Public hearing Feb. 5 on improvements for Route 531/Washington St. terminus by Kristina Gabalski As the construction phase for the Rt. 531 Terminus Project nears, New York State Department of Transportation (NYSDOT) officials have planned a public hearing on the preferred design alternative/proposed highway safety improvements for Thursday, February 5, at the Spencerport High School. Project improvements include the current terminus of Rt. 531 at Rt. 36 and along Rt. 31 (Brockport-Spencerport Road) west to Salmon Creek Road in the towns of Ogden and Sweden. Lori Maher of the NYSDOT says the preferred design alternative is a conventional, four-legged, at-grade, signalized intersection at Rt. 531 and Rt. 36.

The Rt. 531 to Rt. 31 transition would be just south of existing Rt. 31, along the existing eastbound on-ramp. Rt. 531 would connect directly to Rt. 31 and would transition from a four-lane expressway to a two-lane rural arterial west of Rt. 36. Maher says the preferred design alternative was shaped by those who participated in the public involvement process, which took place over the past few years. “Many citizens submitted comments relative to the conditions on Rt. 31 and the concern for a safe transition from an expressway-type facility to a standard two-lane highway approaching Sweden,” she says. “The existing ‘jog’ from Rt. 531 to Washington St. to Rt. 31 has its drawbacks from an operational and safety standpoint.” In response to concerns from citizens, Maher says the NYSDOT extended the project limits to the west and spent a lot of time developing treatments to improve Rt. 31 from Rt. 36 west to Salmon Creek Road. “Those treatments are intended to calm traffic and create an easy transition back to the posted speed limit on Rt. 31,” Maher says. “For example, the gentle way Rt. 531 will be tied into Rt. 31, the width, the center median up to Gallup Road, establishing the stretch of right-of-way without access, and the two-

way center turn lane from Gallup Road to Salmon Creek Road and other features will create a comfortable driving experience at the posted speed limit.” The project includes the widening of Rt. 31 with the addition of a center median to separate eastbound and westbound travel lanes where the “new” Rt. 531 lanes tie into Rt. 31 all the way to just east of Gallup Road. Former Rt. 31 would be transformed to a cul-de-sac (approx. 2,000 ft. west of Rt. 36), allowing for access to residential homes located on the north side of Rt. 31. A continuous two-way left turn lane between Gallup Road west towards Salmon Creek Road would be provided to ease travel at intersections, DOT officials say. Residents have frequently expressed the desire to extend Rt. 531 all the way to Redman Road, but Maher explains that in 2009, the DOT officially concluded the study to consider extending the Rt. 531 expressway any farther to the west. “We understand that some citizens disagree,” she says, “but the primary reasons were the poor benefit/cost value, the environmental impacts, and the lack of desire to build more transportation infrastructure. “The transportation benefit to improve safety by reducing travel times, improving mobility, maintaining economic vitality in an area with a flat growth rate, was minimal against the costs, the impacts, and other infrastructure priorities in the state,” Maher continues. “But without concluding the Rt. 531 Extension Study, smaller location, specific projects like this one underway now, would not advance. Even though it was decided not to pursue a full extension, there was a need to address the current terminus and improve Rt. 31,” she adds. The February 5 public hearing at Spencerport High School begins at 5 p.m. with an informal meeting in an open house format in the cafeteria. Project displays will be staffed by the project team. The formal public hearing begins in the auditorium at 7 p.m. A copy of the Draft Design Report is available for public viewing at the Ogden Town Hall, the Sweden Town Hall, or the DOT Regional Office, located at 1530 Jefferson Road in Henrietta. Comments received by February 27, will be made part of the official project record and evaluated prior to finalizing the design alternative. Construction of the $15 million Route 531 Terminus Project is expected to go out to bid to a contractor in the fall of 2016.

Neighbors and board members discuss proposed rezoning issues for Village Pines project by Kristina Gabalski Spencerport Village Board members heard concerns from residents regarding the proposed rezoning of Village Pines Section 3 from Single Family Residential (R-1) to Planned Residential Development (PRD) during a public hearing held Wednesday, January 7. Trustee Carol Nellis-Ewell tells the Suburban News that residents from the neighborhood shared concerns with board members regarding “…construction activity, high density, buffered landscaping and ponds, sidewalks, increased traffic and utilities impact - including water flows/ pressure, currently considered less than adequate.” Nellis-Ewell says it was confirmed that RG&E would provide service for new builds via underground lines and that an engineering report was suggested. “Discussion ensued about housing trends, lot sizes and property values,” she says. Andrew Spencer of BME Associates in Fairport, presented for the developer, Village Pines, LLC, Spencerport.

