DISTRIBUTED TO CLARKSON, HAMLIN AND KENDALL A group of 36 Norwegians from two Sons of Norway Lodges near Stavanger in Southern Norway toured the Kendall area September 8 on a pilgrimage to the site of the first settlement of Norwegian immigrants in North America. They visited Norway Road in Kendall and the Cleng Peerson House on Kendall Road. Rite Aid/Dunkin Donuts projects come before Ogden Planning Board Developers eye opposite corners of Routes 31 and 259 intersection by Kristina Gabalski Two development proposals in the Town of Ogden could mean big changes at the busy Nichols Street (Route 31)/Union Street (Route 259) intersection. During their September 10 regular meeting, members of the Ogden Planning Board were presented with changes regarding a proposed Rite Aid Pharmacy, which would be located at the southeast corner of the intersection, and gave preliminary and final approval for a proposed Dunkin Donuts shop which would be located in the former CAM’s Pizza location. Bill Paladino of Ellicott Development presented a revised concept for the 14,000 sq. ft. Rite Aid Pharmacy - the anchor for the proposed Spencerport Mixed Use Center covering a little more than 33 acres, and which could eventually house approximately 14 commercial buildings. Paladino told the Board revisions in the concept site plan set the building back another 20 feet in each direction to allow

for more parking in the front. He said additional landscaping including trees is also planned, but did not yet have a comprehensive landscaping plan to present. He said landscaping will give the site, “a real presence from the intersection.” Adjustments were also made to the facade. Paladino explained there are now more distinct vertical separations including added dormers on the roofline. He also discussed with board members the use of mixed materials including the use of brick for the exterior. Paladino said the plan includes curb cuts on Union and Nichols Streets and that Ellicott Development would cover the expense of an additional traffic light or turning lanes, if necessary. Planning Board member Marc Robinson noted that as the development continues to grow, “the entrances might be too close to the corner.” At their August 13 meeting, Planning Board members had criticized the concept site plan, noting it did not fit the Master Plan nor conform to what they were looking for in the town’s Historic District. “It’s a gateway to the town and village,”

Planning Board attorney Keith O’Toole told Paladino at that time, and said the project should be sent back to the “drawing board.” At the September 10 meeting, Planning Board members appeared pleased with the changes. “I like the building better,” member Linda Del Regno said. Regarding the other major development on the September 10 agenda - the Dunkin Donuts shop with a drive-thru proposed for 2273 Union Street, the former CAM’s Pizza location - Town Engineer John Freel said grading around the back of the building must be addressed as well as an easement for a sanitary sewer. Additionally, the Ogden Zoning Board still has to consider an appeal for a special use permit which would allow for the drive-thru window and an area variance regarding parking. “Whatever the Board deems appropriate, we are prepared to do,” said Daniel Aureli, an attorney representing Frank Romeo, managing member of Ogden Land Company, LLC. “We don’t want adjoining neighbors to be in any way inconvenienced by the presence of this business. The grading will be done to the satisfaction of the

engineer and the Highway Department.” One resident spoke during a public hearing on the proposal and voiced concerns over traffic at the intersection and the difficulty in exiting the property. He noted the right-on-red at the Route 31/Route 259 intersection makes it very difficult to get a break in traffic. “You have to force yourself out,” he said. Planning Board member Tom Coburn asked if the fence would be replaced around the back of the property to shut out headlights of vehicles in the drive-thru from neighboring residential properties. Yes,” Aureli responded, “we will have more than enough canopy ... it will be resolved to your satisfaction.” Frank Romeo addressed concerns over potential noise from the drive-thru, explaining that digital technology now makes speakers more precise and adjusts the volume relative to ambient noise. “The speakers are even quieter at night,” he said. Final approval was given with the condition that concerns of Planning Board members be addressed. “Whatever you want, we will work it out before we see you again,” Romeo said.

Hilton CSD names 2015-16 Teacher of the Year

Leah Oltean, Hilton School District Teacher of the Year, is congratulated by Committee Chairperson Debbie Montrallo (back) and Committee member Karen Velyk.

