Improvements keep Spencerport Municipal Electric running safely and reliably by Kristina Gabalski Keeping the power on is a constant job for those who work to provide homes with electricity and recently in Spencerport, the village’s Municipal Electric Department installed a new Flooded Battery System complete with spill containment. “The new system replaces an outdated 15 year old battery system,” says Spencerport Municipal Electric Superintendent Owen McIntee. “With that came a new dialer system, so SME employees are notified via text messages if a battery or building temperature alarm comes into the station.” Additionally, SME employees earlier this year installed an 18 inch deep

rubber material system for oil containment around the entire perimeter of the substation. “In the case of a catastrophic event that causes oil to leak from one of the two transformers, this new containment system would contain the oil within the substation fenced area and prevent any oil from spilling into nearby Northrup Creek,” McIntee explains. He notes that the substation continually undergoes routine maintenance and capital improvements. In 2013 and 2014, SME employees replaced both 115kv circuit switchers, McIntee says. “These sophisticated and expensive devices control transmission voltages that supply power to each substation transformer.” Also, every five years, SME employees and engineers conduct extensive substation breaker maintenance and testing. “All these activities which take place are necessary to keep the substation operating in a safe and reliable state, so that proper, constant, reliable power is distributed to our customers,” McIntee says. “The small profit we realize from our annual revenues is continually reinvested back into our substation and overhead/underground pole facilities,” he continues. “The equipment that we purchase today is more state of the art and highly efficient compared to equipment that was manufactured 30 years ago. Because of this strategy, our systems are constantly upgraded, which helps deliver safe reliable power to our customers.” Weekly, inspections of all critical substation components are performed and McIntee notes that every day, a great deal of work goes on behind the scenes at the substation and out on the overhead and underground lines. “The fascinating part of electric utility work,” he observes, “is that as we go about our routine day, customer power is not interrupted.”

Michael Phelps named Hickok Belt® Award winner for August 2016 American swimmer Michael Phelps has been named the Hickok Belt® Award winner for the month of August 2016. A select panel of members of the National Sports Media Association (NSMA) conducted the voting. The voters selected Phelps based on his record-setting performance at the 2016 Olympic Games in Rio last month. At the age of 31, Phelps took home five gold medals and a silver in his fifth Olympic competition. His total medal tally currently stands at a record of 28 overall medals, including 23 gold medals, making him the most decorated Olympian in history. Comments Community empathizes with local celebrity Jen Suhr definitely doesn’t need another piece of fan mail from me. I know for a fact that she has received letters and emails from well-wishers ever since the first bit of news broke from Rio. But she has been on my mind since then as well. Jen Suhr, with her humble, gracious demeanor came away from the Olympic Games afraid that she had disappointed the folks back home. We had celebrated all of her successes in years past. Surely, she thought, we would be plummeted into the depths of despair with her failure to perform as expected. That was hardly the case. During the Olympics, everyone in town spoke of their concern for her health and her well-being, even as we hungrily perused the news for health updates. It wasn’t because we all wanted our “home town girlâ€? to return with a gold medal, but because we were genuinely concerned about her health. And we didn’t want her to return home with a broken heart. The thing is, Jen enabled us to actually relate to a talented Olympian now that she was ill. Most often, we follow celebrities on television, on the net and in the news who remain distant icons that bear little similarity to us. These golden athletes seem to have everything going for them. They work hard, and enjoy public esteem and accolades that elude the everyday person. But now, Jen was reported sick‌very sick, and we could relate to her as a real live person. Despite her best efforts, she had met an insurmountable obstacle. Unlike other athletes, she had never led an intemperate life. She hadn’t made any bad decisions or done a single thing to jeopardize her lofty goals. It was pure and hideous luck of the draw, a virus randomly contracted, that thwarted her. How unfair can life be? Most of us have been disappointed in our lives whether in matters of career, or love or health. We know how it feels to have to carry on in the face of defeat when your heart hurts, and you can barely get up and put one foot in front of the other. Trust me; while we understand all too well how that feels, we certainly did NOT want that for Jen. We have come to admire her over the years, and appreciate her down-to-earth grace that fosters her belief that her home town matters. But with that disappointment, she became an Olympian humanized. So, Jen, we are anything but disappointed in you. You have allowed all of us, in western New York, to empathize and appreciate the fact that superior athletes are people too. It’s a valuable life lesson for all of us. You brought us all that much closer to understanding how delicate the balance we walk between having it all and being disappointed, whether we’re famous and talented or not. We thank you for that, and continue to wish you infinite success in the future. And win or lose, everyone will remain standing steadfastly behind you, ready to provide any support you need to go forward.

