United Shoreline holds Hilton rally on lake levels by Kristina Gabalski Lake level management expert Dr. Dan Barletta explained the science behind ongoing high water levels in Lake Ontario as well as the process that led to the implementation of Plan 2014 during a rally held by United Shoreline Friday, July 28, at the Hilton High School. Dr. Barletta is very familiar with the history of local lake level management. He served on the Lake Ontario-St. Lawrence River Study Board, which advised the International Joint Commission, and is also the director of the Lake Ontario Riparians Alliance (LORA). Dr. Barletta warned the IJC years ago that Plan 2014 would cause devastation, flooding and massive erosion of the south shore of Lake Ontario and advised them not to implement it. His presentation July 28 focused on the history of managing Lake Ontario water levels and what led to the current crisis. South shore counties have been the hardest hit by operations under Plan 2014, Dr. Barletta argued. He explained there is no mitigation or compensation under the plan; the economic analysis of the impact of Plan 2014 was based on outdated and incorrect assumptions; and that the process of developing Plan 2014 was not transparent. “It was developed in secret … with the only input coming from environmental advocates,” Barletta said. He noted the trigger levels, which are part of the Plan, do nothing to protect lakeshore property owners. “The triggers will not protect from extremes,” Dr. Barletta said, “they are set too high ... avoidance of extremes is difficult.” He also discussed trends in lake levels moving forward. “Lake Superior, Lake Huron, Lake Michigan and Lake Erie (have water levels) above average and it’s coming here next,” Dr. Barletta said. He showed a slide with predicted water levels spiking again next year.

Dr. Barletta explained the plan implemented in the 1950’s which was replaced by Plan 2014, did contain a commitment to protect property owners along the lakeshore. “Plan 2014 betrays the commitment made when the project (Moses-Saunders Power Dam) was approved and built,” Barletta said. Those attending the Hilton rally also heard from New York State Senator Joseph Robach, Monroe County Executive Cheryl Dinolfo, Monroe County Emergency Management Director Tim Kohlmeier and Parma Town Supervisor James Smith. Senator Robach discussed the continuing availability of state funds to assist property owners as well as legislation the state has passed in regards to the flooding and erosion. He said the state has passed a provision to local governments to provide property tax rebates for reduction in assessments due to the loss of up to 20 feet in property erosion.

The state also has passed legislation protecting homeowners from gouging by contractors. “We will keep our foot on the gas pedal,” Robach said in regards to continuing assistance for those who have suffered property damage and loss. He noted Mother Nature can be brutal, but that Plan 2014 was wrong to allow disastrous flooding on the south shore of Lake Ontario. “Government should be doing everything it can to assist you and get through it,” Robach said. Monroe County Executive Cheryl Dinolfo told residents, “I am standing with you to make sure your interests are heard and make sure what is happening this year does not get repeated again. Plan 2014 cannot stand as is.” She said local leaders and property owners do have the attention of state and federal officials and that she will continue to work to see that the area receives FEMA aid. Dinolfo encouraged residents to con-

tinue the work of documenting damage and effects of high water levels. “I think the federal government has heard us loud and clear and we will continue to fight at the national level,” she said. Parma Supervisor Jim Smith also spoke, and noted high water levels, flooding and erosion have resulted in, “a lot of infrastructure damage,” to the town. He said the Parma Highway Department has been working to help those with leach field issues. “There is no money for sewers,” Smith said, “we can only hope.” He said some homeowners might be able to apply for mini treatment systems available from the NYSDEC and county health department. Smith said the Town Board will set a meeting in August for a public hearing on a local law that would provide immediate assessment relief for qualifying properties. The next United Shoreline rally is planned for Friday, August 11 at 7 p.m. at the LA Webber High School Auditorium in Lyndonville, Orleans County.

Peddlers Bazaar rides into Morgan-Manning House The Peddlers Market at Brockport’s Morgan-Manning House has been an annual event for decades on the Saturday after Labor Day. The tradition continues with some major changes. Now called the “Peddlers Bazaar,” it will take place on Saturday, August 26 at the Morgan-Manning House, 151 Main Street, from 9 a.m. to 2 p.m., rain or shine. Admission is free. The landmark historic home, built in 1854, is headquarters for the Western Monroe Historical Society (WMHS) which sponsors the event. WMHS president Don Voorheis discussed the changes that start this year. “The Peddlers has been slipping in attendance the last few years and we knew we must make changes to keep the fund raiser going,” he said about funds that support the house. “We moved the date so that it will be held the weekend of college moving in day, and it allows more time for people to help out before school begins.” The new name is to indicate that the event is changing, he added.

