Bill passed authorizing big game hunting in Genesee and Orleans Counties Assemblyman Steve Hawley (R,C,I-Batavia) is pleased to announce passage of a bill which will authorize Orleans and Genesee County residents to hunt big game from November 15 till December 7. The bill allows residents to hunt using pistols, shotguns, muzzle loaded firearms, long bows, crossbows or rifles. “Hunting is an important part of our history, it is how our forefathers survived and provided for their families,” said Hawley. “As a strong supporter of the Second Amendment, I am proud to announce that citizens of Orleans and Genesee counties will be able to continue this centuries-old tradition that is such a huge part of our Western New York culture. As a proud outdoorsman myself, I will continue to work tirelessly to protect our constitutional rights from special interests attempting to restrict them. The passage of this bill is a step in the right direction toward maintaining our freedom and right to own firearms.” Assemblyman Hawley represents the 139th District, which consists of Genesee, Orleans and parts of Monroe County. Opinion Blue Collar Brockport expresses gratitude towards community On behalf of Kevin McCarthy, Kris Bonczyk and myself, I would like to thank Brockport voters for their support. We were welcomed at many homes and engaged in frank discussions of desired changes in the direction of our village government. A special thanks goes out, as well, to our small group of dedicated workers, who helped us organize, fund our campaign and refine our message and vision for the future of Brockport. We hope, that in future elections, more voters will become involved in our local government, if not directly by campaigning, then with their votes on election day.

With the help of the New York State Association for College Admissions Counseling (NYSACAC), Byron-Bergen Junior/Senior High School hosted over thirty colleges and universities on May 18 for the new Genesee Regional College Fair. The school’s gymnasium was filled with students from grades 9 through 11 from Byron-Bergen, Oakfield-Alabama Middle-High School, Rochester Preparatory High School, Keshequa Middle-High School, and the Western New York Tech Academy. Colleges traveled to the event from all over New York State, and from as far away as the University of Alabama, University of Guelph in Canada and Quinnipiac University in Connecticut. “Our goal is to host this event every year and continue to expose students to all of the opportunities that exist after high school,” said Byron-Bergen College and Career Counselor Rob Kaercher. “I know it is a busy time of year for colleges and high schools, but it would be impossible to host a large event without the support of every employee at Byron-Bergen and the NYSACAC. They are instrumental in providing professional development opportunities for school counselors and college admissions professionals from across the state, as well as opportunities for many college bound students.”

Many area high school students attend the NYSACAC college fair in March at the Rochester Convention Center and in Buffalo at the First Niagara Center. Now, the Genesee Regional College Fair will give students exposure to colleges in a more intimate setting, right in their own backyard. “Next year we plan to have even more colleges and branches of the armed services, and we will invite more high schools to experience this event,” said Kaercher. The following colleges and organizations attended the NYSACAC Regional College Fair at Byron-Bergen: Albany College of Pharmacy and Health Sciences, Canisius College, Daemen College, Elmira College, Genesee Community College, Hartwick College, Ithaca College, Jamestown Community College, Keuka College, La Roche College, Le Moyne College, Monroe Community College, Morrisville State College, New York State Higher Education Services Corp, Niagara University, Mercyhurst University, Quinnipiac University, Roberts Wesleyan College, Rochester Institute of Technology, St. John Fisher College, SUNY - Alfred State College, SUNY Brockport, SUNY - Buffalo State College, SUNY Cobleskill, SUNY Delhi, SUNY Geneseo, SUNY Plattsburgh, SUNY Polytechnic Institute, The University of Alabama, University of Guelph, University of Rochester, US Army, and Wells College. Clarkson Veterinary Hospital Dear Loyal Client,

8344 Ridge Road West Brockport, NY 14420 585-637-2779

After 35 years in practice and 28 years at Clarkson Veterinary Hospital, the time has come for me to pass the torch! I will be retiring on July 1, 2017. I do so with mixed feelings. Having known many of you for so long, I will truly miss you and the generations of pets that you have allowed me to know and to treat. I thank you for all the years of trust. My departure has been made easier knowing that I am leaving your pets in capable hands. Clarkson Veterinary Hospital’s caring support staff will remain intact and continue to provide the wonderful, personal service that you have grown to expect. Dr. Miller, who has been with the practice for 20 years, has taken over as Chief of Staff. Together we helped select our newest addition Dr. Krystel Riggione. Krystel is a graduate of Ross University, the same college Dr. Miller attended. She is a very nice and enthusiastic individual, and will be a wonderful addition to the team! On a personal note, I plan on doing some traveling in my retirement. I most look forward to spending time with my parents down south. Again, thank you so much for being such faithful clients and friends. I am sure that you will show the same devotion to Dr. Miller and Dr. Riggione. Sincerely, William Buttery, DVM

