Ribbon Cutting Ceremony for New Greece Kids Canyon Playground Supervisor Bill Reilich announced the opening of the new Greece Kids Canyon Playground at the Greece Town Hall Campus at a ribbon cutting ceremony held on July 5, 2017. This new ADA compliant 11,000 square foot playground will be a fun environment for kids both in the Town of Greece and in surrounding communities. State funding for the project, secured by Senator Joseph Robach, accounted for 70% of the total project cost. The remaining costs came from the Recreation Trust Fund, which is a restricted fund
that can only be used for Parks and Recreational expenditures. The new playground far exceeds minimum ADA standards by including surfacing that will accommodate wheelchairs and walkers. This is the very first playground in the area which features a ‘linked play’ layout, meaning the playground equipment is connected for optimum use and play. It is the first and only Rocks & Ropes Playground in New York State, and continued on page 8

with over 160,000 pounds of precast concrete, it is one of the largest nature-themed playgrounds in the country. Also included in this new playground is an ‘expression swing’, which allows adults and children to swing together. The new Greece Kids Canyon Playground will also be the
first playground in our region to use BIBA, which is interactive technology of augmented reality, imagination-driven playground games for parents to play with their children. The BIBA app is available on both iTunes and Google Play and is free to download. St. Lawrence Seaway Flood Relief and Recovery Grant Program Homeowner Recovery Fund Application Available Supervisor Bill Reilich announced that the Lake Ontario – St. Lawrence Seaway Flood Relief and Recovery Grant Program Homeowner Recovery Fund Application is now available. On Thursday, July 6, 2017, Governor Cuomo came to town and signed the legislation that will help provide financial reimbursement to residents and businesses along the water front who have incurred damages due to the high water levels. Description: This bill would establish the Lake OntarioSt. Lawrence Seaway Flood Relief and Recovery Grant Program, for small business, farms, owners of multiple dwellings, owners of residences, neighborhood associations, not-for-profit corporations and municipalities, to receive grants for damage as a result of flooding. It covers Lake Ontario, the St. Lawrence River, Seneca Lake, the Seneca Rivers, the Oswego River, the Oneida River, Oneida Lake and Cross Lake. Small businesses, farms, owners of multiple dwellings, HOAs and not-for-profit organizations ($15M total) (Administered by the NYS Urban Development Corporation). Up to $20k per multiple dwelling grant. Up to $50k per grant for small biz, farms, HOAs and not-for-profits. Owners of residences ($15M total) (Administered by the Affordable Housing Corporation). Owners of non-primary residences shall only be eligible with respect to the non-primary residence if the owner has a qualified gross inform of no greater than $275,000 for the 2016 taxable year. Up to 50k per grant. Counties, cities, towns, villages and special districts ($15M total) (Administered by the Housing Trust Fund Corporation). Up to 1M per grant for flood-related repairs and restoration. Up to 500k per grant for flood mitigation. The bill would establish a grant program for municipalities and special districts in Chautauqua, Cattaraugus and Allegany Counties from direct physical flood related damages as a result of a severe storm and flooding that occurred on July 14-15, 2015.Not less than $6.8M. This bill
would establish a grant program for municipalities and special districts in Monroe County from direct physical storm related damages as a result of a severe storm that occurred on March 8-9, 2017. Not more than 2M. This bill would establish a program authorizing a taxpayer who has incurred severe damage to his/her primary residence to subtract from his/her Federal AGI, distributions from an eligible retirement plan. Justification: This past spring has seen numerous incidents of serious flooding in upstate New York along Lake Ontario, the St. Lawrence River, Seneca Lake, the Seneca River, the Oswego River, the Oneida River, Oneida Lake and Cross Lake. This bill would establish a grant program to promote recovery from such natural disaster, by allowing much needed financial resources to flow to small businesses, farms, owners of multiple dwellings, owners of residences, not-for-profit corporations and municipalities from the empire state development corporation. Modeled after a highly successful program implemented after the state-wide flooding in the wake of the Irene and Lee Storms of 2011, this program is hoped to equally provide the important relief to these devastated New Yorkers, who have seen serious flooding damage over the last few months. Supervisor Reilich wrote letters to the Governor on behalf of all waterfront residents supporting him to sign this legislation, and would like to thank all Greece residents who reached out to the Governor’s office urging him to sign the legislation. The Lake Ontario – St. Lawrence Seaway Flood Relief and Recovery Grant Program Homeowner Recovery Fund Application is available on the Town of Greece Website under the “News” section. Supervisor Reilich would like to encourage all Greece residents who have been affected by the flooding to submit their paperwork as soon as possible. Provided Information
