Tough new laws yet to show in crime stats Liz Bell liz@mpnews.com.au CRIME in Frankston and Mornington Peninsula is on the rise, with sex crimes, burglary and drug-related offences all increasing in the past 12 months. Overall crime in Frankston has risen 12.5 per cent in the last financial year, while the peninsula’s reported crime is up 9.6 per cent. In Frankston, sex offences increased

by 70 per cent to 481, burglary and break and enter was up 24.6 per cent to 1180, and drug dealing and trafficking up almost 25 per cent to 242. Of the 79 local government areas in the state, 75 had an increase in crime over the past 12 months. Frankston’s neighbouring cities of Casey and Cardinia also had a bad year, with close to 20 per cent more crime than last year. Frankston MP Paul Edbrooke said the increase was why the government had

given police new powers and more resources to crackdown on violent crime, youth offending and family violence. “There are more operations and targeted efforts to catch criminals, with police making more arrests and charging more offenders,” he said. He said “operation cosmas” had made more than 180 arrests for violent crime since May, including ringleaders. Mr Edbrooke said 19 PCOs were now employed at Frankston to free up

police from the desk and get them back on the beat. In response to an alarming incidence of carjacking and home invasions tough new laws have been introduced this year. Carjacking carries a maximum penalty of 15 years, while aggravated carjacking a minimum of three years and maximum of 25 years. Home invasion carries a maximum penalty of 25 years and aggravated home invasion attracts a minimum

non-parole period of three years. The number of offences across the state was 535,826, up 13.4 per cent from last year, with robbery up 14.2 per cent, theft up 19.2 per cent and public nuisance offences up 30 per cent. The worst hit areas were Hindmarsh, which had a 50.5 per cent rise in crime, and Benalla, which had 40.7 per cent more crime. Shadow police minister Edward O'Donohue said more police were needed.

Plane plan adds cost to candidate’s campaign Keith Platt keith@mpnews.com.au MINIMISING controversy while running for the vacant Watson ward seat on Mornington Peninsula Shire Council has not come cheap for a least one candidate, and the shire. Just weeks before nominating as a candidate in this month’s elections, Lisa Dixon took the unusual step of withdrawing a request she and her partner Ken Ingersoll had made for a planning scheme amendment to allow them to keep aeroplanes on private property abutting Tyabb airfield. The shire says Ms Dixon and Mr Ingersoll had paid a $798 application fee for the amendment and that the processing the amendment had taken “approximately one week of officer’s time”. Planning services executive manager David Bergin declined to put a figure on the cost to council. “The shire has had six private requests out of the last 17 planning scheme amendments; this is the first one to be abandoned out of those six most recent private requests,” Mr Bergin said. Ms Dixon, a former president of Western Port Chamber of Commerce and Industry, is one of six candidates seeking the Watson ward seat left vacant since the May resignation of Lynn Bowden. The other candidates are Chris

McLennan, Ben Loois, Julie Edge, Elise Klein and Michael Sixtus. In a letter to strategic planning manager Allan Cowley withdrawing the request for a planning scheme amendment Ms Dixon said seeking to house planes in a garage on the couple’s Stuart Rd, Tyabb, property had been “been a massive journey, not to mention the financial and emotional toll it has placed on us” (“Bid for private hangar abandoned” The News 20/9/16). The shire had decided to exhibit the planning scheme amendment despite a 2014 ruling that any decision on use of the site must wait until completion of the Tyabb Airfield Precinct Plan which is expected to begin last month. Objectors said allowing the amendment would give the Peninsula Aero Club member Mr Ingersoll “backdoor approval for a hangar in spite of the still-valid 2004 reasons for it not being there” (“Anger over hangar plan” The News 19/7/16). Tyabb and District Ratepayers’ Group sees the use of private land to store aircraft as “an incremental expansion of the airfield”. Ms Dixon’s letter to Mr Cowley thanked him for the “inordinate amount of time and effort you have spent over the past five years in trying to deliver an outcome for the No. 2 shed at 62 Stuart Rd”. Ms Dixon has also asked council to not order demolition of the shed, saying that they would continue to abide by a Victorian and Civil Administra-

tive Tribunal (VCAT) ruling “of leaving it vacant”. “I wish to make it clear that should I be, or not be, successfully elected to council in the upcoming elections, I will be striving forward to seeing an eventual plan come into fruition for the betterment of the Tyabb community,” Ms Dixon stated in her letter to Mr Cowley. Ratepayers’ group members Peter and Val Davis said in July that there was still a VCAT order in force prohibiting use of the Low Density Residential Zone land in Stuart Rd for aircraft storage, which would lapse if the amendment application had been successful. In 2011 Mr Ingersoll was ordered by Frankston Magistrates’ Court to pay a $10,000 “bond” for building the shed without a permit in 2010 and for storing 11 aircraft on the site. VCAT also ordered Mr Ingersoll to stop using the shed as a hangar and remove any aircraft. Mr Cowley told the council in April that a VCAT order to remove the shed “was deferred pending broader consideration of issues relating to the Tyabb airfield and is no longer in force”. In her candidate’s statement on the Victorian Electoral Commission website, Ms Dixon says,that if elected she will “ensure there is open and transparent consultation processes for the Baxter township and Tyabb airport precinct plans”.

Health check and moves afoot for island koalas FRENCH Island’s koalas are about to get a helping hand from Parks Victoria and government land and environment officers. Over the next six weeks, vets and support staff will be catching koalas, assessing their health, and treating up to 400 females with a contraceptive implant to help stabilise the local population. Thirty healthy koalas will be moved from the island to Tallarook, 100km north of Melbourne, to test the area’s suitability for more translocations. “French Island’s koalas are currently in good health but, without intervention, their over-abundance will affect their welfare, ruin trees and destroy native habitat,” Department of Environment, Land, Water and Plan-

ning regional director Kelly Crosthwaite said. “One koala per hectare is the ideal ratio for healthy koalas, yet the island’s density is estimated at up to eight koalas a hectare, leading to severe over-browsing and loss of habitat. “Their over-abundance is due to several factors, including their chlamydia-free status and an absence of predators on the Island. “If the current population continues to grow, the koalas will eat themselves out of house and home. “Over the next six weeks, healthy female koalas will be caught and given a contraceptive implant which will prevent them from reproducing and released back at the site of their capture the same day.”

