New head for health board NANCY Hogan is the new head of Penin­sula Health’s board of directors. Ms Hogan has been a member of the board since July 2007 and deputy chairperson since July 2010. She takes over from Barry Nicholls, who had been with Peninsula Health for 10 years. “During his time at Peninsula Health, Barry Nicholls contributed greatly to the growth and development of its sites and services,” Ms Hogan said. “His guidance has helped contribute to the construction and expansion of many facilities.” Ms Hogan has headed several committees focused on the development of Peninsula Health and the standard of care offered by its services.

“While we are sorry to see Barry retire, Nancy is also a long-term resident of the Mornington Peninsula and understands the needs of our unique population,” Peninsula Health chief executive Dr Sherene Devanesen said. “This in-depth understanding combined with a strong background in health care and considerable board experience with Peninsula Health and other organisations makes her ideal for the appointment.” Ms Hogan is executive director of health and aged care for her peninsulabased company Galante Business Solutions, chair of Melbourne General Practice Network, deputy chairperson of the Inner North West Melbourne Medicare Local and a board member

of the Victorian Healthcare Association. She is a former CEO of public and not-for-profit organisations including public hospitals and aged care organisations, the former president of Aged and Community Care Australia and a former president of the Australian College of Health Service Management. Ms Hogan has served as a director on the HESTA Superannuation Fund board and the Industry Funds Management Advisory Board and has held board positions with Hazelwood Power Corporation, Catholic Healthcare Australia, the Private Hospitals Association, and Mayfield Education Centre.


Plan delay: blame and confusion By Keith Platt RETIRING Cerberus Ward councillor Reade Smith has lashed out at the state government over delays in planning protections for Crib Point. “I have been told that we have received responses ranging from the staff member is on holidays or the staffer working on the plan is sick or no response at all, but nothing further,” Cr Smith wrote in an email to council colleagues and shire officers. Cr Smith was particularly critical of Hastings MP Neale Burgess, who he accused of blaming the delays on council. Mr Burgess told The News that Cr Smith had “completely misunderstood council’s own planning laws”. “There will be no industrialisation at Crib Point. It is our plan to have lowimpact residential and tourism.” Mr Burgess said the hold-up was being caused by the shire’s Plan Peninsula meetings “which will result in a complete planning amendment for the whole peninsula”. “The amendment will excise the peninsula from the Melbourne Metropolitan Planning Scheme, including good protection of the green wedge.” Mr Burgess said it would be counter-productive to legislate for interim planning controls for Crib Point. Cr Smith’s 970-word email hypothesised that the government was avoiding making a decision because of donations received from “local developers and real estate agents who oppose the plan because multi-unit development fills their wallets”.

“Or the local member is hoping that the new Cerberus councillor is pro multi-unit development and other development opposed by the plan and will ask the next council to throw out the plan? “Or has the state government got secret port-related plans for Crib Point that the township plan opposes and they are too frightened to tell the community of Crib Point in an open and transparent fashion?” Cr Smith, who demanded a response to his email by Monday, threatened to give information about Mr Burgess to “local and major newspapers and other media”. When asked for comment on Cr Smith’s email, the shire’s communications manager Todd Trimble said: “This email was not intended for you and therefore no comment/response will be provided.” The mayor, Cr Frank Martin, did not respond to The News when forwarded copies of Cr Reade’s email. Cr Smith’s email was sent on Sunday 9 September, less than 24 hours after he had shared the limelight with Mr Burgess and federal MP Greg Hunt at the opening of a new tourism information centre at Hastings. Mr Trimble and Cr Martin were on Cr Smith’s email address list, which also included other councillors, shire CEO Michael Kennedy, strategic planning manager Allan Cowley and the shire’s sustainable environment director Stephen Chapple. “As you know, the council developed a township plan with the Crib Point community and supported the

office of Planning Minister Matthew Guy “asking for their support of the township plan and the interim overlay due to a large number of multiple tree fellings and further multi-unit developments”. “I remind you that when in Opposition this government criticised the former government for taking too long to support or respond to structure plans etc and promised to do so in less time,” Cr Smith said. “They have not kept that promise, just as they have broken many promises.” Cr Smith said Mr Burgess had been quoted in a newspaper as blaming council “for not providing a community bus on routes in Hastings”.

“I must note that it is a state government responsibility to provide public transport services, not council, but since we are sick of the lack of transport funding for our area by this and previous state governments we have employed Rita Kontos to coordinate transport strategies and projects to counter the state government’s incompetence.” Mr Burgess said he had told council it was responsible for providing transport to the new community centre in High St, Hastings. “This was not up to the state government. Once again, this was completely misunderstood by Cr Smith.”

Puppets show the way to disarm the bullies HIP hop artists and brightly coloured storytelling puppets are used in a new cyber bullying prevention program aimed at young Aborigines on the Mornington Peninsula. About 20 Aborigines last week attended the BayMob Puppets workshop to help them cope with what Peninsula Health Aboriginal health promotion officer Glenda Ross terms the “cyber bullying plague”. The workshop was run by creative director of Gracie Productions, Chris Burke, known for her television series Yarramundi Kids. The “strong, smart and deadly” Yarramundi kids are part of a Darug indigenous mob that educates children across Australia on indigenous culture and issues. “Funding has been provided to Peninsula Health by the Aboriginal Health Promotion and Chronic Care program to help prevent the cyber bullying plague that students throughout Victoria are currently facing,” Ms Ross said. Two workshops were held last

week at Bunjilwarra Koori Youth Healing Centre in Hastings, enabling students to collaborate with various indigenous hip hop artists and dancers to produce a puppet story performance. “The tools implemented during this workshop will give students the opportunity to share their own stories in a creative and safe way,” Ms Ross said. “The performance will be based on health-related issues, cyber bullying in particular, and distributed as a product that can be used throughout all schools in Frankston and on the peninsula to promote positive health and wellbeing for all young people. “This workshop will allow the students to develop new skills that can then be implemented during their involvement in the cyber world.” Puppets on message: Chris Burke (centre) of the Yarramundi Kids television series with some of the participants in the two-day workshop to produce a story “told” by puppets. New tactics to cut peninsula’s toll By Keith Platt OVER the next few months, police will be out to convince Mornington Peninsula motorists to think twice before getting behind the wheel after they have been drinking. Traps will be laid to catch drink drivers who take back roads to avoid police. Operations “Be Warned” and “Back Roads” were foreshadowed by the peninsula’s top cop, Inspector Martin Tynan, following the release of the latest statistics, which showed increases in crime, including on the roads. He said a major effort would be made to reduce deaths on the area’s roads. Inspector Tynan, who took over as area commander last October, said the statistics included “good news stories” as well as “disappointing statistics in other areas”. While burglaries had dropped 13 per cent between July 2011 and June this year, thefts from cars stayed the same. “I can’t stress to the community enough that this is an opportunistic offence and our intelligence reflects that it occurs primarily at night, by our younger community, upon cars that are unlocked,” Inspector Tynan stated on a police website report. However, he was confident new