Brockport Tax Relief Task Force reports to Village Board by Kristina Gabalski “We emphasize that change must happen, it’s not optional at this point,” Tax Relief Task Force member Karen LoBracco told members of the Brockport Village Board June 26, after members of the Task Force presented their report and recommendations to village leaders during a workshop meeting of the village board. The four-page report advises a three-pronged approach to reducing the tax burden and encouraging businesses and families to take up residence in the village. The approach involves increasing income, reducing expenses and agitating for changes in state requirements. “All of the Task Force members identify as persons who love our village,” the report states, “yet are concerned about its long term health. In some ways we felt a heavy responsibility to carefully examine this issue, knowing that growth in the tax burden was unsustainable.” To increase income, the report recommends more attention to economic development, including increased attention to industrial sites and industries; a thorough

examination of rental housing assessments in partnership with the Town of Sweden assessor; and prioritizing spending including seeking grant funding for cultural projects. The numerous recommendations for reducing expenses include hiring an independent negotiator for labor union contract negotiations; an immediate freeze on hiring and no automatic filling of positions; a sliding scale for health care premiums; making employees responsible for paying their own deductibles; and reevaluation of pay for the Department of Public Works. “We feel compelled to speak up about practices and agreements that are out of line with community norms and practices in the private sector,” the report states regarding benefits received by village employees who are union members. The Task Force recommends renegotiating contracts with the Brockport Police Department. “The benefits that they are receiving are one of the highest costs the Village is facing,” the report states. Finally, agitating for change at a state level includes vigorously advocating for the state legislature to pass the

SUNY Impact Assistance Act for grants to offset the costs of The College at Brockport in the Village, and a change in unfunded mandates which apply to how retirement benefits are calculated. “Benefits that must be offered to retirees, etc., impose a significant and long lasting drag on village finances,” the Task Force reported. Task Force members said they realize the recommendations are painful but for the greater good of the community, changes have to be made. “We would hate to see dissolution of the village and loss of the police department, but that is the direction things are heading if our situation does not improve quickly,” the report states in conclusion. Mayor Margaret Blackman praised the report, noting it contains very good ideas. “You obviously did your homework,” she told Task Force members. Trustee Kathy Kristansen said the village can immediately begin work on some of the recommendations in the report including working with the Sweden Town Assessor on the assessment issue. Additionally, Mayor Blackman asked Karen LoBracco for assistance in organizing a letter writing campaign to state leaders. LoBracco offered her help to the village working for changes at the state level. LoBracco said it is important that village employees understand, “we wanted to care for them. We were concerned they would feel this was an attack ... that is not at all the case; we are concerned about their long-term future here.” Kevin McCarthy, another Task Force member, said cuts are necessary, however. “Retirement costs are killing us,” he said, “we felt it was like the old union days of GM, there’s got to be some serious changes.” Trustee Kathy Kristansen said the village is working towards making union employees pay more for health care and deductibles. “The DPW at least is paying a part of their healthcare cost. They know with the next contract they are going to have to pay more,” she said. Mayor Blackman said the Task Force report document will go into negotiations with labor unions and Trustee Kristansen suggested each member of both unions should get a copy of the report prior to contract negotiations. Trustee John La Pierre, a member of the Task Force, noted village department heads were very open to providing information to Task Force members as they worked over the past year. “We are very thankful,” La Pierre said. “We had a tremendous Task Force that worked very hard on this ... we are very, very appreciative of your time and effort.”

Opinion Revitalize Brockport extends appreciation to community Dear Brockport Residents, We are honored to be your mayor and trustees for another four years. We extend our sincere thanks to Brockport voters who supported our accomplishments and endorsed our plans for the future in the June 20 election. All three of us guarantee that we will continue to work hard for you and will listen to your concerns and ideas as we move forward. Our thanks also to our Revitalize Brockport campaign committee who have stuck with us over several elections. We couldn’t ask for a smarter, more thoughtful, dedicated and energetic group. In local elections every vote matters, and in our door to door campaigning, you let us know what matters to you. The bottom line, for you and for us, is your/our tax dollars and how they are spent. Brockporters care passionately about their village and that is why our elections for mayor and the board seldom go unchallenged. But that is a good thing. Opposing voices get heard and the opposition often has good ideas. Blue Collar Brockport’s Main Street LLC to rehab houses and a fund to help low income and senior residents to improve the exterior of their homes were two of them. Brockport United’s suggestion to encourage and increase civic involvement amongst young families is another. The Village Board stands ready to help the sponsors of these suggestions bring them to fruition. Brockport residents, thank you again for your support. Please do not hesitate to get in touch with us; we’re here to serve you. Margay Blackman, Kathy Kristansen, Annie Crane Revitalize Brockport