Candidates rail against poll play Liz Bell liz@mpnews.com.au A MORNINGTON Peninsula Shire election candidate has defended his right to place a full-page newspaper advertisement naming candidates who support his “down with rates” campaign. Briars ward candidate John Woodman said he was not breaching any Victorian Electoral Commission rules by placing the ad, which lists candidates who have indicated support for a reduction in rates and council debt. But the move has drawn strong criticism from several candidates, who claim the move is “electioneering” and “unethical”. Candidates were made aware of Mr Woodman’s plans after he distributed a pamphlet asking them to tick “yes” or “no” to rates and debt reduction, and informing them their answers and names would appear in a full page advertisement. Mr Woodman initially wanted to also name candidates who did not respond to his poll, as well as candidates who responded “no”, but backed down before going to print. Red Hill ward candidate David Gill slammed the tactic, saying the advertisement was an electoral ploy. “I don’t believe this is about good policy or an interest in the community, it’s about electioneering,” he said. “The real issue here is, does a candidate understand local council?” The Mornington Peninsula Ratepayers’ and Residents’ Association – which is backing several candidates - questioned the ethics of the advertisement. President Doris Campbell described Mr Woodman’s survey of candidates’ responses as a “push-pull’ tactic, with the inference being that if candidates don’t respond, they don’t support the sensible management of rates and debt”. “Some candidates are being advised to say yes, so what

is the value of the survey? It certainly does not meet the ethical standards of validity associated with proper social research,” she said. Cerberus ward candidate Blair Heading thought Mr Woodman risked breaching VEC rules if he had proceeded with his plan to include the names of councillors without their permission. Briars ward candidate Leigh Eustace said the “tick” option of the survey was “insufficient” and poorly presented, with the question of rates reduction needing a more thorough investigation. Seawinds ward candidate Jane Clarke told The News that she did not give permission for Mr Woodman to publish her views. “I believe his proposed actions are in breach of the Local Government Act (1989), section 55A(1),” she said. “I have also lodged a formal complaint with the VEC regarding this matter.” Mornington electoral officer Julie Allan said Mr Woodman was not breaching VEC rules as the advertisement included the authorising person’s name and address. “He is perfectly within his rights as long as it’s authorised,” she said. Despite the reaction to his promotional material, Mr Woodman, who heads Watsons Pty Ltd, the Morningtonbased project development firm, vowed to continue with the campaign. He said it was “the sensible thing” to try to reduce rates and debt, and that the “nuts and bolts” of his efficiency polices would be worked out once he was on council. “The voters of the Mornington Peninsula need to know before we vote for candidates in the forthcoming election next month if when elected these new councillors are going to continue with the good work of the most recent council and their efforts to reduce rates, charges, and debt,” Mr Woodman said.

Dolphins season over before start Stephen Taylor steve@mpnews.com.au THE door to Frankston Football Club’s long-term future may be ajar – but the club formed in 1887 will not be permitted to field a team next season. ALF Victoria said on Friday it had formally terminated the Dolphins’ playing licence for 2017, and had already told the club's administrators. However, AFL Victoria CEO Steven Reaper said that if the club’s ongoing viability could be proved over the next few months he was hopeful that a “solution that is both sustainable and viable can be considered going forward for a VFL presence, potentially from 2018”. This makes a meeting today (Monday 3 October) between creditors and the administrators –Paul Burness and Con Kokkinos, of Worrells Solvency and Forensic Accountants – so crucial. Mr Burness said the Dolphins four-man board had proposed an offer – or deed of company arrangement – for creditors to consider. He said its acceptance would allow the club to continue trading and that staff, coaches and players would be paid in full. However, ordinary unsecured creditors would receive only a partial return on their debts over four years. “The creditors will effectively have two real options: vote to accept the proposal put forward by the board, or they can vote to place the club into liquidation,” Mr Burness said. But he said “liquidation is unlikely to yield sufficient recoveries to allow the payment of any portion of the ordinary unsecured creditors’ claims”. Mr Burness said he believed the club could be

saved. “I have put together a financial analysis that seeks more fundraising and key sponsorships and I believe the club has good prospects,” he said. “The reality is that if the club loses its licence it will be hard to complete a successful restructure.” The Dolphins owe $1.5 million – mostly to the state government and Tabcorp over pokies’ licences – which the AFL said Friday was “far in excess of our previous understanding”. Dunkley MP Chris Crewther spoke with officials at AFL House, Docklands, Friday morning. “They [know] that Frankston is an important region for them and they do want a VFL presence here,” he said. He said the club had been told that its VFL licence had been breached and it can’t currently meet its conditions, but that it can “come back and show cause why [it] is not in breach”. “If the creditors keep the club afloat past next Monday and the club can prove their long-term financial viability and put better governance structures in place, AFL Victoria is willing to reconsider re-granting the VFL licence,” he said. Mr Crewther met with Frankston mayor Cr James Dooley, Cr Darrel Taylor, coach Pat Hill, former player and Frankston High School principal Ken Rowe, sponsor Michelle Graham and others at Frankston Park, Friday, to video a clubsaving message. They agreed it was crucial the AFL not make a decision on the club’s playing licence until after Monday’s meeting of creditors. “Culturally, the club is vitally important to the peninsula,” Cr Dooley said. “They are the pinnacle of football here with the next equivalent club being Port Melbourne. If they were to go, it would create a huge hole in the community here.”

Robbery arrest A BITTERN man has been arrested after allegedly breaking into a Bittern house and stealing items valued at $3000, 1.30pm, Friday 30 September. Mornington Peninsula CIU detectives said the owner of the house, in Frankston-Flinders Rd, returned home to find the house ransacked and the TV set missing. She saw a man standing in the front garden beside bags of goods and called Triple 000. Police later charged a man, 35, with burglary. He will appear at Frankston Magistrates’ Court at a date to be fixed.

