Pearl Neumann celebrates 100th birthday

Pearl Neumann, long time resident of Manitou Road in Spencerport, celebrated her 100th birthday on September 24, 2022.

Pearl lived on Manitou Road since she was nine years old. She worked with her mom and uncles on the farm, helped pick produce for the Farmer’s Market, walked to a two room school house at the corner of Manitou Road and Route 104 next to the cemetery, and attended Spencerport High School. She worked in the dark rooms at Eastman Kodak Company, where she met her husband Clifford. After Cliff came back from WWII, they were married in June 1946 at Concord Lutheran Church that was on the southwest corner of Route 104 and Manitou Road.

Pearl and Cliff built a little 20’ by 20’ house just a few houses down from where she grew up, then built the present day house after their second child was born. Pearl lived there with her dog, cat, and bird up until her care needed to be upgraded in 2021.

Through the years Pearl and Cliff had a busy life. They owned Cooper Delicatessen at Cooper and Titus Avenue in Irondequoit until the mid1950s when Pearl stayed home to care for the family. They started a 4-H club, the Manitou Indians, and were leaders for more than 10 years.

Pearl joined the Spencerport Ambulance, became an EMT instructor, and taught classes to doctors, nurses, fellow ambulance volunteers, and emergency responders. She rode on many emergency calls, enduring some awful fatalities in accidents and rescuing many others from car and farm accidents.

In later years, she joined the Coast Guard Auxiliary, Flotilla 4-8 out of Hamlin. She taught safe boating and was a representative for the Coast Guard Academy, visiting high schools and

The second annual Kendall High School Sports “Boo”ster fundraiser will be held at Brightly’s Farm Market on Saturday, October 15, and Sunday, October 16. This family-friendly event charges $10 per person and 100% of the ticket price goes to the Kendall High School Sports Boosters to help support sports programs at Kendall High School.

This is the second year that the Brightlys will open their farm and donate all the items for the Boo Fest fundraiser. “It is important to us to support our local schools,” said Betsy Brightly. Students from Kendall High School help work the event, including decorating, setting up, and waiting on customers. “I feel giving the students the opportunity to work this fundraiser helps teach the importance of community service and instills good work ethic,” said Betsy.

A ticket to the Boo Fest will include a pumpkin of choice from the Pumpkin Trail, cider, fresh baked donuts, face painting, festive games like pin the tail on the spider, cornhole, and more. There will also be mini pumpkin painting, a costume contest, photo booth, and a haunted bus. “The event is both indoors and outdoors so it will happen rain or shine,” said Betsy. and fun as well as tents donated by the Kendall Lions Club. There will also be a bonfire Saturday evening, starting at 6 p.m.

Boo Fest is a two-day event this year, Saturday, October 15, from 10 a.m. to 8 p.m. and Sunday, October 16, from 10 a.m. to 4 p.m.

CCE Monroe to celebrate Ginny Wilterdink

The Master Gardener program of Cornell Cooperative Extension of Monroe County will recognize its valued Master Gardener, Ginny Wilterdink, during a celebration on October 11.

At 100 years old, Ginny has been an active Master Gardener for 34 years, contributing to the stewardship of Monroe County parks, participating in educating the public at a variety of events, and assisting home gardeners in safe and effective practices of gardening.

NY Army National Guard aviators in Florida to assist in hurricane response

At the direction of Gov. Kathy Hochul, the New York Army National Guard deployed two CH-47F Chinook heavy lift helicopters, and 11 soldiers from the Frederick Douglas Greater Rochester International Airport to Jacksonville, Florida, on Wednesday, September 28.

The aircraft and soldiers were sent to assist the Florida National Guard in responding to Hurricane Ian, which hit the state on Wednesday.

The two CH-47s, are assigned to B Company of the 3rd Battalion, 126th Aviation Regiment which is based at Army Aviation Support Facility 3 at the airport. The 11 soldiers included

aircrew and maintenance personnel.

