Students from Justin Jackson’s fourth grade class at Brockport’s Hill School were eager to board the tugboat Urger at the Erie Canal Welcome Center in Brockport. During their canalside visit and tour, students heard about the construction of the canal, the importance of tugboats, and the importance of recycling to keep waters clean. The Welcome Center on the Erie Canal after ten years by Doug Hickerson Since its beginning in 2005, the Welcome Center on the banks of Brockport’s Erie Canal has drawn visitors into the village from all around the world. From the water have come reflections of the fabric of the community, as boaters praise its features and quality. Instrumental in Brockport’s glowing reputation among national and global visitors are the greeters that welcome them at the Welcome Center. The greeters are the first to meet arriving boaters, giving instructions on use of the facilities as their hosts, and then sharing highlights of the community as ambassadors. Sal Sciremammano has served as greeter since the beginning. Sal says, “There are not many places on the canal where your boat is about 100 yards from a Main Street and a bevy of restaurants, coffee places, novelty shops, a movie theater, and a huge independent book store. And, our boaters love it.” On evaluation sheets completed by boaters, a typical statement reads, “Beautiful town and wonderful reception center and people. Brockport has a great reputation with boaters. We can see why.” Managing the Welcome Center every day May through October The Welcome Center on Water Street has state-of-theart facilities and service, including water and electric hookups, Wi-Fi, showers, restrooms, and laundry facilities. About 100 volunteers serve two-hour shifts for twelve hours daily during the peak season from June through September. It’s a nine-hour day for the opening and closing weeks of the canal.

From the water come worldwide reflections of the community Bill Andrews, Brockport’s deputy mayor, started the greeters’ project and now oversees it, working with Doug Wolcott to manage it. Doug schedules the greeters and Bill sends out the schedules by email. Doug also has been a greeter from the beginning. His duties now include arriving every day at 8 a.m. to check on paid boaters and, “Make sure all are happy with what they got.” A story sampler from the greeters Some greeters are scheduled with a partner, allowing one to miss on occasion, but also allowing one of them to go on

special errands for boaters. It’s up to each greeter, Doug says, but some have driven boaters to Wegmans, WalMart, the hospital, and to a store to get boat parts. Doug and Sal have paired up from the beginning, taking a four-hour shift each week. They are joined by Kyle McGonigal, a man with Down syndrome who loves being on duty and helping with chores. The Welcome Center also greets many bikers who arrive from across the U.S. Sal recalls two women, 80 and 82 years old who biked from Albany on their way to see their grandfather’s home in Buffalo. They asked for a ride to Albion to expedite their trip. Sal drove them to Lockport. Cathy Appleby, a greeter for 10 years, was amazed by an Ohio family arriving last year with three children, aged six, eight and twelve years old. “After a battle over cell phones, the parents decided, ‘That’s enough!’” Cathy said. “They sold their house, purchased a boat, and have been traveling for four years so their kids can learn to see beyond the material world.” Doug was surprised to find visitors from other states shocked to find that upstate “New York” is not as urban as they had imagined. “A couple from Texas wanted to see a large dairy farm,” Doug said about driving them there. “They were amazed, saying, ‘You have more farmland here than we have around Austin.’ The wife, who had grown up in Kansas, was shocked at how much corn we have here.” Center also available for community activities Besides providing hospitality to boaters and bikers, the Welcome Center landing is the venue for different local events. Summer Serenades with musical groups are held there as well as other entertainment. Annually, New York State provides Erie Canal history to local 4th graders with a visit from the historic tugboat Urger and its crew. (See photo). Free loaner bikes are also available for visiting boaters. Reflections on success Bill Andrews offers this assessment of Welcome Center’s success: •Boaters tell us that we have the best welcome center on the canal and the only one that is staffed full-time by volunteers. The ease with which we have recruited volunteers, 90-100 each season, is a very heartening indication of the vitality of the volunteer culture in our village. •The Welcome Center has been a very valuable investment for the Village in terms of the amount of business it brings to our downtown businesses. I have read that the average tourist spends $150 a day. •This year we lent bicycles 461 times through October 9. Russ Church at Bicycle Outfitters does any bike repairs with no charge for his labor. Gary Skoog volunteers to coordinate the bicycle program. Bill also said the use of the Welcome Center has increased 23% over last year. Donation helps veterans outreach efforts - The Knights of Columbus Fourth Degree Assemblies of Rochester donated the proceeds of their second golf tournament held in August to benefit the programs and services of the Veterans Outreach Center, Inc. The Knights of Columbus Fourth Degree Assemblies of Rochester, committed to fostering the spirit of patriotism within the Catholic citizenship, hold the military veterans and the causes that support the local veterans in high regard. Donations enable employment, education, housing, and wellness solutions for more than 1,500 Rochester and Buffalo region veterans and families each year. Hilton Baptist Church welcomes new pastor Hilton Baptist Church welcomes Pastor Daniel Brown as its new pastor on Sunday, October 25. Pastor Dan and his wife, Karen, along with their two dogs, Shelby and Tozer, relocated to Hilton from Allentown, Pennsylvania. Pastor Dan is a Western New York native having grown up in Lockport, New York. During high school, Pastor Dan’s family moved to Newfane, New York Daniel Brown where his family