Mower taken TWO men forced a lock on a Crib Point garage door while the owners were away and stole a $5000 Cox ride-on mower, Friday 30 September. A witness saw two vehicles drive up to the Disney St property and load the mower onto a trailer, 5pm. One car is described as white and other was a small fourwheel-drive.

Night patrol nets three men with illegal abalone catch THREE men have been charged after being caught at Number 16 Beach, Rye, with 169 abalone. Fisheries officers who stopped the men at 11pm on Thursday 23 September found the abalone in their four-wheel drive. “The men, aged 32, 36 and 40 from Malvern, Mt Waverley and Vermont South, were not deterred from fishing in what were cold, rough and windy conditions,” acting director of fisheries education and enforcement, Brooke Hall, said. The men will be charged on summons with taking a commercial quantity of abalone during the closed season; taking abalone from the protected intertidal zone; taking and possessing undersize abalone; taking abalone after sunset. Fisheries officers returned all 169 abalone to the water that same night but say their survival rate is uncertain. Mr Hall said recreational fishers could take abalone from Central Victorian waters, but that catch limits, equipment restrictions and a closed season applied to ensure the fishery remained sustainable.

Marathon girl’s moving target WHEN Mt Eliza student Zoe Craig decided to try to raise $500 for mental health programs by signing up for the Melbourne Half Marathon on October 26, she hadn’t planned on reaching her limit so quickly. Within a day of starting her fundraising just a few weeks ago, the 17-year-old student had exceeded her original goal and increased her target to $1000. That too was reached within days, and the amount has increased steadily to now sit at just over $1700. “My goal is now $2000 but, with a month to go, hopefully I will have to change that too,� she said. Zoe, who is in year 11 at the Peninsula School, decided to run the race to raise awareness of mental health after the experience of a close family friend. Having also seen some of her peers struggle with the difficulties of mental illness, Zoe will donate

the money she raises to Headspace, an organisation that runs programs and education for young people with mental health issues. “I think mental health, particularly in young people, is a big issue and really under-reported,� she said. Combining a gruelling training schedule that includes running 10 kilometres every weekend with her heavy school workload and basketball commitments hasn’t dampened Zoe’s enthusiasm for the task ahead. “I think doing the marathon for a cause makes it much more rewarding�. Organic aims lure couple back to the field Liz Bell liz@mpnews.com.au JUST over six years ago Peter Carlyon and his wife Robin had a vision to get back to the basics of farming and grow high-quality, chemical-free produce for the local market on the Mornington Peninsula. Just years earlier they had left their farm near Mansfield after becoming disillusioned with commercial farming practises and had given up the idea of ever getting back into the field. But a chance to do it biodynamically on the peninsula gave them the motivation to have another go, this time their way. In a food-obsessed market where the origin of the food on the plate is a topic of conversation, it’s no surprise that their small Fingal farm is today winning praise from consumers and industry leaders. The first-generation farm uses biodynamic, chemical-free growing practices that focus on soil health and soil life, not only helping to preserve the natural ecosystems but keeping the “real food� taste alive. “We love growing things and are very good at it, but the commercial farming industry just wasn’t for us and so we left farming back then because of it,� Robin Koster-Carlyon said. “We moved to the peninsula to be closer to Peter’s family, but we never let go of the idea and passion for farming.� By using these practises with integrated pest management, cover cropping and intensive planting, the Carlyons are able to grow large quantities of produce on less than three acres without chemicals. They then distribute the produce

THE southern peninsula linking with Queenscliff, and parts of the northern peninsula becoming part of Frankston are two left-field suggestions were made by retiring councillor Tim Rodgers. The former mayor has decided against seeking re-election at the 22 October elections after 11 years as Nepean ward councillor. Cr Rodgers said the Briars ward – which includes Mt Martha and Mt Eliza - would be a natural fit with southern parts of Frankston as it was “not really connected” with the other peninsula wards. “There’s a rural feel to the other wards that’s not apparent in Briars, whereas it is similar to Frankston.” It might sound far-fetched, but he said the shire had had a few discussions with Queenscliff officials about “connecting up” as the townships of Sorrento and Queenscliff had many similarities, including their historic buildings. “We have many other natural affinities, such as the dredging [of shipping channels in Port Phillip] and the Bellarine wetlands, and we are only a mile or so away; the Briars could join Frankston and we [Nepean ward] could join with Queenscliff,” Cr Rodgers told The News last week. A big issue is the allocation of the shire’s $200 million capital works budget. “The problem is that the Briars ward gets 43 per cent of the capital works

spending,” he said. “They say they are the fasted growing area, but they are not. “All the wards grow within one or two per cent of each other.” Cr Rodgers said governance – “or the lack of it” – at the shire was causing him concern. “We need more people managing governance at the council,” he said. “This area certainly needs improvement so that council meetings can be run fairly. “We must be given the correct advice. For example, on expenses, we used to get reports saying that if a councillor was going on a trip and the cost was [a certain amount] amount, he or she would be told whether it was within their budget or not. “They have taken that bit out now and it is open slather; it’s just hopeless.” Cr Rodgers, first elected in 2005 with the support of residents’ and conservation groups and chambers of commerce, believes he was seen as “a good local person who could talk to the people and understand what the community wants”. Of strong interest to him are climate change and the shire’s push towards carbon neutrality. Cr Rodgers was awarded a McArthur Fellowship by the Municipal Association of Victoria in 2007 which enabled him to travel through Europe assessing and taking note of local government strategies and actions aimed at adapting to climate change. He is proud of his role in setting up the Eco-House at The Briars his-

toric property – an old weatherboard he helped upgrade and adapt as an eco-friendly teaching tool, with solar power and a vegie patch. “It’s an example for people on how they could become ecologically friendly and is popular at open days,” Cr Rodgers says. He says he was a prime mover in the shire’s introduction of green waste bins and waste recycling and believes the Rye tip should be closed. “The leachate going into the ground water is appalling.” Cr Rodgers believes a minimum one third of the shire’s budget should be spent on public works. “We are spending around 20-25 per cent at the moment and that means we are not getting the jobs done. We need more street works and more should be spent on carbon neutrality. That could all be done if we spent one third of the budget on those works.” He lists public transport as another problem [especially on the southern peninsula] “because we are not getting the [passenger] numbers we need and we can’t seem to get the right model”. “The state government needs to commit to a one-year trial with a bus every half hour and let the cultural change to public transport take its course.” After 11 years and countless meetings come to an end Cr Rodgers has some advice for new councillors: “You are the ones making the decisions, so don’t get sucked in by the [shire] officers. “You make the decisions and they make only recommendations to you.”

