Call for catch and release By Mike Hast ALMOST 2000 anglers weighed-in more than 1800 fish in the Tea Tree snapper fishing competition on the weekend but fishos with an eye for sustainability are calling for rule changes. Anglers packed launching ramp car parks on Western Port and Port Phillip for the annual event that started in the early hours of Friday and ended on Saturday. Weigh-ins were held at Patterson River and Mornington Racecourse, where prizewinners were announced. Among the competitors were 218 juniors. Almost 760 snapper came from Western Port.

The Victorian Snapper Report Facebook page was brimming with reports and comments about anglers “upgrading� their catch – throwing dead fish back into the water after catching a bigger snapper. The problem was most prevalent in northern Port Phillip. Some posts were highly critical of anglers, calling those who had thrown away fish “greedy�. Others asked anglers who had seen people “upgrading� if they had recorded boat rego numbers. Another said anglers who had not caught fish should go to Fawkner Beacon and collect a snapper from the many floating in the water.

The problem is connected to Victorian bag limits of three fish over 40 centimetres and seven smaller fish for a total of 10. In the mid-2000s, about 6000 fish were caught at one event, angering fishing authorities and environmentalists. Snapper Point Angling Club thought it had solved the problem of overfishing when it started giving random capture prizes such as boats with motors and trailers rather than to those with the biggest fish. One angling professional, who did not want to be named, said the club could solve the problem easily. Continued Page 15

Deathrow mums forge kitty co-op By Chris Brennan A PENINSULA cat rescue organisation has an encountered an “extraordinary” partnership between two young mother cats who are sharing parenting duties for their new-born kittens. “I’ve never seen anything like it before,” Peninsula Cat Rescue president Joy Herring said of the highly unusual interaction between the two felines. “Mother cats can kill each other fighting to protect their babies and we normally have to be very careful to keep them totally separate. “But these two seem to share a special bond and have taken to sharing the parenting duties together. One of them does the cleaning and the other does the feeding.” The two mother cats were among 14 adult felines rescued from a country property about four weeks ago. One of them gave birth en route to Peninsula Cat Rescue carers, but only one of her kittens survived. The second cat gave birth about an hour later, with two kittens surviving, but the stress from her ordeal meant she was unable to produce enough milk to feed them and she appeared to reject them. Carers placed the seemingly rejected kittens with with the first mother, who was producing ample milk, and she accepted them as her own. But the second mother appeared to be pining for her “lost” babies and began “crying” in anguish. “So with great trepidation and close supervision, we opened the door to where the other mother cat was caring for the babies to see what would happen,” Ms Herring explained.

“She immediately went over to the kittens and started licking them, and then the mothers touched noses then started licking each other, and then the babies together. “It was very strange and totally unexpected. No one I’ve spoken to has ever heard of anything like this happening. “Now they’re like a family together

and share the parenting duties. They are both very young, probably only about 9 months old themselves, and they were on death row together so that might explain their unusual bond. It’s as though they understood what was going on.” The three kittens are now about four weeks old and “thriving” under their merged family arrangement.

Art show for life experiences PAINTINGS, carvings and ceramics by indigenous artists are being exhibited and sold to raise money for Aboriginal students and elders to participate in Woodleigh School’s exchange program. The program enables Aboriginal students and Woodleigh students to experience a different way of life but it is under threat because of funding cuts by the Northern Territory government. The program has for the past five years provided two-way learning for Aboriginal students from Ampilatwatja, in the central eastern deserts of the NT, and Miwatj communities of northeast Arnhem Land. The exhibition will be at the Langwarrin South school 15-17 November. Money raised from the exhibition goes toward travel and accommodation expenses of Aboriginal students coming to the Mornington Peninsula. The exhibition includes more than 50 works from the Miwatj and Ampilatwatja communities provided by 20 arts centres of the Western, Central, Eastern deserts, Utopia, the APY lands, Canning Stock Route, the Kimberley, Queensland and Arnhem Land. Shire probes helicopter flights By Mike Hast TWO helicopter flights to Red Hill Estate winery on Saturday 26 October are being investigated by Mornington Peninsula Shire. Shire spokesman Todd Trimble said the winery in Red Hill South did not have a permit for flights. The flights were reported to the shire by residents living across the valley from the winery. One resident, who did not want to be named, told The News the helicopter circled the valley before landing and after takeoff. “It scares the heck out of you,” they said. The flights have revived concerns about private helicopter flights to tourism destinations and private properties on the peninsula. The shire has been wrestling with the issue for more than 10 years following a number of highprofile cases and at least two visits to the Victorian Civil and Administrative Tribunal. In 2003, trucking magnate Lindsay Fox had a win when the VCAT overturned a shire decision banning a helicopter from landing at his Portsea property. At the time, Mr Fox said people who objected were motivated more by envy than legitimate concerns about disruption or noise. That same year, Visy Industries then-chief executive Harry Debney was refused a permit to land a helicopter at his Red Hill farm, which neighbours said he had been doing for some time. In 2008 the shire took air transportation company Inchalla Nominees Pty Ltd to the VCAT over flights to Martha Cove development at Safety Beach in early 2006 and won. The Fox and Inchalla cases are cited in a “practice note” issued by the state government’s Department of Planning in December 2012 that explains how helicopter activity is regulated by the planning system. In 2003, then-mayor David Renouf and councillors asked shire officers to look for suitable

landing sites on the peninsula. “It’s going to be a very hard job because I can just about guarantee that anyone living within a couple of kilometres of those proposed sites will object. However, strategically I think we need to do that.” In November 2004, five helipads sites were suggested: Truemans Rd Reserve, West Rosebud; Long Point Reserve, Boneo; White Hill Reserve, Dromana; Hastings foreshore; and Mt Eliza Regional Park. The sites were met by stiff opposition, leading in August 2005 to council effectively abandoning its search for helipads by passing the problem to the state government. The issue went quiet for a while but reared its head in late 2011 when the council dealt with a review of helicopter use by the Department of Planning and Community Development. Some of its recommendations did not suit the shire. Shire director Alex Atkins said they appeared “geared to deregulating the low frequency use of helicopters”. He said no case had been made to strategically justify the deregulation. Mr Atkins said there was a need for a better network of helicopter landing sites throughout the state and this should be dealt with by the Department of Transport. The proposals advocated by Mr Atkins were endorsed by councillors at a meeting in September 2011. Under its current policy, council has no objection to the use of helicopters by emergency services, including police and ambulance, but requires a planning permit for other takeoffs and landings, except at Tyabb airfield. Bullied Hannah goes from victim to survivor By Cameron McCullough SLEEP is a wonderful thing. It provides time to relax and recharge and escape the everyday grind. But with morning comes reality, and for Hannah Swinnerton, that reality has been one of sheer terror. Getting up each day was difficult because she knew what awaited her at school: heartless, relentless and terrifying bullying. Hannah can’t recall exactly when it started; in her mind it was a constant. For her entire school life, Hannah was bullied. From prep to year 12, Hannah would head off to a certainty no child should ever have to face. Everything suffered. Her grades, as she was often absent from school. Her mental state, as she struggled with low selfesteem and weight issues. The more she struggled, the more introverted she became. And the more she detached herself from other kids, the more she was bullied. “I just used to stay by my locker all the time. I had no friends to hang around with so that is what I did,” Hannah said. “That just made things worse, as kids started teasing me for hanging around my locker. “I’d have things thrown at me, sticky tape around my lock, people shaking my locker so everything fell out when I opened it, glue in my locker, and countless other things just to make me feel terrible.” Students bullied her to her face, but also by other means. “There was really no escape. It wasn’t just during school hours, but also through Facebook, MSN, text messages and prank calls.” In 2012, while Hannah was in year 12, things got more serious. There was talk of suicide which led to

the police performing a welfare check. It came to a head later that year when she stood up in assembly at Western Port Secondary College and read a speech to the teachers and pupils explaining her experiences and how they had affected her. “The thoughts that go through my head are that I’m useless and I don’t belong,” Hannah told the entire school. “The feelings I have are horrible, sad, angry, lonely and alone.” At the end of the speech, teachers were crying, and some students approached her to apologize for their actions. Things began to turn around for Hannah around that time too. For one, she went to the doctors and was diagnosed with depression. Something she is now able to manage. More than anything though came a mental change from within on how she dealt with her circumstances. “I decided I was no longer going to be a bullying victim. I was now going to become a bullying survivor.” After contacting a counselling service, Hannah was referred to anti-bullying foundation Angel’s Goal. Established in Tasmania by bullying victim Chloe Cunningham, the foundation’s Facebook site contains photos of young kids who did not make it through the relentless bullying providing a harsh and heartbreaking reminder of just how devastating the effects of bullying can be. Chloe contacted Hannah after reading her story and there began a road to rebuilding for the young Hastings girl who had suffered so much. “I have become really involved in Angel’s Goal,” Hannah said. “It has been great for me.”

