Clarkson honors long-time outgoing town supervisor by Kristina Gabalski The Clarkson Town Board honored long-time Supervisor Paul Kimball Tuesday, December 12, with a resolution in honor of nearly four decades of service to the residents of the town; and with the re-naming of the Clarkson Recreation Park at 8000 Ridge Road in his honor. Council person Allan Paul Kimball. File photo. Hoy read the resolution honoring Kimball, which included highlights of his many years of public service to the town, beginning in 1982. Kimball was first elected supervisor in 1984 and over the years oversaw the construction of the town courthouse and two park lodges utilizing town forces; served as chair of Clarkson Good Neighbor Days; and hosted the Children’s Christmas Party for “umpteen” years. The resolution also cites Kimball’s conscientious guiding of the town’s finances, stable property taxes, never breaking the state tax cap; maintenance of the historical character of the town; his efforts in providing public water to nearly 90 percent of town residents; spearheading an effort to change a state law allowing lower cost water and sanitary sewer districts to be created without burdensome red tape; and the obtaining of over 160 acres of land through grants and donations for use as recreational parks, playgrounds, a boat launch, horse arena, and sports fields. The resolution also authorized the town board to rename the Clarkson Recreation Park “Kimball Park,” “in honor of Paul’s 36 years of service to the residents of the Town of Clarkson,” the resolution states. Supervisor Kimball did not comment following passage of the resolution, but was visibly moved as he continued to oversee the meeting. Kimball ran for re-election in November, but was defeated by Gerald Underwood. The Clarkson Town Board will meet one more time before Supervisor Kimball’s term ends. Council members agreed to meet at noon on December 26 to sign-off on financials. The board typically meets only once in December, but because of the administrative change, Supervisor Kimball decided to meet a second time.

The filling of water in the normally drained portion of the western Erie Canal is associated with culvert inspections and cleaning, so the Canal Corporation can assure the culverts are ready for the next navigation season. The Canal was first dewatered to inspect and clean the culverts, located in Niagara, Orleans and Monroe counties, and then refilled to verify the integrity of the culverts after the cleaning. The inspections of the re-watered culverts took place last week and the Erie Canal is now in the process of being dewatered for the winter. Dewatering takes up to 14 days. Residents approve C-C Schools capital improvement project
CDL training for agriculture producers Cornell Cooperative Extension of Genesee County, in collaboration with Genesee Valley Educational Partnership, will be offering a CDL Training Program for Genesee County agriculture producers and their employees for Class A and Class B licenses. This training program is designed for producers and farm employees that have some experience with commercial truck operation. An informational meeting will be held January 24 at 7 p.m. at the Cornell Cooperative Extension building at 420 East Main Street, Batavia. This meeting will explain how the program works and answer any questions you may have. The required training materials and medical forms will be passed out at this time. Classroom instruction dates are January 31 and February 1, from 7 to 9 p.m., at the Cornell Cooperative Extension building. Full payment (check or cash) is due at the class on January 31. The cost for Class A is $625 and the cost for Class B is $475. Class size is limited. Registration is required and will be accepted until January 23 or until the class is full. Diversions
Residents in the Churchville-Chili Central School District community approved a $7,915,000 Capital Improvement Project December 12. The Athletic Entrance and Transportation Facility project allows the district to create an expanded entrance by doors six and seven at the high school as well as complete some much needed upgrades to the transportation facility. This project will be done in conjunction with the Phase V Capital Improvement Project in order to maximize state aid. The district’s current state aid rate would yield approximately 85.7 percent of every dollar spent on the project. Through prudent saving by the district, $1,665,000 of the project’s estimated $7,915,000 will be funded utilizing the capital reserve fund with the remainder being generated from state aid. There will be no additional local tax impact to the community. Superintendent of Schools Lori Orologio said the repairs at the Transportation Facility are important. “Just like repairs on your homes, as buildings age they need general maintenance. The items being addressed in this project improve safety with an automated entrance gate as well as updated bus lifts and fuel pumps.” She added, “The athletic entrance will enhance accessibility for our community for both indoor and outdoor athletic events.”