Local 4-Hers gearing up for National 4-H week by Kristina Gabalski National 4-H Week begins October 2 and Cornell Cooperative Extension of Monroe County 4-H is busy with the start of its new year. Monroe County 4-H educators and staff members say the national week is, “a celebration of the youth outreach component of the national land-grant universities’ Cooperative Extension Program and the U.S. Department of Agriculture. The goal of 4-H is to develop citizenship, leadership, responsibility and life skills of youth through

experiential learning programs and a positive youth development approach.” The 4-H name represents four personal development areas of focus: head, heart, hands and health. Currently, there are over 6.5 million 4-H members in the U.S. ranging in age from 5-21. In addition to agriculture, 4-H focuses on citizenship, healthy living, science, engineering and technology programs. In Monroe County, 4-H clubs will celebrate National Youth Science Day October 5 by participating in Drone Discovery, a hands-on engineering design challenge that explores the science behind drones and how they are being used to solve realworld problems. In addition, a Chef-for-a-Day CookOff is planned at Springdale Farms on October 16 from 2 to 4 p.m. Participants will learn about cooking and take part in a cooking competition. A 4-H Halloween party is planned October 21, and a holiday craft-making workshop is scheduled for December 4. Existing community clubs are starting new projects and activities and 4-H youth educators and staff say they are working hard to form additional clubs to keep up with the level of interest that community youth are demonstrating. Saints, Cadets swimmers win big by Warren Kozireski Emily Regelsberger and Delaney Emerson each had two individual wins as Churchville-Chili defeated Newark 112-71 in girls’ swimming while Hilton also dominated their win against Greece. Regelsberger won the 200-individual medley almost 30 seconds ahead of second place with a winning time of 2:22.29 and the 100-backstroke in 1:09.86. With Emily Brockman, Ashley Ali and Molly Alessi, she helped win the meet-opening 200-medley relay in 2:12.71. Emerson took the 200-freestyle in 2:13.25 and the 100-breaststroke in 1:24.20. The Saints Abigail Sauer touched first in the 100-butterfly in 1:11.95, Isabella Krzes won the 100-freestyle in 1:03.85 and Ali was first in the 500-freestyle in 6:00.88.
The 200-freestyle relay team of Sauer, sophomore Kaitlyn O’Mealia, Brockman and Krzes also won with a time of 1:58.09. For the Cadets, Bailey Klafehn had a pair of individual wins and the Cadets swam the final three events exhibition in their 94-58 win over Greece. Klafehn easily won both the 200-freestyle and 100-butterfly in 1:57.99 and 1:01.82 respectively. Kathryn Batz finished first in the 200-individual medley in 2:25.67, Haylee Roth to 50-freestyle in :28.42, Elizabeth Kidder the 100-freestyle in :58.49 and Rachel Knittel the 500-freestyle in 6:18.32. The 200-medley relay team of Batz, Knittel, Emma Doughty and Kidder took first in 2:06.31 and the 200-freestyle relay team of Jennifer Donatella, Roth, Doughty and Alexis Hill won in 1:57.29.
Bees netters roll to 7-1 record by Warren Kozireski With only two seniors on the roster, Byron-Bergen’s girls’ volleyball squad improved their record to 7-1 and 6-0 in division play after their three-set sweep at Kendall. The first set began with Lauren Burke registering two of her game-high eight aces and the Bees built a 7-2 lead. Kendall fought back with two kills by Alexis Payton and another from Madison Rath as they closed to within 9-7, but Byron-Bergen outscored them 16-9 down the stretch to secure the win. Freshman Madison Farnsworth had a pair of kills during the run while Annabella Vurraro added an ace. The second set got out of hand quickly as Quinn Chappel, Stephanie Buell and Catherine Brumsted helped the Bee’s es-
tablish a 12-2 advantage. Janae Meister also had a kill before senior Kerri Bates finished the win with three aces over a four-point stretch. The Eagles rebounded and took a 2-0 lead in the third set on an ace by Sunni Brice, but the Bees then rattled off nine consecutive points including Lauren Burke hitting on four consecutive aces. Kendall’s Payton and Rath knocked down kills to pull them to within 16-8, but the Bees locked down the contest with Burke hitting a cross-court kill Buell registering a kill and an ace on consecutive points. Burke finished with five kills, five assists, eight aces and three digs for the Bees while Buell added four kills. Brumsted had four assists, two kills and three aces and Farnsworth racked up a team-high six digs with a pair of aces. Payton led the 5-3 eagles with five kills and seven digs.

