Holiday Perch

by T.R. Hendrick I know this sounds crazy to the average angler, let alone a normal human, but for those fishermen hardy (foolish) enough to get out on open water in December, there is a tremendous and I mean tremendous perch bite going on in the bays off of Lake Ontario right now.

This is not blowing smoke or secondhand fish stories. I experienced this bite first-hand last week when along with hardcore perch punishers John Tufano and Jim Miller, I launched my boat at the south end of Sodus Bay and headed north. We had heard rumblings that dedicated perchers were taking their 50 perch per angler limits on a regular basis, and we needed to see for ourselves. We quickly found out the rumblings were correct. We had our 150 nice jack perch filling my cooler to the brim in less than two hours.

The bite was so fast and furious that we had to use a clicker to keep count. This was the quickest fishing I’ve ever had in my life, and I’m a geezer. I was born back in the pioneer days when your phone hung on the wall in the kitchen.

I must admit I was hesitant to write this article. After reading it, I know my two fishing partners will badmouth me for days for breaking the cardinal rule of “never give up a perch hot spot.” But hey, it’s the holidays. Plus, I feel comfortable the average angler is not going to leave his warm house and jump into a frozen boat to venture out on open water in winter conditions to overpopulate Sodus Bay with perch chasers.

I am writing this is for the few hardy souls who will give Sodus a try and for the others that will call BS, that they have fished Sodus many times and never caught many perch. That is true in the summer, but this incredible bite happens in late fall as the perch run in from the big lake into all its bays and tributaries to stage and feed for the winter. At first ice out in March, they move shallow to spawn before heading back to Lake Ontario to spend the summer in some mysterious location that nobody I know has learned of yet.

If you’re robust enough to give Sodus Bay a try and are unsure where to fish, just look for the other boats. The bay is not that big, and there is usually a group of boats in a cluster around any good school of perch. Just don’t come motoring up and throw your anchor in with a splash; know your fishing ethics. Motor in slowly and stay a good 50- to

Perch are schooled this time of year, so you may have to keep moving to get on a herd. This is when a good electric motor can really pay for itself, allowing you to move slowly along to find fish. Once you find the school, slowly deploy the anchor. Some perch fanatics use two anchors, believing you have to stay in an exact position.

Many of these new electric motors are equipped with a GPS system built-in. They are wireless, so you can just hit the anchor button on a remote-control unit, and the electric motor will keep you in the exact spot as long as you want to stay there. This eliminates the need for an anchor altogether. Can you imagine? Talk about a great breakthrough.

This is especially handy when fishing in deep water, where double or triple the depth of anchor line is needed to stay in one location. These GPS sync electric motors are big bucks, but that anchor feature alone is priceless to anyone trying to stay on an exact spot. It is the greatest product to happen in fishing since the electric motor first arrived on the scene in the early ‘70s.

As far as bait goes for perch, minnows are hard to beat.

This time of year, when the water temperature is in the 30s, the perch are finicky; they won’t bite worms. Rig up with the standard sinker on the bottom and two small #6 hooks. Tie the first hook about six inches up from the sinker and the second a foot up from that. Make sure you have a heavy sinker to get down to the bottom quickly. It is important when on fish to get your caught perch off the hook fast and drop right back down to keep the feeding frenzy going. It’s like feeding bread to seagulls. By getting your bait back down in the fish zone quickly, it will actually help keep the school under your boat.

If you are brave enough to give these perch a try, remember New York State has implemented a 50-perch limit. If the bite is sizzling, you must keep an accurate count, or you could get ticketed. This law was implemented because some anglers were catching hundreds of these tasty fish and selling them. These regulations seem to have made a difference, and perch numbers are back.

I’m sure there are many readers out there thinking… fish story! This, of course, is why God invented cell phones.

The evidence is a click away.

Sane folks ask, “Why would anyone go in a boat in December in Western, New York?” These are people who have never tasted a fresh, delectable perch fillet. Once you do, you will want to break out the new long underwear Santa got you and give it a try.

Active duty members of the military and veterans were escorted by members from Girl Scout Troop 60487, placing ceremonial wreaths to honor the fallen for each branch of the armed forces.

