Brockport receives grant and community donations for tower clock restoration by Kristina Gabalski The project to repair and restore the Seth Thomas Tower Clock on the Brockport United Methodist Church on Main Street received a major push forward recently with the announcement that the Rochester Area Community Foundation has approved an $11,000 grant to help with the cost of the project. Additionally, a donation from community veterans organizations will cover the remainder of the expected cost. Brockport Mayor Margaret Blackman calls the grant a, “great coup” for the village. The tower clock ceased to work more than a year ago and the Brockport Lions Club has already raised over $9,000 towards the effort, Mayor Blackman said. Mayor Blackman said she wrote the grant with the help of Brockport Deputy Mayor Bill Andrews. The clock requires extensive repairs with the estimated total cost of $21,500. Repair work is being done by the Essence of Time company in Lockport. The clock was presented to the village in 1914 by the Monroe Chapter of the Daughters of the American Revolution in memory of Revolutionary War soldiers buried in the vicinity of Brockport. Additionally, Sweden Town Councilperson Bob Muesebeck told the Suburban News/Hamlin-Clarkson Herald that the Brockport Area Vets Club, American Legion Post #379, SAL Post #379, American Legion Ladies Auxiliary Post #379 and VFW Post 2890 will present a $2,000 check towards the restoration on Saturday, September 30. That donation would cover the remaining cost of the restoration project. Proposed memorial for Megan Dix During their regular meeting September 18, Brockport

Village Board members heard “concept stage” presentations regarding a proposed memorial in remembrance of Megan Dix. Linda Kruger, who works at the Brockport Lowes, and who represented a group of Lowes employees, told board members they would like to build a sitting area and flower garden between the wooded area and the railroad tracks at the rear of the South Avenue parking lot. The memorial would include a walkway from the parking lot to the sitting area. Lowes employees are seeking the necessary approval from the village and say they would like the community to be involved. They foresee plantings of flowers, shrubs and a ground cover at the site. The memorial would consist of a concrete bench, patio blocks and hostas planted along the sides of the patio block. Code change requested for urban chickens Residents Bruno Hanshaw, Sara Hart, Danielle Colon and Erica Linden requested that the board consider a change in the village code which prohibits the keeping of farm animals in the village to allow for urban chickens. They presented board members with information about the benefits of urban chickens which include their ability to naturally control pests. The residents also addressed what they call common myths about chickens. The group said chickens are quiet, clean and do not attract predators any more than cats, rabbits, dogs and other pets. Additionally, they presented proposed rules for urban hens and penalties for violations. Mayor Margaret Blackman and Deputy Mayor Bill Andrews said the projects have been referred to the next regular board meeting for further consideration. The urban chicken proposal may go to the village Code Review Committee, Andrews said.

Meet the Spirits of Spencerport during Ghost Walk The Spirits of Spencerport Ghost Walk will take place on Friday, October 13 and Saturday, October 14 with tour times starting at 6:45 p.m. each night. Enjoy an eerie stroll through the Village of Spencerport being visited by ghosts of the past. Hear stories true and not so true. Event takes place regardless of weather. Not appropriate for young children or pets. Some hills and uneven surfaces are included on the route. Walk is approximately one hour. Long-term politicians need to be challenged It can be argued that off year election days with their local races are more important to taxpayers and voters than the high profile national and statewide elections. This is certainly the case in the Town of Clarkson who has members on the Town Board with a cumulative tenure that exceeds 100 years. It can also be argued that when a few people run a town for that many years, they become complacent and take taxpayers’ money for granted. For example, be on the lookout for the Town Newsletter that you’ll be receiving in the coming weeks. On election years they enhance the Fall quarterly town newsletter into campaign literature at your expense. That’s taking your money for granted. Here’s another example: The board has done a good job in preventing used car lots from encroaching on the town; along Ridge Road, yet they do nothing with a lot that sits in the center of our Historical District next to the post office at Clarkson Corners. They even allow cars to park on it. Some would ask, “What’s the difference between that and a used car lot?” That’s called complacency. Take a look as you drive by. These are just a couple of examples that demonstrate how party affiliation is not important in small town government. Political parties don’t mean a thing in a small town; it’s all about providing quality services, creating a better community,