Hannah has become involved in fundraising for the group in Victoria and even travelled to Tasmania to meet Chloe face to face. One of the biggest steps Hannah took was to write down her story. “I wanted to release it all. I wrote it all down and shared it with my family, friends and on Facebook. It was a great relief for me and I felt like a burden had been lifted.” Day to day, Hannah is back in charge of her own destiny. “I think that many of those kids that bullied me, once they grow up will realize how unfair it was. My goal now is to use my experiences to make a positive influence on other kids’ lives.” Hannah has also joined a gym in Somerville where she trains. “I want to get fitter but I also find it to be a great stress relief,” she explained She’s also studying for a diploma of counselling and hopes to one day become a counsellor. The 19 year old is not planning to pack up and move away. “I really like Hastings. I still see some of the kids that bullied me, but I don’t mind.” These days, Hannah spends her time absorbed with her hobbies, which include swimming, boxing, cooking and shopping. There are also the pets to look after. “I have two dogs, one cat, birds and fish. They make me very happy!” Hannah now has her sights set on a bright future. She speaks glowingly of her family who have always stood by her, and of the wonderful, fulfilling future she now see ahead of her. “After all,” said Hannah “I am a survivor.”

Hundreds nabbed in Frankston blitz MORE than 800 offences were detected and 190 people arrested during a major police crackdown in and around Frankston’s transport hub. Police maintained a highly visible presence during the two-month operation, which concluded on 31 October and involved members of Frankston and Carrum Downs uniform police, the crime investigation unit, highway patrol, crime prevention office, mounted branch and transit units. In total, 335 people were processed for 814 offences, while a further 1678 outstanding warrants were executed for fines worth $635,695. Police also issued 366 penalty notices for traffic offences during Operation Majestic, which focused on Frankston railway station and the central activity district. Police said 35 people were charged with being drunk in public and six for graffiti offences. Other offences detected included theft, assault, weapons possession and drug offences. Frankston Acting Sergeant Brendan Leihy said that while the operation had now concluded, police would maintain a strong presence in the area in an effort to enhance public safety. “We are focused on continuing to ensure the transport hub and surrounding area is a safe environment for the community,” he said. “I encourage people to enjoy what Frankston has to offer, including a fantastic shopping precinct. “If you come into Frankston to break the law or disrupt other members of the community, you can expect to come under police attention.” He said police had received a positive response from a broad section of the community, particularly commuters and local business owners. “The feedback we have received has been great. It is clear that locals are pleased with the level of police activity during the operation and that they have seen an improvement in overall behaviour in the area.”

Survival program: John Bloggs joined a rehabilitation program as part of his recovery from the effects of cancer treatment.

Life-changing program for cancer patients JOHN Bloggs’ life was turned upside down when he was diagnosed with bladder cancer. He was left feeling “lost” and unsure of the future after the cancer was removed and he was in remission. On the advice of a dietician, Mr Bloggs joined five other participants in a seven-week cancer rehabilitation program run by Peninsula Health. The program aims to improve quality of life, in particular the physical function, fatigue, stress or anxiety and diet of cancer survivors. It includes exercise, education settings and self-management strategies. “After I had received my treatment I felt cut off. It was more of a mental feeling than a physi-

cal one,” Mr Bloggs said. “I knew I could exercise but I needed the strength of mind to help me push through it. The rehab program helped me to do this. It gave us the chance to become experts in our own disease. No tolerance for ‘mobile’ driving By Chris Brennan PENINSULA drivers are being warned of an impending police crackdown on the illegal use of mobile phones. The blitz will coincide with tough new penalties introduced this month. From 25 November, drivers caught using a mobile phone handset will be fined $433 and lose 4 demerit points, up from current penalties of $289 and 3 points. P-platers caught will face a total ban on mobile phone use, including hands-free. Under sweeping changes to mobile phone rules introduced by the state government, the ban on mobile phone use is being extended from P1 drivers on red P-plates to P2 drivers on green Pplates, which includes years two, three and four of holding a probationary licence. Acting Sergeant Adrian Shelbourne of Rosebud highway patrol said police would be out in force across the peninsula over summer enforcing the new rules. “We’ll be taking a zero tolerance approach to drivers using their phones behind the wheel,” he said. “It’s such a dangerous distraction for drivers to not have their entire focus on the road, especially when they are on unfamiliar roads like many holidaymakers on the peninsula tend to be. “It is potentially even more dangerous than being behind the wheel under the influence of alcohol because a mobile device can take a driver’s entire attention away from the road, and even it that’s only for a couple of seconds, the results can be deadly.” He said the influx of holidaymakers over the summer made peninsula roads especially dangerous. Drivers using hand-held GPS and other mapping devices while behind the wheel was also

banned, he said. Road Minister Terry Mulder said the new regulations were some of the most significant changes to the state’s road rules in years and reflected the “growing problem of distraction, which has the potential to result in deaths and injuries on our roads”. “We want to see using mobiles while driving become as unacceptable as drink-driving now is,” he said. “We want parents to talk to young drivers about not starting the habit, and we want people who do it now to stop. “We have all sat at the lights and seen people with their heads down, playing with their phones. We have to decide as a community that this is not on, and make it as stupid as drink-driving.” He said a majority of young and middle-aged drivers had admitted using a mobile phone at some stage while driving, with 88 per cent of young drivers reporting using mobile phones to read text messages and 77 per cent to send texts. “The message clearly isn’t getting through, which is why we are making the fines and penalties even tougher. Any driver caught using a mobile phone illegally risks losing one-third of the 12 demerit points for a single, stupid act. P-platers will risk hitting their five demerit point limit. “We know these acts can, and have, caused deaths and injury on our roads.” Assistant Commissioner for road policing Robert Hill welcomed the tougher approach, saying mobiles were the biggest cause of driver distraction on the state’s roads. He said police would ramp up their enforcement efforts leading into the Christmas and New Year period. “Taking that call, sending that text, it’s just not worth it. It just is not worth losing your life, or someone else's.”

LITERACY Village Book Boxes were launched at the Kids’ Day in the Park celebration at Hastings. They are the result of suggestions from Literacy Village members and will be placed across the Mornington Peninsula. The project is run in conjunction with Mornington Peninsula Shire Libraries and aims to boost the importance of speaking, listening and reading skills and initiatives to promote them. Book boxes will be stocked with tomes donated by libraries, organisations and community members, making the resources available to families across the shire. The shire’s libraries manager Geoff Carson, said: “It is difficult for young families to easily access libraries, even with the daily mobile library bus covering various sites across the peninsula. “Providing books free of charge at sites that families regularly attend will increase the likelihood of young children having access to books, developing their literacy skills and being wellprepared when they start school.� While initial focus is on children under six, the project is also partnering with youth services and schools to support the promotion of literacy among primary and secondary children. Avoid Christmas custody battles PARENTS on the Mornington Peninsula are being urged to ensure shared access arrangements for children over Christmas are organised as early as possible to avoid turning the holiday period into a battleground. Peninsula Community Legal Centre is urging families to try to agree on where their children will be staying during Christmas and make any court applications to change parenting orders sooner rather than later to avoid an expected court backlog. Where no arrangements have been made, many parents leave it until too late to bring applications for parenting orders over the challenging school holiday and Christmas period, the legal centre’s principal lawyer Victoria Mullings said. “Christmas can be a particularly difficult time for separated families, especially if parents are not able to communicate and agree about Christmas,” she said. “When parents leave it too late, the children might be shuttled between warring parents and Christmas becomes a difficult time for them. “We encourage parents to discuss this time of year and come to an agreement well in advance. “If necessary, parents should look at mediation services to assist them to reach a compromise. “Applying to court to make a decision for them about arrangements for

