Harsh winter impacts road care by Kristina Gabalski It’s been a busy winter for local highway department snow plow crews, but town highway superintendents say they are coping with winter’s onslaught and should have enough salt to get them through the end of the season. The Town of Sweden contracted for four thousand tons of salt through the state bid with American Rock salt. Officials in Sweden say 75 percent of that has been spread and Highway Superintendent Brian Ingraham is being conservative in his usage of salt. The timeliness of salt deliveries is an issue with the continual/ frequent storms. Brian Speer, Town of Parma Highway Superintendent, says, “Our supply is getting lower than I’d like it to be,” regarding road salt. He traveled to the salt mine in Livingston County recently to check things out himself. “Trucks are going in and out of the mine, but they are putting the brakes on how many orders,” he explains. Speer says he put in an order for more salt on Tuesday, February 17 and didn’t expect delivery until mid-to-late week of February 23. “Usually if you order on Tuesday, the salt will be here by Friday or Saturday,” he says. In the Town of Ogden, Highway Superintendent David Widger says the town’s salt supply is in good shape, but like Speer, explains that delivery of additional supplies of salt is slow. “We’re alright,” he says, “but it’s tough

Keeping roadways clear and safe are challenges the area’s highway superintendents face every winter season, but this year’s prolonged record cold temperatures and mounting snowfall totals create tough conditions for plow crews. Photographer Walter Horylev met three highway department leaders at their salt sheds last week -- from top, counterclockwise: Parma’s Brian Speer, Spencerport’s Tom West, Ogden’s Dave Widger. They and others in the readership report salt deliveries have been slower than usual but that actual salt use is about the same as last year. In extreme cold, straight salt is less effective on roads, so some municipalities blend salt and sand to provide more traction (darker piles in photos). All wonder how much more winter March will bring.

to get it out of the mine, they are mining each day, but it’s slow getting it out.” He hoped to receive an order of salt the week of February 23. Widger explains that during recent bouts of frigid weather, the town has used less salt on roadways. “It doesn’t work as well, we don’t want to waste it,” he says. Outside of salt supplies, the town is facing the problem of plowing contractors pushing snow into the roads, where it can cause very hazardous and slippery conditions and lead to accidents, Widger says. “They should push it into yards instead of out into the road,” he explains. “There are town codes that state you can’t do that.” In Riga, Highway Superintendent David Smith echoes Speer and Widger - “Salt is holding up OK, but deliveries have been a little slow,” he says. He ordered 700 tons during the last few weeks and has taken delivery. “We’re in pretty good shape,” Smith says. During frigid weather, Riga also conserves salt by spreading it only on hills, curves and at intersections, Smith says. “Even with additives, the salt doesn’t work very well at those temperatures. “We’re tired of winter and are ready for spring,” he adds. Town of Kendall Highway Superintendent Warren Kruger says he mixes salt with some sand. The mix helps to stretch the salt and gives some grit to help with traction. Continued on four

Shipley helps Saints move on in boys basketball basket and Shipley had two baskets to help the Saints to a 12-2 run to open the second quarter to extend their lead to 11 points. A three-pointer made it 27-20 Saints at halftime. Churchville-Chili managed just three field goals and three free throws over the entire third quarter to allow Eastridge to cut the lead to just one point after 24 minutes. But Lewis opened the fourth with a lay-up, Williams hit a trey with a defender in his face and Lewis followed with baskets on consecutive trips to take the Saints lead back to seven. That dwindled to just one point again before Shipley converted a perfect bounce pass from Kyle Mc-

Then the free-throw parade, but the Saints defense held the Lancers to just one three-pointer down the stretch. Lewis led C-C with 23 points while Shipley finished with 14. Williams added 12 as the three accounted for all but four points of their offense. The seventh-seeded Saints advance to play at #2 Canandaigua in the quarterfinals.

Continued from one “We’re getting by,” he notes regarding the supply of salt, “we have an order in, it hasn’t gotten to us yet, it could be a while. We’re surviving.” Kruger says the salt mine has been shipping salt to New England and the Boston area, which has been hard-hit by snow storms this winter. He says that although justified, those shipments have caused “some concern” to local municipalities regarding supplies.

Kruger explains that when he called the mine recently to re-order, he was asked if it was an “emergency.” Kruger says he told them no, “I just want to re-stock a little and get on the list.” Kendall Highway crews are busy pushing back snow piles along roadways. “I wish the wind would stop blowing,” Kruger says, “it’s drifting continuously. Everyone is running out of places to put the snow..... I think everybody is going to have cabin fever.”

