Local municipal electrics vital part of power restoration following wind storm by Kristina Gabalski It’s said that when the going gets tough, the tough get going. That was certainly the case recently when the area was pummeled by a violent wind storm March 8, leaving tens of thousands without power. Local Municipal Electric Utility Association of New York State (MEUA) municipalities not only restored power to their own villages, their linemen also helped to restore power to RG&E customers around Monroe County. Churchville Mayor Nancy Steedman is the current president of MEUA. “The recent 81 mile per hour winds caused tremendous damage to our community and surrounding areas,” she says. “This windstorm on March 8 brought the need for mutual aid to RG&E by the MEUA.” Village municipal electric companies from Bath, Bergen, Castile, Churchville, Endicott, Fairport, Frankfort, Greene, Groton, Hamilton, Mohawk, Penn Yan, Solvay, Spencerport and Watkins Glen were ready to offer mutual aid assistance to the RG&E storm restoration process, Mayor Steedman says. “Locally, the MEUA systems of the Villages of Bergen, Churchville, Fairport, Holley and Spencerport joined with an additional 35 villages throughout NYS as their Mutual Aid plan was implemented for this storm,” she adds. Owen McIntee, Electric Superintendent of the Village of Spencerport and Tom Santillo, Village of Fairport Electric, coordinated and led linemen for the mutual aid starting Friday, March 10 through Wednesday, March 15, Mayor Steedman says. “There were 45 linemen who worked with RG&E to restore power throughout Monroe County,” she explains. “MEUA linemen repaired a primary circuit feeding East Rochester and Perinton that restored power to 2,000 RG&E customers. Their repairs to restore power continued until completed.” Mayor Steedman says she and the entire Churchville Village Board are very proud of the efforts of these linemen. “The Village of Churchville linemen, Churchville DPW crew and office staff had Churchville village customers restored within 24 hours along with clearing the streets of fallen tree debris and responding to phone calls. We were then ready to help others. They are all to be commended. “The continuation of the restoration of power to the Rochester area by Church-
ville Municipal Electric linemen along with linemen from across NYS is to be admired,” she continues. “Power was restored quickly, safely and without injury. The MEUA Mutual Aid plan was deployed when needed and worked efficiently. This was definitely a proud example of multiple local governments working together for the good of residents. It makes me proud to be a part of the Village of Churchville and the MEUA.” Bergen Mayor Anna Marie Barclay says there were no outages in the Village of Bergen during the violent storm. “(Our) crew removed downed trees from roadways, and removed branches from overhead wires,” she says. “The Village Board and residents are extremely proud of the upgrades and maintenance - tree pruning, etc. - to our system by our linemen. This enabled the homes and businesses within our system to remain up and running, and enabled our crew to provide mutual aid for other communities in need.” The Bergen crew spent nine hours in Churchville providing mutual aid to their system, and four hours in Spencerport providing mutual aid, Mayor Barclay says. “The next four days were spent in Rochester for mutual aid with RG&E. Nick Booher and Matt Sluburski worked 79 hours, Joe Chimino worked 82.5. In all situations the village bucket truck was in use. Our crew was very complimentary of all those they worked with, and of the support they received from everyone during the storm event and restoration time,” she says. In Spencerport, Mayor Gary Penders says he and the village board are very proud of their village and villages throughout the state. “With associations like the MEUA, Mutual Aid plans are developed and efficiently deployed when the need calls,” he says. Mayor Penders said Spencerport Municipal Electric Superintendent Owen McIntee, who is also MEUA’s Mutual Aid Coordinator, and the New York Power Authority contacted the MEUA to activate the newly adopted Private/Public Mutual Aid Protocol Agreement which, “activated the MEUA Mutual Aid response process with RG&E. RG&E welcomed the offer,” Mayor Penders said. He adds that from Sunday, March 12 through Wednesday, March 15, MEUA crews worked in the Village of Pittsford, Henrietta, the City of Rochester, Brighton, East Irondequoit, Webster and the Durand Eastman Park area restoring power to RG&E customers.

24-209 Uses prohibited in all districts F. (1) It shall be unlawful to permanently keep or harbor more than three dogs which are more than four months of age within the confines of any lot within the Village of Hilton, unless the property owner or resident complies with the provisions of Subsection (2) of this section. (2) A property owner or resident may apply for a special permit to retain more than three dogs on his/her premises. (a) A separate application shall be made for each dog in excess of three on any given premises at any given time, shall specifically identify each dog and shall be specific to each dog. (b) Said application shall be made to the Zoning Board of Appeals (ZBA), which shall review applications on a case-bycase basis. (c) The ZBA shall consider the effect on the character of the neighborhood in the event additional dogs are permitted to remain on the property owner’s or resident’s premises. (d) A property owner or resident applying for a special permit must have had no violations of Chapter 9 of the Parma Town Code during the 12 months prior to the application. (e) In the event a permit is granted by the ZBA, the permit shall be specific to the dog identified in the application and will terminate: (i) Upon the death or removal from the property owner’s or resident’s premises of any dog for whom the permit was issued; (ii) Upon the death or relocation from the premises (even if to a location within the Village of Hilton) of any property owner to whom the permit was issued; (iii) Five years following the date the permit was issued. (f) The permit may be revoked by the ZBA in the event that the property owner is convicted of two violations of Chapter 9 of the Parma Town Code within any twelve-month period; or if any dog owned by the property owner or resident is determined to be a dangerous dog pursuant to Chapter 9 of the Town of Parma Code or the New York State Agriculture and Markets Law; or for good cause, as determined by the Zoning Board of Appeals, based upon the health, safety and best interests of the neighborhood and community.