Students from Churchville-Chili High School performed at the ceremony. Dominic Agostinelli and Robert Wilkinson played taps, and Mae Ellis performed the National Anthem and Amazing Grace. After the ceremony, the community helped honor the 480 veterans buried at Creekside Cemetery and St. Vincent’s Cemetery by placing wreaths and saying their names.

The ceremony was conducted at the Soldiers Monument, dedicated in June 1865 to the soldiers from the Riga area who gave their lives during the Civil War. The youngest name on the monument was John Ford, 15 years old. Vice Commander Juergens emphasized the need to connect the past with the present for today’s children. Everyone was invited back to the lodge for refreshments and to warm up after the wreaths were placed.

Community support for the project has been phenomenal, and the Girl Scouts and Legion Family look forwad to participating in this important remembrance for years to come.

•Tennity, Melody L., died December 22, 2021. Beloved wife, mother, grandmother, great grandmother, sister, and friend, Melody lost her battle with cancer at age 77. Melody is survived by her husband of 61 years, Francis H. Tennity; daughter Wanda (Kenneth) Kowalski; son Jeffery Tennity; grandchildren Rachael (Scott) Bryant, Eric Kowalski, Samantha (Mike) Ross; great-grandchildren Isla Bryant and Isabelle Ross. •Clark, John R., died December 20, 2021 at age 84. Predeceased by his daughter, Allison Michael. He is survived by his loving wife of 65 years, Marsha K. (Kress) Clark; children, Beth (Wayne) Rood, Lee (Karen) Clark; grandchildren, Nathaniel, Savanah, Daryll, Danniel Clark, Jade Rood, Kristina Clark, Shane, Cheyenne, Shaylyn Swick; nine great grandchildren; brothers and sisters-in-law, Dick (Adrienne Porter) Clark, Bill (Mary) Clark; several nieces, nephews, cousins and dear friends. He worked at Eastman Kodak Company and served as director of Greece Volunteer Ambulance. He retired from Kodak and started his own lawn/plowing business. In 1992 he and his wife moved to Churchville where Jack joined the Churchville Fire Department. Jack and Marsha were both members of the Churchville Lions Club, St. Vincent de Paul church and volunteers at Strong West. Jack enjoyed camping, racing and was an avid Amerks hockey fan.

His Funeral Service was held December 27 at Walker Brothers Funeral Home, Churchville. Interment private.

He is probably best remembered in Holley as the owner of the Holley Liquor Store for many years. His joys in life were always his wife, children, and grandchildren. He is also survived by his siblings John (Georgia) Ritchie, Paul (Linda) Ritchie, Karen (Curt) Conklin, Robert (Sue) Ritchie, David (Cindy) Ritchie, Tom (Donna) Ritchie, Peter (Sandy) Ritchie, Kurt Ritchie, and Carol (Ahmed) Fahsi Ritchie, as well as his sister-in-law and brother-in-law Majel and George Legters, and numerous nieces and nephews.

After graduating from high school in 1969, Jim earned a college degree in math and education from SUNY Brockport. He taught in various schools before settling at Brockport Central School where he taught for 27 years. Perhaps he’s best remembered for the things he grew and sold. He operated his cutyour-own Christmas tree farm for over 20 years. He loved families coming to cut a tree, and handing out candy canes. He also grew and sold vegetables, nursery stock, and cut flowers.