Voorheis said the Carriage House Sale behind the home has been the largest money-maker in the event. That will continue, but with a tent added to incorporate the sale of more furniture and other larger items. “With all donated items displayed in a larger area this year,” he said, “we are hoping to encourage incoming college students to come and make purchases.” As in the past, the grounds are expected to be filled with vendors selling items such as collectibles, artisan works, antiques, crafts and local produce. Beginning at 10:30 a.m., food and drinks will be available, along with hot dogs, soda, water and ice cream novelties. Booth space is available at $30 per space or $55 for two spaces. There is another change this year: For vendor convenience, the fee does not have to be paid in advance, but on the day of the event. Historical Horizons third annual lecture series announced The History Club at Genesee Community College has announced the fall schedule for its upcoming Historical Horizons Lecture Series. The lineup of local historians and renowned authors will detail historical events, people and places that continue to impact the world today. The Historical Horizons Lecture Series begins in early September with an event that is part of the Genesee Community College’s 50th Anniversary celebration, and continues on the first Wednesday of each month through December 2017. “This will be our third year presenting the Historical Horizons Lecture Series an opportunity that started with the Civil War Commemoration events that brought history to life. Some of our region’s most dedicated historians continue to be involved through the lecture series,” Derek Maxfield, GCC’s associate professor said. “This is shaping up to be one of the most informative lineups yet!” GCC’s Fall 2017 semester lineup for the Historical Horizons speakers includes: •Tuesday, September 12 at 7 p.m., Batavia Campus, T102 - Pulitzer Prize and Bancroft Prize winning author Dr. Heather Ann Thompson will cap off the College’s special Convocation Day, delivering a presentation, “Blood in the Water: The Attica Prison Uprising of 1971 and its Legacy,” based on her award-winning book. The word “Attica” has meaning far beyond the reaches of New York State. It has, in fact, become synonymous with the infamous prison uprising there in 1971. While there have been other books about the frightful event, none have been considered the last word. Blood in the Water, however, is destined to become the definitive account of that chapter in local history. Utilizing sources available to no other researchers, Dr. Thompson was able to write a reliable account that upends myths and exposes cover-ups. •Wednesday, October 4 at 7 p.m., Batavia Campus, T102 - Daniel T. Davis will deliver his presentation, “Out Flew the Sabres: The Battle of Brandy Station.” The largest

cavalry battle of the Civil War took place at Brandy Station, Virginia. Initiated by the Union cavalry, the battle was ultimately a Confederate victory - or was it? The implications of the battle would prove to be far-reaching. •Wednesday, November 1 at 7 p.m., Batavia Campus, T102 - In the last year of the American Civil War, there were a number of civilian efforts to broker a peace. One of those attempts came as the spring 1865 military campaign was preparing to kick off again. Join Dr. Terrianne Shoulte of D’Youville College to learn more when she delivers, “A ‘Visionary’ Plan? The Proposed March 1865 Peace Conference.” •Wednesday, December 6 at 7 p.m., Batavia Campus, T102 - Orleans County Historian Matt Ballard will present, “Fear of the Unknown: Creating the Illegal Immigrant in 19th Century America.” The theme of immigration to the United States is a relative topic in current events, but the establishment of the “illegal immigrant” only dates back to the turn of the 20th century. In the earliest years of immigration, Europeans were accepted without restriction, but an influx of new immigrants during the latter half of the 19th century raised concerns about potential impacts on American society. Uncertainty and unfounded fears created excessive restrictions focused on limiting access to specific ethnic/racial groups, religious groups, the disabled, the infirmed, and those likely to become a “public charge.” All lectures are free and open to the public, and take place in room T102 of the Conable Technology Building at 7 p.m. Professor Maxfield also encourages attendees to stay tuned for other lecture dates at Genesee Community College campus centers. •United Shoreline will hold a rally on Friday, August 11 at 7 p.m at the LA Webber High School Auditorium, 25 Housel Avenue, Lyndonville. It will feature the theme of how to handle this crisis in the moment and how we can be proactive right now. Featured speakers include: Anthony McKenna, lake level expert and Orleans County Director of LORA, who will talk about future projections for lake waters into fall and next spring. State Assemblyman Stephen Hawley and County Legislator Lynne Johnson will address the group and information will be available from the New York State Attorney General’s office about hiring an excavator and how to avoid scams. Pathstone will be on hand at 6 p.m., when the doors open an hour before the event to answer questions concerning the grant program and to accept completed applications. Use the auditorium entrance in the far right lower parking lot for the event. •St. Luke’s Episcopal Church, 14 Main Street, Brockport, is opening its kitchen and parish hall to the community on the second Sunday of each month from 3 to 4:30 p.m. Luke’s Harvest Kitchen is offering a free meal to everyone in the community. There will be tables set up for eating, playing cards, coffee or just relaxing. There is no charge, but donations will be accepted. The Clothing Closet is also open every Sunday afternoon from 3 to 4:30 p.m. and Thursday evenings from 7 to 8:30 p.m. Call 637-6650 or email The Rev. Equipment and refreshments will be provided at no cost. This program has a limited enrollment of twenty participants, accepted on a first come, first serve basis. Students with special needs will be given enrollment priority. Those interested are encouraged to get registration forms as soon as possible. Chet Fery (aka “The Bread Man”) was the recipient of the Rudy Smith Community Citizen of the Year Award for 2017. Opinion/Comments German Fest returns to Spencerport As many readers hopefully noticed, last week’s Suburban News/HamlinClarkson Herald (July 30) contained an ad for the upcoming German Fest at the Spencerport Firemen’s Field. It is again presented by the Federation of German American Societies, and to the best of our historical records, marks the 113th year Germans and their descendants in the Rochester area have celebrated their heritage. The Fest has been held at various locations over those years, some of which no longer exist. However in recent years it has been in Spencerport where the Village and Firemen’s Association welcome it, which we greatly appreciate. Although the number of German societies has declined over the years, we still have 10 that are happy to participate in presenting information and demonstrations of the culture of their homeland. It is also heartening to see a number of second and third generation Americans participating in events they had learned about from their German ancestors. We are supported by dozens of volunteers who basically just like to be part of the festivities. As always, there will be German style festival food and a choice of beverages for young and older. Special events/games will be held for children and adults. Information about Germany will be available for those who wish to learn more. Although we will be busy all week starting

