Adding about the urban forest success to date, she said, “We have seen many benefits from this program in terms of sustainability and the beautification of our village.”

The Village of Brockport will celebrate its 14th Arbor Day on Friday, April 27. The tree-planting event, begun in 2005, annually involves a variety of community citizens, and public school and college students to propagate the population of municipal trees called an “urban forest”. This year, the planting will take place at 260 State Street at the front of Allied Frozen Storage. It starts at 10 a.m. with an opening informal ceremony featuring Brockport’s celebrated world-renowned poet, William Heyen. Live music and refreshments also are offered. Then, volunteers will be instructed on digging and planting 15 trees. The work is scheduled to end at Noon. All are welcome to join in. Dress for digging, rain or shine. The very ambitious application would cover: 1) the tree planting; 2) updating the Tree Board web site; 3) a photo gallery of trees to showcase the types of trees we have; 4) a village “tree walk” brochure, and 5) tree pruning workshops for the DPW and for citizens. For Mayor Blackman, the first conflict occurred on the Arbor Day 2006 on Monroe Avenue. At two locations on the street, one building owner called the mayor before the planting and threatened to destroy the tree if planted; the other tried to stop it in progress. She stopped the planting, respecting the citizens’ demands.

•Protesting the cutting. Recently, some Brockport citizens living near the canal have protested the clear-cutting of trees on the embankment. It is a project of the New York State Canal Corporation now under the authority of the New York Power Authority (NYPA), claiming the trees threaten the stability of the canal bank and create a safety hazard. In this case Mayor Blackman sided with NYPA, the Army Corps of Engineers, and the engineering firm that conducted the study of the canal’s embankments and concluded that “trees do not belong on earthen dams (embankments).” However, she publicly disagreed with the Canal Corporation on the implementation of their plan, calling it “a public relations disaster,” lacking clear communication and advance consultation with residents who would be affected.

Brockport’s Arbor Day: Planning, Planting and Politics continued from front page •“The art of governing.” Although sounding cynical about “political” trees, the mayor is positive, as she adapts decision-making to each situation. She sees the rights of citizens here, the rights of government there, based on common sense or science, not the blind power of elected office. Perhaps this is the “art of governing,” one Webster’s definition of “politics.” And the art of persuasion is evident, as the Canal Corporation has agreed with her six-point requests regarding the reclamation of the canal bank, including improved communication with the residents about the process. “It looks terrible,” Mayor Blackman said about the first devastating sight of clearcutting. “It won’t look that way forever. It has to be done in stages.” One stage begins this Arbor Day, as the young Eastern Red cedars begin to improve the view. Brockport Symphony Orchestra presents “Soloist Showcase” concert The Brockport Symphony Orchestra will present its “Soloist Showcase” Concert on Sunday, April 29, 4 p.m. in the historic sanctuary at St. Luke’s Episcopal Church, 14 State Street in the Village of Brockport. Admission and parking are free, and canned items for the Brockport Ecumenical Food Shelf and donations for the Orchestra, St. Luke’s, and the Food Shelf will be gratefully accepted at the door. Directed by Jonathan Allentoff, this concert will feature concertmaster Jaesun Han, principal flute Melissa Szurgyi, vocalist Mary Wojciechowski, and guest composer and pianist Emmanuel Sikora. Han, who has appeared as a soloist, ensemble performer and recording artist in South Korea, Russia, Israel, Thailand, Japan, Taiwan and the United States, will perform the Allegro movement from Mozart’s “Violin Concerto No. 4.” Szurgyi, a senior at The College at Brockport who received the 2018 SUNY Chancellor’s Award, will perform “A Dutch Idyll” for flute and orchestra by Louis M. Gottschalk. Recently featured as soloist at the Xerox Rochester International Jazz Festival and the Corning Museum of Glass, Wojciechowski will sing Gustav Mahler’s “Liebst du um Schönheit,” “Around the World in 80 Days” by Victor Young and Harold Adamson, and