Village of Hilton honors Korean War veteran by Grace Griffee Village of Hilton residents and officials recently gathered to honor James Mullen, a Korean War veteran who served in the U.S. Army from 1947 to 1952. Due to health reasons, Mullen is unable to visit the National Korean War Memorial in Washington, D.C. through the Honor Flight Network. When village officials learned of this, they decided to honor him and his family with a touching ceremony at the Hilton Community Center. “From 1950 through 1953, 1,789,000 Americans served in the Korean War,” said Shannon Zabelny, vice mayor. “We are here today to honor and thank one of those Americans.”

Todd Baxter, executive director of programs and services at the Veterans Outreach Center, spoke about the importance of showing young people that our veterans should not be forgotten. “If we don’t continue to honor our service men and women, we won’t have any more volunteers,” he said. Mayor Joe Lee presented Mullen with a plaque. Mullen’s wife, Saralynne, son, Glenn and his wife, Jana, along with his brother, Kenneth, nephew, Kyle, and great nephew Tyler, were also in attendance. Mullen explained that he was on the island of Okinawa doing clean up after World War II when the Korean War broke out. “I’m very proud that they honored me today,” he said.

Safe driving tips: how to get the most out of your tires (BPT) - A tire’s tread depth significantly affects driving safety. In fact, to ensure a vehicle drives safely, the National Highway Traffic and Safety Administration recommends a tire be replaced once its tread depth reaches 2/32nds of an inch. Winter tires should be replaced even sooner. Worn tires cause more than just headaches for drivers. Less tread means longer braking distances and more difficulty handling a car. This is especially true in slippery conditions because the tires are not able to effectively clear water from underneath causing the vehicle to hydroplane. The contact area between the tire and the road is dramatically reduced when tires wear out and when driving speed increases. While driving 50 mph in 1/8 inch of water, the contact patch between the tire and road is only 16 percent compared to the contact patch of a stationary vehicle. “Unfortunately, many drivers don’t regularly check the depth of tread on their tires. People check tread depths when fitting the tires, but then blissfully forget about them for the entire season,” says Matti Morri, technical customer service manager, Nokian Tyres. Monitoring the condition of tires throughout their lives helps drivers maintain safety on the road. So, what steps should you take to ensure you get the most out of your tires? Monitor and rotate your tires Tires wear unevenly, especially on front wheel drive vehicles where the front tires wear down much quicker than the rear tires. For this reason, you should monitor the tread depth throughout the season and rotate tires from front to back, providing the tire size is the same on both axles. If a set of tires are installed in the spring and used heavily until the start of autumn without being rotated, it is completely possible for the front tires to be worn down while the rear tires still have up to 70 percent of tread left. Rotating helps to minimize the performance and grip differences between the front and rear of the car for more predictable handling.
How to measure tread depth A U.S. penny is a handy tool for measuring the main grooves in the center of a tire’s tread. Insert the penny into the main groove so that the edge of the coin touches the tread and Lincoln’s head is upside down. If the top of Lincoln’s head remains visible from the groove, the tires are fully worn. Some new tires on the market have innovative tread wear indicators to alert drivers when their tires need replacing. In fact, all new models from Nokian Tyres come fitted with a Driving Safety Indicator (DSI) that indicates how much tread is remaining, as well as a raindrop or snowflake symbol that appears once the tire has worn down to the point where the vehicle could handle unsafely on wet roads. Minimize tread wear through proper inflation To help extend tread life, maximize fuel economy and optimize a vehicle’s performance, it’s important to check a tire’s air pressure once per month in the summer and twice per month in the spring and fall when there are large fluctuations in temperature. Tire over- and under-inflation cause tread to wear quicker than normal and can potentially result in a dangerous blowout. Additionally, under-inflation will cause your vehicle to use more fuel (or reduce range in an electric vehicle) and diminish the performance of your vehicle as it requires more effort for the car to move. For the most accurate pressure reading, check the tires while they are still cold. Driving heats up the tires causing the air inside to expand resulting with an inaccurate reading. The correct tire pressure for the vehicle and tire size combination can be found on a placard in the driver’s door jamb, on the inside of the gas cap, or in the vehicle’s owner’s manual. Remember also to check the pressure of the vehicle’s spare tire (if equipped). Drivers should keep these simple tips in mind throughout the spring and summer to help ensure a safe driving vehicle and to get the most out of their tires.
