The future of ambulance services in Hilton and Parma

The village of Hilton and northern Parma will be losing access to rapid advance life support ambulance services at the end of this year according to Hilton Fire District. HFD has had an ambulance on standby for call in the village since 1936. The Hilton Fire Department was the first fire department in Monroe County to sponsor a volunteer ambulance service more than 80 years ago. The department suspended the volunteer ambulance and moved to an ambulance company that was stationed right at the Fire Department 24 hours a day, seven days a week beginning in 2017. The fate of the residents having a housed local rapid response ambulance will be decided in the next few weeks by the Village.
CHS Mobile Ambulance has been renting space to house an ambulance at the Hilton Fire District to be in immediate response range to answer calls for Hilton and north Parma residents. CHS is a local nonprofit mobile healthcare organization. In order for them to continue providing a rapid response, advanced life support dedicated ambulance 24/7 they are requiring a contract from the district to cover their operating expenses. Recently, a proposal was made requesting to create a village tax district to fund the community’s dedicated ALS ambulance like what is already being done in south Parma in conjunction with Ogden and Spencerport. A proposal was presented to the Village Board Trustees (see graphic) that would cost $457,132 annually. This would include keeping a dedicated ambulance 24/7 at the Fire Hall for rapid response times for life/death calls, an insurance deductible discount, Lift Assistance services, community event ambulance standby services, blood pressure services, CPR training, and other community services. The contract would cost the average homeowner less than $6 a month for these life saving services according to
John Lemcke. The Hilton Village Trustees voted to not create this tax district but utilize the services of regional ambulance services from Monroe Ambulance. (See the statement issued by the Village on this page.)
“Immediate response saves lives,” said John Lemcke. He has worked in the Hilton Fire District for 47 years and has been Fire District Commissioner since 1995. In his nearly 50 years of experience, he has seen critical calls have life saving outcomes thanks to having an ambulance that arrives on scene in two minutes. “Allergic reactions, cardiac arrest, strokes are all emergencies that require immediate response, or it can be a matter of life or death,” said Lemcke. He recalls cases just in the past month where it took Monroe Ambulance 25 minutes to come to a call in the village in cases when the village ambulance was out on a call. According to Hilton FD Ambulance Utilization logs there have been 1,228 calls since the start of the year, an average of 136 calls per month, and the majority of those calls have been in district. “For less than six dollars a month per household we can keep an ambulance in our community to respond to these lifesaving calls in minutes,” said Lemcke.
The Hilton Fire District is encouraging residents to come to their information meeting to learn more about the fate of emergency medical services in their community. “We want the best for our residents, and we are doing our best to provide that,” exclaimed Lemcke.
The information meeting on this impending cancellation of the local ambulance service is Wednesday, October 26, 7 p.m., at the Hilton Fire Department, 120 Old Hojack Lane. The Fire Department is asking residents to attend this critical meeting to learn more about this before the finalization of the vote by the Village Board on November 1.

The Village of Hilton is having an informational meeting about the continuation of ambulance service at Quest Elementary, 225 West Avenue, on October 24, 2022, at 6 p.m. Both Village and Town officials will be present to answer questions. We encourage you to attend.
There has been a lot of misinformation circulating about this issue, so here are the facts:
Fact: Hilton does not have a community ambulance, nor do we have a volunteer ambulance. The Fire Department abolished the Hilton Volunteer Ambulance in 2018 and arranged CHS to be the provider.
Fact: EMS/ambulance services do not fall in the Fire Department’s jurisdiction – it is the Town and Village. The Fire Department should have turned it over to the Village/Town when they abolished their services.
Fact: Monroe Ambulance, the proposed company, is the largest provider in our area. The Village will monitor their performance monthly.
Fact: On average, our ambulance service receives 1 to 3 calls in the Village/ Town every day.
Fact: CHS wants the Village and Town to fund their current deficit (approx. $250,000).
Fact: If the Town and Village agreed to a tax district, CHS would receive up to $800,000 per year from the tax district plus the amount that they bill the taxpayer for the ambulance service.
Fact: CHS has declared they will leave Hilton on December 31, 2022, if the tax district/subsidy is not approved.
Fact: It is too late to setup a tax district for 2023, the deadline was mid-October. CHS and the Hilton-Parma Fire District did not approach the Village Board until August 2022 with their proposal. This timeframe was simply not long enough for the Village Board to act because of the required advertising window and the need to hold at least one public hearing.
Fact: Monroe will sign a contract with the Village with no subsidy (no tax district). The only payment would be from billing the individual and their insurance company for the ambulance service.
Fact: Monroe Ambulance was the Hilton-Parma Fire Volunteer Ambulance’s ALS resource for years before HPFD disbanded in 2018.
Fact: The Hilton-Parma Fire District is creating panic in the community that is unnecessary.
Fact: The Village must adhere to our procurement policy and go out to bid/ proposal to make sure we are getting the best service and cost for our residents.