the children should be the last resort.” She said the Family Law Act made children’s interests the number one priority in any decisions made, including consideration of the benefit to the children of having a “meaningful relationship” with both parents. This meant ensuring children have the opportunity of enjoying Christmas and other special occasions with both parents at least once every two years, provided children are protected from harm. “Because there are so many court applications by parents regarding Christmas arrangements, some courts employ extra staff during late November and December to help manage the extra case load,” Ms Mullings said. “Seadlines are imposed for filing urgent applications in relation to Christmas arrangements for children. “If an application is filed after the deadline has passed, the court is unlikely to be in a position to make a decision in that particular matter in time for Christmas. “We strongly encourage parents to resolve their parenting issues before Christmas through mediation and by communication and cooperation in a civil manner, so their children are able to enjoy a stress-free and happy Christmas. Fire destroys Somerville home A SOMERVILLE family has been left homeless after fire destroyed their twostorey weatherboard house in Bungower Rd last week. The family of four escaped uninjured after being awoken by smoke alarms

about 4.30am but were forced to watch on helplessly as fire completely destroyed the home. More than 50 firefighters and 13 trucks attended the fire, which was brought under control within about 30

minutes. The blaze is believed to have started in an extended section of the house that was under construction before spreading the main section of the house. Fire investigators are working to determine the cause of the blaze.

Graduate artists ready to emerge

Brave new world for library users

THE peninsula’s largest art exhibition and open studio event kicks off this month when Chisholm Frankston’s 2013 visual arts graduates show off their works to the public. The event provides an ideal opportunity for art enthusiasts to experience the work of some of the region’s best emerging artists. Guests attending the event on 21 November can explore rooms filled with paintings, sculpture, printmaking and illustrations, and discuss the works with the artists. Among the graduating artists set to show off their works are Christine Grevis-James of Tyabb and Tracee Johnson of Rye. Co-convenor Tash Parker said the exhibition and open studio provided an opportunity for members of the public to invest in the works of great artists of the future at affordable prices. “This year’s graduates have spent thousands of hours honing skills and developing their crafts in order to create a body of work that represents their desire to share stories and make art,” she said. “Staff and students at Chisholm have done a magnificent job and this event will be a chance to recognise their achievements and thank them for all their hard work.” Ms Parker said the Chisholm students were about to embark on a new journey as they began their careers in the arts and that their works would enrich the community and inspire future generations of artists.

Antonella Celi should be first among equals COMMENT By David Harrison THIS year’s contest for Mornington Peninsula Shire mayor appears marked by dejection and lassitude among one group of councillors, and a muted scuffle for the gold chain and perks – the $85,000-odd stipend and $12,000 official car – among the others. The sharply divided council seems to be experiencing a sub-split among its conservatives, which looks likely to block the logical mayoral choice, Antonella Celi, from assuming the role. Cr Celi’s conservative colleague, Frank Martin, is confident he will become mayor, for the second time in three years. He served in 2011-12 then lobbied for a second consecutive term in 2012-13, but was beaten by Lynn Bowden. Now, it seems, he is back in contention again. A return to the role of the shire’s First Citizen means Cr Martin would have been paid more than $200,000 in three years of his six-year career as a councillor. Cr Celi’s basic claim to be mayor is that it is her turn. She is the longest-serving councillor never to have worn the heavy gold chain. Denying her the role – by her own council faction – will break the unofficial lineof-succession pact that has run since councillors were first elected to the shire in 1997 (after three years of commissioners). The choice of Cr Celi as mayor should be automatic. In chronological order from 2006-07, the mayors have been Tim Rodgers, Bev Colomb, Anne Shaw, David Gibb, Graham Pittock, Frank Martin, and Lynn Bowden. Crs Gibb and Shaw have served twice in their careers. The councillor trio elected a year ago (Andrew Dixon, David Garnock and Hugh Fraser) must wait their turn. Cr Celi, 45, entered council at a by-election after the retirement of Susan Beveridge in mid-2010. She was narrowly re-elected last October in Seawinds Ward. It was Cr Celi’s third tilt at the shire council. She ran in Dromana-based Kangerong Ward at the general council elections of 2005 and 2008, losing to Graham Pittock in 2008 and the late David Gregan in 2005. chamber, but is prominent in debate and busy in the Seawinds community, which she shares with Crs Gibb and Pittock. A year as mayor would be immensely beneficial for Cr Celi and may tempt her to take another tilt at state politics for the Liberal Party. It would be unfortunate and a bad precedent if Cr Martin was elected mayor after only a year away from the job. The role is largely ceremonial. It is well paid, with attractive perquisites. Cr Martin was a moderate performer last time, with an eccentric habit for a meeting chairman of making points of order during debate. Cr Martin has run into fierce turbulence in his largely green wedge zone Red Hill Ward, challenged (wrongly in my view) by some activists frustrated at his voting pattern. He is part of the dominant group – with Gibb, Shaw, Celi, Garnock and Dixon – and almost always votes with it. His vote ensured approval of the controversial Cape Schanck brewery on green wedge land at the historic Barragunda property. He is a perennial supporter of building the proposed Southern Peninsula Aquatic Centre on the Rosebud foreshore. While he attends meetings of Red Hill Ward Consultative Group, with which he is in conflict, he is not regarded as high profile in his constituency and rarely speaks out on green wedge issues. It is a struggle to recall any statement, major or minor, made by him during the long, contentious battle with the state government over the planning future of the 70 per cent of the shire zoned green wedge. And no public statement from him springs to mind over the shire’s footdragging in writing its green wedge management plan. Cr Celi should be elected mayor, for two reasons: firstly because of her clear claim to be next in line for the job and, secondly, because the whole shire community is entitled to the certainty of knowing the role will be equitably allocated. The take-your-turn, or rota, system of appointing mayors has the added advantage of removing the opportunity for factions to appoint their candidate to the role. It should be adopted and implemented by councillors forthwith.

Asset values stay secret MORNINGTON Peninsula Shire ratepayers are still in the dark when it comes to knowing the value of any but the most expensive 20 of the shire’s properties. A senior council officer confirmed last week that while councillors last month agreed to reveal the shire’s 20 most valuable assets, no other values would be available. Members of the public can gain access to the register by giving the shire 48 hours’ notice, but the values of individual properties will not be shown. The shire’s annual report includes the total val-

ue of shire-owned and controlled land and buildings, about $2 billion, but no other details. Civic Reserve in Mornington tops the list at $24 million, followed by the municipal office in Rosebud at $22.3 million and Sorrento foreshore at $18.9 million. Councillors agreed to release the top 20 only after being asked by The News if they believed ratepayers should know the value of properties managed on their behalf by the shire. While agreeing to the top 20, a slim majority of councillors shied away from making the entire register public.