The CH-47 F can carry 36 people, or over 46,000 pounds of cargo, and fly at 190 miles per hour.

The two aircraft were sent to Florida through an Emergency Management Assistance Compact request for assistance from the state of Florida to New York.

The aircraft stayed overnight in Greenville, North Carolina, and arrived in Jacksonville on Thursday, September 29. There, the aircraft and Soldiers came under the control of the Florida National Guard to provide airlift support as required.

Community Health Fair October 5 at Sweden Clarkson Community Center

Monroe County Legislator Jackie Smith has coordinated to have Veterans Outreach and Monroe County Office of the Aging at the Sweden Clarkson Community Center for their annual Health Fair on Wednesday, October 5. Legislator Smith has been focusing on bringing more services to the west side of the county, giving residents a chance to receive information close to home about services Monroe County has to offer as well as other organizations in the county.

Veterans Outreach Center is dedicated to providing high-quality, individualized services to the men and women who served our country. The goal of the Office of the Aging is to ensure that Monroe County’s older citizens have access to the programs and services they need to remain in-

dependent and “Excel in Aging Well.” Both organizations will be there to talk about programs and services they have to offer and answer any questions residents may have.

The Community Health Fair will run from 10 a.m. to noon on Wednesday, October 5, at the Sweden Clarkson Community Center, 4927 Lake Road South, Brockport. Medicare representatives from several major carriers will help answer questions about your current plans, open enrollment, and finding the right plan for you.

Harriet Tubman sculpture on display in Rochester through October

The Harriet Tubman “Journey to Freedom” sculpture by the Wesley Wofford Sculpture Studio has been temporarily installed at Washington Square Park in Rochester, across from GEVA Theatre, as part of the Harriet Tubman Bicentennial Celebration. The sculpture features Harriet Tubman in mid stride, hustling towards freedom with a youngster in tow and

portrays the courage, physical determination, and contributions of Black women throughout history.

The temporary installation of this statue, on display through October 31, provides an opportunity for Rochester and the surrounding communities to learn about the heritage of abolitionists and suffragists in Upstate New York, and celebrate Harriet Tubman’s life as a political activist, leader in the Underground Railroad, and as a nurse, scout and spy for the Union Army during the Civil War. She also created a nursing home for freed slaves in Auburn, New York.

The Harriet Tubman Bicentennial Celebration includes free events at various venues in Rochester through October 31. Among the remaining events are: Underground Railroad Experience on October 8 at Mt. Olivet Baptist Church; Harriet Tubman Storytelling and Accessible Trunk-orTreat Event on October 20 at Frontier Field; and a Rochester Philharmonic Orchestra Concert on October 29 at Church of Love Faith Center. Pineway Ponds 5k Run/Walk

Over 140 participants joined the 2022 Pineway Ponds Virtual and InPerson 5k Run/Walk events, presented by Ogden Parks and Recreation and the Kiwanis Club of Spencerport. The New York State Office of Addiction Services and Supports has launched a new “Project COPE” website, which promotes overdose prevention and harm reduction education in New York State. The goal of this initiative is to empower people to learn how to prevent overdoses and save lives in their community. The website can be accessed by visiting https://oasas.ny.gov/projectcope.

“Every community in New York State has been affected by the opioid and overdose epidemic,” OASAS Commissioner Chinazo Cunningham said. “This new website brings important resources and educational materials together in one place and gives New Yorkers an opportunity to obtain the knowledge and skills they need to take action and save lives.”