and being frugal with taxpayers’ money. I know this first hand, as one of the first Democrats to win a seat on the Town Board in many years, I was the only member to vote against raising taxes during my term. This was after the same majority voted to spend an inordinate amount of money on a park that nobody uses. Once I learned that taxpayers had to match the funding provided by a grant, I pulled my support. The park still drains the pockets of taxpayers with its upkeep. The point is, either party can take your money for granted if they’re in office too long. The same board has also continued to raise taxes and has had its financial practices criticized by a New York State audit. These are just a few examples of their tax and spend practices and complacency yet nobody questions them. They keep winning elections (generally, running unopposed). In Clarkson, the issue is not about which party rules but more about a government that has been run for decades by the same close knit group of people whose decisions are rarely challenged. With a Supervisor in office for 34 years and three of the remaining four Town Board members following suit, it should give Clarkson taxpayers and voters of all parties something to think about.

Brockport Police blotter From September 18 to September 24, the Brockport Police Department handled 516 calls for service, were dispatched to nine annoyance calls, two criminal mischief reports, five larceny reports, eight motor vehicle accidents, one fight in progress, seven family troubles, three customer troubles, conducted 138 special attentions that include, but are not limited to, house checks, business checks, bike patrol, etc., conducted 112 traffic stops and completed a number of other reports and conducted a plain clothes detail on Friday, September 22 and Saturday, September 23 for Village Ordinances, which had a conclusion of 34 tickets ranging from open containers to disorderly conducts. Note that the above calls do not represent all calls and that not all calls are found to be as dispatched once on scene. Community service message The Brockport Central School district will participate in the International Walk to School day on October 4. Join students, families, school leaders, community partners and mayors around the country to celebrate the benefits of walking to school during International Walk to School Day. Sweden leaders hear report on Seymour Library by Kristina Gabalski Seymour Library Director Carl Gouveia provided members of the Sweden Town Council with information regarding recent usage of the the library and the 2018 budget during their regular meeting September 26. Gouveia provided statistics from the library’s 2016 usage report which showed that the number of patrons borrowing materials increased by 10.5 percent over 2015. In 2016, there were 11,512 registered borrowers, and an average of 363 visits per open day, Gouveia said. More than 141,000 items were borrowed, Gouveia reported. “Books are still the majority of items ... that averages to 397 items per day,” he said. The library offered 737 special programs in 2016, Gouveia said, with an average of 20 participants per program. He also provided information regarding the 2017 Summer Reading Program which drew 214 children who read more than 2,600 hours and 54 teens who read more than 2,400 hours. 130 adults also participated in the summer program, but do not report on the number of hours they spend reading. “For every dollar provided from municipalities, the library provides $3.89 in resources,” Gouveia noted. Regarding the 2018 budget, Gouveia said there is very little change from 2017, with personnel and building insurance costs rising slightly. Personnel costs in the 2017 budget were $280,108.01; in the proposed 2018 budget personnel costs rise to $289,241.07 Building insurance increases from $13,500 to $14,389.

The library is requesting a 0.04 percent increase from the Town of Sweden, Gouveia said. Sweden provides about 26 percent of the library’s revenues. Gouveia provided a chart with the amount local towns contribute to their community libraries per resident. His figures showed the Town of Parma contributes $30.11 per resident; the Town of Ogden $25.45; and the Seymour Library receives about $23.11 per resident. The Seymour Library receives support from three municipalities - the Towns of Clarkson and Sweden and the Village of Brockport. Supervisor Rob Carges asked Gouveia about the financial issues surrounding the 2017 budget, which included a deficit. Gouveia said there is still a small deficit, but, “we are not where we were last year, cuts helped to shrink a very large deficit,” Gouveia said. Councilperson Lori Skoog asked Gouveia what cuts were necessary. He said library hours were cut as well as staff hours. The materials budget was cut and Gouveia himself has taken a cut in salary and hours. He said in the 2018 budget, he will drop his health insurance coverage which will also help create more savings. Sweden resident Shirley Vetere attended the meeting. She told council members that she had previously lived in Chili and Churchville and that the Seymour Library is “phenomenal ... this library is absolutely amazing.” Vetere said she visits the library several times a week, often with her grandchildren. “I’ve never seen a more knowledgeable staff ... the programs offered at no cost floored me. I don’t know what I would do without the library and having access to the resources that they have there. Carl and his staff are amazing.”

