Greetings to everyone gathered in Dayton, Ohio, for the Winter Guard International World Championships. Musical performances celebrate the human spirit. Through long hours of practice and hard work, musicians learn the values of discipline and determination, earning the opportunity to display their unique talents. School band programs teach the important lesson that success achieved through teamwork is a rewarding and memorable experience. I salute the competitors for their proven dedication to excellence and musicianship and the fans for their generous support. Best wishes to all for a memorable and exciting competition.

Greetings from the Office of the Mayor, the City of Dayton, Ohio to all participants and spectators of the 1999 Winter Guard International, Sport of the Arts Championships. On behalf of the City of Dayton and the Dayton City Commission, I would like to welcome you to Dayton, Ohio, for the 1999 Winter Guard International (WGI), Sport of the Arts Championships. Each year our community looks forward to hosting your prestigious event, drawing thousands of competitors from around the world. This competition has become one of our area’s largest and most anticipated annual events. Let me take this occasion to thank you for making Dayton your home for so many years. Furthermore, I hope future site selections will place you back in Dayton again soon. Participation in activities like WGI enhances the lives of our young citizens while motivating them to achieve their life’s goals. Collectively, we recognize the tireless hours of training necessary to compete in an activity as demanding as yours and we salute your efforts. In addition, we congratulate the WGI organization for the fine work you do in support of your members and in the development of quality competitive opportunities for youth. While the primary reason for this gathering is to compete in the Championships, I hope you will find the time to discover Dayton’s rich heritage, history, culture, and diversity. Our interesting museums, attractions, shopping, and dining establishments will certainly prove their outstanding reputations to you over the course of your stay as well. Director
Welcome to all the performers, teachers, fans and volunteers who collectively create the memories which we are forming this weekend. I am delighted as I reflect on the thousands of young people who share their talent and their joy with all of us at this Championship event. Though I do not award gold medals to each and every one, I certainly consider all of them to be real champions. We continue to grow in the area of Scholastic A class and in Percussion classes. Our regional contests this year were bursting at the seams with more groups than we have had in our history. We are taking significant steps in our involvement with the guards in Europe and in Asia. Two of our units from the United States, Tapestry and St. Augustine High School “Coast One” made the trip to Holland for the European Regional. Both units had very rewarding experiences abroad, as did the members of our adjudication community who judged the contest. We welcome our visiting groups this year, Aimachi from Japan and Mayflower from England. Close to 300 guards and 100 percussion ensembles will compete here in Dayton this weekend. This represents a year of hard work, fundraising, rehearsals, hopes, dreams, fears and excitement. This weekend is all about the performers. Please join me in making their experience a memory that will be “golden” to them throughout their years. Thank you to everyone.

On behalf of the Board of Directors for WGI welcome to the 1999 World Championships. We anticipate another great championship weekend with a continued record number of color guards and percussion ensembles in competition. The future is bright for pageantry as we enter the next millennium and WGI has exciting plans to ensure continued growth and prosperity. A strategic plan meeting is scheduled for this summer including individuals from various areas of WGI. Plans and strategies will be debated, prioritized and organized for aggressive and cutting edge management into the future. WGI strives to continue to be a leader in the pageantry activity. WGI is committed to support all pageantry activities and will continue to work in conjunction with other pageantry organizations toward the goals of education, cooperation and public recognition. WGI is working diligently to extend our hand in cooperation for the betterment of pageantry now and in the next millennium. If this is your first visit to Dayton, welcome to our world (and now your world). Let me give you a word of caution: once here, always here. It seems that over the years, one visit to Dayton will typically mean a return each year (or almost every year).