The proposed re-zone covers 34.4 acres and Trustee Nellis-Ewell says Spencer told the Village Board that the Town of Ogden approved a Village Pines project several years ago for senior housing - however, that project never came to fruition. The village annexed the land in 2014. “Mr. Spencer described the proposed Spencerport project that would include eighty single-family homes and town homes, in the price range of $190K, to be constructed in phases over five to six years,” Trustee Nellis-Ewell says. “He further stated the proposed project fits the Comprehensive Plan and Smart Growth principles.” Spencer noted the concerns of residents, she says, but concluded that the R-1 District does not allow the flexibility needed for the proposed Spencerport project. “Overall, the meeting was informational in nature and provided the opportunity for public input and interaction,” Trustee Nellis-Ewell said. “Monroe County Planning comments are awaited, and the Village Board did not take action on the project.”

Lighting the way -

Hilton-owned street lights were long time in coming by Grace Griffee When the Village of Hilton made its final payment for street lights on November 15 there were two reasons to celebrate. Not only is the Village now debt free, but a project that was 14 years in the making had finally come to fruition. “I first began investigating the possibility of municipality-owned gas and electric (services) after attending a mayors conference in late 2000,” said Bill Carter, former Hilton mayor. The potential savings for village residents prompted Carter to contact RG&E about purchasing the street lights. At the time, taxpayers were paying $127,000 a year to RG&E for street lighting in the village. By purchasing the system taxpayers would save up to $50,000 annually in lighting tariff fees set by the state. Tom Tilebein, Department of Public Works superintendent at the time, began looking into the steps involved. “It’s a big task having to separate from the grid,” he said. In addition to feasibility studies, Tilebein was in negotiations when RG&E split from Energy East. “It took two years for a new contract to be negotiated with RG&E,” said Tilebein. In order to negotiate a fair contract, Tilebein had the tedious task of separating

the system into “service parts” to ensure that he knew exactly what the village was being charged. “I had to educate myself on the tariff system,” he said. “Each component of the pole has a tariff and we already owned certain components.” So off he went with his paper and pencil to count every light and determine if, in fact, it would be cheaper for the village to own the lighting system. “Our goal was to pay no more than $110,000 per year for the system and maintenance over the course of no more than 10 years,” said Carter. The village ended up going with a seven-year bond and was able to save enough over the course of the seven years to repay the bond. “It took us seven to eight years to do the deal and another six months for RG&E to separate the system, but it’s definitely been worth it,” said Tilebein. “It’s something any municipality could do.” Now that the bond is repaid, the cost of maintaining the 600 lights in the village is $25,000 per year. Savings could possibly be used for improvements to the system, such as LED lights, and for purchasing a bucket truck that could make maintenance, tree trimming, putting up banners and decorations, and repairs easier, according to Tilebein.

Dennis Goldsmith, former teacher, retires after 32 years with Hilton Health Care by Grace Griffee Dennis Goldsmith didn’t have a backup plan when he decided to become a teacher in the late 1960s. He didn’t need one. Teaching jobs were plentiful and Goldsmith had secured a job in the Spencerport School District where his wife had grown up. A graduate of The College at Brockport and University of Rochester, he was on track to earn his PhD. Goldsmith taught social studies at Ada M. Cosgrove Junior High School for six years before moving to E.J. Wilson High School, where he taught for another six years while coaching basketball. “I loved what I did,” he said. “But I thought that I had more to offer and that it couldn’t be offered in the classroom or on the basketball court.” As a coach, Goldsmith frequently crossed paths with Dr. Knox Brittain, a well known physician in the Spencerport community who also taught first aid. “He would often tell me that he heard I was an excellent teacher, but that I really belonged in medicine,” remembered Goldsmith. “He saw me differently than I saw myself.” That planted the seed. In 1971 and 1975, Spencerport teachers went on strike, which Goldsmith said helped fuel his thoughts about leaving the profession. At the time, the physician’s assistant program was fairly new and there were few PAs in the Rochester area, however Penn State University’s Milton S. Hershey Medical Center and Hahnemann University in Philadelphia offered the program. Goldsmith applied to both and was accepted at both universities. “I didn’t expect that and asked myself, ‘now what do I do?’” Carol Goldsmith told her husband that of course they were going to Pennsylvania and chose Hershey because of its rural-suburban surroundings and the fact that, at Hershey Medical Center, medical students did not have to move around to different hospitals to do their rotations