National Flood Insurance Program Award Greece Town Supervisor Bill Reilich was joined by Town Board Members Mike Barry, Brett Granville, Andrew Conlon, and Diana Christodaro to receive a plaque recognizing the Town of Greece’s participation in the National Flood Insurance Program Community Rating System. The Town of Greece is the only local municipality in Monroe County that participates in the National Flood Insurance Community Rating System Program (CRS), which is a voluntary incentive program managed by the insurance industry and recognized by FEMA. In 2014, Greece’s participation in the CRS program provided Greece residents within the FEMA Special Flood Hazard Area with a 10% discount on their flood insurance policies due to the Class 8 rating held by the Town of Greece. The Town of Greece was officially acknowledged at this year’s annual meeting of the New York State Floodplain and Stormwater Managers Association for advancing the
Town’s status in the Community Rating System to Class 7, which is currently the highest rating in New York State. At the CRS’s Annual User Group Meeting, the Regional Insurance Systems Organization Auditor recognized Greece’s program as the best in New York State, the Northeast, and among the best in the entire Country. He went on to tell the group that Greece will definitely receive the Class 6 rating at next year’s meeting. This will put the Town of Greece at what will then be the new highest rating in the State of New York, making the Town the only municipality in the entire State with a Class 6 rating, and providing residents with a 20% discount on their flood insurance. “I was honored to receive a plaque from the U.S. Department of Homeland Security acknowledging Greece’s impressive status in the National Flood Insurance Program Community Rating System,” Reilich said. Fifty-five years ago when Gerald Phelan first became a Greece Police Officer the headquarters of the Greece Police looked very different. Headquarters were located in the basement of the Greece Town Hall at 2505 Ridge Road West. There were a total of 24 police officers. In the early 1970s the headquarters moved to the former Waste Water Treatment Plant on Island Cottage Road. Forty years later, the department out grew the space and building conditions were deteriorating. In May 2017, the Greece Police Department moved their headquarters to their first ever brand new state of the art facility. The 30,000 sq. ft. new headquarters is located at the Greece Town Hall Campus, 6 Vince Tofany Blvd., Greece. At the ribbon cutting ceremony held on May 16, 2017 it was revealed that the new police headquarters was named in honor of the former Greece Police Chief Gerald D. Phelan who served the Greece Community as Chief of Police for nearly 20 years. Gerald Phelan grew up in the post-war era as a young boy from the 19th Ward of Rochester. He had a dream to follow in the footsteps of his uncles and someday be a police officer. Even in his wildest dreams he never once thought he would have a $9 million dollar state-of-the-art Police Headquarters named after him. Phelan graduated from The Aquinas Institute High School in 1954 and went to work in the construction field. In March of 1961 Gerald attended a St. Patrick’s Day Party held by the Ladies Auxiliary. At the party he met his wife Kathryn. Kathryn, who is originally from Buffalo, was a Nun who was on temporary leave from the Convent to help her family after her Mom passed away. She never returned to the Convent. She married Gerald Phelan in June of 1962 and they began to build their legacy together. The year 1962 was life changing for Phelan. Not only did he marry his true love, but he also took the Civil Service Test which opened the door to begin his life-long career in law enforcement. Kathy and Gerald began their life together in Greece and Phelan started as a rookie cop in the Greece Police Department in 1962 serving under Chief Gerald Paul. Phelan worked as a patrolman for 5 years. In 1967 he was promoted to sergeant. While he was a sergeant he began college under the Safe Street Act of 1968 which was legislation signed into law by President Lyndon B. Johnson. He began his college education at MCC and graduated from Brockport College with a Criminal Justice Degree. In 1975 Phelan was promoted to the Chief of Police for the Greece Police Department where he would serve for nearly 20 years. When he took the reins of the Greece Police Department the town and the department were rapidly growing. At this point in his career Chief Phelan was already a father of three; his first son Sean, daughter Colleen and youngest son Patrick. During Phelan’s 34 years working at the Greece Police he was part of many moments in the history of the Greece Police Department. He served during the Riots of 1964 where 26 people were killed and several police officers injured. There were over 1000 arrests. He recalls this event in history vividly. It was a very hot sum-