As reported last month (“Shire reveals top 20 assets”, The News 22/10/13), while debating whether to let the public know about specific values, councillors often appeared not to know what they were voting for while arguing on one side for transparency and the public’s right to know, and on the other berating the fact that the debate had been initiated by “a reporter”. Cr Graham Pittock gave examples of blocks of land that had “disappeared” from the shire register, and asked his colleagues if they knew that properties such as the Safety Beach foreshore were council owned. Season opens for abalone ABALONE aficionados can legally harvest their favourite shellfish from reefs in Port Phillip and Western Port for 61 days over the coming season. Most of the open days fall on weekends or public holidays, including 12 days in a row over the Christmas break. The daily recreational bag limit is five abalone of which no more than two can be greenlips. Greenlip abalone cannot be taken at any time in Port Phillip. Divers can only take abalone between sunrise and sunset and must use a blunt instrument with rounded edges to harvest them. The first two days of the season are 16 and 17 November, also the start of the recreational rock lobster season. Fisheries Victoria executive director Ross McGowan said the number of open days had been increased by one day, 60 to 61, “to ensure a continuous recreational open season that included all public holidays”. “Most of the open days are on weekends and public holidays. Recreational fishers have 12 consecutive days over Christmas and four days over Easter on which they can harvest abalone from central Victorian waters,” he said. Anyone collecting abalone must also carry a measuring device when in the water to ensure the catch meets minimum size regulations. Abalone must be measured before being removed from their original location. It is illegal to take abalone from the intertidal zone, or waters less than two metres deep. The nominated open days printed on a waterresistant pocket card as well as yellow plastic abalone measuring devices are available free by calling the Department of Environment and Primary Industries on 136 186. New ageing strategy for shire MORNINGTON Peninsula Shire has updated and renamed a five-year plan outlining its “approach to support older people”. The draft Positive Ageing Strategy is open for public comment. The mayor, Cr Lynn Bowden, said the draft strategy proposes a “whole of council” and “whole of community” approach to support older people. She said the shire had been “one of the first councils in Victoria to develop a strategy, The Elder Citizens Strategy, to help plan its service provision for older people in the community”. Twelve years later the shire was “pleased to present this updated strategy to continue to create

a community ‘for all ages’, promoting optimal health and wellbeing”. Eight “key action areas” in the draft strategy are:  Transport.  Housing.  Social participation.  Respect and social inclusion.  Civic participation and employment.  Communication and information.  Community services and health services.  Outdoor spaces and buildings. The draft strategy was prepared with input from the community, local agencies and Peninsula Advisory Committee for Elders (PACE). PACE chairman Don Reeves said 29 per cent

of the peninsula’s population was aged more than 60, the second highest of any municipality in the state. “This group is expected to increase significantly by 2030 and the strategy aims to ensure the health, participation and security of older people in the community is enhanced,” he said. “We encourage all older people on the peninsula and their families to review and have their say on the draft strategy.” It can be download at www.mornpen.vic.gov. au under “Your Say” or viewed at shire offices and libraries. Conflict cases reveal council fragility COMMENT By David Harrison THE year 1641 was a turning point for British justice. It marked the end of the Star Chamber, the court notorious for its secret hearings of anonymous complaints as well as its arbitrary and oppressive methods. Its name lives on as a pejorative for any tribunal feared for arbitrary rulings. The chamber often heard politically motivated cases lacking either charges or witnesses. Substantial reforms to British law followed its demise. Now, on a vastly inferior scale but with significant powers, Victoria has the Local Government Inspectorate, a tribunal that acts on anonymous complaints and can prevent a councillor from voting on an issue until an accusation is resolved. One of the most corrosive complaints that can be made against councillors is conflict of interest. It stops them from taking part in the democratic local government process – they cannot vote on issues about which the complaint is made – until the matter has been resolved in court. In a close vote, a councillor’s temporary disqualification may enable passage of, say, a planning application that otherwise would be refused. A strategically directed conflict of interest allegation can effectively cripple local government decision-making and curb councillors’ ability to represent their community for months, possibly years. The inspectorate can be a slow investigator. It states on its website: “Due to the volume of complaints received and the often complex nature of investigations, the investigation process can take some time.” It assures complainants that “all complaints are dealt with in strict confidence” – that is, accused councillors will probably never know who made the complaint and will never meet their accusers – at least, not knowingly. Facing your accuser is a central tenet of our law. Exceptions are made but only in special and extreme circumstances. The powers granted to the inspectorate are without question exercised diligently and responsibly, and with great caution. But it is pinioned by a process that can be grievously misused by malicious or vengeful complainants, especially against businesspeople who become councillors. A conflict of interest case is pending in Mornington Peninsula Shire. Cr Graham Pittock is awaiting trial in Frankston Magistrates’ Court on charges of conflict of interest because of comments he made on the highly contentious Southern Peninsula Aquatic Centre, which is proposed to include a gym. Cr Pittock (pictured) owns a gymnasium and squash courts centre in Dromana, Tonic Squash and Gym. The charges will be heard next March. Cr Pittock has not been able to vote on the SPA, planned for Rosebud, for almost a year – and it will be almost two years between complaint and the March court case. The complaint alleges Cr Pittock spoke against

SPA at two council meetings. Those interested can listen to shire recordings of the meetings – the special council meeting of 19 March last year and the ordinary council meeting of 12 and18 June, also last year. The recordings are on the shire website. Since the matter is before the court, little more is able to be said about the case. But at a recent pre-hearing in Dromana Magistrates’ Court, the inspectorate sought access to Tonic’s membership list, for possible interviews on how members regard the facility. It was also stated the inspectorate was now regarding the matter as a test case, looking to establish the limits of the inspectorate’s legislative reach. Since Cr Pittock is incurring substantial legal costs to defend himself, it seems curious that his prosecutor, backed by state government funds, would at this stage involve him in what appears to

have morphed into more than the simple hearing of simple charges. The inspectorate’s new legal direction should raise concerns in every council across Victoria. A wider legal interpretation of conflict of interest has the potential to scare off candidates who could play a useful community role, thus weakening local government. But perhaps a happier result will flow from the case – a narrowing of the definition of conflict of interest. The Pittock case reveals the vulnerability of councillors – and their communities – to complaints lodged aiming to “fix” the numbers. Most complaints are simpler, usually involving councillors doing venal or foolish things – lobbying for a road upgrade and the like where a councillor would get an easily discernible benefit. Less clear are those many areas where councillors advocate on issues with no thought that a personal advantage could be involved.

Thus they must abstain when a new footpath is built in their street; their colleagues must in their absence approve funding for an interstate study trip. But the entire council votes themselves pay rises. Conundrum after conundrum! Businesspeople are especially at risk; so, to a lesser degree, are those with extensive community interests outside council. The mayor, Lynn Bowden, declared a conflict of interest during recent discussions on the Dromana quarry tip proposal because her husband Ron Bowden is chairman of waste management company SITA’s Taylors Road Landfill community engagement steering committee. Cr David Gibb, on the board of Toorak College and owner of a share portfolio, leaves the chamber when such matters are discussed. So do other councillors where similar conflicts might arise. Anyone can complain to the inspectorate and remain anonymous. However, “the Inspectorate prefers to communicate with complainants to obtain further information and evidence and provide outcome results ... Details of the complainant will not be released by the Inspectorate”. The complainant “is entitled to be represented by another person and can exercise their privilege against self incrimination”, the inspectorate’s website states. This seems to mean the complainant may not even have to come faceto-face with the inspectorate. Prosecutable offences under the inspectorate’s purview include corruption, misuse of position, bribery and undue influence, conflict of interest, disclosure of confidential information, and various election-related matters. Senior council officers can also be investigated by the inspectorate. Conflict of interest prosecutions of councillors appear to be rare. Only six are listed on the relevant government website from 2009 to 2012. Five councillors were found guilty – one on three charges. Two of the guilty had no conviction recorded. One was found not guilty. The triple conflict of interest offender was Andrea Marian of Ararat Rural City Council. The magistrate found that her “contraventions constituted a fundamental failure of her duties as a councillor and those that she represents”. Fined $10,000 plus costs, Ms Marian appealed against the severity of the sentence. She lost the case, heard in August 2012. County Court Judge Sue Pullen upheld the fine and costs, then disqualified Ms Marian from nominating or acting as a councillor for seven years and ordered her to pay the costs of the appeal. “I don’t know how it could have crossed your mind that [your behaviour] was an appropriate way to conduct yourself as a councillor,” Judge Pullen remarked. Gifts offer more than just hope WESTERN Port students are taking part in a venture to send some Christmas cheer to children living in poverty. Schools in the Christian religious education program (CRE) are involved in Operation Christmas Child, a project of the worldwide charity Samaritan’s Purse. Shoe boxes filled with small gifts are sent overseas to children, many of whom have never received a gift before. Thousands of boxes are packed each year by families, churches, schools and businesses. They are much more than a gift, opening up a world of life changing opportunities for the child, their family and their community. CRE teachers Eleanor Castle and Max Grant have initiated the program at both Crib Point and Bittern primary schools. Mr Grant is aware of the impact receiving such a gift has on children as his wife Joanne travelled to Cambodia earlier this year distributing shoe boxes and working with communities to improve their way of life. The boxes are filled with gifts that include something to wear, something to play with, something to love, something for school, something special and something for hygiene CRE students have been collecting items over the past month, placing them in boxes ready to be shipped. The students have placed notes with the gifts sending best wishes from the school. and when you have outer circumstances full of beauty and tranquillity, it supports meditation. Some of the most beautiful gardens I’ve seen have been attached to ashrams and monasteries. Gardens outwardly express the inner harmony of the soul.” Highlights include a Japanese Zen garden, giant chessboard, a native garden honouring the Boon wurrung, a lily pad-covered lake that is home to ducks, an organic permaculture vegetable garden that supplies the ashram, and a colourful cottage garden with three young magnolia grandiflora. Five gardens to inspire green thumbs FIVE Mt Eliza gardens open in support of the Anglican Parish of Mt Eliza on the weekend. Lisieux at 10 Daveys Bay Rd is a young garden, established on a cleared site four years ago. In keeping with the architecture of the house, it is rather formal in concept with English box parterres and garden edging as well as clipped ficus. It is full of the soft colours of clematis, roses, magnolia and more. The home at 50 Old Mornington Rd was designed by Chancellor and Patrick, and built in the 1960s. The garden had an extensive makeover in the 1980s. A liriope lawn gives a lush look and the recently constructed dry stone wall has greatly improved water retention, providing good growing conditions for roses, camellias and magnolias as well as the new vegetable bed. The garden at Treetops at 15 Batman Ave has a backdrop of local eucalypts with abundant birdlife. The gently sloping garden imparts a feeling of tranquillity, space and light. Circular beds containing roses and fruit trees combine with well-established rhododendrons and camellias, perennials, bulbs and annuals. It has a small watercourse and pond set among a fernery, and there is an extensive vegetable garden, productive in all seasons.