Shire steps in to enforce signs ban

Accolades for a top ‘hobby’ JO Peterson’s “hobby” makes her a popular point of call for followers of fashion at this time of year. The Spring Racing Carnival and Royal Melbourne Show are the peaks of her times to shine. The Tootgarook student milliner had four hats on display at this year’s show and won Best Millinery Exhibit, coming first and second in the spring millinery category. Last year she was among the top 20 at the Oaks Day Millinery Awards, was runner up in the Peninsula Cup Millinery Award, won the Millinery Association of Australia student encouragement award for best hat on the catwalk, won the essential hat award for best felt hat and was a finalist in

the 2014 Mornington Cup Millinery Award. Peterson and another fashion design student had three headpieces in the Emerging Designer show as part of Melbourne Spring Fashion Week. “I was shocked,” Peterson says of her early successes. “Of course you hope you will win, but winning the first time you enter is an amazing feeling.” Peterson, who works in the chemotherapy department at Rosebud Hospital, is adding to her qualifications with a Certificate III in millinery at Kangan TAFE. She admits to being “obsessive” about her hobby which she finds engrossing.

After starting hat-making three years ago, Peterson said she came to the conclusion that she was “good at it” and quite capable of making a financial go of the trade. She charges up to $250 for a hat, with some taking up to 30 hours in a “long labour of love”. “I have regular clients who compete in fashions on the field at Flemington or for fundraising events and design hats to go with their outfits,” she said. A career highlight was being named in the top 20 of 80 milliners by royal milliner Stephen Jones during last year’s Spring Racing Carnival. “He was Princess Di’s milliner and that makes him special to me,” Peterson said. MORNINGTON Peninsula Shire acted quickly to remove electoral signs on Wednesday after being swamped by complaints about illegally-erected advertising. In an email to candidates last Monday, the council said that while it “recognises that electoral signage and advertising is a pivotal part of a candidate’s election strategy,” candidates must be aware of the shire’s sign policy. It warned candidates that illegal signs must be removed by Monday this week. But on Wednesday, the council rushed out a further email, stating that non-compliant signs will be removed “today” and all responsible candidates

will be notified by the shire’s infringement enforcement department of their legal obligations. The shire’s sign policy states that signs can only be displayed in the ward the candidate is standing, must not exceed five square metres, and cannot be on road reserves. During the week The News was told a sign advertising Briars ward candidate Rosie Clarke was removed from the corner of Cobb and Sunnyside roads in Mt Eliza, and a large billboard-sized sign by fellow ward candidate John Woodman was removed from Rotary Park, Mt Eliza. Council’s after-meeting party A LAST hurrah is being held Monday night for the six retiring Mornington Peninsula Shire councillors. At what will be the final meeting of the current council, it seems the six councillors not seeking re-election will also be given a letter under seal in appreciation of their services to the shire and its community. In the past, these letters have been handed out after the election of a new mayor and council. Monday night’s meeting will be at the shire offices in Besgrove, Rosebud, and the final one before the implementation of a ban on alcohol being served after council meetings.

Former councillor and now candidate for Briars ward Leigh Eustace said it appears that the retiring councillors “want to go out on a high”. “I assume that this [after-meeting] party will be serving alcohol and showing off our wonderful peninsula wines before the ban that they implemented comes into force,” he said. “This goes against the normal practice where retiring and those incumbent councillors who don’t get re-elected are invited back to council by the new council to say a few words and receive a letter under seal and signed by the new mayor. This situation is just so hypocritical.”

‘Father’ of archaeology dies EMERITUS Professor John Mulvaney, often described as the father of Australian archaeology, died in Canberra on 21 September at the age of 90. Mulvaney's father was a primary school teacher and the family moved from Yarram to Frankston, where John was born. Boost to hopes of saving pier SAVE the Dromana Pier campaigners are buoyed by Mornington Peninsula Shire’s support for their cause, even though any decision on its future ultimately rests with Parks Victoria. Councillors voted at Monday night’s Special Council meeting – the last before the shire goes into caretaker mode – to advocate for the redevelopment of the pier to ensure its long-term survival. The group’s secretary Ray Barnard-Brown said the shire’s backing was a much-needed “shot in the arm” for their campaign. “It gives us added legitimacy,” he said. It also reinforces community approval for the 1862 pier – extended in 1873 and rebuilt in the 1950s – which was reflected in a 7000-signature petition collected at a foreshore rally on Australia Day. A 2012 report by the Association for Building Community in Dromana had predicted the life span of the existing pier, even accounting for recent repairs, was only eight-10 years. A shire planning report recommends the advocacy stance

be directed at Parks Victoria and the Department of Environment, Land, Water and Planning. The Save the Dromana Pier group is talking up a mail survey by Nepean MP Martin Dixon’s office which received more than 1000 positive replies out of 4000 forms sent out canvassing community views on the pier. “That was pretty extraordinary,” electorate office manager Russell Joseph said. “We’ve had even more dribbling in - there’s more like 1100 now.” Mr Barnard-Brown said the community response was “remarkable”. His group also believes there is a strong case for extending the pier to its original length – about twice its present length – to enable bigger boats, and possibly ferries, to dock when road traffic reaches gridlock during holidays and peak hours over the next few years. They say the depth now is only about waist high at low water. “There’s an opportunity for fast ferries to come from Melbourne for the wineries and the new Arthurs Seat Eagle chairlift.” Stephen Taylor