mer. Simmering racial tensions were mounting nationally and locally, housing and employment were suffering. Riots, looting and fires broke out in the city of Rochester. Greece, among several other police agencies, had to help restore order by securing the borders of the city and enforce strict curfews. When Phelan was a Sergeant in 1971 he began the PAL program (Police Athletic League). His goal in starting this youth athletic program was to keep kids in play grounds to help keep them from going to prisons. It began as a boxing program bringing police officers and children together to teach boxing, develop sportsmanship and most importantly foster good relations between kids and police officers. The program is still going strong today, 46 years later, as a softball and bowling program. Phelan continues his involvement in this program and enjoys attending the year-end picnic where he helps cook and pass out trophies to the children. In 1974 Phelan also began another youth program called the ‘Store Front Cops.’ This program for which he obtained one of the largest federal grants issued in Monroe County, was designed to work with kids to prevent juvenile delinquency. It helped at risk youth and provided them support through social workers, psychologists, school faculty and the police with the goal of helping direct them on a path away from criminal behavior. Phelan had a soft heart for at risk children. He saw that the circumstances in their upbringing could often lead them down the wrong path. Whether it was lacking resources, parenting or support he felt strongly that “no child is born evil.” Phelan continued on page 20

New Artistic Director for the Greece Theatre Company by Barbara Burke
This past spring Janine Mercandetti was named the new Artistic Director of the Greece Theatre Company, a newly formed division of the Greece Performing Arts Society. “When Eric Vaughn Johnson was named the new President of the Greece Performing Arts Society he reached out to me with a request to breathe new life into the existing GPAS program in Greece. I am very excited about the challenge and to stand on the shoulders of the artistic directors that came before me. I am looking to bring a new face and edgier work to the organization,” Mercandetti says. Janine Mercandetti grew up in upstate New York. She started dancing at the age of three years old. From that time on she was bitten by the performance bug and a flame was ignited. She continually participated in plays and musicals during grade, middle, high school and college. At the age of 15 Janine was given a full scholarship to study Classical Voice at The Eastman School of Music. She attended DePaul University’s The Theatre School and graduated with a BFA Acting with honors. For over ten years she worked as an actress in New York City, Chicago and Los Angeles. About seven years ago Mercandetti decided to return to Rochester and make it her permanent home. “I had achieved some successes, but I wanted to live closer to family. I was looking for a stable life. I spent many years of working and not
working and wanted to find some stability in my life,” she says. Since her return to the Rochester area she has worked extensively with the Blackfriars Theatre, JCC, Downstairs Cabaret Theatre and many other local theatre groups. This Fall Mercandetti will be kicking off Greece Theatre Company’s inaugural production by directing the regional premiere of Disney’s The Hunchback of Notre Dame at the Lyric Theatre, 440 East Avenue in Downtown Rochester. The Lyric Theatre is an architectural marvel with superior acoustics that is over 100 years old. It started life as the First Church of Christ. It was one of George Eastman’s major inspirations for the Eastman Theater as confirmed by its near identical Palladium ceiling and the fact that they also share the same red clay-tile roofs and four massive columns. It seats 900 people in the main theater. The Fall production of Disney’s The Hunchback of Notre Dame showcases the music of Alan Menken with lyrics by Stephen Schwartz and is based on the Victor Hugo novel with upgrades from the new book by Peter Parnell. This production features new songs by Menken and Schwartz. It is Hugo’s epic story of love, acceptance and what it means to be a hero. “This is the area premier of this new theatre version of the classic story. program goal was created to intercept and support and let the child know I care about you.” Phelan’s other career milestones include hiring Greece’s first African American police officer in 1975, and the first female police officer in 1976. Another notable accomplishment with the Greece Police was the creation of their Precinct System. Due to the size of the town, growing population and increase in officers, Chief Gerald Phelan began the Precincts in 1977 to better serve the community. During his career as Greece Chief of Police he also served as the President of the NYS Association of Chiefs of Police and the NYS Representative on the Board of the International Association of Chiefs of Police. When asked about his most meaningful career memory, he said, “Swearing in my son as a Patrolman. That was my greatest achievement and the biggest thrill of my career.” Patrick was 4 years old when his Dad became Chief of Police. Patrick saw first-hand the good and bad of a life in law enforcement. He grew up seeing the demands the job not only put on his Dad but also his Mom and family. When Patrick was sworn in as an officer he was given his father’s number 24. Patrick became the 4th generation of police officers in his family in the span of almost 100 years. Patrick Phelan continued following his father’s career path at the Greece Police and is the current Chief of Police. His father proudly was able to come back and participate