“How Are Things in Glocca Morra?” from “Finian’s Rainbow” by Burton Lane and E. Y. Harburg. The orchestra will perform the world premiere of Sikora’s “Three Prom Dances,” which he composed for the Brockport Symphony Orchestra. A graduate of Binghamton University and the Aaron Copland School of Music at Queens College, Sikora’s works were recently performed and recorded by the Lviv Philharmonic in Lviv, Ukraine, and have been broadcast on radio and television. The program also includes Tomaso Albinoni’s “Sinfonia in C Major” and the theme from “Beauty and the Beast” by Alan Menken and Howard Ashman. There will be a complimentary dessert reception in Parish Hall following the performance. This project is made possible with funds from the Decentralization Program, a regrant program of the New York State Council on the Arts with the support of Governor Andrew Cuomo and the New York State Legislature, and administered by the Genesee Valley Council on the Arts, a member supported organization. Legal Notice Village of Holley NOTICE OF BOND RESOLUTION NOTICE IS HEREBY GIVEN that a bond resolution, a summary of which is published herewith, has been adopted by the Village Board of Trustees of the Village of Holley, Orleans County, on March 13, 2018 and the validity of the obligations authorized by such resolution may be hereafter contested only if: 1. SUMMARY OF BOND RESOLUTION The following is a summary of a bond resolution adopted by the Village Board of Trustees of the Village of Holley on March 13, 2018. The proceeds from the sale of the obligations authorized in such bond resolution shall be used to undertake a sidewalk capital improvements project generally consisting of the reconstruction of and construction of approximately 19,350 linear feet of sidewalks along various roads in the Village including, but not limited to, the construction of new concrete sidewalks and ADA (“Americans with Disabilities Act’:) compliant curb ramps, as well as other such improvements as more fully identified in (or contemplated by) material prepared with the assistance of Wendel, including all preliminary work and necessary equipment, materials and site work and any preliminary costs and costs incidental thereto and in connection with the financing thereof (collectively, the “Project”). The estimated maximum cost of the Project is $2,280,000. Such bond resolution authorizes the issuance and sale of a serial bond or bonds and a bond anticipation note or notes in anticipation of the issuance and sale of such serial bonds, in an aggregate principal amount not to exceed $2,280,000 such amount to be offset by any federal, state, county and/or local funds received including, but not limited to, a Transportation Alternatives Program Grant expected to be received from NYSDOT. The two-part presentation will start at 7 p.m. in the historic home located at 151 Main Street in Brockport. Dr. James Goetz will give an overview of the medical education, the state of public health and health care, and the diseases from about 1860 to 1930, potentially impacting Brockport inhabitants, including the Morgan family. The evening will end on a pleasing theme for the senses with Rosa Davila taking the audience on an olfactory journey through Victorian times, then introducing the birth of modern perfumery. Ms. Davila is the owner of Aromantium on Market Street in Brockport.

This program, sponsored by the Western Monroe Historical Society, is free and open to the public. Refreshments will be served after the presentation. Dr. Goetz, a Brockport resident, has a Master’s Degree in Public Health and an MD degree. He recently stepped down as Head of Pediatrics at Oak Orchard Health after 40 years. He is not retiring, but remains a part-time practicing pediatrician Rosa Davila, a Brockport resident, is originally from the Basque Country and moved to London in 1989 where she developed her olfactory skills, training and making a living as a sommelier for almost a decade. She is a member of the National Association of Holistic Aromatherapist (NAHA). She has studied nutrition, iridology and is currently engaged in the study of herbalism.