This beach boy’s still making waves at 80 Keith Platt keith@mpnews.com.au TUTANEKAI “Tui" Wordley should be an inspiration to every surfer. Not because of the size of the waves he rides or the latest overseas trip he’s made, but because, at 80, he’s still out there, catching swells that bend towards the shore, steepen up and then crash down, peeling off to the right or left. He’s at home on Western Port’s reefs and points and the beach breaks at Gunnamatta or Phillip Island with visits to the west coast, from Torquay to Lorne, when the surf is on. A New Zealander by birth with a mixed Scottish, English and Maori pedigree, Wordley came to Australia by way of Papua New Guinea about “30 odd years ago”. He was working in the PNG highlands as a motor mechanic when he met his wife Julie. She came from Heidelberg and seven years later, when it was time for them to come and settle in Australia, his one stipulation was that “it has to be close to the beach”. “We came to Langwarrin and have been here ever since,” Wordley says over the phone while working in his shed (he is also a member of the Langwarrin Men’s Shed). A group of friends gave Wordley a new Phil Trigger-shaped surfboard for his 80th birthday. The board, a bit thicker and wider than what he might have been riding over the past several decades, was designed to help Wordley keep enjoying

his time in the surf. Four inches thick and 10 foot long by 24 inches (surfers still use imperial measures) wide the board is just what he needs. Wordley likes to knee paddle and the extra buoyancy means more stability and less effort when paddling for waves. “I’ve never been into short boards, always ridden longboards,” Wordley says. “But I’ve tried them all, kneeboards, goat boats [surf skis]. Not a sup [stand-up paddle board], but I will try.” A foundation member and the first life member of the Mornington Peninsula-based Maladiction Longboarders, Wordley made and operates a lighting system that signals information about heats to competitors in the water.

“I’m the chief time keeper and work the lights,” he says. “I got sick of the flag system so made the revolving lights.” Although he’s the oldest Maladiction member, Wordley says “those other guys are catching up”. A handyman and mechanic, Wordley has been asked to make similar light systems for other board rider clubs and is always on the lookout for wrecked traffic lights which can be pirated for their coloured lenses. “I’ve modernised the system so we now use LEDs, which are easier to use and cheaper; they also don’t use as much battery power.” The lure of surfing first hit Wordley when he was in his early 20s while living at Whangarei, north of Auck-

land in New Zealand. “We saw some guys come to our local beach with surfboards and we’d seen newsreels. The guys making [the early surf movie] Endless Summer came to Raglan to do some filming, which included trout fishing at Rotorua ,” Wordley says. Wordley was a member of the Tatahi Surfriders Club before heading off to PNG in 1969. It was a time he sees as “my best surfing days; I came fourth in the final heat of the first New Zealand national competition”. Tui Wordley and Julie have three sons, Scott, a lecturer in aerospace engineering at Monash University, Brett a site supervisor for housing company Edgerton Homes, and Aaron who, like his dad, was bitten by the surf bug and

shapes and glasses surfboards. “He glassed boards for [multi-world champion] Kelly Slater before this year’s Bells Easter contest,” Wordley, who knows a bit about board making himself, says. Although widely known as Tui, the longer version of his first name, Tutanekai, is a character from a Maori legend. Wordley’s says his mother “had Irish, English and Maori blood” while his father was “half English, half Maori”. Further back, his great, great grandfather was “a surgeon to Victoria’s household”. And Tui, still surfing at 80, is making his own mark in history, much like that of his legendary namesake, Tutanekai.

Too troublesome and expensive for rail trench Like most residents who live or have lived between Mordialloc and Frankston, I am aware that the railway line between these two suburbs is built on a sandbar that is higher than the ground level of the adjacent buildings. The area between Mordialloc and Frankston is both a drained former swamp with a high water table and is also part of an existing floodplain and is about one metre above the mean sea level. Very few adjacent buildings in this area have a view over the existing railway line. As the local councils, Kingston mayor Tamsin Bearsley, Frankston mayor James Dooley and the MP David Davies are well aware, this area is also at risk to flooding in the event of a king tide at high tide or if there is a rise in sea levels. The proposition that this stretch of railway can be lowered below sea level in a trench, which in effect is a large swimming pool without water, is not a feasible proposition, especially if one considers the huge amount of water that would need to be pumped out after a heavy rainfall, which would be additional to ongoing seepage. At Bentleigh there are two new large pumps continuously pumping out seepage and rainfall. The size and number of pumps required to keep an open trench from Mordialloc to Frankston dry would be considerable and in practice may not be viable. The other consideration is that the taxpayers of Victoria generally expect an elected government, irrespective of its political makeup, will endeavour to deliver any project at an affordable cost and that is value for money. Between Mordialloc and Frankston an elevated railway line will do that whereas an open trench will not. Philip Miller, Mornington

Refugee bias The recent refugee summit in New York saw the Prime Minister Malcolm Turnbull advocating Australia’s treatment of refugees as the ideal to follow. He delivered his speech in a swagger bursting with pride at such a successful outcome. While refugees sink into despair on [Nauru and Manus] islands and women and children are exploited, our prime minister uses their predicament to grandstand. How disappointing. For someone who showed the promise of a better approach to solving problems he falls short. His quote that “this is what 48 per cent of Australians want“ is not true. Using data from biased polls ignores the thousands of signatures collected by the joint advocates for the refugees. Bring Them Here collected these signatures in every state. They were gathered in suburbs and towns that never encounter the pollsters. What a shame to have our PM advising countries to treat those seeking refuge to follow such a cruel policy. Counting votes The community groups that formed the “six and out� council election campaign are pleased that Cs David Gibb, Anne Shaw and Andrew Dixon have decided to retire. That leaves only Crs Antonella Celi, Bev Colomb and David Garnock. These councillors voted to raise their own spending allowances which in Cr Garnock’s case includes mileage to get from Mt Eliza where he lives to Cerberus ward which includes Hastings, Bittern and Crib Point. Cr Celi declined to repay expenses, supported