The 2000-square metre (half-acre) garden at 134 Wooralla Dve has evolved over 24 years and includes a range of deciduous trees and shrubs under-planted with azaleas, roses, groundcovers, bulbs and self-sown annuals. Meandering paths lead around the lower garden, with natives and other tough plantings flourishing beneath established eucalyptus trees. Falconwood is at 4 Seahaze Court near Tower Rd and has many garden “rooms” with linking paths and interesting artefacts. The front garden is “cottage” in appearance with fish ponds. The back garden has formal hedging using native lillypilly and westringia, and there is a fire pit circled by bromeliads. An oak shades a mosaic landing, and art features entice the eye to follow the paths.  Five Gardeners’ Gardens, 10 am-4 pm Saturday 9 and Sunday 10 November. Moorooduc’s show jumping veteran By Peter McCullough STAN Fear has lived in Moorooduc for 55 years. In his younger days he won blue ribbons at the Royal Melbourne Show for his achievements in show jumping. Later he was involved in the management of Australia’s equestrian teams at three Olympics and three World Championships. For decades he has been a judge of show jumping in Australia and overseas. In more recent times he has been active in community organizations. *** STAN Fear was born in Oakleigh on 2 April, 1934. His parents (Norm and Lily) were market gardeners on 100 acres at Notting Hill. His primary schooling was completed at Notting Hill and he then went to work on the farm. The family consisted of three boys: Norm Junior, Stan and Ken. In 1958 Stan and his parents moved to Eramosa Road, Moorooduc where they ran cattle. His brothers had married and gone their own ways. Stan’s parents were always interested in horses and showed harness horses; they competed regularly at the Royal Melbourne Show in the 1940s and 1950s and were usually successful. About the age of 14 Stan also started competing and his older brother (Norm) was also a keen horseman. Their younger brother was different: his passion was trucks! Stan’s equestrian activities were restricted to show jumping and novelty events. He went in a team to New Zealand and was named as a reserve for the Tokyo Olympics (1964). Soon after his role as a manager, where he had to look after the riders and grooms, started to develop: after managing tours of New Zealand he was named as manager of the Australian team which attended the Montreal Olympics (1976). At Los Angeles (1984) he was the assistant manager and then was manager again at Seoul (1988). As well as the three Olympics he was also manager at three World Cups at Dublin, Aachen (Germany) and Stockholm

(Sweden). Some of the Roycrofts were in his teams but their father, Bill, was in the three-day event (dressage, show jumping and cross country) as opposed to straight show jumping which he looked after. In those days it was a genuine amateur sport but now the riders are professionals who do it full time. Many Australian riders are even living in Europe, getting experience there, and doing better as a result. Stan’s two daughters (Lynn and Julie) also had an interest in horses. They went with him as grooms to Montreal, rode and then showed horses for many years at the Royal Melbourne. Julie’s daughters (Ashlyn and Kristyn), who are now aged 21 and 17, have continued the tradition. They have all had success in various events. So you

could say that four generations of the family have had a passion for horses. For many years Stan was on the committee for the Dandenong Show. He is a life member of the Dandenong and Melbourne Shows and the Equestrian Federation of Australia. He judged show jumping at Dandenong and all the Royal Shows except Perth. Furthermore he judged internationally and had a number of overseas trips to fulfil these responsibilities. Stan’s late wife, Norma, was also involved in judging and they have had a memorial event for miniature turnouts at the Royal Melbourne Show for the past 30 years. Their daughters have been stewards for this event for 29 years and have judged as well. Originally Stan had 480 acres in

Moorooduc. AV Jennings bought it but then found they were unable to subdivide. They sold it off in 20 acre lots and he was able to buy some back, including the original house block. Stan gave some land to each daughter and they live on either side of him. They agist horses on the acres that they still own. After the AV Jennings sale he obtained the contract to take care of the gardens at Bluescope and he did that for 35 years. During this time he remarried, and Connie and he live at “Westerfield” which is named after the original family home at Notting Hill. When the Lions Club started up in Somerville 42 years ago Stan was a charter member. At their peak they had 43 members but the numbers dwindled to only a handful so a few months ago

the Club handed in its charter. Marshall Unthank and Stan were the only charter members left. The remaining funds were used to buy three defibrillators which were donated to sports grounds in Somerville and Tyabb. What was left over was donated to the Children’s Hospital. Over the years Stan held every position except treasurer and was president for five years. For more than 25 years Stan was a member of the Moorooduc Fire Brigade under the guidance of the late Bill and Bet Jones, and for the past eight years has been involved with the Probus Club in Somerville. It has a Caravan Club which he looked after with the assistance of the late Roy Shepherd.

Missing motorboat returns after a month, farmer looses sheep to dogs Compiled by Matt Vowell From the pages of the Mornington Standard, 8 November 1913. MR Hanton’s motorboat, which broke away from the wharf at Frankston about a month ago, during a severe storm, has been found at Hampden. *** SIR John Madden has again suffered rather severe loss through the worrying of his valuable sheep by dogs, and it has been found necessary to shoot several wandering canine mutton experts found on the property. Surely some steps could be taken to abate the nuisance, as several other sheep breeders in the district have also suffered lately. *** MR James Henry McComb, C.E., shire secretary and engineer at Lilydale, died in a private hospital in Melbourne on Sunday afternoon. Mr McComb, who was 61 years of age, discharged his duties as usual at the meeting of Lilydale shire council on Monday last, but on Thursday he became suddenly ill, and a local doctor ordered his immediate removal to a private hospital in the city. An operation for appendicitis was performed on Friday, but death ensued on Sunday afternoon. Deceased had held the position of secretary and engineer to Lilydale shire for about 16 years, and in addition to a similar position in the local water trust he was secretary to the Lilydale to Warburton Railway Construction Trust during the most troublous era of its existence. He was also a local preacher and an officer in the Lilydale Methodist Church, and by all sections of the community he was held in high esteem. He leaves

a widow and a family of six daughters and one son, most of whom are grown up. *** MR C. Grice, of Frankston, rode four winners at a picnic race meeting at Corowa last week. *** MR S. S. Price, dentist, has notified us that, owing to a rush of business at his city rooms, he has been unable to visit Frankston during the last three weeks, but he will be in attendance at Nurse Jackson’s on Sunday, November 16. *** MR Andrew Male has sold his brick villa, in Main Street, Mornington, to Mr Blair, and the latter has disposed of the residence in Barkley Street to Mr R. Ford, at satisfactory prices. *** THIS (Saturday) evening, in the Frankston Mechanics’ Hall, the last of the series of socials in connection with St. Paul’s Church will be held. A good programme has been prepared, and an enjoyable evening is assured. *** A TEAM of gentlemen tennis players from Mornington visited Frankston on Saturday last to try conclusions with the locals. The weather was beautifully fine, and after an interesting afternoon’s play, Frankston proved victorious. A dainty afternoon tea was provided by the local ladies, and was much appreciated. *** ON Wednesday last, 5th inst., Mr Walter Male, son of Cr Male, of Mornington, was united in the bonds of matrimony with Miss Katie Thorne, second daughter of Mr and