The Hilton Central Schools Teachers Association (HCSTA) presented the 2015-16 selection of the Teacher of the Year at the annual staff convocation at Hilton High School in September. This year’s honoree, Hilton High School teacher Leah Oltean, was honored for not only her dedication as a history teacher, but the long hours she devotes to the Drama Club and HCSTA. In 2003, Oltean began her career in Hilton as a student teacher in the Participation in Government and Economics classes. After she graduated cum laude with her Bachelor of Science degree from The College at Brockport, Oltean began working as a probationary social studies teacher in 2004 and since then has taught A.P. U.S. History, Participation in Government, Economics and IB History of the Americas in her 12 years at Hilton High School. In 2007, she earned her Master of Science degree in education, also from The College at Brockport. In addition to teaching, Oltean devotes many hours as the Hilton High School Drama Club director. Since 2005, she has directed nine plays, as well as serving as prop coordinator, cue caller and master painter for three of the High School’s musical productions. Since 2010, Oltean

has also served as HCSTA Executive Board secretary, taking an active role in planning forums for public education and serving on the district’s APPR Committee. As an educator, Oltean said she never settles for mediocrity, always tries to find the good and take an interest in every student, and stays involved in the school community. The HCSTA Teacher of the Year Committee screens nominees based on letters of recommendation collected from colleagues, parents and students. Nominees must have more than five years of exceptional service to the district, active involvement in the Hilton community, and have made a substantial impact on the lives of their students and colleagues. Ogden’s Annual Fall Fest returns with traditions new and old Friends and families, Ogden’s Annual Fall Festival is here again. This year will include a 5K run as well as a children’s fun run. 7th Annual Clarkson Classic 5K run/walk recap Every year the Clarkson Historical Society hosts its Clarkson Classic 5K Run/Walk to benefit the society as well as the community. This year, in order to coincide with the Clarkson Good Neighbor Days Festival, the race changed its usual Saturday morning start time to Friday evening, August 14. This change may have contributed to the lower than normal turnout, but those 93 people that did participate gave such a positive feedback. Male winner was Alec Andrews, age 15, with a time of 17:41 and the female winner was Autumn Albrecht, age 18, with a time of 20:00. The Kids Fun Run followed the race, including fourteen children ranging in age from 3 to 10. The kids ran a .3k (approximately ¼ quarter mile) around Hafner Park. They all received bib numbers to wear and ribbons for completing the course. Since completing The Historical Clarkson Academy project, the build-

ing acts as a meeting place for the CHS and is available for other types of meetings and functions. More importantly, the Brockport School District sends fourth graders to visit for a lesson on vital educational practices taught in the past. For the past two years, the CHS has also offered a summer camp in August for school age children, which taught them cursive writing and other historical lessons. The Clarkson Classic 5K has become an annual event that continues to bring camaraderie, good will, and improvement to the community. 6th Annual Saturday Day of Service a Success Village benefits from College at Brockport students’ efforts in local parks On Saturday, August 29, about 40 incoming freshmen worked on a hot and sunny afternoon upgrading the landscape of the Village of Brockport parks. Supervised by college faculty and Parks Committee members, the young men and women from across New York state, took shovels in hand, weeded, pushed wheelbarrows, pulled tarps with wooden mulch to spread under playground equipment, and painted picnic table tops in Corbett Park. Other completed tasks included: painting yellow parking barriers and removal of weeds at Monika Andrews Children’s Park, and painting swing set posts at Evergreen Park. Each “frosh” put in approximately two hours of community service that day before their classes began. The Saturday Day of Service is a cooperative venture between The College at

Brockport and fifty organizations, agencies, churches, libraries, etc. throughout the Greater Rochester area, and is mandatory for over 2,000 freshman and transfer students. Richard Harris, Coordinator of Services and Community Building, College at Brockport, coordinated the parks’ projects with Linda Ketchum, Vice-Chair of the Village of Brockport’s Parks Committee. Thanks go to Bill and Joyce Connors, Sri Ram Bakshi, Mark and Linda Ketchum for use of their yards for storing equipment, Brockport’s Department of Public Works, and Parks Committee members Losh Spalla, Joe and Barbara Blosenhauer, Sandi Henschel, Hanny Heyen, and Linda Ketchum for their contributions in helping make the 6th Saturday Day of Service a success.