Clarkson Academy presents discussion on climate change Dr. Jennifer Ramsay, Associate Professor of Anthropology at the College at Brockport, will present a talk “Agriculture in Arid Enviornments: Ancient Evidence of Past Success & Contribution to a Global Future” on October 3 at 7 p.m. at the Clarkson Academy The presentation will give particular relevance to the world-wide warming climate of today. Dr. Ramsay’s research centers on the remains of ancient plants from archaeological sites in Israel, Italy and Jordan, where she directs an archaeological field school for Brockport students at Petra.

Dr. Ramsay’s talk will focus on evidence for large scale agricultural activity used to support the Roman military build-up in hyper-arid regions of Southern Jordan, and how past successes using minimal technology may contribute to alleviating modern agricultural problems which are a possibility here as the climate changes. Bridge work continues for Martha Street Bridge in Spencerport The New York State Department of Transportation announced plans to continue work on the Martha Street bridge over the Erie Canal in the village of Spencerport. The bridge closed for roughly a two-hour period on Thursday, September 28. The bridge will close again for one day on October 2, starting at 8 a.m., while the repairs are performed. A recent bridge inspection and engineering analysis identified deteriorating steel.

The bridge repair work will avoid the maximum weight from being reduced. It is currently posted for 12 tons. No official detour will be posted, however Union Street (Route 259) is less than a quarter mile to the east. The Martha Street bridge is a single lane, steel truss bridge built in 1908. Martin, Ramsey pace Blue Devils swimmers by Warren Kozireski Caroline Martin and Laine Ramsey each had two individual first place finishes and were part of a winning relay team to lead Brockport to a 96-88 victory over ChurchvilleChili in girls’ swimming. Martin won the 200-freestyle in 2:07.09 and took the 100-butterfly in 1:08.13 while Ramsey was first in the 200-individual medley in 2:29.24 and the 100-backstroke in 1.05.78. Martin, with Marlayna DiFante, Pearl Salonen-Roperti and Elizabeth Sagan touched first in the 200-freestyle relay in 1:52.78.

Ramsey teamed with Molly Rich, Livia Stepanek and Sagan in opening the meet with a win in the 200-medley relay in 2:06.50. Sagan won the 50-freestyle in :27.30, DiFante the 100freestyle in 1:00.58, Salonen-Roperti the 500-freestyle in 5:46.72 and Rich took the 100-backstroke in 1:18.01. Judd’s late goal saves Brockport by Warren Kozireski Brockport saw their 2-0 halftime lead melt away before senior Brianna Judd scored with 90 seconds remaining in regulation to help the Blue Devils defeat Brighton 3-2 in girls’ soccer. The Blue Devils took an early 1-0 lead 5:50 into the contest as Judd fed a pass to sophomore Emily Parker whose first two shots were blocked before she was finally able to put the third into the back of the net. Brockport had a great chance in the 31st minute as junior Bryn Hayes fed her right corner kick to the foot of Samantha Rogers, whose redirect attempt skipped just wide of the left post. In the 32nd minute, the Blue Devils extended their lead to 2-0. Parker shot from just above the box deflected off the Brighton goalkeeper’s hands and dribbled toward the goal line where Leah Daly pushed it across for the goal. But Brighton came storming back with two goals less than eight minutes apart in the second half as they connect-

ed on a cross and later a homerun pass up the middle. That led to the late heroics. Senior Natalie Gluck raced down the left wing and sent a pass toward the middle that Hayes let go by right to Judd and the top of the box and she made no mistake for the game-winning goal. “I knew I needed to get a goal,” Judd said. “I had several chances but sent everything to the long side; the team needed it. “We went into the second half thinking we had it (the game) won. We had to get our intensity back; we needed to do that earlier rather than wait until we were tied.” “We were a little panicked at the end,” Brockport head coach Matt Davis said. “They put one more player up top, which made it tough for our girl’s to figure out.” Senior goalkeeper Mckenzie Melohusky, starting due to an injury, made 12 saves before she was shaken up on the last Brighton goal and was removed for junior varsity call-up Victoria Lesniak, who played the final 15 minutes and earned the win.

