From the office of The Supervisor, Bill Reilich Heading into this holiday season, Town Hall has been hard at work in many different areas. The third annual holiday tree lighting ceremony and a family holiday party was a great success bringing together families from across our town to part take in the great holiday tradition. A special visit from Santa along with a performance by the Greece Arcadia Middle School Choir and Greece Performing Arts Society rounded out the evening perfectly with holiday music. Last month the Town Board unanimously approved the 2017 Budget. Since first taking office I made a commitment to the residents of our Town that I would not raise taxes nor draw from the Town’s fund balance to short cut any budget gaps. This year’s budget is the product of many months of tough decision making and diligent spending practices. That is why I am pleased to announce that for the fourth straight year the town tax rate will remain flat while continuing to provide enhanced quality of life amenities. This accomplishment could not have been done without the diligent work of our town’s department heads and the

employees throughout Town Hall. The future for the Town of Greece is bright and I will continue my pledge to our taxpayers and the businesses and families that call Greece home that I will take this Great town and make it better. As the weather turns colder, we will again be converting our pickle ball court into an ice skating rink that is free for all Greece residents to enjoy. Families can change into their skates at our enclosed booth. For more information on the status of the Ice Rink please check in on the Town of Greece web page under Community and Senior Center. I always look forward to seeing families spending quality time at our Greece Town Hall Campus. Lastly, I would like to wish all of our residents and their families a safe and happy holiday season and a healthy New Year. On November 2, 2016, Federal and State officials joined together for a ground breaking ceremony at Eastman Business Park marking the beginning of the Red-Rochester Boiler Conversion Project. The 90 million dollar investment will fully retire existing coal-fired operations in Eastman Business Park by replacing it with new efficient, clean-burning natural gas fired boilers. 2017 Glimpses of Greece Wall Calendars Wall calendars celebrating the beauty of the Town of Greece and the creativity of its residents are available at both branches of the Greece Public Library on a first-come, firstserved basis (one per family, please). Images featured in the calendar were submitted to the Greece Public Library’s 2nd annual Glimpses of Greece Photography Contest held in August 2016. Contest judges were local photographers Robert Bilsky and Jamie Montanus, and Greece Town Supervisor Bill Reilich. The Friends of the Greece Public Library sponsored the contest, including the printing of the calendar and photography workshops at the library. “With 17 municipal parks and 8 miles of Lake Ontario shoreline, the Town of Greece has something for every resident whether you want to walk, bike, canoe, play on a playground, host a family gathering, play sports or cool off in our Wild Over Water Zone Splash Park,” said Supervisor Reilich. “I would like to thank library staff and the Friends of the Greece Public Library for their coordination and sponsorship of this contest celebrating our great town,” he continued. Enhancing Winter Health With Essential Oils

Winter can be a difficult season on your health, both physically and emotionally. The days are shorter, less sunlight, reduced outdoor activity and flu and viruses are more prevalent. There are some basics that we can do to help maintain our mind and body health. Eating healthy, avoiding processed foods, eating more fruits, vegetable and lean protein, drinking plenty of water and staying active with regular exercise can help immensely. Getting adequate sleep and reducing stress can also help your immune system. However, when you are doing all these things and begin to feel run down you might want to consider a little extra support through the proper and safe use of essential natural oils. Essential Oils have properties than can help strengthen your immune system, physical well being, help restore emotional balance and reduce stress. Essential oils are extracted directly from the bark, flower fruit, leaf, seed or root of a plant or tree. Just one drop can provide powerful health benefits. Typically the oils are created through the process of distillation, which separates the oil and water based compounds by steaming. Essential oils should be extremely concentrated and have a strong aroma. By concentrating the oils you are separating the most powerful healing compounds of a plant in single oil. The oils then can be used in a variety of ways to provide healthful benefits.