Brockport HS Drama Club presents Into the Woods

James Lapine and Stephen Sondheim take everyone’s favorite storybook characters and bring them together for a timeless, yet relevant, piece and a rare modern classic in Into the Woods. The story follows a baker and his wife, who wish to have a
child; Cinderella, who wishes to attend the King’s Festival; and Jack, who wishes his cow would give milk. When the baker and his wife learn that they cannot have a child because of a Witch’s curse, the two set off on a journey to break the curse. Everyone’s wish is granted, but the consequences of their actions return to haunt them with disastrous results.

Christmas Angels Project planned in Kendall
The teachers and staff at Kendall Elementary School and Junior Senior High School are preparing for the annual Christmas Angels Project. In cooperation with the Kendall Community Food Cupboard, Kendall teachers and staff will be providing gifts to families in need of support within the Kendall community this holiday season. Adults will pick names from the Christmas ornament tree in November and then
provide a child’s Christmas wish. Each year, the wishes include clothes, shoes, toys, and many other items. Traditionally, Kendall teachers and staff provide gifts to approximately 60 children.

RPO performing free community concerts
The Rochester Philharmonic Orchestra is bringing its Around the Town Concert Series to Churchville and Hilton this month. This series began in 1991
with the mission of providing wider access to live, orchestral music to diverse audiences who may not attend concerts at the Eastman Theatre. These concerts have not only enabled concertgoers to experience the joy of listening to symphonic music, but have also brought neighborhoods together.
The RPO performs Wednesday, October 26, at Churchville-Chili High School and Thursday, October 27, at Hilton High School auditorium. Both concerts being at 7:30 p.m. and are free and open to the public.
Hilton High School senior Luke Pisani, violinist, will be performing with the RPO for both concerts. In March, Luke participated in the Young Artist Auditions, an annual competition sponsored by the Rochester Philharmonic League, and won the Grand Prize – the opportunity to perform in concert with the RPO.

Check Out Hunger campaign underway at area Wegmans
The annual Check Out Hunger campaign has returned once again to Rochester-area Wegmans stores. The fundraiser provides critical assistance for Foodlink, the regional food bank and public health organization committed to ending hunger and building healthier communities. The point-ofsale campaign allows Wegmans shoppers to donate a few dollars – or simply round up their grocery bill – while checking out at 21 local stores.
This year’s campaign runs through November 26. Shoppers contributed $685,000 toward last year’s campaign.
“Foodlink is incredibly grateful to have the support of Wegmans and its shoppers as the holiday season approaches,” said Julia Tedesco, President & CEO. “Check Out Hunger is an easy way for Rochester-area residents to support our mission of ending hunger and building healthier communities.”
Donations help fund many of Foodlink’s food-related programs and support its food-banking operations across its 10-county service area.
According to Feeding America, more than 11% of people are food insecure in Foodlink’s service area, which means nearly 140,000 residents of Foodlink’s service area have uncertain or limited access to enough healthy food.