The family will hold a memorial service at Christ Community Church at a later date. New York BOND RESOLUTION DATED DECEMBER 21, 2021 OF THE BOARD OF EDUCATION OF THE BROCKPORT CENTRAL SCHOOL DISTRICT AUTHORIZING GENERAL OBLIGATION BONDS TO FINANCE CERTAIN CAPITAL IMPROVEMENTS CONSISTING OF CONSTRUCTION AND RECONSTRUCTION OF SCHOOL BUILDINGS AND FACILITIES, AUTHORIZING THE ISSUANCE OF BOND ANTICIPATION NOTES IN CONTEMPLATION THEREOF, THE LEVY OF TAXES IN ANNUAL INSTALLMENTS IN PAYMENT THEREOF, THE EXPENDITURE OF SUCH SUMS FOR SUCH PURPOSE, AND DETERMINING OTHER MATTERS IN CONNECTION THEREWITH. WHEREAS, the qualified voters of the Brockport Central School District, New York, at a special meeting of such voters duly held on December 14, 2021, duly approved a proposition authorizing the levy of taxes to be collected in installments, in the manner provided by the Education Law, for the class of objects or purposes hereinafter described; and WHEREAS, the Board of Education, acting as lead agency under the State Environmental Quality Review Act and the applicable regulations promulgated thereunder (“SEQRA”), has completed its environmental review and, on October 19, 2021, has duly adopted a negative declaration and has determined that the implementation of the unlisted action as proposed will not result in any significant adverse environmental impacts; NOW THEREFORE, BE IT RESOLVED by the favorable vote of not less than two-thirds of all of the members of such Board of Education, as follows: Section 1. The Brockport Central School District shall undertake certain capital improvements to the School District’s existing school buildings and facilities, as more particularly described in Section 3 hereof, and as generally outlined to and considered by the voters of the School District at a special voter meeting on December 14, 2021.

Section 2. The Brockport Central School District is hereby authorized to issue its General Obligation Serial Bonds in the aggregate principal amount of not to exceed $9,035,000, pursuant to the Local Finance Law of New York, in order to finance the class of objects or purposes described herein, and such amount is hereby appropriated therefor.

Section 3. The class of objects or purposes to be financed pursuant to this resolution (hereinafter referred to as “purpose”) is certain capital improvements consisting of construction and reconstruction of school buildings and facilities within the School District (each such building being a class “A” (fireproof an certain fire resistant) building as defined in Subdivision 11 of Paragraph a of Section 11.00 of said Local Finance Law), site improvements, and the acquisition of certain original furnishings, equipment, and apparatus and other incidental improvements required in connection therewith for such construction and school use.

Section 4. It is hereby determined and declared that (a) the aggregate maximum cost of said purpose, as estimated by the Board of Education, is $11,335,000; and (b) the Brockport Central School District’s plan to finance the cost of said purpose is (i) to provide $2,300,000 from the existing capital reserve fund for such costs; and (ii) to provide up to $9,035,000 from funds raised by the issuance of said Bonds and the Bond Anticipation Notes hereinafter referred to; and (c) no money has heretofore been authorized to be applied to the payment of the cost of said purpose.

Section 5. It is hereby determined that the purpose is one of the class of objects or purposes described in Subdivision 97 of Paragraph a of Section 11.00 of the Local Finance Law, and that the period of probable usefulness of said purpose is thirty (30) years.

Section 6. The Brockport Central School District is hereby authorized to issue its Bond Anticipation Notes in the aggregate principal amount of not to exceed $9,035,000, and is hereby authorized to issue renewals thereof, pursuant to the Local Finance Law of New York in order to finance the purpose in anticipation of the issuance of the above described Bonds.

Section 7. It is hereby determined and declared that (a) there are presently no outstanding Bond Anticipation Notes issued in anticipation of the sale of said Bonds, (b) the Bond Anticipation Notes authorized hereby shall mature within one year of the dateof issuance thereof or such longer term as may be desired in accordance with the provisions of the Local Finance Law, (c) the Bond Anticipation Notes authorized hereby are not issued in anticipation for Bonds for an assessable improvement, and (d) current funds will be provided prior to the issuance of the Bonds or Bond Anticipation Notes herein authorized, to the extent, if any, required by Section 107.00 of the Local Finance Law. Section 8. It is hereby determined and declared that the Brockport Central School District reasonably expects to reimburse the general fund, or such other fund as may be utilized, not to exceed the maximum amount authorized herein, from the proceeds of the obligations authorized hereby for expenditures, if any, from such fund that may be made for the purpose prior to the date of issuance of such obligations. This is a declaration of official intent under Treasury Regulation §1.150-2.

Section 9. The faith and credit of the Brockport Central School District, New York, are hereby irrevocably pledged for the payment of the principal of and interest on such Bonds and Bond Anticipation Notes as the same respectively become due and payable. An annual appropriation shall be made in each year sufficient to pay the principal of and interest on such obligations becoming due and payable in such year. There shall annually be levied on all taxable real property of said School District, a tax sufficient to pay the principal of and interest on such obligations as the same become due and payable.