With proper education they can be safely used topically, aromatically, ingested and in personal care products. I spoke with a local essential oil expert, Linda Andreano owner of Planet Botanica, on some tips on how to use essential oils to help maintain health. Linda’s top picks for essential oils are: Peppermint- Provides anti-inflammatory properties, pain relief, relief to muscle aches, headaches and sinus pressure. It can also help with mild snoring. Not only is it beneficial to the respiratory system but also it can also aid with digestion and can improve concentration and mental clarity. Some studies have cited that Peppermint can even improve exercise performance. Turning Hunger Into Hope by Tami Raco

Every ten seconds a child dies from hunger related disease. Half of all deaths of children under the age of five years are related to malnourishment. Lakeshore Community Church has been a Feed My Starving Children Mobile Unit for the past five years. This year they reached an incredible milestone, packing their millionth meal. Feed My Starving Children is a non-profit Christian organization committed to feeding hungry children around the world. The approach is simple, children and adult volunteers hand-pack meals specifically formulated for malnourished children. The meals are then shipped to 70 poverty stricken countries around the world. FMSC was founded in 1987 as a Christian nonprofit organization through the efforts of Minnesota businessman, Richard Proudfit. Proudfit felt the calling to help feed starving children after a humanitarian visit to Honduras. The program has grown to the Feed My Starving Children Mobilepack. The FMSC Mobilepack allows churches and organizations to pack nutritious sustainable meals and provide the financial contributions necessary to cover all of the expenses to provide these meals. Ken and Sandy Oemcke have been the event leaders of the FMSC Mobilepack since it began at Lakeshore Community Church. In 2005 Sandy was introduced to the FMSC organization while living in Minnesota. She became involved and learned about the organization and how it is making a significant global impact by feeding impoverished children. In 2008 when the Oemckes returned back to the area, they brought their passion for this charity to their church in Greece, Lakeshore Community Church. After careful consideration of the financial commitment and manpower required to participate in this humanitarian effort, Pastor Vince DiPaola decided it was time to call upon the church and local community to embrace this mission effort. Lakeshore Community Church was the very first to bring Feed My Starving Children to the Rochester area. In 2012 the church committed to a $44,000 contribution

to FMSC, they accepted the financial responsibility as well as the man power responsibility to be a host site of the FMSC Mobilepack. This involves a commitment of at least 500 volunteers and packing of a minimum of 1000 meals. Each year, for the past five years, a weekend has been dedicated to this event. The entire operation runs like a well-oiled machine. The truck is unloaded on a Friday afternoon and by Saturday evening, there are over 200,000 meals packed. A semi-trailer arrives at Lakeshore Community Church filled with everything needed to assemble the meals. The Manna Pack Rice meals are individual meals that provide an excellent source of protein, carbohydrates and key nutrients specifically designed for malnourished children. The truck brings bins of rice, dehydrated vegetables, powdered vitamins and soy protein to be assembled in appropriate measurements in the food packs. The mobile unit also provides the bags, scales, sealers and boxes for the food packs. They are then packed and ready to be shipped to the third world countries where they are most needed. The meals are culturally acceptable by everyone over the age of one. “Man power to assemble meals is a huge part of the effort, but the biggest effort comes from raising the funds to cover this mission. For every volunteer that comes in to help pack the meals it costs the church $50.00,� said Ken Oemcke. Each year the church contributes $44,000.00 to FMSC in order to make this effort happen. In addition to the Making Waves program, some local schools and scout programs collect and fill M&M tubes with quarters to contribute to the FMSC efforts at Lake Shore. Each tube becomes a $15 donation and results in over $1,000 collected from the candy tubes alone. Ken and Sandy Oemcke, as well as Pastor Vince, have traveled on mission trips to Nicaragua. They helped cook for and feed the children who benefit from the FMSC meals that Lakeshore provides. The feeding stations they worked in were set up in garbage dumps where many of the impoverished families live in attempt to sustain themselves. They concur that the mission, “Was a bittersweet experience to see the children benefit from the nourishment, as it was also heartbreaking to see the conditions they live in.� This year Lakeshore Community Church celebrated packing their millionth meal. Over the past five years the church and local community have come together and have fed 2,795 children for an entire year. 2017 Greece Budget – No Tax Increases The Greece Town Board presented their 2017 budget which was adopted at the Town Board meeting on November 16, 2016. For the third straight year the town tax rate will remain flat. Greece Town Supervisor Bill Reilich made a commitment to the residents that he would not raise taxes, and he is delivering on that promise. Additionally, when he first arrived at Town Hall, the town’s annual operating budget was relying on its fund balance to balance the budget to the tune of over $5 Million. When Supervisor Reilich and his team realized this equation, he made a commitment not to draw on any fund balance in formulation of the town’s annual operating budget. “I have taken measures to ensure that the town would continue in a financially responsible manner while providing enhanced services to our taxpayers and residents of the town. I have also pledged not to raise taxes. Our 2017 budget continues to remain flat and we have delivered many enhanced quality of life amenities to our taxpayers. Our fund balances are healthy and our finances are in order,” Reilich said. The town’s property tax rate remains at just below $6.34 per $1,000 of property value. The town continues to assess property at full value as required by New York State, so a resident with a house valued at $100,000 will pay approximately $633.92 in property taxes. In addition to the many amenities offered in the town, resident’s tax bills pay for snow removal, road repair, police protection and our town