“Project COPE” is launching as New York State, along with the rest of the nation, continues to see an increased rate of overdoses. “COPE” stands for Community Overdose Prevention Education, and the new website offers various resources including instructions on how to use naloxone to reverse an overdose, where to obtain low or no cost naloxone, and how

Donald “Al” Colburn passed away peacefully at home, surrounded by family, on Monday, September 26, 2022 at the age of 76, from complications of diabetes. He is survived by his wife, Janet; his sons, Dennis Colburn, Paul (Beth) Colburn, and Jeffrey (Oanh) Colburn; his grandchildren, James, Cara, Isaac, William and Jane; his siblings, Sylvia (Bill) Kennedy, Mark (Lynn) Colburn, Sheila (Mike) Personale, and Joe (Marcia) Colburn; his brother-in-law, Jerry (Carolyn) Barnhart; his sister-in-law, Joyce Leimberger; and many nieces and nephews, all of whom will miss his love, devotion to family, sense of humor, and quick wit.

Al grew up in Manchester, NY excelling at many sports and developing a passion for reading. He was a Veteran and proudly served in the Army Signal Corps. He graduated from Brockport College and became a teacher, who made science fun for thousands of students at the Merton Williams Middle School in Hilton, where he taught for 30 years. “Science Rules!”

In retirement, he enjoyed wood working, model trains, travel and spending time with family. He will be deeply missed by all.

The next place that I go will be as peaceful and familiar as a sleepy summer Sunday and a sweet, untroubled mind...There is not a single thing I have collected in my life that I would ever want to bring except...the love of those who loved me, and the warmth of those who cared. Predeceased by brother Daniel Glassner, sister Molly Gardner, father and mother-in-law James (Anita) Piedimonte, and her long-time companion George Burlingame. Survived by devoted wife of 72 years, Joane (Herman); sons Frederick (Fred/Rick) and wife Jill (Wood) and Michael (Mac) and wife Jan (Patton); grandchildren Jamie (Dawn), Jennifer, Andrea (Gene), Amanda (Bryan), Stacy (Chris); great grandchildren Colin, Ashley, and Ellowyn; brother-in-law and sister-in-law Gary (Pat) Herman; several nieces and nephews.

Served in the U.S. Marine Corps, from 1948-1956 and was a Korean War veteran.

Employed by Eastman Kodak Company in 1956 and retired in 1986 as the Security Director of Kodak Park. Feast of St. Francis Blessing of Animals in Hilton

St. George’s Episcopal Church will have a special Blessing of the Animals during an outdoor service on Sunday, October 9. The public is cordially invited to bring their pets and actively take part. The Communion Service and blessing will be outdoors, rain or shine, so dress accordingly. Some tents will be erected. This service will begin at 10 a.m. A light lunch will be served afterward in the church hall. St. George’s is located at 635 Old Wilder Road, Hilton (across from Kelly’s).

October 4 is the Feast Day of St. Francis. Francis of Assisi was born Giovanni di Pietro di Bernardone in Assisi, Italy, in 1181 and died in 1226. During his life, Francis served as a Catholic friar, deacon, mystic, and preacher of God’s word. He founded several Orders; most notably the men’s Order of Friars Minor, the women’s Order of St. Clare, and the Custody of the Holy Land. After his death, Francis was venerated by the Church because of his service to and for God’s people.

Francis remains one of the most venerated religious figures in Christianity. He is honored with a Lesser Festival in the Church of England, the Anglican Church of Canada, the Episcopal Church USA, the Old Catholic Churches, the Evangelical Lutheran Church in America, the Roman Catholic Church and other churches and religious communities every year on October 4.

Francis is the patron of animals, ecology, and merchants. In recent years, the Episcopal Church has joined other churches in observing the tradition of blessing animals on or near Francis’ feast day.

The Blessing of the Animals service will be lowkey/come as you are, but also meaningful. Those planning to attend this year’s event should bring

their own lawn chair and should have their pets either leashed or caged for a blessing. Attendees may, if they prefer, bring a photo of their pet for the blessing.