Joan (Rosecrants) Pereyra, Brockport High School Class of 1960, has died peacefully after a long illness, surrounded by family in California. She was predeceased by her parents, William J. Rosecrants, Jr. and Ruth Arlene (Pask) Rosecrants, and by her brother Stephen W. Rosecrants. She is survived by her loving husband, Herb E. Pereyra; sister Mary K. Rosecrants; four sons: Jack (Jennifer) MacDonough; Tom (Susan) MacDonough; Mark (Wendy) MacDonough, and Bryan (Danny) Pereyra; seven grandchildren, and extended family. Friends and family remember Joan’s enthusiasm and thoughtfulness.
As a teenager, one of Joan’s first jobs was helping to design the window displays for J.C.Penney’s in Medina, NY. After high school, she attended Iowa State University before moving to California with her first husband. There, she became a homemaker and a floral designer with Bloomster’s, in San Jose, and met Herb. She and Herb later joined a community choir, celebrating a love for music first nurtured in the children’s choir at First Presbyterian Church of Brockport and Triple Trio at BHS. She was an avid gardener, traveler, and treasured time spent with family and friends.
According to her wishes, there will be no memorial service; a family-only celebration of life will be held at a later date. In lieu of flowers, donations in her memory may be made to Doctors Without Borders.

Born in Toronto, Ontario on May 13, 1926, to Ernest and Eva Hobson, she became a US Citizen on May 9, 1989. Ann retired from Chili Plastics in 2000 after 30 years as both a machine operator and Quality Control Inspector.

Hilton, NY: Passed away on Tuesday, October 11, 2022, at the age of 83. Gail went to be with the Lord after a life well-lived. Dementia never stole her flair, humor, or grace. She tried to make a positive impression no matter where or when, always wearing one of her many stylish hats. She’d take time to say hello to a stranger, marvel at a baby, and tell jokes to her friends. Gail loved all animals, cats and horses were her favorites.
In younger days, Gail’s childhood home was Inlet, NY in the Adirondacks. She enjoyed playing golf and loved horse racing.
Gail graduated Syracuse University with a Master of Education and taught primarily second grade in Hilton. The hundreds of children who came to her classroom over the years touched her heart. Gail loved teaching; each day in Mrs. Muir’s room started with the kids’ singing songs while she played her piano. She also loved to put on class plays that her students would perform on stage for their parents.
Family was everything to Gail, she was a generous person who loved giving gifts which she would wrap up in fancy embellished packages. She always brought a Wegmans white cake to the party and flowers for all the girls.
Predeceased by her parents Madge and Pascal Gilson, brother James Miller, and father of her children Richard B. Muir.
She is survived by her children Donna LaFontaine (Don Hranowsky), Jennifer Muir Smith, John (Pamela) Muir, Richard B. Muir II, grandchildren Adam (Jessica) Werner, Ryan (Amanda) Werner, William Smith, Tiffany (Jonathan) Featherston, Abigail and Catherine Muir, Grace, Ella, Lily and Avan Muir, 4 great grandchildren, sister-in-law Catherine Miller, many nieces, and nephews.