Brockport Police report From December 4 through December 10, the Brockport Police Department handled 415 calls for service, were dispatched to four annoyance calls, seven motor vehicle accidents, four family troubles, one criminal mischief, one burglary report, conducted 168 special attentions that include, but are not limited to, house checks, business checks, bike patrol, etc., conducted 76 traffic stops. Note that the above calls do not represent all calls and that not all calls are found to be as dispatched once on scene. Ken and Lilyanna Clause met each other and Marisa Bruno at SUNY Fredonia where they were all working on their BFA degrees. Since those days, Ken and Lilyanna married and went on to get their Masters from RIT. They are both now enjoying their careers as art teachers. When Marisa is not working in her studio, in the Hungerford Building (Studio 254), in downtown Rochester, she is helping her mom and dad run their two locations of Donna Marie’s Gluten Free Bakery. Ken Clause spent three years majoring in physics before switching his major to art. He says of that time, “I stopped trying to fulfill the wishes of others and became who I was meant to be. I tell my students that art is everywhere, whether it is in the form of music, dance, a painting or the packaging on a store shelf. I encourage them to take their “artist” off the assembly line and explore themselves as creative individuals.” Lilyanna Clause refers to her paintings as Abstracted Landscapes. She says, “I find a genuine beauty in nature. I’ve looked at this piece, this aspect of nature and I want you to see how I feel it.” She says too, that her young daughter led her into the teaching field because she wants to share the joy of discovery that she sees in her daughter with her students. Marisa Bruno finds the four stories of artist’s studios in the Hungerford Building a great experience. She says,
“Hungerford people help one another.” Likewise, Marisa enjoys meeting new artists and helping them navigate the art scene in Rochester. Of her portraits she says,” I work in oils because I like to blend. I like it too, that every studio in the Hungerford is open on the first Friday of every month. I can show, sell and take commissions for my work right from my own studio 254.” A Ken Clause painting. Ken, Lilyanna and Marisa have an Art Show of their work at the Parma Public Library that will be on display through December. This show is the seventy-fifth in a series of exhibits hosted by the Parma Public Library which feature area artists. The Bergen community enjoyed holiday festivities Monday evening, December 4, during the annual caroling and tree lighting event. Bergen Mayor Anna Marie Barclay says the event has grown over the years. It all began with encouragement from her parents. “The school band and chorus members now participate ... this is such a wonderful event for our community,” she says. The evening started with caroling at Hickory Park and then festivities moved to Ward Park for the tree lighting, crafts, and hot cocoa and cookies served by members of the Village Park Committee. Boy Scouts led the Pledge to the Flag and Girl Scouts helped sing carols, Mayor Barclay says. “The Fire Department helped us with traffic and safety. Twenty-seven organizations and businesses decorated trees which will then be planted around the village as part of our tree planting program,” the mayor explains. Members of the Methodist Church Underground group offered cookie decorating and the Bergen School of the Arts offered ornament making activities. Members of the Byron-Bergen Central School Elementary Band and High School Chorus performed and Mr. and Mrs. Claus also joined in on the event. “It’s a wonderful way to welcome the holiday season to the village, and an opportunity for the community to share holiday wishes with neighbors and friends,” Mayor Barclay said.