Saints netters sweep host Hilton by Warren Kozireski After handily winning the first set, Churchville-Chili found themselves trailing the second by as many as eight points, but rebounded and eventually swept the Cadets 25-13, 28-26, 25-21 in girl’s volleyball. The Saints opened up a 3-0 lead in the first set on a combined block from Madison Elam and Sydnie Brown and opened their lead to 14-8 on a kill by Avery Elam. Tied at 24-24, Saints Chiara Rota registered an ace for the one-point lead, but the teams traded points until another ace by Emma Draper and a defensive error allowed the Saints to eke out the win. The final set was equally close with 14 lead ties, including 20-20 before Draper registered a late kill to complete the sweep. The 6-4 Saints were led by Madison Elam and Rachel Chapman’s six kills each while Bella Orologio was tops with 18 digs. In 2015, we were elected to bring a second opinion to the table as there has been one party rule for over 150 years. This is the first time in the history of Town government that the make-up of the Board is balanced with two Democrats and two Republicans, with one vacancy. Now is the time to buy a fishing boat by T.R. Hendrick After writing about all the great places available to fish here in Western New York all summer, I couldn’t take it anymore…I had to buy another fishing boat. I’ve owned several over the years, but other than a flat-bottomed duck hunting boat have been without one for close to ten years now. Not the kind of vessel you’d want to fish out of in Lake Ontario or Lake Erie unless you have a death wish. For the last decade, I’ve had to wait until one of my boat owning buddies wanted to fish. I would try to prompt them by showing up at their doorstep with my fishing poles in hand, knock on their doors, and ask them, “What do you want to do today?” For some reason that seldom worked. There were many times this summer I wanted to head to Lake Erie or one of the Finger Lakes when I’d heard that there was a good bite happening, but without a ship I was helpless. The straw that finally broke the walleye’s back came last month when two buddies and I were walleye fishing up in Cape Vincent. We’d caught some big fish pulling worm harness at the head of Carleton Island in my friend’s boat. After a few short days, we had to head home right as the fishing was heating up. If I’d had my own boat I would have gone right back up there the following week knowing that the window to catch those trophy eyes is short in that area. That did it; I needed my own fishing boat again! It was then just a matter of convincing my wife…no easy task. As I stated and re-stated my case to her, nothing was working. In desperation, I played the grandkids card and told her I needed a boat to take any future grandchildren fishing. She folded up like an accordion. With the toughest obstacle conquered, I started my search. I knew fall is the best time to buy a boat because dealers and individual owners are more willing to deal because they don’t want to store the boat all winter; not to mention the fact that the boat will be one year older when they go to sell it in the spring. I started pricing. I don’t know if you’ve priced any new fishing boats lately, but they are off the charts these days. I was shocked at how much they’ve gone up since I’d bought my last one. For example, a new Ranger 621 is now well over 60K ... twice as much as my first house. I know… spoken like a true whitehead, but those prices are crazy! This made my decision to look for a used boat an easy one. I went first to Craigs list and found plenty of boats, but very few fishing boats. I was looking for something large enough to handle the big water on Erie and Ontario. I wanted a 19- to 20-footer with a deep V hull, open bow with a large reliable, outboard motor and, last but not least, I wanted a full windshield. I know the spiel about losing fishing room with a windshield, but my days of getting a wet butt from two-foot wave spray because of those little fake windshields that don’t stop wind or wave spray are over. Again, my old age is rearing its white head. As great as the Ranger and other similar bass-style boats look, the fact is that they cost a small fortune and you still have to wear rain gear just to ride in the thing when it gets a little choppy. I don’t understand … for that kind of dough, I want to ride in dry comfort. The other problem with this style of boats is that they are all front deck. They are designed to accommodate two fishermen in the front standing and fishing. Nobody I know fishes that way… especially on big water. I want more room in the back of the boat, not the front. I know the local bass tournament guys fish two anglers on the front deck, but most average fishermen do not. Our fishing water here is just too rough much of the time; I’m talking the St. Lawrence River, Lake Ontario and Lake Erie. Even the Finger Lakes can get dicey in a strong south or north wind. I searched Craigslist in Rochester, Syracuse and Buffalo with no luck. The fishing boats that were in there were either too new, costing big bucks, or too old and hammered from sitting in someone’s back yard for the last ten years.

