tyres for my car so decided to enter the show,” said Elliott, who joined the ranks of stars like John Farnham and Paul Hogan who also gained notoriety through the tv talent show. “I remember I did a gay skit which was very funny but I’m not sure would go down too well these days.” When Elliott first started out there wasn’t a lot of comedians and his first TV show was on Sky Channel. “It was played in all the pubs and really took

off in the early 80’s, starting out with ‘Hey you bloody mug’. Comedians weren’t very prolific and before long there came Kevin ‘Bloody Wilson’,” he said. With Col Elliott, you get Australian comedy at its best with a blend of the classics and new material. “It’s a varied show with character comedy like Slugger Milligan, the ultimate misogynist, and my roadie, Chooka Dennis, characters that have their own following. There’s a bit of standup, some music and heaps of storytelling. It’s typically Australian.” Elliott admits he’s gotten away with murder in this age of political correctness, and still does. “It’s a different game now from 40 years ago. There are some boundaries you don’t push but still take the mickey out of people,” he said. “I got a real buzz when I won a gold DVD and was presented with Carl Baron who said to me ‘you’re the reason I got into comedy. We used to listen to you all day when I was working and I decided that’s what I wanted to do.’ I thought that was a lovely thing for him to say,” said Elliott who has consistently and successfully maintained a comedy career for decades, and is looking forward to performing in Mornington next month. “I used to live in Rosebud many years ago and still have sisters in Langwarrin so I’ve spent a bit of time on the peninsula. But I’ve never performed at The Grand so it should be a lot of fun. Expect to be surprised and a night of laughter but don’t come if you’re thin-skinned,” says Elliott with a laugh. A brief history of my automotive failures By Stuart McCullough IT made no sense at all. To the untrained eye (as my eye most certainly was), it looked like an automatic. But within seconds of easing the rental car into traffic, it became apparent there were gears and that this car was resolutely stuck in first. It was, I feared, going to be a very long week. Until that moment, I’d often thought people who claimed they were struggling to get out of first gear were simply deploying a colourful turn of phrase and not speaking from experience. As the engine whined like a mechanical mosquito, I contemplated whether to return to the rental office or spend the entire week going twenty-five kilometers an hour. I’ve ever been good with cars. (Or horses, chainsaws or baking for that matter.) There are some people who really love cars. They can talk for hours about models, types of engines and fuel. That never happened in our house. I suspect subjects of that nature are seldom broached in any home where the major form of transportation is a mini van. Starting with an orange Kombi, we progressed to a Nissan E-20 before upgrading to a Tarago. My entire childhood was spent feeling as though I might well be on the way to the airport. Still stuck in first gear, both literally and metaphorically; I pulled, turned and depressed every knob, button or dial I could find. The windscreen wipers waved at oncoming traffic as I frantically tried to find anything resembling a gear stick. There was more bad news when the radio came to life and I discovered that all the pre-pro-

grammed stations were commercial. As the speakers referred to the ‘greatest hits of yesterday and today’ I felt decidedly queasy. My own first car was nothing to shout about. In fact, it was quite the opposite; something that should be concealed from others at all costs. A lime green Daihatsu Charade is nobody’s dream car. Or, if it is, it’s the kind of dream you have during an particularly poor night’s sleep in which you awaken at two o’clock in the morning, a veneer of sweat across your back. In retrospect, I panicked. For some reason, I thought it necessary to select a vehicle from the first car yard we went to, never considering that I could take more time and look at more cars if that’s what it took.

The Charade had five gears, all of which were necessary if you were to exceed sixty clicks an hour. It also had FM radio and a tape deck. From time to time, my car would pronounce judgment on whatever it was I was listening to and destroy the cassette, spewing reams of tape onto the floor. It also had a demister that, given the state of the windscreen, worked only in summer. Trips in the winter months required that I grab the steering wheel with one hand and a cloth with the other, to wipe the glass clear. It’s a miracle that I ever got anywhere in one piece. Having completed the most difficult u-turn of my adult life, I was now heading back to the rental office at top speed. Once there I would burst in and

claim the vehicle was defective or demand that they show how to change gears. Then, most probably by accident, I hit something and a large fluorescent number ‘two’ appeared. I had, it seemed, solved the mystery of how to change gears in an automatic. I was later to learn that this was something of a recent innovation that gave automatic drivers the sense that they were still changing gears. That’s progress. When I lived in Brisbane, I inherited a car from a work colleague. In fact, the vehicle was transported from interstate for my exclusive use and it was clear that the purple Lantra had had something of a hard life. The previous occupant had a passion for nicotine that meant the entire thing smelled like an ashtray on wheels. The stench was

so bad that, at one point, I wondered whether Government regulations might require me to paint the thing olive green to comply with plain packaging laws. Worse was come. Having ceased driving some time earlier, my parking skills were a little rusty, meaning that I managed to crash it into a concrete pole whilst parking. Having solved the great mystery of how to change gears, there was now the question of the lights. This being the midst of winter and there being only about half an hour of light a day, knowing how to turn the lights on and off was bound to come in handy. Using the scientifically proven technique of push, pull and turn, something resembling illumination softly emanated from the front of the car. I contemplated driving with a torch for safety reasons. Then there was the Astra. We were on holidays when it went to that big car-yard in the sky. My wife was adamant that the engine sounded on the verge of catastrophic collapse. I, in my inimitable style, dismissed these concerns right up until the moment that smoke started pouring out from underneath the bonnet. I later sold it to a wrecking yard for a handful of magic beans. After three days of driving the rental, someone pointed out that I only had the parking lights on. After more prodding, the entire dashboard and the road in front of me lit up. This made a lot more sense. Now with the lights on and the radio disabled, I can get about in comfort. Pythons move on up to second PENINSULA LEAGUE

