The annual Recycled Arts Festival is one of the largest public gatherings in Clark County, WA. As the Tribal Chairman, (serving 1977-present), Ron Allen is an elected leader whose responsibilities include protecting and advancing Tribal sovereignty and governmental authority and securing Tribal self-governance and self-reliance through active political engagement at the international, national, state and local levels of government. In these respective forums, Chairman Allen is a key advisor in helping to shape and address Administrative policy/regulatory decisions and Congressional legislation that supports Tribal Governmental authority and Treaty rights. Alisia Anderson is currently serving as Senior Director of Event Sales at T-Mobile Park. She began her tenure with the Mariners in 2014 and has brought notable events to the ballpark including Pearl Jam’s The Home Shows, Enchant Christmas, Topgolf Crush, Nitro Circus and many more. Prior to her relocation to Seattle, she worked at MGM Grand in Las Vegas for eight years, selling conventions and special events at the hotel. For the past twenty-one years, Michael E. Berry has been at the helm of the Kentucky Derby Festival – one of the nation’s largest and most notable civic celebrations. Mike oversees the planning and production of nearly seventy events on the Festival’s official schedule each year. With a staff of twenty-three and a seventy-five member Board of directors, Mike works tirelessly to orchestrate this award-winning celebration each year. The Derby Festival spans a two week timeframe in late April/early May and seeks to dazzle and delight spectators from Louisville and surrounding areas all on a budget of $7 million dollars. Beginning his career at Festival in 1986, Mike’s entire experience has been thirty-two years in the making and now is the longest serving President/CEO in the history of the organization. His earliest involvement with Derby Festival dates back to the 1980’s. As Administrative Assistant to Kentucky’s Governor, Berry also served as the Governor’s appointment to the Derby Festival Board from 1984 – 1986. Chief Dahl leads the Prevention Division as the Fire Marshal, which includes code enforcement, plans review, inspection, and acts as the City of Spokane Fire Code official. Lance is a 26 year veteran with the Spokane Fire Department; he was hired in 1995 and last served at station 16 as a firefighter and swift water rescue instructor and was promoted to Assistant Fire Marshal in 2018 and Fire Marshal in 2020. Lance completed his Master’s degree in Leadership with an Emphasis area in Disaster Preparedness and Executive Fire in 2017 from Grand Canyon University, a Bachelor of Arts in Outdoor Recreation from Eastern Washington University. He earned the “Fire Marshal” (FM) designation by the Center for Public Safety Excellence (CPSE) and The Commission on Professional Credentialing (CPC) in 2018. Peggy is the Executive Director of Valleyfest, the City of Spokane Valley’s premier event. Peggy started working on Valleyfest as a community volunteer 28 years ago; has led the expanding nonprofit since 1996. Valleyfest began a one day festival in 1990 and has grown into a three day fall festival; five years ago the July Cycle Celebration was added. This nonprofit has twenty six committees, over 200 volunteers, and partners with other community nonprofit to invite visitors to the City of Spokane Valley to shop, play and stay. Karen Hanan is a senior executive with 25+ years of success providing leadership and managerial direction to state and regional arts service and presenting organizations. She was appointed Executive Director of ArtsWA by Governor Jay Inslee in 2014. As the agency’s head, Karen’s role is to grow the organization’s capacity, services and potential for positively impacting the arts field, arts in education and the State. Previously, Karen was Executive Director of Arts Northwest, the regional service organization for performing arts organizations, arts presenters, artists, agents and associated organizations. During her tenure there, Karen was the driving force in re-positioning the non-profit for growth, artistic vitality, profitability and a commitment to mission. She achieved this through effective planning, vision, partnership building and operational savvy. Karen oversaw the doubling of the organization’s membership and its budget. Prior to her tenure with Arts Northwest, Karen was the founder and Executive Director of the Juan de Fuca Festival of the Arts. I am originally from the New York area but moved to Seattle in 1976 in order to attend school at the University of Washington. In 1980 I graduated from the UW with a BS in Environmental Studies. After graduation, I switched professions becoming a fitness instructor in 1982 and eventually an assistant manager for a Health Club .After 9 years in the fitness industry, I took the 1991 exam for entry into the Seattle Fire Department. Then in January, 1992 I became a Firefighter for the City of Seattle and subsequently moved into the Fire Marshal’s Office/Fire Prevention Division in 1995. In the Fire Prevention Division, I worked as an inspector specializing in Hazardous Materials use and storage permitting along with Hazardous Processes (i.e., cutting and welding, fueling, UST removals, etc.) until 1997. In 1997 I promoted to Lieutenant of the Hazardous Materials Section of the Fire Prevention Division. Then in 1998 the Fire Prevention Division expanded its “Special Events” section dealing with all items (tents, occupant loads, fireworks, etc.) associated with Fairs, Festivals, Trade Shows, Expos and other events. I applied for the open Lieutenant position in Special Events at that time. The position was offered to me in December of the same year. Beth has produced large-scale, special events for 30 years. She is currently producing the USA Games for Special Olympics, bringing 3000 athletes with intellectual disabilities to Seattle in the summer of 2018. The USA Games will showcase athlete abilities in 14 sports, bring awareness to health education, and promote a community-wide initiative of welcome and inclusion. Her career started with Seafair, Seattle’s largest summer festival, followed by multiple roles at Seattle’s premier arts, music and cultural non-profit organization, One Reel, before taking on the CEO role at the Boise River Festival. She later returned to Seattle, first back at One Reel, and then to Seafair where she served as President & CEO of the region-wide festival for ten years, along with its affiliated Foundation, managing scholarship and youth educational programs. Under Beth’s leadership at Seafair, she helped bring the Rock ‘n’ Roll Marathon to Seattle in 2009 while successfully navigating the Great Recession, resurrected the City’s Fourth of July fireworks show in 2013, produced the spectacular 2014 Seattle Seahawks Super Bowl Victory Parade, and most recently, the Seattle Sounder’s 2016 MLS Championship Cup March and Rally. Carol works on the Olympia Harbor Days Festival and Tugboat Races (OHD), a 3 day event that attracts over 55K to the waterfront of Olympia. She started with the festival in 2016.The well known, and well loved, Olympia festival covers 7 blocks, has 3 stages, 2 food areas, 3 docks hosting 30 to 40 tugboats and historic ships, multiple demonstration locations, and 200 arts & crafts, commercial and non-profit booth spaces and of course host the World’s Largest Vintage Tugboat Races annually. OHD is a non-profit event presented free to the community by the Olympia Kiwanis Club. Carol works on the festival alone, with volunteer help from members of the club. Carol is no stranger to organizing events. She was owner of Reunions Unlimited, a professional reunion planning company, and organized over 750 events in 20 years – 1995 - 2015. She started her working career in the fashion industry in NYC as a fashion buyer for Macy’s and merchandiser in women’s apparel in the late 70’s and 80’s. Thurston Economic Development Council George has had a thirty year career in community and economic development. He has worked with many communities and organizations in helping them determine and or develop what are their unique attributes to help them standout from the crowd. He is an admitted festival and event fanatic, attending more than 50 a year. He was the director of the National Lentil Festival 1990-1998. He co-created the Tumwater Artesian Brew Fest in 2013 and Cocreated the Bucoda Boo-Coda Spook-Tacular Festival in 2018. Sharp was the Rural Tourism Development Manager, Marketing Manager and Education and Training Coordinator for the Washington State Department of Commerce 1999-2010. He was the Executive Director of the Olympia-Lacey-Tumwater Visitor and Convention Bureau 2010-2015. He currently is the Rural Program Manager for the Thurston Economic Development Council. Bruce Skinner was one of a handful of people who started selling festival and event sponsorship in the mid-80’s, and is a highly regarded consultant to business and the special events industry with vast experience. He currently is the Executive Director of the Washington Festivals and Events Association, after serving as the Chief Revenue Officer for the College Football National Championship Game held in Phoenix in January of 2016.He is the author of the book, The Complete Guide to Selling Event Sponsorship, and is the founder or co-founder of five Rock n Roll marathons in Seattle, Portland, Phoenix, San Antonio and Nice, France.He served as the executive director of the Fiesta Bowl in Phoenix, Arizona, (1980-1990) and President of the International Festivals and Events Association (1990-2001). Since 2012, Chris has served as the City of Seattle’s Citywide Event Manager, Seattle Special Events Committee Chair, and Seattle Film + Special Events Program Manager. Since 2008, Chris has overseen and coordinated over 2,800 Special Event Permits, including NFL, MLS, and WNBA Championship Parades, and has overseen and coordinated over 4,000 film permits including major motion picture “50 Shades of Grey” and television series “Grey’s Anatomy.” Prior to his work with the City, Chris was an independent Seattle record label owner and artist manager during Seattle’s Grunge Years™ of 1989 to 1994, and a successful small business owner over his 13-year film career from 1994 to 2007. During his film production career, Chris led visual conception and design on feature film, independent film, corporate, and commercial film productions across the