Fun fall festivities fill up the farm During weekends in October, Joe’s Farm in Brockport opens two new attractions for families and thrill seekers alike; a four acre corn maze and a haunted fright farm unlike any other. Both of the events came from the owner, Joe McCracken, who was looking for ways to help support his farming while also bringing something unique to the community. “Spending fall weekends with family and friends has always been one of the best experiences for me. I wanted to look for a way to share this with the community,” said Joe. The corn maze spreads out over four acres and includes plenty of stops along the way for all to play the oversized games created by Joe and his wife Maria. They include giant scrabble, yahtzee and others to discover. Unlimited access to the maze is included in the price of admission. So after the first time through, competitive families can try it again in a race to the finish. The maze is open from 10 a.m. to 4 p.m. Saturdays and Sundays in October. The $7 admission includes a wagon ride around the farm. After dark, the Fright Farm runs from 7 to 11 p.m. and provides a unique haunted experience. Joe explains, “We wanted to have a haunt that had a different feel from anything else, so we built it over the last four months inside the farm to give it a realistic feel. Some of our actors have been doing haunted events for over twenty years and they are excited.” Admission to the Fright Farm costs $10 and other activities will be available including psychic readings, scenes for photos, bonfires and more. During both events, “Joe’s Grub Hub” will include snacks and food. Albion students to honor Civil War soldier who died at Gettysburg by Kristina Gabalski The public is invited to attend a special ceremony Saturday, October 8 at 11 a.m. at the Hillside Cemetery in Clarendon in honor of Herbert Charles Taylor. It is believed that Taylor is the only Civil War soldier from Orleans County to die at Gettysburg - Little Round Top - with Colonel O’Rourke. Students in Tim Archer’s service learning class at Albion Middle School will lead a special program to unveil a historical marker at Hillside Cemetery where Taylor is buried.
District officials say last year Archer’s students learned about local connections to the Civil War and worked to obtain the marker. It was not delivered until after the school year ended, so the dedication was scheduled for this fall. The students worked with Clarendon historian Melissa Ierlan and Orleans County historian Matt Ballard on the project. Funding for the blue and gold marker is through the Pomeroy Foundation and the Orleans County History Department.

A bit about Spencerport’s electric history by Evelyn Dow The signs at the gateways to the village proclaim it: “Welcome to Spencerport - A Public Power Community.” How and when did the village get “plugged in” as a system? Various mentions in historical writings indicate Spencerport village had electrical service by 1917, perhaps earlier in some areas. A photo dated 1910 found in the “Pathways to the Past” collection of Ogden historical photographs shows poles and electrical wires at the rear of buildings on the east side of Union Street in the downtown business area. In early days, the power was purchased from Niagara Hudson Power Co. which later became Niagara Mohawk. To the south, Churchville established a municipal system by 1921. On the eastern edge of Monroe County, Fairport had electricity in the business district in 1911. Those three villages continue to have electrical systems today, offering residents within their districts cheaper electric rates than those of publicly owned systems. Following Thomas Edison’s fashioning of an electrical ‘system’ in a New York City neighborhood in 1882, companies formed throughout the state to provide electricity at a profit to larger residential areas. Away from the concentrated areas of demand in towns and cities, small communities created their own power often times, servicing defined areas as non profit entities and creating self supporting systems. By 1930, several New York state municipalities had formed the Municipal Electric Utilities Association (MEUA), an organization which “aims to foster the efficient operation of publicly owned and operated electric systems including the production, distribution, conservation and prudent use of electric power and energy for public service.” (MEUA website). Today, there are 51 members of the association. As a group, the municipalities have been able to lobby to sustain their mission. “In 1956, the group supported the Lehman-Roosevelt bill that created the Niagara Redevelopment Act which included a ‘fair share’ provision of the hydroelectric power to municipal and cooperatives called the preference clause.” (MEUA website). The fight to keep the less expensive hydropower allocations results in cheaper electric rates for municipal systems. Several attempts to substantially reduce the amount power available to municipals have meant members had to address challenges in late 1970s and ‘80s when politicians in NYC and adjacent counties pushed to reduce the amount of hydroelectric allocated to municipal systems. MEUA members negotiated