Jackson, who has been laid aside for a fortnight with a sever cold, is now convalescent, and able to resume his duties. *** THE monthly committee meeting of the Frankston Mechanics’ Institute, was held on Monday evening last, 3rd November, the principal business being in connection with the proposed additions. The committee at the previous meeting decided to issue debentures to cover the cost of the building, which embraces a members’ library room, a public reading room, and a large entrance hall. The vice-president, Mr A. E. Bates, at the request of

the committee, undertook to distribute the debentures, and reported at the meeting on the 3rd inst., that the full amount had been disposed of, principally to local residents. *** MISS Queenie Young returned to Frankston on Thursday after an extended holiday in Tasmania. On the eve of her departure from Stanley, a pleasant social evening was tendered her. *** WE are pleased to state that the Rev R. The same firm will also offer for sale, at Frankston, on Saturday, 22nd inst., a camper’s complete outfit, consisting of tents,

furniture, and a lot of sundries. *** A LARGE number of visitors took advantage of the Sunday train service to Mornington, which started last Sunday, and from appearances it seems likely that it will be well patronised during the summer months. *** THE secretary of the Frankston rifle club (Mr C. Nicholls, of Frankston. The deceased, who was only 21 years of age, and a strong, healthy looking young fellow, left this district about seven months ago, and went to New South Wales, remained there six weeks, and then went to Queensland, where he died. No news has yet come to hand as to cause of death, excepting that he was operated on in the Station hospital at Bundaberg on Saturday morning last, and expired the same day. The deceased was buried on Monday.

When Kris Kross ruled the earth By Stuart McCullough ONCE they were everywhere. Highspirited rappers roamed free across the earth, bringing joy into the lives of others through their ability to bust a rhyme. But almost without warning they were gone. Whether they were wiped out by an asteroid or a sudden change in temperature, I couldn’t say. One day, they dominated the airwaves with pulsating beats and exhilarating lyrics. The next they were silenced by a chronic infestation of boy bands and Celine Dion. It was no longer enough for a rapper to be funny – you had to be shocking in order to drag attention away from all the pre-fabricated pop artists who rolled off the assembly line. The era of the friendly rap artist was over. I love rap music, particularly the early stuff. It was welcome reprieve from the airbrushed arena rock of the era. Back in the eighties, rock music mostly meant men with long hair and make up who dressed like the world’s ugliest gymnastics team. Both the musicians and the music were airbrushed past the point of recognition. Rap music, however, was raw and untamed. It hadn’t yet fallen into the clutches of the multinationals that treat music like any other commodity; as something to be packaged, traded and ultimately consumed. Back then, rap music felt genuine. Not only did it lack the machinery associated with the music business, it lacked instruments too; relying instead on drum machines and samples taken from other people’s records.

Forget fifteen-minute drum solos and song cycles. Such extravagances are surplus to requirements in the world of hip-hop. Forget, too, dazzling costumes and rhinestone-encrusted jumpsuits. Rappers didn’t dress like gymnasts. They dressed like regular folks who just stepped off the street. Albeit regular folks with a lot of gold jewel-

lery and very nice sneakers. Except, of course, for Kris Kross. Chris Kelly and Chris Smith were better known as Mac Daddy and Daddy Mac respectively. Discovered whilst rapping in a shopping mall in Atlanta in 1991, they released their debut single the following year. Sampling the Jacksons Five, the Ohio

Players and the Honey Drippers, Jump is three delightful minutes packed full of exuberant, dexterous rhyming that topped the charts in countries across the world including Australia. They were just twelve and thirteen years old at the time. There was more to Kris Kross than their music. They also made a distinctive mark on the fashion world by wearing their clothes back to front. Sadly, this failed to catch on more broadly, except for my nephew Noah who, when he was five, preferred his jeans the wrong way round because he considered the pockets at the back to be of superior quality and wanted them to ride up front. As for me though, I simply lacked the courage to go backwards. I can’t say exactly what I was doing at the age of twelve, but I certainly wasn’t producing a world-straddling pop colossus like the boys of Kris Kross. Most likely I was spending my time trying to master the art of the necktie (it was part of the high school uniform) and pulling the perfect mono on my dragster. In retrospect, I should have been rocking the microphone with my clothes on back to front. The song Jump clocked in at just three minutes and seventeen seconds and their time at fame’s apex lasted only slightly longer. They sold millions of copies of the single and truckloads of the accompanying album, Totally Krossed Out, but it was all downhill from there. Isaac Newton’s Law of Diminishing Returns took ef-

fect and subsequent releases did not fare so well. Just like when the Village People gave up their kooky costumes and turned all arty and serious or the tragic day when KISS removed the makeup and the world was confronted with exactly how plug-ugly they were, a lot of the fun vanished when the duo began to wear their clothes the right way round. After a couple more albums they broke up in 1996. Fame is a curious thing. It’s as elusive as lightning and just as dangerous. To have achieved it so early in life must be a very strange thing. Most of us live our lives hopeful that our best days lie ahead. That’s hard to do when you achieve your first and only number one hit at the age of twelve. Sadly, Chris Kelly – or ‘Mac Daddy’ to his fans – passed away earlier this year. He was just 34 years old. Pop music has always devoured its young; from Frankie Lymon onwards. But despite whatever personal tragedy might befall those who taste fame too young, there is always the music to remind of that brief, glittering moment when the world was theirs. Recently, I celebrated ‘rap music appreciation week’. I prepared a playlist stuffed full of songs by The Sugarhill Gang, Grandmaster Flash and the Furious Five, RUN-DMC and the exquisite Kurtis Blow. There was House of Pain and Young MC too. And, of course, Kris Kross. As a small tribute, next week I will wear my clothes backwards. A fitting compliment to a true pioneer of hip-hop. stuart@stuartmccullough.com

Economic effort unites businesses

Daveys’ fishmonger sources the best catch from Port Phillip and Western Port bays. Snapper, garfish, gummy shark, bream and King George whiting are usually available, grilled or battered. Bar snacks include an Angus beef burger layered with smoked bacon, gruyere, arugula, aioli, red onion jam and thick cut chips. Crumbed camembert is wrapped in prosciutto, arugula, fig and apple compote plus a wedge of lemon. Daveys is a premier Frankston nightlife destination. Fridays are dedicated to over 28s with DJs spinning one hit wonders, disco and sing-a-longs from yesteryear until today. Sunday afternoons feature blues flavoured bands in the front room and a weekend ‘recovery’ session on the side deck.  Daveys is located on the corner of Davey Street and Nepean Highway, Frankston. Beer fest taps into thirsty market THE Mornington Peninsula’s premiere event for beer lovers, Beers by the Bay, is back. This year’s festival aims to build on the success of 2012’s inaugural festival. Visitors can expect up to 100 different beers and ciders, lots of great food as well as an improved selection of some of the finest wine from the region. Live music from some of Victoria’s finest acts will keep people entertained while they enjoy and learn about beer. The peninsula’s own Kisschasy, in their first show in nearly two years, will headline the bill. Also featured are Twin Beasts (formerly the Toot Toot Toots), Fauves and The Quarry Mountain Dead Rats plus other acts to be announced. “We are excited to be able to bring the festival back for a second year,” event director Rod Stoller said. “We had loads of great feedback from last year so we are looking forward to bringing an even bigger and better festival for 2013. “Several additions have been made for this year. Most notably this year’s festival will be a family-friendly event, with a designated children’s area featuring kids rides, face painting and other amusements. “There will be several new breweries, a larger focus on wine, lots of new food stalls and a renewed focus on all things beer.” The one-day festival is at Mornington Racecourse, Racecourse Rd, on Saturday 16 November. Old Boys in early strife after third loss PROVINCIAL By IT Gully REIGNING MPCA Provincial champions Peninsula Old Boys are in some early season strife after their third straight loss this season. The Old Boys are currently in last position on the ladder and look certain to miss the finals, given the talent of the sides holding the top six positions on the table. The champions have taken just 15 wickets in their three games, clearly highlighting a deficiency at the club. Runs against are also a concern, leaking the third most runs (689) this season behind Rye (734) and Moorooduc (701). On Saturday, the Old Boys were humiliated by Sorrento, the side they beat in last year’s Grand Final.