Candidate: Gary Penders Spencerport Village Mayor I am a candidate for Mayor of the Village of Spencerport to fill the term of the late Mayor Joyce Lobene. The election will be held on March 18 . I have served as Trustee for four years. I have worked for the Village and served as Chief of the Spencerport Fire Department in the past and am a life-long resident of Spencerport. During my term of Trustee I have served on the Human Resources Committee, Financial Committee, Public Safety Committee and Employee Health Care Committee. None of these committees or local government

would work without the whole Village Board participating in decisions. Input from village taxpayers, village employees, office staff and business owners are also very critical for all board decisions. My number one goal for the Village is this: I want to leave the village financially sound for the next mayor after me. Tightening the budget and putting long range strategic planning in place will help us maintain the 2% property tax cap mandated by the state. To maintain our infrastructure we need to address such things as - at the electric sub-station system control administration and data acquisition software and equipment is obsolete. Replacement equipment is no longer available. This (SCADA) is very important for tracking our electric load distribution. The sub-station is

nearing 50 years old and there are updating concerns for primary voltages and circuit switches that should be looked at proactively to protect our electric investment. The generator at the Village Office and the transfer switch gear has to be replaced. We are investigating the flow capacity in some of our sewer branches to see if there is a need to increase size to handle the flow capacity. This would help with down the road developments for the Village. Gary Penders, Trustee Village of Spencerport Candidate for Mayor

Candidate: Carol Nellis-Ewell Spencerport Village Trustee I am a Trustee in the Village of Spencerport, running for re-election on the Victory Party. My path has been, and continues to be, service to others. Ethics, fairness and integrity are important to me, and I am fiscally responsible. Your taxes are my taxes. When there are challenges, listening to different perspectives helps solve issues. When there are opportunities, working purposefully to achieve goals meets them. In the spirit of continuous improvement, we make positive changes by collaboration and compromise. Commitment to participation and representation is vital locally, regionally and beyond. Meetings here, there, and everywhere result in recognition for the Village of Spencerport. My assignments are Liaison to the Architectural Review/Planning Boards and the Zoning Board of Appeals and Chair of Code Review and Green Initiatives Committees. Through teamwork, our “Green” accomplishments include: Heritage Trail, a solar speed sign, an electric charging station, and solar panels on the Village Office. As Economic Development Coordinator, I created “A Great Place for Business” on www.vil.spencerport.ny.us. I supported Veterans Exemptions adjustments and helped organize the 9/11 Commemoration. Also, I am a member of the SAHARO (Ogden Senior Center) and Spencerport Area Chamber of Commerce Boards and a Kiwanis Club volunteer. “What is Important?” YOU. The Common Good. Empowered employees, processes and services that enhance and sustain a well-maintained, safe community, and a strong, thriving business environment. Carol J. Bumgarner chosen Hickok Belt® Award winner for 2014 A panel of National Sportscasters and Sportswriters Association (NSSA) voters has chosen San Francisco Giants Pitcher Madison Bumgarner as the overall Hickok Belt® Award winner for 2014. Bumgarner was selected based on his incredible performance throughout the year - but especially for his record-setting performance at the 2014 World Series. That amazing performance led to Bumgarner becoming the first monthly Hickok Belt® Award winner to be selected unanimously, in October. In one of the greatest World Series pitching performances of all time, Bumgarner defeated the Kansas City Royals in Game 1, pitched a shutout win in Game 5, and finally came on in relief to clinch the victory in Game 7 with 5 shutout innings - allowing only two hits while striking out four with no walks. Bumgarner also finished the regular season with an 18-10 record and a 2.98 ERA. “On behalf of the NSSA, I’d like to congratulate Madison Bumgarner on an amazing year,” said Dave Goren, Executive Director. “He had a terrific regular season, but his performance in the post-season was truly one for the ages. Our voters felt he stood out among a field of tremendous athletes who represent the best that sports have to offer.” Other finalists for the award included each of the 2014 Hickok Belt® Award monthly winners, who finished in the following order, based on the NSSA voting: Aaron Rodgers (football), Clayton Kershaw (baseball), Kevin Durant (basketball), Rory McIlroy (golf), Marshawn Lynch (football), Tuukka Rask (hockey), Jordan Zimmermann (baseball), Bubba Watson (golf), and Nelson Cruz (baseball). “Madison Bumgarner is a truly incredible athlete whose win only adds to the rich history of this award,” said Tony Liccione of the Hickok Belt® Award. “Given what he accomplished at the 2014 World Series - and throughout the rest of 2014 - it’s no surprise that the NSSA voters have chosen to recognize him with this honor.” Provided information