strategies would lead to “some positive outcomes”. The 2011-12 crime figures showed there had been five murders on the Mornington Peninsula, 42 rapes and 131 non-rape sexual assaults. Overall, crimes against people rose 7.4 per cent, including 38 robberies and 961 assaults. There were 315 reported drug offences, 4.2 per cent fewer than the previous year. In 2011-12 there were 8675 crimes reported on the peninsula, which has a population of just over 150,000. In Frankston, which has 126,000 residents, there were 11,800 crimes reported, including nine murders, 56 rapes and 1427 assaults. Drug-related crimes in Frankston jumped 36 per cent to 584. Crimes against a person were also up by nearly 20 per cent, although crimes against property dropped eight per cent. Inspector Jeff Millar, who heads policing in the Frankston area, said police would focus their efforts in the next six to 12 months on reducing assaults. “You will see increased police patrol activity, especially foot patrols of the busier areas, in our bid to rid Frank-

Rights approach for PSOs WITH armed protective services officers (PSOs) patrolling Frankston train station, Peninsula Community Legal Centre is urging commuters to be aware of their rights. “PSOs are armed and uniformed officers who have the power to apprehend, arrest, search, fine and ask people to move on in designated areas such as trains stations and surrounding areas,” principal lawyer Victoria Mullings said. “They have broad powers but they must interact with commuters in an accountable manner that is compliant with the duties and restrictions placed on them by the legislation.” Ms Mullings said anyone dealing with PSOs had the right to ask their name, ad-

No leads on mystery explosions MYSTERY surrounds explosions at Crib Point that wrecked a toilet and a wheelie bin. The sound of the explosions at Jacks Beach Reserve and Woolleys Beach car park was heard at Stony Point. Cecelia Witton of Crib Point Stony Point foreshore committee said the first of the Sunday 19 August explosions happened at about 7.30am followed about 40 minutes later by the wrecking of a wheelie bin at Woolleys Beach. Ms Witton believes plumbers’ blue seal paint had been used as a fuse. “These were not isolated incidents. During the past couple of years the vandalism and damage has escalated,” she said. The foreshore committee is investigating the cost of installing security cameras to monitor the two foreshore reserves. “We had just repaired the interior at Jacks Beach from the last incident two months ago when they tried to rip all the linings off the walls and removed timbers and took the doors, using a post as a battering ram to wreck the wire on the external doors. “The picnic tables and seats at Woolleys Beach have been set on fire with the use of accelerants, axes have been used to try and cut them up, names carved into the tops and graffiti has been written on just about every sign, bollard, seat, table and building in the past year.” Ms Witton said fires were being lit illegally on the foreshore by revellers at late night parties. “Camping and the lighting of fires are not permitted in the reserve and

there are signs to this effect at the entrances. “Graffiti has been so bad that we are now at a stage where we can’t get it all off, so have resorted to painting over it, which makes the facility look awful and shabby.”

Ms Witton said the total damage cost was significant, but excess fees made it uneconomic to make separate insurance claims. “This incremental damage to the facilities has reduced the ability to bring them back to as-new, as the materials

are ageing and will need a major refurbishment. “However, we are not in a position to undertake this at the moment. We do not have that kind of money, so we will repair them and improve the appearance as best we can.”

Peninsula finish for summer cycling tour THE winner of the next Herald Sun Tour bike race could be decided on the slopes of Arthurs Seat. The final stage of the tour will be 86 kilometres from Cape Schanck to Arthurs Seat on Sunday 6 January. The tour, normally held in October, has been moved to four days in January. Individual time trials will be held at Williamstown on Thursday 3 January with the first stage of Melbourne to Bendigo on Friday 4 January, followed by Mitchelton Winery to Healesville on the Saturday and then the third stage – Cape Schank to Arthurs Seat. The ride up Arthurs Seat has been made popular following the annual Bay2Bay ride, which has been allocated $75,000 and “in-kind support” over three years by Mornington Peninsula Shire. The ride, for which riders paid $99$59 to participate, this year raised $6500 for the Epilepsy Foundation of Victoria. The new date for the Herald Sun Tour caters for “changes in the global cycling calendar”. Sport and Recreation Minister Hugh Delahunty said the move would “provide an opportunity for more Victorians to be inspired by the competing cyclists and also to enjoy the race during their summer holidays”. “The tour provides us with the ultimate opportunity to showcase some of the state’s most impressive attributes, including regional and coastal areas.”

POINT Nepean became a focus for environmental education when 225 students from nine schools shared their know­ledge with teachers and classmates. Looking at locally relevant environmental issues such as climate change, water, waste, conservation, energy, drought, population and pollution was all part of last month’s Australia Post Kids Teaching Kids Week at Point Nepean National Park. Schools represented were Boneo Primary School, Derinya Primary School, Mt Eliza Secondary College, Our Lady of Fatima Catholic Primary School, Penbank School, Sorrento Primary School, St Macartan’s Catholic Primary School and The Peninsula School. Their students participated in workshops and activities covering peninsula environmental issues such as the aquatic environment, plastic in the oceans, biodiversity, recycling and renewable energy. “The world our kids are growing up in is changing rapidly. With the boom in alternative energy and the increasing impacts of global climate change, it is absolutely vital that they are engaged today to understand the world they’ll be living in tomorrow,” Kids Teaching Kids Founder and managing director Arron Wood said.