Battery Operated Tools Workshop offered

To promote the transition from gas to battery powered tools, Cornell Cooperative Extension Monroe County (CCE Monroe) is offering a workshop featuring a short film with interviews of three different professionals in the landscaping industry and a presentation led by Antonius “TeJay” Chess Jr., CCE Monroe’s Natural Resources Educator. Cornell University, the University of Rochester, and R.M. Landscaping have joined efforts to create this informative workshop that explains the upfront cost, user friendliness, short-term and long-term results, and mechanical differences between gas- and battery-powered equipment.

The workshop will be held on Tuesday, October 11, from 5 to 7 p.m. at Wegman Lodge, Zoo Road, Rochester.

Local equipment dealers will be on site to provide further information, lead educational sessions on topics such as autonomous mowers, and will be available to answer any questions attendees may have.

Greece Historical Society awarded for Excellence in Promoting Local History

On September 20, the Association of Public Historians of New York, along with the New York State Historian, presented the Greece Historical Society its 2022 Award for Excellence in Promoting Local History citing “the promotion of local history through research, writing, and other related accomplishments.”

Besides maintaining the Greece Museum with permanent and changing exhibits and presenting a popular lecture series, the Greece Historical Society has: published books and stories, produced videos, provided speakers to local organizations, digitized local newspapers, erected historical markers, and conducted cultural resource surveys of local architects. Most recently, in celebration of town’s bicentennial, GHS volunteers researched and published stories of pioneer families of Greece and produced weekly short multimedia podcasts highlighting various aspects on the Town of Greece history.

The Association of Public Historians of New York State is the professional organization that represents more than 1,600 government-appointed historians in the state. Its purpose is to promote and encourage a greater understanding of the history of New York State and to promote and encourage the work of the officially appointed local government historians in New York State; to support and encour-

age the Office of the State Historian; to foster a spirit of cooperation and collegiality among all interested in preserving, protecting, promoting and presenting the rich history of the Empire State through the heritage of all its communities.

Sweden Planning Board amends approvals to several projects

The Sweden Planning Board has approved amended site plans for several projects including: the Chateau at Heritage Square, Wolf Solar Farm, Mantisi Solar Farm, and The Brock. The Chateau had requested an additional 28 parking spots on the east side of the building for the convenience of residents. The Chateau is an age 55 and up independent living facility. The Brock (now the Enclave) requested six new parking spots near the front entrance. The apartment complex is transitioning from student housing to market rate apartments.

Wolf and Mantisi Solar Farms (both on Fourth Section Road) reduced the number of solar panels on the properties and requested changing the eight-foot high fencing from chain link to agricultural fencing. The Planning Board approved those requests while at the same time requiring the two companies to install longer construction driveways and tire shakers to combat mud that will likely be tracked onto the road during the long construction period. Prepare your garden in the fall so it can withstand winter’s onslaught

Individuals who don’t live near the equator or in another warm climate know that winter will rear its chilly head this year. Cold temperatures and snowy conditions may be excellent for skiing and sledding, but gardeners recognize these conditions are not ideal for their plants.

The inevitable slowing of activity in the garden during fall marks a time to shift attention from constant plant care to preparing the landscape for next season. It may be tempting to simply let Mother Nature take over, but a little pre-winter TLC can ensure gardens make it through winter unscathed.

•Remove spent plants – Decomposing organic material is the basis for compost and

other fertilizers. However, vegetable plants that are left to sit can lead to decay in the garden. Decaying plants can serve as hosts for pest populations and diseases. Rotting vegetables also can drop unwanted seeds into the soil, which eventually can strip nutrients that normally would go to next year’s crops.

Ornamental plants and perennials can be cut back in fall. Cut down stalks and remove leaves.

•Plant a cover crop – The gardening resource This Is My Garden recommends planting a cover crop to set the stage for a successful spring. A cover crop protects the soil and can return nutrients to it. When the soil is bare during winter, weed seeds can easily

blow in and lie in wait, ultimately becoming a problem during the ensuing year. Cover crops can include clover or field peas, which will increase the levels of available nitrogen.