Successful Spencerport festival supports scholarship fund Want to take a moment and give a big thanks to the Spencerport Canal Days committee for putting on a wonderful festival. The Spencerport Volunteer Firemen’s Exempts Association put on our infamous Chicken BBQ to support our scholarship fund. It goes to two Spencerport High School seniors that are going into the Fire, EMS or Law enforcement field. This year was a huge success. With help from many people, we will be able to increase the amount to each student. I would like to thank several folks for the help in putting this on. sports & recreation Westside Challenger Tennis serves another season Westside Challenger Tennis will provide a fall program for students with special needs. Although this program is designed to ensure that students with special needs receive excellent instruction, tailored to their individual skill level, the program is integrated and welcomes all players. Westside Challenger Tennis is based on the United States Tennis Association motto that “people of all ages and abilities should have an opportunity to participate in the game of tennis.” The fall 2017 session will be held on four Saturdays (September 9, 16, 23, 30), from 11:15 a.m. to 12:30 p.m. with the exception of September 16, which will run from 10:15 to 11:30 a.m. Sessions will take place at the Brockport Central School tennis courts

or high school gymnasiums. Participants should plan on attending each of the four dates. Specially trained tennis teachers will work with all participants, providing instruction tailored to a given participant’s ability. Equipment and refreshments will be provided at no cost. This program has a limited enrollment of twenty participants, accepted on a first come, first serve basis. Students with special needs will be given enrollment priority. Hilton girls volleyball takes fundraising “To the Mats” Hilton CSD Volleyball Program to host mattress fundraiser A new fundraising concept has begun gaining popularity across the country and into Hilton. National organization, Custom Fundraising Solutions, creator of “The Mattress Fundraiser,” has given back over $25 million to schools across the country. On Saturday, August 12, Hilton High School will take traditional fundraising to the “mats” by hosting their own Mattress Fundraiser to raise money to help pay for spring training camps. Owner of Custom Fundraising Solutions of Western New York, Mike Nowak says the key to making the fundraisers so successful is the kids: “The concept is unusual but one that absolutely works. Play ball at Genesee Country Museum Top vintage baseball teams from around the Northeast will gather at the Genesee Country Village & Museum for three days of old-fashioned play in the 15th Annual National Silver Ball Tournament Friday through Sunday, August 11 to 13. Though a little longer drive from Rochester than the last few lakes featured in this column, (a three-hour drive), it is well worth the trip. Besides the great fishing, there is a ton of history and it is a great place to take the family for a long weekend. Families can take in numerous attractions, including the Antique Boat Museum in Clayton or Boldt Castle in Alexandria Bay. Watching the huge freighters that travel the river is worth the trip alone. The fishing is great along the entire stretch of river, but in my opinion, Cape Vincent is the best section of waterway to fish because of its proximity to Lake Ontario. From the middle of August to the end of September, the walleye fishing in this area is great. And we are talking big boys, a 10-pound marble eye up there won’t even raise an eyebrow. There is a nice free launch in Cape Vincent. From that launch head for Carleton Island, but be careful of the Featherbed Shoals that lay in wait for your lower unit between the launch and the island. There is a walleye hotspot on the northwest corner of the island referred to as the Ironman. Once there, if you troll pull worm harness or stick baits; if you prefer hands-on, go with a black 3/8 ounce jig tipped with worm. I bet Hick’s Shiver Minnow would be deadly there as well. Night fishing is popular on the Ironman and it will be lit up like a small city when the walleye bite is hot. I would be remiss if I didn’t mention the King of the St. Lawrence River, the muskellunge. The state record was caught there back in 1957 at 59 pounds, 15 ounces and 64.5 inches long. We are talking a submarine caught by legendary muskie angler Arthur Lawton. I would like to personally thank Mr. Miller in print for taking me to the Thousand Islands so many fish ago. Without that trip, I may have taken the wrong path in life and become a criminal or, worse yet, a politician. Poppy is still fishing the Thousand Island waters at the age of 86 and has passed the love of fishing down to his sons and grandsons. Now go explore the Thousand Islands. The summer is trying to get away from us.