I’m writing in response to the Merrifield/Weir letter (Suburban News West and Hamlin Clarkson Herald September 13 issue). Obviously the writers do not understand assessments or taxes. The tax bill they received two weeks ago was the Brockport School tax bill, not a town tax bill. Merrifield/Weir wrote: “we ... are in sticker shock. But at least we know why: For three consecutive years, the current Republican government has exceeded the New York State two percent property tax cap.” Wrong. The Town of Sweden has not exceeded the tax cap three years in a row. I hope this statement was a mistake, not a purposeful misleading of the public. This is easily verifiable information if the Merrifield/Weirs had made the effort. Second of all, the town’s tax cap has nothing to do with the school tax bill. In fact, the Brockport School District stayed within the tax cap this year. If the school tax bill is too much, the Merrifield/Weirs should contact the school board and ask them to reduce the levy. I’m surprised the Merrifield/Weirs are in sticker shock. The previous owner paid $4,034 in school taxes in 2014. The Merrifield/Weirs applied for and were granted

an Enhanced Star Exemption so their 2015 school tax bill was $2,836 on the exact same house. They are paying $1,198 less in school taxes than the previous owner. Who’s making up the difference? All the other Brockport School district taxpayers. Finally, market value is a moving target and an inexact science. Ask five experts for the market value of a given property and it’s likely that you will get five difference answers. The Merrifield/Weir property was lowered by the Sweden Board of Assessment review by $15,000 this year, and then I lowered it another $5,000. Apparently the Merrifield/Weirs want a larger assessment reduction. I disagree with their opinion and so does the Board of Assessment Review. I respect differences of opinion, however, I do think that everyone should give truthful information when presenting “facts.”

The updates were completed this past summer as the continuation of Phase III of the Capital Project that voters approved in December 2014. The next phase of the project will involve replacing the rooftop HVAC units that have “aged out� and additional site work. The replacement and upgrading of equipment and machinery at Holley will enable the district

to become more energy efficient and save money on utility costs. The Capital Project Phase III work is ongoing and projected to end during the 2016-17 school year. “We have had a successful opening of school this year and anticipate the remainder of the year will be productive and fun,� said Holley Superintendent Robert D’Angelo. “We urge parents to partner with us. Brockport community provides new bikes at Welcome Center by Kristina Gabalski

Generous donations by two residents and one Main Street business have provided six shiny new bikes for the bike loan rack at the Welcome Center on the Erie Canal. Russell Church, who owns Bicycle Outfitters on Main Street has been donating free labor over the years to keep the used donated bikes in riding condition, but earlier this year Doug Wolcott, volunteer Harbor Master at the Welcome Center, stepped-up and purchased two brand new bikes. The generous and thoughtful donation prompted Church to donate another bike. Resident David Markham then donated kids’ bikes and Church says he responded with a second donation. The result has been two new men’s, two new women’s and two new children’s bikes available for cycling around the village and along the canal. “The bikes are single-speed and are easy to operate,” Church says. “Next year maybe we can do a couple more.” He explains that used bikes, which have been the mainstay of the Welcome Center fleet over the years, have brokendown frequently. With the new bikes, there are no concerns about broken parts and it’s easy for borrowers to get around town. Church says he hopes in the future more new bikes will be donated for their ease of use and maintenance. Doug Wolcott says he enjoys his volunteer work at the Welcome Center and donating the new bikes was something he just wanted to do. “A lot of people use those bikes,” he says. “People come for a visit and ride around Brockport; students use them .. it’s great riding around here. It’s important to have good bikes available.”

Jim Hosford, who was volunteering on a recent late summer afternoon at the Welcome Center, noted that everyone is pleased to find the new bikes. “The college kids have been enjoying them,” he says. “We are grateful for the donations.” Hosford added that boaters along the canal tell him they enjoy stopping in Brockport - some say they like the fact it is the only stop they make along the canal that is within walking distance of a movie theater. To borrow a bike, visit the Welcome Center during open hours, provide a form of photo ID and sign out the bicycle of your choice. It must be returned before the Welcome Center closes for the day. Hours are 8 a.m. to 8 p.m. through October.