country, including Production Designer for four locally-made feature films and ten years of Seattle Mariners commercials. Chris is a member of the Washington State Film Leadership Council, UW Film Advisory Board, and Artist Trust EDGE Advisory Board. Hank Teran is the Fire Chief for the Bainbridge Island Fire Department for the last 13 years. Hank has over 40 years experience in the fire service. Prior to coming to Bainbridge Island, Hank worked for 29 years for the Long Beach Fire Department in Southern California. Hank has experience in the special events, festival and movie studio industry both as a fire inspector and fire marshal. Hank has inspected numerous special events, trade shows, conferences, concerts and festivals ranging from a few hundred to over 200,000 attendees. Responsibilities included the Long Beach Arena and Convention Center, 1984 Olympics, and Long Beach Grand Prix. Hank graduated from California University of Long Beach with his B.S. Degree and obtained his Master Degree from the University of Washington. In the late ’80s and early ’90s, 3on3 basketball tournaments hardly existed outside of the Midwest United States. The idea of Spokane Hoopfest was born from two separate groups: one group with members from the Midwest who wanted to see the continuance of the 3on3 ball they had back home and the other with members trying to raise money for Special Olympics. Eventually the two groups merged under cofounders Rick Betts and Jerry Schmidt and Spokane Hoopfest Association was created. Finding support for the first tournament proved a challenge as Hoopfest wanted to do something no one else had: shut down the streets of downtown Spokane for two full days of basketball. By going door to door and winning a majority of downtown business owners over with the idea, the permit was granted and 36 courts were taped off on the asphalt. On June 30 and July 1, 1990, a group of dedicated volunteers including founding board members Betts, Schmidt, Dave Jackson, Terry M. Kelly, Dennis Magner and Rick Steltenpohl coordinated the first Hoopfest. The tournament hosted 2,009 players on 512 teams. The event was such a success in its first year, the City was happy to have it back again the next summer. Thus began the tradition of Spokane shutting down its downtown core during the last weekend in June to let people play on the streets. In the many years since inception, Hoopfest has developed into much more than a basketball tournament. Activities have been added to enhance the event experience such as a youth and adult center, courts, games and contests for every age, music playing throughout downtown, merchandise tents, and more. Hoopfest has grown to become the largest 3on3 street basketball tournament and family festival of its kind in the world. Annual participation in Hoopfest exceeds 6,000 teams and about 25,000 players. With players coming in from 42 states including Hawaii, Georgia and Kansas, Presented by: it now takes 450 courts to house the 14,000 games. It is believed that the second largest 3on3 basketball tournament in the country has no more than 1,500 participating teams. And the event generated $39 million in economic impact for the State of Washington.

2020 WFEA VOLUNTEER OF THE YEAR: Ruth Weigelt Ruth Weigelt, the President of the annual Lacey Spring fun Fair since 1991, has been selected to receive the first Washington Festivals and Events Association Volunteer of the Year Award, presented by Stages Northwest. In 1988 when the need for a community festival in Lacey became apparent, the local Chamber of Commerce launched the Lacey Spring Fun Fair, a 2 day festival that celebrated community with kids’ activities, rides, and entertainment. Saint Martin’s College donated the space, the city of Lacey contributed financially and with volunteers and the Lacey Fire Department also provided volunteers. Weigelt stepped up to the call for volunteers to help organize the fair. The first year’s attendance was 8,000, and by 1998 the event had grown to 20,000 spectators (the population in Lacey at that time was only 30,000! After the 1999 Fun Fair, the Chamber decided not to continue the event and Lacey Community Events, a non- profit, was formed with the sole focus of carrying on the tradition started by the Chamber, with the support of the City of Lacey. The non-profit was created and led by Weigelt, who brought along key people, some of whom continue to carry on the work of putting on the fair today. Each had a specific role -- from vendor coordination, volunteer recruitment, entertainment planning, site management and more. Thirty-three years later, through her efforts of securing sponsorship, partnerships, vendor recruitment and business relationships, Lacey Spring Fun Fair continues to be totally free to attend. Weigelt has also been active in many other areas of the community: North Thurston Citizens for Schools, Co-chair of citizen group supporting school bond & levy ballot initiatives since 2010. Lacey Metropolitan Park District, “Yes for Parks” committee chair, fund raising efforts for Lacey Parks & Recreation. YMCA volunteer and board member for over 40 years, Girl Scouts, the Soroptomist club and advisory councils for the Lacey Police Dept. & Lacey Fire district 3.