Peninsula footballer dies in Las Vegas fall By Cameron McCullough TRAGEDY has befallen the peninsula football fraternity with the news that John McCarthy has died in an accident in the United States. McCarthy, 22, was holidaying in the US with 10 teammates of Port Adelaide Football Club, where he had just competed his first season. The club was informed by US authorities in Las Vegas on Monday morning that he had died as a result of injuries sustained in a fall from a hotel complex. The circumstances of the tragedy are still being investigated. McCarthy grew up in Sorrento and played junior footy with Sorrento Sharks. He continued his career at Dandenong Southern Stingrays before being drafted by Collingwood in the national draft in 2007. Last year he was picked up by Port Adelaide as their number one pick in the pre-season draft. McCarthy attended The Peninsula School in Mt Eliza, and split playing duties between the Stingrays and his school. The News’s football writer Andrew Kelly spoke to Sorrento’s senior chairman of selectors, Gerard Goss, who said “the club is devastated. They’ll have even more to play for in the weekend’s grand final”. Many of those he played junior football with now play with Sorrento seniors. The Sharks play Dromana in the MPNFL Nepean Division grand final on Saturday. McCarthy played 21 games in his debut season with Port Adelaide. He played 18 games for the Magpies from 2008-11. Rare parrots have a new ‘home’ to roost SEVEN orange-bellied parrots have arrived at Moonlit Sanctuary in Pearcedale for a new exhibit. The parrot is critically endangered, with scientists saying only about 36 birds are left in the wild. The parrots were introduced to the world last Thursday when the enclosure was opened to the public for the first time. Orange-bellied parrots used to inhabit salt marsh areas of Western Port but have not been seen there since 1987. The seven come from a captive breeding program and are past breeding age, but Moonlit will be home to 10 breeding pairs next year as zoos across Australia battle to save the species. There are just over 200 birds at six zoos and a parrot breeding centre. Moonlit will be part of the program that hopes to release 350 birds into the wild by 2016-17. The parrot lives in Tasmania, but flies across Bass Strait to spend winters in southern Australia, living in coastal grasslands and areas of salt marsh. It is one of only two species of parrot that migrate. Moonlit Sanctuary CEO and head ranger Michael Johnson said the exhibit featured the salt marsh habitat that is only 500 metres from the sanctuary on the edge of Western Port. “The exhibit will help educate the community about the importance of the preservation of this habitat,” he said. “The birds can smell their favourite salt marsh habitat. They should feel right at home.” Mr Johnson said Moonlit Sanctuary would be building an off-limits breeding facility for the parrots. “This will be notable as the only breeding facility actually within orange-bellied parrot habitat.” Previous breeding programs at the sanctuary have included southern bettongs, eastern quolls, Julia Creek dunnarts and squirrel gliders. Late last month Moonlit Sanctuary won the Zoo Aquarium Association of Australia award for best new exhibit under $100,000 for its Wallaby Walk. Moonlit has kangaroos, koalas, owls, dingoes, reptiles, birds, wallabies and possums. It conducts night and day tours. The sanctuary is at 550 Tyabb-Tooradin Rd, Pearcedale. Historic tower coming down THE lookout tower atop Arthurs Seat will be demolished by the end of the week if Parks Victoria plans go according to schedule. Work started on Monday morning with contractors Guilfoyle Australasia cutting out various plaques and removing doors, to be temporarily stored at Parks Victoria’s Rosebud depot. A bronze direction marker pointing to distant landmarks such as Melbourne, Mt Macedon and Mt Dandenong also is being salvaged. The tower will come down on Wed­ nesday and the site cleaned up by Friday. Dromana and District Historical Society president Peter Holloway said it was a sad day for the peninsula’s history. “The demolition of the tower needs to motivate the peninsula community as soon as possible to the next step in commemorating this most significant part of the history of Arthurs Seat,” he said. Mr Holloway said he hoped the building of a museum to house the salvaged items and tell the history of Arthurs Seat would be supported by local heritage groups, Parks Victoria, Mornington Peninsula Shire, local businesses, philanthropists and the consortium building the new chairlift, which is led by 2011 Australian of the Year Simon McKeon, a senior executive with Macquarie Bank. He said an interpretative centre could be incorporated into the chairlift’s top station. It would tell the story

of Arthurs Seat, which was a significant site for Aborigines as well as Europeans over more than 200 years. Explorer Matthew Flinders climbed the 300-metre mountain in 1803 during his survey of Port Phillip. The tower was erected by the Shire of Flinders in 1934-35 for the centenary of Victoria 1834-1934. Its removal opens the way for a new chairlift, which will have a top station behind the tower’s footprint. The $5 million plus chairlift project will include a 360-degree viewing tower as well as a bottom station with cafe and large car park. It will replace the chairlift built in 1961 that has not operated since mid2006 when mechanical failure stranded about 12 people. Mike Hast

Sticky help for violence victims THE Zonta Club of Mornington Peninsula and Mornington Peninsula Shire are raising awareness of contact information for support agencies that help victims of domestic violence and sexual assault. The club got the idea from interstate and the shire has agreed to place stickers displaying agency contact information on the doors of female and unisex public toilets across the shire. “Domestic violence and sexual assault are serious crimes and due to

their intimate nature it can be confronting gaining information or support for these issues,” the mayor Cr Frank Martin said. “The placement of these stickers in private places enables people to discreetly note contact details and to make contact with organisations that could be of help.” Zonta’s advocacy committee head Elaine Hardstaff said specialised agencies could provide crisis counselling on basic legal or medical rights and

referral to other services. “Zonta aims to promote freedom from violence and improvement in the legal, health and education status of women,” Ms Hardstaff said. Electric scooter-riding Fran Henke organised her own version of last weekend’s Walk With Me event held by Polio Australia and Scope. “I think we did just over three kilometres but faced an impassable puddle at the end of the Jack Babbington boardwalk, preventing us from making the foreshore,” Mrs Henke said after arriving back home with her dogs. Her initial target of raising $200 was exceeded well before she set off, with appeals on social media and donations from friends topping $1100. “Former senator and Polio Australia Patron John Tierney walked to the Yarra from Fed Square and raised $1700. Pool cost to soar over $44m