Set 254 for victory, the Old Boys were bundled out for just 129. The Old Boys may have been ‘lippy’ in the grand final last season, but they were sent packing from their home ground with their tails between their legs on the weekend. Unlike Peninsula Old Boys, new kids on the block Langwarrin made light work of Rye and as a result sits on top of the Provincial table. The Kangas set the Demons the massive task of scoring 308 for victory, however, as expected, they were lucky to get half way. The home side was bowled out for 153 in the chase. 18-year-old left arm quick and First XI debutant Matt Davie, the son of Alan, was electric early, removing both openers and finishing with the tidy figures of 3/26.

Dwayne Doig wasn’t needed as much as usual but still managed to snare 2/31, while opening batsmen Mark Cooper and Taylor Smith both picked up a wicket also. Mornington star all-rounders Luke Popov and Matt Harper were significant in their side’s 65-run victory against Mt Eliza. Popov picked-up 4/48 and Harper 3/47 for the Doggies, who are currently undefeated and in second position on the ladder. The Mounties’ top order failed to fire, except for Ben Tracy with 43, leaving the bulk of the scoring to the middle order and tail. Tristan Faithful was the best of the Mt Eliza batsman with 56, but was forced to retire hurt. Sam Creffield offered some resistance at the end with 28.

The match between Long Island and Crib Point went down to the wire, the Islanders getting home by just two runs. After making 205 in week one of the match, the Magpies had the Islanders on the ropes at 8/158. However, Jake Middleton (36) and Zac Clements (21), batting at nine and 10, ensured that the Islanders got over the line in a thriller. The Magpies’ Luke Herrington picked-up four wickets, including those of Paul Hartle (11) and Scott Phillips (16). Glen Barclay also helped himself to four wickets. Baxter did what was expected and got the job done against Moorooduc. Set 288 for victory, the Ducs were never in the hunt, losing their first three wickets for 25.

Keeper Nick Williams was the shining light in what was a bleak day for the Ducs, top scoring with 52. Dale Irving was superb for Baxter with 5/79 from 18 overs, while Adrian Mack made it nine wickets in three matches with 4/33 off 17 overs. Mack is in devastating form at the moment. Heatherhill’s 174 last week didn’t look like enough to beat Mt Martha, however it proved to be 60-odd runs more than what they needed to get the points. The Hills bowled out the Reds for just 106. Matty Meagher was the star with 5/28 off 22 overs. Meagher has taken 11 wickets in three matches this season. Opening partner Daniel Woods snared 2/20 from 16.5 overs.

Tigers, Knights still searching for first win DISTRICT By IT Gully SEAFORD and Ballam Park remain winless in MPCA District cricket after the opening three rounds of the season. The Knights were relegated from Provincial last season and haven’t fared much better in the lesser grade, while Seaford has not been able to recover from the player losses it experienced in the off-season. At the other end of the table, Somerville, Delacombe Park and Pines all remain undefeated. Carrum and Hastings both have two wins from three matches and five sides have notched up one win each. Main Ridge and Flinders played a one-day match on Saturday after a rain-affected day one. It was a vital game for the Ridge, who came into the clash without a win.

They restricted Flinders to 7/153 from 40 overs, Jason Albress the best with the ball, taking 2/31 from 10 overs. Louis Gillies was the chief run scorer for Flinders with an unbeaten 54, while Tim Clarke opened with 30. In the chase, Michael Holmes got his side away to a flier with 52, while Gareth Wyatt made sure of the win with 35. The Ridge got the runs with seven overs to spare. Charlie Gillies was the best of the Flinders’ bowlers with 2/27 from seven overs. Last year’s runner-up, Somerville, sits on top of the ladder after smashing Ballam Park. Aaron Kaddatz tore through the Knights’ batting line-up, finishing with 5/18, while Keith Burdett had a trundle and picked-up 2/14.

Former Langwarrin Third XI player Zac Pedderson proved he has what it takes to play at the higher level, top scoring for the Knights with an unbeaten 41. Delacombe Park made light work of Boneo, belting them by more than 150 runs. Resuming with the bat after bowling out Boneo for 115 in week one of the match, the Parkers lost a couple of quick wickets before Jon Guthrie and Nick Christides steadied the ship. Guthrie made 92 while ‘Chikko’ finished on 91. Ben Brittain had some valuable time in the middle, scoring 28 and Simon Dignan finished not out on 18. The Parkers ended at 6/274 off its 85 overs. Carrum and Seaford Tigers played out the closest two-day game of the round.

Carrum made 8/186 in week one of the clash and were able to bowl out the Tigers for 179 in the 60th over. After losing Gavin Gardiner-Smith early, the Tigers got their innings back on track through Gavin Whyte (32) and Mark Carroll (19). However, the Tigers found trouble again, losing three quick wickets before Dave James (30) and Ash Mills (68) provided a glimmer of hope for Seaford. Jeremy Graves was simply superb for Carrum, picking up 7/52, while Matt Ryan snared two very timely wickets when the game appeared lost, first getting Mills and then closing down the innings, leaving the Tigers eight runs short of victory. Hastings thrashed Seaford, winning by 90-odd runs. The Blues made a more than competitive 188 last week and followed

up being superb with the ball, bowling out the opposition for just 91. Ben King, Tim Birch and Luke Hewitt all picked up two wickets each for Hastings. King snared 2/0. Ryan McQueen was the best of the Seaford batsmen, scoring more than half of the team’s runs with 56. Pines was poor with the bat in week one of the match against Baden Powell, scoring just 153. It proved to be enough runs to notch-up yet another win though after bowling out the Braves for just 105. The Piners shared around the wickets, Ricky Ramsdale claiming three, Brett Hudgson helping himself to three and Pat Jackson and Brett Remy picking up a couple each. Elia Carter and Sam Mullavey were the best of the Braves’ batsmen with 28 runs each.

Chasing 142 for victory, the Buds resumed in a reasonable position and with Mathew Maher scoring 59 and Brian Doughty 26, they were able to cruise to victory. They were eventually bowled out for 202. Sam Holland-Burch was the best of the Yabbies’ bowlers with 4/37 from 11 overs. Frankston YCW enjoyed a rare win, beating Pearcedale by 20 runs. Chasing just 97 for victory, the Stonecats looked shaky all the way through their innings, but managed to make 113 in 57 overs. Shayne Gillings was the pick of the Panthers’ bowlers with 5/39, while Kaine Smith snared 3/21. In the final match of the round, Carrum Downs cruised to victory against Skye in a one-day match. Skye batted first and made 9/123 in its 40 overs. Patrick Beckham top scored for Skye with 32, while Steven Worker took 3/20 for the Cougars. The Cougars then got the runs with five overs to spare, thanks largely to the innings of Shane Walford (46) and Josh Spittal (38).