•Amend the soil – Fall is a perfect time to add soil amendments, such as manure and compost. These fertilizers will add nutrients and break down gradually, enriching the soil over the winter.

•Replenish mulch – Gardeners may have added mulch around shrubs and other areas of the landscape early in the season because it is attractive. But mulch also does much to reduce water loss and protect the soil from erosion. It may inhibit weed growth as well. Replacing mulch when the mercury drops can

insulate the soil, which helps to regulate soil temperature. A thick layer of mulch around root vegetables left in the garden can offer protection against hard frosts.

•Divide bulbs – Divide plant bulbs and plant them where you want flowers like daffodils and tulips to grow in the spring.

•Prune dormant plants – Wait until plants are dormant to prune them and adjust their shape. Most shrubs and trees should be pruned in late winter, right before new growth.

•Move potted plants – Bring delicate plants into a sheltered area, such as a greenhouse or indoor garage, so they can continue to thrive during the winter. (Metro)

How to approach a basement remodel

A fully finished and functional basement is a dream for many homeowners. Such a space, when completed, can serve as an entertainment space, a man cave, an artist’s studio, or any number of additional functions.

Despite their usefulness, finished basements are something of a rarity. In an analysis of data from the U.S. Census Bureau’s Survey of Construction, the National Association of Home Builders® found that only around 24 percent of single-family homes built in 2018 have basements. Homeowners who do not currently have a finished basement but are considering such a project can approach the remodel with a few key factors in mind. Careful consideration of these factors can ensure the project is budget-friendly and worthy of homeowners’ investments.

•Investment value: Conventional wisdom among home renovation and real estate experts suggests that a basement remodel is best if done to satisfy current inhabitants and not necessarily to appeal to prospective buyers once the home is put up for sale. Remodeling magazine reports that a midrange basement remodel costing around $70,000 will provide a return of around $49,000 (or 70 percent) at resale. Though that’s not a poor return on investment, homeowners who are remodeling a basement solely for the potential ROI at resale can find other projects that provide a greater return.

•Foundation: The foundation of the home must garner ample consideration before beginning a basement remodel. Certain foundation issues, such as soft concrete, cracked or curved outside walls and cracks in the floor-

ing, are indicative of significant issues with the foundation. These issues can be costly to address, and they must be remedied before the basement remodel can begin.

•Existing space: Some homeowners may have bought their homes with partially finished basements or even finished areas that they simply want to remodel. In such instances, a pre-remodel inspection from a licensed home inspector can save homeowners lots of money and heartache over the long haul. Partially finished or even aging finished basements might not have been renovated in adherence to codes, which could lead to costly violations down the road. An inspection in advance of a remodel can give homeowners an idea of what they will need to do to bring the basement up to code. Local officials also can provide a list of necessary permits and a detailed description of requirements to ensure the remodeled basement adheres to code.

•Soil: Soil surrounding the home should be tested prior to beginning the project. Radon is an odorless gas found in soil that the U.S. Environmental Protection Agency notes can increase individuals’ risk for lung cancer. Radon can seep into basements and increase that risk even further if it is present at elevated levels in the soil surrounding a home. Radon tests are simple and inexpensive, and no basement remodel project should begin without first conducting such a test.

Finished basements are valuable spaces. Homeowners who want to finish or remodel their basements should consider a host of factors before beginning the renovation.

All as shown on a map prepared by the Mountain Engineering entitled, “Proposed Sanitary Sewer District No. 3 North Sanford Road” dated 8/2022. The Town of Riga, Proposed Sanitary Sewer District No. 3 North Sanford Road, as described above, contains approximately 61.7 acres of land.

WHEREAS, the improvements proposed consist of construction and maintenance of 1,670 linear feet of 12-inch PVC SDR-35 sanitary sewer main that will connect to an existing manhole located at the back lot area east of

WHEREAS, the maximum amount proposed to be expended for the improvements (or, the maximum amount proposed to be expended for the performance or supplying of services) as stated in the said map, plan and report is the sum of $250,000.00 (Two Hundred and Fifty Thousand Dollars), and

WHEREAS, it is proposed that the Meyers RV Superstores will pay the entire cost of the construction of the sewer main.