By David Harrison THE cost of Rosebud’s proposed foreshore pool is almost certain to soar beyond $44 million because of site difficulties. Originally estimated at $15 million, the 25-metre pool’s cost shot up to $28.5 million, then to $32.5 million when it was expanded to include facilities such as a gymnasium and a “wellness centre”. The shire then had to admit it had not included GST in the figure, pushing the cost to more than $35.5 million. The latest increase for the proposed pool, known as the Southern Peninsula Aquatic Centre (SPA), relates to the quality of the foreshore site. A recent council meeting instructed the shire to do geotechnical testing – previous tests were done about 250 metres from the final location – the results of which will be crucial in cost terms. The tests were ordered to explore the suitability of the site and its possible complications in engineering and cost terms. It is believed the tests are complete and results should be available soon. The rapidly escalating cost comes at a time when shire debt has also soared alarmingly, from $38 million to $48 million, because of an unexpected unfunded superannuation liability of $10.8 million. Difficult sites, requiring special foun­dations and expensive materials to stabilise buildings, can add to costs by 25 per cent or more. This means the Rosebud site could add nearly $9 million to the steadily

expanding cost of the SPA project – the biggest in shire history – taking it to $44.5 million even before the first shovelful of sand is dug. This contrasts with Frankston Council’s $46.35 million “all bells and whistles” pool project, which includes an Olympic-sized (51.5m) pool, a learn to swim and leisure pool with play area, cafe, gymnasium, waterslides, splash deck, warm water therapy pool, spa and sauna, crèche and health and wellness centre Maroondah Council is building a similar pool at Ringwood for $46.5 million, including a 10-metre diving tower, cafe, hydrotherapy pool with two spas, gym and three fitness rooms, leisure, toddlers’ and learn-to-swim pools, cafe, creche and parking for about 400 vehicles. The Ringwood centre is designed to accommodate future water slides. Its 10-lane main pool will have four configurations allowing simultaneous use by different groups. The Rosebud site is on a primary sand dune, just metres from the beach. Building in such an area is strongly discouraged by the Victorian Coastal Council for a number of reasons. Its publication Siting and Design Guidelines for Structures on the Victorian Coast states that “The coastline is a precious and finite environment and its limited land resources need to be used sparingly and wisely”. It emphasises that the foreshore should be reserved for coastal-dependent uses such as boating and other leisure facilities and structures “directly related to marine works such as ero-

sion protection and navigation”. This echoes the Department of Sustainability and Environment’s stringent guidelines for building on foreshores, which the shire is currently trying to meet. The VCC states that “Structures should be located as far back as practicable from the shoreline”, adding that

“Where a structure does not require a location on the water’s edge, it should be set back to reduce the threat posed by coastal recession and wave attack”. It emphasises the added cost of construction and maintenance in terms of “reducing wind, salt and sand impact on structures” and problems with unstable soils, as well as the need to build

in materials that are “durable in the coastal environment”. On building design, it states that “The design of footings (foundations) should take account the soil type and its depth and bearing capacity”. This could be a particular problem with a structure built on sand.

We wuz robbed: mayor complaint to minister By David Harrison and Mike Hast A COMPLAINT from Mornington Peninsula Shire mayor Frank Martin to the Minister for Local Government about a council vote on the Southern Peninsula Aquatic Centre (SPA) has been curtly rebuffed. Cr Martin’s letter told Minister Jeanette Powell that the vote had occurred “in my absence and in the absence of two other councillors”. The words “in my absence” were underlined. “I am confident that these resolutions would not have been approved had all councillors been in attendance,” his letter stated. Cr Martin belongs to the council’s dominant group of six, which supports the contentious Rosebud foreshore location for the aquatic centre.

Three of the six were interstate – Crs Martin and Antonella Celi at a Canberra conference and Cr Bill Goodrem on leave. The three other members of the dominant group are Crs Anne Shaw, Reade Smith and David Gibb. The meeting Cr Martin referred to occurred on 18 June. Its agenda included business not completed at a meeting the previous week, which all councillors had attended. Cr Martin told the minister that a third councillor, Graham Pittock, who is not a member of the dominant faction, also was in Canberra at the conference. The mayor told the minister that Cr Pittock “specifically returned from the conference in Canberra” to attend the reconvened meeting.

This meant the dominant faction did not have the numbers to stop the antiforeshore pool faction passing a resolution asking Ms Powell to examine the whole project as well as two others related to SPA. The letter to Ms Powell requested “the minister consider in detail, and confirm the minister’s approval of, the financial impact, location, geological issues, community consultation pro­ gram and council’s approval process for the Southern Peninsula Aquatic Centre”. The second motion was that the council receive a briefing from the National Climate Change Adaptation Research Facility about building struc­ tures on the foreshore and the risk of inundation. This was later cancelled.

The third motion was: “Prior to the appointment of a Southern Peninsula Aquatic Centre project manager, that appropriate geotechnical and en­gi­ neering reports be prepared for the designated site for SPA and be pre­sented to the council to inform of feasibility and cost of the project be­fore any further design work is under­taken.” As mayor, Cr Martin was required to sign the letter to Ms Powell, which was dated 19 June. His letter of complaint, sent with the letter of request, was dated 22 June. It began: “I have reluctantly signed the attached letter following a resolution by my council…” In essence, Cr Martin argued that because all councillors were present at the start of the adjourned meeting,

they should all have been present when it reconvened. The Office of the Minister for Local Government did not agree. Ms Powell’s chief of staff, James Lantry, wrote back: “…please note that any resolution passed by a majority of councillors present – at a meeting at which there is a quorum – is a valid council resolution.” Mr Lantry concluded: “In respect of the council’s request for the minister’s ‘approval’ of the SPAC and the associated process undertaken by the council, this is neither required nor appropriate given that councils form a separate, democratically elected tier of government.” In other words, please don’t bother the minister with your petty squabbles.