– an important factor for the young family. They sold their home in Spencerport, packed up their children, Nancy, age six, and Aaron, age three, and Dennis began the twoyear program. “I never regretted the decision,” he said. In his second year, Goldsmith was working in the Harrisburg Hospital Emergency Department when the calls started coming in. “My colleagues in Spencerport asked if I was ready to go back to teaching now that I got this out of my system,” he said. But Goldsmith was just beginning his new career. A call from a surgeon at what was then Genesee Hospital brought the family back to the Rochester area. They returned to Spencerport and a few months later, Goldsmith began splitting his time between the Genesee Hospital Emergency Department and Hilton Health Care. The practice hired him after the untimely death of Dr. Geoffrey Stead, who founded Hilton Health Care with Dr. Leon Zoghlin Dennis Goldsmith, PA-C in 1979. In 1984, Goldsmith decided to practice full time in Hilton. “When I first came, there were two doctors seeing about 2,000 patients. Now there are seven people seeing more than 12,000 patients,” he said. Over the years, Goldsmith has treated thousands of people dealing with everything but obstetrics. “These wonderful people from all walks of life have taught me so much that I never would have learned - all because I was able to engage with them one-on-one,” he said. Goldsmith’s last day at Hilton Health Care was December 31. “They treated me like royalty here,” he said. In his retirement, Goldsmith plans to spend his time volunteering with the homeless, spending time with his grandchildren, golfing, traveling, biking, studying the Bible and expanding his Lionel train collection.

Transportation project list for next fiscal year available for public review and input The Genesee Transportation Council (GTC), the Metropolitan Planning Organization (MPO) for the GeneseeFinger Lakes Region, has made the Draft Fiscal Year 2015-2016 Unified Planning Work Program (FY 20152016 UPWP) Project List available for public review through Monday, February 9. The UPWP is the program of federally-funded transportation planning activities to be undertaken by GTC staff, its member agencies, and other jurisdictions in the Genesee-Finger Lakes Region. The FY 2015-2016 UPWP supports planning activities for the period April 1, 2015 through March 31, 2016. Projects included in the current UPWP that are not complete as of March 31, 2015 will be rolled over into the FY 2015-2016 UPWP. The GTC UPWP Development Committee (UDC) has guided the development of the Draft FY 2015-2016 UPWP. The UDC consists of representatives from Livingston, Monroe, Ontario, and Wayne Counties, the City of Rochester, New York State Department of Transportation, Rochester Genesee Regional Transportation Authority, and Genesee/Finger Lakes Regional Planning Council. The Brockport Board of Education is holding a public hearing during a Special Board meeting on January 27 at 7 p.m. in the High School Auditorium to share information and get community input on the Veterans’ Exemption. This hearing will insure that Brockport taxpayers have full and complete information on the exemption, and the options for full or partial implementation. Sweden Town Park outdoor ice rink is open for skating The sustained cold weather has finally frozen the outdoor ice rink at Sweden Town Park, Redman Road. The 100’ by 300’ rink is open as weather permits and during daylight hours. The Park staff keeps the ice cleared off and as smooth as possible. There is a shelter next to the rink for changing shoes/skates and to get out of the wind.

The ice rink opened during the winter of 2009 and was made possible in part through a NYS Parks and Recreation grant. The rink has been a very popular venue with families as an outdoor winter activity. The 152-acre Sweden Town Park is also a good venue for cross-country skiing and snow shoeing.

(StatePoint) Cool temperatures, low humidity, and furnace-blasted dry air can leave your skin dry, flaky, and itchy. Everyone needs to protect his or her skin from drying out in winter, but if you have certain skin conditions, you should step up your routine to keep your skin healthy. Winter itch is a common name for the skin symptom of generalized itching in winter. While most commonly seen in the elderly and those with a history of asthma, allergies and eczema, anyone can experience winter itch, says Dr. Vishakha Gigler, a board certified dermatologist. With that in mind, here are a few steps everyone can take to prevent and relieve dry itchy skin in wintry weather: •Avoid irritants. Try to avoid products that can irritate your skin, such as fragrance, dryer sheets, and fabric softeners. Use a hypoallergenic laundry detergent and wear soft fabrics such as cotton. •Add humidity to your home and office. Portable humidifiers or those that work with your heating system put moisture into the air that will be absorbed naturally by your skin and hair. •Wear sunscreen. Sunscreen may make you think of the beach, but it’s important in winter, too. Apply a moisturizing, broadspectrum sunscreen with at least SPF 30

to exposed areas to protect from the sun’s harmful UV rays before heading outdoors. Look for sunscreens with hyaluronic acid in them. •Moisturize after showering. The most important thing with regards to bathing is your follow-up routine. Pat your skin dry with a towel and then apply a thick moisturizer. Apply in the morning and at night. •Protect against windburn. When heading outside on cold days, avoid windburn and prolonged exposure by wearing a hat, scarf, and gloves. •Eat right. Stock up on foods with lots of healthy monounsaturated fats and omega3 fatty acids, such as fish, nuts, olive oil, flax, sardines, and avocados. These foods promote good skin health. •Hand care. The skin on your hands is thinner than most parts of the body and has fewer oil glands. That means it’s harder to keep your hands moist, especially in cold, dry weather. This can lead to itchiness and cracking. Wear gloves outside; if you need to wear wool to keep your hands warm, slip on a thin cotton glove first, to avoid any irritation the wool might cause.