United Shoreline meeting draws more than 200 attendees by Kristina Gabalski A meeting held by the recently formed citizens group United Shoreline drew a large crowd of more than 200 people to the Hamlin Town Hall Friday, June 23. United Shoreline founding member Dawn Herbeck of Kendall says that’s double the number of residents who attended the first meeting held by the group on Friday, June 16, in Kendall. “The majority of those (attending the Hamlin meeting) were new members, Herbeck says. “Many consulted the Mobile Command Unit sent by Governor Cuomo before and after the event for DEC insurance issues. Even more obtained state grant applications from Deborah Spillane, coordinator from the Sheen Foundation.” The group formed only recently when five neighbors living on the lakeshore in Kendall decided they needed to step up to the plate and become proactive as a group to obtain information from county, state and federal officials and representatives and share that information with residents and businesses affected by the property damage caused by high lake levels along the south shore of Lake Ontario. Herbeck says residents are not looking for a check to pay for fixing the damage, they want leaders to find a way to fix the damage which has been caused, and protect the shoreline moving forwards. She says residents and businesses are not responsible for the flooding and damage which has occurred from high water levels, and should not have to take on the work of restoration and repair themselves.

“We also want protection from future (lake level) management,” Herbeck says. During the June 23 meeting in Hamlin, residents heard from several speakers including Timothy Kohlmeier of the Monroe County Department of Public Safety and Rick Davis, who has already lost property and his deck into Lake Ontario and fears his house will be next. Herbeck says those attending the Hamlin meeting were thrilled that United Shoreline has been formed. She said people from all along the lakeshore - as far away as the Thousand Islands - are asking for the group to come and provide empowerment to those affected. “I’ve had lots of positive feedback,” Herbeck says. “People say they feel that now they can do something. They are happy to finally have someone hear them. We are gathering steam.” She says no one should expect “instant gratification” - that the process will likely be a long one, “but now we have a forum and officials are listening, now we are getting somewhere,” she says. Herbeck says legislators and officials are taking her calls when they hear she is with the United Shoreline group, showing the effort to gain strength by pulling together and organizing as a large group is proving to be an effective way to gain information and assistance. United Shoreline will march in the July 4th parade in Lyndonville, Orleans County, and at the Kendall Fireman’s Carnival parade on July 7. The next meeting/rally will likely come later in July near Point Breeze, Herbeck says.

County leaders and government officials meet regarding failed Plan 2014 Discussed irreplaceable damage to Lake Ontario shoreline property; government officials provided guidance on available assistance Congressmen Chris Collins (NY-27) and John Katko (NY-24) hosted a meeting with stakeholders impacted by the Lake Ontario flooding to discuss the devastation directly related to the International Joint Commission (IJC) Plan 2014. Staff members from the Federal Emergency Management Agency (FEMA) and the U.S. Army Corps of Engineers answered questions from Central and Western New York county leaders and explained how government agencies can provide assistance and help prevent further damage. “Today we had a room full of local leaders and we can all agree that Plan 2014 is a disaster,” said Collins. “Residents, businesses and municipalities along the Lake Ontario shore deserve better than this bureaucratic mess, and the team that was in the meeting today is fighting for any relief that can be provided.” “There is no question that the implementation of Plan 2014 has wreaked havoc in our community,” said Katko. “I was pleased to welcome Wayne County Board of Supervisors Chairman LeRoy and Sodus Point Mayor Tertinek to Washington to participate in today’s discussion and will continue to fight to ensure shoreline residents, property owners, businesses and farmers are able to receive the relief they desperately need.” Collins and Katko are vocal opponents to Plan 2014, and have proposed an

amendment to the FY18 State, Foreign Operations, and Related Programs appropriations bill that would direct the IJC to compensate shoreline property owners for damages caused by Plan 2014 using the panel’s existing funding. Increased water levels have caused millions of dollars in damage and residents have yet to receive any relief. “I would like to thank Congressman Collins and Congressman Katko for organizing this vitally important forum. Listening to real stories from local leaders across the state will help us learn more about the real impacts of Plan 2014 throughout our coastal communities along Lake Ontario. I look forward to continuing to work alongside my colleagues in the House and our local leaders to find a solution to the issues facing our property owners in the region,” said Congresswoman Claudia Tenney. “I made a pledge to the residents of the Town of Greece that I would explore every option available to help alleviate the ill effects of the rising waters and shoreline erosion,” said Bill Reilich, Supervisor, Town of Greece. “I appreciate the work of Congressman Collins and Congressman Katko for making this trip to Washington, D.C. possible. I intend to gather as much information as possible and hope that we are able to urge the decision makers in DC that changes must be made to the existing plan. The devastating conditions that we

are experiencing in the Town of Greece and the entire shoreline are not acceptable and relief must be provided.” “Orleans County tax payers have suffered nearly an $11 million loss along the Lake Ontario shoreline, and this number is still growing,” said Legislator Lynne Johnson, District 2 Orleans County. “It is my honor to represent them in Washington, D.C. and plead for this much needed

funding on their behalf. It should not come from the backs of the rest of our Orleans County tax payers that do not live along the lake and did not suffer these losses.” The leaders in attendance are committed to delivering relief to those impacted by the flooding and will remain devoted to working cooperatively to get the people of Central and Western New York the compensation they deserve. Hamlin-Clarkson Herald and Suburban News West Edition - July 2, 2017 19