has remained. Pastor Dan attended Niagara County Community College and then SUNY Fredonia where he earned a bachelor’s degree in history. After college, he acquired a master’s of divinity degree from Asbury Theological Seminary in Wilmore, Kentucky. Pastor Dan received his local American Baptist ordination through his home church in Newfane. Pastor Dan has served as both an Associate Pastor and Pastor in separate churches along with spending time in secular employment in a senior living facility. While working with the seniors, Pastor Dan found a renewed sense of joy, purpose and di-

rection, and reaffirmed his eagerness to live, serve, and do Christ’s work. After a year as Wesley United Methodist Church’s Minister of Discipleship, Pastor Dan took his gift for leading others and connecting with the youth to become Youth Pastor. In that role, Pastor Dan led a team of 6 youth leaders and ministered to over 20 teenagers. The church is excited to begin this next phase of its ministry with Pastor Daniel Brown and invites the community to join in worship any Sunday at 8:30 or 10:30 a.m., 50 Lake Avenue, Hilton. Why are gas prices in Clarkson so varied? Can the management of Clarkson and Sweden based retail gasoline stations please explain why the gas stations located in these towns sell their product at $.22 to $.30 more per gallon than gas stations east of Sweden-Walker Road? On October 6, 2015, I found the following prices on Rochestergasprices. com for 87 octane unleaded: •$2.37 at a station located at Lake Rd. South and Sweden Lane. •$2.37 at a station at Routes 104 and 19. •$2.35 at self service station at Lake Rd. N. and East Ave. •$2.33 at a station on Brockport-

Spencerport Road and Transit Way. •$2.29 at a full service station at N. Main St. and East Ave. •$2.29 at a station at Sweden-Walker Rd. and Route 31. Compare those prices to the following prices on the same date: •$2.10 at a station at Routes 31 and 259. •$2.08 at a full service station on Route 104 near Trimmer Road. •$2.07 at a station at Routes 104 and 259. The Clarkson and Sweden based prices reflect 11% to 14% higher prices per gallon than the 14559 zip code gas stations. Why is this? If the

answer is “regional pricing,” please explain what that means in layman’s terms, and justify why this is fair to the people in Clarkson and Sweden who could otherwise purchase their gas five miles east of here. No other commodities such as household utilities and groceries cost us more within such a small geographical area, so why is it acceptable for gasoline retailers to implement this price structure? Historical group’s presentation reveals Morgan family’s involvement in college The Morgan Manning House presents “Gifford Morgan and the Amazing Disappearing Normal School!” on Thursday, November 5, at 151 Main Street in Brockport. Charles Cowling will reveal how the Morgan family name relates to the historic home and its history with The College at Brockport. The free program, sponsored by the Western Monroe Historical Society, begins at 7:30 p.m., followed by refreshments. In the 1930s the Brockport Normal School, predecessor of today’s College at Brockport, underwent a very real threat of closure. Hear how Gifford Morgan partnered with

Ernest Hartwell to save the school from closure with a new building, as well as other interesting facets of the Morgan family’s involvement with the college. Cowling has served 25 years at the College at Brockport as the college archivist and a reference librarian. Fourth and fifth-grade students took a step back in time October 8 as they experienced what life was like in pioneer times. Brockport Hill School has celebrated the tradition of Pioneer Day for over 30 years. Some students even dressed the part as they participated in a variety of activities including basket weaving, tin punching and candle making.