by T.R. Hendrick Of all the tremendous places we have to fish in New York State, my all-time favorite is the Thousand Islands area. When it comes to great fishing mixed with outstanding scenery, the St. Lawrence River/Thousand Islands region can’t be beat. It is also the favorite of many of the Bassmaster Elite anglers, especially Kevin Van Dam who just earned $100,000 for winning the recent Bassmaster Elite Tournament held in the Thousand Islands out of Waddington, New York a few weeks ago. Where the heck is Waddington, New York you ask? It is a tiny town some fifty miles northeast of Alexandria Bay, the village listing its permanent resident population at 972. But during the week of this tournament that number swells to 34,000; all to see the best professional bass fishermen in the world competing. Bassmaster Elite fisherman Kevin Van Dam won this Thousand Islands tournament with a whopping four-day total of 90-3; one of the highest ever recorded by an Elite Series angler, weighing in only smallmouth bass. Kevin is regarded as one of the top smallmouth anglers in the history of the sport. The man has won over six million dollars in Bassmaster events in his lifetime and that’s not to mention the millions in endorsements. He has won 20 Bassmaster tournaments and named Angler of the Year six times. Van Dam put on an incredible show all four days of the event, rotating among a variety of lures. During the early stages of the tournament, his primary technique was drop shotting with a chartreuse Strike King Dream Shot in strong current. “I was fishing it just as fast as I could,” Van Dam said. “I’d bomb it out there, let it hit the bottom, shake it once and one would just load up on it. That’s how I caught that 24 pounds the first day. But I had to mix it up every day. Smallmouth are very aggressive by nature, but you have to give them what they want for whatever mood they’re in.” Van Dam, who also recorded victories in B.A.S.S. events on the St. Lawrence River in 1995 and 1999, said, “Sometimes they’ll chase something 20 yards and eat it, and other times they’re just really timid.” As the week progressed, Van Dam also used several different jerk baits, swimbaits and a wacky-rigged Strike King Ocho. All that being said, Kevin Van Dam has got nothing on a young Poppy Miller. Poppy in his prime back in the day could have out fished Van Dam with one hand behind his back. That is, if they both had to use Mitchell 300 reels, Ugly Stick rods, a Tadpolly for a lure and fish out of a 14 foot aluminum rowboat powered by a twenty-pull start Johnson 10 HP. Doing all this while holding a cream ale in your other hand and not spilling a drop. Van Dam would likely quit after the first day. Mr. James Foster Miller, Sr. (Poppy) was a City of Rochester police officer back in the 60’s and is the father of my buddy James Foster Miller, Jr. Poppy was the first person to take me to the Thousand Islands when I was a teenager. Back then The Islands, as we called them, was one of those mystical places I had heard about but never thought I would actually get a chance to fish. Then when I was sixteen or so, Mr. Miller took a few of us neighborhood boys and his son for a weekend of camping and fishing. We camped at Burnham Point State Park on the St. Lawrence River just outside of Cape Vincent, New York. For me it was love at that first smallmouth bass I caught and I haven’t missed a year fishing the Thousand Islands region since. The village of Cape Vincent sits at the head waters of the St. Lawrence where the river takes in what Lake Ontario can send her (no, Gordon Lightfoot got it from me). Cape Vincent is more or less the beginning of the Thousand Island area. Wikipedia tells me there are actually 1,864 islands, but I’ve only counted 1,860. Officially, the Thousand Islands region is the stretch of the St. Lawrence running from Cape Vincent to Massena, New York.