Hendrick Do you remember that famous speech Buffalo Bills coach Marv Levy gave the team before their first Super Bowl in 1991? “Where else would you rather be than right here right now?” That is how I feel whenever I’m in the woods in early May hunting turkeys. Here is an example of why. It was the second week of last year’s New York’s spring turkey season and I was set up on the edge of a giant hay lot. I had heard one single distant gobble off the roost at the first glimmer of light, so I placed my hen decoy in the field and buried in at the base of a big maple tree just inside the wood line from the field edge and waited for sunrise. I could hear at least a dozen different songbirds singing, but no more turkey gobbles. I soon began to second guess whether I even heard the first gobble. The morning was struggling to brighten the landscape and a low fog hung over the field due to overnight rain. Through the haze I could just make out what looked like a whiskey barrel in the middle of the field. As I stared at the barrel, I could see it was moving. I dug out my mini-binoculars, wiped the fog off the lenses and took a look. The barrel was a big gobbler in full strut… and my pulse rate doubled. By the looks of his full fan this was a longbeard for sure, but at 350 yards he was too far out to get a good look at his beard even with binos. An adult wild turkey (two-years or older) when in strut has all his tail feathers perfectly even in length and his fan will look completely symmetrical. On the other hand, when a jake gobbler (born last spring) is in full strut, the tail feathers on his fan are uneven, with the middle two or three feathers longer than the rest. This bird had what all turkey hunters hope to see, a nice even fan. This gobbler’s head was a patriotic red, white and blue and he was pirouetting around two hens feeding in the hay lot. This big dude was doing his best to impress the hens, but they were more concerned with eating the tender new shoots of grass popping up in the field. I yelped to the turkey but he did not gobble or even lift his head…why should he? He already had a couple of girlfriends and wasn’t leaving the real thing to go check out some floozy whose voice he did not recognize. After twenty minutes of trying every

call in my turkey vest, and trust me that’s a lot of calls, I had received no reaction other than an occasional courtesy gobble. I was ready to throw in the towel when a thundering gobble bellowed from my left and another longbeard stepped into the field. The original gobbler I had been calling to suddenly got very interested. He popped out of strut and moved quickly across the field to confront the intruder who had entered his domain. The trespasser saw him coming and moved out to accept the challenge, hoping to run the old boy off and move in on his chicks. The two turkeys met about 100 yards in front of me and I could now see that both sported huge beards dragging to the ground. The two heavyweights circled and sized each other up for a few seconds then jumped into the air and threw punches. Just like a rooster in a cock fight, a male turkey has spurs on the back of his legs and when they fight they try and strike their opponent with those spurs. The speed with which these twenty-pound birds could jump and kick their feet at each other was amazing and I couldn’t tell how many blows were landing. The two big boys went at it for five minutes with neither giving ground. Meanwhile, the two hens just kept feeding along, oblivious that the two gobblers were fighting over them. Suddenly the interloper must have taken a haymaker because he staggered for a second then turned and ran away as the other longbeard chased him back to where he came from. The proud warrior returned to his ladies likely thinking that they would now be impressed, but the two hens barely lifted their heads off the sweet new grasses, feeding like they knew they would soon be on a nest. He went back into full strut again and continued his quest to impress. He was going to convince one of them to fall in love if it took all day. It was a great show and I’d had a front row seat to this battle over hens and territory. I’m sure this type of confrontation goes on all the time in the spring woods, but rarely with human spectators. I felt lucky to have witnessed it firsthand. Even though I didn’t pull the trigger that morning, it was a successful day. For me the turkey woods in early May is the greatest place to spend a morning in all the outdoors. The sights, the sounds and even the smells renew my wintered spirit and I can’t wait to get out there each

This spring has been especially lousy weather-wise here in Western New York. My spirit is frozen solid and needs a huge dose of spring … STAT. If you are lucky enough to have a young turkey hunter (ages 12-15) to take out, you have already been in the woods as the youth season opened on the 21st and 22nd. If not, it is now prime time to get out and start scouting. When scouting, a visual of turkeys in an area is a good starting point; but knowing where they are roosting each night is the real key. Once a longbeard sets up in an area to roost he will, in most cases, roost in that same zone (give or take 100 yards) through the entire spring unless pressured too heavily by hunters or all the hens that drew him to that location in the first place move out. If you want to find out how many gobblers are in your hunting area, you need to get yourself to a good listening location and be there at the very first twinkle of dawn. This timing is critical…the very first glimmer of light and not a half hour later! That first twenty minutes of light is when a male turkey will gobble from his roosting tree hoping to attract any hens in the area. If there are adult gobblers in an area, they will gobble at least a few times each morning. This is your reference point to all the rest of the