Genesee County Master Gardeners hosted 4-H holiday centerpiece workshop On December 7, the Genesee County Master Gardener Volunteers hosted a “How to Make A Holiday Centerpiece” workshop for over a dozen local 4-H members from across the county. The youth learned about various types of evergreens that can be used to make festive holiday arrangements,

Shoreline property owners encouraged to take on-line survey It has been a challenging year for property owners and businesses located along the shoreline of Lake Ontario and the St. Lawrence River. An extremely wet spring led to record high water levels on Lake Ontario and the St. Lawrence River, which resulted in flood and erosion damage to a number of shoreline properties. “We’ve seen first-hand some of the severe damages that have occurred around the Lake Ontario-St. Lawrence River communities. In some areas these impacts have been truly devastating, and we want to hear from shoreline property owners and businesses about what happened,” explains Wendy Leger, Canadian Co-Chair of the Great Lakes-St. Lawrence River Adaptive Management (GLAM) Committee. The GLAM Committee is working with Conservation Ontario to conduct an online survey to seek direct input from shoreline property owners and ensure all impacted shoreline residents and businesses have an opportunity to describe what happened to their properties. The survey asks a variety of questions on the extent of flooding, erosion, damage to shoreline structures, and related damage to residential and business shoreline properties. There is also an opportunity to upload pictures to document the extent of flooding/erosion impacts on
shoreline properties. “Adding pictures is optional, but encouraged,” notes Leger. This survey is based on an earlier survey conducted this summer by Cornell University and New York Sea Grant of shoreline properties along the U.S. side of Lake Ontario and the St. Lawrence River. While the focus of the GLAM survey is to capture missing Ontario and Quebec information to complement results from the Cornell/NY Sea Grant survey, owners of New York state properties who did not get an opportunity to respond to the earlier survey, or who have more to tell, are welcome to respond. “If you have property on Lake Ontario or the St. Lawrence River and you suffered damage as a result of the high water levels this year, we want to hear from you,” said GLAM Committee U.S. Co-Chair, Arun Heer. The information collected in this survey will be used by the GLAM Committee to better understand vulnerable shoreline areas. The survey should take about 10 to 25 minutes to complete, depending on extent of damage being reported on. Update on developments proposed in Town of Sweden by Kristina Gabalski Members of the Sweden Town Board Tuesday, December 12, said no to a proposed re-zoning of two lots at 4740 Lake Road and 25 Crestview Drive from residential to commercial. The vote was 4-0 against the re-zone. Town officials said there was no reason given for the denial. Developers have requested rezoning of the parcel three times before. Most recently, developers proposed utilizing the lots for construction of a one-story professional office building. During a public hearing on October 24, residents of the Crestview/Lake Road neighborhood said they were against the re-zoning, noting there is enough commercial development in the area and several commercial buildings adjacent to their neighborhood continue to be vacant. Developers argued the town’s comprehensive plan identified the property for re-zoning and that the lots are not a prime spot for residential development.
Public hearing set for Stonebriar townhomes project The Town of Sweden Planning Board Monday, December 11, accepted the Townhomes at Stonebriar Glen proposed development on Fourth Section Road for review. A public hearing on the proposal is planned for January 8, 2018, says Phyllis Brudz, coordinator of building, planning and zoning. In July, the Sweden Town Board approved re-zoning for the development which is proposed on slightly more than 31 acres on the south side of Fourth Section Road just east of the Brockport Free Methodist Church. Initial designs for the development included 148 town home units, a community clubhouse and outdoor swimming pool. Developers have said the town homes will appeal to empty nesters as well as young professionals and fit with the town’s comprehensive plan which calls for a diversity of housing. Residents in the area have expressed concerns over heavy traffic along Fourth Section Road and the increased possibility of serious accidents with the additional traffic the development would bring.