Section 10. The power to further authorize the sale and issuance of said Bonds and Bond Anticipation Notes and to prescribe the terms, form and contents of said Bonds and Bond Anticipation Notes, subject to the provisions of this resolution and the Local Finance Law of New York, including without limitation, the authority to determine whether to accept bids electronically to the extent allowed by the Local Finance Law, the consolidation with other issues, the determination to issue Bonds with substantially level or declining annual debt service, all contracts for, and determinations with respect to credit or liquidity enhancements, if any, and to sell, issue and deliver said Bonds and Bond Anticipation Notes, subject to the provisions of this resolution and Local Finance Law, is hereby delegated to the President of the Board of Education or to the Vice President of the Board in the event of the absence or unavailability of the President. The President of the Board of Education, Vice President and the District Clerk are hereby authorized to sign by manual or facsimile signature any Bonds and Bond Anticipation Notes issued pursuant to this resolution, and are hereby authorized to affix to such Bonds and Bond Anticipation Notes the corporate seal of the School District and to attest the same. The President of the Board of Education is additionally authorized (but not required) to execute and deliver a financing agreement with the Dormitory Authority of the State of New York and any other agreements and documents necessary to accomplish a financing, all as may be determined in the discretion of the President of the Board of Education.

Section 11. This resolution, or a summary hereof, shall be published in full by the District Clerk of the School District together with a notice in substantially the form prescribed by Section 81.00 of said Local Finance Law, and such publication shall be in each official newspaper of the School District. The validity of said Bonds and Bond Anticipation Notes issued in anticipation of the sale of said Bonds may be contested only if such obligations are authorized for an object or purpose for which said School District is not authorized to expend money, or the provisions of law which should be complied with, at the date of publication of this resolution are not substantially complied with, and an action, suit or proceeding contesting such validity, is commenced within twenty (20) days after the date of such publication; or if said obligations are authorized in violation of the provisions of the Constitution.

Section 12. This resolution shall take effect immediately upon its adoption.

Elvis comes to Harvey C. Noone American Legion Post

Noone Legion Family hosted veterans from the Churchville area and the Senior Citizens of Riga for an “Elvis Blue Christmas” performance on Friday, December 17. The goal was to provide a fun-filled evening for our veterans and senior citizens as a sign of our appreciation and community service. Earlier in the month, the Churchville Chamber of Commerce held a Veterans Luncheon and gifted free admission, and the Auxiliary provided one drink coupon to veterans to come to “Elvis Blue Christmas.” More than half of the veterans came out to see Elvis.

Harvey Evans performed as Elvis, and his spouse, Mary, performed as both Priscilla and Marilyn Monroe for an hour and a half worth of songs and entertainment. The crowd was ecstatic, clapping along with the songs and even tearing up the dance floor.

These grants fund successful programs such as the Click It or Ticket enforcement campaigns. According to the Institute for Traffic Safety Management and Research at the University at Albany’s Rockefeller College, New York’s seat belt compliance rate has consistently remained at or above 90 percent since 2010. In a 2021 survey, drivers and front-seat passengers were observed wearing seatbelts 93 percent of the time, the second-highest level in state history. The latest national average for seatbelt compliance is 90.3 percent, according to the National Highway Traffic Safety Administration (NHTSA).

Braves Jorge Soler wins November Hickok Belt® Award Professional baseball player Jorge Soler, Atlanta Braves outfielder, has been named the Hickok Belt® Award winner for November 2021. Voting was conducted by a select panel of members of the National Sports Media Association (NSMA). The voters selected the 29-year-old, nicknamed “Soler Power,” based on his performance that contributed to the Atlanta Braves winning the 2021 World Series against the Houston Astros. Soler was the first player to hit a home run the first time at bat in a World Series. In the seventh inning of Game 3, he hit a pinch-hit home run to give the Braves a 3-2 advantage which led to the Braves win. He hit a 446-foot home run to give the Braves a 3-0 lead and an eventual win in Game 6, and a 4-2 game win of the World Series. He was only the third designated hitter to win the World Series MVP in professional Major League baseball history. Soler is known for a home run average of 423 feet, the longest home run average in all of the Major League.