By Toe Punt PINES moved to outright second on the Peninsula Division ladder with a strong performance against Mt Eliza at Wooralla Drive on Saturday. Despite the Redlegs opening up a 25-point break on the Pythons in the second quarter, the visitors were able to boot nine goals to four in the second hour to win 12.13 (85) to 10.9 (69). It was a great performance from the Pythons, who tweaked some things during the major break that ultimately turned the game around. James Freeman got hold of Pines in the opening half but coach Patty Swayne shifted ruckman Beau Hendry on to him in the second half. Hendry was able to nullify Freeman while Tom Bongetti went into the ruck and started to dominate in that area of the ground. Luke Potts also dominated and was clearly the best player on the ground, while Jack Fisher held Justin Van

Unen to just three goals. Fisher has conceded just 15 goals to key forwards this season. Swayne said it was a “very good” win. “We lost Luke Houldcroft early in the match with a shoulder and were down a rotation,” Swayne said. “We also lost Shane Waterstone for half the match too. He got a wayward boot in the face which punctured two holes above his top lip and below his bottom lip. He went off and got stitched up and then he went straight back onto the ground when he arrived back in the third quarter. He was sensational holding onto the likes of Rohan Heasley and Ben Landry. “Even when they were up by four goals, I felt we were still in the game. “We had to make a contest of it. They were hurting us on the outside and we need to get the ball in tight. From here, the likes of Paul Scanlon, Chris Guganovic and Potts went to work. “We just had to wear them down

and I think the second half scoreboard shows that we did exactly that. “Potts was sensational. He didn’t have a brilliant pre-season and he carried an injury in the first month or so of the season. He’s up and going now and is in really good form,” Swayne said. Chelsea’s competitive start to the season is clearly a thing of the past after they were smashed by Mornington, 21.11 (137) to 8.7 (55). The Dogs booted nine goals to one in the first quarter and led by 10 goals at half time. Jackson Calder dominated with six and Michael Williams finished with five. Warwick Miller was sublime. Langwarrin booted four unanswered goals in the last quarter to run over the top of Karingal by just three points. Nick Tuddenham played arguably his best game for the Kangas with three goals in a best on ground performance. Gerard Brown back into the team after injury was also a wel-

come addition. Sean Herdman and Kieran Albanese are critical forwards for the Kangas and neither played on the weekend, making the win even more impressive. Michael Burke and Tommy Wilkinson were the best of the Bulls, while teenager Brad Occipinti booted four majors. In the final game, Frankston YCW easily accounted for Seaford 14.9 (93) to 3.15 (33). Anthony Bruhn booted five while Tom Capp was outstanding in his sixth game. Brad Doyle and Dean Kemble were the best of the Tigers. Jake Lovett (two games), Josh Butland (two games), Luke Paynter (two games), Jason Cheverly (two games), Jake Di Pasqale (four games) and Daniel Hughes (three games) were just a sprinkling of the junior talent that ran around with the Stonecats on Saturday.

By Toe Punt SORRENTO got back on the winner’s list on Saturday, knocking over the in-form Frankston Bombers in epic fashion. The Sharks had lost their previous two games at home to Rye and Devon Meadows but with some returning players and a tweak in game style, the home side was able to take the Bombers down a peg. The Sharks had nine scoring shots to two in the opening term and never looked in danger, winning 15.11 (101) to 7.15 (57). With Scott Lockwood back in the team and joining Nick Corp in the forward 50 metre arc, the Sharks worked on moving the ball quickly into the attacking zone and isolate the Bombers’ defenders. It worked a treat, Corp booted five and Lockwood four while Ryan Potter completely shut down Bombers’ new recruit Luke James. Sorrento coach Nick Jewell said his side was ‘excellent’. “We worked on a few things and the

boys were on from the first bounce,” Jewell said. “You could sense the effort from our boys out on the field and Lockwood coming back into the team really straightened us up. “We wanted to move the ball a lot quicker than we have been and give Lockwood and Corp an opportunity to get some good footy. “The kids were sensational again also. “Jack Gipp, who is a champion boxer, played his first game for us after four best-ons in the Under 19s and he looked at home at senior level. “James Brigden was able to get the job done on Zac Longham too. James would have to be the best full back in the competition right now,” Jewell said. Despite the dominant performance, the game went within three minutes of being called off. Joel Boase, in his third senior game, and the best mate of Gipp, dislocated his ankle and broke his fibula. An ambulance was called and Boase was taken from the field after 27 minutes. The game would have been called

off had it taken another three minutes. Jewell said Boase had surgery on Sunday and will miss the rest of the season. It was a good return of form for the Sharks, who had been looking vulnerable. “Look, we are a very different side to the one that played last season. There’s nine new faces from the Preliminary Final team of last season,” Jewell said. “The past is the past and we want this new group to create their own dynasty,” he said. Somerville went down to Rosebud for the eighth consecutive time on Saturday and lost their place in the top five. The Eagles are in terrible form and when a side is losing, rumours tend to start. Eagles’ coach David Hirst was quick, as always, to get on the front foot and defend his club. “There’s plenty going around at the moment but the truth of the matter is that we are in poor form and our good players aren’t getting hold of the footy,” Hirst said. “We have 14 injuries, our depth isn’t