Grant facilitates street light upgrade in Churchville by Kristina Gabalski

Things are looking a lot brighter in the Village of Churchville thanks to a $50,000 state grant which enabled the village to upgrade its decorative street lights. Churchville Mayor Nancy Steedman says 100 decorative lights in the business district - Buffalo Road east and west, Main Street south and north, Fitch Street, the Commons parking lot, and the Village Office parking lot, have been changed to LED lights. That means former 150 watt light bulbs are now 45 watt LED light bulbs, “saving two-thirds in energy costs,” the mayor says. That 60 percent savings is passed on directly to village taxpayers and municipal electric ratepayers, Mayor Steedman adds. The change to LED was accomplished without having to change the

light poles. “It’s a nicer light,” Mayor Steedman says, “it adds to driver safety at night.” The grant came from the Dormitory Authority of the State of New York (DASNY); the source of funding is the State and Municipal Facilities (SAM) Program, Mayor Steedman says. The grant was secured by New York State Senator Mike Ranzenhofer, who visited Churchville July 26 to see installation of LED fixtures in decorative streetlights located in the Village Office parking lot. He called the upgrade a, “win/win/ win ... with the cost savings the upgrade will eventually pay for itself,” Ranzenhofer said. He concurred with the mayor that savings on electric costs also mean savings for taxpayers and municipal electric customers in the village. The upgrade to LED is, “also good for the environment,” Mayor Steedman observed.

by Kristina Gabalski The last thing you may be thinking of now that we are into the month of August is sowing more seed, but there is still a bit of time left to sow fast growing crops of lettuce, spinach and radishes, and you can even get a jump-start on new perennial plants for next year’s garden by sowing seed now. It’s true, certain varieties of perennials are difficult to start from seed. Some take weeks or months to germinate and others need exposure to cold temperatures before they will sprout. Some perennials take several seasons to flower nicely and some need vegetative propagation - by division or cutting. Fortunately, there is a long list of perennials that are easy to start from seed by sowing directly in the garden. Black-Eyed Susan (Rudbeckia) and Brown-Eyed Susan have golden petals in mid-to-late summer and can be direct sown through midsummer. If you grow these plants, you already know how readily they self-sow. Purple Coneflowers (Echinacea) are very similar to Rudbeckia in that they spread easily on their own by self-sowing. Purple Coneflowers are sturdy plants which are heat and drought tolerant and have few insect or disease problems. It’s also easy to harvest your own Purple Coneflower and Rudbeckia seed for planting (or simply scattering) around your garden. Blanket Flower (Gaillardia aristata) produces mounds of showy yellow and red blooms throughout the summer, and Sweet William (Dianthus) is a readily self-sowing annual producing clusters of small carnation-like flowers in white, pink and red on 15-inch tall plants. ‘Russell Mix’ Lupine (Lupinus) have tall flower spikes which bloom in June in colors of pink, purple, blue and white. Again, this perennial readily self-sows - I have seedlings coming up in my border bed now - and it is easy to harvest your own seed for sowing around your landscape. Shasta Daisies (Leucanthemum x superbum) love a sunny spot and produce cheery white blooms with yellow centers in early summer. They also do well in tough growing conditions. If you decide to sow perennial seed now, you can do so by starting seed in a small “nursery” bed in the garden, in pots or flats (as for indoor sowing), or simply plant directly where you want them in the garden. According to the National Gardening Association, keep pots of seedlings in a partially shaded spot outdoors, or place in an empty cold frame with the top removed and covered with a section of snow fence. Containers should be overwintered in a cold frame. Young perennials in a nursery bed can be mulched for extra winter protection and transplanted next spring to their permanent location. If you plant the seeds in their permanent location, you can provide extra protection over the winter with mulch as with your nursery bed perennials. Sowing perennial seed in midsummer means you will have an inexpensive source of good-sized perennial plants next spring ready to start blooming.