Wet rot and how to treat it drastic than that required for dry rot. If the cause of dampness is rectified and the timber is allowed to dry out, there should be no further growth. Therefore, it is necessary only to cut out the affected wood that has been seriously weakened by the rot. However, it is essential to make sure timbers around affected areas are treated with fungicide. As the timber dries out the moisture content falls until conditions are just right for dry rot to occur. To check the extent of damage in decaying wood, prod all timbers in the affected area with a strong tool such as a broad knife. If the knife sinks right into the wood, then it is badly decayed. Cut out all timber that has suffered breakdown and remove all dust, dirt and debris. Select thoroughly dry, well-seasoned timber for replacement, cut it to size and treat it as for dry rot. Also treat the surfaces of adjacent timbers and brick, block and concrete areas with fungicide before installing the replacement wood section. Exterior joinery, where the paint film has cracked allowing water to penetrate, is a typical starting point for wet rot. The remaining paint film prevents any water drying out by evaporation, so the wood swells, joints open and wet rot spores enter the cracks. To detect the first signs of wet rot, inspect any cracked paint on window sills or door frames. A thin veneer of surface wood

may conceal a soft, dark mass of rotted wood dust beneath. The fungal strands of wet rot fungus are thinner than those of dry rot and are dark brown in colour. When growing over wood, these strands often develop a fern-like shape. How to treat wet rot Outbreaks of wet rot are much more frequent than those of dry rot but are seldom as difficult to treat. The fungus stays around the original site of damp wood in which it germinated, making it easier to isolate. The treatment itself is less

Alternativley you can order your blinds from the website by filling in the information required to finalise your order. Today curtain fabrics have undergone a huge change in many ways. Curtains have become more modern in design, and fabrics now have a huge range of beautiful colours, styles and textures to suit the younger generation. Modern technology in fabrics has made them very stable and now the shrinkage and stretch-

ing is at a minimum compare with the old days where fabrics had no stablisation at all. Moray, for example, would move 50 to 70 millimetres up and down the window and was a nightmare for curtainmakers. Today fabrics are available in much wider widths so there are fewer seams when making curtains and generally the curtain sits very well on the window with tracks or rods. To finish the top of the curtain, known as the heading, today there are quite a few styles of headings to choose from, keeping the curtain modern and interesting. Curtain linings play an important role in heat reduction on hot days and keeping the cold out on cold nights. Linings also help to stop curtains from rotting from the sun’s UV rays. Lining is also excellent for keeping the room dark in the mornings being a blockout fabric. You can get various ranges of linings. There are generally three grades of linings: one pass is UV resistant but lets light through the lining, two pass is inbetween one pass not quite blockout but very good and three pass is total blockout and UV resistant. Linings have changed quite a lot over the years giving a new, modern look and a better feel and style with many modern colours to choose from. Now you can get linings in wider widths and very stable. The younger generation are now using coloured linings for curtains and having modern sheers as their main curtains, giving a great look and cutting costs. Sheers have been the most exciting change with many new styles, designs and colours replacing that old-fashioned terelyene (scrim) sheer. They look great in front of blinds or behind curtains to break up that plain look. Today everything in curtains, blinds and sheers is aiming for that modern clean and not-too-heavy look on windows.

Demolition ambition THE board of Andrew Kerr aged care centre has applied to demolish its 1875 Italianate mansion “Glenbank” in Bark­ly St, Morn­ington. Removal of the mansion is a key part of Andrew Kerr’s $28 million redevelopment of its site on the corner of Barkly St and Tanti Ave (‘$28m aged care centre’, The News, 1/12/11). Redevelopment plans were submitted to Mornington Peninsula Shire last November. They have since been refined and were resubmitted in July. Andrew Kerr board chairman Lew Robbins on Monday told The News demolition of Glenbank was crucial to the project.

“The future viability of Andrew Kerr depends on the redevelopment as we outlined last year,” he said. “We can’t afford to restore Glenbank, which has been changed many times over the years and knocked about.” Mr Robbins believes the board will have a fight on its hands as shire planners have indicated little support for the project and the National Trust wants the mansion retained. “We’re prepared to go to the Victorian Civil and Administrative Tribunal,” Mr Robbins said. The board would tell the tribunal that redeveloping the site would provide net community benefit.

Minister alters Heronswood rules

By Mike Hast HISTORIC Heronswood in Dromana has its operating permit from the state government after a long and controversial process. But Planning Minister Matthew Guy has changed key elements of the shire council’s planning amendment, which Mr Guy received last November. They include: n Heronswood does not have to provide a shuttle bus from Point Nepean Rd to the property in Latrobe Pde on event days. n Removing the shire’s restrictions on future uses of the site. n Removing the shire’s restrictions on “private uses” such as weddings. The shuttle bus requirement was imposed by the shire to stop Latrobe Reserve being used as a car parking area on busy days such as Heronswood’s annual Harvest Festival. Permit conditions retained by Mr Guy include that Heronswood will have to seal its car park on Latrobe Pde, be part of a consultative committee, and have traffic marshalls on event weekends throughout the year and all weekends during the peak visitors season between December and February. Mr Guy’s approval confirms the shire’s okay for seats at the property’s cafe to be increased from 20 to 70. On Wednesday, Talei Kenyon, Diggers Club media and education manager, said the organisation was delighted to receive its permit. (Diggers Club is the garden club associated with Heronswood.) “We don’t have absolute clarity [about the terms of the permit], but we are look-

ing forward to working with Mornington Peninsula Shire to clarify the outcome,” she said. Clive and Penny Blazey, founders and owners of the Diggers Club, have gifted ownership of their highly successful garden company as well as family-owned properties Heronswood and St Erth (at Blackwood in the Mace­don Ranges) to the Diggers Garden and Environment Trust. On the club’s website, Mr Blazey stated: “[This will] ensure that the work we’ve done over the past 34 years in preserving historic gardens and houses as well as the best garden traditions through education will continue forever.” Heronswood and its residential neigh­ bours have had a sometimes acrimonious battle over the growth of commerce at the property, which was established as a private residence in 1864. It was designed by Edward La Trobe Bateman. Car parking and vehicles leaving and arriving at the site have been major sticking points. Last year the shire said it would ask VicRoads to lower the speed limit by 10km/h to 50km/h on Latrobe Pde near Heronswood. Clive Blazey is a member of the family that made its fortune with Hortico and Penny Blazey is a member of the old money peninsula family the Hiscocks. They bought Heronswood in 1983 and it became the base of Diggers Club. The Blazeys planted five gardens and green thumbs flocked to the property.