Hilton freshman sets National High School Bowling Record In a match against Penfield on December 11, Hilton Cadets bowler Elena Carr threw an 831 series after games of 265, 300 and 266, setting a national high school record. The 300 was the first perfect game of the 14 year old’s career. The old record was 826, set in 2007 by a young woman in Illinois. Elena said she didn’t even know about the record until after the final frame when family and teammates told her. Even then,
she didn’t believe them. “The whole day I was throwing the same shot and I realized that I was locked in,” said Elena. “It was an amazing feeling.” Elena said she wants to continue to improve her game and go as far as she can contributing to her team. Four area girl’s soccer players were named First Team and four others with one coach were also honored while three local boys were also recognized as All-State teams were announced by the New York State Sportswriters & Coaches (girls) and the United Soccer Coaches (boys). Spencerport won their second consecutive New York State title, the first in Section V since 2002, and had five players named in Class A. Juniors Erin Coykendall and Lean Wengender were First team selections, senior co-captain Luca Fahmer a Second Team choice plus junior co-captain Olivia Wall and junior goalkeeper Lauren Opladen Third Team members for the Rangers. Wengender led all Class A Section V players with 35 goals and 86 points while Coykendall was second with 27 goals with 14 assists to pace the high-powered Spencerport attack. It marked her second straight First Team honor. Fahmer anchored the midfield and finished third on the team with ten assists while chipping in five goals. Opladen allowed only seven goals all season while making 125 saves with Wall leading a defense that helped the Rangers register 16 shutouts in 22 contests. Opladen was a Fourth Team selection in 2016.
Byron-Bergen senior captain Leah Thompson was named First Team in Class C at midfield after a four-goal, four assist campaign where the Bees allowed only 20 goals in 17 games during an 11-5-1 season. Kendall senior captain Taylor ReQua was First Team in Class D for the 14-5-1 Eagles as she netted 18 goals and finished tenth in the Class with 47 points. Hilton junior captain and midfielder Megan Letta, who was second on the Cadets with ten points, was a Sixth Team pick. On the boy’s side, Hilton senior Evan Pirnie was named to the Second Team among large schools after he led the Cadets to the Section V championship game with ten goals and 12 assists. Brockport senior Zach Wharram was a Fifth Team selection. He led the Blue Devils with 16 goals and was second on the squad with ten assists over 20 games. Byron-Bergen’s Kylar Chambry was named to the small school Fifth Team. The senior scored 24 goals with 13 assists for the Class C1 Section V champions. He was tied for seventh among all Section V boys’ players with 61 points. Spencerport head coach Jamie Schneider was named Class A co-Coach of the Year for the second consecutive year with Peal Rivers’ Tim Peabody.
Rangers, Golden Eagles Kuhn double-double paces Eagles win sweep wrestling doubleheader by Warren Kozireski Sophomore Mason Kuhn scored 18 points and hauled down ten rebounds while Nathan Warters and John Rath combined for 42 points as Kendall ran away from Barker 71-62 in boys basketball. Warters scored eight points in the first quarter as the Eagles used an up-tempo game to force multiple steals and turnovers to build an 18-13 lead. Kuhn and Rath each scored seven points in the second quarter to build the lead to 36-27 at the half. The Eagles again sprinted out of the locker room and scored three consecutive field goals to open the second half as Warters converted two breakaways and Rath a third. Barker briefly cut the Eagles lead to nine in the third, but Kuhn and freshman Derek
Edick each were two-for-two from the free throw line to thwart the rally. The Raiders again cut the Eagles lead to ten with 2:30 remaining in regulation, but Warters hit a three-pointer while he and Edick secured the game from the free throw line in the final minute. Kendall set a season-best with 71 points led by Warters’ 26 to go with eight rebounds and four steals. Rath finished with 16 points, six assists and four steals, junior Michael Gardner eight rebounds with three blocks and Edick seven points with three rebounds. It was Kuhn’s second double-double over the first four games of the season. “We have no seniors, so we are obviously young,” Kendall head coach Matt Zimmer said. “We play better up-tempo; we give up a few easy ones but we also score our share of easy ones as well.”