GTSC announces grants to improve highway safety The Governor’s Traffic Safety Committee (GTSC) recently announced that more than $35.9 million in federal highway safety grants have been awarded to 519 programs throughout New York State with the Finger Lakes region receiving $707,149. The purpose of this grant program is to provide funds to local, state, and not-for-profit agencies for projects that improve highway safety and reduce deaths and serious injuries due to crashes.

The types of efforts funded include occupant protection, traffic enforcement, motorcycle safety, traffic records, community programs, programs that impact our younger drivers or older drivers, pedestrian safety, roadway safety, and impaired driving.

“New York works tirelessly to improve the safety of motorists, passengers, and pedestrians, and we proudly support these critical programs,” said Department of Motor Vehicles Commissioner and GTSC Chair Mark J.F. Schroeder. “The funding supports innovative educational and enforcement initiatives that help improve the safety of all those using our roadways.”

This year, $35.9 million was awarded to 519 projects that focused on three types of driver safety initiatives: •$31.2 million for Highway Safety Grants – Provided to state, local, and not-for-profit programs that cover a variety of traffic safety efforts including education initiatives, traffic records improvements, training, crash reconstruction, and railroad crossing safety. In addition, the programs cover distracted driving, slow-moving vehicles, and drowsy and impaired driving. These initiatives focus on protect-

Monroe County Conservation Tree and Shrub Program underway for 2022 The Monroe County Soil & Water Conservation District has released the spring 2022 species list for its annual Conservation Tree & Shrub program. For 46 years, the district has hosted this program, with over 17,650 native and naturalized trees and shrubs being distributed to landowners last year alone.

With almost 40 different species including hardwoods, bare-root conifers, shrubs, wildflowers, and variety packs, there is plenty of variety to make our communities green.

The district added six new trees and shrubs, two new conservation packs, one herbaceous flowering plant and one new mix to one of its best-selling conservation packs. The new items are all showy, beautiful trees and shrubs, sure to liven up your yard and attract a variety of wildlife. All native, these species produce wildlife-attracting fruit and flowers, provide quite the fall scenery with their stunning foliage, and can be used for various home projects like furniture. Some of these new species include White Cedar (Arborvitae), Paper Birch, American Cranberry, and Red Osier Dogwood. By planting these native plants you can increase wildlife habitat, provide a windbreak, reduce erosion, reduce stormwater runoff, do your part in being climate resilient, and help create habitat for pollinators.

Many of the tree species come as young, small rooted clumps – the district does not sell full grown trees. Once planted the small seedlings should take to the soil and grow leaves once spring arrives. This year, three of the

conifers being offered are transplants, meaning they are stronger and more mature when you plant them.

The Conservation Tree & Shrub Program is a pre-order program with a deadline for ordering on March 4, 2022.

There is a limited availability for plant stock, so ordering early is recommended.

The district offers mail-in, email, and online ordering.

The distribution of the plant material will occur at the Monroe County ecopark on April 21 and 22, 2022 from 9 a.m. to 5 p.m. There will also be a first come, first serve overstock

sale on April 23, 2022 from 9 to 11 a.m., where you can come in and purchase trees without having to preorder.

RMSC hosts Curiosity Campout at Strasenburgh Planetarium The Rochester Museum & Science Center (RMSC) is hosting two Curiosity Campouts at the Strasenburgh Planetarium on January 8 and February 5, from 9 to 11:30 a.m., with the theme of Sky Sights.

During these mornings of hands-on science fun, families will explore the science behind meteor showers, the moon and its phases, and other celestial phenomena through hands-on activities and experiments. This event also includes admission to the Planetarium Show I See the Sky, as well as other activities that will help budding astronauts and their families launch deeper into outer space exploration.

On January 8, families are invited to work together to take over “Mission Control” and oversee a rocket zipline,

and on February 5, families can let their creative side free as they make art inspired by auroras and curate a “Moon Museum.”

For those interested in RMSC’s Curiosity Camps, this event provides an opportunity to become familiar with the RMSC campus, meet the educators who lead camps, and see what types of activities are offered.