This activity is about the students, the members of the units. Color guards and percussion ensembles are the most intimate of the pageantry activities. We don't presume to be better than the other offerings in this area. It is a fact, however, that these groups are not larger than 30 members. The practices and contests occur in high school or university gymnasiums. The audience is only a few feet away in the largest of the usual sites in which we present our productions. Judges in the front rows can hear the students breathe. Judges and audience members can see the happiness, the anguish, the confusion and the perspiration. The members look into your eyes. Members know the faces of judges, and years later will stop a judge and say, “are you a judge for color guard�? Those who judge and those who are regular attendees see the members grow. At times, there is the young gentleman or lady who is about 12 or 13 and then suddenly (or so it seems), he or she is 20 or 21. The experience of this team activity is similar to any other team activity. Each member does his or her job and it fits into the overall scheme of things. The whole is really not only the sum of its parts, but also the whole is greater than the sum. When each member does what is asked, the result is usually wondrous. That is when we must remember that what we see on the floor began only a few months ago, maybe in November or December. How do they do it? It is part of the amazing capability of youth. Sit in awe. Sit and enjoy. Think of the effort that each and Novi High School every person has expended. How many weekdays and weekends at rehearsal or at contests? That means a separation from other school friends, and a need to manage their time. Lots of high school students, lots of college students and lots of homework to be done when they are not at rehearsal or contests.

Let’s sing the praises of these young people, loudly and clearly and without regard to our own wishes for a medalist. In prelims, in semi-finals, in finals, in any position, they have ALL worked far too much for us to be disappointed in the results of the contest. After all, the contest is really only part of this activity and winning is not THE goal. The principal goal is education.
How did you get here today? Did you loop off the Interstate and drive along the Miami River and see the Arena off to the side? To me, this is the heart of America. Our social studies books still call the Midwest the heartland. Look around. There is something less hectic than what most of our lives have become. This river, like most, inexorably and most often peacefully flows from its source to its end. The sun often shines as a harbinger of spring, a glorious season in any life. Dayton gives itself away at the airport. In how many airports can you actually walk only a few minutes to your gate? In how many airports do you meet so many friends at baggage claim? It’s a cozy airport in a little big city in the heart of America. It is the beginning of something just a little different. Pageantry is one of those things which when “once in the blood” won’t go away. My colleagues in the judging community are teachers, lawyers, architects, real estate agents, husbands, fathers, mothers, wives, doctors, etc. Who is the audience? Gosh, it is probably even more varied than the judging community! Who are the Directors? Let’s start with dedicated people who are often giving of unimaginable quantities of time so that 30 young people can have the best time possible and learn a lot about life. So, welcome to Dayton. You think that the basketball aficionados have their “March Madness”? This is “April Madness”. We don't claim to be the Greatest Show on Earth; however, we think you are going to have one heck of a good time. We believe you'll be sorry when the weekend finishes. The Arena will be the “empty nest” on Sunday, until 2000. And, yes, we think you’ll be back in 2000! – George Oliviero

Scholastic Concert Class Music City Mystique
Traveling Trophy The concept of the traveling trophies was conceived in December of 1991. Over time the concept was refined and when funding became available, the sculpture was commissioned in 1994. The artist selected was Dennis Sohocki of Denver, Colorado. His award winning sculptures are represented in public and private collections in America and Europe. Dennis Sohocki’s abstract theme is created in bronze and hardwood. The unique qualities of each carefully finished sculpture suggests grace and strength on a scale recognizing the achievement of a World Championship. The engraving of all Independent and Scholastic World champions on the base of each trophy is a testimony to those units who have achieved one of the ultimate accolades in pageantry.

Color Guard Judges The art of judging is a skill which is developed over an extensive period of time; it is one which requires ongoing education and deep commitment.
System
Individuals must be successful as a judge in their local area for a minimum of 2 years before application to WGI is considered. Before being allowed to participate in the WGI training program, they complete a home study of their caption spending upwards to 40 hours on this requirement. Participation at regional clinics and trialing through regional academies is their next step before participating in the Academy of Pageantry Arts held at the Championships each year. This final step is an intensified program covering 8 hours of class room study as well as trial judging nearly 80 of the competing units in that event. Their work is carefully scrutinized before they are considered eligible for the role to which they are applying. Once a WGI judge, education is ongoing including an annual summer study program and an annual weekend meeting for advanced development. These dedicated men and women are an important, often under-appreciated part of the triad of “Performer-Designer-Adjudicator”.
Percussion Judges The individuals adjudicating the percussion ensembles are among the most highly talented and respected percussion experts in the country. Selected first on their accomplishments and the respect accorded them within the community, these leaders then undertake another layer of education relative to the unique aspect of adjudication.