EXPRESSING ANGER AT GOD While it might seem blasphemous to be angry with God, this emotion is felt by most individuals who have experienced the loss of a loved one. Because anger is a normal part of the grieving process, when we feel anger in the face of death, we should confront our feelings. We should not feel guilty about the measure of passion that we feel toward our loved ones, ourselves, and God. As it has been said so often, love and hate are simply different sides of the same coin. As much as it may be difficult to deal with anger, we should give it voice, in prayer if necessary. We can then work through our anger and arrive at peaceful acceptance.

As denial and isolation begin to wear, the pain of reality re-emerges. We are not ready. We experience anger. The anger may be directed at inanimate objects, complete strangers, friends or family. It may be directed at the deceased. The stages of grief are universal and are experienced by people from all walks of life. Fahmer leads Rangers in OT by Warren Kozireski

Freshman guard Luca Fahmer had scored all of one point prior to overtime, but exploded with a pair of three-pointers and a free throw in the extra session as Spencerport outlasted Churchville-Chili 51-49 in girls basketball. Five times the game was tied and eight times the lead changed hands as the two teams played physically throughout. Neither team led by more than six points, and that came with the first points of the fourth quarter. Jacquelyn Marasco hit a long-range three pointer at the third quarter buzzer to give Spencerport a 28-24 lead and knocked down a pair of free throws to begin the fourth to put the Rangers up six. But the Saints scored the next 11 consecutive points

by five different players to jump ahead by five with three-plus minutes remaining in regulation. C-C’s Skylar Burgess hauled down a key rebound and hit a jumper to break a 37-37 tie with 42 seconds left. After the two teams each traded one-fortwo trips to the foul line giving the Saints a 40-38 lead, Spencerport’s Caitlin Broderick hit on her drive to the basket with 3.5 seconds left to send the game into overtime. Marasco opened the extra session hitting on a drive to the basket before the Saints’ Jessica Hyde put her team ahead by one hitting three-of-four from the foul line on consecutive trips. That’s when Fahmer stepped in with a trey. Add a pair of Broderick free throws and the Rangers held a 47-43 lead.

C-C’s Tiffany Binion hit a pair of field goals sandwiched around another Fahmer trey and the Rangers led 50-47. Nursing a one-point lead with nine seconds left in OT, Fahmer hit a free throw for the two-point advantage and Michela Contestabile blocked a Saints last second attempt to preserve the Rangers’ fifth victory. Broderick finished with a double-double with 14 points and 13 rebounds for the Rangers. Teammates Marasco and Brianna Campbell had 12 and ten points respectively while Fahmer finished with eight. Contestabile added nine rebounds and six blocks. For the Saints, Burgess had a team-high 14 points with Kristen Gawron adding 12. Binion had eight and Hyde finished with six points.

Roberts Wesleyan’s women’s basketball team held visiting Dowling without a field goal for over 12 minutes spanning the first and second half and Lucy Covley tied her career high with 20 points to help the Redhawks to an 82-54 win in the doubleheader split. The men fell 72-70 despite leading by one point with 34 seconds remaining. In the women’s contest, Dowling led most of the first half and by as many as 11 points before the Redhawks closed the gap late. A pair of treys by Jenna Johnson started the rally and Brooke Fields hit on three three-pointers for half of her game total of 18 points; the last tied the game with 2:10 remaining in the first half. A Marissa Sell put-back with 70 seconds left in the half gave Roberts the lead for good. The Redhawks defense allowed Dowling just five points over the first ten minutes of the second half while the offense built a 23 point lead. Hilton’s Carneisha Henry hit on two shots to open the half and Covley hit four three-point-

ers with a field goal in the Redhawks run. Roberts dominated the boards with a 51-33 advantage in rebounds with 22 of those on the offensive side. “Coach definitely got on us at halftime about rebounding and said we all had to crash (the boards) because we had such a height advantage,” Henry said. Brockport native Marissa Sell finished with 19 rebounds, which tied her for third in school history for rebounds in one game. She now holds four of the top seven rebounding games in Roberts’ history. Her 865 career rebounds with 15 games remaining put her in position to challenge the all-time record of 981 set by Jeanette Glover from 1996-99. Henry added six boards and all but one player who saw minutes pulled down at least one rebound. The men’s contest was a see-saw affair that featured 15 lead changes and seven ties. Marcus Gooding knocked down a career-high seven treys for a career-high 23 points, but Dowling retook the lead at 72-70 with 25