This pre-registered event is designed for children and caregivers to enjoy together. Activities will be designed for kids between the ages of two and five, but all are welcome.

Assembly Republican Conference holds discussions on PTSD among veterans Members of the Assembly Republican Conference held “No Surrender” Veteran Initiative: Making PTSD a Priority roundtable events in Buffalo on December 20 and Canandaigua on December 21. The events were aimed at addressing the pervasive issue of post-traumatic stress disorder (PTSD) facing veterans, as well as law enforcement, health care, and emergency service personnel.

“Gatherings like the one that took place here today give an outlet to those who may not have otherwise had an opportunity to discuss these complex issues with experts, counterparts and lawmakers all at once.

This forum gave our suffering frontline defenders a voice, and I am proud to have been a part of that effort,” said Assemblyman Giglio (R,C,I-Gowanda).

“The overwhelming pressure and danger that comes with military service can shake a person to the core. I have seen too many of my fellow service members struggle to overcome that trauma and one of the reasons I decided to serve in the Assembly was to continue to support those who wear the uniform even after I took mine off,” said Assemblyman Hawley (R,C,I-Batavia). “This initiative represents our Conference’s effort to ensure support for those who lay everything on the line to protect us. I look forward to putting what

we have learned here today to work.”

The lawmakers say the COVID-19 pandemic exposed a number of flaws in the state’s health care system, especially as they related to individuals coping with anxiety, depression and PTSD. “Military personnel and frontline first responders are routinely exposed to emergencies and other circumstances that dramatically impact their mental health. Too often, these incidents create lasting mental health challenges that go largely unaddressed,” said Assemblyman Ashby (R,C,I-Castleton). “For that reason, I have introduced and co-sponsored several pieces of legislation to help address this issue, including a bill to make the Division of Veterans’ Services into its own independent state agency. This evening’s event in Canandaigua was an important step toward reshaping our state’s treatment plan, and I am hopeful that with the feedback we have gathered we can better formulate short- and long-term strategies to adequately address mental health concerns.”

The Conference is also advocating for legislation requiring the Office of Mental Health to conduct a study related to using therapeutic PTSD techniques (A.8377, Giglio, JM), among other measures, including:

•A.3501, Ashby – Establishes a peerto-peer mental-health support program modeled after the successful Joseph P. Dwyer Program for frontline health care workers; provides confidential, peer-topeer assistance for individuals struggling with depression, anxiety or PTSD. •A.04646, Ashby – Allows first responders who are diagnosed with post-traumatic stress disorder to request line of duty sick leave.

•A.03585, Ashby – Relates to establishing a green alert system for missing military members.

•A.04999, Ashby – Establishes the “New York’s Own Combat Veterans Health Care Choice Program Act” to establish tax-free savings accounts to pay the health care costs of certain combat veterans until covered by the federal government.

•A.03783, Norris – Establishes the New York State Volunteer Fire Protection Emergency Reimbursement Account.

•A.5103, Reilly – Requires the Office of Mental Health, Office of Alcoholism and Substance Abuse Services and the Department of Education to create a behavioral health website which shall provide information on various behavioral health issues such as depression, eating disorders, anxiety, schizophrenia, post-traumatic stress disorder and bipolar disorder.

•A.03506, Hawley – Relates to a leave of absence for military spouses.

•A.05793, Palmesano – Enacts the “Omnibus Emergency Services Volunteer Incentive Act” to provide certain benefits to volunteer firefighters and ambulance workers.

•A.04846, Miller, B. – Creates a veterans’ clearinghouse for purposes of identifying veterans eligible for benefits.

•A.03782, DeStefano – Designates certain emergency and public safety dispatchers and operators as first responders.

•A.07483, Ra – Relates to capital costs of construction, improvement, rehabilitation or reconstruction of facilities owned by veterans’ organizations; allows for state grants to be used for VFWs, American Legion Posts, etc.

