2013 will prove to be a historic year for the health of local areas, with responsibility for public health returning to councils.

Blerta Berisha, 18, is Westminster’s new Youth MP. She tells us how she hopes to inspire young people to pursue the career they want.

New sport and leisure facilities are coming to Queen’s Park including a new state-of-the-art replacement for the ageing Moberly and Jubilee Leisure Centres.

ust 200 years ago diseases like typhoid and cholera were killing vast numbers of people and spreading through the slums of London. But in 1842, a connection was made between the environment in which we live and our health. This heralded the golden age of public health with huge improvements to rubbish collections, housing conditions and the provision of clean water. Local government was at the forefront. Despite the progress made there is still much to do. The biggest public health challenges facing us now are the impact of the choices that we make. It’s the choices about the food we eat, how much we drink, and whether we smoke that determine how healthy we are and how long we live for. While these choices are the responsibility of individuals there are barriers for some people, which make it much harder for them to make healthier choices. Seventy percent of what determines how healthy we are is our upbringing, the environment in which we live and how we spend our days. This is why, from April this year, the Government returned responsibility for public health back

to councils. This is a wonderful opportunity for the council to make a big difference to the daily lives of those whom we serve. As Leader of Westminster City Council, I am excited by what the future might bring. We are taking the time to look at what public health services are currently supporting you locally and how we might build on these. But more importantly, we are looking at how other things such as our leisure services, our schools and our housing can enable and support us to all live healthier lives. Public health is not just the business of health professionals; it is the business of all of us – you, me, individuals and communities. Of libraries and leisure services, housing providers and residents, employees and employers. Together we can ensure that making healthier choices is easier for all of us. I look forward to this challenge and to what it should mean for the lives of those who live and work in Westminster.

“A

s Youth MP I want to bring young people and professionals together through a mentoring scheme. “It would be incredible for young people to be mentored by someone in a line of work that they dream of having a career in. A mentor is not only able to give advice and support, but can change someone’s life. “At the moment, some young people do not have enough opportunities to be able to break into careers of their choice. Many aspiring

lawyers, musicians and footballers feel that their aspirations are merely dreams and cannot become real. This is not true as anyone has the potential to make it happen. But, I know this requires a lot of support, especially for young people who do not have the contacts, money or confidence to get to where they want to be. “I want to work with the council to support young people, to encourage them into education or help them develop their talents.”

A new mental health hub has opened in south Westminster.

he new leisure centre will be on the Moberly site subject to planning permission and is expected to open in 2016. It will have two swimming pools, an eight-court sports hall, a boxing hall, a multi-use hall, a health suite and a gym. Other local improvements include a new community sports facility on the Jubilee site, an upgraded outdoor

synthetic football pitch at St. Augustine’s School for community use, a games area and outdoor gym in Queen’s Park gardens that is free to use. It is also the first point of contact for people who have been recently diagnosed and need mental health support. Social workers, psychologists, nurses and occupational therapists are all available at the new centre. There is also intensive support for rough sleepers and services for older people. Support for new businesses

B

udding entrepreneurs in Westminster are being given a helping hand from July through a four-year investment programme, Civic Enterprise Fund, which will help 1,000 business startups get off the ground. The £2.1 million scheme will provide coaching, knowledge and skills to help grow new business.

Visitors to this free, not-ticketed event can expect a two-day celebration of the West End with live performances from many of London’s most famous musicals. Highlights this year include Billy Elliot, Matilda and Les Misérables, along with many of the West End’s finest shows taking to the stage. There’s also activities for all the family in and around

the square hosted by some of the capital’s most well-known museums and galleries including The Science Museum, Ripley’s Believe It or Not! and Historic Royal Palaces. For younger children, the much-loved children’s character Everything’s Rosie will be at the event to meet and greet everyone. This year will feature more acts than any other

West End LIVE runs from 11am-6pm on Saturday 22nd June and from 12 midday-6pm on Sunday 23rd June. Entry is free, you don’t need to book, just turn up on the day and join in. Please be advised that the event gets very busy and so queues are possible.

The council is putting the future of five neighbourhoods across the city into the hands of local people. People from these areas are being asked to decide on whether proposals to renew the area should go ahead.

A new library for Marylebone A new £12 million state-of-the-art library will open on Luxborough Street in Marylebone in 2015 subject to planning permission.

esidents of Ebury Bridge and Church Street have given a resounding ‘yes’ to the renewal plans for both their areas. Giving a great boost to the community these proposals will help create new jobs, new homes, new community facilities and new public spaces. Nearly 60% of Ebury Bridge residents turned out to vote with 78% voting in favour of the proposed plan. The plan will be delivered in three phases to reduce disruption and make the re-housing process as simple as possible for residents. Retained blocks will be improved.