A nice Cape Vincent walleye. Who knew George Clooney was a walleye fisherman? Provided photo. I quickly found out that a good used fishing boat is hard to come by in Western New York and when one popped up it sold fast. I had heard about a web site that sells used fishing boats exclusively at Walleye Central http://www.walleyecentral. com/classified/searchresults. I went there and was happy to find close to a hundred used fishing boats listed, most of them top named boats in a wide variety of prices, and most built to handle the big water of the north. It didn’t take long to find the boat I wanted. The one snag was that most of these boats are in the mid-west, primarily Minnesota where everybody and their mother owns a fishing boat and the problem is that you are buying a boat sight unseen. Now in these days of cell phone cameras, the seller can easily send you plenty of pictures or even a video. Find out if the boat was stored inside in the winter as this goes a long way to preserving a boat’s lifespan. In most cases if there is a problem it will be with the motor. Find out how many hours are on the motor and what shop, if any, did their yearly maintenance. Take the time to call them to see what a neutral party says about the boat. Try to line-up a test drive when you pick it up. I know the Midwest can be a long drive, but if you can find the exact boat you want and save thousands of dollars what is a day or two’s drive in the grand scheme of things. If the distance is just too far for you, there are also companies that can transport a boat as well, such as http://www. uship.com/boats. To those of you who can scrape up the green but are still on the fence about buying a fishing boat: digest the fact that we live in one of the best fishing states in the country. Nothing more needs to be said. Pull the trigger. The sand is running out. I will see you on the water. I’ll be the guy with the dry butt.

You’ve heard of the running of the bulls in Spain. Come fall here in Western New York we have something even better, here we have the running of the kings. Lake Ontario has some of the best king (chinook) salmon fishing in the country. Each fall anglers from all over the northeast come to tangle with the king … the hardest fighting fish in fresh water. I contacted charter captain Jeremy Sage on the best ways to catch these trophy kings at this time of year. Here is what he passed on to me, “Come the last couple weeks of August, as the nights get cooler, kings will start making their way towards the creeks and rivers that they were originally stocked in. What that means to a charter captain is that these fish, the bigger mature fish, are going to be tricky to catch. They stop feeding, and merely eat out of aggression. “When they are still in the lake you see them congregating in different depths of water close to shore. They will hold inside 150 ft. of water, 80 ft. and even into 30 ft. depths. Once you figure out what it takes to make these fish bite, HOLD ON because they are very hard fighting and big. “The first sign that chinooks are beginning their migration to spawn is the color of their skin; it darkens through to a green olive color and eventually will be a dark brown once they are at the dams or up the rivers. “Most of the same baits you fish all season will be perfect for targeting spawning kings. I usually run a simpler program the closer and shallower I get to the piers. This means that the deeper the water, the more rods/lures I put in the water to target these fish. At first, light moonshine glow magnum spoons and big glow attractor and fly combos are my go to. Cut bait rigs fished near the bottom work great as well. Cut bait is a method of fishing a salted or brined filet of herring behind an attractor that gives the filet a roll in the water when it is being pulled behind your boat. This can be deadly when fished off stainless steel wire dipsy divers, or downriggers. In my lineup at this time of year I typically run a lot more attractors and flies than spoons. I think it aggravates and triggers them to hit more than spoons would. The attractors come in different shapes, which give the fly behind it a different action. Some attractors will make a complete 360 circle and some go side to side while being trolled behind the attractors, you would run something with a hook in it. Most popular are trolling flies - these Mylar/tinsel beauties come in many different colored patterns. I prefer to match the color scheme to your attractor. For example, with a white glow spin doctor with green on it I would try running a green glow fly behind it. “The distance behind the attractors is also crucial … typically 18-24 inches behind your smaller 8-inch attractors. For some examples of these flies and rigs you can check out www.Atommik.com where they have some great products and gear to check out. “This weekend I will have two dipsy divers in the water pulling cut bait rigs, three downriggers pulling two spin doctor/e-chip