court system, the public library, our parks and recreational facilities and many other services that directly benefit the residents of the town throughout the year. Many enhancements have been completed or are “in process” in our parks. The new lodge at Braddock Bay Park was constructed and is now open for reservations. The first week it was opened we had over 40 reservations confirmed. And work is progressing at Braddock Bay where the barrier wall is nearly complete. Additionally, now that permits have been secured, the old docks at Braddock Bay Marina are already being removed and new docks are ordered and many will be available for boating season 2017. 2017 will also mark the opening of the new state-of-theart Town of Greece Police Precinct 1. The current location of precinct 1 was meant to be a temporary facility, unfortunately now at 40 years later they are still occupying the former sewage treatment plant. This new facility will allow for the continuation of excellent police work by our officers while allowing them space to utilize new technology. This is critical in the changing times we are living. The 2017 budget also includes provision to rehabilitate the lodge at Adeline Park, the construction of a large salt bar at the Department of Public Works, increases in allocations for infrastructure maintenance and improvement. Additionally, the budget will embrace new technologies in its Building and Fire inspection services that will reduce pacontinued on page 26

Todd Baxter of Ogden, grew up in the city of Rochester back in the 80’s. He followed in his father’s footsteps by enlisting in the US Army in 1983, shortly after graduation from Jefferson High School. He was stationed at Ft. Leavenworth Kansas and pursued his goal to become a Military Police officer. Todd’s deployment was to South Korea. Todd Baxter After three years of active duty Todd came home to start his civilian career and build his life with his high school sweetheart Mary. To Todd’s surprised he found his military skills were not as marketable as he had hoped. He began taking some college courses in Criminal Justice at Monroe Community College and took the Civil Service Test. A semester and half later he was hired by the Rochester Police Department. Baxter served for 22 years in the RPD. He was in the tactical unit for 19 years and became a SWAT Team Commanding Officer. He spent his final three years at RPD as an Administrative Aide to three of RPD’s Chiefs of Police. Todd left RPD looking forward to taking on a bigger challenge. During this time he also continued his military service with 19 years in the Military Reserves. In 2010 the Greece Police Department was facing a crisis and was in need of a strong Chief of Police to take over the department and renew trust among the Greece community. After 22 years in the RPD Todd felt he was up for the challenge, he loved policing, leadership and serving the community, this became the perfect opportunity to bring about change. Todd’s leadership and passion enabled him to help rebuild the integrity of the department. He hired many new officers, introduced effective policies and helped renew seasoned officers. During his police years Todd always held a soft spot in his heart for military veterans. He served as a member at the Greece American Legion and helped spearhead a project for the Veterans Court. The Veterans Court is a special court charged with hearing cases of minor offenses involving veterans of the militaries, particularly those with diagnosed service related illnesses. Todd helped implement the program to identify eligible veterans who may get arrested and streamline them to the Veterans Court. The process also helps Veterans get the appropriate treatment when necessary. After four years as Chief of Police in Greece, Todd toured the Richards House which is a home for homeless male veterans and is run by the Veterans Outreach Center. After his tour

