April 17, 2008 Dear Friends, Welcome to the WGI Percussion World Championships, one of the premier events in the marching arts. Over the course of the next three days, thousands of performers will bring their passion to the floor of University of Dayton Arena. The many hours pursuing excellence will turn into an all-too-brief turn under the lights and then to memory. It is the journey that began many months ago that we celebrate every April. WGI continues to expand its reach not only in this country but across the seas. We have become accustomed to international competing units at recent championships and we are striving to encourage more participation not only in here in the United States but in Europe and Asia as well. WGI is committed to the prospect of a truly international activity. In these days of economic challenges, it is a testament to the perseverance of our young people that they not only dedicate themselves on the floor but off it as well. Although more groups than ever are participating with WGI this year, it is not an easy road to the regionals and the world championships with regards to fundraising. Our community needs to be our own advocate for indoor color guard and percussion. Your support, especially at a grassroots level, is the life blood that makes this experience possible and keeps the future bright. As our championship volunteer staff will attest, you receive far more than you give. A good friend of mine found these words about another sport that seem custom written for this weekend: The fight is won or lost far away from witnesses. It is won behind the lines, in the gym, and out there on the road, long before I dance under those lights.

We are excited to be here in Dayton, home of the Winter Guard International Headquarters. This weekend will be filled with many exciting performances by a variety of performing groups representing countries from all over the world. This international representation truly reflects the tremendous growth WGI has experienced in recent years. WGI has made a commitment to hold the Color Guard and Percussion World Championships in the city of Dayton through 2014. We are proud to call Dayton “home” and thank the community for their support and warm welcome year after year. Welcome Whether you’re exchanging e-mail addresses with an old friend, checking out the new DVDs on sale at the WGI booth, or hooking up your iPod to the sound system for your guard’s performance, it’s clear that the winter guard and indoor percussion activities have been challenged, enhanced and forever changed by an ever-growing range of new media based on increasingly sophisticated technologies. The journey hasn’t always been easy. It’s no secret that the performing arts
webcasts, podcasts, RSS, PDF! Who can keep track of all this stuff? Seems like just yesterday we reluctantly started making the shift from cassettes to CD’s! (It’s been about 20 years, by the way, but who’s counting?) And yet, the indoor pageantry activity isn’t just “dealing” with the explosion of new technology—we’re jumping onto the World Wide Web, embracing electronic paraphernalia,
Welcome to Dayton and technology have traditionally had a somewhat uncomfortable relationship. We are, after all, “right brain” artists who sometimes feel a bit intimidated by “left brain” activities. All those numbers! Photos to upload, new software to download,
sharing our unique art form with fans around the world in new and innovative ways, communicating with each other at lightning speed, and jumping into the fray of new technology with joy and enthusiasm. Long-gone are the days when we depended on printed newsletters or wordof-mouth to find out what was going on in other areas of the country during the winter guard season. In 2007, WGI.org, the virtual home of Winter Guard International, experienced a mind-boggling 1.3 million “hits,” while over 12,500 fans are now members of WGI’s e-mail club, “e-Focus.” “WGI rePLAY” allows subscribers to log on and see full video coverage of selected regional competitions. For those long months

between winter guard seasons, fans can turn to “WGI on Demand,” which makes custom DVDs of world championship performances from 1979-2005. The newest member of our technological family, “WGI Tube,” has seen amazing growth as a forum for winter guard and percussion fans to easily post their own videos—keep an eye out for the winner of the “This is WGI” contest, which will be debuted on the jumbotron this weekend in Dayton. For the second year, WGI has partnered with Drum Corps International to bring World Championships to winter guard and percussion fans who were not able to join us here in Dayton, with a live championship webcast from UD Arena. We’re thrilled you’ve joined us here in Dayton and look forward to seeing you on the web when you return home!

WGI (Winter Guard International) Sport of the Arts is a non-profit umbrella organization guiding the competitive development of the winter guard and indoor percussion activities. WGI is governed by a Board of Directors consisting of representatives from all geographic areas of the country and representatives of the top winter guards and indoor percussion ensembles in the world. Adjudication The WGI Percussion judging community
is a body of professionals including some of the most honored and respected percussionists in the world. Many are educators and professionals who share a common understanding of the gigantic role the marching arts played in their own lives. These judges endeavor to offer a quality experience to the thousands of young people who grace our stage and give us their best. Some of the WGI Percussion Visual Judges have come from the color guard or drum corps activity. Marching Criteria Marching percussion groups are judged in three captions:
General Effect 40 points General Effect judges are evaluating two specific things during a performance: Music Effect (communication, creativity, blend and balance, expression) and
Overall Effect (communication, audio/visual coordination, pacing through time, imagination/ creativity, entertainment).
Performance Analysis 40 points Performance Analysis judges look at the composition of a show (musical and technical content, and simultaneous responsibilities) as well as the performance quality (musicianship, rhythmic clarity and uniformity).
Visual 20 points Visual judges consider the show composition as well as the performance quality. Compositional elements being analyzed include: visual musicality, attention to detail, creativity and unity of the elements composing the composition. Concert Criteria Concert Percussion are judged in two captions:
Artistry 50 points Here an intense look is given to the program and the fulfillment of those
programmatic choices. Here communication, musicianship, presence, and expression make up a few of the components being evaluated.
Performance 50 points Here the judge listens with a critical ear for the clarity of the intent of the composition, while considering performance qualities including musicianship, quality of sound, and technical excellence.