a five-storey development in a residential area in Rosebud and, with the election looming, has now supported retention of the Rosebud Bowls Club on the foreshore. Previously she had vigorously supported the plan which proposed the club’s removal and construction of the pool on the foreshore until this plan was rejected by the council and the state Liberal environment minister. Also, these councillors formed a majority to pass a motion banning other councillors from raising community concerns over matters that are only “perceived� to be confidential and to prevent concerned councillors from raising matters of concern to the audit committee without their approval. Limited consultation [Nepean MP] Martin Dixon is correct in saying that Mornington Peninsula Shire has misled the state government about community support, or the lack thereof, for expanding the Rye boat ramp (“MP accuses councillors over backing for grant� The News 27/9/16). As the Rye expansion idea first appeared as a recommendation in the 2007 Sorrento Boating Precinct Plan, he is also correct in making this connection. Subsequently the 2013 Rye Boating Precinct Plan was commissioned. There are many contentious items in this plan, including two specific jet ski ramps, a fourth boat ramp, questioning of the popularity of the community built playground, and vegetating half the main swimming beach. We asked that acceptance of the plan be delayed, however Crs Hugh Fraser and Tim Rodgers approved and seconded it respectively, and it passed council. The coastal planner advised that “it was only a strategic plan� and there would be more opportunity for community input in the next stages. This was the draft 2015 Rye Foreshore Landscape Master Plan, the final of which is to be presented to council in 2017. As the grant of $588,000 for the boat ramp was applied for in 2015 and received in 2016, the council has obviously misled the community. I believe it is hypocritical of Cr Fraser to accuse Mr Dixon of “playing politics� when he says that the extra boat ramp is much needed infrastructure, knowing full well that this has never been statistically proven. Also hypocritical is the raising of two page of the 2016 Rye Movement and Place proposal, as an example of community consultation, when the only group consulted before its release was the councilsponsored Rye Beach Business Association. I hope that any newly-elected Nepean ward councillors will ensure that they and council of-

No foreshore pool I noticed Rex Griffin, aspiring councillor for Seawinds ward in the coming Mornington Peninsula Shire Council elections, waxing lyrical about pools on foreshores, particularly at Rosebud (“Poll issues range from community to frogs� The News 27/9/16). Mr Griffin is a councillor with the City of Whittlesea and therefore must know about the difficulty of procuring Crown Land for commercial purposes. The foreshore is Crown Land and any building, needs to be coast dependant, such as yacht and lifesaving clubs. Mr Griffin states that he has been a regular attendee of council meetings over the past five years. He must have been absent on the night that council voted, under instructions from the Minister for Environment, to remove the pool [Southern Peninsula Aquatic Centre – SPA] from the Rosebud strategy plan and, therefore, off the Rosebud Foreshore. The pool on the foreshore was not a popular site, irrespective of what the local chamber of commerce may say, and there are still many inland sites to choose from. I, for one will not be voting for Mr Griffin or

In 2013, against the advice of Rye community groups, the Nepean ward councillors, voted for a plan that was boat and jet ski centric. In 2007 and 2012, recommendations for the expansion of Rye launching facilities, including overflow parking and installation of special purpose jet ski ramps came out of workshops related to the Sorrento’s boating precinct. This was to lessen the parking problem in Sorrento. The recommendations were reflected in the 2013 Rye boating precinct plan. Funds would only be lost if the application objectives changed or if the information was found to be deceptive or incorrect. Reconfiguring the poorly designed launching area without enlarging the footprint would retain

efficiency objectives. Non rate paying, summer boat and jet ski users certainly have nothing to complain about. Along with the $588,000 and with support from Nepean ward councillors the shire allocated an extra $223,000 plus $425,000 capital funding to the boating and jet ski precinct. Rye Community Group Alliance tried unsuccessfully to get councillor support for funding to implement the foreshore plan. No one was listening, even though 75 per cent of respondents to a Rye community survey said that is what they wanted. Mr Dixon spot on again. It’s true no one has been listening to facts about the lack of logic about the impact of a fourth boat ramp; that it will cost $6 million to effectively minimise sedimentation in the channel; or that Rye, unlike other towns, has no coastal management/environment plan. Rye would be substantially better off if council representatives listened to what we in the community had to say about our town. Mechelle Cheers, Rye

Seawinds ward needs a pool catering for school swimming lessons and provision of hydrotherapy for the elderly. It need not be an extravagant project, a so-called community hub, or a tourist attraction. The hydrotherapy pool could be in a part of the complex leased to a physiotherapy group. The new council should immediately call for the formation of a community co-operative to run the learning pool which could be used by swimming schools and lap swimmers out of school hours/terms. The most precious asset of Seawinds is the beach and the bay trail along the foreshore. The beach and foreshore attract the campers whose patronage enables traders to withstand the quieter part of the year. The swimming and hydrotherapy pool tenders must be advertised before the end of this year. If he has observed council meetings for five years he must have nodded off a lot. The proposed foreshore site for the southern peninsula aquatic centre (SPA) delayed its construction for years. Hallowed ground It would appear [retiring councillor] Cr Anne Shaw is determined to locate a skatepark immediately adjacent to tennis courts at Mt Martha Tennis Club. This open space happens to be the most prime

piece of public open land in Mt Martha and should be retained as such and not concreted over. When you walk on this area it feels like hallowed ground and I wonder why it is not used for a dawn service on Anzac Day, having once been a parade ground. I strongly object to $800,000 of our money being spent so inappropriately so Mornington Peninsula Shire Council can “keep its promise to our youth�, when I recall there were a couple of other options available that were once under consideration for a skate park. Open space is lost forever and extreme caution should be used in any further plans for its use. Placards removed Two aspirants to the plum possie as Mt Eliza’s local councillor in nominal replacement for Cr Andrew Dixon, have already stumbled at the first hurdle. Fancy grown adults failing to read the fine print of the Victorian Electoral Commissions’ guidelines to new council candidates regarding size, authorisation and legal erection of boards (large colorful hard hitting insightful portaiture grabs of the said battlers). A prerequisite to become a councillor, is that you can read and follow instruction. The guidelines clearly state five metres and not nine metres; also printing and authorisation from an independent person clearly visible on the front of said placard; and lastly, have some common sense regarding where you erect your humungous in your face, one liner knock ‘em flat platform policy. Evidently one of the candidates whose favourite colour appears to be blue, hadn’t heard of the rate capping and protracted state government efforts to keep rates under responsible control and justifiable expenditure. The sequence might sound out of order, but it all adds up to security when applied to a new light developed by a Braeside company. Sengled The light has an inbuilt digital camera that transmits images straight to the Cloud and can be monitored by smart phone or computer. Even if the light is turned off, an infrared camera will record images in the dark. The Snap light also comes equipped with a speaker and microphone, which provides the opportunity to converse with someone knocking on the door, even if you aren't at home. David Clerk, CEO of General Innovation Australia, can quite rightly claim to have had a light bulb moment. Actually, there have been several light bulb moments that he and his team – including electrical engineer father, Fred, a former chairman of the Institute of Engineers – have come up with to extend the company’s product line. With LED lights becoming the norm (at one stage there were 5000 registered LED manufacturers in China) Clerk says his company needed “to think of something different in what was an eroding market”. Until now his company has been heavily involved in supplying and installing LEDs to business, including apartment blocks and department stores. Using the iPhone and its multiple