Town court doesn’t serve Village of Brockport well

The Sweden Town Budget preview in the Fall issue of “Snapshots,” the town newsletter, notes that the town exceeded the tax cap in 2015 due to the village establishing its own court. Describing the court as “duplicative” and asking the question - “how often do new court systems start up in NYS each year” - the article answers “almost never,” noting that many court systems are consolidating as a cost savings measure. Actually, at least four new village courts have been formed in New York State in the last ten years, for the very reason that Brockport formed its own village court - the town courts were not adequately serving the needs of their villages. Brockport opened a village court in January 2015 after reviewing four years of Sweden court decisions, visiting two SUNY municipalities with courts (Geneseo and Fredonia) to interview their judges and police chiefs, and presenting four research reports at Village Board meetings. Those reports are posted on our website, and were sent to the Sweden judges as a courtesy. The entire investigation began with the publicly asked question: How well is the Sweden Town Court serving the needs of the Village of Brockport? The answer was not well at all. Most importantly, the Sweden Town Court had done nothing about delinquent village parking tickets going back to 2007 that they had a statutory responsibility to collect. This represented thousands of dollars in lost revenue to the Village of Brockport. The comptroller’s recent audit of the Sweden Town Court (http://www.osc.state.ny.us/localgov/audits/towns/ 2015/swedenjc.pdf) indicates that their problems went well beyond their handling of Brockport’s court matters. BEST in Brockport Foundation pending formation Brockport Central School District reports that it has incorporated the Building Excellence in Students Today in Brockport Foundation (BEST in Brockport) and its application for charitable status is pending with the IRS. This marks the final step in the official creation of the charitable BEST in Brockport Foundation. The Foundation will provide a means for enhancing the education of the Brockport CSD’s students.

The Foundation will be a separate entity and has agreed to partner with the BCSD to make the district aware of its activities. In addition, it will become a source for attracting increased community involvement, providing much needed financial support for programs the district would otherwise be unable to carry out through the allocation of district funds. Once the Cupola and the Lakeside Nursing Home, 122 West Avenue is now home to Tender Loving Family Care. TLFC offers a multitude of programs for all ages within the community including Child and Adult Day care programs and Home Health care services. Built in the 1940s, the 24,000 square foot building has been vacant for almost 20 years. Now, TLFC occupies less than fifty percent of the space and sits next door to Strong West Emergency Department and medical offices. When TLFC first moved into its former office at 97 West Avenue, the staff believed they would have more than enough space but quickly realized that was not the case. With a workforce of over 100 employees, everyone struggled in the small office across the street. This move however, has created an immediate need for twenty new positions. TLFC Child Care and Learning Center offers a new intergenerational program for children ages 6 weeks to 12 years old that gives them the opportunity to spend supervised quality time with the adults in the Social Adult Day Program. The benefits of interaction between adults and children create an environment in which they can form relationships by learning and sharing together on a daily basis. TLFC offers a traditional Child Care and Adult Day Care program with many options and benefits for families in the community. Provided information

Hilton High School grad receives research award Darren Lipomi, a 2001 Hilton High School graduate and assistant professor in the Department of NanoEngineering, received a $2.2 million NIH Director’s New Innovator Award for his proposal to develop a new class of wearable and implantable organic electronic materials that have properties resembling those of human tissue. Different from other research on “electronic skin,” Lipomi aimed his research at creating organic electronic materials that are extremely elastic, biodegradable and capable of self-repair, similar to biological tissues. The work will focus on how to synthesize and modify electronics at the molecular level so that they can have some of the same properties as human skin and tissue. “We’re proposing a platform technology that would offer a more seamless integration of synthetic electronic systems with the human body than what is currently available,” said Lipomi. “The idea behind this technology is to take a semiconducting material, like a silicon wafer, and improve it by incorporating