Known as the organization’s most prestigious honor, the WGI Hall of Fame recognizes those outstanding individuals who through their exceptional work and achievements have made a significant contribution to the color guard and indoor percussion activity. Winter Guard International is proud to announce the election of Dave Marvin and Jay Webb to the WGI Hall of Fame. They join twenty-eight distinguished fellow honorees :
Dave’s highly competitive programs have set many of the “percussion theatre” standards the activity now builds upon. Dave has been the Percussion Director at Northglenn High School for 30 years. In that time they have won 19 state titles and have earned WGI gold, silver and bronze medals in the late 1990’s. Currently, his wife instructs Northglenn’s front ensemble and his daughter and son are in the line.

Jay Webb exhibits a tireless and selfless drive to provide a sound educational and competitive environment for young people in the fields of percussion, winds and color guard—a drive that transcends his desire for personal recognition and reward. His personal dedication to excellence is unmatched. Fifteen years ago, Jay became the Director of Bands at Avon High School.

Dave was the mastermind behind the show concepts and visual coordination for the four-time WGI World Champion the Blue Knights World Percussion Ensemble from 1999–2005. Dave has also written/arranged and taught for the Blue Knights Drum and Bugle Corps, Troopers Drum and Bugle Corps, United States Air Force Drum and Bugle Corps and the University of Colorado Marching Band. Dave has served on the WGI board of directors and currently is the President of the Rocky Mountain Percussion Association. He served on the very first WGI Percussion Steering Committee through 2006 and has constantly been striving to develop a sound educational base for his and all indoor percussion students. Dave is considered a trendsetter and always thinking outside the box when it comes to creating new outlets for our art form. Besides having developed numerous very successful academic percussion programs in Colorado. Dave was instrumental in the creation of “Stampede”, the first officially endorsed and sponsored drumline in the National Football League. To date, most of the teams in the NFL now have an official drumline as an additional entertainment source, thanks much to Dave’s innovative efforts.
Under his direction the Avon HS percussion ensemble has made finals 12 of the last 13 year and has become the “poster child” of how the WGI system works: entering percussion competition in 1995, winning PSA in 1996 and 1997, moving to Open Class, winning PSO in 2001, moving to World Class and winning that in 2002. Jay has contributed to the inner workings of the indoor percussion activity locally as well as on the international level through his work on the ISSMA State Music Board for eight years, the Indiana Percussion Association (an organization which he co-founded) from 1997 – present, the WGI advisory board from 1995 until the present and the WGI Percussion Steering Committee from 2004 – present, and the WGI board of directors from 2004 – 2007. Jay’s insight and commitment to quality have helped shape many decisions that have shaped the indoor percussion activity to what it is today. Fellow Hall of Fame member Dennis DeLucia said, “Jay is the consummate educator: always concerned about the well-being of his kids and his program and the organizations to which he devotes his time, energy and talent.”

WGI Scholarships WGI recognizes the young performers of our activity who pursue academic excellence. All groups who participate in the World Championships are invited to submit one applicant from their unit who is a high school senior or already enrolled in college. A committee of volunteers, instructors, and judges review dozens of applications for these awards and select students

who stand out in qualities of academic, artistic, and personal standards. Since its inception, the WGI Scholarship Program has provided over $250,000 to deserving young people. You, the patrons of WGI, remain the major source of revenue for the scholarships awarded. Corporate and private donations also enrich the fund that offers assistance to these worthy individuals.

In Memoriam
This past year WGI lost two longtime volunteers to our organization, Wayne Wengert and Harvey Wingo.
Wayne Wengert Wayne was solely responsible for creating the original WGI webpage back in the early 1990’s. His computer expertise linked offices in four 78
states creating an office administration database program specific to the needs of our growing organization. Most importantly, he designed the original tabulation program to be used at all WGI contests. Wayne was elected into the WGI Hall of Fame in 1994.
Harvey Wingo Known as “Mr. UD”, Harvey was a fixture at WGI championships for decades. Along with his wife Lois, he dedicated
himself for the entire week leading up to the event to make sure all the performers had an unforgettable championship. When WGI went to two weekends, he stayed for the entire two weeks. He took the time to meet everyone on staff and was considered by the UD staff as family.