purposes as an inspiration, Clerk set about having a close look at the light bulb to see what else it could do besides illuminate. As a result, Snap is the flagship of a range of lights now being marketed by Machtig brand in partnership with Chinese manufacturer Sengled for commercial and private uses. Clerk, who lives at of Mt Eliza with his wife Sascha Schubiger (the company’s operations manager) and two daughters, was a brand manager for the Holden Racing Team while studying at both Monash University and Swinburne TAFE. A talented rower and former Hai-

leybury student, he had earlier won a scholarship to the Australian Institute of Sport and rowed in twos, fours and eights. His experience and attraction to motor racing has led to his company having an ambassador deal with Nissan-sponsored V8 supercar driver Rick Kelly. “Nissan is all about innovation and is a progressive car company,” Clerk says when explaining the “good fit” of the two companies. “Their latest logo is Innovation that Excites and they’re all about delivering new technology into the car world.” General Innovation Australia started

in 2007, following Clerk’s decade with the Philips lighting company in Australia and Hong Kong. Clerk says security is the cornerstone of Snap. It comes equipped with a high definition camera that is sensitive to movement. In the blink of an eye movement will turn on the light and the camera, instantly storing images in the Cloud. As previously mentioned, the camera will also record images even with the light off. The light comes with an app that enables the camera to be monitored from any device. The camera can be tuned so it is

pixel-activated in three separate areas covered by its wide-angle lens, eliminating false alarms from branches or straying animals. The remote access also means that users can at any time take a look at the entire area covered by the camera. The app will send an alert to any mobile device if movement is detected and, if it’s a trades or delivery person, a two-way conversation can be had through the inbuilt microphone and speaker. Priced at $299 Snap includes free cloud membership and the storing of images for 24 hours. The images can be downloaded and used as a record or for evidence in the case of theft or break-in. Clerk says extra time can be bought to keep images for weeks on end if a property owner is going away on holidays or leaving a building unattended for long periods. The camera has face recognition and up to four can be running at the one time. Also in General Innovation’s stable is a smart lamp (Pulse) that includes 13-watt JBL Bluetooth speakers which can play sounds from any device, including an analogue turntable and amplifier, although this requires an extra converter. The dimmable LEDs can be fitted in any room in the house or workplace and their range, or distance from the router or gateway can be extended to 30 metres with Boost, which is an LED with a Wi-Fi repeater. Clerk says the LEDs are rated to last 25,000 and are likely to outlast the speakers.

As part of the in-patient service, Occupational Therapists determine whether patients can live independently at home. They will perform home assessments, if required, before patients are discharged from our hospital. Our Occupational Therapists will address existing disabilities with assistive devices ensuring our patients can safely perform activities of daily living. They will assess cognition and provide training where necessary and will work closely with other therapies to increase the intensity of rehabilitation. to provide driving assessments as required by VicRoads. The ability to drive is a complex task requiring both physical and cognitive skills. Injury and medical conditions may impact on one’s ability to drive; and the decision as when to give up driving is a complex one. Our OT’s can assist you in working through this process. STONEFIELD HIT THE GRAND Australia’s favourite psych rock sisters Stonefield are hitting the road on a massive national headline tour that will stop in at The Grand Hotel, Mornington on 27 October. Coinciding with their massive tour, the band have released a new single, ‘Love’. In contrast to most of the record, where the writing process began with the vocal as the guiding light, ‘Love’ was written with quite a different approach, taking shape from a stripped back jam between lead guitarist Hannah, Sarah (keys) and Holly (bass). The sisters were rocking out in their lounge room in country Victoria, and brought to life an intricate and intoxicating musical bed, to which vocalist Amy then added a jangly, day dream inducing top line. The instrumental focus is evident in the finished track, and shows yet more diversity from an already dynamic young band. The follow-up to 2013’s self-titled debut, As Above, So Below, reaffirms the position of the four-piece in the upper echelons of Australian psych-rock royalty. The record is a musical coming-of-age of sorts, the sprawling soundscapes and lyrical depth of As Above, So Below showcases the group’s progressing musical maturity. The 10-track juggernaut delicately and boldly displays the Findlays’ signature penchants for kaleidoscopic guitar riffs, swirling melodies and hallucinogenic vocals. The sale will commence at halfpast 12 o’clock. *** THE monthly meeting of the Somerville Fruitgrower’s Association will be held on Monday evening next, in the Mechanics’ Institute, when the report of the recent conference and other business will be dealt with. *** A DANCE will be held in the Frankston Mechanics’ Hall this (Saturday) evening, in connection with the Peninsula Queens’ Carnival. Good music will be provided, and dainty refreshments will be handed round. *** A CONTINGENT of returned sick and wounded soldiers will be entertained at Somerville on Saturday, 14th inst, by the local members of the Red Cross