hunting you will do in that spot. This type of scouting you don’t even need to get in the woods. When I scout I drive as close to locations as I can, and then just step out of my vehicle and listen. I will wait ten minutes, hopefully hear at least one gobbler and move on down the road trying to listen at as many of my hunting spots as possible in that key twenty minutes of gobbling time. After that first twenty minutes or so, most turkeys will fly down and gobble only sparingly in most cases. This scouting tactic is key, no matter where you hunt in North America. I have hunted spring turkeys in twelve states and one Canadian province and the first thing I do no matter where I’m hunting is get to high spot overlooking the ground I plan on hunting at first light and listen. This will tell you how many gobblers I have to work with in a given area. I then can adjust my hunting strategies from there. Well, I’ve burned up my word count already and we didn’t even touch on hunting tactics. When I get talking turkeys I am as longwinded as a whitehead talking about his health problems … I know I’m one of them. Next week I will reach out to a turkey hunter who actually knows what he is talking about and we will discuss hunting strategies.

Sweden celebrates new park lodge The Town of Sweden held a Grand Opening of the Sweden Town Park Lodge on April 14 with more than 150 people attending throughout the day. The Sweden Town Board recognized the Sweden Community Foundation for its role in securing a grant that provided the majority of funding for the Lodge and for the gift of $10,500 to pay for furnishings. Supervisor Kevin Johnson also thanked Senator Rob Ortt who helped the Town secure a second grant, former Supervisor Rob Carges, Assemblyman Steve Hawley (represented by Eileen Banker), County Legislators Mike Rockow and Mike Zale, Director of Monroe County Parks Larry

Brockport Central School District residents are invited to learn about the proposed 2018-19 budget during a public budget hearing on May 1 at 7 p.m. in the Fred W. Hill School cafeteria. The Brockport Central School District Board of Education unanimously adopted the proposed $80,248,343 budget during its April 10 meeting. The proposed budget projects an estimated 0.46 percent tax rate increase and was balanced utilizing $3,477,252 of fund balance and reserves. “Each year we spend time throughout the year planning, analyzing data and collaborating with stakeholders to develop a budget that meets the needs of our district,” said Superintendent of Schools Dr. Lesli C. Myers. “This year-round process allowed us to generate a budget that supports the district’s strategic plan and emphasizes innovation, effective teaching and highquality learning.” In addition to the 2018-19 proposed budget, two board trustee positions are on the ballot for May 15, 2018. The terms of Lisa Ireland, board president, and Michael

Guerrieri, board trustee, will expire on June 30, 2018. Three candidates will run for two seats. The Brockport PTSA is hosting a Meet the Board Candidates Night on May 7 at 7 p.m. in the A.D. Oliver Middle School LGI for residents to learn about the candidates. District residents will have the opportunity to vote on the proposed budget, board positions and a $1,305,400 bus purchase proposition on Tuesday, May 15 in the Technology and Training Center located at 40 Allen Street, Building 800. Hawley announces repaving of Lake Ontario State Parkway Section Assemblyman Steve Hawley (R,C,I-Batavia) delivered roughly 2,000 signatures to Governor Andrew Cuomo demanding the repaving of Lake Ontario State Parkway between Kendall and Hamlin. It will be announced by the Department of Transportation (DOT) that $5.2 million worth of road repairs will begin soon. Hawley calls it an investment to improve safety and the accessibility of this important roadway. “I am thrilled to announce that Lake Ontario State Parkway will be repaired by the Department of Transportation, and