RAA receives $10,000 donation Rochester Accessible Adventures (RAA) received a $10,000 donation from a Rochester-area disability advocate in support of their mission to increase access to recreation, sports, and tourism. Susan Fox Shepard donated $10,000, honoring both her personal journey and that of her father, the late Tom Fox, recognizing the need for communities to provide equitable access for people with disabilities. RAA is a Rochester-based non-profit organization that works with recreation businesses across the Greater Rochester, Finger Lakes, and Western New York region, providing training and guidance to enable those businesses to operate inclusively whenever their doors are open.

“After I experienced a life-changing accident that resulted in permanent paralysis when I was 15, my father, Tom Fox, never stopped working on making my world work for me,” says Susan Fox Shepard. “From installing a ramp to our house so I could come home from the hospital, to installing hand controls in his vehicle so I could learn to drive, my father was certain there was much life to live and he did all he could to change the world around me so that I

couId participate. And now I can continue his legacy by supporting the critical work Rochester Accessible Adventures does so that recreation, sports, and tourism are accessible to and inclusive of people with and without disabilities.”

“Inclusion in recreation has the power to heal someone’s self-image,” continues Susan, who is a founding Board Member of RAA. “After my accident, it took time to rebuild my self-image and confidence. Being able to join others in recreational activities was a huge part of my healing process. I didn’t have to sit on the sidelines watching everyone else embrace life while I felt like a bump on a log. It is so important that places know how to provide inclusive recreation and sports and RAA was founded specifically to make that a reality – empowering community recreation businesses to create a culture of inclusion of people of all ages and abilities so we can enjoy all its health benefits with family and friends.”

Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic, Civil Engineer Corps (CEC) officer Cmdr. Crystine Good recently assumed duties as the Public Works Department (PWD), Public Works Officer (PWO), onboard Norfolk Naval Shipyard (NNSY), Portsmouth, Virginia.

Good, a daughter of an Elba resident, is in her 24th year of serving in the U.S. Navy. She joined the Navy as an enlisted electrician’s mate in 1997, but later became a commissioned CEC officer in 2003.

“I am so excited to be a leader in the Navy right now, particularly working at a shipyard that was built in 1767,” said Good.

“From the highest levels of the Navy, there are not only discussions on pushing out legacy practices, but actions backing them up. As an enterprise, we have some of the brightest people working for NAVFAC who all want to make a difference each day they come to work. Being able to help navigate this while (being) at the shipyard is very rewarding.”

Good added that discussions of the Navy’s Shipyard Infrastructure Optimization Program (SIOP) and the standup of the Program Management Office, along with the Resident Officer in Charge of Construction, has set up a very dynamic and collaborative work environment.

“One that you can feel all the way up the NAVFAC chain of command, as well as the NAVSEA (Naval Sea Systems Command) chain of command,” said Good. “I am very fortunate to have a deputy who has been around for a while and is such an outstanding leader.”

Good said some of the current and future challenges facing PWD Portsmouth are funding and people thinking SIOP’s money stream will be a “catch-all” to get things funded at the shipyard.

“In reality, SIOP has a clear definition,” said Good. “We cannot rely on those funds to take the place of standard project planning or facility sustainment.”

Good is one of two new PWOs at Navy shipyards in the Mid-Atlantic region – the other being Cmdr. Elizabeth Durika at Portsmouth Naval Shipyard in Kittery, Maine.

“Cmdr. Durika and I met in Croatia on a midshipmen cruise for the first time, but actually grew up just a few miles down the road from each other,” Good said, referring to them both being from neighboring towns in northern Virginia. “Now we’re in the same command, both working as PWOs at Navy shipyards on the east coast!”

In speaking about her future Navy career, Good added that she would love to one day serve her country overseas or in an environment that is outdoor-friendly, and match up her families desires with the needs of the Navy.

“I want my family to experience different cultures and to appreciate nature,” added Good. “Luckily for me, there are a lot of opportunities in the Navy to do that!”

NAVFAC Mid-Atlantic provides facilities engineering, public works, and environmental products and services across an area of responsibility that spans from South Carolina to Maine, and as far west as Indiana. As an integral member of the Commander, Navy Region Mid-Atlantic team, NAVFAC Mid-Atlantic provides leadership through the Regional Engineer organization to ensure the region’s facilities and infrastructure are managed efficiently and effectively.