Spencerport Board of Ed unanimous in approval of Urban-Suburban program participation by Kristina Gabalski The Spencerport School Board’s unanimous decision Tuesday, February 24 to join the Urban-Suburban program was met with the same mix of emotion that characterized debate over the controversial issue during the past several months. Some in the audience met the vote with applause and a standing ovation. Others, clearly unhappy, expressed their desire verbally before leaving, that current board members be voted out. One man approached the table where the board was seated and was physically removed from the Cosgrove Middle School auditorium where the Board of Education meeting took place. The man told the Suburban News/The Herald he only went up to talk to board members and was told he had to leave. Residents against Urban-Suburban say they plan to continue their fight through legal channels. They say they are hiring an attorney to sue the district over the fact the Urban-Suburban program is not open to caucasian students and therefore discriminatory. Outside the auditorium on Februry 24, Spencerport resident Ed Patt, a coach at Spencerport and a teacher in the Greece Central School District, said he was neither for nor against Urban-Suburban, but could empathize with both sides. Patt said he grew up in the Brockport Central School District, where Urban-Suburban has been in place for

decades, and taught a student in Greece who was an Urban-Suburban student until her family relocated to the suburbs. “Let me have 100 students like that,” Patt said. On the other hand, he questioned what the real issue is with the Spencerport District deciding to join the program. “If the goal is diversity awareness, is this the only vehicle..... if the goal is saving teacher positions, is there any other way?” he asked. Patt noted diversity might also be accomplished through field trips or bringing in guest speakers. He added that the Spencerport community has available housing options for all income levels. Spencerport School Superintendent Michael Crumb recommended during the meeting that the district begin implementing Urban-Suburban during the upcoming 2015/2016 school year. The program will begin with entry points in the first, second and sixth grades, with six students entering at each level. The program would continue to be phased-in until it reaches 72 students. During the privilege-of-the-floor portion of the meeting, Spencerport resident Tom Mawn presented the board with an 18-page petition filled with signatures of residents who want the board to bring the issue to a referendum, so the public can vote. Board members met in executive session for about 30 minutes to study the petition and consult their attorney.

Following the executive session, Board President William Sweeney told those in attendance, “This program is a decision that rests with the Board of Education. A public referendum would be purely advisory. It would not have legal binding on the Board’s decision.” During discussion before the Board’s vote, member Michael Zale made a motion to table the vote until after a public referendum was held on the issue during the May school budget vote. The motion did not receive a second and failed. Zale said a public referendum would give the Board a clear idea of how the community stands on the divisive Urban-Suburban issue. Board member Gary Bracken said before the Board’s vote, “...it’s a small group of kids that want a chance at a good education...... if we are someplace special, we can give these kids this opportunity.” Board Vice-President Jody Gillette said most of the feedback she received personally from residents has been positive about joining the program. “We can opt out or remove a child,” she noted, “although the program is controversial, it does have support.” Board President William Sweeney said, “Respecting diversity affirms individual worth and benefits the community.” He explained that recent debate, although heated, was exciting for him. “It re-energized me to be a part of a community (that) wants to provide a great education for their students.”

SURVIVOR’S BURDEN When a loved one dies, survivors often experience feelings of guilt. They may ask themselves why they didn’t express their love more than they did, or they may dwell on hurtful words or actions that were once directed at the deceased. However, the thing to remember is that it is scarcely possible to love someone without experiencing hurt at one time or another. We may feel helpless with our guilt because a loved one may not be around to ask his or her forgiveness; yet, we may still ask for forgiveness. Most importantly, we must forgive ourselves. Bear this in mind if you have asked God

for forgiveness countless times. Forgive yourself, love yourself, and let go of your guilt. The funeral is a ceremony of proven worth and value for those who mourn. It provides an opportunity for the survivors and others who share in the loss to express their love, respect, grief and appreciation for a life that has been lived. For more information about the funeral services we offer, please call THOMAS E. BURGER FUNERAL HOME at 585-392-7100. Located at 735 East Avenue, we are available seven days a week, 24 hours a day. Family owned and trusted since 1976.