Achim says: “For over three years I have been involved, together with many other residents, in drawing up the plan for our neighbourhood. “Local people’s ideas, concerns and priorities have greatly contributed to shaping the plan. I’m convinced that most of us want better homes, an improved market, more attractive public places and a greener environment.” The first phase aims to be completed over the next three to five years. The continued involvement of local people will be at the heart of this, and

residents and businesses will be invited to work with the council and our development partners and contractors, to turn the concepts into detailed plans. Local people will also be invited to help us select contractors for the projects. All of the council’s developer and contractor partners will be signed up to a Considerate Contractor Scheme to reduce any disruption to the area.

The programme is also recommend for people with mental health conditions. An instructor will support you through a healthy lifestyle programme tailored to suit your fitness levels and medical condition. Your programme can include gym workouts, exercise classes, walking, outdoor activity and swimming. Support for mental health

A

t least one in four people experience a mental health issue at some time in their lives. The Westminster Improving Access to Psychological Therapies Service provides quick and easy access to help and support for people who are struggling to cope or are suffering from stress, anxiety or depression. There are lots of treatments available including support if you are struggling to stay in work, exercises to manage feelings of anxiety or depression, sleep workshops, counselling, skills training and self-help books on prescription. he new tax-free childcare initiative will replace the childcare vouchers programme and will be phased in from autumn 2015. Eligible families will get 20% of their yearly childcare costs, up to £6,000 per child, paid for. This could mean payments of up to £1,200 per child, per year. To be eligible, families will have both parents in work,

with each earning less than £150,000 a year, and will not already receive tax credits or Universal Credit. In the first year, all children under five will be eligible and over time children under 12 will be included. Visit gov.uk/hm-treasury for further information

ngie Durrance, 58, from Queen’s Park is involved in the Queen’s Park Festival, taking place on 10th August as part of the Paddington Festival. She says: “I’ve taken on many roles including helping to coordinate the volunteers and organising the stalls that surround the park. “We try to involve as many people as possible whether it’s having a say in what entertainment and activities they want, to helping to set up and run things. It’s a volunteer-led event. “We’ve tried out different things throughout the years and have found that the more you involve local people, the more successful the event is. There’s such an amazing turn out now and a diverse mix of people. You just have to look round on the day and you see lots of faces enjoying themselves and all the hard work is worthwhile.” Thuto Mali, 31, works at The Avenues Youth Project in north Westminster. She organises the entertainment for the main stage at the festival. “We have a packed schedule

Coping with changes to housing benefit Government changes to housing benefit mean that many people are choosing to move to a new home. Mr Biggs from Pimlico was one such person and tells us why he decided to make the move.

aul Biggs has lived on the Millbank Estate for 30 years. In 2003, his mother passed away leaving him with a two bedroom flat which he arranged to swap with a young family who were looking for a home with more space. “In February I saw a poster that was put up by a couple with a young baby who were searching for a two bedroom flat on the estate. “I got in contact with them and we agreed to a mutual swap. We were both happy to move so it was a relatively smooth process. The staff at the housing office carried out some inspections, we signed the deeds and set the date to move. The whole process only took about three weeks to organise, so if you’re affected by the introduction of the spare room subsidy, don’t be worried that you’ll be caught up in red tape if you do want to downsize. “I’m settling in nicely to my new home. I had a few teething problems with the boiler, but CityWest Homes fixed it quickly. I’m quite comfortable here and haven’t really noticed much of a

What are the changes?

I

f you live in social housing and have a spare bedroom, or a bedroom that someone doesn’t stay in all the time, you are considered to be under-occupying your home

and if you receive housing benefits they will change. The amount you receive will decrease by around £17.89 per week and if you have two or more spare bedrooms, your benefit will go down by around £34.72 per week. Your rent will stay the same so you will have to make up the difference, or you can choose to move to a smaller home.

Tony Lazare set up the London Basketball Association to provide low cost basketball activities, training and volunteering opportunities to help people get a foot on the career ladder.

Domestic violence is still a hidden crime and victims suffer many repeat incidents of abuse before they seek help. But there is hope. The council works with local organisations, including ADVANCE to offer practical and emotional support to help families leave violent situations and to build a new life. One survivor from Westminster is looking forward to a new life for her and her children thanks to the support she received.

“I chose to give my time to something I’m passionate about, basketball. I set up the group a year or so ago which runs low cost basketball sessions for five to 60-year-olds. During the holidays we run camps for young people costing between £1 to £2.50 a day, making the sport an affordable way to have fun and keep fit. But we are more than just a sports club, we are also investing in the community through providing volunteering opportunities. “Through our Real Experience volunteering programme we are giving people the chance to gain experience, develop their

skills and build their portfolio. In return for volunteering we help people develop their skills, experience and can provide references to help them get into employment. With funding from the Sports Volunteering Project we have also helped 15 of our volunteers become qualified coaches and referees, in return for a certain number

All this and more chips away at your self confidence and your self esteem and you feel like you’re going crazy. “However, I realise now that I cannot control his actions, I can only control mine. “After some wonderful therapy and help from the police, ADVANCE, Women’s Aid and just some

Police update Westminster Bridge has sadly become ‘easy pickings’ for opportunistic groups of organised criminals who use intimidation and harassment to get people to part with their cash.