in all of his son’s achievements and promotions throughout his career. Gerald realizes how unusual it is for a son to be in the same department as his father and especially how incredibly rare it is for them both to have served as Chief for the same agency. As Gerald reflected back on his life long career at the Greece Police he said, “I owe everything to the Department, they were the most wonderful agency to work for. The police department doesn’t owe me anything. I owe them everything. Working for Greece Police were the proudest years of my life.” At the ribbon cutting ceremony for the new headquarters, Gerald arrived as a guest and had absolutely no idea the building was being dedicated in his name. “The Town did a great job hiding the scribing until the official dedication ceremony. When Supervisor Reilich presented me the photo rendering
and dedication I was at a loss for words. I was shocked. It was the most tremendous honor and I was full of gratitude,” Gerald Phelan said. Later that day, after the ceremony, he drove back over to see his name scribed on the building. “It was surreal. I had trouble comprehending it.” Gerald feels great respect to the Town of Greece, the Town Board and especially Supervisor Reilich. The new headquarters was a huge step forward and so needed. Today his son runs the department with 105 officers and over a 150 employees, including the civilian positions. The town has nearly quadrupled and is now nearly 100,000 in population. Gerald expects to see more growth in Greece and in the Police Department. He recognizes that there is more land to develop in the North West region of Greece and anticipates that maybe even someday there could be a 3rd Precinct in the Town’s future. Gerald recently celebrated his 55th wedding anniversary with his devoted wife Kathy. He keeps the ticket to the party where he met her 56 years ago in his wallet today. The couple still resides in Greece and their family consists of their 3 children and 5 grandchildren. In the evening, Gerald enjoys walking the town streets. Often on his walks he sees officers patrolling and doing their job to keep the community safe. It makes him proud but also continues to provide a reminder to him of the privilege he had to serve the town. “It’s not a right, but it was a privilege to serve this town. Every day I say a prayer of gratitude for my family and for being allowed the opportunity to serve this town,” Phelan said.

The Erie Canal’s 200th Anniversary by Karen Fien
Dave Ruch, a performer and teaching artist from Buffalo was interviewed and performed for CBS Sunday Morning correspondent Richard Schlesinger at the Spencerport Depot and Canal Museum, located along the Erie Canal in the Village of Spencerport. The performance and interview are part of a story CBS News Sunday Morning aired on the 200th Anniversary of the Erie Canal construction. Dave shared his music and stories of the Erie Canal with Richard during the interview. He played his guitar, jaw harp, bones and spoons and sang “Low Bridge, Everybody Down” known by most people as “The Erie Canal Song.” Originally written in the 20th Century by Thomas S. Allen, the song is a wistful look at the old days along the Erie Canal during 19th Century. It is not a song that was sung while the canal was being built. RAPA Family Theatre’s 2017-18 Season RAPA Family Theatre, a professional troupe of adult and select youth actors, brings theatre and literature to life for children and their families. The first show of the season is the hit Broadway musical, A Year with Frog and Toad. Based off the classic books, Frog and Toad will be on stage for three weeks from September 30-October 15, 2017 directed by Eric Vaughn Johnson. Directed by Adele Fico, the story follows a gingerbread cookie, which promptly leaps out of the oven and takes young Sally on a merry adventure to see travelling players perform in a nearby town. Set sail to Treasure Island from April 28-May 6, 2018 concluding the 2017-18 Family Theatre season, directed by Marge Mattioli. Jim Hawkins sets his course for adventure to find secret treasure! Additionally, this summer, Rumpelstiltskin will be performed from July 8-August 6, 2017. Starring Rochester favorites, Marge Mattioli and Billy DeMetsenare, and directed by Johnson. Community organizations (including schools) can now book performances throughout the week. All performances are approximately one hour in length plus a short intermission. And as always, children can “Meet the Cast” after each performance, with photo opportunities, autographs, and special moments. This year, RAPA Family Theatre will be developing a Sensory Friendly Performance program specifically geared towards audience members with autism and special needs. MAD (Music, Art, and Drama) Camp at Messiah Lutheran Church
Looking for something different for your kids this summer where they will have fun and learn some great things? Messiah Lutheran Church’s MAD Camp is coming August 14-18, 2017 with an exciting program based on the story of The Good Samaritan. This fun-filled week will include music, drama, art, games and snacks. MAD Camp concludes with a performance Friday evening, August 18, 2017 put on by the children. All children who have completed preschool through 6th grade are welcome. Camp is held at the church, 4301 Mt. Read Blvd. at the corner of English Rd. in Greece, from 9:00 am to 12:00 pm.