combinations, with one downrigger pulling a magnum spoon. Depending on what depth of water I am working I will deploy a second set of dipsy divers or run some longer lines far behind or to the sides of my boat. “Another deadly lure you should have somewhere in your lure spread is a j-plug type bait. These are wobbly baits that usually glow, or are chrome in color and have a pretty erratic side-to-side action which spawning salmon can’t resist. “Boat speed is very important based of what lures you have in the water. Typically, I keep my lures running at 2.4 to 2.8 mph down speed. That speed is taken off a temperature/speed device that I run off of my downriggers. It is very important to make sure your lures are running at the correct speed where the fish are, versus how fast your boat is moving. Sometimes these two variables differ big time, making this the most important tool that I own other than my boat. “When you find a band of water you want to fish, target the marks you see on your finder. Do not worry about it being too warm or cold for fall kings. They have one thing on their minds and that is to eventually get up the creeks or rivers to spawn. Do not be afraid to change things up: speed, lure colors, direction of your troll. A lot of factors come into play but do not get stuck saying the fish stopped biting. “Into September you can find these salmon right outside the piers and breakwalls of your nearby tributaries. Some charter captains fish right through to the end of September, targeting these same fish which usually forage the entire lake out to 700 ft. of water into 10-15 ft. “Once there is a large congregation of these kings in the shallow water it gets interesting. You can go out there in any kind of boat that is safe for the conditions and catch yourself a 20 lb. plus salmon. When I fish in that tight to shore I run a lot of J-plugs and stick baits. These baits dive only 3-5 ft., allowing you to run them by themselves, or flat lined off the side of your boat. I let 50-75 ft. of line off and try trolling them off of my downriggers parked 1-3 ft. down in the water. “Planer boards can also come in handy to get them away from your boat. I would deploy them the same way, 30-75 ft. and attach your inline planer board. Then run your planer board out to the side of your boat. This set up is great because you can maneuver around quickly once you catch a fish or two. Oftentimes fish will hold in one area for a few hours. So it is very important to turn back and go right back through where you just caught a fish. “Get out on the water this fall and catch your fish of a lifetime. St. Luke’s blesses the animals St. Luke’s Episcopal Church Brockport will celebrate God’s wonderful creation, including all creatures great and small. The community is invited to stop by with their beloved pets - whatever shape, size, or specie - for a Blessing of the Animals to take place Sunday, October 8, between noon and 1:30 p.m., in Sagawa Park, Main Street, Brockport. The special blessing is a gift from St. Luke’s to the community and each pet will receive its own individual blessing. The Blessing of the Animals Service is also in honor of 12th-century friar and preacher, St. Francis of Assisi, patron saint of animals and the environment. Saint Francis of Assisi, born Giovanni di Pietro di Bernardone and informally known as Francesco, was born September 25, 1182 and died October 3, 1226. St. Francis has been honored throughout the centuries for his love of nature, especially his love of animals. “It seems dogs and cats make a big impact on our daily lives. They often seem to me to be ministers in their own rights. They give unconditional love, are good listeners, and provide great comfort and connection. They are also good listeners. There’s no talking back! But most importantly they instill in us pure joy,” says The Reverend Krista Cameron, rector of St. Luke’s who will perform the blessings. Humans, on the other hand, are responsible for the wellbeing of their own pets, and animals in general. Rev. Cameron says, “when animals are hurting due to illness, accident, or even as they grow towards their own deaths, we need to honor their lives and mourn their passing. What we are offering through the Blessing of the Animals is a