Nick Johnson, 60, is the chairman of his local residents’ association, Hyde Park Estate Association. He explains how he and other local residents play their part alongside the council and the police to keep their neighbourhood safe.

“I

moved to this area 15 years ago. At the time there was a big problem with street crime and anti-social behaviour and I wanted to do something about it. I remember someone saying to me what did I expect when living in central London? But I felt strongly that I didn’t have to accept that. “I knew that the first thing I had to do was get in touch with the council. I spoke to my local councillor, who was great and brought everyone together – residents, the police and council officers. We worked together to develop a list of priorities about what needed to be tackled first and created a long-term plan for improving the area. One of the things we agreed on was to install CCTV and we had better lighting put in the area, which in itself made a big difference. “The Westminster Wardens

also make frequent visits to the area to keep on top of the smaller problems, like dumped rubbish, because we know that if we deal with it quickly it stops others thinking it’s ok to do the same. If people think that no-one cares, bigger problems emerge which are harder to tackle. So part of the long-term plan is making sure that people know that around here we look after our neighbourhood. “Now our Ward Councillors take a special interest and

work hard on our behalf. We continue to have monthly meetings with the police and the council’s neighbourhood crime reduction officers. It means that when we want to make improvements we work together, and it’s easier than you would think. It’s not about us as residents sitting back and complaining – we all have a part to play. “Residents in Hyde Park also have a real interest in preserving the heritage of the area. There’s a lot of history here and we want to protect that. This is why we’ve decided to become a neighbourhood forum. This means we can influence what happens in our local area in terms of new developments and neighbourhood safety and can build the community and local business. I think it’s a great opportunity. We have the chance to get involved and really have a say in the future development of the area. “I would say to anyone who is unhappy about the

state of their neighbourhood, or wants more done to improve and protect it, to get involved. You can’t just complain and hope things fall into place. Get organised and get others to work with you – you’ll find that the rewards are huge.”

here is now a real focus of regular police activity around the Bridge. Chief Inspector Kevin Hobson of Westminster Police says: “The criminals are highly skilled at conning innocent people out of their cash in card games. They also dress up in costumes, insist passers-by pose for a picture and then intimidate them into paying for the privilege.” Councils and police from both sides of the bridge in Westminster and Lambeth, together with Safer Transport teams, have launched regular dedicated patrols on the bridge,

especially at the weekend. Plain clothes officers also work in the area to capture these people in the act. “Since November 2012 we have made over 200 arrests and seized large quantities of illegal gaming paraphernalia and cash. Top marks for healthy schools Healthy children do better in learning and life and local schools can now get support to help their pupils live healthy and active lives, physically and emotionally, through the council’s healthy schools programme.

amela Murphy, Assistant Headteacher at Queen Elizabeth II Jubilee Lower School in north Westminster, says: “We have just been awarded healthy schools bronze status and are now setting our sights on silver and gold. “Our school is for children with learning difficulties, and some of them may also have physical difficulties so being healthy really helps them to achieve the most they can. A lot of what we do focuses on healthy lives anyway so this initiative helps us to formalise it and make sure we’re doing things that will most benefit the children. “At the moment we’re introducing team sports across the whole school. Being part of a team brings social and emotional benefits as well as the more obvious physical ones. “We’re taking part in the London Panathlon Challenge this year which includes sports adapted for children with disabilities such as new age curling, boccia and table cricket as well as the more traditional relay races. We have organised training

through healthy schools, which helps the children to be more confident. It also stretches them and has helped us to raise our game. “Sport is a way for children to achieve and celebrate success at any level. “We’re also focusing on helping children to maintain

a healthy weight. We have a small gym in the school so they can learn how to use the equipment in a safe

environment and feel more confident when using a public gym. Some children have a tailored timetable and others just enjoy it depending on their needs. “It’s also good to show

children the type of activities that are available to them, particularly as many of our pupils will move on to personal budgets when they’re older, which is all about making choices about their care. For

example, some children go sailing on the River Thames through Westminster Boating Base and we also do horse riding trips. “Being healthy is a big part of what parents want for their

child so if we can help them to achieve that at school it helps with their lives as a whole.” Through physical activity, nutritious school meals and

learning for the future the Westminster healthy schools programme helps young people understand the how to of live a healthy lifestyle.

began volunteering as I was unemployed and finding it difficult to find job opportunities. I was matched to the receptionist position at the centre, as well as a role in the community teaching people how to reduce their food waste. Both of these roles were perfect for me as I enjoy talking to and meeting new people. “I enjoy volunteering at the centre because it makes me feel that I am giving back. Volunteering has helped me build on and gain skills, but has more

importantly helped me build my confidence and self esteem. I feel I am making a difference as each person that comes in to the centre wants to volunteer. “I fully recommend volunteering because I surprised myself by how much it has truly changed my life, I feel enriched and it makes me feel good. “I love living and working in Westminster. I feel that this city has a lot to offer for residents and visitors as there is so much to do and see.”