it’s due to the wonderful people in my district who helped send a message that we need safe roads in our community,” said Hawley. “We sent thousands of signatures to the governor to get this accomplished. I am looking forward to a safer road in the near future.” The rough roadway caused significant issues with traffic and its continued maintenance is important to further support local tourism. At 44 years old, she pursued her life-long dream of becoming a nurse and began attending the Catherine McCauley School of Nursing in Batavia. She went on to earn her LPN. After her nursing career, she became Deputy Clerk for the Town of Gaines and eventually would become Town Clerk for many years before retiring. Ruth was a member of Gaines Congregational Church. Any person or corporate entity who has acquired an ownership interest in any parcel within the proposed benefit area as the result of the death of any person who previously held such ownership interest, as listed the current assessment roll by the Town Assessor, shall be entitled to vote in the same manner as such deceased person would have been entitled to vote upon presentation to the Assessor, at least ten (10) days prior to the special election, of legal proof of such ownership, either in the form of a Deed issued by the Executor or Administrator of the Estate of the deceased person and recorded in the Office of the Orleans County Clerk, or a copy of the Will of the deceased person which specifically demises such parcel to such person and proof of filing of the Will for probate with the Orleans County Surrogate’s Court. The Assessor shall provide a complete list of all such additions or changes to the list of eligible voters as shown on the current assessment roll to the election inspectors/ballot clerks before the opening of the polls, and the election inspectors/ballot clerks shall have no discretion to permit any other person not listed on the current assessment rolls (or any person listed on the current assessment rolls who no longer holds the interest so listed as a result of the additions or changes set forth in the Assessor’s list by the application of this Section) to vote in the special election.

Section 2: Said special election shall be held on April 25, 2018 at the Clarendon Town Hall, 16385 Church Street in said Town. The polls for such election shall be open continuously from 12:00 o’clock noon until 8:00 p.m. at which time the polls shall close. The vote upon the proposition hereinabove set forth shall be taken by ballot in the manner provided by law, including the following provisions. If more than one (1) person owns a parcel within the proposed district, each owner shall be entitled to vote, and, if any owner of such parcel is not already listed as an owner on the Town’s current assessment roll, upon presentation of adequate proof of ownership as of the date of filing of the Town’s current assessment roll (July 1, 2017) to the Assessor at least ten (10) days prior to the special election,. If any person, including a corporate entity, has an ownership interest in more than one (1) parcel within the proposed district, such person shall be entitled to only one (1) vote at the special election, regardless of the number of parcels owned. Corporate entities (including corporations, limited liability companies and formally organized partnerships) shall be entitled to one (1) vote at the special election, provided that the person seeking to vote on behalf of such corporate entity presents to the Assessor, at least ten (10) days prior to the special election, legal proof of the valid existence of such entity as of the date of filing of the Town’s current assessment roll (July 1, 2017) in the form of a Certificate of Good Standing issued to a corporation, a limited liability company or a limited partnership by the New York Secretary of State within thirty days prior to such submission, or, in the case of a general partnership, documentation deemed adequate in the sole discretion of the Assessor, upon the advice of the Town Special Counsel, of the legal existence of such partnership on such date, and, in the case of all corporate entities, a resolution of such corporate entity or other documentation establishing the right of said person to vote on its behalf. Any person(s), including a corporate entity, which has acquired a total ownership interest in any parcel within the proposed district since the filing of the current assessment roll by the Town Assessor, shall be entitled to vote as set forth herein provided that proof of such acquisition of ownership has been filed in the office of the Assessor at least ten (10) days prior to the special election. mission statement of “being a congregation that loves God, loves other and serves the world.” The congregation was always active in various missions in serving the community but after several meetings with area church leaders Pastor Nick decided to offer community meals. To complement the current meals being served on alternate Sundays of the month, First Presbyterian Church is now serving meals on the fourth Sunday of every month from 1 to 2:30 p.m. FPC calls it the “Loaf and Ladle.” It began in March and will continue throughout the year. The church volunteers and community provide a soup and bread lunch to anyone in the community who is in need. In addition to the lunch they also provide a beverage and dessert and some company to anyone in need. “If people need a meal we can prepare it. If people are hungry, let’s help them out,” said Reverend Nick. The first Loaf and Ladle served over 30 people and had over 12 volunteers. They look forward to this community meal program to grow in both people to serve as well as volunteers from the community. The next meal is provided on Sunday, April 29 from 1 to 2:30 at the First Presbyterian Church located at 35 State Street, Brockport. Opinion/Comments Brockport deputy mayor to retire When I was re-elected in 2016, I informed the mayor that I did not intend to serve out my term, mainly because by its end, I would be on the brink of my 90th birthday and did not want to live in a village with a nonagenarian trustee. I said that I would retire at her pleasure when a suitable replacement was available. I believe that condition has now been fulfilled by someone who will be a great asset to the board and the village. Therefore, I am reporting my intention to retire from the board, effective June 30, the end of my sixth year in office. I wish to thank the Brockport voters for having enabled me to serve them and I assure them that their Village Board and staff are providing them with the best possible service. It has been a great pleasure to have had the opportunity to work with them. They all meet the highest standards of competence. My colleagues on the board are, without exception, highly competent, honest, intelligent, hard-working, public servants, selflessly devoted to serving their constituents. They function very smoothly as a team and, I believe, are the best set of trustees in my experience in this village. Mayor Blackman has provided exemplary leadership, marked by transparency and collegiality. To mention only a few of her many accomplishments, her systematic approach to the establishment of the Village Court, her leadership of the SUNY municipalities in securing passage of the SUNY Impact Aid bill, her collaborative approach to the issue of trees on the canal bank in contrast to the litigious behavior on the east side, and her solution to the space problem in the old Village Hall illustrate leadership of the highest order. John LaPierre’s long service as a Wegman’s executive has stood him in good stead as a very resourceful and creative problem solver, especially through his diligence as liaison to the police and the DPW. Annie Crane has been outstanding in her sensible and thorough study and analysis of every aspect of Village business. Kathy Kristansen’s background as a math teacher has given her a grasp of the statistical side of our problems that has been very valuable. Also, her hard-nose approach to problems has been a very salutary check on the excessive optimism that we have sometimes been tempted to exhibit. We have been served by a truly outstanding village staff. Leslie Morelli’s experience as the longest-serving village clerk in the county has given her an expertise in providing administrative support for the Board that has