Hilton-Parma Recreation adds second bus to Ski Club Hilton-Parma Recreation is gearing up for another snow filled season at Bristol Mountain with six dates booked for the Ski Club. The Recreation office coordinates the club for the Hilton Central School District and serves students in grades 7 through 12. Just recently, a second motorcoach bus was added to be able to accommodate students that have been on a waitlist. Ski Club occurs on Fridays after school on the following dates: January 5, 12, 19, 26; February 2 and 9. Students at Merton Williams would be transported at 2:20 to the High School where the second bus would then pick up all remaining students in grades 9 through 12 and head to Bristol. The bus would then return only to the High School at approximately 11 p.m. to drop off all students. Ski Club is chaperoned by teachers in each school respectively. Prices vary for lifts and rentals along with motorcoach transportation and information can be found on the homepage of the website at www.parmany.org/Recreation. Jacob Heyward began the high school match wining by forfeit and Ryan Cottom followed with a fall in 1:46 at 285 lb. Dom Vinci was awarded a forfeit at 99 lb. before Seth Russo (106 lb.) took a 9-1 lead into the second period prior to pinning his opponent in 2:32. Mike LoPresti (2:28 at 120 lb.), Tyler Mitchell (:49 at 132 lb.), Mike Vinci (3:38 at 145 lb.) and Dexter Craig (2:37 at 152 lb.) all registered pins. Josh Falbo, who moved up one class, won via fall in 3:13 at 170 lb. and Elliot Cherniss (195 lb.) pinned his man in 2:45. Defending Monroe County Tournament champion Mason Wersinger built a 5-0 first period lead before his 8-2 decision at 138 lb. At 160 lb. right thing and they are constantly improving, but we always want more,” Spencerport head coach Dan Glover said. The Rangers earlier this season finished second in the 22-team Cicero-North Syracuse tournament. Spencerport grad and College at Brockport returning All-American Jonathan Haas began the college match with a second period pin in 4:05 and senior classmate Dillon Stowell followed at 133 lb. winning by fall in 2:09. Junior Donald McCoy garnered at least four points in every period on his way to a 15-5 major decision at 141 lb. before senior Sean Peacock registered a quick fall in 1:11 at 149 lb. Junior Richard Mills made his 8-0 first period advantage stand up in an 8-4 decision at 165 lb. and freshman Thaddeus Jeffries dominated his 184 lb. third period with eight points in a 16-4 major decision. My family provided an atmosphere of belonging, empowerment, security, and fun. As a child and young adult, I was encouraged to follow my dreams, shoot for the stars, help others, know what I believed in, and take on leadership challenges. My parents were my mentors throughout their lives and each provided a wealth of wisdom. As a result of love and support, I have been able to follow my dream in making a difference in the lives of thousands of children for over 45 years. Thank you, Mom and Dad.

Nothing means more to me than they do and everything else is shaped through that lens. Every brush with another person makes me a better person, and the ability to learn and benefit from others is something that shouldn’t be minimized by any of us, in my opinion. (After 34 years, Retired,1989) In 1956, in Watervliet, New York, a weekend visitor drove my convertible on roads unfamiliar to us. A dense fog appeared as we returned home from dinner. At the bottom of a steep hill, blinking lights suddenly loomed before us. The driver crashed through the gates. The approaching slow-moving train hit us. The convertible spun sharply, throwing me out onto the street. Someone in white apparel drove me to the hospital. The driver was not hurt. An overnight stay revealed a slight concussion, and a bruised right arm, elbow and knee. The weekend newspaper told my rescue story: A woman dressed in white shirt and slacks, returning from her bowling league, had happened upon the injured victim, a Troy high school teacher. I have frequently stated, “Everything has always gone my way.” I was given a second chance. Why was my life spared? Sixty years since, my rewarding life has been the answer. Monroe County Soil & Water Conservation District launches 2018 Conservation Tree and Shrub Program Winter has arrived and spring will be knocking at your front door before you know it. To help you prepare for spring, the Monroe County Soil and Water Conservation District has released their Conservation Tree and Shrub species list for the spring of 2018. The district has been hosting this annual program for more than 41 years with more than 116,760 trees, shrubs, and plants being distributed in the last five years alone. The district is helping communities green up the environment. Property owners will have the opportunity to preorder more than 42 different species of bare-root