Society. The Langwarrin Brass Band will be present and play selections during the afternoon. All friends are requested to assist with refreshments, etc. *** THE “Wattle Club” dance, given in aid of the Frankston branch of Red Cross, was held on Saturday evening last and was a great success. The hall was crowded and things went with a good swing from start to finish. A very satisfactory sum was raised for the society. The hot water kettle, presented by Mrs Hay was won by Miss Gregory. *** THE Frankston “ Wattles” Club will hold a Plain and Fancy Dress Ball on Wednesday evening, the 18th October, in order to augment the funds of tile local Roll of Honor. This club has gained the name for their functions being most enjoyable, and it goes without saying that the forthcoming ball will be in no way behind any of its predecessors and those who attend are assured of a most pleasant evening’s amusement. *** A MEETING of the contributors to the Presentation Fund to Frankston volunteers to arrange a sixth and final presentation. was held at the Mechanics’ Institute on Wednesday Oct 4th. Mr C. P, Watson was voted to the chair. The weather was very inclement and the attendance small. It was resolved on the

motion of Dr Plowman and Mr Dalman that the meeting adjourn to a date to be fixed, that date to be subsequent to the taking of the referendum vote. *** ON Tuesday the enrolment of men called up-all single men and child-less widowers 21 years of age and under 35 was proceeded with throughout Victoria, and although the response of the first groups dealt with was satisfactory, the number of men actually obtained for training was not high. As anticipated, the proportion of “rejects” was heavy, and the number of claims for exemption was also large. The following are the details of the enrolment at Frankston:— Number examined, 176 ; Fit, 89 ; Unfit, 72; Doubtful, 15; Applications for Exemption, 47. The total enrolment for three days are 15,755, of which only 40 per cent have been passed as fit. *** AT a large meeting of the ladies of St. Paul’s Church, it was decided to hold an “Australia Tea” in the Church Grounds on Wednesday, October the 11th, 1916, commencing at 3pm, and remaining open during the afternoon and evening. The vicar explained to the meeting that the vestry needed about £30 for the current account and that a sum of £300 was still owing on the Vicarage. POB hard to slow down By IT Gully REIGNING MPCA Provincial premiers Peninsula Old Boys will be hard to stop again as we gear up for the opening one-dayer round of the season on October 8. Despite clubs circling the Old Boys’ list in the off-season, they have managed to keep the team together, including the talented Will Crowder, who is keen on batting higher this season. Matty Heiden again takes charge while the likes of Dylan O’Malley and Wade Pelzer, both run machines last season, will be features again. Last year’s runner up, Crib Point, have lost Rob Hearn, but gained some handy types in Spencer Wilton from Frankston, Tyler Wilson from Balnarring and Jacob Burridge from Adelaide. After finishing the home and away season a game clear on top last season, the Pies will be looking to go one better. Somerville finished third last season and will be strengthened by the return of Andrew West and Aaron Kaddatz, while Jarrod and Cameron Bailey

arrive from Moorooduc. Baxter has gone hard in the offseason in the hope of improving on its semi-final appearance last season. Justin Bridgeman (Long Island) arrives and Jedd Sutton returns – they’ve lost no-one. Sorrento has lost AJ King to Tootgarook and Anthony Blackwell has retired. Nick Jewell is non-playing coach. He might be needed at some stage. Langwarrin finished a game outside the four. David Ross has returned and Matt Campbell arrives from Mordialloc. Long Island has lost Bridgeman and Scott Phillips to Narre Warren but have picked up Stuart Swift from Carrum Downs, Cal Savio from Ballam Park and Lachy Scott from Dandenong. At Moorooduc, Carey Sawosz from Hastings is a good inclusion while Shanith Kannangara is also back. Nathan Hangan from Darwin comes with big wraps. There’s been quite a few leave the Ducs though, including Leigh Lambert and Sushant Gupta. Mornington will be bolstered with the off-field assistance from Darren

Berry. Adrian and Josh Dale return and Lambert from Moorooduc has made the switch. The Dogs were poor last season and are sure to respond. Victorian Country quick Shaun Knott is a big in at Mt Eliza. New kids on the block Pearcedale go into the season with pretty much their District Premiership side, minus Shane Maggs. In District ranks, reigning Sub District champions Rosebud have appointed the talented Billy Quigley as captain, while Brad Glenn has retired. The Buds take on Mt Martha in the opening round who will be looking at big years from Aidan Pateman and Rhys Whittling, while Red Hill’s Riley Shaw is a good inclusion. Red Hill wobbled into last year’s finals and ex Zimbabwe U19 Carl Robinson should add something to the mix. Robinson is a tall leggie and middle order bat. The Hillmen take-on Boneo in the opening round,

Bart Hudgson heads to the Stonecats from Pines while they have retained the large majority of their list. Hastings has picked up Rob Hearn as coach but have lost Sawosz and Timmy Birch. At Dromana Kieran Voekl is back from Frankston as coach and Jack Fowler is skipper. Andrew Siverella also comes with wraps. Darren Kerr has retired while Kaddatz and West

have returned to Somerville. At Ballam Park, Stuart Plunkett is skipper, a relegated Carrum has lost Lachy Dobson and Foster and Carrum Downs has lost Stuart Swift to Long Island. Gearing up for cricket By IT Gully WHILE the focus has been squarely on footy for the past six months, the whites have been dusted off and some serious indoor sessions have been going on in preparation for the 2016-17 Mornington Peninsula Cricket Association season. The big news during the offseason has been in regard to the proposed four division competition for season 2017-18. The MPCA received responses from all 35 playing member clubs and the Umpires Association and the result of the responses was an overwhelming result in favor of the proposal. There were 31 members in favor (86%) and five members against (14%) the proposed four-division competition for the 2017-18. It is expected that there will be three competitions of eight teams and one of 10. Female Cricket In other off-season news, the MPCA announced the inaugural Girls Cricket competition for this season. There are 17 clubs who have committed to entering a team for the season – clubs are also encouraged to join at any stage during the season. Here’s what the competition

looks like. When: Tuesdays from 5-7pm Who: Eight players per side When: Home & Away fixture will be announced soon Ages: 10-13 years and 14-18 years OR a two tier ability-based system OR a two tier abilitybased system in both age groupsdepending on numbers. Start date: October 25. The MPCA is not charging a registration fee for a girls’ team in the first year. RPP Cricket Show MPCA legend Neil Williams will saddle up for his 15th season as host of the RPP (98.7FM) Cricket Show this season. The crew have done a couple of warm up shows but will be live from Coles Hastings on October 8 for the first official show of the season. The 2016-17 line-up will feature some familiar faces, including the evergreen superstar Jason Nagel, Main Ridge’s Jason Albress and Crib Point’s Ricky Thompson. This week, a special launch show will be held on Friday, October 7 from 6-8pm. It will return to 9-10am on Saturday mornings on your community radio station from October 15!