They trial judge, they complete home study projects, and they come together for a weekend each year to extend the range of their already high standards in order to serve the performers who fall under their expert eye in the process of competition.
The Scoring System There always seems to be a mystique which surrounds the scoring process in any competition, however quite simply judges always score two aspects of the performance: “What is being done” and “How it is being achieved”. Because our scoring system is an educationally based program, there is a curriculum designed for each class reflecting the level of their particular development. In each class experts evaluate and reward the specifics which the designers have emphasized within that curriculum.

Five experts focus on the following: Two General Effect judges react to the originality, creativity and entertainment quality of the total show, crediting the designers who create the vehicle for the performers. They equally reward the per formers for their ability to communicate that show to the audience, demonstrating the technical, expressive and emotional skills required to bring the show to life.
One judge evaluates the quality and merit within the composing process whereby equipment, body and staging blend together to create the “blue print” which defines the structure of the program. This is the designer’s piece of the Ensemble Analysis Score Sheet. Performers are rewarded in equal parts for skills of a technical and expressive quality, which showcase their development and understanding of equipment, body and staging. Two judges evaluate both the vocabulary and the achievement of the equipment and the movement responsibilities, responding to the range, development and performance of the moves within the Equipment and the Movement programs. Performers are credited for their training and expertise in this area, focusing on a curriculum specifically designed for their level of development.

Percussion Adjudication Three areas of consideration are evaluated in the process of assigning scores to Marching Percussion. The overall effectiveness and entertainment value of the percussion program is measured and rewarded. Here the judge evaluates the musical repertoire, its quality, creativity, and presentation together with the visual considerations of staging, coordination, and delivery.
WGI Adjudicatio
Another judge measures the musical training and development of the players’ technical skills and their ability to display quality and musicianship in the musical performance of their show. A third judge focuses on the visual presentation, measuring the depth and quality of the visual design, the presentation of the musical elements and the training and excellence demonstrated by the performers in this area.

The
In response to requests of the many band directors whose color guards and percussion ensembles have enjoyed and supported the winter programs, the concept of marching band competitions sanctioned by WGI was developed in 1995. The first contest was held in Texas and after further development a regular series of regional competitions titled the Friendship Cup were inaugurated in the fall of 1997. The youngest branch on the WGI family tree is growing as rapidly and as strongly as the other two divisions. This year 109 bands from around the country participated in seven regional contests bringing communities of band students together in healthy and learning competition.

The philosophy of the Friendship Cup scoring system utilizes methods that reward the achievement of positive qualities and offers continued encouragement to strive for even greater goals. This is a positive scoring system, rewarding successful efforts at every level, and is designed to encourage units to develop, maintain and project their own styles. An advisory board comprised of leading band directors oversees the emphasis and implementation of this unique method of evaluation.
As the name suggests, the Friendship Cup events are designed to offer marching bands an atmosphere where competition is educational, where fun blends with commitment, and where students experience the qualities and uniqueness of their competitors. The greatest measure of success is found in the response from band directors, parents, and most importantly the participants who enjoy the relaxed and educational environment that nur tures the student. Competition is only as important as the potential connections and the friendship that can be established between bands in the joy Houston High School of performance. The Laurel Award is the highest honor to those individuals who make a significant contribution to WGI, and who have in some way influenced the course of our history. Their contribution may be made through artistic standards, administrative leadership or adjudication. The Laurel Awards have been in existence since 1992. Honorees have been:
1992 Stanley Knaub Seattle, Washington Stanley was responsible for securing the funding and organizing the meeting that ultimately founded Winter Guard International. He revolutionized the activity with the addition of dance and is active today as a choreographer, instructor and consultant.
Lynn Lindstrom Arvada, Colorado As Executive Director, Lynn has been instrumental in nurturing the explosive growth of color guard from 30 guards in 1978 to over 300 participating this weekend. She has been the driving force for WGI’s expansion into percussion ensembles and marching band competitions.
Shirlee Whitcomb Walnut Creek, California Shirlee and others who founded the organization in 1977 shared the vision of WGI. Her contributions over the past 22 years as Education Director have included the education initiatives for instructors and judges that are unparalleled in the pageantry activity.