conifers, hardwood trees, shrubs, wildflowers and groundcovers, as well as seed mixes and other products used for conservation projects at dirt-cheap prices. They have packages of all shapes and sizes, ranging from a bundle of 10 plants for as low as $11, to bundles of 100 plants for as low as $70. They also offer an edible fruit pack so landowners can grow strawberries, raspberries, blackberries, and two varieties of blueberry plants for attracting wildlife. Preservation League seeks entries for 2018 awards The Preservation League of New York State is seeking nominations for its 2018 Excellence in Historic Preservation Awards, which recognize significant achievements in historic preservation throughout New York State. The nominations must be submitted online by February 15, 2018. The awards will be presented on May 9, 2018. “Preservation and reuse of our historic buildings is fundamental to the economic revitalization of our cities, towns, and villages,” said Jay DiLorenzo, president of the Preservation League. “The restoration of our historic neighborhoods, Main Streets, and underutilized buildings continues to create jobs, provide housing, promote tourism, stimulate private investment, and conserve energy, resources, and open space. Our annual awards program allows us to highlight projects that offer examples of best practices in historic preservation.” The League especially encourages nominations that may provide case studies or models incorporating energy efficiency, adaptive reuse, or New York’s Rehabilitation Tax Credit program.

NOTICE IS HEREBY GIVEN that a bond resolution, a summary of which is published herewith, has been adopted by the Village Board of Trustees of the Village of Holley, County of Orleans, on June 13, 2017 and the validity of the obligations authorized by such resolution may be hereafter contested only if: 1. SUMMARY OF BOND RESOLUTION The following is a summary of a bond resolution adopted by the Village Board of Trustees of the Village of Holley on June 13, 2017. The proceeds from the sale of the obligations authorized in such bond resolution shall be used for the purpose of financing a water system capital improvements project, such work to generally consist of the installation of approximately 4,450 linear feet of 8-inch water main and approximately 4,600 linear feet of 12-inch water main along various roads in the Village, along with the installation of a Supervisory Control and Data Acquisition (SCADA) system to monitor the Village water storage tank and pumping system, as well as other improvements more fully identified in (or contemplated by) a preliminary engineering report prepared by Chatfield Engineers, P.C., and including all preliminary work and necessary equipment, materials, and related site work and any preliminary costs and other improvements and costs incidental thereto and in connection with the financing thereof (collectively, the “Purpose”), at an estimated maximum amount of $2,090,000. Such bond resolution authorizes the issuance and sale of a serial bond or bonds and a bond anticipation note or notes in anticipation of the issuance and sale of such serial bonds, in an aggregate principal amount not to exceed $2,090,000 such amount to be offset by any federal, state, county and/or local funds received. Such bond resolution was adopted subject to permissive referendum, and such permissive referendum period has elapsed without the filing of a petition. The period of probable usefulness for such purpose is 40 years. A copy of the resolution summarized herein is available for public inspection during normal business hours at the office of the Village Clerk, located in the Village Hall, 72 Public Square, Holley, New York.

Christmas Care Packages Are on the Way! As many of you may know, each year we send the proceeds of our annual Halloween Candy Buy Back to Operation Gratitude, an all volunteer organization that assembles individual care packages which are then sent to our troops overseas. Those items are currently being put to use as thousands of packages are shipped overseas just in time for Christmas. Each package sent contains a collection of personal items, candy, and a note from home and each one is addressed and delivered to a specific serviceman or woman. This year our local contribution consisted of over 200 pounds of candy plus cases of toothpaste, toothbrushes and other personal items for our troops. I would like to express my gratitude to all the kids, parents and grandparents who brought in donations and to all the businesses and individuals who helped make our local efforts such a big success. This year we received cash donations from individuals, local businesses and organizations to help with shipping costs. This is a wonderful project providing our servicemen and women with gifts that are greatly appreciated, especially at this time of year.