Board of Assessment Review Opening
Due to another opening, the Town of Hamlin is seeking applicants for an open position on the Board of Assessment Review. Some knowledge of property valuation in the Town is preferable, but not required. The person would be required to be available on the fourth Tuesday in May each year, and additional days on assessment years. This would be a 5-year term. Applications shall be delivered to the Town Clerk’s office, located at 1658 Lake Rd., Hamlin, NY 14464 no later than 4 PM on November 14, 2022.
Brockport BOE presents John Milner with James C. Fallon Distinguished Service Award
John (Jack) Milner, a long-time educator and former A.D. Oliver Middle School Principal, was presented with the James C. Fallon Distinguished Service Award during the October 18 Brockport Board of Education (BOE) meeting.
Mr. Milner spent time in the Holley, ChurchvilleChili, and Brockport Central School Districts for 33 years before retiring in 1999. He was hired by Brockport Central Schools in 1986 and served as the principal of Oliver Middle School from 1987 until 1999. Mr. Milner was nominated by John DeBaun, who described Mr. Milner as continuously thinking of creating betterment for children, serving on numerous school district committees to help achieve this.
The James C. Fallon Distinguished Service Award was established and presented to Mr. Fallon in honor of his many years of faithful service to the district. Brockport’s BOE may present this award annually to a district student, employee, or community member who demonstrates the following characteristics: confident, expert-level knowledge in a given field; wisdom, leading to effective judgement based in transparency and empathy; a commitment to the principles of servant leadership and individual empowerment; rigorous accountability to themselves and to the community and humbleness.
There were numerous accomplishments throughout Mr. Milner’s life, including both his time at Brockport Schools and his time as a Brockport community member, which led to his nomination and award. •Mr. Milner coordinated the Oliver Middle School renovation and continues to provide tours of the school during class reunions.
•He helped co-found Westside Challenger Baseball and Westside Challenger Tennis.
•Mr. Milner served as Sweden Town Supervisor, during which time he formed the Brockport Fire District.
•He is a charter member of the Sweden Community Foundation Board, of which he was president from 2005 to 2018 and has served as vice president since 2018.
•Mr. Milner served as President of the Monroe County Public School Athletic Association from 1992 to 1996 and was named President again in 2002, which he served until he stepped down in 2021.
•He served as the BOCES Administrative Representative for Middle School Education with the State Education Department from 1995 to 1999.
Mr. Milner has expert-level knowledge in the field of education. He began his career in 1966 as a Physical Education Teacher and coach in Holley Central School District. He was named Section V Class AA basketball coach of the year in 1976 and received the New York State Athletic Administrators Association Chapter Award in 1996.
Mr. Milner’s name has been added to the James C. Fallon Distinguished Service Award plaque and is displayed in Brockport’s Board of Education Room in the District Office. Roundabout News
On Sunday, October 16, members of the Brockport Rotary planted more than a dozen donated native plants in the roundabout on Route 19 and East and West Avenues. These plants, including Hello Yellow Butterfly Weed, Blue Creeping Phlox, Geranium Rozanne, and Snow Flurry, will each bring color to the circle at different times in the next growing season. They needed to be at this time so that they could begin to establish a root system to be ready to grow in the spring. The planting was easier thanks to weeding job previously done by the Brockport Lions Club.
Canal Clean-up
The last Rotary-sponsored Canal Clean-up is scheduled for October 27. Those interested in helping the Rotary clean up the area between the Main Street and Park Avenue bridges, are asked to meet at 5 p.m. at the Brockport Welcome Center, 11 Water Street. Gloves, trash bags, and bottled water will be provided for volunteers.
Playing for Peanuts coming soon
Looking to the future, the Rotary plans to hold “Playing for Peanuts,” an evening of playing games and socializing as a fundraiser for the Ecumenical Food Shelf. The admission to the evening will be a bag of non-perishable food or a monetary donation. More details about this event will be coming soon.
Seymour the Book Dragon comes to the Brockport Rotary In the October 9 issue of Westside News, Seymour Library and Jen Silmser announced two new preschool literacy programs. On October 19, Ms. Silmser presented details of the two programs to the Brockport Rotary Club. The Rotary plans to work with Seymour Library to publicize these literacy stepping stones to underserved populations, and to be guest readers for the library.

Brockport’s On the Canals Excursions wrap for 2022
Brockport officially wrapped up its second year of offering kayaking and biking excursions along the Erie Canal, thanks to the financial support from NYPA and their “On the Canals” program, which has drawn residents and visitors alike to experience the recreational benefits of the Erie Canal and the Erie Canalway Trail.
This year, during weekends in August and September, the Village of Brockport offered free guided kayaking and biking tours from its Welcome Center and adaptive kayak dock. The offerings were enriched by a partnership with Rochester Accessible Adventures and the Erie Canal Boat Company of Fairport, which provided adaptive kayaks and bicycles. Most of the participants came from other communities, including Webster, Scottsville, Rochester, Holley, Brighton, and Buffalo. Participants not only enjoyed the tour, but many stayed on to explore the village, shop, and dine in downtown establishments. In all, Brockport hosted 201 kayakers and 47 cyclists. Marleen Cain was the tour organizer and also served as a tour leader along with Garrett Roe, Coby Albone, and Mathea Linden.
Following the conclusion of the summer On the Canals Excursions, the village loaned its kayaks to SUNY Brockport for a staff event, and its bikes to Brockport Smiles for a team-building day.
The Kayak launch is removed for the winter months when the canal is drained. Removal should happen in early November, weather dependent.
The Village of Brockport looks forward to offering some exciting winter activities with On the Canals Excursions in early 2023.