Join fight against decay THERE are many lifestyle risks that can lead to dental problems. Here we tackle some of the main culprits: smoking, alcohol and drugs. Even if the decision is not to quit, there are still things you can do to lessen the effects of alcohol and nicotine to give yourself the best chance of avoiding the more serious side-effects. Smoking Smoking hides the signs of gum disease, sometimes for years. The condition can be very advanced before you notice any damage. The chemicals in smoke affect the blood supply to your teeth and gums, and also thicken the saliva, preventing it from doing its job of neutralising food acids and protecting the teeth during the day. Smoking still remains the biggest risk factor in developing mouth cancer. This is often difficult to spot in its early stages. Alcohol The main threat to teeth and gums comes from the sugar content in alcohol (including beer), which breaks down to form acid and attacks the mouth. Heavy alcohol use (defined as more than four standard drinks on one occasion) combined with smoking will give you a 15 times greater risk of developing mouth cancer. Alcohol’s dehydrating effects along with the body’s lowered immunity mean people are more likely to contract diseases like oral cancer and be less able to fight off oral and other diseases. Drugs Drugs of all descriptions can lead to dental problems. Some prescribed medications can cause tooth erosion either because they are

acidic or because they cause a dry mouth, which means the natural defence against acid attack (saliva) is compromised. The regular use of illegal drugs can also cause lots of damage. Cannabis, cocaine, ecstacy, heroin and methamphetamine, among other illegal drugs, can cause a variety of side-effects that affect the mouth including dry mouth, teeth grinding, jaw clenching and acid attack. All of them can lead to serious mouth problems including tooth erosion, gum disease and oral cancer. What can be done? The obvious solution is often the hardest one. Giving up can be difficult – or impossible if people rely on a prescription drug – but there are people and organisations that can help. Even if people don’t decide to quit, they can still try and lessen the effects of alcohol, smoking and drugs. n Brush and floss correctly to keep teeth and gums clean. n If you forget to do this after a night out, leave the toothbrush on a pillow before you go out to remind you after getting home. n Swish a mouthful of water around every so often when smoking and drinking to increase saliva and rinse away sugars and acid in the mouth. n On the way home from a night out, chew sugar-free gum to stimulate saliva and get rid of harmful sugars and acid.

Confessions of a teenage contortionist By Stuart McCullough IT snuck up on me. As far as I was concerned, I had remained much the same age for the past 20 years. But somewhere along the line, things have changed. I suppose there were signs – creaking joints, eyebrows that can only a whipper snipper can control and a face with more creases than unironed laundry; all of them clues to my advancing years. But I ignored them all. Only when the truth was staring at me in the face and holding a mirror did it truly dawn on me – I am getting on. We were attending a live music show. I call these events “gigs” but am unsure whether this terminology still resonates with the younger generation. Or, for that matter, if most of them are aware “live music” exists. For all I know, the mere use of the word gig immediately identifies me as someone from a distant age, in whichterms like gig were used along with groovy, wireless and horseless carriage. As I stood in the venue, I ran into an old friend. By that, I mean he called out my name and I turned around, rather than some kind of low-speed incident in the car park requiring the exchange of insurance details. We chatted, as old friends do, and watched while the support band did its best to win over an audience that was, at best, distracted or, worse, yet to arrive.

The band was playing earnest indie folk rock and it was the kind of music my friend and I could relate to as, once upon a time, we had played some earnest indie folk rock of our own. It brought back memories – not all of them good. As I recall, when writing an indie folk rock song, your job is to summon as much raw emotion and pain as possible. In retrospect, the pain was mostly that of the listener, as I wailed my heartfelt ditties like a spanked cat. If I was to summarise my songwriting efforts of the era, I’d probably go with “attempted profundity”. In 20 years, not much has changed in the indie folk rock scene. Much like professional wrestlers, today’s song-

writers are still very much attempting to “bring the pain”. But as excruciating as it was, it was made even more awkward by the efforts of the band to be noticed. Rather than by means of fascinating song-craft and undeniable melodies, the band members engaged in shameless “rock shaping”. Rock shapes are the movements you make with your body while weighed down or otherwise inhibited by your instrument. It’s not dancing, as such, but it does represent an attempt to display the rhythm of the song by way of body movement. The prime culprit in the band we were watching was the bass player. Perhaps he was a retired jazz ballet student or a former mime artist. Whatever the case, he did eve-

rything short of strap fireworks to his ears to stand out. Contorting his body, it was as if he had earlier swallowed a key and was now trying to work the object through his system. It would not have surprised me if, at the end of the set, he had produced a metal object, held it aloft and waited expectantly for the crowd to applaud his efforts. George Harrison may well have had an album called All Things Must Pass, but the bass player had taken this far too literally. My friend and I shook our heads as this young musician made a complete tool – probably a chrome vanadium steel 16-inch spanner – of himself. But in the midst of our merriment, it struck me. In fact, much like a chrome vanadium steel 16-inch spanner, the realisation came on me with great force. Here was I, with my friend, talking about how different things were in our day. The words “in our day” rang in my ears like a blast of feedback from a stage monitor. I could ignore the state of my eyebrows, the hair in my ears, the pain in my joints and the fact that school children have started offering me their seats on public transport – it was a single conversation of the “back in our day” variety that finally caused the penny to drop. The fact of it being a penny rather than decimal currency only made things worse. My misery was compounded by the

fact that I knew, deep down, that I had once been just like that bass player. I, too, had once writhed around in front of a paying audience as though I was locked in mortal battle with my digestive system. My humiliation was compounded by the fact that I wasn’t a bass player but, rather, stuck behind the keyboards. There is, I feel, nothing in this world quite as sad as a keyboard player who craves attention. Certain instruments lend themselves to throwing rock shapes. Guitarists have it easy. Singers can get away with murder. Bass players run the risk of having people accuse them of wanting to be a guitarist. Keyboard players, however, must suffer the indignity of being accused of being a keyboard player. It is a charge from which there is no escape. For all my efforts, audiences remained immune to my charms and I quietly retired. It’s time to accept that I’m getting on. Rather than make fun of young men who appear to be in the grip of a savage tape-worm attack, given my age the responsible thing to do is to walk up, put an understanding hand on the shoulder and say “No”. I only wish that someone had done that much for me. Getting older is not so bad, even if my best rock shapes are now behind me. It can only be a good thing. www.stuartmccullough.com

Gruesome tale of Batavia captured in tapestry By Vivien Durant WHO says Australian history is boring? Discussion about the national school history curriculum has prompted debate about whether Australian history is interesting and engaging for students. In the wreck of the Batavia, peninsula artist Melinda Piesse has found a fascinating piece of Australian history. The ship belonging to the Dutch East India Company was shipwrecked off the coast of Western Australia during its maiden voyage in 1629. What happened on the voyage and in the months after the shipwreck is a story that could come straight from Pirates of the Caribbean: a mutinous skipper, a heretical junior merchant, betrayal, piracy, rape, murder, massacre and treasure. It makes for a compelling story of desperation, madness and greed. The defences and shelters built on the islands off the coast of WA by the shipwrecked crew are the oldest known European structures in Australia. For a story so vibrant and fascinating, Ms Piesse employed a method of artistic expression befitting such a multi-layered event. Inspired by the Bayeaux Tapestry, which depicted the Battle of Hastings in England in 1066, Ms Piesse chose tapestry as her medium. She studied visual arts at Monash