Six candidates vie for three open seats on the Sweden Town Board by Kristina Gabalski Voters in Sweden will choose a town supervisor and two councilpersons on election day. Incumbent Supervisor Robert Carges is running for re-election and is being challenged by Annie Crane. Incumbent councilperson Donald Roberts is seeking re-election and Lori Skoog, Mary Rich and Peter Sharpe are also running for two, four-year term open council seats. Councilperson Rebecca Donohue is not seeking re-election. •Lori Skoog has the Democratic and Working Families endorsements. She has lived nearly 50 years in the Brockport/Sweden community and says her family has been involved in the town for as long as she can remember, serving on various boards and committees as well as participating in local activities. “Many feel they do not have a voice. I want to be one of the people who encourages their voices to be heard,” she says of her candidacy. Fiscal management, fair and equitable assessments, and oversight of the justice court are major issues facing Sweden, Skoog says. She would like to see a better plan for recreation including marketing for both The Center and the Rec. Center and notes when tax rates are flat, residents need to look at how assessments have changed. “Often, comps are not appropriate, market value is nowhere near being correct and there are many inconsistencies.” Additionally, Skoog says the Town Board has a responsibility to know what is going on in the town court. The current town board has not always been responsive to residents’ concerns, Skoog says, noting nothing came of complaints regarding assessments, and no action was taken regarding tax breaks for the restoration/development of 60 Clinton Street in the village. “With landmark status and community support, along with approval of the village and school for tax abatements, the town rejected the whole idea,” she says. Additionally, the Senior Center was saved from being sold only after the community rallied to save it, Skoog explains. Goals if elected include a new and solid comprehensive plan, enhancing transparency, keeping the community well-informed, encouraging better working relationships with the village and college, establishment of an ethics board, hiring a grant writer, bringing back the recycling center and contracting with Brockport Ambulance. •Mary Rich says she is running because of her experience watching first-hand the current town board, “Ignore their constituents’ concerns, and at times retaliating against people that speak up - I knew I had to get involved.” She says the town board has been “unresponsive” to residents’ concerns, citing 60 Clinton Street; ending the contract with Brockport Ambulance; ongoing issues with assessments and the behavior of the town assessor as examples. Taxes, the annual tax cap, and large reserve funds are extremely important issues facing the town, Rich says. “Of course, there should always be sufficient money kept in reserve, but when the account becomes too large, it is unnecessary and is costly to you as a taxpayer.” Priorities if elected include examining how recreation is funded and assessment. Rich says she uses the rec. center almost everyday. “What I find disturbing is the hundreds of thousands of tax dollars that are needed to subsidize programs,” she says. “I want to examine exactly how the money is being spent.” She says assessments are, “all over the place, rather than truly being based on market value - I want there to be oversight placed on the assessor.” Rich is endorsed by the Democrat and Working Families Parties. •Peter Sharpe has served on the Sweden Zoning Board of Appeals for ten years. He has the Republican, Conserva-