Lake Erie, Land of the Giants by T.R. Hendrick Over the past few weeks we’ve traveled north to catch brown trout in Lake Ontario, northeast to Chaumont Bay to chase walleye, and then south to the Finger Lakes to blade jig largemouth bass. I would be greatly amiss if we didn’t go west to visit one of the very best fishing lakes in the country. Lake Erie is the home of giant smallmouths and monster walleyes and is one of the few lakes in the country where you can catch a 6-pound smallmouth and a 10-pound walleye all in the same morning. The (shared) New York State record smallmouth came out of this once considered dead lake, a Godzilla weighing 8 pounds, 4 ounces caught on a jig and grub in 1995. What is so sweet is that this renowned fishing lake is roughly only an hour away. The boat launch at Safe Boat Harbor in Buffalo is an easy drive down the Thruway. Unfortunately, you do need a boat to fish this lake. Unlike Ontario with its many piers, bays and rivers giving shore fishermen ready access, the eastern end of Lake Erie has few locations where a shore angler can have success. The first thing you need if you are making an expedition to Erie is a Hot Spots chart; these lake charts are worth their weight in gold. They show all the best shoals, reefs and drop-offs to fish and these maps will also give you the best techniques to use when fishing those spots. Most bait shops have Hot Spot maps available, or you can order them on www.fishinghotspots.com/. There is also an Erie Hot line, 716-855-3474, that you must listen to before you fish which is updated weekly. Be sure to get your marine forecast before you go. It will be too rough with a strong west or northwest wind; south winds are your best bet for calm water. Visit www.nws. noaa.gov/om/marine/zone/gtlakes/bufmz.htm A few weeks back I fished out of Safe Boat Harbor with Charter Captain Joe Fonzi of “Thumbs Up Guide Service.” Joe is one of the most experienced guides on the eastern basin of Lake Erie, having chartered clients there for over thirty years. Fonzi fishes Erie close to 200 days each year and has more fishing spot waypoints on his Lowrance GPS than Buffalo has wings. While we were on the water, I picked Joe’s brain for some general tips to pass on. The man is tight lipped about his hard-earned fishing spots, but agreed to give out some general knowledge. Joe says, “The closest place to catch local walleyes in June and July is off the windmills just east of Buffalo. Launch your boat at Safe Boat Harbor in Buffalo and go west a short ride until you see the large windmill farm on shore. You will notice other boats fishing there.” He suggests pulling heavy 2 to 3 ounce bottom bouncers with worm harnesses in thirty to forty feet of water about a half mile straight out from those windmills to catch what they call the local walleye that stay in the area year-round. Lake Erie also has a migratory population of larger walleyes that migrate from the west down the middle of the lake from Ohio to New York and then back again

Joe Fonzi guided 10 year old Dawson Draper to this spectacularly colored smallmouth. Provided photo. following the baitfish, primarily alewives. These are suspended walleye and you must troll with down riggers to have success with these fish. Joe prefers fishing for the local eyes with a hands-on approach when at all possible, jigging or pulling bottom bouncers with worm harness with his electric motor at a very slow 1 to 1.2 MPH. If it’s smallmouths you want to target, Joe suggests drifting or slowly pulling tube jigs in a green or motor oil color, or brown bucktails in 20 to 40 feet over the many shoals this time of year. Live bait is hard to beat but forget about using worms, the gobies will drive you crazy nibbling off your worm before it can get to the bass. Niagara minnows or crawfish are your best bet. If you don’t have a boat or just want to learn the lake before you pull your boat there, call Joe Fonzi. You can reach Joe at 716-998-8373 or email at Captjoefon@aol.com. His rates range from $350 to $550 from one to five people. You will fish out of Joe’s beautiful 2016 Ranger 621FS - the Cadillac of fishing boats. Joe will work hard to put you on fish; he had us on the water by 7:30 a.m. and we didn’t come off until 5 p.m. Fonzi also can put you on some huge catches of perch in the spring and fall. It’s great to be an angler in Western New York. For all those who have considered fishing Erie but haven’t, I recommend you give it a try. Go fish the “Land of the Giants.” Once you try it, you will be hooked.