contracts in 1986, 1991 and 2003, and long term contracts to 2025, according to the state organization. Adjustments to those contracts have restructured the electrical allocations somewhat. When the service area’s power consumption reaches an established level at the lower rate, the system buys into more expensive supplies, thus Spencerport Municipal Electric customers and others in the MEUA group see two rates on their monthly utility statement - one for basic power and a PPAC (Purchase Power Adjustment Clause) rate. As an example, when the local grid draws more power, such as during winter heating season in a district where many homeowners heat with electric systems, the hydro cap is reached more quickly and other more expensive sources are tapped. In its beginnings, a public power system might have powered two dozen street lights and less than 50 homes daily for a specific duration each day with as little as 150 kilovolt amperes (kva). Such was the case in Fairport. The fledgling system was responsible for poles, lines, safe transmission and required to be driven by customer needs. Today’s public systems serve more customers with the same criteria to be both efficient and effective. As outlined in the accompanying article regarding Spencerport’s municipal electric system’s, there’s a lot involved - substation upgrades, bucket trucks, infrastructure repairs and replacement, specialized hardware and trained employees all have to function to keep the power ‘on.’ Somewhat like the Erie Canal provided commercial and travel opportunities to a growing Spencerport community, another means of conveyance, the Buffalo, Lockport and Rochester interurban railroad, an electric trolley system, started in 1906, used a growing power system to transport people and goods in western New York. It crossed Union Street at West Avenue and stopped at a station which has been relocated to the south bank of the Erie Canal, in the vicinity of its original site. The Depot served the interurban trolley line from 1908 to 1931, offering commuters access to travel, employment and shopping opportunities to the east and west which was noted to be cheaper and faster than railroads in the area thanks to the use of electricity. by Tami Raco The Ogden Police Department recently became re-accredited through the New York State Law Enforcement Accreditation Program (NYSPLEAP). This program sets minimum standards in 110 areas of police work, ranging from the use of force to record keeping to investigation practices. A team of three assessors came to the Ogden Police Department in August and spent three days inspecting the department, the officers and their records. They verified that the department was in compliance with all standards, and they recommended for re-accreditation. The Ogden Police Department has been continuously accredited since 1991, when they were the first agency of this size to obtain certification. St. Luke’s Episcopal Church conducts Bless the Animals Throughout the fall, St. Luke’s Episcopal Church in Brockport will celebrate all of God’s wonderful creation - earth and sky and sea - and, in a special service, all creatures great and small. The church invites the community to come and bring their beloved pets for a Blessing of the Animals to take place Sunday, October 9, between 11:30 a.m. and 1 p.m., in Sagawa Park, Main Street, Brockport. The special blessing is a gift from St. Luke’s to the community as they celebrate beloved pets - whatever shape, size or species. The Blessing of the Animals Service will also honor 12thcentury friar and preacher, St. Francis of Assisi, patron saint of animals and the environment. Saint Francis of Assisi, born Giovanni di Pietro di Bernardone and informally known as Francesco, was born September 25, 1182 and died October 3, 1226. St. Francis has been honored throughout the centuries for his love of nature, especially his love of animals.
“It seems dogs and cats make a big impact on our daily lives. They often seem to me to be ministers in their own rights; unconditional love, good listeners, no talking back, great comfort and connection, and most importantly, pure joy,” says The Reverend Krista Cameron, rector of St. Luke’s who will perform the blessings. “And when animals are hurting due to illness, accident, or even as they grow towards their own deaths, we need to honor their lives and mourn their passing. What we are offering through the Blessing of the Animals is a validation and a blessing of the importance of these four-legged critters in our lives. We will also bless those creatures that fly and crawl and swim - as long as they are in their protective cages and tanks.” Treats and fresh water will be available for pets. The church asks that all pets be on leashes or in cages for their own safety and wellbeing.