Madison, Connecticut Under his direction, the Skylarks were one the most creative units in the history of WGI. Mickey also served as Judge Coordinator, bringing standards, accountability and quality to the adjudication process through his vast experience in pageantry.
Arvada, Colorado The expansion and growth of WGI is directly due to the vision of this man who is responsible for the creation of both the Percussion and Marching Band divisions. George served as Contest Manager for the World Championships, strategic planning consultant and tireless volunteer.
Wayne Wengert Berthoud, Colorado Our organization was incredibly impacted by technological advancements brought by this man, who through his computer expertise, linked offices in 4 states and created the WGI web page. Wayne also designed the tabulation programs that are still in use today.
Delores Zappala Wakefield, Massachusetts President of the Board of Directors for more than a decade, Delores spearheaded WGI through its’ critical growing years as an organization. As director of Blessed Sacrament, she has impacted the lives of countless young ladies and leaves a legacy that still thrives to this day.
1995 Mary Denniston Sayreville, New Jersey An adjudication leader for more than 30 years, Mary’s integrity and commitment to the performers has set her apart. She served on the WGI Task Force for a number of years and continues to offer a wealth of information to guards, beginning judges, and pageantry as a whole.
Fred J. Miller Kettering, Ohio Founder of the Miller’s Blackhawks, Fred is considered to be the master showman of color guard. He served as WGI Financial Director for a number of years and contributed to our growth through his expertise as unit director, local circuit administrator, and enthusiastic advocate.

Madison, Wisconsin Leaders in innovative design and authors of the grand production within color guard. Sal and LuAnne created the State Street Review and moved the activity into a new level of entertainment. Their legacy survives today as their many alumni are now peers and instruct their own units.
Walnut Creek, California Through his shows with St. Anthony’s Imperiales, Blue Devils, San Jose Raiders, Clovis West High School and other units, Jay’s approach to color guard marks this man as the paradigm which has defined the standards of design and creativity.
Vincent Monacelli Rochester, New York A builder of champions, this innovative designer was pivotal in uniting the East and West when WGI was founded. Director of such color guards as Holley Hawks and Bishop Kearney, Vinnie created unique shows that are still benchmarks of performance excellence.
1997 Scott Chandler Walnut Creek, California Over the course of 17 years, Scott has created an amazing span of creative talent and contribution to this activity. His work with Blue Devils, San Jose Raiders, State Street Review, Tate Chaparrals, to name a few, are examples of his passionate approach to pageantry.
Harry Sampson Stoneham, Massachusetts New England’s Regional Director since the inception of WGI, Harry continues his commitment to the development of WGI. A specialist in timing and penalties, he is often the final word for this forgotten aspect of competition and is a resource for units and other regional directors.

WGI annually recognizes the young performers of our activity who pursue academic excellence. All groups who participate in the World Championships are invited to submit one applicant from their unit who are high school seniors or already enrolled in college. A committee of administrators, instructors and judges review dozens of applications for these awards and select students who stand out in qualities of academic, artistic and personal standards. Through the 50/50 raffle and the purchase of this program book, you, the patrons of WGI, remain a major source of revenue for the scholarships awarded. Corporate and private donations also enrich the fund that offers assistance to these worthy individuals. WGI hopes to award approximately $20,000 in scholarships in 1999.