Rosebud, Carrum Downs, Tyabb and Balnarring all have two wins while Dromana is the only side not to have registered a win this season. On Saturday, Red Hill somehow defended its 110 against Tootgarook at the Red Hill Showgrounds. At one stage, the Tooters were 5/6. Klint James (16) and Travis French (25) offered a little bit of resistance before they lost their last five wickets for 21 runs. Tootgarook was all out for 68. Simon Dart, Glenn Collett and Brent Martin all picked up three wickets, while James McCall took 1/4 from 3.1 overs. Red Hill had another bat and performed shockingly again, scoring just 115 in 56 overs. Balnarring successfully defended its 98 against Dromana. The Hoppers were bowled out for 87 with Jacob Cook claiming 4/37 and Mitchell Skvor 3/10 from 13 overs. In their second dig, Balnarring batted for 48

By The Prez HEADING back to Long Island on Saturday, Crib Point Firsts were looking to defend their total of 205 made last week. Long Island’s top five is among the best in the competition and with the ball in hands of openers Waide Symes and Luke Herrington, an early breakthrough was the main focus. It took a little while to come but, with the score on 40, a caught and bowled from Herrington made the difference. It seemed to give the Crib boys the boost they needed and 1/40 quickly moved to 3/50, when Glenn Barclay picked up his first two wickets for the day. The game was evenly poised with the score on 3/69 and entered the Twilight Zone as Barclay took a sensational one handed catch at backward square leg. Barclay is not known for his fielding, but his catch on Saturday is one that will be spoken about for years to come. Crib picked up a vital wicket just on tea to leave Long Island teetering at 6/92 but the break couldn’t have come at a worse time and afterwards Long Island took the attack to the Magpies, moving the score along from 8/158 to pass Crib with overs to spare. It was a disappointing loss for Crib, who now slip back in the pack ahead of a must win game next week versus Moorooduc. The positive for the day was Barclay who not only took the catch of his life, but also picked up figures of 4/75 from 21 overs. Herrington was also at his tidy best with 4/32 and Brad Davidson chipped in with 2/28. Provincial 2nds: It was always going to be a tough day for the Seconds as they attempted to make a game of it against Long Island after posting only 90 last Saturday. Hoping for a miracle the boys were always up against it, unable to make significant inroads into the Long Island batting line up as they moved on to 165 to pick up the win. After victories in the first two rounds it was a tough loss and one Crib will be looking to bounce back from next week. The highlight with ball was Dave Eaton who picked up 4/34 from his 12 overs. Other wicket takers were Shaun Blake (2/37), Mark “Stackhat” Cairns (1/16), Will Lanigan (1/21) and Scott Sparkes (1/27). A3: The Thirds played their first home game of the season as they took on Frankston YCW in a 40 over a side one-dayer. Stand-in captain Craig Newton lost the toss and Crib were sent in on a slow Cyril Fox Reserve. Despite losing Stuey Meyles early on, Crib made a steady start, with six of their top seven reaching double figures on their way to 127 all out at the end of their 40 overs. Sam Adams top scored with 24, while Brendon Budd recovered from a form slump making a valuable 23 at the top of the order. Taking to the field, the pick of the Crib bowlers was again Adams, who sent down his 10 overs for a great return of 2/18. There was only one other wicket taker, with Newton tantalising the opposition with 1/21 from seven overs. It was a day of missed chances, dropped catches and poor

C2: The Fourths headed out to the home of the MPCA, Graydens Rd, to take on Rosebud and batted first after stand-in skipper Kim Symes won the toss. Last minute recruit Duane Annable led the batting for the first 20 overs, reaching his 50 just before drinks. He failed to press on after the break, being dismissed for a stylish 60. With Steve Lanigan continuing to improve with the bat and Tom Pengelly supporting well, Crib ended their 40 overs with a competitive 7/128. After tea, Stephen Peacock and Brandon Wyatt opened the bowling and bowled very well on a bouncy pitch. After taking a hammering in previous weeks, Peacock was back to his tidy best, taking 1/16 from his 10 overs. With the game in the balance at drinks, Annable was thrown the ball and immediately picked up a much needed wicket. He was forced from the field a short time later after severely injuring a finger attempting a catch. The day didn’t get any better for Crib as Rosebud passed their score in the 38th over. The highlight of the bowling was Wyatt who showed great maturity, picking up 2/28 from his 10 overs. Under 16’s: - On a warm morning at Baden Powell, the Under 16’s arrived bright and early. With running between the wickets the main focus at training during the week, Crib was happy to be put into bat. The training had paid off as Jordan Lucy picked up quick singles at will, but failed to keep the ball on the ground and was finally caught for 17. After skipper Hannah Buur was struck on the toe and given out LBW for nine, Nick Lanigan and Tom Pengelly put on a 60 run partnership, working the ball around the ground and into gaps until Lanigan was run out for 31. Chasing runs at the end of the innings, Pengelly was also run out for 39. Crib reached 117 by the end of their 45 overs. Under 12’s: Day one of a two-day game provided magnificent weather, perfect for cricket. Tyabb won the toss and elected to bat. Crib Point started well with Kayne Barton swooping on a ball at cover in the first over, whipping it back to the bowler for a run out with Tyabb yet to score. When Logan Jenkins picked up a caught and bowled a short time later Crib had just the start they wanted. It was a great team effort with the ball, with Kade Lucy, Torin Bam, Noah Hunt and Ezekiel Gray all among the wickets. At the end of the day Crib had restricted Tyabb to 8/109, thanks to some fantastic fielding and great backing up.

By Greg Bradshaw MATT Foy took Man of the Match honours as Hastings Firsts completed a comfortable win over Seaford who resumed at 0/12 in pursuit of Hastings’ 188 all out in which Foy had made 50 and Tim Birch 31. Mitch Floyd provided the breakthrough in his third over, then Ben Johnson claimed another wicket three overs later and it was 2/37. The bowlers were given short sharp spells which paid dividends throughout. Luke Hewitt was introduced and together with brother Jake made the breakthrough. From 3/53 wickets fell at breakneck speed as Seaford went from 4/73 to all out for just 95. Spinners Birch and Ben King claimed four wickets as the boys settled for a nice win. With wickets being shared around, Luke Hewitt took 2/16, Birch 2/7, King 2/0, Floyd 1/8, Johnson 1/9 and Jake Hewitt 1/19. Hastings had a second dig, hitting a quick 5/130 off 20 overs with Luke Hewitt making 65 and David Hull 35. Next week’s focus will be on being competitive against the undefeated Delacombe Park. Chasing the Seconds’ huge 383 all out, Seaford was soon on the back foot with Nick Guest claiming the first three wickets to have 3/14 at one stage. Liam Bradshaw replaced Guest to claim the next two wickets as Seaford slumped to 5/58. Jake Ryan, on his season debut, took the next wicket to fall before a mini attack on the bowlers as the next pair added 69. Aaron Wilson steadied the ship and the Seaford innings pretty much fell away to be all out for 168. Wilson finished with 3/31, Bradshaw 3/26, Guest 3/27 and Ryan 1/17. This was a good first up win by Hastings who next must reproduce the performance against powerful Delacombe Park. When Slocombe was dismissed for 49 the rest of the batsmen had a hit with Luke Gibbons clubbing a quick 28 as Hastings finished on 8/163 to remain undefeated. The Fourths batted first against Sorrento, quickly falling to 4/43 before Andrew Finn and Morgan Darrer combined for a lusty 95 run partnership, but once they fell Hastings were dismissed for 158. Finn made 63 and Darrer 34 while Darweyn Bronsema hit 15. Sorrento began their run chase steadily before Finn knocked over one of the openers. Steve Lewis chipped in with a wicket and it was 2/49 in the 19th over. Man of the Match Kayne Lewis replaced his father after drinks with immediate result, cartwheeling the stumps to make it 3/68. He then produced an amazing spell taking another five wickets to finish with 6/21 off nine overs, four bowled and two lbw. Matt Sawosz chipped in with two wickets of his own as Sorrento was dismissed for 127. Sawosz took 2/12, Finn 1/32 and Steve Lewis 1/21. The Under-16s batted first against Mount Martha, making 145 off its 45 overs. Matty Foy compiled an excellent 88 to bat all bar one over of the innings. Aaron King also contributed 17. The boys will have to bowl and field well next week to defend this total and remain in the top four. The Under-12s batted first against Mount Eliza, scoring 7/112 off its 35 overs with Thomas Finn hitting 22 (retired), Patrick Wilson 19, Thomas Buckley 16 and Traye Gent 15. Lachie Robertson provided the backbone of the innings batting 20 overs for a patient seven runs. A Family Trivia Night takes place at the club on Marine Parade from 7.30pm on Saturday 23 November.