University and discovered her love of tapestry as a form of artistic expression. Her piece on the Batavia is an accumulation of years of work and research. When completed, the tapestry will be a five by three-metre sail depicting the events of the shipwreck in exquisite and minute detail, from the intricacies of the rigging to the embroidered detail on the officers’ uniforms. Tapestry, according to Ms Piesse, is still a commercial and flourishing industry. Places like the Australian Tapestry Workshop demonstrate this art form continues to attract practitioners and admirers. Ms Piesse moved to the Mornington Peninsula a few years ago when she married and is an art teacher at Somerville Secondary College.

She had been volunteering her time at the Wooden Boat Shop in Sorrento and developing her interest in traditional rope work when she met her future husband. It’s a Dromana v Sorrento grand final NEPEAN DIVISION

By Toe Punt SORRENTO will play Dromana in the MPNFL Nepean Division grand final at Frankston Park this Saturday after the Sharks defeated Rye by 17 points in the preliminary final. A five goal to two second quarter was the difference between the sides, but Rye refused to lie down and be overrun at any stage. In a tough, physical and sometimes spiteful clash, umpires David Kemp, Brett Chard and Mark Mounsey did a wonderful job to keep the game under control. There were spot fires all over the park. Rye’s Ben Winters-Kerr was reported for striking. There is also an investigation (see

Footy Shorts) expected to be called this week for an off-the-ball incident between Winters-Kerr and Sorrento’s Scott Cameron. In further drama, it is understood Sorrento’s key playmaker and forward Dalton Sanderson sustained a broken hand during the match. This adds to Sorrento’s problems as Leigh Poholke also has a broken hand. He played on Saturday with a plastic cast, but was a liability. There were two players in particular who were simply sensational for Sor­ rento and key to the victory. Josh Moore played predominantly as a forward and booted four goals, and Tyrren Head took more than a dozen contested marks, booted two goals and had more than 20 possessions.

Head’s workrate was superb and certainly lifted the players around him. Daniel Grant made it two outstanding games on the trot. His clearance work and run and carry were a highlight. Sorrento would have also been very happy with Doug Scott, who came in for his first senior match of the season. He worked hard as a lead-up forward, while also spending some time in defence and providing some run from half-back. His kicking was first class. With Sanderson looking to be in some trouble, Scott could play forward, while teenager Jayden Tomkins would be another likely starter. Sorrento never looked threatened

in the match, despite the under three goal margin. Rye’s Justin Van Unen finished the season with 121 goals after booting seven on Saturday, and Ben Cain and Matt McIndoe were also superb. Cain carried the Rye onballers on his shoulders and McIndoe provided wonderful support to Van Unen. It was Sorrento’s ability to be able to strike back after Rye had kicked a goal that was a major factor in the win. Only into time-on in the last quarter was Rye able to kick two goals in succession. Leigh Treeby and Trevor Mattison provided plenty of run and grunt all afternoon for the Sharks, and Guy Stringer was a rock in defence. He would have broken even with

For the grand final, Dromana Tigers will have Ryan Worn, Terry Wheeler and Adam Hunter all pushing to get in to the winning semi-final side. In the Reserves, Somerville com­ pleted the expected and easily ac­ counted for Dromana. Ben Crowe continued his domination with five goals. The Eagles will take on Frankston Bombers in the grand final. In Under-18s, Somerville bounc­ed back to set up a grand final showdown with Red Hill. The Eagles were far too strong for Sorrento and won comfortably.

Stonecats v Bulls for grand final spot PENINSULA DIVISION

By Toe Punt FRANKSTON YCW will play Ka­rin­ gal in this weekend’s MPNFL Penin­ sula Division preliminary final after copping a hiding at the hands of Mt Eliza on Sunday. Billed as the match of the season so far, Mt Eliza, the Redlegs, dominated Frankston YCW, the Stone­­cats. Had the Redlegs kicked accurately, the final margin would have been a lot higher than 58 points. In Saturday’s first semi-final, Karin­ gal scrapped its way to a 35-point victory over Bonbeach, ending the Sharks’ 2012 campaign. Karingal has sustained some severe injuries at the wrong end of the season and will go into Sunday’s preliminary final as rank underdogs against the Stonecats. In saying that, the Stonecats will need to life their game to advance to the grand final. Frankston YCW was smashed on Sunday in every aspect of the game.

On the wide, open spaces of Frank­ ston Park, the Redlegs’ forwards were able to spread the YCW backs and moving the ball into the forward line became a procession. Michael Lourey (six goals), Scott Lockwood (five goals) and Sam Lloyd (three goals) were all far too much to handle for the Stonecats. Every time the ball went inside the Redlegs’ 50-metre arc, they managed to score. The usual fluency of run from the back line by the likes of Kevin Lylak, Dane Andenov, Anthony Barry and Byron Barry was almost non-existent. Anthony Barry was the best of the YCW defenders. Scott Simpson outclassed Ash Eames in the ruck, giving his small men first use and also playing well around the ground. The Mt Eliza runners, led by Ben Lean, Dan Gormley, Justin Grant and Josh Norman, put enormous pressure on YCW ball carriers Daniel Smith, Ben Tellis and Ricky Morris, who had no influence on the game.