Oak Orchard Health unveils new Mobile Dental Unit for students
Oak Orchard Health (OOH) has cut the ribbon on its new Mobile Dental Unit. This state-of-the-art vehicle will provide dental care to students in the Albion, Medina, Holley, Kendall, and Lyndonville School Districts. The Mobile Dental Unit has two treatment rooms where students will receive comprehensive dental care. They can also get x-rays. OOH will be resuming services within the next few weeks, starting with the Albion School District.

New baseball field at Cornell University to be named in honor of Brockport native
A new baseball field at Cornell University will be called Booth Field, honoring Brockport native Richard L. “Rich” Booth for his leadership and generosity over the years – much of it anonymous.
A 1982 graduate of the university, Booth was a pitcher during his playing days. In the four decades since his graduation, Booth has been a major benefactor to Cornell’s athletic department. He endowed the head baseball coaching position, served on the Board of Trustees from 2008 through 2016, led a task force on athletics and financial aid, and served on several board committees. He has also been a member of the Athletics Advisory Council since 2005 and recently joined a new Campaign Committee for Student and Campus Life and Athletics.
“Being a Cornell baseball player was probably one of the most formative experiences of my life,” Booth
told the Cornell Chronicle. “I’ve always wanted to support Cornell baseball and Cornell athletics in general. I had a wonderful time at Cornell, and I want others to have the same experience I had, or better.”
Booth Field is expected to be completed in time for the start of the 2023 baseball season.
Booth’s quiet philanthropy has been felt in the Brockport community as well. In November 2002, he came forward as the anonymous donor of the Sweden Clarkson Community Center building and grounds.
Booth purchased the former Golden Heights property, undertook renovations, and allowed Sweden to be a tenant for a year. He then presented the Town of Sweden with the deed for the Community Center building free and clear. Booth’s donation totaled nearly $3 million.
Booth’s father, Richard Sr., who lives in Canandaigua, told Westside News at the time that his son “is just one of the most generous people I know and he gives these gifts without expecting, or wanting, any fanfare.”
Booth retired as managing director of HBK Investments in 2021. He lives with his wife, Roxanne, in Charlottesville, Virginia. They have three children – J.T., Morgan, and Rachel.
“Roxanne and I have both felt very lucky to have had the experiences we’ve had and we value the opportunity to stay involved,” he told the Cornell Chronicle. “We’ve always believed that giving our time and money to make opportunities available for the next generation was important.”

No civil actions shall be maintained against the Town or Town Superintendent of Highways, nor other employees or offices thereof acting in such capacity, for damages or injuries to person or property sustained by reason of any highway, bridge, street, sidewalk, crosswalk or culvert being defective, out of repair, unsafe, dangerous, or obstructed unless written notice of such defective, unsafe, dangerous, or obstructed condition of such highway, bridge, street, sidewalk, crosswalk or culvert was actually given to the town Clerk or Town superintendent of Highways and there was a failure or neglect within a reasonable time after the giving of such notice to repair or remove the defect, danger, or obstruction complained of. No such action shall be maintained for damages or injuries to person or property sustained solely in consequence of the existence of snow or ice upon any highway bridge, street, sidewalk, crosswalk or culvert, unless written notice thereof, specifying the particular place, was actually given to the Town Clerk or Town Superintendent of Highways and there was failure or neglect to cause such snow or ice to be removed, or to make the place otherwise reasonably safe within a reasonable time after the receipt of such notice.
SECTION 2. The written notice hereunder shall contain at least the following information: A. Name and mailing address of person giving notice; B. A precise statement as to the nature and extent of any defective, unsafe, dangerous or obstructed condition or the existence of snow or ice upon any highway, bridge, street, sidewalk, crosswalk or culvert within the Town of Clarendon; C. The approximate date that such condition first became known to the person giving notice; D. The exact location of such condition, giving wherever possible reference to a street address or addresses, utility pole numbers or such other geographic references as will aid the Town I properly locating such condition. SECTION 3. The Town Superintendent of Highways shall transmit in writing to the Town Clerk within five days after the receipt thereof all written notices received pursuant to this Local Law and Subdivision 2 of Section 65-1 of the town law. The Town Clerk shall cause all written notices received pursuant to this Local Law and Subdivision 2 of Section 65-a of the Town Law, to be presented to the Town Board within five days of the receipt thereof or at the next succeeding Town Board Meeting, whichever shall be sooner. SECTION 4. The Town Clerk shall keep a separate indexed record by location of all notices received pursuant to Town law, Section 65-a, Subdivision 4. SECTION 5.It is the intent of the Clarendon Town Board, pursuant to the Municipal Home Rule Law of the State of New York, to supersede such portions of Section 65-a of the Town Law of the State of New York. This Local Law shall supersede in its application NYS Town Law Section 65-a, Section 1, 2 and 3. SECTION 6. All sealed bids must be received and filed with the Secretary of the Brockport Fire District, PO Box 131, 38 Market Street, Brockport NY 14420 prior to the bid opening date and time set forth below, at which time said bids and offers will be publicly opened and read.