GreeceNewsNY.com January 2017 25 of the facility Todd said, It pricked my heart.” He felt a calling to use his leadership skills and compassion by assisting veterans. Shortly after, Todd accepted a position at the Veterans Outreach Center as the Executive Director. The Veterans Outreach Center is the oldest non-profit veteran service center in the country. It began in 1973 as one of 20 centers started by the Federal Government to help assimilate veterans coming home from the Vietnam War. According to Baxter, “After about five years the government funding dried up and 19 of the 20 houses closed.” The Rochester location was the only one to remain open. In 1980 a house on South Avenue was donated to the veterans living in the original center. It then became a 501c3 non profit organization. “It started with a budget of zero dollars and zero paid employees,” Baxter said. Today it operates with a $4.5 million dollar budget, 50 employees, and serves over 1400 veterans annually between the Rochester and Buffalo locations. “The VOC is a one stop shop for veterans in turmoil with no restrictions,” Baxter said. The VOC runs the Richards House, the mens homeless shelter. They offer job training in almost 30 vocations. They provide job placement to over 400 veterans and have an in-house NYS Unemployment Representative. They provide mental health and wellness services including art therapy, yoga therapy and canine therapy. The center also has two Veterans Administration employees to assist with the processing of VA benefits. Todd has been leading the direction of the VOC since 2014 and is happy to soon be opening the doors to the first women’s home serving homeless female veterans. The goal is to have this home operational by the end of 2016. Recently Todd was presented with the W. Burton Richardson Jr. Human Service Worker of the Year Lifetime Achievement Award. He was chosen for this award for his exceptional commitment and efforts in helping those in need with in the community. Todd’s community service is extensive, he spends much of his free time, evenings and weekends, serving the community in countless ways. His contributions include service to the Salvation Army, Villa of Hope, Greece Chamber of Commerce, Rochester Rotary, Sergeant at Arms, church involvement with annual mission trips to third world countries, 5K fundraisers, public speaking and many other community events, totaling 75-100 outreach events per year. perwork and save time in the handling of inspections. “We continue to emphasize efficiency in our operations, and this budget will move us further along in embracing the latest proven technologies in how we work. We have had great success dealing with Zombie homes – the Town of Greece passed the most aggressive Zombie Property Home legislation which is being modeled throughout the state,” Reilich said. We have worked diligently to secure grants to assist in the many advances and amenities being offered to our residents. Just last month the town received an award of $175,000 to assist in its efforts toward Zombie Properties. We have also secured funding for a brand new fully accessible playground at Town Hall Campus. Over the last 3 years – Town Hall campus has seen many changes aimed at keeping our residents active and lessening the need to leave our great town in search of recreational opportunities. The new playground, which will replace the 20 year old playground which is not in tune with current safety standards, will be the newest addition which already includes our new spray park, town hall pavilion and pickle ball courts. Weather permitting, the pickle ball courts will once again be transformed into an outdoor ice skating rink. “The future for the Town of Greece is bright. I will continue my pledge to our taxpayers and the businesses and families that call Greece home that I will take this Great town and make it better,” said Reilich. Provided Information

Lavender can also be beneficial aromatically by mixing 8 drops with water and spraying, it can help relax and provide an anti anxiety affect to help maintain health. Exposure to the scent of lavender oils can even help curb the release of cortisol, a stress hormone that can trigger inflammation and premature aging. Some studies also suggest lavender can support in fighting insomnia. It has shown to also reduce headaches by rubbing a few drops into the temples. (Avoid contact with eyes) Linda strongly encourages people to educate themselves on the proper use of the oils before use, so they can benefit from them safely and effectively. Here are a few of her suggestions: •Always use in moderation. Injury can result if oils are overused. •Never put oils in tender areas such as eyes, ears or inside the nose. If irritation does occur use a neutral oil (like coconut or olive oil) to dilute the oil.Use a clean cloth with neutral oil to swipe oil away. •Avoid using oils neat (with out dilution) either internally or externally. High quality oils are high strength and should require dilution for safe use. •Seek advice from resources that specialize in the science of essential oils. •Be sure your using high quality oils which are tested for purity.