This made things tough for YCW’s forwards. There wasn’t a lot of clean ball coming into the forward line, which allowed Sam Gill, Jimmy Clayton and in particular Dylan Emmons to run the ball out of the dangerous areas. Lew Roberts was the only Stonecat to show anything in attack, finishing with six goals. On Saturday, Karingal played 15 minutes of good football, which was enough to beat Bonbeach. Karingal’s finals form is of major concern; its last quarter against Mt Eliza two weeks ago was the only ac­ ceptable quarter in its past eight. On Saturday, three Bonbeach players were sent off in the second quarter. Luke Smith and Shane McDonald were sent off for undisciplined acts, and Michael Turville was sent from the field because his nose ring became exposed. This left the Sharks with 15 players on the field. Although they did well to hold Karingal for some of the 20

minutes the trio was off the ground, the floodgates opened in the last 10 minutes of the quarter. Karingal turned a one-goal lead into a 30-point gap at the major interval. Karingal went into the game without several good players including Jus­tin Peckett, Michael Burke, Grant Goodall, Steve Charalambous, Allan Williams and Ryan Jenke. Only Charalambous is a better than even money chance to come back this week. All of them bar Williams would play in the grand final should the Bulls make it. Chris Hay was outstanding for the Bulls on Saturday, booting eight goals to give him 91 for the season. Aaron Paxton was superb in the back line and Cal Dixon played one of his best games in the past eight weeks. James Tyquin, Luke Van Raay and Duncan Proud continued their outstanding form. For the Sharks, Jackson Casey and Shaun Foster finished the season on a high, along with Jason Gumbleton and Matt Batten.

After the match, Bonbeach coach Stevey Capp said it was a disappointing way to finish the season. “That lapse in concentration, where we were a little undisciplined for eight minutes of the game, was the difference between winning and losing,” he said. “I thought we were very good all afternoon and really believe that had we not played with 15 men for 20 minutes, we could have won. “We just chewed up too much gas fighting our way back into the game and just didn’t have anything left in the tank at the end.” Despite the loss and disappointment, Capp said it was a successful season. “We finished fourth, played two finals and our less experienced blokes got a taste of finals footy at the top level. “Hopefully that gives the entire group the desire to work hard over the summer and try for bigger and better things next season.”

Prelim final investigation

RYE Football Club and Southern Umpires Association have lodged paperwork with the MPNFL follow­ ing an alleged incident in the Nepean Division preliminary final between Sorrento and Rye. It is believed the incident involves Rye’s Ben Winters-Kerr and Sorren­ to’s Scott Cameron. A Rye spokesman confirmed his club would be calling for an investigation, while it was also con­ firmed by a senior umpire on Sunday the umpires would be doing the same. While the senior umpire said he believed a case would be heard on Thursday, it is highly unlikely the league will be able to turn it around inside four days.

Fish on the field

MPNFL board members got more than they bargained for when they were doing a routine clean-up of the playing arena before the first bounce last weekend. Steve Barrett was doing the rounds on the field at Frankston Park when he saw what he thought was a fish on the playing arena.

Tippett failed to have much of an impact on the contest, kicking one goal between them. To add to the pain of the defeat, Adelaide’s Rising Star winner Daniel Talia may have a broken arm and Patrick Dangerfield a broken jaw. The Dockers pulled off the upset of the finals series when they outlasted the reigning premiers by 16 points. Captain Matthew Pavlich was the catalyst of the win, kicking six goals. Whenever the Dockers needed inspiration as Geelong came at them, the skipper provided it. Veteran defender Adam McPhee was excellent in taking 11 marks and intercepting many forward thrusts. Overall the Crows have what it takes to beat anyone, but who knows after what the Swans did to them on the weekend? Adelaide by 5 points. Not only was he correct with his initial assumption that it was a fish, it was alive! It appears that perhaps one of the seagulls that frequent Frankston Park may have dropped its catch and couldn’t relocate it in the long grass. While we’re not quite sure of the type of fish, it wasn’t a keeper at just 20cm in length.

Capp reappointed

BONBEACH coach Steven Capp announced his reappointment by the club for season 2013 following the team’s loss to Karingal in the first semi-final on Saturday. Star forward Shane McDonald has also re-signed with the club. Capp told The News he was con­ fident the club would not lose “one player” in the off-season. “Like every club, we need to find a big ruckman,” he said. The search, according to Capp, has been underway for some time.

Stralia heading toward the top MORNINGTON-based trainer Mark Riley has a unique place in Victorian racing history – he is one of the few jockeys to have ridden a Group 1 winner and continued on to train a winner at the elite level. He rode Mistress Anne, trained by his father Martin, to victory in the Oakleigh Plate at Caulfield in 1979. Fifteen years later Riley prepared the speedster Mookta to win the Oakleigh Plate and the prestigious Newmarket Handicap at Flemington. Now he is looking to achieve further Group 1 glory with promising threeyear-old Stralia. A winner at Flemington at the first two outings, Stralia finished a coura­geous second to the classy filly Snitzerland in the Group 2 Danehill Stakes last Saturday. Encouraged by the performance, Riley is now aiming Stralia at the Group 1 $400,000 Caulfield Guineas on 13 October. “I was very happy with his effort in the Danehill,” Riley said. “He got a bit lost over the final 200 metres, but there is a lot of im­ provement in him. At this stage he will run in the Guineas Prelude [1400m] on September 30.” Among other locals who could emerge in the better three-year-old events over the spring are Right To Roam, Dominant and Timely Truce.

Pat Carey, who has enjoyed Group 1 success in recent times, handles Right To Roam, a big-striding son of Starcraft who found the 1400m too sharp but was doing his best work late. After showing promise at his two previous outings, Dominant, who is trained by Matt Laurie, worked hard early before finishing a gallant fifth. The Ricky Maund-trained Timely Truce is another who will appreciate getting out over longer distances and it would not surprise if he develops into an outside chance in the Caulfield Guineas. Mornington may also play a part in the Group 1 One Thousand Guineas

with Proper Madam, who like Stralia is by the Golden Slipper winner Stra­ tum. Proper Madam, who is trained by Jason Warren, won two of her four starts before flashing home from back in the field when fourth behind long-shot Members Joy in the Cap D’Antibes. Others worth following from that race are Molto Bene, Affable, Donna Cattiva and the maiden Young Girl. The lightly raced New Zealand­ er Zurella stamped her Caulfield Cup claims by winning the Let’s Elope at Flemington. A nice type by champion sire Zabeel, she unleased a big finish from back in

the field and will be even better when she contests longer races. She defeated Pakenham-trained Hi Belle who won three stakes races last season and is again poised to make her presence felt. Billionaire Lloyd Williams, who already has three Melbourne Cups on his mantelpiece, could be in line for another victory with imported stayer Mourayan. A third-placegetter in the 2009 Irish Derby behind Ascot Gold Cup-winner Fame And Glory, Mourayan has only been successful in one of 20 Australian appearances but he pleased with a solid fourth in the Makybe Diva