been invaluable. Her knowledge of the rules, laws and regulations governing village life in New York State has been an inestimable aid. We have all benefited from her wise counsel. She has also provided unfailingly-competent administration of office routines. Dan Hendricks has administered the financial side of the village with efficient competence and always has provided the Board with all the information it needs to meet its responsibilities in a timely manner. His ingenuity in consistently producing budgets that comply with the tax cap has been a great help. Erica Linden has given cheerful tech support and help writing and administering grants and much else in her role as deputy clerk/treasurer. Debbie Herzog’s quiet competence and efficiency in handling payroll and water department matters and in backing up the other members of the office staff have marked her service. All of the department heads and their staffs have provided exemplary service to the village. Dan Varrenti transformed the police department into a highly-professional organization with high morale and prepared Mark Cuzzupoli to provide the leadership needed to continue that tradition. David Miller did a similar job in professionalizing the Code Enforcement operation. By seeking compliance rather than punishment and working with property owners to rectify code violations, he has achieved very impressive results. His systematic survey of village properties is another example of his professionalism. Harry Donahue’s DPW department has provided first class service to the village. Everything they do is absolutely top grade. One example is the way they refurbished the new Village Hall, but many other of their projects could be cited. Besides the board and the staff, the village is also well served by its boards. The Museum Board, Historic Preservation Board, Parks Committee, Tree Board, Planning Board, Zoning Board of Appeals, Canalfront Management Committee, Low Bridge High Water committee all work efficiently and serve the taxpayers of the village honestly and competently. In short, I believe that the residents of this village have every reason to be grateful for its government and I am very proud to have been a part of it. Wants answer from Congressman Collins Perhaps, Mr. Beardslee (in Opinion letter, Suburban News West Edition and Hamlin-Clarkson Herald, April 14, 2018) is not aware that Congressman Collins and his republican coterie refused to vote to prevent suspected terrorists on the no fly list from obtaining military style assault weapons and that Congressman Collins and his republican clan overturned measures to prevent people with severe mental impairment from obtaining military style assault weapons. I also support the Second Amendment, but the question for Congressman Collins is why he supports legislation, that in the words of Ron Beardslee, “no sane adult would support?” Thanks