Monroe and Vicinity Biennial features region’s artists
Western New York is rich with talented, adventurous artists, who employ a variety of styles and media. In the 2022 edition of the Monroe and Vicinity Biennial, SUNY Brockport celebrates four artists from this region: Jappie King-Black (Brockport), Aaron Delehanty (Spencerport), Heather Layton (Rochester), and Mary Taylor (Rochester). The show will run from October 25 through November 20. The gallery is located at 180 Holley Street, Brockport, and the exhibit is free and open to the public. Gallery hours for this exhibition are Monday through Friday, noon to 5 p.m., and Sunday, 1 to 4 p.m. An opening reception will take place on Tuesday, October 25, at 4 p.m.
About her work, King-Black has this to say: “The sources of ritual art in so-called ‘primitive’ cultures have always interested me. Some of my work is about storytelling, legends, and mythology… I collect vine and bark, harvesting it all year, to use in my sculptures and installations. Like most artists, the concepts behind my work are personal. However, I expect my work to speak about nature, metamorphosis, time, loss, and the handmade object. My work has changed and evolved over many years. I primarily use fibers and mixed media to make things. When you look at my portfolio you should see recurring threads.
Like King-Black, Delehanty’s work is an exploration of the interaction between the natural world and mankind. He is the staff artist at the Rochester Museum and Science Center in Rochester, where he builds dioramas, makes hyper realistic replications of artifacts, paints murals, and creates all kinds of convincingly realistic landforms for the museum’s exhibits. You can also see his work at the Field Museum in Chicago. He has exhibited widely and his work has been featured in New American Paintings and TEDx Flour City.
Taylor’s art is also steeped in nature. Her parents were ornithologists; she gleaned her love of birds and nature from them. “From interior natural

images to exterior sculptures, all of my works are based on unique and intricate patterns of realistic animation that capture a timeless strength of spirit and intensity of aliveness,” Taylor said.
Layton is a multidisciplinary artist and educator with a creative practice that weaves making, teaching and citizen diplomacy. Her paintings and installations, often inspired by current sociopolitical events, have been exhibited nationally and globally. She is a senior lecturer of art at the University of Rochester, where she teaches painting, mixed media, and performance art.

DANCE/Hartwell includes graduate and undergraduate choreography
The Department of Dance at SUNY Brockport presents performances of DANCE/Hartwell on Thursday, October 27, through Saturday, October 29, at the Hartwell Dance Theater in Hartwell Hall on the Brockport campus. Co-Artistic directors and faculty members, Kaley Pruitt and Emma Scholl, have curated a program of innovative work by up-and-coming choreographers within the undergraduate and graduate programs. This year’s DANCE/Hartwell features works from an array of student voices from within the dance department, where themes of togetherness and communal joy are the common threads weaving through the evening’s works. In particular, undergraduates Emma Holynski and Georgia Merritt have worked collaboratively to present a duet that conjures both nostalgia and presence at the same time. Their work, “the sound,” explores the closeness and distance of friendships as we age, while artfully crafting gestural movement themes. Also on the program is “Dance ‘til Dawn,” choreographed by Ayla Haik. This piece transports the audience

The dance suspends our sense of reality by blending theatrical vignettes with energetic, full-body movement. Additionally, choreography by Kalli Jhané Donald, Rachel Greene, Carly Lenzi, Becca Pickering, Katrina Trueworthy, and Anna White will also be showcased in the concert.
