Basic principles of building supervision.

General clause in its currently valid form: „Buildings must be constructed in such a way that fires and smoke are prevented from starting and spreading. In the event of a fire the construction of the building must also enable effective fire-fighting and fire-extinguishing prcedures and enable humans and animals to be rescued.“

Building Class 1 • free-standing building.. • bis zu 7 m Höup to 7 m high • Maximum of 1 housing unit (max. 400 m2). and • free-standing building used for agricultural forestry purposes

Building Class 2 • up to 7 m high. • maximum of two hosing unites (total of max. 400 m2).

Building Class 3 • other buildings. • up to 7 m high. • minimum of three housing units.

Building Class 4 • up to 13 m high

Building Class 5 • other buildings including unterground buildings.


Basic principles. Fire resistance class.

• Minimum preriod in minutes in which a component exposed to fire must not exceed a mean temperature rise of 140 K (max. 180 K in places) on the side not exposed to the fire. • Classes: 30 / 60 / 90 / 120 / 180 mins.

Temperature increase of 140 K Ambient temperature before the fire: 22 °C < 162 °C

• Minimum period in minutes in which a component exposed to fire must not exceed a mean temperature rise of 140K (max. 180 K in places) on the side not exposed to the fire. • Classes: 30 / 60 / 90 / 120 / 180 mins.

Fire resistance classes acc. to DIN 4102 are designated with abbreviations depending on the component: Examples of fire resistance classes: Walls, ceilings, supports F 30 / 60 / ... Fire walls F 90 / 120 / .. FS separations (doors, etc.) T 30 / 60 / .. Cable sealings S 30 / 60 / 90 / ... Installation ducts I 30 / 60 / 90 / ... Conduit entries R 30 / 60 / 90 / ...


Fire protection according to the criminal code.

• Inadequate fire protection is not covered under VOB or BGB, but is regarded as a deliberately concealed defect. • 30-year liability for concealed defects. • In the event of harm to persons (death) the laws of the StGB § 319 (violation of building regulations endangering public safety) and § 323a (full intoxication) apply in full.

§ 319 Violation of building regulations (1) Any person who, during the planning, management or execution of the construction of a building … violates the generally accepted rules of technology and in so doing endangers the body or life of another person shall be punished by being sentenced to a term of imprisonment of up to five years or by a fine. (2) Equally, any person shall be punished who, in the execution of his profession or trade, violates the generally accepted rules of technology during the planning, management or execution of a plan to install technical equipment in a building, or to change installed equipment of this kind, and as a result endangers the body or life of another person. (3) Any person who causes the danger by negligence shall be punished by being sentenced to a term of imprisonment of up to three years or by a fine. (4) Any person who, in the cases as per paras. 1 and 2, acts negligently and causes the danger by reason of his negligence, shall be punished by being sentenced to a term of imprisonment of up to two years or by a fine.

2. Seal with building materials (component thickness) which intumesce if a fire breaks out, max, annular gap width 15 mm 3. Sealing with wall manufacturer’s gypsum mortar in boarding thickness