WHEREAS, the cost per residential until will be $33.00 per month for operation and maintenance cost. Units will be assessed to users based on water usage, population, use of premises and type of discharge.

NOW THEREFORE IT IS HEREBY ORDERED, that a public hearing before the Town Board of the Town of Riga, shall be held at the Riga Town Hall in the Town of Riga, New York on the 12th day of October, 2022 at 7:00 p.m. to consider the said map, plan and report and to hear all persons interested in the subject thereof, concerning the same, and for such other action on the part of said Town Board with relation to the said map, plan and report as may be required by law or proper in the premises.

WHEREAS, a map, plan and report prepared by MRB Group, com petent engineers duly licensed by the state of New York showing the proposed boundaries of the proposed extension and a general plan of the water system to be installed is on file in the Town Clerk’s office and is available for public inspection; and

WHEREAS, the improvements proposed consist of the erection, construction and maintenance of a water supply system to serve said property, including approximately 69,500 linear feet of 8” wa ter mains, hydrants, valves and all incidental equipment, including the acquisition of the necessary land and right-of-way therefore, in accordance with certain plans now on file in the office of the Clerk of said Town; and

WHEREAS, the maximum amount proposed to be expended for the said improvement, as stated in the said report, is the sum of seven million, six hundred fifty-five thousand dollars ($7,655,000), of which four million seven hundred thousand dollars ($4,700,000) will be borne by the properties within the district on a benefits ba sis, and will be funded by a loan from USDA Rural Development, amortized over thirty-eight (38) years at an estimated interest rate of 1.5%. The balance of the costs of said improvements being two million, nine hundred fifty-five thousand dollars ($2,955,000) will be provided as a capital contribution from the USDA Rural Development in the form of a grant; and

WHEREAS, the annual cost for debt service is to be financed by a benefits charge to be levied to all existing parcels within the pro posed district. The benefits charge will include vacant parcels, pro vided they do not have an agricultural exemption; and

WHEREAS, the estimated costs for the average residential user (Single-Family Home) for the first year would be:

1. MCWA (Monroe County Water Authority) Water Meter & Account Fee = $ 240.00

2. Installation of Water Service (100 lf x $15/lf) = $1,500.00

3. Internal Plumbing Changes = $ 200.00

4. Repayment of Long-Term Bonding = $ 620.40

5. Purchase of Water (60,000 gal./yr.) = $ 306.05

6. Plus reserve repair account = $ 20.00

Total First Year Costs for the Average Residential User (Single-Family Home) = $ 2,886.45

WHEREAS, the cost of the district extension to the typical prop erty after the first year would be as follows:

1. Repayment of Long-Term Bonding = $ 620.40

2. Purchase of Water (60,000 gal./yr.) = $ 306.05

3. Plus reserve repair account = $ 20.00

Total Second Year and beyond Costs for the Average Residential User (Single-Family Home) = $ 946.45

NOW, THEREFORE, BE IT RESOLVED:

Sec. 1. That a public hearing of the Town Board of the Town of Clarkson shall be held at Kimball Lodge, Kimball Park, 8000 West Ridge Road, Clarkson, New York on the 12th day of October, 2022 at 6 pm to consider said proposed project and to hear all persons inter ested in the subject thereof concerning the same and for such other action on the vote of said Town Board with relation to said proposed project as may be required by law or proper in the premises.

Sec. 2. That the Town Clerk be authorized and directed to publish and post such notice of Public Hearing as required by Town Law.

Sec. 3. That a copy of the Engineering Report shall be available for inspection at the office of the Town Clerk during normal business hours and shall also be available on the Town of Clarkson website at www.clarksonny.org.