Spencerport School Board searches for candidates The Spencerport Board of Education will have three seats up for election this year. The three-year terms, currently held by Jody Gillette, David Gibbardo and Kate Czarnecki, will begin on July 1 and end on June 30, 2020. The primary duties of the board are to develop the broader, long-range goals and policies, which determine the basic framework for the educational programs, services and facilities to be offered to the youth of the community. Interested candidates are encouraged to contact the Spencerport Board Clerk’s Office to obtain a packet of information, which includes all the petition requirements, deadlines, etc., by calling 349-5101 or by stopping in at the District Clerk’s office, 71 Lyell Avenue, Spencerport. Opinion Support education to value the whole child In October 2014, the four of us, veteran teachers with more than 90 years of combined experience, filed a federal lawsuit against the New York State Department of Education and Commissioner Elia. Our challenge was brought on the grounds that a “gag-order� teachers signed when scoring the 2013 and 2014 NYS ELA exams was a prior-restraint infringement upon our First Amendment rights to free speech. The lawsuit was settled this past December, when U.S. Magistrate Judge Christian Hummel approved an agreement that said the New York State Department of Education cannot take action against educators who discuss publicly released exam questions. Yet, while the state claims transparency due to the fact that they now release exam questions by June 1 of each year, tests are still weighted around multiple-choice questions that are only partially released - and only after approval by SED. Furthermore, SED continues to use these exams to underscore a political narrative by withholding results until the middle of summer, despite the fact that they are scored in May. Since the implementation of the Common Core, the grades 3 through 8 tests have been a tool to paint public education in a negative light. Currently, 60 to 70 percent of students fail these exams, yet miraculously, high school Regents passing rates are much higher. This inconsistency is a clear indication that the validity and reliability of the 3 through 8 tests must be scrutinized. The 3 through 8 Math and ELA tests are a weapon of choice for those out to privatize public education. The correlation between passing rates on the exams and the socioeconomic status of a community is so strong that every stakeholder should demand full transparency. We question exams shrouded in secrecy that are used to narrow curriculum through a damaging overemphasis on math and literacy; that deny students the rich, handson education experience they deserve; and whose results are used to perpetuate the myth of the “failing public school� by shaming and blaming communities that have a disproportionate number of students living in poverty. As veteran educators, we believe in an education grounded in research-based practices that value the whole child. If you want to trim down your body fat, start with your pantry. The pantry can often house some of the unhealthiest choices in your kitchen. Get rid of the sugary and starchy non nutritional items like cookies, chips, cereals and breads … yes, even those 100 calories packs. Remember whole foods are the best for your health and waist line. Now is the time to think “farmers market” for fun and healthy shopping. Lucky for us in Monroe County we have an abundance of farmers markets and farmer stands to shop from. Pump up your play list If you are still listening to music from December, do some spring cleaning and get some fresh new music to help keep you motivated during your workout. Research shows that music not only distracts you from the physical challenges of exercise but also helps you work harder. Finding music that uplifts your energy and helps get you in the zone can be a great benefit. Sign up for an event No better way to keep yourself motivated and accountable than committing to some type of an event. Committing to a charity walk, 5k, mud run or obstacle course can really help you have an event to look forward to. This will help keep you motivated to condition and train. Am I?” documentary viewing and discussion The Churchville-Chili Central School District will host a community presentation of “I’m Not Racist … Am I?” The community is invited to view and discuss the documentary on March 30 at 6 p.m. at the Churchville-Chili Performing Arts Center (C-C PAC). “I’m Not Racist ... Am I?” is a feature documentary about how the next generation is identifying racism and embracing diversity. The film follows 12 teenagers from New York City who come together for one

Greece Town Supervisor Bill Reilich, members of the Greece Town Board and representatives from the UR Medicine Home Care program participated in a nationwide March for Meals campaign which is a part of the Meals on Wheels Program. Additionally, Supervisor Reilich kicked off a Town Challenge, encouraging other towns in Monroe County to participate in this great cause. Establish during the 1970’s, the Meals on Wheels program has grown to become one the largest volunteer based programs in the country. Every day, millions of meals are delivered across the country to senior citizens who are unable cook for themselves. Locally, the Rochester Meals on Wheels organization a has a total of 2,000 volunteers delivering meals to 800 local senior citizens. Every March, the Meals on Wheels program kicks off a month long campaign to help encourage local organizations to get in-