tive and Independence Party endorsements. He says his time on the ZBA, as well as coaching youth sports have prepared him for a larger role in town government. “I’m eager to take on more responsibility and help make decisions beyond the limited role of the ZBA,” Sharpe says. Priorities if elected include low town taxes, well-maintained roads, municipal buildings, parking lots and drainage systems, “everything the taxpayers own should be kept in good condition,” he says. “I want recreation programming that meets the needs of our youth, adults and seniors ... our town programs/facilities should offer something for everyone.” Sharpe says voters are letting him know that taxes are their biggest concern, but they also want good services - well maintained and plowed roads, recreation facilities and programs for all ages, and maintenance of a small town/rural atmosphere. “I think all of that is accomplished with good planning,” he says. Sharpe explains that he has a strong record of constituent responsiveness on the ZBA. “When I vote on an application, I have a thorough understanding of the different parties’ perspectives and I make sure they understand the reasoning behind my decision. I will continue that as a member of the town board.” •Incumbent councilperson Donald Roberts has the Republican, Conservative, and Independence Party endorsements. He says his first term has been a tremendous learning experience. “I want to serve another term because I’ve gained a lot of knowledge that I want to put to work for our community,” he says. Property taxes and property values are important issues for the town, Councilperson Roberts says. He explains village residents get tremendous value for their town tax dollars and town outside the village residents fund a very skilled and proficient highway department. Keeping property taxes low is key to protecting property values, he explains. “New development is another way to keep property taxes down and property values up,” Roberts says. “I think we need to encourage new development that is well planned.” Roberts says the current town board has been responsive to residents’ concerns and cites concerns about assessments as an example. He says the town met with representatives from the NYS and Monroe County Real Property Offices to make sure the town’s assessment office was performing to standards. “Then we held a public meeting for our residents to ask questions and learn from the State Office directly. We increased our public education efforts in our quarterly newsletter,” he says. “Town board members cannot legally try to influence individual assessments.” If re-elected, Roberts says he would like to continue his work on projects such as repairs at the High Street Cemetery in the village and improvements to programming and facilities in the recreation department. “I think we’ve done a good job maintaining services within a tight budget. I want to continue working on that complicated task - of funding services while keeping taxes low.” Sweden Supervisor candidates •Annie Crane is endorsed by the Democratic and Working Families Parties for town supervisor. Crane has lived in Sweden for over 30 years and says she is concerned about recent decisions made by the town board. “It’s time for more voices to be heard and for the town to have better working relationships with the village, college, the schools and with other agencies,” she says. ment/development issue and the possible reinstatement of Brockport Ambulance were both issues of high interest, but were never discussed by the board, Crane says. “The citizens who spoke at those meetings deserved a response,” Crane says, “not silence.” Silence is not a response. While governing does not necessarily mean agreeing with the residents or taking the action the residents request, it does mean responding to those concerns.” Finances and economic development are major issues facing the town, Crane says. “We need budgeting that meets our current needs without undue burden on the taxpayers - we need to work with other government entities and non-governmental agencies to bring in development that is appropriate for a rural area in conjunction with a vibrant village. We need to fill empty storefronts with viable, attractive businesses.” Fiscal management will be a priority of elected, Crane says, with oversight of all departments and better marketing of recreational facilities. “The creation of an ethics board is important,” she says, as well as the development of an up-to-date, functional comprehensive plan in the long-term.” •Incumbent Supervisor Robert Carges is seeking his second-two year term as supervisor. He has served on the town board for 22 years and says he has much to offer residents, “... a firm understanding of government budgeting and financial practices; a desire to continue moving our town government forward; and the willingness to make difficult decisions,” he explains. His number one priority is the budget, and Carges says if re-elected, there will be a constant review of every expense to see if there is any way to provide the service more efficiently. Infrastructure is also a priority with large road repair projects planned for 2016-2018. “We also have a couple of large residential development proposals before us right now. I want to make sure that they are designed and built in a way that benefits both our current and future residents.” The ability to provide services residents expect at the lowest possible cost is the most important issue currently faced by the town, Carges says. He observes it is a challenge which involves difficult decisions. “The tax cap makes the situation even more difficult - it doesn’t take into account the loss of non-tax revenues. When a government loses a significant non-tax revenue, as we did last year, you have to choose between raising taxes or cutting services. This year we were actually able to lower the tax rate because we dealt with a major non-tax revenue loss last year.” Carges says the town is responsive to residents’ concerns, however the desired outcome may not be immediate. He cites code enforcement as an example of a process that can take time, including going to court over property maintenance issues. “It may appear to someone driving by those properties, that no action has been taken, when in fact, the town has spent a great deal of time trying to rectify the situation. I frequently meet with residents over a variety of issues and even if I can’t fix the concern immediately, I want those affected to know what we are doing and as importantly, the limits of what we can do.”