Churchville-Chili HS Concert Choir to perform at NYSSMA Winter Conference The New York State School Music Association (NYSSMA) has invited the Churchville-Chili Concert Choir to perform for its 82nd annual Winter Conference on December 2. The concert will be held at the Rochester Convention Center at 9:30 a.m. and is free and open to the public. Attendees will be treated to the premier of an original musical composition created for the choir by promising young composer Nathan Jones. Churchville-Chili senior Gabe Algarin will also perform with the All-State Mixed Chorus, directed by David Fryling from Hofstra University on December 3. “Being invited to perform a composition expressly written for our voices at such a prestigious conference is an honor,” said senior Shelby Ennis, a choir officer for the group. “It was incredibly generous of our Music Boosters organization to fund the commission.” “We’re all very excited,” said choir vice president and senior Jaylah Wilson. “We’ll perform a repertoire of pieces that highlight the diversity of our group - from Mozart and ballads to a Cuban folk song.” “This is a huge privilege for our choir and a credit to our school,” said Director Erik Reinhart. “Very few groups have been selected for inclusion in the conference concert program. The new system will include a mix of gravity and low-pressure sanitary collection sewers conveying wastewater from each building in the park and will replace a collection of aged septic systems. The main sewer in the park will carry wastewater to a membrane bioreactor treatment plant (MBR) located in the south portion of parklands near a maintenance building located between Moscow Road and the Lake Ontario State Parkway, before discharging to a tributary of Yanty Creek. The project will involve temporary disturbances to regulated 100-foot adjacent area of freshwater wetland (HM-6) for the installation of a sewer line. The modification of the SPDES permit will allow for the discharge of an average of 25,000 gallon per day of treated sanitary wastewater to the tributary of Yanty Creek. The project will also include the placement of a SPDES outfall to the tributary of Yanty Creek and the placement by directional drilling of a sewer line beneath four regulated streams. The Department has made a tentative determination to issue a permit for a SPDES permit under Article 17 of the Environmental Conservation Law along with the other associated permits. This tentative determination indicates that the discharge regulated under this statue is considered to satisfy regulatory standards for permit issuance, based on information available to the Department at this time. As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance. Autumn garden clean-up, powdery mildew by Kristina Gabalski Autumn is here and the harvest continues, but gardeners are also in the process of cleaning up and preparing for the winter season ahead. It is not unusual to have diseased foliage and plant material to contend with at this time of year and its best to dispose of it differently from healthy material to keep disease in check in your garden and landscape. Powdery mildews are one of the most widespread of plant diseases. According to University of Minnesota Extension, powdery mildew appears as superficial growth on plant surfaces and looks like white to gray powdery spots, blotches, or felt-like mats on leaves, stems and buds. It may look like someone sprinkled baby powder on your plants. Once the infection sets in, leaves may turn yellow and fall prematurely during the growing season. Powdery mildew is most prevalent when conditions are cool and humidity is high. The fungus does not need water on the leaf surface for infection to occur, but humidity in the air promotes spore germination. However, spores are moved to susceptible host tissue by splashing raindrops, wind or insects. If you are seeing more powdery mildew this year, it may be because of the weather conditions this growing season. Powdery mildew also likes cool night temperatures followed by warm day temperatures, meaning it is most prevalent in the spring and fall. Colorado State University Extension says powdery mildews produce mycelium (fungal threads) that grow only on the surface of the plant, never invading the plant tissues themselves. Powdery mildew can reduce photosynthesis on heavily colonized leaves, but on trees and shrubs, powdery mildew rarely causes serious damage to the host plant. The fungi feed by sending haustoria - root like structures - into the top cells of the plant. The disease is most severe in plants growing in shaded areas with poor air movement, and causes the greatest damage on young leaves, sprouts and shoots. If you see powdery mildew early in the season on young plants or plant growth, remove to reduce spread of the disease. To help manage the disease, look for disease-resistant cultivars and do not overcrowd plants. Avoid late season applications of nitrogen fertilizer to limit new growth which

Follow instructions on the fungicide label and apply at 7-14 day intervals during the growing season. Finally, when cleaning up affected plants and foliage this fall, remember that fungi will overwinter on plant debris. Remove and destroy all infected plant parts. Do not compost infected plant material. Temperatures in your compost pile are typically not hot enough to destroy the fungus. The most recommended method is to place material in plastic garbage bags and dispose with your trash. This is also the preferred method for removal of all diseased plant material.
